RULES 1.1 The rules for the race shall be: • the 2005 – 2008 Racing Rules of Sailing (RRS) of the International Sailing Federation (ISAF), • the Prescriptions and Special Regulations of Yachting Australia (YA), • the Special Regulations of the Ocean Racing Club of Victoria (ORCV), • as applicable the rules and regulations of: the Australian Measurement System (AMS), the International Rule - Club (IRC) – the IRC Rules Parts 1, 2 and 3 shall apply, and • the Notice of Race, except as any of the above are altered by these Sailing Instructions. 1.2 Between the hours of Sunset and Sunrise, RRS 10 to 22 inclusive shall cease to be applicable and shall be replaced by the International Regulations for the Prevention of Collision at Sea. 1.3 For the purpose of this race the times of Sunrise and Sunset shall be as follows: • Sunrise: 0557 hours • Sunset: 2044 hours 1.4 RRS Rule 52, Manual Power, shall be modified: 1.4.1 - to allow self-steering equipment to be used by boats sailing Two-Handed, and 1.4.2 - shall not apply to the adjustment of movable water ballast or canting keels on any boat. 2. RESPONSIBILITY 2.1 All those taking part in this race do so at their own risk and responsibility. 2.2 Acceptance of a boat as an entrant in the race is not to be taken as express or implied acceptance on the part of the ORCV and/or any of its Flag Officers, Committee, Equipment Auditors or any other members, of the fitness of any boat or any equipment on such boat to safely compete in the race and/or deal with any and all eventualities of the contemplated passage. It is the responsibility of each skipper of each competing boat to decide whether his/her boat is fit and suitably crewed for the intended purpose and neither the ORCV nor any club, person or company connected with the organisation of the race is responsible for the seaworthiness of any boat whose entry is accepted. 2.3 Attention is drawn to Fundamental Rule 4 “Decision to Race” of the RRS which states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone” 3 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 3. SAFETY CATEGORY AND EQUIPMENT REQUIREMENTS 3.1 As set out in the Notice of Race. 3.2 ORCV strongly recommends that safety harnesses and suitable personal flotation devices be worn whenever conditions warrant, particularly in rough weather, at night or when sailing short handed. 4. RADIO COMMUNICATIONS 4.1 Radio communications procedures are detailed in Appendix A. 4.2 Skippers are reminded that it is compulsory for all boats to respond to all schedules including the pre-race sign on schedule. 4.3 Failure to sign on at the pre-race schedule shall result in the boat being scored DNS. 4.4 Failure to answer a subsequent routine schedule on time shall require written explanation of the reasons why the schedule(s) was missed and boats may be penalised for any such failure after protest. 5. COMPULSORY RACE AND WEATHER BRIEFINGS 5.1 A race briefing will be held at the Royal Melbourne Yacht Squadron, St Kilda on th Monday 18 December 2006, commencing at 1900 hours. A briefing for the 2006 “Kidder Williams” Melbourne to Launceston Yacht Race will be held at the same time. 5.2 A weather briefing will be held at the Blairgowrie Yacht Squadron, Blairgowrie on Wednesday 27th December 2006, commencing at 0800 hours. A briefing for the 2006 “Kidder Williams” Melbourne to Launceston Yacht Race will be held at the same time. 5.3 Each boat entered in the race shall be represented at both the race and the weather briefings. Two responsible persons from each boat will be required to relay briefing information to the boat prior to the start. 5.4 Boats not based on Port Phillip may seek alternative arrangements with the Race Director for the briefings. 5.5 Any boat that fails to be represented at these briefings and has not made alternative arrangements with the Race Director may be considered not to be a starter in the event. 4 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 6. ALTERATIONS TO SAILING INSTRUCTIONS 6.1 Any alterations to these sailing instructions shall be advised to competitors at the Race Briefing, or by radio as detailed in Appendix A. 7. TIME STANDARD 7.1 All times in these Sailing Instructions are Australian Eastern Daylight Time (AEDT) unless otherwise stated. 8. TIME AND PLACE OF START 8.1 Start time will be 1200 hours on Wednesday, 27th December 2006 in the vicinity of the Portsea Pier, always allowing the Race Committee at their discretion to postpone to another time. 9. STARTING LINE 9.1 The Starting Line shall be between the signal mast flying an orange flag on the committee vessel at the Starboard end of the line and the navigational beacon on the Portsea Pier at the Port end. 9.2 A pink inflatable crowding buoy may be laid in the vicinity of the committee vessel. 