We are proud to present our bid book to host the 2013 World Outgames in Antwerp. EuroGames 2007 The city of Antwerp (Belgium) has fresh and fond memories of a mass-scale Lesbian, Gay, Bisexual and Transgender (LGBT) sports and cultural event, since it hosted the 2007 EuroGames, which attracted around 3.000 athletes and tens of thousands of visitors. Hundreds of volunteers spent eighteen months of planning and preparing which culminated in five days of sunshiny competitions, two heart-moving ceremonies in front of the city hall, and several weeks of cultural activities all across the city. This event brought together people of many persuasions and walks of life and generated a boost in the local economy. The 2007 EuroGames left a legacy of solidarity, openness and joy and managed to make a financial profit that allowed for the restitution of part of the subsidies and even secured a starting capital to make a bid for the 2013 World Outgames. Mission The mayor and several aldermen expressed their pride and joy when speaking to the thousands gathered for the ceremonies and felt inspired to welcome another LGBT event in the years to come. The city council will remain at the helm until at least 2012 and has actually and expressly incorporated the promotion and marketing of LGBT events as one of the principles in its statement of governance. Antwerp hosts the IGLTA convention 2010 2 The board of EGLSF, the organization granting Antwerp the license to host the EuroGames: “One week after the Antwerp EuroGames we are still remembering the wonderful and moving moments we lived there. We hope and wish you have already had time to relax and ‘decompress’. Your work and energy was amazing and it has set a standard for future events. Your input and cooperation in the future will be most valuable. With this message we would like to express our deepest thanks on our personal behalf and also on behalf of all EGLSF members and the LGBT European (and more) sport community”. Feedback we received on EuroGames 2007 In this same context, the Antwerp City Council is very proud and honoured to host the 27th IGLTA Convention in 2010. This Annual Convention of the International Gay and Lesbian Travel Association will bring together around 400 to 700 delegates from all over the world, an ideal setting to promote the 2013 World Outgames in Antwerp and bring Antwerp’s many-faceted qualities to the attention of LGBT tourist organizations representing travelers from all corners of the planet. Antwerp would feel even more privileged to host the 3rd World Outgames. Three pillars 3 Dedicated involvement, clear aims and values and sound book-keeping are three pillars on which the bidding committee wishes to found its proposed set-up to hold the 2013 World Outgames in Antwerp, Belgium. Prime goal Our prime goal is to bring LGBT and other people together in a joyful and inspiring atmosphere, offering participants and spectators the perspectives of equal treatment, solidarity and respect when they excel together in their favorite sports, absorb the uplifting effect of theatre, exhibitions and other performances or put their heads and hearts together at the high-profile conference with the working title ‘Out in the World’. City council: “I would like to congratulate you yet again, also in the name of Alderman Heylen, with the successful organization of the 2007 EuroGames, and to thank you for all your efforts to accommodate thousands of athletes and the people supporting them. We hear only praise and that makes us very happy.” Feedback we received on EuroGames 2007 reach OUTer limits Overall Vision Open up Antwerp was the first city ever to hold both the EuroGames opening and closing ceremonies out in the open on its number one people’s square: the Grote Markt in front of the City Hall. This open and uplifting atmosphere and two well-balanced shows induced wider awareness of what the 2007 EuroGames were about. Locals and tourists alike mixed with the international LGBT crowd and marveled at the variety of acts that touched their hearts and activated many dancing feet. Shop owners and local business people were astounded by the intensity of experiencing the presence of gays, lesbians, bisexuals and transgenders and the cheerful and respectful mood they brought along. Press coverage was highly positive and focused on the prevalent impression that gays and lesbians are just ordinary people with similar interests and longings as other citizens: the desire to live according to one’s own inspiration, love and affection. Antwerp put a mark of openness and tolerance, despite the few comments to the contrary and threats by a right-wing which fortunately never hampered the free and peaceful flow of events. We truly believe this open character is a major element in furthering understanding and mutual bonding between LGBT’s and their straight fellow citizens. Reaching out the way we are is the most spontaneous and straightforward way to take a stance and demand a position on equal footing with those who enjoy ‘more equal rights’ than many of us across the globe are enjoying. Even if it will be financially impossible to broadcast the games worldwide on television, we will search for ways to show the event via the internet and other possible means, so that even LGBT persons in other and less open countries can join in for the occasion. Involve 5 Because of the scale of the World Outgames, it will be impossible to organize the whole event just on the basis of efforts of the LGBT community, although that will remain the core and reference group. Our aim is to involve regular national and international organizations and people with expertise in sports, culture and human rights as much as possible, without losing the gay spirit of the World Outgames. We hope to create a long-lasting friendship, starting from the preparations and hopefully extending beyond the Outgames’ horizon. Overall Vision Spread Celebrate Whilst the EuroGames 2007 were mainly organized by the LGBT community (more than 600 volunteers), the reactions from straight volunteers and regular sports organizations were more than positive as far as the participants and the spirit of this international sports and cultural event were concerned. 