Green Thumb Agri-Products

Green Thumb Agri-Products (GTAP) has been producing dried mangoes, tamarind,
and kamias since 2003 with the use of the SETUP funded mechanical dryer. The
equipment is now fully refunded by GTAP.
With the desire to improve the packaging of dried fruit products and to improve its
mango pie and mango butter cookies production, GTAP once again requests the
assistance of SETUP for the procurement of packaging materials and acquisition of
bakery equipment.
The request for another SETUP intervention was approved on July 2, 2012 with a
funding assistance amounting to five hundred twelve thousand five hundred pesos
(P512,500) for the packaging and labeling execution, and acquisition of double deck
oven. The signing of the memorandum of agreement was held at the DOST-III
Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga
on July 5, 2012.
The double deck oven amounting to ninety five thousand pesos (P95,000) was
fabricated by C.B. Thattalil Enterprises. The equipment was delivered to GTAP on
November 26, 2012 . It was inspected by PSTD Bernardita D. Montevirgen and was
accepted by GTAP Proprietor Evelyn A. Grace.
The packaging and labeling execution shall be done after Ms. Grace has provided the
final design of the packaging materials.

2. Productivity Improvement through the Acquisition of Additional Equipment for
the Production of Bakery Products
Tiva’s Homemade Products

Tiva’s Homemade Products (Tiva’s) started with four workers who were also family
members. Through the years, the firm was able to expand its operations. In relation to
its expansion, the firm needed to acquire equipment to produce variety of products. It
was with this reason that Tiva’s requested the SETUP intervention for the acquisition
of appropriate equipment.
On October 1, 2012, the SETUP assistance to Tiva’s was approved amounting to one
million two hundred eighteen thousand pesos (P1,218,000) for the purchase of one
unit of automatic cookie dropper. The signing of the memorandum of agreement
between DOST-III and Tiva’s was executed on October 11, 2012.
The equipment is undergoing procurement through bidding. Notice of award will be
issued to JCG Marketing Inc. after its submission of tax clearance.

October 1, 2012, which was also attended by the Tiva’s
founder Primitiva Dominguez.
Prior to the SETUP assistance, Tiva’s was one of the firm-beneficiaries of the 20112012 MPEX cycle. Tiva’s decided to avail of the program to improve its productivity
through the recommendations of the MPEX consultants.

Tiva’s was also a beneficiary of Cleaner Production Technology (CPT) Consultancy
rendered by ITDI experts, Engr. Rey Esguerra and Engr. Dante Vergara. The CPT
Team provided recommendations to Tiva’s on November 20, 2012.

3. Upgrading the Facilities of 2J’s Motorworks
2J’s Motorworks
39 National Highway, Calapandayan, Subic, Zambales
2J’s Motorworks specializes in car maintenance and auto repair. It has three workers
and hires additional workers to cope with the increasing demand for services. The firm
intends to increase its capacity by 50%. This leads to the SETUP intervention that will
enable the firm to cater its customer needs as well as to provide better quality service.
The project amounting to two hundred ten thousand thirty pesos (P210,030) was
approved on October 31, 2012 for the acquisition of one unit of lathe machine, one unit
of drill press with brill bits, one unit of vernier caliper, and one unit of bench grinder.
4. Establishment of a Biogas Digester as an Alternative Piggery Waste Disposal
System
Farin Farm Supply and General Merchandise
Sitio Aldea, Brgy. Patrocinio, San Narciso, Zambales
Farin Farm Supply and General Merchandise started its business as supplier of feeds
for poultry and piggery. It eventually engaged in hog raising as additional income.
The piggery farm has 12 sows and employs two workers. The farm business targets
100 to 200 heads of swine production every six months. The projected increase of
swine production is coupled with the regulations to environmental issues. This has
brought the firm to seek DOST assistance.
The firm was assisted through SETUP funding amounting to one hundred sixty
thousand pesos (P160,000) for the establishment of biogas digester. The project was
approved on October 31, 2012. The memorandum of agreement was executed on
November 29, 2012.

