The 2015 Community AXIS Enterprises Inc. Annual Report details the growth,
performance, achievements and people that make up our organisation. It
provides key information about our service provision and our commitment to
the communities we assist.

Human rights charter
Community AXIS Enterprises Inc. acknowledges the Victorian Charter of Human
Rights and Responsibilities which is a Victorian law that sets out the basic rights,
freedoms and responsibilities of all people in Victoria.
The Charter aims to build a fairer, more inclusive community by requiring us to
consider human rights when we develop policies and provide services.
The Charter gives legal protection to 20 fundamental human rights, such as the
right to be treated equally, to be safe from violence and abuse, to be part of a
family and to have our privacy respected.

About us
Community AXIS Enterprises Inc. (CAEI) was established in 1991 as Wimmera
Job Match, changing its name in 2001 to Community AXIS. In April 2011
Community AXIS amalgamated with local Australian Disability Enterprise, The
Wool Factory, to form Community AXIS Enterprises Inc.
CAEI, trading as AXIS Employment, is a Department of Social Services funded
Disability Employment Service. In 2012 the Federal Government awarded CAEI
additional DES business in the Bendigo, Eureka, Sunraysia, Mid Murray and
South East SA Employment Service Areas. Covering an area of approximately
115,000 square kilometres, AXIS Employment is now the Provider of Choice
for 1200 job seekers and 600 employers in six ESAs across Western Victoria
and South East South Australia.
AXIS Worx is an Australian Disability Enterprise located in Horsham, Victoria.
CAEI is contracted by the Department of Social Services to deliver the Disability
Employment Assistance Program at AXIS Worx. Five separate businesses
operate within AXIS Worx:
E-Worx, Wood Worx, Pak Worx, Café Worx and Gift Worx. There are 43
Supported Employees with differing levels of permanent disability employed at
AXIS Worx.

It gives me great pleasure to report on another incredibly successful year of operation for
Community AXIS Enterprises Incorporated (CAEI). Through our high level of Disability
Employment Services, delivered to in excess of 2,000 Program Participants throughout a large

part of Western Victoria and South East South Australia, we have truly achieved our Mission: “To
Inspire and Empower People Through Employment”
Nationally, our Disability Employment Service is ranked in the top five percent, an outstanding
achievement in itself, even more so considering the majority of this business was taken up less
than three years ago. Our Australian Disability Enterprise is also highly rated on a National level,
achieving all aspirational performance targets, while continuing to provide valuable resource
to our community.
We are able to deliver these services to such a high level through dedication and hard work on
the part of all staff members and I thank them all. In particular, I would like to thank our
Management Team, Leadership Group and DES Managers for their direction and outstanding
leadership. I would like to pay tribute to the hard work carried out by my fellow board
members. They share with me the vision that CAEI is the best organisation it can be, offering
Disability Employment Services to the most vulnerable people in our community.
CAEI continues to mark out for itself, a distinct place within the community. We are a strong
organisation and will continue to strive and improve on the services we offer to people with

Success. A surplus of $1.57m, cash of $3.36m, investments of $637k, property of $2.83m,
43 supported employment jobs, $568k business sales, over 2000 jobseekers assisted, 678 job placements,
807 people in employment, DES performance 55% above national average, additional DES-ESS business,
new DES-DMS business, property purchases, e-waste expansion, office fit outs. That’s a successful year.

Consultants and Marketers. From Administration to Resources and Finance. From Managers to
Management and Board. Each of you have played a part in what we have achieved throughout the
past 12 months. Well done team, you should be proud of your achievements. We couldn’t have done it

and every Government Department that CAEI has been involved with in our 24 year history. From FaCS,
FaCSIA, DEEWR DEWR and now DSS. From CETP, CBF, CJP, CWC, CSP, PSP, DAV, ADE, DOE, DOES, DEN,
DES and now DES-ESS and DES-DMS. From Wimmera Job Match, to Community AXIS to Community AXIS
Enterprises Inc. From a Consultant to Corporate Services Manager and Management Team. Thanks
Grae, you are a big part of CAEI and where we are today.
Grae and Viv, your dedication and commitment to our success is highlighted by our achievements over
a long period and particularly over the last year. Thanks for your valued contribution and continued
support.
CAEI’s Leadership Group have been instrumental in driving our strategic direction and achieving
strategic goals. Grae, Viv, Brendan, Bill and Amanda have worked tirelessly to consolidate DES business
across six ESA’s, successfully pursued DES-DMS business, developed business opportunities at AXIS Worx,
attained environmental accreditation and acquired a property portfolio. This group is driven by a single
objective, to achieve the very best outcomes for CAEI, in the process benefiting program participants,
the community and our staff.
We are privileged to be supported by our Board of Governance, Chairman Nick Graham, David
Leembruggen, Bev Miatke, Doug Clarke, Brendan Bryan and David Eltringham. This group of people
volunteer their valuable time and continue to show faith in Management’s leadership, underpinning the
outstanding achievements of the past 12 months.
We are looking forward to 2016 and beyond.