2013 will be a year of celebration for the Belgian LGBT community. After years of lobbying and hard work in several steps, Belgium became the second country in the world to legally recognize same-sex marriage on January 30, 2003. Marriage, as defined by civil law, is presently available to same-sex couples in five countries only (The Netherlands, Belgium, Spain, Canada and South Africa). We will use their and our own enthusiasm to further spread the positive atmosphere of an LGBT-initiated world event. Participate A legal bond between 2 people, based on love and commitment, regardless of their sexual orientation, is still a higher good of luck for most LGBT people in the world. Our world would be a better place if we allowed ourselves and others to love instead of fight each other. We aim to spread love by bringing over 10.000 participants and over 250.000 visitors together in an open and constructive atmosphere. In this spirit, we have chosen our motto. Even open-minded people still tend to find it superfluous to organize a sports event for LGBT people only. Nevertheless, it did not go unnoticed that the EuroGames 2007 were open to anyone and attracted a lot of ‘straight runners’ in the city run through the centre of town, for which we charged a very low registration fee. It will be part of our mission to get a higher percentage of participation from outside the LGBT community. This is one of the ways to involve others and spread the positive vibe of the Outgames. Antwerp also believes it is highly important to involve all kinds of minorities such as followers of various religions, people with a physical impairment and young and elderly people. Strengthen The Antwerp EuroGames 2007 have proven to strengthen the fabric of the local, national and international LGBT community. Striving to make the best of our joint efforts and witnessing the effects of the event on both lesbian, gay, bisexual, transgender and straight communities within and outside the sporting world has boosted our confidence in the joy and possibilities of working together to promote mutual understanding and respect. Connect A large scale event such as the World Outgames has the power to move people forward. Our aim is to start years ahead by creating a long lasting world friendship cyber community, PinkedIn, that will continue growing after the event and provide a link between all the future Outgames. 6 7 The World Outgames Antwerp 2013 vzw, editor of this bid book, would like to express its sincere thanks to the Flemish Ministry of Sports and Culture for its financial and moral support of its bid for the World Outgames 2013 to be held in Antwerp. OUTer universe Partners Our current partners Antwerp City of Antwerp Active Company Province of Antwerp Province of Antwerp The Pink House/Rainbow Umbrella Organization Flanders Flemish Government: sports, culture, equal rights, tourism Flemish LGBT Federation (Holebifederatie) Flemish Sports Federation Belgium Belgian government Brussels Airlines Special Olympics Europe European Parliament LGBT Intergroup ILGA Europe The World GLISA 9 OUT in the world The Human Rights Conference Introduction After the successful conference in the course of the 2007 EuroGames, organized by EGLSF and the LGBT federation of Flanders (Holebifederatie), a European sports charter was signed to counter homophobia in sports. Among the signatories were the Flemish Minister of Sports and the Belgian Football Association. Out in the world Antwerp wishes to continue in this spirit by organizing a world forum entitled ‘Out in the World’ with a broad discussion on the present situation and the future of the LGBT world community and its relevance to and full integration in society, based on the outcome of the conference during the 2009 Copenhagen World Outgames and consequent events in the run-up to the year 2013. 10th anniversary In 2013 Belgium will celebrate the 10th anniversary of the introduction of civil marriage for same-sex partners. Even though not everyone, gay or straight, will want to get married, the provision to allow for it was a legal milestone in obtaining equal rules for all residents of Belgium. This fact, the history of the making of and the situation 10 years later can be used as a starting point for discussions on many aspects of LGBT rights in the world. 4 major pillars: social - cultural - political - economic Every LGBT person has a personal experience of remarking that their preferred walk of life does not necessarily correspond to or fit into the straight fabric of their social, cultural and legal surroundings. Just as our straight fellow citizens, we are born into a society in which we are invited to find our own setting according to our unique identity, but unlike them, we need to overcome many obstacles within ourselves and around us that are linked to the fact that we are different in a way that is categorized by many around us. 11 What does not kill us, can make us stronger and truer to ourselves and others. If we live according to our authentic inner self, we represent a genuine value that can enrich our societies and even our economies. The LGBT population is renowned for its trend-setting and innovative capacity. In the eyes of some, we may represent a hinder, in the eyes of others we are a welcome asset, in a social, cultural, political and economic (pink euro/dollar) point of view. The Human Rights Conference Issues & Topics Scientific study project About 1200 participants, including renowned key speakers from many countries and professions, are expected