5. Utilization of Poultry Waste into Energy System through the Biogas Technology
Subic Bay Agri Farms Inc.
Balaybay, Castillejos, Zambales
The Subic Bay Agri Farms Inc. (SBAFI) is a broiler contract grower of San Miguel
Food Inc. Its five poultry houses contain 40,000 heads per poultry house. The
estimated volume of manure produced per cyle (45 days) is 8,000 sacks or
approximately 16 tons. The farm’s monthly electric bill ranges from P80,000 to
P100,000. It is with this concern that DOST intervention has been sought.
Through SETUP, SBAFI is provided funding assistance amounting to one million six
hundred thousand pesos (P1,600,000) for the utilization of biogas digester as
response to the mounting manure and high electric consumption. Through biogas
digester, SBAFI will address its current waste disposal system as well as utilizing the
biogas as an alternative source of energy in the farm.
The project proposal was approved on November 20, 2012 and the memorandum of
agreement was executed on November 27, 2012.

6. Product and Process Improvement of Allan’s Oat Meals Fitness & Health Bar
Allan’s Oat Meals Fitness & Health Bar
1109 Palm St., Subic Bay Freeport Zone
Allan’s Oat Meals Fitness & Health Bar offers oatmeal-based breads and pastries. It
regularly supplies supermarkets in Subic Bay Freeport Zone, Olongapo City and
Subic. With the current demand of its products, the firm is short in its capacity to cater
potential customers. It needs technology intervention to increase its production
capacity. Hence, the firm seeks the assistance of SETUP.
On November 20, 2012, the project amounting to one million one hundred thirty seven
thousand eight hundred seventy five pesos (P1,137,875) was approved for funding
under the SETUP. The funding assistance was intended for the acquisition of one unit
of planetary mixer, one unit of dough proofer, one unit of dough sheeter, one unit of
electric deck oven, one unit of food processor, one unit of bread slicer, and one unit of
chiller.

7. Upgrading of Solid Waste Management Facility
LGU-Botolan
Municipality of Botolan, Zambales
The Local Government Unit of Botolan has established material recovery facility (MRF)
in Panan, Botolan, Zambales. It has started its vermicomposting and has put-up a
techno demo farm using organic material. Several government partnership/
collaboration and assistance have been initiated in the MRF of Botolan.
The DOST assistance is sought as LGU-Botolan considers to process not only
biodegradable wastes but also the plastic wastes generated by its constituents. The
LGU-Botolan is considering to adopt the bioreactor, plastic densifier and charcoal
briquetting technologies.
Through SETUP, a funding assistance amounting to nine hundred ninety thousand
pesos (P990,000) was approved on October 31, 2012 for the acquisition of one unit of
bioreactor, one unit of plastic densifier, one unit of plastic shredder, and one unit of
briquetting machine.

Mariano, and LGU-Botolan represented by Municipal Mayor Nerma I. Yap on

8. Establsihment of Mango Processing Facility in Candelaria, Zambales
Provincial Government of Zambales and ZAMANGO CO
Brgy. Sinabacan, Candelaria, Zambales
The abundance and sweetness of mangoes in Zambales has brought the ZAMANGO
CO through the Provincial Government of Zambales to seek the DOST assistance on
the establishment and operation of a mango processing facility. The provision of the
technologies is supported through the DOST-III Grant-in-Aid Program.
The total project cost amounting to seven hundred fifty thousand pesos (P750,000)
was funded in collaboration with the Office of the Congressman of the 2 nd district of
Zambales represented by Rep. Jun Omar C. Ebdane. The Office of the Congressman
shall provide two hundred thousand pesos (P200,000) for the product development
and operating capital of the facility.
On the other hand, the DOST-III shall provide funding assistance amounting to five
hundred fifty thousand pesos (P550,000) for the acquisition of equipment. The
equipment are one unit of digital weighing scale, two units of working table, one unit of
dryer, one unit of pulper, one unit of horizontal band sealer, one unit of chest type
freezer, and one unit of refractometer.

