I’ve often referred to our community as the jewel of
the Inland Empire, but with world-class businesses and
innovation, Rialto is fast becoming much more than that.
Our success stories could fill an encyclopedia, from the
mission critical work that Martinez & Turek Inc. does as a
major aerospace and defense contractor to, more recently,
Amazon’s new Rialto distribution center, which will help
the online retailer meet its goal of same-day delivery.
Mayor’s Message
Dear Friends,
We’re home to globally respected manufacturers such as Biscomerica and Monier Lifetile,
logistics and distribution centers for giants such as Federal Express, Target,Staples and Toys
R Us, and a robust transportation network that includes two major freeways, rail service and
convenient access to major airports.
All of this translates to a quality of life we treasure and are committed to build upon. In the
months and years ahead, we will see the Renaissance Rialto development spring to life on
our former general aviation airport site. We’ll see more jobs for working families and our
young people. We’ll reap the benefits of wise investment in infrastructure and public safety.
As we grow, we celebrate our diversity as well. Our business ownership rates for women
(32 percent), Latinos (48 percent) and African Americans (15 percent) all exceed the state
average, creating vibrant opportunities not found elsewhere. Earlier this year, we swore in
our first Hispanic police chief, Randy De Anda. In March of this year, the 10th Annual
State of Women’s Conference was held recognizing and celebrating the dynamic women
who represent the community.
There are reasons Rialto is home to all of this – a City staff second to none, leaders
committed to our future, businesses who see themselves not only as private enterprises but as
community partners, and, most of all, residents proud to call Rialto home.
Thank you to all for making Rialto the crown jewel we’ve become.

reading/writing workbooks, career/job resources, and family/parenting materials. Early learning and

In 1986 the Bethune Center was created out of a need to address the problem of high unemployment
among youth in San Bernardino County. The Bethune Center provides pre-employment skills training
and academic enrichment, along with job search assistance and job development. In a supportive
environment, Bethune Center students learn the correct way to seek employment, and more importantly,
they learn how to stay employed. The Program is designed for youth who want to work but need
additional training and job assistance to find the “Right” job.

Fit 4 Kids is conducted by the Rialto Recreation & Community Services Division at the Rialto Racquet & Fitness
Center. It is a multi-faceted program designed to address the problem of childhood obesity of elementary and
middle school age children in Rialto. Children in the Fit 4 Kids program will receive the physical, educational,
and psychological tools they will need to help them overcome the challenges of obesity. Children will
participate in team sports, individual sports/activities, cardiovascular, strength and full body fitness training.
In addition, they will receive critical education in the areas of health, nutrition and fitness. Finally, parents and
caregivers will be provided with important information on how they can best support their children in their
endeavours to overcome the challenges of obesity and its related physical and emotional problems.

Inland Fair Housing and Mediation Board’s (IFHMB) mission is to reach residents about their state and federal
housing rights and responsibilities through education and outreach. By utilizing county-wide resources,
IFHMB is able to identify, investigate, educate, and assist individuals with discrimination complaints. In
addition, IFGMB is a HUD-approved housing counseling agency that offers Rialto homeowners FREE
counseling on loan modification efforts.

The City of Rialto Fitness and Aquatic Center
is a full service health club with an array of
classes and amenities available to our members.
Our mission is to enhance our community by
providing a facility that promotes health and
wellness and accommodates the needs of a
broad range of users. Located on the corner of
San Bernardino Avenue and Riverside Avenue
we have a fully equipped gym, indoor heated
pool, jacuzzi and sauna. Want a workout that
is right for you? We have individualized membership options to help you make it happen
and reach those fitness goals. Whether you are interested in strength training, cardio fitness
or group exercise classes the Fitness and Aquatic Center offers something for everyone with
classes such as CardioFit, Yoga, Pilates, Indoor Cycling and Zumba! Group exercise classes
provide you with a fun and social way of meeting your fitness goals. Currently, new members
can sign up and enjoy the facility with a zero joining fee. In our pool we offer a variety of
Aquatics classes, such as AquaFitness, year round swimming lessons for all ages and levels,
and private swim instruction. Our indoor pool is heated between 82 & 84 degrees all year
for a great low impact therapeutic workout. In addition to our 5 lane lap pool, we also offer
a separate recreation swim area for family
use. A certified lifeguard is on duty at all
times during open pool hours. This summer
the Aquatic Center will be hosting a variety
of summer fun swim days including a
pirate pool party, princess pool party
and luau pool party for families to enjoy
themed recreational swimming. Interested
in hosting a pool party this summer? For
your upcoming celebrations, the Fitness and
Aquatic Center also offers affordable rental
packages for the pool and sun deck.