to attend the conference which will cover LGBT human rights issues and assets in the fields of: legal provisions and politics sports culture and media working environment and employee rights business opportunities education history family and relationships aging and health travel psychology and spirituality A main new feature of the Outgames concept could be a scientific study project uncovering ‘forgotten’ LGBT artists, writers, musicians, sculptors etc., accompanied by theme walks and cultural events. This project could stretch from one version of the Outgames to another, thus allowing for a multinational scientific study sponsored by the countries, organizations and firms that fund the various Outgames. Possible topics are Legal provisions and their international (mutual) recognition. How do we want LGBT people to live between 2020 and 2050? How can LGBT people in non-western cultures express themselves and how can we assist them? And how can this have a positive influence on our own lives? How can we as individuals play a part in the evolution towards a worldwide LGBT stress-less community? How can we contribute to the well-being of society as a whole? How can LGBT culture enrich the wider global culture? Will there still be a need for an LGBT movement in 2050? Psychological and spiritual elements of transformation emanating from LGBT people and their families. Possible venues First option To host the ‘Out in the World’ Conference, our first choice would be the completely renewed Conference Center. There are solid plans to expand by a third the city’s biggest conference venue, the Flanders Congress & Concert Centre, to a capacity of 2.000 delegates. The FCCC is located right in the centre of the city, next to the beautiful Central Station where the high-speed Eurostar and Thalys trains stop by. Congress delegates will have a firm choice from a wide range of hotels, restaurants and bars in the immediate surroundings, the so-called ‘Diamond District’. The famous Antwerp Zoo and the Diamond Museum are neighbour establishments to the FCCC. Second option If for any reason, the renewed FCCC should not be finished in time, we would opt for the ‘Stadsschouwburg’ (City Theatre) in the heart of the more historical part of town. With a seating capacity of 2.000, plus a smaller-scale theatre of 600 seats in the same building, lots of break-out rooms and a splendid entrance with a modern foyer, the Stadsschouwburg is a perfect second choice to host the ‘Out in the World’ Conference. Speed-dating The Conference will have high profile speakers (policy makers, great minds, inspirational icons, scientists, artists etc.) and workshops on the different themes, as well as offering time and space for regional meetings and networking. One of our specific suggestions is a ‘speed-dating concept’ to allow individual representatives from different countries to set up a peer support system, an LGBT twinning concept which will enable country and branch representatives to tie closer links and exchange best practices and tailor-made support. The ‘Out in the World’ conference team aims to cooperate with Amnesty International, ILGA-Europe and the Scientific Committee that was constituted in Montreal. 12 13 OUT on the court The Sports Programme Introduction Antwerp aims to create a high class multi-sports programme made to measure for LGBT participants, whether recreational or (semi-)professional. Being one of the only 22 Olympic cities in the world, Antwerp knows what it takes to host the Games. With the full support of local and regional authorities, close to 500.000 inhabitants and close proximity to Brussels, Antwerp has the right “scale” to turn the 2013 World Outgames into a sports event to remember. In addition the WOG Antwerp bidding committee has gained a lot of expertise by organizing the very successful EuroGames 2007, giving us a large advantage in organizing a large scale LGBT sports event. Cooperation Integration will be one of the central themes of the 2013 edition of the World Outgames. Antwerp strongly wishes to involve regular participants and other minorities such as followers of various religions, persons belonging to ethnic minorities, persons with a physical impairment and young and elderly people. We are closely working together with the Belgian Special Olympics Team. They will aid us in offering separate divisions for athletes with a physical impairment in 15 to 20 sports of the official programme. This team is currently preparing their 25th edition of the Belgian Special Olympics, in which over 3.000 participants will take part. Many nationally and internationally successful associations and athletes of a wide variety of sports call Antwerp their home. Active Company, the leading gay and lesbian sports association in Antwerp, does not have all the required in-house expertise to organize 35 sports. That is why we are working closely together with Flemish Sports Federations and with over 28 professional regular sports clubs. This cooperation has been very fruitful so far, with a culminating point during the 2007 EuroGames. Venues The sporting events will take place across sports venues in and around Antwerp. The sports venues will have to live up to international standards, but apart from that the World Outgames Antwerp Antwerp bidding committee wants to ensure that they also provide a suitable social setting for the participants and supporters. Even in the current situation, Antwerp is fully capable of organizing a large scale sports event. But in addition to that, Antwerp has the ambition to become an official European Capital of Sport by 2012. Thanks to close cooperation with the sports and city council our advice and needs are being taken into account for the investments in sports infrastructure over the coming 4 years for the benefit of World Outgames 2013. Spirit 15 The spirit for the sports programme