The supplier of the equipment, PCDR Metalwerke Enterprise, shall deliver the
equipment at the project site in Brgy. Sinabacan, Candelaria, Zambales. The
equipment are expected to be delivered within the second week of January 2013 in
time for the launching of the mango processing facility on January 24, 2013.
There were Trainings on Mango Processing conducted in Brgy. Sinabacan,
Candelaria, Zambales. The first training, which was attended by 49 participants, was
conducted on May 11-12, 2012. The second training, which was attended by 36
participants, was conducted on November 10-11, 2012.

9. Establishment of Moringa Processing Center in San Antonio, Zambales

San Antonio Moringa Processors Association (SAMPA)

The Local Government Unit of San Antonio (LGU-San Antonio) is interested in
developing the malunggay industry in the locality. Malunggay is identified as the One
Town One Product of San Antonio.
LGU-San Antonio encouraged its constituents to form a group to further develop the
commodity. Hence, the San Antonio Moringa Processors Association was formed and
secured a DOLE registration with 15 members.
On April 25-26, 2012, Training on the Preparation of Malunggay Products was
conducted by an ITDI expert, Ms. Lourdes Montevirgen, in San Antonio, Zambales for
14 participants. From then on, the association continued to process malunggay
products.
The LGU-San Antonio sought the assistance of DOST that would provide technology
intervention for the establishment of the malunggay processing center. As a response,
the DOST-III, through its Grant-in-Aid Program, approved a funding assistance
amounting to three hundred sixty eight thousand pesos (P368,000) on December 4,
2012. These funds were alloted for the acquisition of one unit of mechanical dryer, one
unit of pulverizer, one unit of oven, one unit of noodle making machine, one unit of
mixer, and one unit of horizontal band sealer.
The LGU-San Antonio shall provide two hundred thousand pesos as counterpart for
the product development, renovation/construction of the building, operating expenses,
and promotion and marketing.
10. STEER-San Felipe: Establishment of Chicharon-Longanisa Processing Facility
in San Felipe, Zambales

The One Town One Product of San Felipe is chicharon (bagnet). In San Felipe, small
scale business is prevalent for longanisa and chicharon production. The San Felipe
Chicharon and Longanisa Procducers Association (SFCLPA) is organized by the
manufacturers/ retailers of longanisa and chicharon products.
The availability of the longanisa and chicharon products is only within the municipality
because of limited production capacity. The establishment of processing facility will
help the SFCLPA improve productivity that will ensure the availability of the longanisa
and chicharon products not only in San Felipe but also to other municipalities in the
province.
The LGU-San Felipe and SFCLPA sought the assistance of DOST for the technology
intervention necessary in the establishment of the processing facility. On March 19,
2012, the DOST-III, through its CY2011 Grant-in-Aid Program, approved a funding
assistance amounting to three hundred thousand pesos (P300,000) for the purchase
of equipment and for the provision of funds for the label development and printing. The
equipment were one unit of grinder, four units of deep fryer, and one unit of freezer.
Pending the approval of the request for the realignment of the line-item-budget, the
grinder and freezer were already procured.
11. STEER-Botolan: A Community-Based Strategy for the Production of Emergency
Food Reserves (EFRs) in the Municipality of Botolan

