MINUTES The 7'n Quarterly Review Meeting on implementation of 'lntegrated Watershed Management Programme (IWMP)' was held on 06.09.2013 under the Chairmanship of Secretary (LR) in the Committee Room of Department of Land Resources at NBO Building, Nirman Bhavan, New Delhi. The list of participants is at AnnexureJ. 2. Joint Secretary (WM&Neeranchal) welcomed the participants. He stated that draft ToR for selection of external agencies for evaluation of the watershed projects have been prepared by DoLR and these will soon be available on the Department's website. He expressed his concerns about the upper reaches of the watershed areas which are left untreated. He further said that there is need for convergence with Forest Department, MGNREGA etc. Secretary (LR) directed the States to project the watershed programme for ensuring food and water security and biodiversity. He directed the States to submit the capacity building plans along with the details of stakeholders, subject of training, institutions involved, duration and frequency of training programmes. He further advised the States to share their best practices as the sharing of best practices is the better way of learning. Thereafter, the State wise review of implementation of IWMP projects was undertaken in respect of the 7 States namely, Jammu & Kashmir, Jharkhand, Odisha, Tamil Nadu, Meghalaya, Assam, and Bihar: Jammu & Kashmir: (i) CEO, SLNA informed that the main reason for the huge unspent balance is the non-payments of works of about Rs. 15.00 crore because of delay in verification of the works done. Secretary (LR) told the State representative to expedite the payments and report to DoLR within '10 days. (ii) JS (WM&Neeranchal) suggested the State to engage retired persons for evaluatjon of the works and expedite the payment procedure. Regarding preparation of training modules, he suggested the State representative to take the help of the States like Jharkhand, Odisha, Rajasthan and Andhra Pradesh. He further emphasized on taking only the watershed related activities under Entry Point Activities. Secretary (LR) directed the DC(WM) to evolve a training module for the State. (iii) DC (WM) suggested the State representative to give higher honorarium to WDTs as the State is getting Rs. 15,0001 per ha. He also suggested to prepare a month-wise activity calendar and lean period should be utilized for capacity building and April to July months will be utilized for NRM activities. (iv) Secretary (LR) directed the State representative to revise the target for preparation of DPR up to June, 2014 and geo reference all the activities. (v) Secretary (LR) directed that the before and after photographs should also be geo referenced. Jharkhand: (i) Principal Secretary, Rural Development, Govt. of Jharkhand started the presentation with status of data entry in MlS. DC (WM) informed that the data presented by the State and data provided by NIC is not matching with each other. State representative assured to look into the matter and complete the data entry in MIS on regular basis. He further informed that the State has started Quarterly Review Meeting of all the PlAs along with Project Manager. (il) JS (WM&Neeranchal) advised the State that they can outsource the data entry for MlS. He further advised to take the services of Soil Conservation Department of Jharkhand. Principal Secretary replied that the Forest Department and Soil Conservation Department are not gjving priority to watershed programme in the State. (iii) JS (WM&Neeranchal) advised the State to adopt the Odisha model of utilizing the Soil conservation department officials with the approval of the cabinet. (iv) Secretary (LR) directed that a letter be sent to Chief Secretary, Jharkhand regarding utilizing Soil Conservation Department for watershed programmes. (v) State representative informed that WCDCs are the PlAs for IWMP. JS (WM&Neeranchal) pointed out that the purpose of creating WCDC is defeated, if they themselves are the PlAs. He further said that the evaluation of Preparatory Phase (vi) of 2O1O-11 projects needs to be expedited. Regarding empanelment of evaluating agencies, JS (WM&Neeranchal) advised the State that it should be done in advance. Secretary (LR) informed that the States can use the empanelled evaluating agencies for three years. (vii) Under Capacity Building, State representative informed that no training material has been developed. JS (WM&Neeranchal) advised the State to take the help of the States like Karnataka and Odisha to develop the training material. Odisha: (i) CEO, SLNA started the presentation with a success story. She informed tnat evaluation of Preparatory Phase for 201O-j1 projects has already been completed and the SLNA is going to submit the ppRs soon. (ii) Secretary (LR) said that the Odisha model has convergence aspects and this is required under IWMP. He further said that proper training modules should be prepared before such interventions. (iii) JS (WM&Neeranchal) suggested the State representative for value addition, Integrated Nutrjent Management, Integrated pest Management and convergence with NHM. He also suggested the State to appoint some agency who can work backwards and work out the implementation in a larger scale. CEO, SLNA informed that the SLNA is going to start the EFMS in lWMp. Tamil Nadu: (i) CEO, SLNA informed that PPRs lot 2013-14 are ready and SLNA is going to submit them soon. JS (WM&Neeranchal) advised the State to improve the pace of expenditure. (ii) JS (WM&Neeranchal) told the State representative to avoid the activities ljke tailoring, Matches/ Crackers under livelihood and stressed on the convergence of IWMP with NHM Meghalaya. (iv) JS (WM&Neeranchal) pointed out that the State is giving honorarium to Govt. employees at the SLNA level as well as at the WCDC level which is not permissible under IWMP. CEO, SLNA informed that it was decided in tne SLNA meeting. JS (WM&Neeranchal) asked , the State representative to send a copy of the resolutton passed by SLNA in this regard. He directed that no honorarium to State Government employee will be paid in any State for lWMp. (i) CEO, SLNA informed that the 4 WCDCs of newlv created Districts will oe created within a month. (ii) JS (WM&Neeranchal) directed the State representative to discourage the activities like Foot Bridge, Public Toilets, Rope way, Foot Path under EpAs and focus on soil and moisture conservation works and water related activities. Assam: (i) JS (WM&Neeranchal) told the State representative to discourage the activities like repairing of school buildings and community hall under EPAs and focus on water related activities. (ii) Secretary (LR) showed his concern about the slow pace of implementation of the scheme in the State. The State has taken only 10% of the central share during the last 4 years. He further pointed out that in spite of all manpower in place the pace of expenditure is very slow. Bihar: (i) Secretary (LR) asked as to how the EPAs were started in the State and how the DPRs were submitted by the PIA to SLNA without the constitution of the Watershed Committee. He further directed the State to prepare the capacity building curriculum. CEO, SLNA assured Committee soon and completed the EPAs by ( ii) to 3Orh constitute the Watershed November, 2013. Secretary (LR) directed the State representative that sapling distribution under EPAs should not be allowed. 3. Secretary (LR) said that no work can be done without developing the capacities of human resources. He further said that the main reason for the success of the watersheds in States like Odisha and Tamil Nadu is that they have invested in manpower and building their capacities. He directed the States to adhere to the timelines fixed by them for lmplementation of the activities and not to shift the target timelines. 4. The State wise Status of data entry in MIS is at Annexurell and the timelines given by the States for completion of various activities for expediting implementation of IWMP are given at Annexure-lll. These timelines will be reviewed in the next review meetinq scheduled on 6th December.2013. 5. The meeting ended with a vote of thanks to the Chair.
