As you read this we are in the heart of racing season. Summer Convention is right around the corner. Your competition committee is working hard to make this a great weekend for all. When I was a kid, Summer Convention was a huge event, with multiple activities for racers and nonracers. One Summer Convention. As one the 2647 members reading this, I want you to realize that this is your event. We are adding a technical course this year. We are adding fun events. We are having a contest for best decorated camp. The attempt this year is for the trail rigs to join us. If you come out to camp and run the technical course, it’s only going to cost you fifty dollars – for three days of fun and entertainment. The racing will be top notch. The improvements to the infield allows us more visibility for spectators. For an additional forty dollars, you can race the drags, barrels, obstacle, and cross country courses as well. If we get enough trail rigs, we can run a street and trail only team relay. This is YOUR Summer Convention. Do you have an idea of something to add to the event? Please contact me or any of the region comp chairmen. If you haven’t been to Summer Convention for a while, or have never been, this is the year to give it a try. Respectfully submitted, Steve Zentner PNW comp chairman ~ 4 AUGUST 2015 www.pnw4wda.org Region 3 Minutes July 21, 2015 The April 16, 2014, Region 3 meeting was called to order by Region Director Marty Tilford at 7:08 pm, followed by the flag salute and a moment of silence for the sick and departed. The meeting was held at 4 Wheel Parts in Portland, Oregon. There were 11 clubs represented: Dirt Minions, Flat Broke and 4 Wheelin’, Hubs In, Mud a Rama, Our Gang Off Road, Pistons Wild Motorsports, PNW Individual Members, Sand Fleas, Trailbreakers, Push n Pulls, and Vancouver 4 Wheelers. Rick Smith moved to approve the minutes of the June meeting, seconded by Tom Fisher, motion passed. Officer reports.: Region Director- Marty attended the Trail Jamboree and it was a fun and successful event. Tire give away was successful and a donation was made to “Crawl for the cure.” The two PNW facebook pages have been combined into one. Still researching “Trash a Roos” as a region fund raiser. at 2. WOHVA was successful in getting the gas tax lid lifted this legislative session. IAD/Club Power/We did it/Quill Power –Pistons Wild turned in a Club Power Project using the sign in forms from the project. Ways n Means/Membership – nothing new Old Business New Business-Fall Delegates meeting flyers are out. The meeting is September 12th in Camas at the Fern Prairie Fire Station #91. Lunch will be available for $5. Push N Pulls are coordinating lunch. Flat Broke will also help with lunch. Dinner will be on the trail with the run hosted by Pistons Wild. Marty will be doing the dinner. Operation Shore Patrol will be September 19th at Long Beach. Spaces for camping have been reserved at the Driftwood RV Park. Camping is free but if you want hookups you must pay for them. Tony Jessen will do Shore Patrol shirts. Club Reports: Dirt Minions attended work parties. Flat Broke and 4-Wheelin has been going to other club’s work parties. Hubs In nothing new to report. Mud A Rama nothing new to report Our Gang Off Road has been attending and racing at the events. Piston’s Wild had a club meeting last week: Hosted a Poker run with 46 participants. Made a $500 donation to NW Downs Syndrome Association. Tee shirts available for sale. Club on Saturday with 9 rigs. Attended “Cruzin’ the Gut” Nicoli work party coming up. September 27 a 4X 4cruise-In at Woody’s in Vancouver. PNW Individual Members attended a Show and Shine in Longview. Push-N-Pulls been racing. Sand Fleas had a club meeting with a Rally wrapup. Trailbreakers nothing new. Vancouver 4 wheelers attended Trail Jamboree & found a 1963 vintage Pepsi bottle in mint condition. No winner in the card game next month $32.00. Meeting was adjourned at 8:06 pm. There has been a request for PNW membership information from a club in Seaside, Oregon. Secretary-absent Treasurer-Kyle reported the income and expenses. Income included a deposit from the Float Towing for the Rose Parade. No irregularities in the report. Competition – The Outdoor 4X4 race this past weekend was well attended. Kyle has been busy attending races. Registration information for Summer Convention is in Tri-Power. Summer convention is August 14-16, 2015. Todd Trummert is putting together a Trail and Street technical course for Summer Convention. Prize will be a winch. Summer Convention