SUMMER 2015 Farewell to a Friend John Korzilius Retires after 42 Years by Julie Rossman Village Voice Editor For the last 42 years, John Korzilius has been a fixture at Bob’s Mobil on Main Street in Union Grove. He actually worked for the two previous owners, before Bob’s Mobil. When he began in 1973, the business was known as Union Grove Consumers Coop, until 1983, when it became Farmers Grain and Supply. In 1988 it beacme Bob’s Mobil. Over the years, John’s job changed along with the times. He started out manning the car wash, always meticulously drying off customers’ windows as they drove out of the car wash. He also pumped gas at the full service pumps. But as the car wash was shut down, and full service was phased out, he moved back in the shop to repair tires and fill LP tanks. “I have no idea how many tires I’ve fixed,” John said as he reflected on his career. No doubt, he’s probably fixed a tire for a good portion of Union Grove residents over the years. In fact, upon hearing about his retirement, he said many customers came in saying “Who’s gonna fix my tires?” But he was quick to say he trained a young man to do the job well. When he began at the Coop, gas was just 24.9 cents/gallon, “And that was full service,” Korzilius said. Long-time residents will remember pulling up to the tanks and rolling down their windows, to me met by Korzilius, asking how he could help. “I’m gonna miss dealing with people and helping people,” he said. “I won’t miss working in the cold,” he added. John and his wife, Candy, have two grown daughters and five grandchildren. Long ago, John said he promised his wife they would one day move to be closer to them. “One day” has arrived, and the Korzilius’ have moved to the Appleton area. Korzilius says he really looks forward to having time to attend his grandchildrens’ activities. “It may sound trite, but I’m gonna spend more time with the grandkids,” he said. First it would be nice to have families take a break from all the work and have something fun to do in our own community. Also ice skating gives people good exercise and some fresh air. Finally, if you sold things like hot chocolate for kids and coffee for parents, the community could nake some money. I hope you accept this great idea. Sincerely, Malaia Dear Mr. Aimone, In our community I would like to have a sledding hill. One reason is because lots of people like sledding. Also, some people might not get to sled in the winter. At a Game Stop store people could get new or used stuff for many different systems and XBOX One and 360. First I think many kids would like a Game Stop because they don’t have one in Union Grove right now. If we had this store kids could return stuff if they needed to. Finally since our community doesn’t have a lot of stores, a Game Stop would give Union Grove some variety. I would really like it if you considered my idea. One reason is because it would make Union Grove smell awesome! Also, by having a chocolate factory, we could get more candy in the stores. Finally, having a chocolate factory in our community would give people a place to work. Those are my reasons that we should get a chocolate factory in Union Grove. Sincerely, Carter 2 From the Central Racine County Health Department Summer Safety for Kids Water Safety Kids slip, fall, and tumble; that’s a normal part of growing up. Summertime is a great time for learning through exploring the outdoors, and there are things we can do to ensure that kids avoid serious injuries. Use U.S. Coast Guard approved life jackets on boats and around open bodies of water. Car Safety Check the fit of the life jacket by having your child raise both arms straight up. If the life jacket hits the child’s chin or ears, it may be too big or need to be tightened. The majority of car seats are not used correctly. Read and follow a car seat’s manual. If you have questions, certified technicians are available at the health department to help with installation. Tell children never to enter a body of water without an adult present. Every summer, children die from heatstroke in vehicles. Never leave your child alone in a car. If you see a child alone in a car, call 911. Prevent illnesses like West Nile virus and Lyme disease - avoid mosquito bites, and do “tick checks” after being outdoors. Bike Safety Everyone should wear a helmet while riding a bicycle. Ensure the helmet fits well with snug straps. Teach kids to use hand signals and obey the rules of the road. Skin Protection Apply effective insect repellent to clothing and exposed skin, such as those with 0.5% permethrin or 20-30% DEET. Follow the manufacturer’s directions. Use broad spectrum sunscreen of at least SPF 15 when skin is exposed to the sun, even on cloudy days. Hats and sunglasses provide additional protection. Anyone wishing to file an objection must contact the Village Clerk to complete and submit the required objection form prior to appearing before the Board of Review. Objections will be scheduled to be heard by the Board in the order in which they are received by the Village Clerk. Village Financial Report Baker Tilly provided the following financial information that was evaluated as of December 31, 2014. The Government Finance Officers Association (GFOA) recommends that a general fund have a minimum of 17% of general operating expenditures in unassigned fund balance at any given year-end. The village’s unassigned general fund percentage was approximately 32% or 4 months of reserves on hand as of December 31, 2014. The village’s total General Obligation debt was $14,731,545 or 69% of its debt capacity. Debt capacity is 5% of the village’s equalized value. The Water Utility had solid results for 2014.There was an increase in operating income in 2014 due to a decrease in operating expenses. Bond resolutions require that earnings from the water utility be greater than 1.25 times the revenue bond annual debt service based on the bond year. In 2014, the utility met its required factor with an actual coverage ratio of 1.63. The water utility has historically had strong cash reserves. In addition, funds have been set aside as restricted for capital improvements and bond payments. The water utility had 3.8 quarters of billings on hand as of December 31, 2014. Given the wastewater utility’s 2014 results it is recommended that the Village review the sufficiency of the existing wastewater rates. There was a decrease in operating income due to a decrease in operating revenues. The required debt coverage for the wastewater utility was 1.10; this was met with an actual coverage ratio of 1.38. The minimum funding benchmark is to have 1 quarter of billings on hand at year end. The wastewater utility had just less than 1 quarter of billings