“This year we purchased our own building
in Horsham. Exciting times ahead for AXIS”

Corporate Services Manager
We continue to build a property portfolio with the
purchase of our own office at 7-11 Firebrace Street
Horsham being the big news of the year. This two-storey
building will be our new home and the head office for
the organisation. We have appointed Baade Harbour
Australia Architects who are currently drafting plans, and
we anticipate the move occurring in December 2016. We also purchased 111 Main
Street Stawell, the office which we have been leasing for many years.
Due to continued growth in Jobseeker numbers and our success in being awarded some
additional DES business through the business reallocation process, we have had to
expand our offices in Swan Hill and Bendigo. The Swan Hill fit-out has been completed
and Bendigo fit-out is about to commence with both sites almost doubling in size. We
were also successful in sourcing grant money through the Department of Sustainability
and Environment to complete Phase 2 of our E-waste facility at AXIS Worx to create an
undercover storage and processing area for incoming e-waste.
We transitioned from the old Disability Services Standards to attain accreditation for the
National Standards for Disability Services for both AXIS Employment and AXIS Worx in June. We
also successfully achieved recertification of our ISO 9001:2008 and 14001:2003 systems. This
year we were pleased to welcome Tennille Ellis to the Corporate Services team in the role of
Quality and Systems Officer. Tennille brings a wealth of experience and knowledge to the
role.
We have worked on our fleet this year to improve our green credentials and safety of new
vehicles whilst providing a good balance of practicality. Many thanks to Tom for all his good
work in IT and Fleet to keep the show on the road.
Our role in Corporate Services is not at the coal face, but is in creating the coal face - by
providing the offices where people meet, providing the vehicles to get our staff to the coal
face across the vast area that the organisation covers, and providing the IT, computers and
phones for our consultants to be connected on the front-line. There is also something very
satisfying about the financial investment through purchasing that we put back into our
community that supports the work we do in getting People with Disability into work.
It has been another amazing year of success for the organisation and I would like to thank
Colin and Viv for their great leadership and support as we work to get the job done. I would
also like to thank our Middle Managers - Bill, Brendan and Amanda - for their huge contribution
to AXIS.
It is over 20 years since I commenced with the organisation and I’m looking forward to what is
in store for the year ahead!

“AXIS Employment achieves outstanding growth
with staff delivering exceptional support and
service to Job Seekers with Disability”
As we reflect on our 24 years of service delivery in
the Disability Employment space, AXIS Employment
can be proud of the outstanding results we have
achieved. Since our significant DES growth into 5 new
Employment Services Area’s in March 2013, we have delivered
exceptional employment services to Job Seekers with disability. In the past
financial year we have placed 785 Job Seekers into employment and 61 Job
Seekers in to Education placements. This has resulted in outstanding Star ratings across our
6 ESA’s. At our last star rating period, four ESA’s achieved a high 5 star rating and two
ESA’s achieved high 4 star rating. This exceptional result is due to the hard work and
commitment of our Site Managers, Marketers and Employment Consultants who work
tirelessly to provide an individualised service to each Job Seeker with an employment
outcome the focus of service. AXIS Employment is ranked as a leading provider of
disability services nationally and we are proud of the results we have achieved for our Job
Seekers.
EMPLOYMENT SERVICES
- Viv Watson
Employment Services Manager
As a result of our strong performance, in December 2014, we were delighted to expand
our DES business and move into the DMS DES stream following a successful tender
application. We were awarded DMS business in the Sunraysia ESA and Justin Clay has
been delivering DMS services and achieving excellent results.
We have increased our business share in the Bendigo ESA following a reallocation of business from a
poor performing provider. Following an offer from the Department of Social Services of an additional
10% of business, an 80 additional Job Seekers commenced in the DES program in August 2015.
AXIS Employment has seen growth in Job Seeker numbers which has led to additional employment
consultants across the regions. This has also created the need to increase the size of both the Swan Hill
and Bendigo offices with extensive renovation and refurbishment.
AXIS Employment held our inaugural Shooting for the Stars DES Conference in Lorne Victoria in early
October which was hugely successful. This conference involved 34 delegates including Management,
Site managers, Marketers and Employment Consultants who had the opportunity to build stronger
relationships with staff from other sites, participate in team building activities, increase their DES
knowledge and our AXIS vision. We were fortunate to have Jason McCarthy who became a national
hero in the wake of the Bali Bombings in 2002 and epitomises the Australian fighting spirit. His story is
one of humanity overcoming adversity. We also welcomed Andrew Gibbs, Assistant Director Disability
Services Section and Paul Abbott, Senior Contract Manager from the Department of Social Services as
guest speakers.
I would like to thank all of our staff for a wonderful year of outstanding results. It is a credit to all our
staff who work hard to assist our job seekers, resulting in “making a difference” in the lives of families
and individuals. It requires a strong team in each office to work together to achieve the outcomes
that we have. Our gratitude and thanks go to our site managers who continue to achieve great
results.
Colin, Grae and I appreciate the efforts of our entire staff and look forward to continued success in
the future of our DES services in Victoria and South Australia.

