The hosts tried to follow up the great interest in the game and positive impact the World Cup 2009 created in Regensburg. Unfortunately the event was badly affected by the rainy weather that caused many rain delays and postponed games. But despite the rainy weather the event was a big success, drawing a total of almost 30.000 spectators, with the final game played in front of a crowd of 3.300 visitors. CEB partly financed the TV broadcasting and therewith cared for a Europewide coverage through Eurosport2 while RAI, NOS and ZDF broadcasted whole games or at least highlights of games in Italy, the Netherlands and Germany. CEB’s financial situation is stable especially, but not only, through our efforts to reduce costs, and save money. CEB events are working well, and the Frankfurt Office has become the Heart of the Organization. In the medium-term, CEB has to make sure that it becomes (financially) independent from other organizations. Therefore we have to restructure and find new sources of income. The EURO 2012 in the Netherlands should become the first tournament used by CEB to really market our sport in Europe. The Marketing and PR&Media Commission will have to work hard to find sponsors and achieve Europe-wide media coverage, but it will be worthwhile to give our sport a better position. One of our future goals should be to ensure that Baseball and Softball forces begin to work together again. Last year’s decision to eliminate Baseball and Softball from the Olympic Program has been a big disappointment for all of us and we do need to share efforts and demonstrate unity, now. The first step would be shared Congresses starting 2013. Next to that the ESF and CEB need to better match their tournament schedules and avoid overlaps. Combined development efforts and common school programs are already established in some countries and have to be increased Europe-wide. Talks have already started and both parties are very positive about future projects. In 2010 Europe got a new “star” in the Major Leagues. 22-year-old Dutch National Team player Kenley Jansen made his successful MLB debut for the Los Angeles Dodgers in July. The Confederation of European Baseball wants to acknowledge the successful development of baseball in the Netherlands and is very proud to have (another) European baseball player in the Big Leagues giving our young talents in Europe a vision. Europeans in the top leagues of professional baseball will have a big impact of growing the game in our continent – this has been shown by several other sports such as basketball. I should not forget to especially mention and congratulate the winners of the 2010 season: the Netherlands & Italy, finishing 2nd and 3rd rank at the Intercontinental Cup in Taichung and 6th and 8th rank at the Juniors World Cup in Thunder Bay. Congratulations also to the new European Champion Italy who beat the Netherlands 6 Yearbook 2010 8:4 in the final game. Germany ended on a very well 3rd rank – the highest achievement since 1975! Likewise many other federations showed very positive results in developing new prospects, who took or will be taking their chances in the US or other professional organizations. Unfortunately European Baseball lost a good friend this year when Rinus Paardekooper passed away. Rinus devoted more than 45 years of service to the Netherlands Baseball and Softball Federation and the European baseball and softball family. He was active in various facets of the organization as a leader and as a pioneer in developing both Baseball and Softball throughout Europe. On behalf of the Confederation of European Baseball, I would like to express my sincere condolences to his family and friends. Last but not least many thanks to my board, the commissions, and all the helping hands in the background. Special thanks also to all the hosts of our CEB competitions. Let’s keep up the good work! Martin Miller President CEB 7 Confederation of European Baseball Development Commission Report Report on development activities 2010 The Development Commission is the operational organ of the CEB Board for development activities in Europe. The Commission consists of Mats Fransson, Sweden, Chairman, Monique Schmitt, Switzerland, Attila Borbely, Hungary, Juan S. Garcia, Spain, Rainer Husty, Austria all members of the CEB board, and Charles van der Meijs, the Netherlands, secretary. Change in the financial situation During the year the financial situation has changed due to IBAFs lack of resources. This made it necessary for us to cancel a few support activities for example special requests and the Major League Baseball Road Show. Regional divisions/contact persons The European countries are divided between the members of the Development Commission. The purpose is to have a proactive contact with the member federations and catch up with the needs and the