on hand. The stormwater utility had good financial results as of December 31, 2014 with an operating income of approximately $18,000 for the year and over five quarters of billings on hand. Union Grove Farmers Market Opens June 2 The Union Grove Farmers Market Kick off is Tuesday, June 2, from 2 - 6 p.m., at Village Square at 10th and Main, and continues every Tuesday through October 13. Stop by for fresh garden produce in season, handmade fudge, marinades and cooking herbs, and honey and kettle corn popped on site. Come September, We’ll be offering apples, pumpkins and fall decorations. Bake sales by non-profit organizations and crafters will be present during the season. Starting Monday, July 6 the library will accept used books, especially children’s, in very good condition for its annual book sale. The library will not accept books that are musty, moldy, or in deteriorating condition. We don’t accept magazines, textbooks, or encyclopedias. Summer Reading Program begins June 15 and includes special performances as well as reading incentives given by the library to children who complete reading records. All Reading records must be turned in by Friday, Aug. 2. This year’s theme is “Every Hero Has a Story!” Children 12 years and younger are invited to participate. The Union Grove Lions Club Chicken Barbecue will be Sunday, June 7 at the Racine County Fairgrounds, Hwy 11, Union Grove, from 10:30 a.m. - 3:30 p.m. Tickets are $10 for adults and $6 for children under 12. Tickets can be purchased from Lion Club Members, local businesses and they will also be sold at the door. 7_ NEWS FROM THE DEPARTMENT OF PUBLIC WORKS From Mark Osmundsen, Director of Public Works Dogs in the Park The only Union Grove park where dogs are allowed, is the dog park located at Legion Park and the dog park there consists only of the fenced in area. Please keep you dogs on a leash until you enter into the fenced in area. Things you Might Not Know The Village operates its own wastewater treatment facility located at 3710 67th Drive. Our treatment plant is a 2 MGD plant which means it can treat up to 2 million gallons a day of wastewater . We treat an average of over 380,000,000 gallons of wastewater a year. The treatment plant never stops, it is always operating 24 hours a day 365 days a year. We produce 900,000 gallons of by-product from the treatment process each year, which is tested, hauled away and incorporated on fields for fertilizer. The clear water then flows into the creek which ends up in the Root River. The Village also takes care of over 25 miles of sanitary sewers that bring everything to the plant. The operators for both the wastewater utility and the water utility are Brad Maier and Craig Kreuscher, wastewater; Casey Stratton and Joe Firkus, water. These four gentleman had to go to school and pass several state exams to become operators and hold a valid operators license from the State of Wisconsin Department of Natural Resources. Kiwanis Club News The Union Grove Kiwanis Club has a busy summer planned! Here’s what’s coming up: Tuesday, June 2: The club will host it's second annual Bike Rodeo for area first graders from Union Grove, Yorkville and Raymond schools, and will be help at the Union Grove Elementary School. Each child will receive a bike helmet and learn about bike safety. Sunday, June 7: The Kiwanis Club will host its annual Cow Pie Bingo contest in conjunction with the Lions Club Chicken Barbecue & Car Show at the Racine County Fairgrounds. The cow arrives at noon! Feel free to stop by to check it out and visit with club members. July 4th Parade: The Kiwanis club lends a hand at the parade by sponsoring a band and helping with lining up parade participants. Don’t miss the parade! Racine County Fair, July 29 - August 2: This is one of our major fundraisers. We’ll once again be selling our famous Kiwanis Steak Sandwiches along with brats, burgers, hot dogs and chicken sandwiches at family friendly prices. With help from our local high school Key Club, our food stand is open during the entire fair. Come see us! Street Dance, Saturday, September 12: We’ll finish up the summer season hosting the annual street dance at Village Square Park in downtown Union Grove. Local band Weird Science will return for this fun community event. Join us! Proceeds from all Kiwanis events go back to the community in a variety of ways. The club meets the first and third Wednesday evenings each month, June through September at the Racine County Fairgrounds Kiwanis food stand, and October through May at Old Setters Bowling Alley. My name is Noah Lorey, I’m a Life Scout with Boy Scout Troop 350 here in Union Grove, and I’m currently working towards becoming an Eagle Scout! As part of the project required for the award I’m hosting a canoeing clinic on the pond in the Fox Creek subdivision. Please join me to learn how to canoe on Saturdays, August 1 and 8 , from 2:00-5:00 p.m. There is absolutely no cost and the canoeing is open to all ages! Bring Grandpa too! We’ll learn different strokes, turns, launching techniques, and safety, and have fun doing it! The RFQ will be posted on May 20th with responses from developers due in mid-July. Public Meeting to be held on June 16 The Community Development Authority and Plan Commission have developed a Request for Qualifications (RFQ) for the selection of a developer to construct multi-family housing at the former mill and Village Hall properties located at the corner of Mill Ave. and State St. The proposed project shall attempt to conform to the Downtown Redevelopment Plan. The project is one phase of a multi-phase downtown redevelopment effort. This phase shall include multi-family housing affordable to low- and moderate-income households along with market-rate housing, and if possible, a focus on housing for seniors (ages 65+ years). The recent Regional Housing Plan conducted by SE WI Regional Planning Commission revealed a job/moderate-cost housing imbalance in the Village. This project is intended not only to address this job/housing imbalance but also to have a catalytic impact on downtown redevelopment. Subsequent phases of You are invited to attend a public event at 6 p.m. on Tuesday, June 16 in the Union Grove Village Hall Community Room during which the Village will describe the desired project and the goals in the redevelopment area including an overview of how the new Tax Increment Financing District (TID) will be utilized to further development in the project area. The public is invited to participate through a brief comment period period during which you can voice your support or concerns about the vision for the project. The public comments will be compiled and shared with developers who respond to the RFQ.