“It has been a fantastic year
FINANCE
of growth for AXIS”

Finance Manager
For the financial year ended 30th June 2015, Community
AXIS Enterprises Inc. (CAEI) has recorded a surplus of
$1,578,666. This figure is slightly less than last year, but still an
outstanding result for the organisation.
This strong financial position has meant a lot has been accomplished over the last 12
months. It has also enabled diversification of funding investments.
Towards the end of 2014, just over $700,000 was spent to purchase two new properties.
The first being the office at 111 Main Street, Stawell and the second being 7-11 Firebrace Street Horsham.
The Firebrace Street site will be the future head office of CAEI and it’s exciting to see some initial plans on
how this prominent Horsham building will be brought back to life. Early estimations suggest a further $2
million will be required for the extensive fit out of the old building.
As well as real estate, CAEI has also made a long term cash investment with a Managed Fund through
AXA North. Initially investing $400,000 in October, and a further $200,000 in December, the fund recorded
a balance of $637,222 at June 30. An additional $400,000 has been added in the current 2015/2016
financial year taking the total investment to a neat $1 million.
Lastly, in April 2015, a further $2 million was invested with the Bank of Melbourne in a 12 month Term
Deposit.
Capital expenditure for the year included $130,000 to extend and refurbish additional office space in
Swan Hill and $6,200 for the addition of an automatic door in our Stawell office.
$100,000 was allocated at AXIS Worx for capital expenses. This has enabled upgrades to the air
conditioning & heating in the Administration Building, the fitout of a brand new staff room, a new office
space in the E Worx Department and, with the help of a $45,000 grant from Sustainability Victoria,
concrete the floor for the next stage of the E Worx shed.
Impressively, even with the
significant capital
expenditure, the cash
position of the organisation
still increased by 11%,
leaving a balance of $3.38
million in the bank at the
end of June.
Revenue for the 2014/2015 financial year was up 7%, totalling $11.2 million, of which $9.7 was
generated through the DES program. Additional funding was also received through the
introduction of the DMS program in Sunraysia, which contributed an additional $141,000 to the
income of the ESA.
Business generated income at AXIS Worx totalled $568,021, an increase of 13% on last year’s result.
As the organisation continues to grow, the expenditure follows suit. Employment costs were up by 12%
from last year and vehicles expenses were slightly higher due to the increase in the number of vehicles
in our fleet. Over $2.6 million was spent on assisting job seekers to find and sustain suitable employment
and education throughout the year, an increase of 8%. Cost of Sales and overall operating
expenditure were both up 3% on last year.
A big thanks must go to Linda, Tamara & Olivia for the great job they do. Between them, they
monitor and enter well over 4000 transactions from the 75 company visa’s, process the fortnightly
pay’s for around 120 staff and supported employees, raise over 500 invoices, make around 1200
funding claims and enter & pay in excess of 5000 accounts all while creating newsletters,
answering calls, greeting everyone who walks through the door, responding to queries from both
within and outside our organisation, maintaining a social media presence, processing
CrimChecks, organising the AGM and creating fantastic Annual Reports such as this one! An
outstanding job as always girls!

