Lehigh Valley International Airport 14 CFR Part 150 Noise Compatibility Study Update Community Information Workshop #1 Catasauqua Middle School Auditorium 850 Pine Street Catasauqua, PA Presented by: Wyle Laboratories, Inc. November 20, 2014 Slide 1 Slide 1 Agenda Team Introduction Part 150 Study – Overview – Purpose FAA Guidelines Noise Exposure Map (NEM) Noise Compatibility Program (NCP) History Advisory Committee / Public Participation Process and Timeline Public Input / Discussion Slide 2 Team Introduction Lehigh Northampton Airport Authority Lehigh Valley International Airport Joe Czech Project Manager Joanna Norris Co-PM; Public Outreach Chris Hobbs Noise Measurements & Radar Processing Eric Smith GIS Ben Manning Modeling Vanessa Thompkins Production Manager Ferdows Fazeli Public Outreach Slide 3 Part 150 Study Overview A 14 CFR Part 150 Aircraft Noise Compatibility Study identifies incompatible land use around airports and recommends measures to (a) mitigate existing problems and (b) prevent future ones. Slide 4 Project Purpose To update LVIA’s Noise Compatibility Program, we are developing: Noise Exposure Map (NEM) – To show where aircraft noise exposure occurs today and a five year forecast Noise Compatibility Program (NCP) – Measures/recommendations proposed to reduce noise exposure in the community Slide 5 FAA Guidelines Part 150 studies are required to follow FAA Guidelines FAA uses 65 dB DNL to identify areas affected by aircraft noise – DNL is the Day-Night Average Sound Level Less than 65 dB DNL is considered compatible Noise Sensitive Structures: – – – – – – Residential Schools Places of worship Nursing homes Daycare Hospitals Slide 6 Noise Exposure Map (NEM) Elements to be included in NEMs: Runways, flight tracks, airport boundaries; Aircraft DNL contours of 65, 70, and 75 dB for base year 2014 and a 5-year forecast; Non-compatible land uses within 65 dB DNL contour (only if compatible from self-noise); Location of: – Noise sensitive buildings – Properties on or eligible for inclusion in the National Register of Historic Places – Any aircraft noise monitoring sites utilized for data acquisition and refinement procedures; DNL contours over a land use map of a sufficient scale and quality to discern streets and other identifiable geographic features. Slide 7 Noise Compatibility Program (NCP) • Development of Noise Exposure Maps (existing and 5-year forecast) • Description of Public Participation Plan • Identify Program Measures proposed to reduce or eliminate present and future non-compatible land uses and evaluate the following: – The actual or anticipated effect of the program on reducing individual noise exposure and non-compatible land uses; – Prevention of the introduction of additional non-compatible uses within the NEM area; – Each measure’s feasibility of implementation, including any essential governmental actions, costs, and anticipated funding sources; – How the proposed future actions may change any noise control or compatibility plans or actions previously adopted by the airport proprietor; Slide 8 Noise Compatibility Program (NCP) cont’d • Description of Period covered by the program, implementation Schedule, and the Persons Responsible for implementation of each measure; • Description and analysis of the rejected alternative measures; • Summary of public’s comments, copy of all written material submitted to the operator, operator's response and disposition of those comments and materials; • Provision for revising the program if made necessary by revision of the NEM. Slide 9 Approval for sound insulation of incompatible residences within the 65-70 DNL Installation of permanent noise monitoring system Study Update Continuation of sound insulation for homes within 65-70 DNL Continuation of noise measurement system 2015 Initial Study 2004 1991 History Study Update Key Goals: - Assess the existing noise conditions - Determine future noise condition - Develop a plan to reduce aircraft noise impact - Obtain Federal funding to implement the plan Slide 10 Advisory Committees Public Participation Community Advisory Committee Technical Advisory Committee LVIA staff FAA Reps PennDOT Reps Community Reps Airport tenants Residents who live in impacted communities near the airport TAC CAC PUBLIC PARTICIPATION Community Public Workshops Public Hearing Project website Mailing list Social media Project staff Community Media Project Website: www.flylvia.com Social Mediahttp://facebook.com/f lylvia http://twitter.com/flylvia Project staff [email protected] Slide 11 Part 150 Process and Timeline April 2014 Jul 2014 Oct 2014 Jan 2015 April 2015 Jul 2015 Oct 2015 Jan 2016 April 2016 Project Initiation Public Participation Program June - Ongoing Operation Data Collection Land Use Data Collection April – Dec 2014 5-Year Forecast Noise Measurement Noise Exposure Map Nov 2014 - March 2015 Supplemental Noise Analysis March 2015 Alternative Analysis March – June 2015 NCP June 2015 – April 2016 Slide 12 Public Input/Discussion Contact Information: Lehigh-Northampton Airport Authority, Sponsor Ryan Meyer (610) 231-5230 [email protected] Wyle, Program Manager Joseph Czech (310) 563-1403 [email protected] Wyle, Co-Manager Joanna Norris (610) 266-3983 [email protected] General Inquiries: [email protected] Slide 13