The Industrial Technology Development Institute promotes the Emergency Food
Reserve Production Program called “Project Saklolo”. This is a planning committee
composed of representatives from the government, private businesses, scientists, civil
society groups and the community. Its main strategy is to bring together and combine
the efforts of the different sectors with regard to food assistance. It is envisioned to
empower a community and the LGU to become self-reliant and more resilient to
natural hazards or food shortages and also lessen the burden on government
resources.
In relation to the “Project Saklolo, the project entitled “STEER-Botolan: A CommunityBased Strategy for the Production of Emergency Food Reserves (EFRs)”, amounting
to two hundred eighty five thousand pesos (P285,000), was approved through the
CY2011 DOST-III Grant-in-Aid Program on November 14, 2011. This project would
allow the LGU-Botolan to produce emergency food reserve from the available raw
materials in the locality like cassava, mung beans, and malunggay. This would enable
the community to prepare during the times of food shortages and disasters.
The DOST-III would provide the equipment for the production of EFRs. The equipment
were one unit of mechanical dryer, one unit of pulverizer, and one unit of horizontal
band sealer. Packaging materials were also provided through the DOST-III GIA funds.
The funds were transferred to LGU-Botolan in January 2012. LGU-Botolan facilitated
the procurement of the equipment as well as the packaging and labeling execution.
B. On-going Projects
1. Upgrading of Processing Facility and Product Improvement of Squash-based
Bakery Products

This was an offshoot of the research project entitled “Supplementary Feeding Among
School-Aged Children Utilizing FNRI-Developed Food Products” conducted in Subic,
Zambales by the Food and Nutrition Research Institute (FNRI) in 2006. Right after the
study, the bakery which was tapped to produce squash bread entered a Memorandum
of Agreement with FNRI to commercialize the products (pandesal, buns and loaf).
Out of the three bakery products introduced, squash pandesal became one of the
firm’s major products selling an average of 137 packs (1,370 pieces) per day from the
four outlets located in Subic, Castillejos, San Marcelino and San Antonio in Zambales.
Realizing the potential of the product, the owner wanted to expand its production by
producing other squash-based products such as loaf bread and buns.
To initiate the expansion, Mr. JR Baker sought the assistance of DOST-III for the
technology intervention. Through SETUP, a project amounting to three hundred eighty
two thousand pesos (P382,000) was approved on March 31, 2011. A Memorandum of
Agreement for the acquisition of bakery equipment was executed on April 4, 2011.
The equipment are procured, delivered and are being utilized by Mr. JR Baker. The
firm has already started paying the rental of the equipment.

2. Establishment of a Biogas Digester as an Alternative Piggery Waste Disposal

L & A Farm
Magsaysay, Castillejos, Zambales
The Robert N. Lee Piggery Farm was established in 1972. It started with 133
crossbred sows. The farm maintained two hundred (200) hybrid sows and ten (10)
boars (extreme growth and meat quality) as seedstocks that produced less fat market
hogs.
Since the farm is known in the area, marketing is never a problem. Meat vendors from
Olongapo City and nearby municipalities get their carcass stocks from the farm.
However, Mr. Lee’s farm, like all other piggery farms, faces mounting regulation to
control odors, air emissions and water quality issues. Hence, Mr. Lee has sought the
assistance of DOST to resolve the problem.
Through SETUP, the project was funded amounting to nine hundred forty thousand
five hundred pesos (P940,500). The funding assistance was intended for the
construction of 200 cubic meter biogas digester (including biogas generator set) at the
back of the animal confinement area. The gas produced served as fuel for the 20 KVA
generator and direct engine. The generator was used for lightings and pumps since it
required only single phase while the direct engine was used for the feedmill for it
required a 3-phase electric power. L&A Farm started paying the rental of the SETUP
funding assistance.

This project was funded under the 20% Development Fund of the Provincial
Government of Zambales. It involves the provision, installation and commissioning of a
20 cubic meter biogas digester. The said digester was constructed just beside the
piggery to serve as a direct disposal facility. The methane gas produced was used for
cooking and lighting.
Inauguration of the project was held on December 7, 2011 and was graced by the Vice
Mayor and board members of San Marcelino, Zambales, the Provincial Planning and
Development Officer of the province, and Dr. Victor Mariano and Dr. Julius Caesar
Sicat of DOST-III.