is an event and a race. Support from clubs is needed. Need Door prizes and donations for a live auction. Help is needed for Team Relay on Sunday. Oregon Land Matters – No updates on the Tillamook—still a level 2 and it is still open. Continued working with Forest Service on LaDee. Forest Service looking for input on trail construction. Washington Land MattersThe NOVA grants have been announced. $977,992.00 in grants for SW Washington. $286,000 in education and enforcement grants for SW Washington. $460,950 for Yacolt trails. A detailed report of all projects both motorized is available on the RCO (Recreation and Conservation) website. Crystal will put a link on the PNW website. Trillium Trailhead has been built. No conversation with DNR – DNR busy with fire fighting. Fire level currently 4-Wheelin’ News AUGUST 2015 5 Angela Holm Region 1 Director July 15th, 2015 The meeting was called to order by Angie Holm at 7:04pm. There were 7 delegates present, representing 4 clubs. Guests: Several members of Blackout Jeep Club came to the meeting tonight. They were represented by Phil Benson – President; Tianna – Treasurer; Eli Sanders – Liaison; Mike, David, Jeff and Chris Olson. Thank your attending and sharing information about the trails. Angie. New Business: Club Report: The Bullshifters hosted tonight’s meeting, Ken and Sharon Johnson were in attendance. Their club started in 1975 as part of the Federal Way Elks club and they joined the PNW in 1976 at Summer Convention. Bullshifters wanted to open the club up to everyone and the Elks kicked them out. At one point they had 20 families but are now down to two members. Ken was Region 1 Director from 19821983 and at that time Region 1 had 52 clubs and over 300 members. No new business. Secretary Report: Ken Johnson, Bullshifters, made a motion to accept the minutes as written in Tri-Power and distributed to Yahoo Groups, second by Ed Tenney, Timber Tamers/ Dirty 13, passed with no objection. Directors Report: Summer is busy for everyone. It was discussed that there was a rollover at Funny Rocks at Trail Jam, vehicle was totaled but it was reported that no one was seriously injured. Also reported by Blackout Jeep Club, Ed with United Crawlers was ejected with two others on fourth of July weekend at Evans Creek. Treasurer’s Report: There was a written report. Land & Legislative: Walker: There is a work party every 2nd Saturday of each month. Logging is in progress but they are trying to keep a lot of sections open. Blackout Jeep Club informed the delegates that there are several areas clear, upper and lower Timber Tamer trails are clear as well. Blackout also did some repair work on a few trails that were extremely rough. After discussion, Blackout was informed about scheduling future work parties with DNR. There will be a work party in August to put up signage and a kiosk, however unsure was to when as DNR crew is also on fire duty. Reiter: The yellow trail is still under construction and. DNR employees are on fire duty and not sure how much will be completed on the trails. Trail Counters – Ed will be pulling data from the trail counters and will provide the information he has received at next month’s meeting. Ed reported that after the WATV Gifford Pinchot pilot area was opened a group filed a lawsuit to keep ATV’s out of the area. Unsure of the current status, but a suit was filed. Teddy Bears: Don’t forget to bring any stuffed animals for Grace to take to her contact at Monroe Hospital. OSP: Angie verified that the camping fee will be same as last year. She has also secured the spots directly behind the community fire pit (for those of you that attended last year will know) but for those that don’t know it is spaces 61-77. Timber Tamers confirmed that they will put on the steak dinner on Saturday night. They are offering Chicken or Steak Dinners at $15ea that includes Green Salad, Corn on the Cob, and Dinner Roll. They will also be serving a kids meal of a hot dog, chips and drink for $5. Northwest Off-road Expo: September 26, 2015- Thomas Family Farms! There will be dry camping available on Friday and Saturday night for PNW members only and you can arrive starting after 3pm. The event will open at 10:00 and run until 4:00. Food Vendors and Beer Garden will stay open until 6:00. There will be a good variety of food vendors for everyone to enjoy. The project was organized and coordinated through the Naches Ranger District Trails Program and several involved volunteers. The project entailed rebuilding two puncheons (basically, bridges