PROJECT
Walmart has pulled building permits and
commenced vertical construction of its new
Supercenter on the southwest corner of San
Bernardino Avenue and Riverside Avenue.
Ed Grush is the general contractor selected
by Walmart to construct all of the on-site and off-site improvements for the Supercenter
site. Ed Grush is a leading commercial general contractor in California headquartered in
Signal Hill. On February 23, 2016, the City Council approved a final parcel map for the
site. The parcel map will create the out parcels allowing NewMark Merrill Companies
and Pacific Retail Partners to construct the various restaurants and retail shops fronting
Riverside Avenue. The out parcels project should commence construction within
the next 30 days, so that the small shops and restaurants open concurrently with the
Wal-Mart Supercenter later this year. NewMark Merrill recently reported in
California Centers Magazine that it had signed a lease with Pieology Pizzeria for space in
the new center, in addition to Jersey Mike’s, GNC, Carl’s Jr., T-Mobile, Chipotle, Menchie’s,
Les Schwab Tires and Ono Hawaiian BBQ. The City contracted with Matich Corporation to
improve many of the surrounding streets serving the Walmart site.

This is a deferred loan program. No payments are required. The principal
amount with a 3% Simple Interest accrued annually will become due and
payable when you sell, transfer/change of title, or owner ceases to reside at
the residence. Applicants must reside in the home requesting repairs as their
primary residence and the property must have equity.
Applicants must own and reside in the residence for a period of at least
one (1) year with a minimum credit score of 500.
Homeowners must meet certain income guidelines to qualify for
rehabilitation funds. The program must correct code violations and health
and safety problems along with general property improvements.
The process of completing the home repairs may take several months.
The improvements can make your home comfortable and upgrade the
appearance of your neighborhood.
Eligibility for the loan program are limited to owner-occupied single family
homes whose gross family income does not exceed the amounts set by the
U.S. Department of Housing and Urban Development (HUD) under the state
income limits.

I am truly humbled and honored to be the new City of Rialto
Police Chief. I am very proud to represent all of the hard
working men and women of the Rialto Police Department and
the Community we serve.
Members of the Rialto Police Department have a lot to be proud of. In 2015, the
Rialto Police Department was awarded the International Chiefs of Police “Excellence in Law
Enforcement Research Award” which recognizes law enforcement agencies that demonstrate
excellence in conducting and using research to improve police operations and public safety.
As a result of this prestigious recognition, other agencies (city, state, national, and international
levels) look to the Rialto Police Department for guidance while embarking on similar research
efforts and technology implementations, particularly as it relates to body worn camera usage
out in the field.
As we enter 2016, we also have a lot to look forward to. We will continue to focus on the
Community-Based Policing goals of our Area Command Program through creative approaches
to problem solving, enhancing supportive services for the public and continuing to strengthen
communication with our community members. Our Rialto Re-Entry Support Team (RRST) will
play a key role in making this a long-term success for the City of Rialto.
The Rialto Police Department continues to collaborate with residential community
managers in an effort to establish and maintain safe living environments through the Crime
Free Multi-Housing Program. We are in the early stages of re-launching a Problem Oriented
Policing Team. The goal is to provide a better quality of life to citizens by proactively focusing
on specific and/or recurring issues, related to repeat offenders and problem locations, in order
to permanently eradicate the issue and prevent its reoccurrence.
Our department understands that traffic safety is a big concern for our citizens and we are
taking strides to ensure our increased enforcement efforts have a positive impact on reducing
traffic collisions and reckless drivers. At the beginning of 2016, we added two motor officers
to the Traffic Unit and anticipate two more officers will be added by this summer. The Traffic
Division will continue to enhance safety at our schools and increase community awareness and
education regarding traffic safety.
We understand our youth will be our future leaders and that providing them with a
solid foundation, early on, is instrumental to their success. Through grant funds, we are
fortunate to be able to offer two outstanding opportunities to the youth of Rialto. Our award
winning program P.R.I.D.E. Platoon (which stands for Pride, Respect, Integrity, Discipline,
and Enthusiasm) emphasizes on the treatment, prevention and discipline of “at-risk” youth
between the ages of 14-17, many of which are already being negatively influenced by peer
pressure, drugs and gangs. Our Gang Reduction and Intervention Program (CAL-GRIP) focuses
on children ages 8-13 with primary goals of mentoring, strengthening family relationships
and educating youth on the dangerous of gangs and other negative influences before they
make poor choices that can have lasting impacts on their lives. Through law enforcement
partnerships with community organizations and other professional services, both programs
provide healthy alternatives to negative behavior, build youth self confidence, teach effective
communication methods, and help develop leadership skills for a successful future. I couldn’t
be more proud of the dedication that our program staff members and citizen volunteers have
shown to ensure the continued success of both programs.
Throughout the years, we have invested in technology tools and other avenues that
bridge communication gaps and encourage direct community involvement with the police
department such as City Sourced, Nextdoor (Virtual Neighborhood Watch), Facebook,
Crimemapping.com, E-policing, NIXLE, and our Community Emergency Response Team (TEAM).
We will seek out new opportunities for state and federal funding to stay on top of emerging
technology as well as meet ongoing equipment and staffing demands for our organization.
Most importantly, we are moving forward as an organization, striving to become the
premiere law enforcement agency in the Inland Empire that people want to join and other
agencies mirror. As the new police chief, I firmly believe that investing in our employees
through training and development sets the groundwork for a fruitful career and a lasting
commitment to our community.