3. Establishment of Solid Waste Management Facility
Local Government Unit of Botolan
Panan, Botolan, Zambales
The municipality of Botolan has initiated the implementation of the Solid Waste
Management Project in compliance to RA 9003 or the Ecological Solid Waste
Management Act of 2000 through the construction of the Material Recovery Facility.
The project has three components, namely: 1) Compost production thru windrow
composting and vermicomposting; 2) Material Recovery for Recyclables and
Reusables and; 3) Techno-demo on Organic farming.
LGU-Botolan sought the support of DOST-III for technology assistance. Through the
CY2010 DOST-III Grant-in-Aid Program, funding assistance amounting to two hundred
eighty thousand pesos (P280,000) was granted to LGU-Botolan for the acquisition of
hammer mill sifter for compost making.
On November 3, 2010, the equipment was delivered and a test run was conducted by
the fabricator, Mr. Jaime J. Esteban, on November 4, 2010. The said equipment would
be transferred to the MRF. Electrical line was installed in July 2012.

4. Upgrading the Facilities and Product Improvement of Turnip Processing
Local Government Unit of San Marcelino
Marcelino, Zambales
San Marcelino is known for its turnips known as “singkamas”. It is the One Town One
Product of the municipality.
The LGU-San Marcelino tapped the Industial Technology Development Institute for the
conduct of the Training on Turnips Processing. After the training, the participants
started producing processed turnips. The turnips pie was patronized by the customers.
The production capacity was limited that LGU-San Marcelino sought the assistance of
DOST. Through the CY2010 DOST-III Grant-in-Aid, the LGU-San Marcelino was
granted one hundred three thousand pesos (P103,000) for the acquisition of one unit
of oven, and one unit of dough mixer. Packaging and label design assistance was also
provided for the turnips pie product.

5. Establishment of Fish Processing Center

The establishment of the fish processing center is a joint project of DOST-III and the
Provincial Government of Zambales.
The DOST-III, through its CY2009 Grant-in-Aid, approved a funding assistance
amounting to four hundred thousand pesos (P400,000) for the acquisition of freezer,
fish saw, weighing scales, working tables, and vacuum packaging machine.
The project has been operated by the Provincial Agriculture Office. The management
and operation will eventually be transferred to the Local Government Unit of Palauig.

II. S&T EDUCATION AND TRAINING
DOST Undergraduate Scholarship
To strengthen the country's science and technology manpower, Republic Act 7687
otherwise known as the S&T Act of 1994 was approved and enacted in order to create
a pool of scientists, engineers, and technicians who shall fill the needs of
industrialization.
Scholarships are provided to finance the education of talented and deserving students
to pursue a degree or training in areas of science and technology. It has two specific
sub-programs, RA-7687 (Program A) and the DOST-SEI Merit Scholarships (Program
B). Program A is intended for applicant whose socio-economic status does not exceed
the set values of certain indicators as approved by the Advisory Committee on the
S&T Scholarships.
Out of 149 examinees for school year 2012-2013, 21 students passed the exam: 18
qualifiers under Program A, and three (3) qualifiers under Program B.
This year, the DOST Scholarship examination for school year 2013-2014 was

Scholarship
Scholarship examination was conducted in Olongapo City
National High School for applicants in Zambales
Philippine Science High School Scholarship
Republic Act 3661 established the Philippine Science High School (PSHS) and
mandated it to offer on a free scholarship basis a secondary course with emphasis on
subjects pertaining to science with the end in view of preparing its students for careers
in science and technology.
It has a core curriculum which aims to develop the scholar in all disciplines. Students
experience a common freshman year, with a demanding English and Mathematics
curriculum, and exposure to Earth Science and Technology Preparation. The students
then go through a process that allows them to follow either a science stream or a
technology stream.
From the first campus in Diliman, Quezon City in 1963, it has at present expanded into
eleven campuses nationwide. The Central Luzon Campus has opened in June of
2009. As provided for by law, additional campuses in other regions will be established
in the future. The PSHS System is an attached agency of the Department of Science
and Technology (DOST). The highest policy making body of the PSHS System is the
Board of Trustees with the DOST Secretary as Chairman.
The National Competitive Examination for school year 2013-2014 was conducted on
September 29, 2012. Four students qualified to enter the PSHS Central Luzon
Campus.