will be the original Olympic creed: “The most important thing in the Olympic Games is not to win but to take part, just as the most important thing in life is not the triumph but the struggle. The essential thing is not to have conquered but to have fought well”. Fair play is the highest standard and will be rewarded as such. We want to give everyone the right to become a champion, but also the right not to become a champion! Sports Programme Sports Venues Programme M E19 We are expecting around 11.000 participants (with a budgeted minimum of 8.000 participants) from all over the world in 35 sporting events. In their individual and common search for their identity in a ‘different’ world, LGBT people have found numerous ways and means of expressing their question and exclamation marks, their very private and sometimes utterly recognizable way of being and reaching out. Nations all over the world have benefited from the unique contributions that LGBT artists, writers, directors, photographers and their counterparts in other areas of culture have made to their heritage and daily experiences. International contests In the run-up to the 2013 Antwerp World Outgames, we would like to draw from the well of international LGBT inspiration by organizing contests in various disciplines and strands of art. We would like to invite film makers, poets, singers, photographers, sculptors and other artists to share their qualities with all those that will make an acquaintance with the 2013 Antwerp World Outgames. The Pink Diamond Film Award A main innovative highlight of the 2013 Antwerp World Outgames will be the Pink Diamond Film Award, granted to the laureate of the Pink Diamond Film Competition to be launched a few years ahead of the event itself. LGBT poetry and photography contest During the World Outgames, a trail of poetic and photographic impressions will meander through the cityscape, based on an LGBT poetry and photography contest to be launched a year prior to the event. This open air exposition in the heart of the city aims to show LGBT people of most countries in the world. Information on the LGBT conditions of living in that country can tell a lot… The World Outgames collection book 57 In the year running up to the event, we intend to prepare the publication of a picture and poetry book with contributions from all over the world. We will launch competitions in photography, poetry, design and applied arts and select eye-catching and heart-moving expressions of the LGBT spirit to be compiled and published during the World Outgames. A volunteer: “We have fought, battled, scolded and cursed during the preparations of the 2007 EuroGames. We were able to bring out the best in each other.” Feedback we received on EuroGames 2007 Vintage fashion design In the spirit of durability and innovation, we plan to invite fashion designers to present a vintage design collection with a zest of 2013 LGBT inspiration. Cultural Programme Museum expositions Antwerp aims at full collaboration with the following museums, asking them to set up theme exhibitions along the following lines: Splash! – the Veneration of the Male Nude in Water in Modern Art (Museums for Photography, Contemporary Art and Fine Arts) Georges Eekhoud and His Time – Precursor of Modernity (Archive and Museum of Flemish Culture AMVC-House of writing – City Library) You’ve Got the Looks – Fashion & LGBT Culture (Fashion Museum) In short, we plan to tap from the rich and talented resources of the international LGBT culture and those associated with it. Totally fun? LGBT culture stands for diversity, genuine inspiration and the joy of expressing our talents from a not so common angle. We would like to share and demonstrate our joy by injecting surprise elements into Antwerp’s daily life for at least the duration of the World Outgames. The 2007 EuroGames brought sheer joy and pleasure to its participants and visitors, offering theatre, parties, shows, movies, guided city walks, boat tours, the Rainbow village open to all, a farewell brunch, a singing festival, etc. The Elevation of Gay Porn – How the Image of Sex Changed the Image of Self (Museum for Photography) Extended fun programme The Marble Skin – the Expression of Female and Male Sensitivity in Neo-Classical and 19th-Century Western Sculpture (Museums of Fine Arts) Fags & Dikes – What’s in a Name? ( in cooperation with Museum for Contemporary Art and ExtraCity) This programme will be extended for the World Outgames 2013 in cooperation with the associations of the LGBT Federation and Gay Antwerp vzw, the LGBT business association. NaviGaytion, the popular yearly Antwerp LGBT boat festival that attracts more than 20.000 visitors will be a major possible highlight. Whitman’s Sons and Daughters – LGBT Poetry in the Gardens of the City (AMVC-House of writing – Antwerp Greening Department) Cities of Change – Places Where LGBT People Write History Pink Ink – Female love letters throughout the ages, in cooperation with the Suzan Daniël Fund and academic circles. Opera In Collaboration with the Flemish Opera House, World Outgames 2013 Antwerp would like to offer performances of ‘Symposion’, an LGBT related opera written by Peter Schat and Gerrit Komrij Summer of Antwerp Every year in July and August the ‘Zomer van Antwerpen’ festival brightens our city with dashes of summer culture in the form of avant-garde theatre on surprise locations, southern music on twelve different neighbourhood squares, enchanting circus performances by the riverside, telling summer films under a hangar along the Schelde and “the most beautiful show on earth”: the sunset. World Outgames 2013 aims to fully cooperate with the organizers who will obtain subsidies from the City of Antwerp. In order to welcome a broad and diverse audience, entrance fees are kept as low as possible, even free shows are regular features on the programme. Main and fringe