Explorers Post #200 Volunteers
The Rialto Police Department is fortunate to have Explorer Post #200, a career
exploration program, sponsored by our department and which is affiliated with
the Boys Scouts of America. The Explorer Post began in 1975 and has been the
starting point for many law enforcement officers. The program is one of career
exploration and education for youth ages 14 to 21, interested in learning and
excelling in a professional career of law enforcement. Currently, our post has
22 members, all of whom play an important role in our organization; we are
hoping to expand our post to 40 members.
Our volunteers also assist with many City
events which include National Night Out,
the annual Christmas Parade, Halloween
Hi-Jinks, and the Family festival, just to
name a few.
This position is very prestigious with the explorer assuming and being assigned
a very large role of responsibility. The explorer is instructed and educated about
the methods of police work. During the process of growing through the explorer
program, fundamentals of discipline, work values and the practices of law
enforcement are taught and strictly adhered to.
Explorers participate in many community and police functions which include:
traffic control during parades and city events, police patrol ride-a-longs with
police officers; special assignments to include gang sweeps, search warrants, DUI
checkpoints, and Undercover operations and police patrolled security in addition
to many city wide special events donating more than 6,500 hours of service to the
department and community.

Each year we go to the California State Officer Memorial in Sacramento, compete
in a Nationwide Explorer competition in Las Vegas, as
well as participate in our City of Rialto’s Open House,
International Festival, National Night Out, Halloween Hijinks, and any other events that the City may need us for.

The Rialto Police Volunteers are involved
in several aspects of service to the Police
Department. Among other things, they
assist with traffic control at accident and
crime scenes, conduct citizen and vacation
patrols, help out at DUI check points, host
Neighborhood Watch Meetings, conduct
station tours, assist with the City’s Hazardous
Waste Days and conduct free child
fingerprinting at a variety of City and
Police Department events.
There are currently 33 Police Volunteers
and 96 Neighborhood Watch Groups.
Volunteers donate approximately 5,000
hours of service to the Department
annually. We are indebted to this fine group
of men and women who selflessly dedicate
themselves to assisting the Rialto Police
Department.

The Explorer Post holds weekly meetings on Wednesdays
between 5:00 pm - 8:00 pm and address training topics
related to law enforcement as well as incorporating
training in areas of civic involvement and special projects
which benefit the entire community.
The success of the Law Enforcement Explorer Post is
obvious, as several of the current officers received their
first exposure to police work in this program. Applications

The Citizen’s Academy is designed to present residents with an understanding of
the Police Department’s operations, which will provide a greater awareness and
understanding of law enforcement’s role in our community. Each week, an inside look
at police functions will be taught by police executives and veteran officers. Class size is
limited to about 40 attendees, due to site capacity limitations. You must be at least 18
years of age; no felony convictions; no misdemeanor convictions within the last 3 years;
and no pending criminal cases. The recent academy class filled up quickly, and classes
are filled on a first come, first served basis.

The Rialto Police Department wants to help protect residents’ property from opportunistic
thieves with a new vacation program designed to catch criminals in the act.

Beginning in May 2014, Rialto residents can contact the Rialto Police Department
before leaving for any extended period of time and arrange for an police officer to
place a small tracking device that can be hidden on items of value that are particularly
attractive to burglars, such as home electronics, safes, or other items.
The motion sensitive device is activated once the resident leaves on vacation. Any
movement of the device will set off a signal that sends a text to both the resident and
the Police Department. Officers tracking software with the device to quickly locate
the stolen property and the thief.

