Our hope is when the hundreds of miles traveled have ended, and you’re back home after countless nights away, that this tournament will have provided you an experience that defined your season and created memories to last a lifetime. To prepare for the regional tournament there are a few things that need to happen quickly. 1. Make hotel arrangements. Page ( 15 ) has information on blocks of rooms that have been created specifically for the regional tournament. 2. Email the highest quality color photograph of your team you have to the Tournament Director, Devlyn Brooks ([email protected]). Please use JPEG or GIF format so they can be added to the tournament programs. 3. Find your team check-in time on page 4 and make travel arrangements to arrive prior to that time. All teams must register at their designated times unless previous arrangements are approved by the Tournament Director and Region Director. 4. Make note of which scheduled activities have required attendance. Banquet, Officials Breakfast, Skills Challenge, Opening Ceremonies & Picnic. 5. Fill out Regional Tournament t-shirt order form as a team and email to the Tournament Director to ensure you receive proper sizes. 6. Ensure you have your entire team’s tournament credentials organized. A complete list of requirements is below. A. Letter of league eligibility signed by State Commissioner B. Tournament team roster signed by league president C. Birth documents or Babe Ruth cards for each team member D. Certificate of insurance coverage E. Insurance claim forms signed by league official F. Consent for treatment forms G. Team photo with player names and numbers H. Local league rosters with tournament team players & coaches highlighted I. Waivers if applicable J. Copy of league playing schedule K. Babe Ruth coaching certification L. Concussion training certificate. Minnesota state law dictates all coaches much have a concussion training certificate. Further information regarding the tournament will be provided to the Midwest Plains Regional Champion. 3 Tournament Schedule of Events Tuesday, July 26 12:00 Noon Team check-in begins at Matson Field. Since we have a ten-team field, two teams will check in every half hour. Teams must check-in at their designated time unless previous arrangements have been approved by the Tournament Director & Region Commissioner. All teams must arrive and depart as a complete group. Any players not with the group at check-in will not be allowed to play. In case of inclement weather, check-in will be at the Minnesota National Guard Armory across the street from Matson Field. Below are a few items for you to keep in mind and remind your players of. Check-In All credentials are required upon check-in. See page two for a list of requirements. Please check-in at your designated time as a team and have your players wear their uniform shirts. Concussion Training We want to call your attention again to the coach concussion training that is required by Minnesota state law. See page 2. If there are any questions, do not hesitate to contact the tournament director. State Flag Each team is requested to bring a 3’ x 5’ state flag for presentation during the opening ceremonies and during tournament play. The flag will be returned to you before returning home. Practice Fields Centennial Park is a four-field baseball complex that may be used for practice at your convenience. The complex is located 15 blocks straight east of Matson Field and will be unlocked from 8:00 AM until dark every day of the tournament. Required Attendance All managers & coaches are required to attend the following events: Team check-in, banquet, opening ceremonies & team picnic, and officials breakfast. Schedule Please adhere to the schedule at all times. Provide line-up cards to public address booth 30 minutes prior to game. The home team may take a 10 minute infield practice 30 minutes prior to game time. The visiting team will take a 10 minute infield at 20 minutes prior to game time. If you start late, you will be asked to clear the field at the designated time. 6 Managers, Coaches, & Teams (continued) Umpires There will be three umpires for each game. Care has been taken to have officials with many years experience and it is expected they be treated as such. Only the manager is to address the umpires to discuss controversial plays. Do not allow players or assistant coaches to address umpires. The umpire-in-chief will be aware of the identity of each team manager. Sportsmanship Award The Norm & Eileen Travis Sportsmanship Award will be presented to the team that best demonstrates the qualities described in the Babe Ruth Sportsmanship Code. This will be decided by tournament officials with input from tournament umpires. Bucky Burgau Field at Concordia College This is quite a large tournament with ten teams. As such, a second field is required to ensure a timely schedule. We have the distinct privilege of using Concordia College as the site for our second field for this tournament. The outfield is natural grass, but the infield is artificial turf. Due to the turf sunflower seeds are absolutely prohibited on this field. We also request that players refrain from digging in at the plate to avoid ruining the turf. Please respect the wishes of the college. Awards Medals and plaques will be awarded for first, second, & third place. All players will also receive a participation certificate. Game Changer The Game Changer site will be updated in real time for every game. Please share this with all of your fans that can’t make it to the tournament. Visit our website at http:// www.moorheadbaseball.com for tournament brackets and links to the Game Changer site. 7 Families & Fans Admission Tournament admission