events Music and choir festival 58 Singers and songwriters will be asked to make our ears tingle by sharing their best efforts with the broader audience of a music and choir festival. Literature and arts walks and studies Linking in to the scientific and cultural part of the ‘Out in the World’ conference, we plan to map and guide walks in the footsteps of famous and forgotten LGBT artists and role-models along the streets of Antwerp. We will set up a scientific and cultural study scheme inviting scholars from around the world to ‘dig up’ and honour artistic LGBT figures from recent and ancient history, thus contributing to a line of studies bridging the various World Outgames on all continents. We will devise street theatre events, symbolic concepts with a hidden message, and outreach initiatives to involve the general public in order to invite them to our main and fringe events. Multi-art theatre spectacle 59 The ‘Love United’ multi-art theatre spectacle in English and French will weave a pink thread of the search for identity, love, friendship and fulfilment. In a large circus tent on the edge of the river Schelde floating through our city, we will bring a spectacle of songs, dance, poetry, filmed images and acrobatic and magical acts portraying the intriguing world of the LGBT psyche and life-style. The audience will be invited to tune in to the inner search, duality and liberation of LGBT love and life, in a dream-like flow of images and movements portraying universal concepts in the setting of male/male and female/female or transgender identities and relationships. OUTer decorations Celebrations Opening and closing ceremonies We intend to use all our individual and common inspiration to organize the opening and closing ceremonies in the spirit of diversity, solidarity and joy. The overwhelmingly positive response to the Antwerp EuroGames ceremonies surpassed our boldest intentions and expectations. The exhilarated mood of the crowd on the market in front of the city hall made the city’s heart beat faster and louder. Considering the higher number of expected participants for the Outgames 2013, the city of Antwerp would opt for the biggest outdoor venue in town, the ‘Waalse and Vlaamse kaai’ fair square in the fashionable southern quarter, about a mile south of the cathedral. The ceremonies are meant to transmit a specific mood and message central to our ideals: authenticity and mutual respect in a festive setting. We feel privileged to live in a part of the world that has begun to realize that civilization is measured by respect for minorities and diversity, and we intend to celebrate that insight by casting various inspiring and heart-warming acts, as well as pointing to the lack of equal broadmindedness in various other countries and cultures and calling on the relevant authorities to close the gap in equal treatment. Pink Diamond Film Festival Apart from the opening and closing ceremonies, the Antwerp Outgames 2013 bidding committee intends to organize an award ceremony in honour of the winners of the Pink Diamond Film Festival. We would launch an appeal in 2010 for short films and documentaries on LGBT themes to be presented at the festival. The award ceremony would take place in the Marble Hall of the art nouveau zoological garden next to the Central Station. Besides these new feature and short films, a broad range of ‘classic’ LGBT films will be programmed in cooperation with cinemas across town. Life-time achievement awards 61 Another celebration would include the presentation of life-time achievement awards for people with a distinguished track record in the fields of LGBT culture, sports and the fight for equal rights. Poetry and photography awards The Pink Pen and Pink Camera awards will be awarded in cooperation with existing and new professional organizations and associations. We plan to publish the nominated and award-winning contributions in booklets to be sold during and after the World Outgames. OUTgoing Diversity and Outreach Society is diverse: some people are older, others are younger, some have a visible or non-visible impairment, some are black, some are gay and others are straight, some have children, some don’t and of course, some are female and some are male. Some are religious, and some aren’t. If one would start making a list, it would be difficult to know when to stop. It is important though to be open to differences, and to celebrate them so that we can take advantage of and develop everyone’s specific talents. The World Outgames are a splendid event to show life’s diversity and to offer everyone involved the occasion to feel good about the way they are. This mission and spirit starts with the organizing team. By selecting a competent and diverse team we already send out a strong signal. It is the aim of the Antwerp organizing committee to take diversity very seriously and to try to include and reach out to all segments of the LGBT population, without excluding our straight fellow citizens: lesbians young LGBT people LGBT students elderly LGBTs LGBT people belonging to ethnic minorities religious LGBTs LGBT people with impairment LGBT people with kids transgender people straight people attending an LGBT event Our two partners, the Antwerp LGBT umbrella organization ‘The Pink House’ and the Flemish LGBT Federation ‘Holebifederatie’ unite around 90 Flemish LGBT associations, as diverse as the LGBT community itself. Their input will be most valuable during the preparations of the World Outgames 2013. In this spirit, the 2007 Antwerp EuroGames applied positive discrimination towards women by introducing equality waiting lists for several sports. This resulted in 40% female sports participation. OUTschool The 2007 EuroGames also brought a novelty: the first Kids Camp for kids of different ages accompanying LGBT participants. For the 2013 World Outgames , we would like to expand