Ambulance Transport / Look Before You Lock
• Create a reminder to check the back seat. Put something you’ll need like
your cell phone, handbag, employee ID, brief case, etc., in the back seat so
that you have to open the back door to retrieve it every time you park.
• Keep a large stuffed animal in the child’s car seat. When the child is placed
in the car seat, put the stuffed animal in the front passenger seat. It’s a
visual reminder that the child is in the back seat.
• Make sure you have a strict policy in place with your childcare provider
about daycare drop-off. Everyone involved in the care of your child should
always be aware of their whereabouts. If your child will not be attending
daycare as scheduled, it is the parent’s responsibility to call and inform the
childcare provider. If your child does not show up as scheduled, and they
have not received a call from the parent, the childcare provider pledges
to contact you immediately to ensure the safety of your child. (this is very
similar to the ‘absence-line’ used by most elementary, middle and high schools)
• Keep vehicles locked at all times, even in driveways or garages. Ask home
visitors, child care providers and neighbors to do the same.
• Keep car keys and remote openers out of reach of children.

Get in the habit of always opening
the back door to check the back seat
before leaving your vehicle. Make
sure no child has been left behind.
• If a child goes missing, immediately check the inside passenger
compartments and trunks of all vehicles in the area very carefully, even if
they are locked. A child may lock the car doors after entering a vehicle on
their own, but may not be able to unlock them.
• If you see a child alone in a vehicle, get involved. Call 911 immediately.
If the child seems hot or sick, get them out of the vehicle as quickly as
possible.
• Be especially careful during busy times, schedule changes and periods of
crisis or holidays. This is when many tragedies occur.

training with the
Rialto Fire Department?
The FREE 20-hour CERT course is delivered by a team of
first responders and volunteers who have the requisite
knowledge and skills to instruct the sessions.
We currently have 20 positions
open (for ages 14-21).
The Fire Explorers are sponsored by the Rialto Fire
Department and Learning for Life. We will teach
you the necessary skills needed to RIDE
the engines. You will learn all aspects of the
Fire Department - training, and day-to-day
operations. You will be able to do most of the
training maneuvers alongside professional Rialto
Fire Fighters. Explorers must be 14 years old to
enter the Ride Program. You must also be able to
prove you have a 2.5 GPA or higher and maintain
it throughout your time as an Explorer.
Our post has attended the Inland Empire Explorer
Academy for the past several years. Academies
include education and hands on training in Auto
Extrication, Wildland Firefighting, Structure Fires,
Confined Space Rescue and Hazardous Materials
Training. Our group has won several trophies and
awards in Musters and Fire Training Competitions
and has been seen on local television, in
numerous newspapers and in Rialto parades.

Empowering residents of the City of Rialto to be
more than survivors.
The Community Emergency Response Team (CERT) Program
educates people about disaster preparedness for hazards that
may impact their area and trains them in basic disaster response
skills, such as fire safety, light search and rescue, team organization,
and disaster medical operations. Using the training learned in the
classroom and during exercises, CERT members can assist others
in their neighborhood or workplace following an event when
professional responders are not immediately available to help. CERT
members also are encouraged to support emergency response
agencies by taking a more active role in emergency preparedness
projects in their community.

We all had high expectations for the
forecasted El Nino last winter, but it
would take above average rainfall
for several years to pull California
out of this extended drought. That is
why we all must continue our efforts
to save water. With a warm summer
approaching, it is important to have a
water conservation plan.
A good water conservation plan is most effective when all members of the household work together. A great
place to start is by calling a family meeting. Take turns sharing different ideas to save water. Pick those ideas that
work best for you and your family.

Here are some ideas to get you thinking:

• Take 5 minute maximum shower (use a timer)
• Do not use the toilet as a trash can
• Save the water used to clean produce to water potted plants
• Add mulch (2-4 inches deep) to flower beds to slow down evaporation
• Turn off the faucet while washing your hands
• Allow your grass to grow longer (helps roots grow deeper and use less water)
• Replace high water use landscape with drought tolerant alternatives
• Compost table scraps and save water by not using the garbage disposal
• Wash your car less frequently and only at a recirculating carwash
• Be a leak detective, check all sprinklers and irrigation hoses for needed repairs
• Use a pool cover to prevent evaporation
• Pull the weeds, they take water away from your landscape
• Write the family’s water savings plan on poster board and display it in a common area.
Create a contract that all family members sign agreeing to the water savings plan. Hold each other accountable for
water waste and reward those who stick with the plan. Challenge each other to see who can save the most water.
A friendly competition always makes things more fun.