Once again it has been a highly successful year in
DES with all ESA performing at exceptional levels.
This is no doubt due to the hard and innovative
work of all DES Staff.
Sunraysia.
The team in Sunraysia have done a fantastic job this year being able to maintain their
fantastic star rating. Carl and the team been able to create 127 job placements through
their hard work which has resulted in 73% of their caseload being in sustainable
employment. As a direct result of this performance our Sunraysia team were awarded
additional DES Business in the DMS Program. Commencing in December Justin and Kim
are already making great inroads into helping this group of jobseekers into employment.
Grampians
The Grampians team have continued their fantastic work throughout the ESA with 150 Job
Placements and 6 education placements. This has meant that 65% of the caseload at the end
of June was either in sustainable employment or study. Carolyn and the team have had a big
focus on our outreach towns and we have been successful in helping a lot of these jobseekers
find work. The Grampians team through this hard work have been able to maintain their 5 star
rating.
Eureka
A big year in the Eureka ESA and Tom and the team have moved from a 4 star rating to a 5 star
rating. This is a result direct result of 166 job and 14 education placement for the year. At the
end of June Eureka ESA had 61% of their caseload in work or education which is a great result
for our Jobseekers in the region. There is no doubt with hard work from all the team we ill be
able to maintain this fantastic achievement.

South East
We had an extremely excited manager in Rod when in January ore South East ESA where
given the news that they had achieved a 5 star rating for the first time. They had all worked
extremely hard to achieve this with 139 job and 16 education placements, the result being
and incredible 73% of jobseekers in employment or education. The ESA continues to go
from strength to strength and are working hard to maintain this fantastic performance.
Bendigo
What a busy year Jeff and the team have had in our Bendigo ESA. 161 Job placements
and 14 education placements had resulted in 57 of our caseload being in work or
education by the end of June. The best news, we have moved from3 star to 4 star with lots
more hard working tracking toward our aim to reach 5 star performance. Due to this
outstanding performance the Department of Social service has awarded us additional
business share and we are now actively servicing an additional 80 jobseekers in the ESA.
Great for us but importantly these jobseekers are now receiving an elite level of service.
Mid Murray
Marcus and his team have a big year, moving from 3 star to 4 star. With an exceptional
level of hard work the team is fast moving toward out next goal of reaching the 5 star
level. Throughout the year there was 75 job placements and 18 education placements
meaning that by the end of June 65% if the caseload in the Mid Murray where either in
employment or education. A fantastic result Mid Murray Team.
Overall the year has been very successful for all ESA’S. We talk about star ratings and
figures, but the best thing is sustainable employment and education opportunities are
being created for jobseekers that need our help. We are making a difference for these
jobseekers and the communities that they live in and for this all our fantastic DES staff
should be proud.

DISABILITY EMPLOYMENT SERVICES
The AXIS Employment Disability Employment Service focuses on the abilities of
Jobseekers, their training and up-skilling and employment readiness. AXIS Employment
helps Employers gain access to generous Government funded financial support and
incentives including workplace modifications and technology and disability awareness
training.
People with disability or diagnosed illness can bring a range of talents, skills and abilities
to the work place. There are many people with disability or health barriers who hold
senior managerial positions and who are tertiary or trade qualified. In all areas of the
workforce people with disability are successful, including traineeships and
apprenticeships. AXIS Employment’s Key Worker Strategy means Jobseekers are
matched to an Employment Consultant who work with them all the way through their
journey to employment and beyond.
AXIS Employment has a 22 year history of supporting Jobseekers and Employers in the
Grampians region and is proud to now provide this service across central and Western
Victoria and South East South Australia.

Tha Hser Bleh Dah thanked MP Andrew Broad, Member for Mallee, on
his announcement of funding for the Nhill Karen community
Employment Consultant, Nathan Martin, celebrates the graduation and
achievements of participants involved in “Pathways with Purpose 2015”.
Pathways with purpose was an 8 week program run by the National
Disability Coordinator with the assistance of AXIS Employment and
other service providers. The program helped the students develop
employment skills for the transition from school to the work place.
Tha Hser Bleh Dah began working at the Nhill Neighbourhood House
as an Education Aide, with the assistance of AXIS Employment.
Tha Hser has been busy helping members of the Karen community who
have moved to Nhill and has now been employment by the Hindmarsh
shire as the Migrant Settlement Officer for the region.
Congratulations to Tony Holtkamp, a participant in the DES program,
for winning the state prize for “Best School Garden” at Our Lady Help
of Christians school in Murtoa. Tony has been doing a great job and all
his hard work has clearly paid off!
Ashley has been working at the IGA Midvale for over 2 years. She
works in the deli once a week and in the bakery two days a week.
Ashley enjoys the social side of work with her friends and being able to
earn her own income.