over boggy areas), a 120-footer and a 20-footer, and to shore up a rotting 40-foot bridge over the South Fork of Little Naches River. The 120 footer required the removal of the old decking and structural material which was replaced with new. The new material could not be delivered to the site because the delivery trucks were too large for the trail. This material was broken down and either skidded or hauled in smaller trailers behind jeeps provided by participating volunteers The 20 footer was a new installation of a crossing over an area that had begun to erode from both water and trail use. Several temporary repairs had been done to keep the trail passable but the need for a permanent fix was required. Both the 120 and20 foot long puncheons should provide many years of use and eliminate several erosion and environmental issues. The 40 foot bridge over the South Fork of the Little Naches was a project to maintain the bridge in serviceable condition until it can be replaced, hopefully in the next several years. It entailed rebuilding both approaches and jacking up one end. Mike Vanamburg, Earl Nettnin and Marvin Foster were the individual project managers with Ron Rutherford serving as the Incident Commander These volunteers really deserve a great deal of thanks for taking on the responsibility, spending the time, and seeing it through to the end. Good Job. Funding for this project was provided from a $10,000 grant from Polaris and $3,000 from B.F. Goodrich. Thank you! It demonstrated again that motorized users can make a useful contribution to their sport and protect the environment. Kelly Lawrence District Ranger for the Naches Ranger District must receive a good portion of the credit for allowing her people to pursue the project, apply for the necessary grants and funding and have them participate with the volunteers to see the project through to completion. Jeff Leisy, Naches Ranger District Trails Coordinator is another person that needs recognition. He was the Ranger Districts contact person, he worked all three days with the volunteers and really was the driving force behind the project. For those of you that were there his homemade ice cream was a hit at the Saturday night campfire. Ron Rutherford and Mike Vanamburg spent untold hours helping with the planning process and making sure things went well. The weekend after Memorial Day was chosen because of the early snow melt and the potential for fire danger later in the year. The planning process opened the Little Naches Snow Park for volunteers to camp and bring their families if they wished. A lot of folks moved in Thursday to get settled in and get ready for the tasks ahead. The centralized camping provided a place to get together away from the job site and enjoy the outdoors and others with similar interests. There were a number of stories and a lot of history passed on by the veterans of previous projects. There was the typical horse trading and inspection of each other’s vehicles and so on. Beyond doing a worthwhile project there was a good time had by all. At least 10 different motorized trail-riding groups from throughout the state participated. Twenty five of them were already working by Friday delivering the materials to the three worksites. This material consisted of large long timbers, decking and rub rail material, and precast concrete footings to support the timbers. There were 45 volunteers there on Saturday doing the heavy demolition and construction. It is estimated 250 – 300 ten inch spikes were driven through the decking planks into the timbers to hold them in place. 30 volunteers participated on Sunday finishing the construction and doing the cleanup work. These were long days, not your typical government job, everyone worked hard. Jeff Leisy, Trails Coordinator for the Naches Ranger District said. In all, the volunteers put in 760 hours over the three days. This is a huge amount of labor that made this labor intensive project possible. These volunteer hours will be used to fulfill the required matching funds for one or more of the funding grants used on this project. Ron Rutherford, one of the project coordinators and Incident Commander said people were asking when and where the next project would happen. wow — sore backs, tired hands, and these people are ready to get out there and go again. Rest assured with the success of this project there will be others. Thank you to everyone that helped with this project. It is making a difference. Earl Nettnin Region 4 Director July 14, 2015 East Wenatchee, WA