this facility into an International Summer School, with museum afternoons, sports camps and other educational programmes. The Organizers of the Belgian Special Olympics will cooperate with the World Outgames Antwerp sports team to make up to 20 sports accessible for particpants with a physical impairment. A Lesbian, Gay, Bisexual and Transgender organization: “First and foremost the opening ceremony of the 2007 EuroGames was a meaningful event for many participants who cannot be open about their sexual orientation in their own country. Tears welled up in people’s eyes and the awareness arose that it is possible to become one in solidarity.” Feedback we received on EuroGames 2007 OUTreach 63 The World Outgames 2013 in Antwerp intend to set up an extended outreach program. Our experience during the 2007 EuroGames proved that partial scholarships covering only the participation fee cannot suffice to reach out to potential participants who are not (yet) fortunate enough to cover their travelling and hotel expenses. The WOGA 2013 Outreach programme will budget € 200.000 for full scholarships which will cover the cost of travel, housing, food and beverage and participation for around 150 participants. Special attention will be given to assistance to outreach applicants in obtaining travelling visa. Greening the games Making the World Outgames environmentally friendly is another aim of the Antwerp Team. Since we received several positive comments on our tidiness during the 2007 EuroGames, we want to stick to our flawless image. Awareness and communication are key factors in this context. We will name a few aspects of our policy in this regard. sparing the OUTer space Environment and Durability Green transport Smoke free We will stimulate the use of public transport by including a public transport pass in every single participant’s registration package. The accompanying and other visitors will be informed about the set-up and facilities of the public transport system and the package tickets system. Smoking in Belgium is banned in public buildings, but smoking areas are provided. The ban is total in public transport and in all enclosed workplaces under the employer’s authority to which workers have access (workplaces and social facilities). Smoking will only be allowed in specified and ventilated smoking areas. In January 2007 Belgium implemented measures that allow smoking in restaurants only in separate rooms that are completely closed off from the rest of the building and where no food is served. Bars and cafes are exempt from the ban, though they must provide adequate ventilation and a non-smoking zone. Antwerp rental bicycles The City of Antwerp is currently setting up a system of city rental bicycles to be paid by text message. In 2009 around 20.000 bikes will be available throughout the city. Reusable cups We will order reusable plastic cups at most of the beverage stands at the event venues. One will not be able to buy a drink without buying or re-using a ‘souvenir’ plastic World Outgames cup Recycled paper The World Outgames 2013 office will try to reduce the paper flow and use recycled paper wherever possible. This will be communicated as such to third parties and press. Spinning green energy The link between the concepts of sports and green energy brought up the idea to organize a mass spinning marathon during the 2013 World Outgames to make green energy in a collective LGBT and straight energy outburst. This will be done in collaboration with ‘Health City’, Belgium’s leading fitness company, and Electrabel, Belgium’s leading provider of green energy. Special trash bins The City of Antwerp has special trash bins for large events. These trash bins are very visible as such and will be marked with the WOGA ‘Love United’ logo, thus inspiring participants and spectators to keep the streets clean. Recyclable lunchboxes All food stands during the 2013 World Outgames will use recycled packaging and serving material. Special Olympics Belgium already implemented this rule at their most recent event. Vintage fashion In collaboration with the Flanders Fashion Institute and the Fashion Museum, a vintage fashion show will make us aware of the beauty of recycled clothes. Huge water tap Instead of distributing plastic water bottles to all participants, water taps will be installed in every sports court. A huge version of such a water tap, marked with the Love United logo and the sponsor’s trade mark could be installed in the rainbow village. Cleaning the event 65 A possible collaboration with the existing ‘Opsinjoren’, the association that assists residents in keeping their neighbourhood clean and rewarding them for it, could serve as a cleaning recipe for all WOGA event venues. no doubt abOUT it! Legacy Transfer The days before 2013 The days after 2013 Attendances at past events: Members of the bidding committee attended: The Amsterdam Gay Games (4) The Gay Games in Sydney (1) The Chicago Gay Games (1) The Montreal World Outgames (3) We aim to leave the following legacy: Montreal, Copenhagen & the Continental Outgames Three members had thorough exchanges with the Copenhagen Team World Outgames 2009 in February 2008. Another LGBT organization: “The 2007 EuroGames have been an intense experience for LGBT people from all over the world, both from an athletic and from an emotional point of view… Thank you very much for your enormous effort and the nice result! Care to repeat it in a few years?” Feedback we received on EuroGames 2007 If the honour and privilege of organizing the 2013 World Outgames is bestowed on us, we will again have meetings with the Copenhagen Team before, during and after WOG 2009 to exchange valuable information and expertise. Team members will also attend all forthcoming Continental Outgames and Gay Games and use the input to fine-tune the goals and perspectives of the 3rd World Outgames in 2013. Regular