proposals that the different federations have within development of baseball in their countries and regions. The division of the countries has mainly been used for the regional meeting at the Congress. Garcia Cyprus Greece Israel Malta Portugal San Marino Spain Turkey Yearbook 2010 Workshops at the CEB Congress The Development Commission has the responsibility to organize workshops at the CEB Congress. The workshops have been the contact point between CEB and the member federations with the intent to communicate their plans and have the member federations give their proposals and requests to the committees for different activities. The regional meetings are lead by the person responsible for the respective region. New strategic plan With the fact that the resources are limited and taken into consideration that the workshop about development 2010 wanted a more strategic focus at certain areas, the DC has decided to work out a new proposal for the future work. The ideas will be part of the discussions and a workshop at the Congress 2011. The idea is mainly to, through a questionnaire and discussions with the different member countries put together a program for each country or groups of countries with the same interest and needs. The questionnaire will show the development status of each country and be the base for the future work. Little League Little League tournaments have been arranged in Europe. The Development Commission is responsible for the contacts with Little League together with the Secretary General. One meeting with Little League representatives have been arranged during 2010 and Monique Schmitt was the CEB Representative at the Little League Convention during 2010. Activities 2010 Promoter courses During 2010 Promoter courses was cancelled among others due to the volcano problems on Iceland. CEB Coach Envoy Program During 2010 CEB Coach Envoy Program has been arranged in Israel. CEB Umpire clinics During 2010 CEB Umpire clinics has been arranged in Czech Republic, Malta and Slovenia. Norway and Russia was cancelled in Norway and Russia. CEB Scorers clinics During 2010 CEB Scorer clinics has been arranged in Belgium and Switzerland. 9 Confederation of European Baseball CEB TC clinics During 2010 CEB clinic for Technical Commissioners has been arranged in Austria. Once end of January in Barcelona and once during the Congress in March in Stuttgart. The third meeting was held end of July during the Euro 2010 in Stuttgart. Except for the Juveniles Championship the statistics and the “play by play” for all CEB tournaments 2010 are published on the CEB Website. The years 2007, 2008, and 2009 are still available as well. The T.C. worked in close cooperation with the CEB Office in Frankfurt to publish our Manuals, Umpire- and Scorer systems and various forms on the website. During 2011 all 19 events including the Juveniles will be covered in Play-by-Play on the CEB Website. All results and statistics are available at the CEB website under link: http://competition.baseballeurope.com/2010/2010.htm In 2010 a total of 16 tournaments were played. 9 Club and 7 National team competitions were organized all over Europe. In the first week of June, 12 teams of 8 different Federations participated in the European Cup A-competitions, the Qualifier for the Final Four event. The B-qualifiers were played in the third week of June and 24 teams of 21 different Federations took part in these events. In September two play-off tournaments and the Final Four event were organized. In the Club competitions overall 45 Club teams from 26 Federations took part and in these competitions 22 Technical Commissioners, 59 International Umpires and 27 International scorers were active in these events. In July and August 48 National team selections of 22 different Federations participated in the various European Championships and qualifiers. Total 18 Senior teams, 11 Junior, 12 Cadet and 7 Juvenile teams took part in these competitions. CEB nominated 23 Technical Commissioners, 54 International Umpires and 26 International Scorers for these events. Clinics A clinic for Technical Commissioners was given in the Office of the Austrian Federation on the 26th and 27th February. Competitions 2010 This year C.E.B. was faced with the withdrawal of the Ukrainian teams for the Cadet Qualifier in Sweden and the Juveniles Championship in the Czech Republic. The withdrawal was done less than two weeks before the events. The Technical Commission noted that the rules on registration of the player’s lists (PTR and FTR) and the foreigner rules were very well obeyed by the Federations and Clubs. Also the Insurance declaration (Affidavit) which was installed in 2010 worked out smoothly. The field requirements for the main C.E.B. competitions are set on a higher level. 