Region Director Earl Nettnin (Desert Rats) called the meeting to order at 7: 30 PM. The Pledge of Allegiance was recited and moment of silence for the sick and departed was observed. Guest: Mike Alton candidate for the Wenatchee Mountain Masters. Minutes: Skip Frans (Wenatchee Mountain Masters) made a motion seconded by Jamie Tannich (Wenatchee Mountain Masters) that we accept the June minutes; motion carried. Treasurer’s Report was given by Treasurer Sande Nettnin (Desert Rats); Ron Rutherford (Jeepin’ Nomads) presented a bill for $16.10 for batteries for the Trail Counters. COMP: Terri Mohan (Nitty Gritty) asked for $300 for Competition teeshirts for the Region 4 Relay Team. Gary Harting (Desert Rats) made a motion seconded by Skip Frans that we fund the tee-shirts in the amount of $300; motion carried. Membership: Nothing new to report. Club Power/We Did It Chairman Gary Harting said we had a project on the Naches Trail prior to Trail Jamboree where we repaired a 180 foot puncheon. This was a We Did It with 5 Clubs involved; The Nomads, Desert Rats, High Country Cruisers, Lake Tapps Turtles, Peak Putters and one Individual Member and one guest. The Forest Service provided us with planks and spikes and we were able to get the temporary repair done; this was on the east end of the 1914 Road. The Region Director reminded everyone to turn in paper work when you have a work party, trail maintenance run etc as it’s our way of documenting the hours we work. A question was asked if we ever were able to use any mini excavators on the trails; answer Yes the Forest Service offers a 60 hour class on this and part of that 60 hours is a day of work on the trails. Ron Rutherford will let us know when the Forest Service offers another class. Jr. Jeepers Chairman Teia Ireland (Individual Member) had games and a program at Trail Jamboree for kids and it went over very well. Teia 4-Wheelin’ News Trail Jamboree - Discussion followed: it was well attended and everyone had a great time. We had a couple of roll-overs - no injuries. Skip Frans presented information on Ham Radios that was well attended. Rob Stafford (Overbored Racing & Cascade 4X4’s) had a winching class on the trail that was well attended as well as one evening he displayed the winching equipment and talked about how to use it. We also had a Breast Cancer Ladies only run on Saturday for Crawling for a Cure. Thursday night Build It Off Road provided ice cream for the ice cream social. Everyone thought Ed Weber (Cascade 4X4’s) did a great job as Trail Jamboree Chairman for his first year. If you have not yet filled out your evaluation that was in your packet, please do so as soon as you can and get it to Ed. He is looking forward to the comments - what you liked and didn’t like as well as ideas you may have for next year. LAND MATTERS Ron Rutherford reported that DNR had locked gates in the Ahtanum State Forest west of Yakima; however he thought they had been opened again by the 4th of July. Ron reported that the Little Naches has been consuming much of his time as he is on the Steering Committee; they had a meeting June 24th and things are moving at government snail’s pace. Ron reported from discussion at our last meeting Earl Nettnin had got him in touch with Don Amador (Blue Ribbon) and we have some support now from someone who has been through what we are going though with the Naches Collaborative people. Don is giving Ron some very good advice on what to watch for as things progress. BBQ Flats is having a dedication of the new camp site July 25th. Travel Management Plan - Cathy Dowd (Public Affairs Officer for U. S. Forest Service in Wenatchee) said the draft of the EA (Environmental Analysis) will be out late next month. There will be a 30 day comment period with a ROD (Record of Decision) due in mid November and implemented in June of 2016. When the comment period is open we need to comment on this, it doesn’t have to be long, say what you like and don’t like and offer an alternative. They will read all the comments. Forest Revision Plan is still on hold. Comments and input we have made in the past years is still valid; they don’t know if they are going to use the 1982 or 2012 plan. Swauk Pine Restoration Project in Liberty - a draft will be out in late August or early September. Also a 30 day comment period and EA will be out in mid November. Forest Revision Plans - the Umatilla National Forest is having a meeting on access Wednesday July 15, 2015 in the Tri-Cities at the Reach and two of our 4X4 people (Dave Walters of the Peak