AXIS Worx is an Australian Disability Enterprise located
in Horsham, Victoria. Community AXIS Enterprises Inc. is

the Disability Employment Assistance Program at AXIS Worx.
Established in 1983, AXIS Worx, formerly The Wool Factory, is a
major contributor to the community in terms of both economic and social
impact. AXIS Worx provides innovative, environmentally responsible services to local
businesses, community groups and individuals.
Supported Employees have the option of employment in any of the five business
enterprises AXIS Worx operates:
E-Worx – dismantles and recycles
“End of Life” electrical products i.e; televisions,
computers, printers etc.
Wood Worx – manufactures pegs, stakes, timber boxes, pallets, termite stations and
banquet boards
Pak Worx –
makes calico bags for the mining industry, grains industry sample bags,
lentil packaging and undertakes mail outs
Café Worx –
produces home style cooking, providing cafe and catering services for
the site and to the general public as well as producing a range of tasty products
available for sale in-store
Gift Worx –
sells a wide range of delightful corporate and personal hampers, giftware,
and Australiana
AXIS Worx is Disability Services Standards accredited and Supported Employees are
surveyed every year for input into their workplace.

The disability landscape continues to change and in
my opinion this will have a positive impact on all our
Supported Employees moving forward. The National
Disability Insurance Scheme (NDIS) continues to gain momentum
as the Government continues to roll out regions nationally, with Horsham
scheduled for October 2017.
I am pleased to report that the court decision to suspend the Business Wage
Assessment Tool has been finalised. Supported Employees at AXIS Worx are now having
their wage assessments completed using the Supported Wage System (SWS). We are
now seeing supported employees assessed for the second time under this assessment
tool.
Our commitment to QA auditing requirements has been successfully completed. This
includes ISO 14001:2004 Environmental Management Systems and National Standards for
Disability Services. Our participation in the National Television & Computer Recycling
Scheme through e-waste requires accreditation with AS 5377:2013. We expect this to be
completed by December 2015
Our capital expenditure of the past 12 months has been well utilised with a new office for E
-Waste as well as new equipment for all departments and the completion of our much
needed staff facilities. Now a great place to sit and relax.
One of the exciting things introduced this past year was the Wimmera Whippets, this gave
Supported Employees the experience to play football and netball. Their participation was
fantastic and we hope to have more involved next year.
All Departments with the exception of one exceeded 2014/2015 budget targets. Wood
Worx proved that if it can provide continuous work then it becomes viable. Pak was the
beneficiary of the Lighting the Region project, dismantling around 3000 street lights. Calico
sewing and mail management also featured heavily throughout the year. E-Worx proves
to be a numbers game. We believe E is running at around 40% capacity. Our partnership
with Melbourne based business MRI hopes to draw product from larger regional centres
and this has already proved fruitful as we welcome Ballarat City Council who will be
delivering their product to us. Café Worx catering has increased over the past 12 months
with repeat customers. Christmas cakes last year proved to be successful, and production
has already started to meet demand for this year. I would like to pay a special mention to
our outdoor team who keep the grounds looking neat and tidy. We continue to receive
positive comments from visitors when they first drive into AXIS Worx. Thanks to Graeme
Lewis who not only ensures all the site maintenance and vehicle checks are actioned but
as our HSR, he maintains the safety within the workplace for all staff, employees and
visitors.

Yearly Highlights: new 3 year Business Service agreement, smooth transition from BSWAT to SWS,
Sustainability Victoria grant to concrete Stage 2 of E-waste, partnership with MRI to assist with E-waste
growth, celebrated International Day of Disability with BBQ & Disco, supported employees
participated in the Tri State games which resulted in lots of medals, employee representation with
Wimmera Whippets for football & netball, new work bus thanks to a grant from the RACV Community
Foundation. 2015 local winner of The Tidy Towns award and also State Finalist for our Lighting the
Region Recycling Project.
I would like to take this opportunity to thank all the past staff and employees who have been
valuable contributors to our organisation over the past 12 months.
On behalf of all the staff, I would like to thank all the Supported Employees for their outstanding work
for the past 12 months. Your work never goes unnoticed. We have seen fantastic development from
all our supported employees. I would also like to acknowledge all our customers for your continued
support to our organisation which is much appreciated.
In closing, a massive thanks to my staff for your dedication and commitment to working within an
environment that at times can be challenging, but also very rewarding. I strongly believe that as a
team we will continue to drive AXIS Worx forward and also provide a workplace that our employees
can feel safe and secure within their employment.