11 Confederation of European Baseball Fields with proven good performances in former C.E.B. events will get advantage during awarding for future Tournaments and Championships. EUROPEAN CUP A - Organizer: DOOR Neptunus, Rotterdam, Netherlands. Date: Wednesday 2nd till Sunday 6th June. Very well organized competition on the fields of the Neptunus Family Stadium. Winner of the European Cup Rotterdam is Telemarket Rimini, Italy and runner up was the team of T&A San Marino. Both teams qualified for the Final Four event. The French team Savigny Lions ended 6th end get the change to play the relegation playoff. EUROPEAN CUP A - Organizer: Draci Brno, Czech Republic. Date: Wednesday 2nd till Sunday 6th June. Splendid organized competition by Draci, played on the field of the AVG Stadium in Brno. Various games were broadcasted “live” on TV in the Czech Republic. The 2nd field in Kravi Hora, Brno was used for rained-out games but after 2 days of use this field was disapproved by the Technical Commission. The final solution was to start the catch up games early morning at the main field . The teams co-operated very well. Fortitudo Bologna won the European Cup Brno and runner up was the German team of Heidenheim. Both teams qualified for the final four event. The French team Rouen Huskies ended 6th end plays for promotion/relegation in September. EUROPEAN CUP QUALIFIERS Date: Monday 14th till Saturday 19th June. Organizer Brest Zubrs, Belarus Good organized competition by the Club Zubrs in Brest. The Baseball stadium built in Belarus is a very good example on the development of baseball in Eastern Europe. Everything worked very well and the weather co-operated just till the end of the final game. Winner was the club Northern Stars of Moscow, Russia. Organizer Olimpija, Karlovac, Croatia Well organized tournament and played at the field in Karlovac. Winner was the home team Olimpija Karlovac from Croatia. Organizer Solingen Alligators, Solingen, Germany Very good organized tournament and played at the field in Solingen. Winner was the German home team of Solingen Alligators Organizer Royal Greys, Antwerp, Belgium. Well organized tournament. Winner Technika Brno, Czech Republic. EUROPEAN CHAMPIONSHIP – EURO 2010 Organizer German Baseball Federation DBV. Date Friday 23rd July till Sunday 1st August in Stuttgart, Heidenheim and Neuenburg. The Euro 2010 was very well organized. Unfortunate the weather circumstances were very wet and caused many cancelled and re-scheduled games. The Organizing Committee and the Technical Commission worked very close and in a very good atmosphere. Together with the co-operation of the teams it was possible to play the 12 Yearbook 2010 whole Championship. In spite of the weather the spectators were coming to the three stadiums and visitor records were broken. Many games were televised in various European countries. The winner of the final and European Champion 2010 was the team of Italy. Runner up Netherlands and the German team achieved their best result to clinch the Bronze Medal. EUROPEAN CHAMPIONSHIP 21 & UNDER Organizer: Czech Baseball Federation and the Club Draci Brno. Date 17th till 22nd August in Brno, Czech Republic The Organisation did an outstanding job. The team of Czech Republic won the final played on an high level against the team of Russia. This important C.E.B. event in 2010 attracted a lot of media attention. EUROPEAN CHAMPIONSHIP CADETS Organizer: Dutch Base- and Softball, Federation KNBSB, Netherlands Date Tuesday 20th till Saturday 24th July in Eindhoven and Veldhoven, Netherlands Well organized competition. The Netherlands took the title of European Champion 2010 in the final against the Cadet team of Czech Republic. Italy took the bronze against the team of Russia. EUROPEAN CHAMPIONSHIP JUVENILES Organizer: Czech Baseball Federation in Hluboka, Republic Czech Date: Tuesday 13th till Saturday 17th July Very well organized competition under good weather circumstances. Organizers in Hluboka made this event very special for all Participants and Spectators. The organized activities around the Championship for all the youth players made this event a festival of youth combined with baseball. The Russian Juveniles team won the European Championship 2010. QUALIFIER EUROPEAN CHAMPIONSHIP JUNIORS Organizers Slovak Baseball Federation in Trnava, Slovakia and the Austrian Baseball Federation with the Club in Attnang Puchheim in Attnang. Date between 2nd till 8th August. Very well organized tournament on the nice facility of AttnangPuchheim. Although the weather was bad the organizers did a very good job in preparing the field so that all games were played. Winners and promoted to the A-pool 2011 are the teams of Lithuania and Belgium. QUALIFIER EUROPEAN CHAMPIONSHIP CADETS Organizer Swedish Baseball Federation together with the Club Arno IF, Nykoping. Date 19th till 24th July in Nykoping, Sweden Very well organized event also with some special activities for all the youth players. After withdrawal of the Ukrainian team another negative thing was that the Lithuanian team had to leave the event after the 2nd final game on the last day of the Championship to fulfil their booked travel arrangements. Unfortunate this caused a forfeit of the 3rd final game. The Swedish team was the winner and promoted to the A-pool 2011. 