9.3 When the committee vessel is on station after the preparatory signal and before correctly starting: 9.3.1 - Any boat touching the crowding buoy, or passing from the pre-start side of the starting line to the course side between the crowding buoy and the committee vessel shall return to the pre-start side of the line by passing to the course side of and around the committee vessel before starting correctly. 9.3.2 - Any boat passing from the course side to the pre-start side of the starting line between the crowding buoy and the committee vessel may have 60 minutes added to her elapsed time. 9.4 For the purpose of premature starters returning to start correctly or late starters arriving in the start area, if the committee vessel is no longer on station at the starting line, the crowding buoy shall be deemed to mark the starboard end of the starting line. 9.5 It should be noted that the 2006 “Kidder Williams” Melbourne to Launceston Yacht Race will start at the same time on the same start line. 10. POSTPONEMENTS 10.1 Postponements shall be signalled by displaying the Answering Pennant and one white flare may be fired. An announcement may be made on VHF Channel 12. (See Appendix A). This alters RRS 27.3. 5 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 10.2 One minute before the postponed starting sequence commences the Answering Pennant shall be lowered and one white flare may be fired. This alters RRS 27.3. 11. STARTING SIGNALS 11.1 Races will be started in accordance with RRS 26, except that flares will be used in lieu of sound signals. RECALLS 12.1 Individual recalls shall be signalled by displaying code flag ‘X’ and in addition, one white flare shall be fired. Premature starters may be identified on VHF Channel 12 (See Appendix A). There will be no General Recall. This alters RRS 29.1 and 29.2. 13. COURSE 13.1 Yachts shall start in a North Westerly direction leaving to port a pink spherical buoy off Shortland Bluff, bearing approximately 240° magnetic from the Queenscliff Low Light at a distance of approximately 0.5 miles from the shore. The buoy will be in the vicinity of a vessel flying an orange shape. 13.2 Thence to the finish line in the Derwent River leaving the following marks to port in the order shown: • Maatsuyker Island Light • Bruny Island Light 14. FINISHING LINE 14.1 The finishing line will be in the Derwent River between the flag mast on the finishing box on Battery Point (42°53’S 147°20.3’E) and an orange buoy which may display a white flag by day and should display a yellow flashing light (3 seconds) by night, the buoy bearing 050° true, approximately 300 metres from the finishing box. An inner distance mark, a large inflatable buoy, may be positioned approximately on the finish line and when finishing, yachts are required to leave this mark to port. 15. FINISHING PROCEDURE 15.1 Boats approaching the finish line are required to report their positions as described in Appendix A. Yachts shall cross the finishing line from South to North. 15.2 Yachts finishing at night are required to illuminate their sail number on the port side. 6 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 16. MOORING 16.1 After finishing, yachts are required to await the arrival of an escort vessel before proceeding to the mooring area. Yachts will be moored on the South side of Elizabeth Street Pier, bow or stern to, and should prepare mooring lines appropriately, observing the instructions of the escort vessel which will be operating on VHF Channel 9. 17. DECLARATIONS 17.1 Each yacht is required to lodge a declaration on the form provided as Appendix B with an official of the Derwent Sailing Squadron or the ORCV within 12 hours of the yacht finishing the race. Failure to comply shall be taken to mean that the yacht has retired from the race. 17.2 If a skipper is uncertain as to whether a rule has been breached, the circumstances should be recorded on the back of this declaration form. 18. PROTESTS, REDRESS AND PENALTIES 18.1 Protests or requests for redress are to be lodged with an official at the Derwent Sailing Squadron within 12 hours of the yacht’s finishing time. 18.2 Protests or requests for redress will be heard at the Derwent Sailing Squadron in Hobart, as soon as practical after, but no sooner than 12 hours after, the boat has finished. The date, time and venue for a protest hearing will be the posted on the Notice Board at the Derwent Sailing Squadron at least 6 hours before the hearing. Decisions made will, where practical, be applied before the calculation of corrected times and determination of trophies. 18.3 The protest committee may apply a time penalty for a breach of a rule or the Sailing Instructions declared by an infringing competitor without a hearing, or after a hearing, if a protest is contested. 