5.69.060 - Frequency, Duration & Permissible Dates.
A.
Subject to the additional limitations imposed by subsections
B and C of this section, no garage sale shall be conducted by
any person or at any location more frequently than four (4)
times in any calendar year. For the purposes of this section,
‘calendar year’ means the twelve (12) month period from
January through December, inclusive.
B. Garage sales may be conducted up to a maximum period of
three (3) consecutive days.
C.
Garage sales shall only be conducted on the first weekend of
the months of March, June, September and December. For the
purposes of this subsection, the term ‘weekend’ means Friday, Saturday and Sunday.
E.
All merchandise offered for sale at a garage sale shall be made
available for inspection by the city’s code enforcement division.
If requested by the code enforcement division, the seller of
property conducting the garage sale shall produce evidence of
title or ownership to the merchandise offered for sale.
5.69.100 - Advertising.
A. No more than two (2) signs, not more than four square feet, shall
be permitted to be displayed on the property of the residence
where the garage sale is being conducted.
A. Garage sales shall be conducted only during daylight hours.
5.69.110 - Violation – Penalty.
B. No property offered for sale at a garage sale shall be stored,
displayed, or offered for sale within public rights-of-way or
on public property at any time.
A. General. Unless expressly provided otherwise by this chapter,
violation of any part of this chapter shall be punishable as an
infraction.
C. Property offered for sale at a garage sale may be displayed in
the front or side yards of the premises where the sale is conducted.
B. Multiple Violations. - A person who violates the same section of
this chapter more than three times within one year shall be
guilty of a misdemeanor.”

Garage sales shall comply with all of the following regulations:

All property to be sold at a garage sale shall be limited to
used personal property owned, utilized and maintained by the
seller of property or members of his/her family on or in connection
with the premises where the sale will be conducted or group of
residences within the same neighborhood. No new or used
property acquired or consigned solely for the purposes of resale
shall be displayed or offered for sale or trade.
The posting of garage sale directional signs on public property,
including, but not limited to, parkways, greenbelts, bus benches,
sidewalks, curbs, vehicle safety poles, signs, and stanchions, or
upon any parked vehicle on a public street, alley, or parking lot,
or upon utility poles is unlawful. Directional signs not larger
than eight hundred sixty-four square inches may be placed on
private property provided the person conducting the garage
sale has obtained the prior consent therefore from the owner or
occupant of the premises where the directional sign is placed.
There shall be no more than four such directional signs erected
for any garage sale permitted pursuant to this chapter.

Mobile Home Repair Program / Grid Alternatives
City of Rialto Development Services Department Housing Division
MOBILE HOME REPAIR PROGRAM
Rialto residents who currently live in a mobile home park located within the City of Rialto
boundaries may qualify for grant assistance with certain types of repairs for mobile homes
(repairs to correct health and safety violations). Funding is limited and restricted to a
maximum of two per Mobile Home Park and you must meet the guidelines listed below:
• Mobile Homes constructed before 1978 do not qualify for this program.
• Applicant must own and reside in the mobile home requesting the repairs as their
primary residence for at least of one year.
• Applicant must meet the income guidelines. (*see chart below)
• Eligible repairs include: roof replacements, hazardous electrical systems, inoperative
HVAC systems, accessibility issues, and other unsafe structure conditions.

A fun combination class that will introduce your little dancer to the
fundamentals of ballet, tap, and jazz techniques.
The first half of class will consist of learning the basics of ballet through stretching, body

basics of rhythmic tap and jazz dance skills. Students will gain coordination skills

Clean-Up days free of charge.
We will not accept tires from
businesses, including semi-trucks.

A partnership between the
City of Rialto Waste Management
and Burrtec Waste Industries!
Prizes will be awarded for each category in each age group.
A special prize will be awarded for the best use of beverage containers
(ie: soda can, water bottle, or glass bottle).
1. Categories include Wall Art, Sculpture, Functional Art and Wearable Art.
2. To enter, fill out the entry form below and submit it with your recycled artwork. Also attach the identification tag to your art work.
3. All entries must be made of previously used materials such as scrap metals, plastic, construction debris, newspaper, magazine pictures,
old wood, cans, bottles, wire, string, household items, etc.
4. Artwork must not weigh more than 40 pounds, and can be no larger than 48 inches in width, height and depth.