13 Confederation of European Baseball EUROPEAN CUP PROMOTION/RELEGATION PLAY-OFFS Date 18th/19th September in Brno, Czechia and 17th/19th September in Rouen, France Due to financial reasons Savigny Lions withdrew from the Brno event and consequently France lost an A-club spot in the European Cup. In Brno the Russian team of North Stars was the winner and in Rouen (FRA) the team of Rouen Huskies was the strongest against Solingen Alligators (GER) and Olimpija Karlovac(CRO). Both winners will compete in the Europen Cup A-pool 2011. EUROPEAN CHAMPION CUP - “FINAL FOUR” 25th / 26th September in Barcelona, Spain Participants Fortitudo Bologna, Italy – Telemarket Rimini, Italy – T & A San Marino – Heidenheim Heidekoepfe, Heidenheim - Germany. Winner Fortitudo Bologna, Italy. Runner-up Heidenheim Heidekoepfe - Germany. Very well organized Final Four event for the 3rd time by the Spanish Federation in Barcelona. The final between Bologna and Heidenheim was a 10-inning thriller with the CEB extra inning rule in force. Fortitudo Bologna won with a result of 2 against 1. C.E.B. Competition rules - Fines. The Ukraine Federation is fined for withdrawal of the Cadet and Juvenile team each for Euro 2000,- The Lithuanian Federation received a warning for leaving the event before the last game. On behalf of the Technical Commission, Jan Esselman, Chairman Annual Report 2010 of the C.E.B. Scoring Commission The commission, being Anna Maria Paini (ITA), Linda Steijger (NED) and Pablo Carpio (ESP) continued their work on exploring Europe with clinics. Not only on scoring (like e.g. in Switzerland), but also on using the live play-by-play software of the TAS program (like in Belgium). With this program the game is put into the computer simultaneously when it is played. By doing this the game is live broadcasted in the internet and can be followed all over the world. On the other hand statistics are ready immediately after the game. We are happy to say that all CEB tournaments 2010 were covered not only by scoring, but also by using this program. With the most important tournaments like the Euro 2010 in Stuttgart there were so many spectators on the internet, that sometimes the server had hard times handling all the internet traffic. In the meantime the commission has been working on the scoring manual. This manual is used in CEB as well in IBAF; we contact our colleague scorers around the world about some interpretation of the rules. The Commission worked on the manual for the TAS program, both for the Data Entry (during the game) as for the Central Operator (after the game, making the daily 14 Yearbook 2010 reports). As from 2011 we hope that the manuals are ready on the C.E.B. website so that every member Federation can use it to instruct their own people and use the program in their own country. On behalf of the Scorer Commission Anna Maria Paini, Chairwomen Annual Report 2010 of the C.E.B. Umpire Commission In Stuttgart, in advance of the congress, the Umpire Commission was installed. o Paul Bokern (NED) - Chairman o Roberto Leone (ITA) - Member o Javier Menendez (ESP). - Member The items for 2010 were: o Evaluating system, o Classification of the umpires, o Manuals for 2 and 3 men. At this moment most things above mentioned are realized. Evaluating system During the European Championships in Stuttgart the T.C appointed Paul Bokern as an umpire commissioner. In advance of the tournament there was an umpire meeting and the intention was during the tournament to have two more meetings. The rain caused much delays and rescheduling of games was the result. All time was needed for playing the games. After the games there were evaluations together with the umpires. The new umpire evaluation form was used and evaluated. Umpire instructors or technical commissioners who are ”old” umpires shall be appointed by the Technical Commission as a T.C member during de C.E.B. competitions in 2011. So umpires get more attention in C.E.B. events and evaluations and reports get a higher level. Classification of the umpires With the Technical Commission all the C.E.B. umpires on de 2011 list were classified in three groups. The groups are: AAA: AA : A : Experience in CEB events for at least two years; can be invited for all CEB events. Experience in CEB events for at least two years; can be invited for all CEB events, exclusive Euro Cup; Final 4 and European Championships Seniors Nominated (new) international umpires; can be invited for all CEB events exclusive Euro Cup; Final 4 and European Championships Seniors In 2011 we will continue and try to improve these classifications. 