Requirement of developers to: a) have an organisation with clear responsibility for owning and managing the public land and community facilities to a high standard b) Take initiative to plan and support community development 2. Requirement of Ashford BC to agree a sustainable and viable solution for the management of open space, and particularly Discovery Park, as a public facility for Ashford at nil or low cost to the Council Chilmington Green Workshop, 1st November 2011 4. COMMUNITY DEVELOPMENT What are Community Trusts ? Independent not for profit organisations which aim to respond to local needs, and are intended to bring about social, economic and environmental benefits to the local community Four common principles: 1. Community-led organisations 2. Adopt a self-help ethos, working in partnership but avoiding dependency 3. Adopt an enterprise approach to achieve social benefits 4. COMMUNITY DEVELOPMENT Governance Effective governance of the land, facilities and services will require clear and appropriate participation of all the key stakeholders incl. the developers, the local authority, the third sector and local residents. There are a number of different governance models that could be adopted to achieve the vision, leadership, accountability, viability and sustainability.