Putters and Earl Nettnin) have been asked to sit on a panel to spark discussion. Kaner Work Party August 1st & 2nd if the forest has not been shut down. They only need 10 - 12 people. Materials will be brought in on July 31st kind of like we did on the Naches work party. Terry Joralemon (Shindig Wheelers) is the person of contact for this project . Juniper Dunes - access road was approved and we hope it will be ready in 2016/2017. OLD BUSINESS WHOVA applications for membership was handed out. WHOVA sends out information on things happening in the state legislature to all members who have given their zip code and requested information on what’s happening in their part of the state. NEW BUSINESS Fall Delegates September 12, 2015 originally scheduled to be held in Astoria, OR but has been changed to Washougal, WA hosted by Region 3. Following the meeting a run is planned to the Yacolt Burn Trails. This requires a Discover Pass. Information should be mailed to all clubs in the PNW soon. Northwest Off-Road Expo September 26, 2015 at the Thomas Family Farm in Snohomish, WA. Information was handed out tonight. To receive a 10% online pre-sale discount go to northwestoffroadexpo. com. Proceeds from this event will go to Pacific Northwest 4-Wheel Drive Association Trail and Scholarship Funds and Seattle Children’s hospital. All drivers MUST have a valid driver’s license. Should be a really fun event; hope to see a lot of you there. Les Thomas (Wenatchee Mountain Masters) said they were not getting their Tri-Power. Sande will check with the Membership Chairman to see what the problem is. CLUB REPORTS Desert Rats - Gary Harting reported they launched Sprint Boats over Father’s Day Weekend at St. John with the North Idaho Trail Blazers and some other people. On a sad note Arne Dupuis (one of the organizers of the Sprint Boat event passed way at 6 PM on the day of the race. He had cancer; he will be missed - condolences to his AUGUST 2015 family and friends. Several of us attended Trail Jamboree either as Camp Hosts or Trail Hosts. . High Country Cruisers - Diane Neuman reported that husband Dale had helped with the emergency repair on the Naches Trail before Trail Jamboree and he helped with the staging. They are going to the Green River Valley Jeepers reunion on July 25th. Jeepin’ Nomads - Ron Rutherford said they had their annual June camp out in the Rim Rock area and did trail maintenance in two areas. They had a good time and had about 40 people there. Ron and wife Barb participated in Trail Jamboree as Camp Hosts and had a good time. Ron thanked everyone who helped with clean-up in camp. Barb said they had asked for a walk through after the event was over and the Jim Sprick Park care taker said it wasn’t necessary because we always leave the park cleaner than when we arrived. Wenatchee Mountain Masters Some attended their annual Stag run in June and some went to the Beverly Dunes Clean-up. Two went to Trail Jamboree and they have a couple of potential new members. GOOD OF THE ORDER A nice article on Gone Wheelin’ is in the Yakima Outdoors Edition a supplement to the Yakima Herald Republic newspaper featuring Build it off Road (Gleed Boyz). Also a nice positive article in the Yakima Herald on Trail Jamboree. The Naches Forest Service has a new employee; Torry Smith, he is fully armed with canine assistance. He has several years of law enforcement experience. We are looking forward to working with him. Forestry Department staff, Committee members, and Oregon Parks and Recreation Department staff in attendance were; Henry Buckalew, Ian Caldwell, Judy Charbonneau, Ruth Chausse, Chris Elsmore, Bob Farro, Kevin Hinkle, Pat Hunter, Temira Lital, Pat Monaghan, Heather Pola, and Doug Thiesies. - Ruth Chausse made a motion to approve the regular Trail Committee meeting minutes of October 8, 2014 and February 25, 2015. Pat Monaghan seconded the motion with none opposed. Forestry Tree Farm Update: a. Planting Season – On May 5th Forestry completed its annual tree planting project. 