prices are as follows: Day Pass Week Pass Family Pass Adult (14+) $10 $30 $50 Child (5-13) $5 $15 $50 There is no charge for children under five years old. Family passes cover your immediate family (Parents & Children) for the entire week. Weekly & Family passes must be presented at the ticket gate each day for each field and are not transferable. Books & T-shirts Tournament program books are free with paid admission. All players will receive a souvenir program book upon check-in as well. Regional Tournament t-shirts are available by pre-order for $20 each. Please pre-order as there will only be a limited number of extra shirts. They are dri-fit style and have been created by a local designer who will also be on-site to customize the shirts if you like. You can have your name and/or number added to the shirt for an additional fee. Please fill out enclosed order form and email to the Tournament Director as soon as possible. Concessions There will be full hot and cold concessions at Matson Field. The options at Concordia Field will be limited to cold snacks and drinks. No coolers will be allowed inside either game complex. Photography There will be a professional photographer on hand to take pictures of the teams during opening ceremonies and during tournament play. These pictures will be available for purchase online following the tournament. Baseball was, is, and always will be to me the best game in the world. -Babe Ruth 8 Area Information & Attractions West Acres Mall - http://www.westacres.com West Acres Shopping Center is a regional shopping mall located in Fargo, North Dakota near the intersection of Interstates 29 and 94. It is the largest mall in North Dakota and includes four major anchors, nearly 130 stores and services, and a 750 seat food court. The total retail area is 950,000 square feet. Roger Maris Museum - http://www.westacres.com/roger-maris.php The Roger Maris Museum opened in Fargo, North Dakota – Roger’s hometown – in 1984, and true to Roger’s wishes, it is visible, accessible, and free. Located in the Roger Maris Wing near the Aquarium Court at West Acres Shopping Center, the glass enclosed museum enables visitors to re-live Roger’s legendary life. More than 7,000,000 people visit West Acres every year. The museum was fully renovated by West Acres in 2003. Notable museum features include: A video room for watching historic footage while sitting on actual Yankee Stadium seats from the Maris era, a replica of Roger’s Yankee Stadium monument, a replica of Roger’s 1961 locker, displays and artifacts from Roger’s youth and Major League playing days. Fargo - Moorhead RedHawks - http://fmredhawks.com/ The Fargo-Moorhead RedHawks are a professional baseball team and are a member of the American Association of Independent Professional Baseball, which is not affiliated with Major League Baseball. The RedHawks have played their home games at Newman Outdoor Field since 1996. Hjemkomst Center - http://www.hcscconline.org/ The Heritage Hjemkomst Interpretive Center is a historical museum in Moorhead. The Hjemkomst Center first opened in 1985 and serves as home to a Hjemkomst Viking Ship, Hopperstad Stave Church replica, quarterly museum exhibits, and county archives. Rourke Art Museum - http://www.therourke.org/ The Rourke Art Museum is a fine arts museum in Moorhead founded by James O'Rourke. The art museum is in a historic Federal Courthouse and Post Office built in 1915. Concordia College - http://www.concordiacollege.edu A private, coed, four-year liberal arts college with a community of nearly 2,200 students who come from 38 states and 26 countries and represent 39 religions and denominations. Concordia employs 171 full-time faculty including NASA and NSF scientists, award-winning composers and writers, and national experts in a wide range of fields. 9 Game Conduct 1. Umpires will enforce all rules and regulations covered in the Official Baseball Rules and the Babe Ruth Rules and Regulations. 2. The games will be kept moving at all times. No unnecessary delays will be allowed. Mound conferences should be kept to a minimum. 3. ANYONE – Players, managers, or coaches – acting in an unsportsmanlike manner will be removed from the playing field and facilities immediately. 4. Only the manager (no coaches or players) shall discuss any plays of a controversial nature. The umpire in chief shall be fully informed of the identity of each team manager. 5. Managers, coaches, and players shall wear uniforms consistent with Babe Ruth Championship play. No coaching shorts or players’ shorts, or ragged shirttails, etc. will be permitted. Shirt tails must be tucked in at all times. The Regional Commissioner or his designee will have final approval of all uniforms worn by the players, coaches, or managers. All uniforms worn by players, coaches, or managers must have the Babe Ruth patch on the left shoulder and at least a six inch number on the back of each shirt. No number may be duplicated. Absolutely no player, coach, or manager will be allowed on the playing field without a Babe Ruth patch and a number on their uniform. 6. Any batboy/batgirl or ball retriever must wear protective headgear. Bat boys/girls must be prompt in delivering the discarded bats to their proper places. 7. Equipment – hats, gloves, balls, etc. – shall be stacked neatly in their proper places at all times. Discarding bats, gloves and protective headgear in such a way as to cause personal injury to another player or spectator shall be deemed unsportsmanlike. This can result in an ejection from the game. 8. All Babe Ruth rules pertaining to bats will be followed. You could be a kid for as long as you want when you play baseball. -Cal Ripken, Jr. 10 General Tournament Guidelines 1. Babe Ruth Baseball rules and regulations will be adhered to during the tournament at all times. Unsportsmanlike behavior will not be tolerated, and could jeopardize the opportunity for a player or team to proceed in the tournament. 