18.4 The following penalties will be applied for breaches of Part 2 RRS: • For a minor infringement without damage – 15 minutes • For an infringement with damage that is not considered serious – 60 minutes 18.5 The penalty for a serious infringement will rest with the protest committee and may result in a percentage time penalty or disqualification. 18.6 All penalties will be noted on the times sheet and shall be applied to finishing times. Boat positions will be adjusted after penalties are applied. (This complements RRS 64.1 and amends RRS 44.3) 18.7 All requests for redress involving the official time sheet must be submitted within 4 hours of posting of the results. 7 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 18.8 The protest committee shall not be entitled to abandon the race as a consideration for redress (This amends RRS 64.2). 19. COMMERCIAL SHIPPING IN PORT PHILLIP 19.1 Yachts shall keep clear of all commercial shipping (vessels more than 25 metres in length) whilst within Port Phillip, and particularly while transiting Port Phillip Heads, as required by Port of Melbourne Corporation “Harbour Master’s Directions”. Ships are restricted in their ability to manoeuvre while entering Port Phillip and yachts should take any necessary avoiding action early. 20. TROPHIES & PRESENTATIONS 20.1 Overall: • Heemskerk Perpetual Trophy for the overall winner on corrected time. IRC division (Donated by Sir Donald Trescowthick AC, KBE). • Wrest Point Abel Tasman Trophy for Line Honours. • Port Phillip Sea Pilots Trophy for first yacht through Port Phillip Heads. • Alan Collins “Rookie Skipper” Prize. 20.2 AMS Division: • Edward Henty Perpetual Trophy for the second place overall on corrected time. • Batman Perpetual Trophy for the third place overall on corrected time. • Zeehan Trophy for the Navigator of the overall winner on corrected time. (Donated by the City of Melbourne and the Hobart City Council) 20.3 IRC Division: • 1st on corrected time. • 2nd on corrected time. • 3rd on corrected time. 20.4 Performance Handicap Division: • The City of Melbourne Perpetual Trophy for 1st on corrected time. • 2nd on corrected time. • 3rd on corrected time. 20.5 The “Heemskirk Consolidated” Melbourne to Hobart Ocean Yacht Race 2006 trophies will be presented at 1000 hours on 2nd January 2007 at the Derwent Sailing Squadron in Hobart. 20.6 The presentation of the Sovereign Series Trophies will take place at a crew party at the Sports Bar at the Wrest Point Casino. The party will commence immediately after the race with presentations planned to commence at approximately 1900 hours on the 2nd of January 2007. 8 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 21. SCORING FOR SOVEREIGN SERIES 21.1 This race is Race 2 of the Sovereign Series. Eligible yachts will receive points according to the Notice of Race for each event in this series. 22. SPONSORSHIP AND SIGNAGE 22.1 The race has been generously sponsored by Heemskirk Consolidated Limited, a global mining and resource company. 22.2 Entrants will also be supplied with race flags bearing the sponsor’s name, which should be flown in the vicinity of the yacht’s backstay. The flag should be flown th from at least 0900 hours on the 27 December 2006 until 1230 hours; and flown again after finishing and before berthing in Hobart and should remain hoisted whenever in port, and preferably until at least midnight on 2nd January 2007. 22.3 By starting in the event, the boat and her crew acknowledges that the ORCV owns all media rights to the “Heemskirk Consolidated” Melbourne to Hobart Ocean Yacht Race 2006 and grants the ORCV an unconditional, perpetual right and authority to make, reproduce, edit, publish and broadcast anywhere in the world at their discretion, for any purpose and in any media (including motion pictures, still pictures and live, taped or film television), the names, images and biographical information relating to the boat and crew and photographs, video footage and audio recordings taken of the boat and its crew prior to, during and after the race, without compensation. 23. MISUSE OF FLARES 23.1 No flares of any type are to be fired while the yacht is moored at Hobart. Civil authorities have severe penalties for any offenders. Skippers are reminded that the best way of ensuring that no flares are fired from their yacht is to place them under lock and key. 24. RETURN VOYAGE PLAN 24.1 A Return Voyage Plan is included as part of the Declaration at Appendix B. 25. RACE RADIO STATIONS 2.1 All pre-race schedules will be conducted by the ORCV, using the call sign “Ocean Racing”. 2.2 Yacht position reporting schedules up to and including 0505 on 29th December 2006 will be conducted by Melbourne personnel as Ocean Racing. 