282,000 tree seedlings were planted. The County’s Tree Farm experienced a drought last fall which resulted in poor root growth. b. Timber Sale Activities • Erica Timber Sale on the north side of Kingsley Road should be complete in a week. Portions of 191L trail will have to be reconstructed. • Fescue Timber Sale on Binns Hill Road was just completed. • Daffodil Timber Sale lies to the south of Kingsley Reservoir and has just started. It will take a few months to complete and will affect 180, 193L, and 195L trails. c. Forestry just completed its spring herbicide application project. This project reduces competition by non-preferred species and allows better tree seedling survival. d. Doug fir bark beetles are still being found in scattered patches of timber. Forestry will administer salvage timber sales as a result. Sheriff’s Department recreation trail patrol update: a. Just got approval for a two year grant that will allow the hiring of two additional part time Deputy’s for OHV trail patrols. b. Seven day trail patrol coverage will begin Memorial Day weekend. Sheriff’s Department will maintain a presence at Kingsley Reservoir for 72 hours straight. c. Still seeing runners, bicyclers, motorized users, and fisherman on the dam. The dam is a NO TRESSPASSING area. d. Please call the Sheriff’s Department non-emergency phone number is you see motorcycles on non-motorized trails. Also feel free to call Jesse Flem at (541) 806-4655. Family Man vault toilet donation update: a. Funding for toilet maintenance will be approximately $3,000.00 behind by the end of this fiscal year (June 30, 2015). No donations have been received since October 2014. b. The possibly of holding a fund raiser for the toilet was discussed. It costs $45.00 to have the toilet cleaned once week and $360.00 to pump out the 1000 gallon vault. Map funds are being used as an emergency measure to support the toilet as needed and are slowly being exhausted. c. Ideas – • Post information on Facebook. • Committee members could reach out to businesses. • Advertise that donations are tax deductible. • Charge events a maintenance fee. • Attach a donation box to the toilet or to the kiosk. Chris Ellsmore volunteered Scott Pader to construct the donation boxes. Henry will get the specs/ sizes to Chris. • Put donation boxes in the bicycle shops. • Get volunteers to perform the weekly cleanings. Keep cleaning supplies in a lock box at the toilet. This is a common practice at other areas in the State. • Create a fund and then pay the County’s OHV staff through that fund to clean the toilet rather than hiring an outside vendor. Doug and Henry will see how much it would cost. • Close the toilet for several months each year during the winter. - Non-motorized Trail Map: Adventure Maps has contacted the Forestry Department to propose that they print and sell the County’s non-motorized trail map. • Forestry is checking with the County’s legal services department. • Currently a portion of map sales goes to trail maintenance and a portion towards the printing of future maps. • Adventure Maps has not proposed how the funds would be split. • Currently wholesale is $3.95 and retail is $6.95. • No details have been worked out at this time and the County has not said yes to the proposal. Electric Bicycles: Electric bicycles are being sold locally and ridden on HRC non-motorized trails. Forestry is considering a policy of restricting electric (motorized) bicycles to motorized trails. • IMBA’s position is electric bicycles should be restricted to motorized trails only but they are conducting more research. • Idea that if it can cause a rut by spinning the tire then it should be restricted to motorized trails only. • What cc/watt is OK if any? 16 AUGUST 2015 www.pnw4wda.org • • There was a discussion that asked if it was an ethical dilemma. Sheriff Deputy stated that operators of electric bicycles need a license since it is powered. Dirt Surfer: Bob Farro was concerned about a couple of short, stumpy, doubles features on lower Dirt Surfer. He would like to see them made bigger so they would work better for motorcycles. He will contact Douglas Johnson (the trail adopter) and give feedback about the features. Lower Viento Ridge Gate on the 1000 Road: This discussion was continued from the previous meeting. Should Forestry consider moving the seasonally closed gate for safety of 4x4 users? • The situation is most dangerous during winter when someone has a breakdown and could be trapped behind the locked gate. • It would cost $4000.00 - $5000.00 to install a new gate and approximately $1500.00 to move it. • Proposal to leave the gate open during winter but that would increase the potential for additional road and forest damage during winter. • Proposal to create a bypass route around the gate with a difficult filter to keep average vehicles out. • Kevin Hinkle and Forestry will schedule a walk thru to look at options. Grants Update: a. Recreation Trails Program (RTP) Grant RT 12-004 • Two kiosk frames were installed at Family Man Staging Area in early March. Construction of