2. Sportsmanship will be stressed at all times. Judgement calls by the umpires will not be questioned. If there is a question concerning a rule, it will be discussed in a gentlemanly manner. Protests will be handled as prescribed in the Babe Ruth Rule Book. Players, managers, coaches and fans will not be allowed to talk to the Protest Committee during protest deliberation unless so asked by the committee. 3. Smoking, chewing of tobacco, or drinking of alcoholic beverages by any player, manager, coach, or fan will not be allowed on the field, in the dugouts, or in the seating area. Teams that allow players to drink beverages or eat food in the dugouts are responsible for cleaning up any debris from such actions immediately after each game. 4. The players, a manager, two coaches and a bat person are the only individuals allowed in the dugout during a game. Any other necessary personnel to be in the dugout will only be allowed with the permission of the Regional Committee. 5. Managers, coaches, and players are to remain in the dugout at all times except when participation in the game or time is called. Players are to wear helmets if required to be on the field. 6. Teams are not to verbally or in any way harass opposing pitchers, hitters, or defensive players. Encourage your own players and don't make remarks to the opposition. Players should be advised not to argue with the umpires. The manager will handle all disputes with the umpire. Encourage positive play at all times! 7. Catchers are required to wear masks and helmets during warm-up both before and during the games. All catchers are to wear protective cups as required. A back-up catcher is to be ready to warm up the pitcher if the catcher is not ready after the end of an inning. Pitchers will be allowed eight (8) pitches between innings and teams have one and one-half minutes to be ready to play between innings. An additional player should be assigned to protect any pitcher warming up while play is going on. 8. No equipment is to be left lying on the field while the game is in progress. It must be in the dugout area. 9. In the case of an injury, the game will be stopped at the earliest possible time. Do not come on to the field until time is out and the umpire signals you to do so. 11 General Tournament Guidelines - Continued 10. Protective headgear must be worn at bat and on the bases. A mask and throat protector must be worn by any player warming up a pitcher, including in the bullpen. Helmets must also be worn by any bat persons. 11. The home team will occupy the third base dugout. No team is to occupy a dugout until the coin flip has taken place (after first round games.) First round home teams are predetermined. 12. Make sure your team knows how to appeal plays. 13. Teams will be allowed 10 minutes of infield practice prior to each game with the home team taking infield first. Infield practice will begin 30 minutes prior to the game’s starting time. If you are late in starting or run out of time, you’ll be advised to clear the field. 14. Players, Managers, & Coaches are to shake hands following each game. 15. Managers are to have lineup cards ready 30 minutes prior to the start of the game with first and last names, numbers, and positions listed. Reserves will be listed with first & last names & number. 16. From the East, you may exit I-94 onto 20th Street (Exit 1B) or 34th Street (Exit 2). 13 The History of Matson Field Matson Field was named for long-time Moorhead High School coach and teacher and Moorhead Parks & Recreation Director Harold H. “Peg” Matson, by the City Council shortly after his death in 1959. Read the excerpt below from “The Red River Scene” newspaper from January 29, 1959. Thank you to Mark Peihl of the Historical and Cultural Society of Clay County for this history lesson. “Peg enjoyed life - the life with youngsters. And although his marriage was childless he had the biggest family in town. Thousands of youngsters were ‘his.’ He continuously gave unselfishly of himself to develop recreation and athletic facilities for Moorhead. Many times he dug down deep in his own pocket to finance a recreation project when the budget was at low ebb. He started the ‘Santa Claus’ letter program which has proven so successful and popular among the tot-sized group. He fathered the pee-wee, junior and midget baseball programs and during the development stage, he coached two pee-wee and one junior state championship teams. Peg battled hardest for the underdog, the boy or girl who didn’t have an even chance with the world because of finances or lack of parental guidance. He was always doing a little extra. He’d put up a basketball hoop if he knew that a boy wanted to play, but just didn’t have the money. For the little neighborhood games, he’d see to it that the field was in shape to play. He started in Moorhead’s recreation program in 1950, became its director in 1951 and led the development of numerous recreation projects until he stepped aside in favor of a fulltime man last year. He was a part-time director who gave full-time effort and much more One could go on forever talking about this unselfish man, but Cliff Fismen, one of his ‘boys’, put it best when he simply stated upon hearing of Peg’s death: ‘I couldn’t say anything but he was the greatest guy that ever was.’” 14 LODGING SPECIALS 2016 Midwest Plains Babe Ruth Regional July 25-31, 2016 The following hotels have set aside blocks of rooms or rates with great tournament deals just for you!