board meetings with GLISA will establish a professional relationship in the context of which all legacy in the sense of databases, partnerships and declarations (Montreal and Copenhagen) and other WOG initiatives will be evaluated and implemented in the context of the organization of the 2013 World Outgames. The alderman of tourism, Mr Heylen, and the alderman of sports, Mr Van Campenhout declared their willingness to investigate the possibility of organizing a bigger worldwide LGBT event. The biggest asset of our region and city is the basic knowledge of three to four languages for everyone. Dutch, French, English and German will be the official languages used. This occasionally in combination with other required languages e.g. Russian, Italian, Spanish. Main goal A volunteer: “I am ascending from a dark valley after much bad luck in my life… Thank you EuroGames, you have lit the (Olympic) fire inside me again.” Feedback we received on EuroGames 2007 Our main goal in all communication activities will be to spread the message of openness and awareness underlying the World Outgames 2013 in Antwerp. This will apply to all internal and external communication, both towards the worldwide LGBT community and the general public. Love United message A complete communication plan and also the implementation of a press office will be the most important tools before, during and after the event. The ‘Love United’ message of the World Outgames 2013 hosted in Antwerp will be spread around the world. Expertise As the expertise of larger-scale events in Antwerp has shown us in the past e.g. Cultural Capital of Europe 1993, the Tall Ships Race, World Book Capital 2004, Antwerp knows perfectly well what its strengths and challenges are. Communication tools The most important tools will be the Internet, the website, leaflets, programme, the World Outgames magazine, press events, press publications, different marketing tools, etc… PinkedIn.net “PinkedIn.net” has already been registered as a domain name. This will be a strong communication, networking and marketing tool as the internet is one of the easiest ways to reach the world. Tourism offices The Antwerp World Outgames 2013 will cooperate closely with the tourism office of Antwerp and the tourism office of Flanders who will be our main partners for worldwide exposure and to spread the message “from word to mOUTh”. Antwerp recently won the bid to organize the International Gay and Lesbian Travel Association congress in 2010. This event will highlight Antwerp’s attractiveness for LGBT travelers from across the globe (see below). Press trips Press trips from all around the world will be organized prior the event, in the same successful vein as at the occasional European tours before the 2007 EuroGames. IGLTA convention 2010 71 The City of Antwerp is very proud to announce that the 2010 IGLTA Annual Convention will be held in Antwerp. Thanks to a successful campaign at the 25th Annual IGLTA Convention in Las Vegas in May 2008, the Alderman of Culture and Tourism, Philip Heylen, his partners of the Antwerp city council, the Flemish government and the commercial partners won this bid from other candidate cities such as London, Paris, Stockholm and Sevilla. The Annual Convention of IGLTA (International Gay and Lesbian Travel Association) will bring together around 400 to 700 delegates from all over the world. It would be the ideal setting to promote the World Outgames 2013 Antwerp and bring Antwerp’s many-faceted qualities to the attention of LGBT tourist organizations representing travelers from all corners of the planet. OUT loud Marketing The World Outgames 2013 marketing office will be one of the first task forces to be established. Marketing and communication strategies and activities will start as soon as possible. Different marketing tools will be provided, such as banners, flyers, backdrops, t-shirts, sports gear, gifts, etc… To attract the world and to spread the message of the World Outgames in Antwerp, various special items will be put in place. The World Outgames plane The World Outgames plane with our logo, in cooperation with Brussels Airlines. We aim for the sky by sending our logo through airspace. The World Outgames boat The World Outgames boat will carry our logo. As Antwerp is the second largest port in Europe, we strongly believe that publicity will be an advantage even on the worldwide waters. In 2010 Antwerp will again host the “Tall Ships’ Race”, at which the prospect of the 2013 World Outgames Antwerp will be highlighted. Cool Capitals “Cool Capitals” is the cooperation of 4 cities (Antwerp, Zurich, Valencia and Vienna) to advertise in the US. As this marketing tool is already in place we will work together with the board of tourism in Antwerp as main editor. Art cities of Belgium The Tourism office of Flanders has produced tourist guides for all over the world (especially Europe, Australia and Asia) to invite tourists to come over to Belgium in the project “Art cities of Belgium” (Antwerp, Brussels, Bruges, Hasselt and Ghent). Close cooperation will be established to promote the World Outgames. The Pink World Outgames Euro As a part of the World Outgames Congress, an imaginary Pink World Outgames Euro will be established. In cooperation with a bank sponsor, the preferred airline, the World Outgames organization and various partners, a saving plan will be established worldwide. All delegates and visitors will be able to save up credits with their Pink World Outgames Euro to pay their registration fee, flight tickets, accommodation, and expenditure during the World Outgames. The Pink Diamond Trophy And finally a letter which is representative for most of the participants’ responses: “Dear organizers, for the great EuroGames in Antwerp THANK YOU! THANK YOU! THANK YOU! ” Feedback we received on EuroGames 2007 73 The international film festival (see cultural