kiosk roofs and installation of Lexan sheets should take place soon. • Forestry is working with OPRD to determine if a second grant extension can be provided so the additional Family Man Staging Area development work can be completed. b. All Terrain Vehicle (ATV) Grant ATV 13-14 • Forestry hired Nick Burks in late March as the County’s new Seasonal Tree Farm OHV Specialist. The position is 40 hours per week for 5 months each year, generally mid-March through mid-August. Northwest Area trail improvements are underway. • The County has advertised for a second Seasonal Tree Farm OHV Specialist. Applications were due by 4:00pm May 13, 2015. This position will cover the last half of the OHV season each year. • Kingsley Reservoir Campsite Well water samples were taken to City of The Dalles Water Quality Lab the third week of March. Samples were good. Water samples are required to be sent to the lab quarterly. The handle for the hand pump has been reinstalled onto the well for summer season. • Two seasonal portable toilets are now being rented and are in place at Kingsley Reservoir Camping/Staging Area. c. 2015-2017 ATV Grant Status • The County’s Operations and Maintenance ATV grant application for fiscal years 2015-2017 has received tentative approval from OPRD. - Pending Projects Updates: a. Projects Proposed by Others • Kleeway Phase 1 (Ben Ketler - bicycle) – new construction. A few field walk thrus have taken place since the previous meeting. Phase 1 of the project will be opened soon. A couple of borrow pits still need to be filled in. Ben has more than 700 volunteer hours for work performed on the project. Doug Thiesies stated that Ben has done a good job working with the Forestry Department. A sign-off is needed from State Parks before phase 1 can be opened to the public. • Mobius Strip (Douglas Van Zandt - bicycle) – reconstruction. Changes to lower Mobius as a result of Kleeway construction are now complete. Mobius Strip has been opened. • Spaghetti Factory thru Shaggy Mane Timber Sale (Douglas Van Zandt - bicycle) - reconstruction. • Eldorado (Douglas Van Zandt - bicycle) – new construction. • Phelps Creek Equestrian Trail (Barbara Hicks - equestrian) – new construction. Construction of a bridge over Phelps Creek is in progress. A dead tree (snag) is hanging over the bridge and needs to be cut down. Most of the hand rails have been installed. The decking is in place. This will be the largest recreation trail bridge in the County. Forestry felled and donated a Doug fir tree to the project. The tree was used for the bridge stringers. Barbara will hold a work party soon to complete the project. • Extended Play 3rd Line (Gary Paasch - bicycle) – new construction. • FMX/Egg Hunt Connector (Douglas Johnson - bicycle) – new construction and reconstruction. After salvage logging. • Complete 197 and 1070 Road Features (Kevin Hinkle - 4x4) – new construction. • Neal Creek Trail (Jim Denton - hiker/equestrian) – new construction. b. Forestry Department Projects Prioritized in Order • Last Half of the 130 Connector (ATV) – new construction. A section of trail to the creek crossing has been flagged. Work within the Dahlia Timber Sale boundary should begin soon. • Pinemont Loop Connector (motorcycle) – new construction, existing reconstruction. • West Kingsley Reservoir Connector Dam Bypass (ATV) – new construction. • South Kingsley Reservoir Loop (ATV) – new construction. • 170 Extension to Kingsley Woods (motorcycle) – new construction. Events: • Event sponsors have been in contact with Forestry to secure dates for 2015. • Concern was voiced about motorized events being run during times of year when trails are most vulnerable to damage. It was mentioned that Lobos MC who holds a couple of motorized poker runs on the trails each year, regularly participates in work parties to help maintain the trail system. • There was discussion of moving the Oregon Enduro date to late summer or fall when trails were already in poor shape. The purpose would be to avoid damaging trails early in the year when trail building season had already ended. It would allow trails to be repaired soon after the event was over since the fall repair season would be starting. • Judy Charbonneau made a motion and Pat Monaghan seconded the motion that Forestry look into increasing fees for events since the current application fee is only $75. The motion failed. Below are the discussion points that followed. o Incorporate some way to assess damage and hold organizers accountable. o Designate a portion of the fee to go to