15 Confederation of European Baseball Mechanics In many of the C.E.B. countries the umpires are working with a 2 or 3 men system. There are some differences between the countries. It is not possible to make one system with all that differences. The commission tried to make one system to be used in Europe. The systems shall be published in 2011. Evaluation is also planned for that year The MLB DVD “virtual umpire camp” is a good way of instructing umpires. Founding’s are arranged so we hope to supply this DVD to all C.E.B. umpires before the 2011 season. Clinics Last year we were asked 4 times for sending an umpire instructor. On behalf of the Umpire Commission Paul Bokern, Chairman 16 Yearbook 2010 Coaches & Game Development Commission Report The Coaches Commission concluded its 'clinic content manual' after presenting the concept at the annual congress in Stuttgart. Although the program was well received by the member countries, the commission has not received any requests to host or co-host a coaches clinic in 2010. After the final version of the manual had been completed, selected parts were published on the CEB website and hereby available to all member countries. Due to the addition of Pat Doyle as an ex-officio member to the commission, a valuable representative of MLB has been consulting the commission since April 2010. Besides completing all administrational responsibilities, members of the coaches commission have also attended MLBI European academy tryouts, the MLB European academy, the EBCA convention and several CEB tournaments to exchange with coaches and MLBI personnel. For 2011, it is planned to create a website specifically designed for coaches of the CEB member countries. This website will include free information and documentation concerning all coaching affairs, i.e. training manuals and schedules, but also inform about coaches clinics held all over Europe. Alper Bozkurt Chairman Coaches & Game Development Commission 17 Confederation of European Baseball Marketing Commission Report Unfortunately, the Marketing Commission has had a difficult year, first losing our chairman and now being reduced to one member. I am actively looking for additional members to help assist with the Marketing Commissions vast tasks and responsibilities. Despite the setbacks, there were a number of achievements: - The Official Baseball Tender was finalized, together with the Legal Commission. It is still awaiting some last minute approvals, but will be sent to potential manufacturers shortly. This tender should cover all the CEB tournaments and will provide CEB with a little seed money to market and promote additional events, as well as provide the federations with less expensive balls. - Logo contest was successful held. The winning entry was chosen (Fausto Nardi of Italy) and will now be the new logo to accompany all CEB European championship tournaments. - A new contract, explicitly detailing the responsibilities of the host countries, as well as CEB, is being developed for the European Championship Tournament. This contract as well should establish CEB as a more relevant player in the tournaments, being more involved with the TV coverage, press coverage, concessions, etc. - Extensive TV and press coverage was provided at the European Championships in Germany this past summer. This was the first successful attempt to have CEB organize this coverage and many lessons were learned for future competitions. All in all, the exposure of baseball throughout Europe was widespread, through both broadcast and internet TV, and will be expanded even further next year. Peter Kurz Chairman Marketing Commission 18 Yearbook 2010 PR & Media Commission Report During 2010 the MEDIA COMMISSION dedicated almost entirely its energy to CEB events coverage on television. The EUROPEAN CHAMPIONSHIP played in Stuttgart had a total 8 games produced and broadcasted by RAI in Italy (5 games), NOS in The Netherlands (2 games) and EUROSPORT all over Europe on Eurosport 2 (all of the 8 games). THE EUROPEAN CHAMPIONSHIP for Clubs (FINAL FOUR) was produced and webcasted by the French web Television STADEO. The year started for the MEDIA COMMISSION with a workshop during the 2010 Congress in Stuttgart about the relations with the MEDIA in the various Federations. For 2011 the COMMISSION would recommend: 1) A meeting (at the Congress in Brussels) with all the people who work in media relations for the Federations 2) A budget to make sure that at least some games of the 2 qualifying rounds and the Final Four of the European Championship for Clubs are produced and offered on the market place to broadcasters 3) Start working on the TV coverage of the 2012 European Championship.