2.3 All subsequent routine radio schedules will be conducted by Mersey Radio and Coast Radio Hobart or by Ocean Racing Melbourne. The yacht “Yoko” or any other yacht or station nominated by Ocean Racing, Mersey Radio or Coast Radio Hobart will provide assistance where necessary. 10 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 3. CREW CHANGES (Telephone & HF 4483 KHz) 3.1 th Late crew changes may be notified on 27 December 2006 by calling the ORCV Race Director on mobile telephone 0418 396 605 between 0905 and 0950 hours. 3.2 Crew changes may also be notified by calling Ocean Racing on HF 4483 KHz between 0905 and 0950 hours. 3.3 When nominating additional crew, details required include name of crew, address, age, Yachting Australia membership number and next of kin (including relationship to crew member, contact address and telephone number). 4. PRE-RACE SIGN ON SCHEDULE (4483 KHz) 4.1 A pre-race sign on schedule will be conducted on HF 4483 KHz by Ocean Racing commencing at 1105 hours on Wednesday, 27th December 2006. 4.2 Any changes to the Sailing Instructions and changes to yacht handicaps will also be announced at this time. 4.3 Boats will be called in alphabetical order to confirm that they are starters in the race. 4.4 Boats that do not respond on the first call must wait until they are re-called at the end of the schedule. 4.5 Any boat failing to respond on HF 4483 KHz during this schedule shall not be considered a starter in the event. 5. PRE RACE SHIPPING ADVICE (VHF 12) 5.1 At 1145 Ocean Racing will broadcast advice of shipping movements through Port Phillip Heads on VHF Ch 12. All boats are required to monitor this broadcast and maintain a listening watch on VHF 12 until they are 2 nautical miles outside Port Phillip Heads. Any shipping transiting the Heads, and also Coast Radio Melbourne will be monitoring this frequency. Boats should revert to the race frequency and VHF 16 when 2 miles clear of the Heads. 6. ROUTINE SCHEDULES (4483 KHz or alternates) 6.1 Boats will be called on to give their position at the times listed in the routine schedule until they have crossed the finish line or if retired until they have reached a safe harbour. It is mandatory that all boats respond to each routine schedule and report their position. The position given shall be the boat’s position in degrees and whole minutes only of Latitude and Longitude as at the commencement of the radio schedule. The relative position of other boats in the close vicinity should be noted if they can be positively identified and given if requested. 11 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 7. RADIO FAILURE 7.1 In the event of an HF radio failure after the start of the race, every effort should be made to contact Ocean Racing, Mersey Radio or Coast Radio Hobart by one of the following methods: • Using VHF radio, relayed by another vessel if necessary, • If are able to receive only, listen at the scheduled times and be prepared to fire a white flare, if requested to do so by the radio station, to indicate your position, and • Endeavour to place yourself in the vicinity of another vessel so that you can be identified and your position relayed to the radio station. 7.2 The reason for failure to report at the routine schedule times for any reason must be reported on the boat’s Race Declaration (Appendix B). 8. YACHTS RETIRING (4483 KHz, alternates & telephone) 8.1 Should a boat retire from the race every effort must be made to advise the Radio Relay Station as soon as possible and to give the following information: • Time, and position at the time of retirement • Reason for retirement • The state of the crew • The port to which the yacht is retiring. 8.2 Boats that retire shall maintain their routine position reporting radio schedules until such time as they reach a safe harbour. Within two hours of arrival at a safe harbour contact must be made with either Ocean Racing, Mersey Radio or Coast Radio Hobart by HF radio or with Hobart Race Control on telephone (03) 6223 2743 or 0418 396 605 to confirm safe arrival. Failure to comply with this requirement may prejudice acceptance of an entry in future races. 9. FINISHING SCHEDULES (VHF 81 & VHF 9) 9.1 Each boat is required to call Ocean Racing on VHF Channel 81 advising their estimated time of arrival at the finishing line when they pass abeam of: • Cape Queen Elizabeth, and • White Rock (6 nm from the finish). (Coast Radio Hobart will monitor 4483 KHz if communication on VHF is unworkable). 9.2 In addition to the above, boats must maintain their routine radio schedules including the reporting of positions until they have crossed the finish line. 9.3 On crossing the finish line, boats should change to VHF Channel 9 to liaise with the tender providing berthing assistance. 12 Heemskirk Consolidated - Melbourne to Hobart Ocean Yacht Race 2006 10.