non-moto recreation trails. o Add-in an administrative fee. o Require organizers to post a bond. o Doug Thiesies would like to see a proposal by Fall 2015. o Board of Commissioners would have to approve any fee schedule changes. o Discussion to “look into increasing” or to “increase fees”. • Chris Ellsmore made a motion that Forestry create a proposal for the Board of Commissioners to increase fees for events on recreation trails. Forrest seconded the motion. None were opposed. • • Work Parties: A Kleeway work party with the Travel Oregon crew was held on March 20, 2015. A work party to reroute a section of Trail 140 (motorcycle designated) below FMX was held on Saturday April 4, 2015. - Next Meeting: The next Trail Committee meeting has been scheduled for Wednesday July 22, 2015 at 5:00pm and will be held in the Oregon State University Extension Service Center Conference Room. The Conference Center is located at 2990 Experiment Station Drive (the road next to Your Rental and Party Center) in Hood River. Attention: The July 22, 2015 date for the next meeting had to be changed. Beginning Friday, July 3, the Gifford Pinchot National Forest is restricting open campfires throughout the forest except in metal fire pits or rings in developed recreation sites. A list of approved campgrounds where campfires will be allowed can be found on the Gifford Pinchot National Forest web site at: www.fs.usda.gov/Internet/FSE_ DOCUMENTS/stelprd3844001.pdf "Campfire restrictions are put into place when the risk for potential wildfires increases due to higher temperatures, lower humidity levels and dry vegetation," said Deb Roy, Fire Management Staff Officer for the Gifford Pinchot and Mount Hood National Forests. Under this campfire restriction, wood and charcoal fires are only allowed in developed campgrounds, picnic areas and group campgrounds that have established metal fire pits or rings. Building and tending open campfires, including charcoal briquettes, cooking fires and warming fires are prohibited until further notice. Permissible sources for cooking also include portable stoves or lanterns using gas, jellied petroleum or pressurized liquid fuel. Smoking is allowed within enclosed vehicles, buildings and developed recreation sites. Violators can be fined up to $5,000 and/ or imprisoned up to six months in jail. "Even where campfires are permitted, the fire and any source of flame should be totally extinguished and cool to the touch before leaving the campsite and never leave a fire unattended," said Roy. "Use the metal campfire rings in the campgrounds, clear vegetation away from any flame sources, and keep a shovel and bucket of water close by." The Forest Service, other federal and state agencies and local residents all work together to effectively prepare for and reduce wildfire risks. Forest visitors can help by being watchful when in the woods, reporting suspicious smokes, and putting out any abandoned campfires. Industrial Fire Precaution Level (IFPL) 2 also remains in effect on the Gifford Pinchot National Forest. Restrictions on firewood cutting, timber operations, and other industrial operations performed on national forest system land will be required to follow IFPL 2 requirements. Included in these requirements are a prohibition on chainsaw use between 1:00 p.m. and 8:00 p.m. and the 4-Wheelin’ News If you answered yes to any of these, then this is the place to be. The meeting starts at 9:00am and will end around 3:30pm. It is open to any and all individuals and member clubs that are interested in our sport. Pistons Wild will be leading everyone on a run to the Yacolt Burn trails. They are only 20 minutes from where the meeting will be held. A discover pass is required. This invalidated the Waiver that was keeping Northwest Area OHV trails open to motorized use. Motorized trail use on all Hood River County trails is now prohibited until we see significant rains. The Hood River County Forest Recreation Trail Committee meeting that was scheduled for Wednesday July 22nd, 2015 has been rescheduled due to a meeting room conflict. It has been changed to Tuesday August 4th, 2015 and will be held in the Oregon State University Extension Service Center Conference Room. The OSU Extension Service Office Building is located at 2990 Experiment Station Drive (the road next to Your Rental and Party Center) in Hood River. The meeting will be from 5:00pm to approximately 7:00pm. Be aware that a heat wave is predicted for this weekend and into next week. Dry lightning is also predicted for the weekend.