B. Consultancy Services
CAPE
Consultancy on Agricultural Productivity Enhancement Program was implemented
in Zambales. The pool of experts was hired by the DOST-III to provide consultancy
services in the field of agriculture to improve productivity. There were two CAPE
engagements in Zambales. The 2011-2012 CAPE funded by Technology
Application and Promotion Institute was engaged in tilapia farming. The 2012
CAPE funded by SETUP was engaged in mango production.

MPEX
Manufacturing Productivity Extension Program aims to assist small and medium
enterprise in the manufacturing sector to improved productivity. The pool of experts
in the field of manufacturing is hired to identify strategies and recommendations
that do not only improve competitiveness but may provide venue for the entry to
other DOST programs and projects.
There were two MPEX beneficiaries for the 2011-2012 MPEX Cycle funded by
Technology Application and Promotion Institute. The Tiva’s Homemade Products,
which was also a SETUP beneficiary, was engaged with the Industry and
Environment Engineering (IEE) Consultants. Likewise, the Scentdle Enterprise was
also engaged with IEE Consultants.

Cleaner Production Technology
Like the CAPE and MPEX Program, the CY2012 SETUP institutional support
project provides other technical consultancy like Cleaner Production Technology
(CPT), Food Safety, and Biogas Technology.
On November 20, 2012, Tiva’s Homemade Products was provided ITDI experts,
the CPT Team, who were Engr. Rey Esguerra and Engr. Dante Vergara. The CPT
team observed and provided recommendations on maximizing the use of the
bakery equipment thus allowing the firm to save energy and minimize production
cost.

Food Safety
Consultancy on food safety was rendered by Ms. Lourdes S. Montevirgen of the
Food Processing Division of ITDI. On-site food safety assessment was conducted
at Suki Tamu Roasted Chicken on October 23, 2012 and November 27, 2012.
On October 23, 2012, Awareness Seminar on Food Safety and Preservation
Principles was conducted. By the end of the lecture, the food handlers and the
owner gained some understanding on the need for food safety compliance,
responsibilities in food preparation, safe preparation of food, personal hygiene,
proper storing and labeling of food, introduction to food additives, and temperature
control to prevent food borne illnesses.
On November 27, 2012, Seminar on Safe Preparation of Sauces and Condiments
was conducted.
Biogas Technology
There were two technical consultancy services on the establishment of a biogas
production facility. Villanueva Farm located in Brgy. San Juan, Botolan, Zambales
was assisted on October 23, 2012 by biogas expert, Nestor C. Viloria of N.C.
Viloria Agri Environ Enterprise. The N.C. Viloria Agri Environ Enterprise was
tapped by the DOST-III through its SETUP to provide consultancy services on the
technical problem encountered and proposed technical intervention.

Another technical consultancy on biogas was conducted to Subic Bay Agri Farms
Inc. located in Brgy. Balaybay, Castillejos, Zambales. The DOST-III biogas digester
expert, Orlando G. Anselmo, rendered technical consultancy service and visited
the farm site on December 3, 2012. The consultancy was necessary in preparation
to the installation of the biogas digester approved under SETUP funding.

C. S & T Linkages
PSTC-Zambales has actively participated in meetings and activities of various
councils like the Small and Medium Enterprise Development Council (SMEDC), the
Zambales Mango Industry Development Council (ZMIDC), the Technical Working
Group on Zambales Finest and others.