programme) will be awarded with this trophy. We aim to cooperate with the World Diamond Centre. The World Outgames collection book The World Outgames collection book will offer an elegant and inspired overview of the poetry, photography and applied arts talents contributing to the various themes launched in the WOGA art competitions. We expect to need 30 MT members and assistants to set up the event. Most of the assistants will start working in a later phase. Each event will have an event manager and substitute coordinating his/her volunteers and the event itself. If an association is managing the event, it will appoint an event manager and substitute. We expect to need 160 EMs and SEMs. We expect to need around 3.000 volunteers in order to manage this large scale international event. OUT in Antwerp Antwerp Antwerp city Antwerp, with about 480.000 citizens, is the largest city of the Flanders Region of Belgium. The official language is Dutch, but French, English and German are widely understood and spoken. With around 170 different nationalities living in Antwerp, the city is the second most multicultural city in the world, after Amsterdam. The city of Antwerp is divided into 9 districts and has a very well functioning public transport system. In 2005, Antwerp was voted by the New York Times as one of the Top ten most attractive cities in the world. Antwerp: The Heart of Europe copyright “Toerisme Antwerpen” Several airports: Deurne (Antwerp Airport), Brussels (National Airport), Ostend, Charleroi, Amsterdam (NL), Rotterdam (NL), Dusseldorf (D), Cologne (D), Paris (F), Lille (F), London (UK), are all reachable in between 15 minutes and three hours of travel (by car, train, etc…) 77 The Eurostar and Thalys trains linking the city to London(UK), Paris(F) and Amsterdam (NL) make several stops a day at the Antwerp Train station (in the middle of town). City of Antwerp Antwerp: Rubens’ home base Antwerp: the city that never sleeps Rubens, one of the best known artists in the world, lived in Antwerp for a long time. His extraordinary work can be found in several museums and authentic buildings, e.g. Cathedral of our Lady. Even though the Antwerp nightlife continues until the early hours, those in need of rest are most welcome: the city of Antwerp counts about 4500 hotel rooms ranging from 1* to 5* accommodation. In combination with these, there are 2 camping sites, 4 youth hostels and about 100 B&B’s. The old city of Antwerp was established in the 16th century and the main square with the town hall and the lovely ancient mansions is most probably one of the most beautiful squares in the world. Antwerp: Brilliant world diamond centre Antwerp still remains the capital centre for the world diamond trade. More than 85 % of the worlds’ rough diamonds are passing through our City. The WOGA 2013 team will secure hundreds of beds in the framework of hosted housing, giving participants and visitors the chance to experience local life ‘from within’. Extra sleeping accommodation on the waves will be a practical addition: cruise ships can supply extra beds along the river bank, right in the historical heart of town. The province of Antwerp has a total of 9950 rooms in all different categories. This means an overall capacity for 32.778 visitors in the City and Province of Antwerp. More than 1.500 diamond companies in wholesale and retail are based in Antwerp. This makes it the world n° 1 hotspot for jewellery and diamonds. As Brussels, Ghent and Hasselt are very close by, these cities’ rooms in the different categories can be added if necessary. Antwerp: Fashion Mecca Antwerp: open-minded and innovative In the last decade, Antwerp has joined the ranks of leading world cities of fashion, alongside New York, Milan, London and Paris. Antwerp is known for its innovation in all aspects. From fashion to diamonds, from harbour to gastronomy. Besides shops of famous Belgian designers such as Bikkembergs, Van Noten, Van Beirendonck and many others, you will find many international designers: Yamamoto, etc.. Shopping is one of the main reasons why so many foreign visitors visit Antwerp. Seven shopping areas are located within walking distance and provide shops for everyone’s taste and wallet. Antwerp: Maritime metropolis and LGBT headquarters of Europe Antwerp is the second largest port of Europe (after Rotterdam). With the river Schelde it has one of the most beautiful riversides in Europe. 78 Antwerp has attracted visitors from around the world for many centuries. Its gastronomy, hospitality and nightlife are renowned. In the past decade, Antwerp has grown into one of the most open-minded and best known cities in Europe and worldwide for LGBT travelers and residents. With numerous LGBT bars, discotheques, restaurants, etc… Antwerp offers a wide choice for the LGTB community. With international LGBT events such as NaviGAYtion, the EuroGames, the Antwerp Pride Weekend, the IGLTA Convention, it has stepped forward as the LGBT destination in the 21st century. After the elections (2006), the new city council declared its dedication to the LGBT community. Governance article 322 states “Antwerp will do its utmost to attract the international LGBT community”. Antwerp: safety and security first The City of Antwerp is well-known for its preventive and alert safety measures in the context of international events. The chief officer of the Antwerp Police Force is an openly out gay person, just as his husband, chief of security of the City of Antwerp (both of them were speakers at the recent IGLTA Convention in Las Vegas). They fully understand the ins and outs of the security policy required for the World Outgames and will instruct the whole police force to make sure that the Antwerp World Outgames will be held in a safe and secure setting. 79 World OUTgames Antwerp Conclusion What is the point of having an identity if we do not express it?
