General introduction about the project and the “Imagine”
process and method
Bojanatour uses ICZM as a general framework and approach towards sustainable development
in Ulcinj and Bojana delta. A series of ICZM workshops will bring together local authorities, civil
society and private sector representatives. Participatory meetings will assist to build and agree
on a Common ICZM Vision for Ulcinj and Bojana Delta, assuring coherence with other national
policies and initiatives and their downscaling to the local level (ICZM Protocol, National
Strategy of Sustainable Development, Spatial Plan of Montenegro, CAMP Montenegro, ICZM
National Strategy, Coastal Area Spatial Plan (CASP), CEPF projects).
The project team will use a specific methodology to conduct this process through participatory
workshops: "IMAGINE" – The Systemic and Prospective Sustainability Analysis. This process is
to be adapted to the project scope and local conditions1.
“IMAGINE” approach includes 4 stages which will be implemented in Bojanatour through
workshops (see figure). It is a dynamic process and a lively approach in constant development
according to the different frameworks in which it is used. The 4 stages are the followings:

1st stage: studying and understanding the system, with a holistic vision of the territories,
of the pressures and state. Identification of the main issues and the relevant indicators.

2nd stage: connecting and studying. A minimal and maximum value is given to each
indicator, between which the criteria for adhering to sustainable development are
assessed; this is what is called the Band of Equilibrium.
3rd stage: modelling and exploring through scenario method the trends and the
alternatives regarding the future of the area. Diagrammatic representation of indicators
compared to the band/belt of equilibrium provides a visual image of the “sustainability” of
the area and of its possible futures.
4th stage: suggesting and acting: definition of an action / monitoring plan.
1st ICZM Bojanatour Workshop: Reflecting and understanding
the context
The first ICZM workshop in Bojanatour project will comprise the first Imagine stage: Reflecting
and understanding the context. Furthermore, since it’s the first project public meeting, it aims
at introducing Bojanatour and activities, as well as encouraging participation all through the
project.
The workshop was held on 26th of March in Municipality of Ulcinj, with a good number of
stakeholders. There were over 50 registered participants from different areas such as:

Civil society, local social and environmental associations
Local businesses
Local administration (municipality, local tourism office)
at local level and:

The Ministry of Tourism and Sustainable Development
Environmental Protection Agency
Public enterprise for coastal zone management in Montenegro – Morsko Dobro
at the state level.
The participant list, as well as the agenda, can be found as annexes to this report.
The aims of the workshop were:
•

•
Familiarise all stakeholders of all aspects of the context.
Agree on main themes relating to sustainable development (SD). Focus will be
particularly on tourism and environment and nature protection. However, other related
sectors will be considered (e.g. fisheries, agriculture, urban planning).
Start considering indicators which may measure the present and future vision of SD.
Develop the vision or Root Definition which could inform future Scenario Making.
Start thinking about the actions and steps to achieve this vision.

Introduction and opening session
The workshop started at 10 pm with a welcome speech by Mr Pierre Carret, CEPF Grant
Director for the Mediterranean Hotspot. He explained about CEPF organization and its
purpose, and highlighted ICZM in the Mediterranean basin through involvement of civil society
as a priority for CEPF. He evocated mass-tourism development problems in his country (Nice,
Cannes, St. Tropez, St Raphael), that had a terrible impact not only on nature (flora, fauna) but
also on society. He noted that CEPF team was visiting the sites where they have invested in the
Balkans so far.
After his speech, the workshop followed a series of three presentations. The first one,
presented Mr Andrej Lakic from the Ministry of Tourism and Sustainable Development with
the main topic on Programme of Integrated Coastal Zone Management, CAMP Montenegro
which aims at:

Building mechanisms to achieve the sustainable development of coastal areas
Support for the implementation of national policy on ICZM Protocol
National ICZM strategy
Building national and local capacity.

After this it was the moment to introduce Bojanatour project and specifically the ICZM
process, by both project partners ECNC group and Green Step. The first part was presented by
Mr Pedro Fernandez and he gave main features about the project and information about the
partners. He mentioned our main goals and explained the call for pilot projects which will be
launched in May. In the second part, Mr Dzelal Hodzic represented the ICZM approach in the
Bojanatour project and explained that this was just the first one of three ICZM workshops
which will be held in our Municipality. As he is vey acquainted with the local situation and well
known in our town for his ecological involvement, he spoke a bit more after the presentation
about the situation in the city and pointed out the main problems. The presentation is

The last presentation was provided by Mrs Biljana Sekulic from the Centre for
Entrepreneurship and Economic Development (CEED). The topic of her presentation was
“Involvement of civil society in the planning of integrated coastal zone management”. The
main activities of this project were exposed through three components:

Component 1: Analysis of current situation (Analysis of stakeholders, SWOT analysis,
research of public opinion, interviews, analysis of sensitivity and influence on
environment)
Component 2: Awareness of civil society (Web site, workshops, discussions in focus
group, interviews)
Component 3: Monitoring the implementation of the ICZM plan (Meetings with the
Ministry of Tourism and Sustainable Development, participation in their activities)

Discussion on the presentations and current situation
After these presentations, the floor was given to participants for questions and answers.
Regarding CEED’s presentation, a representative from the Municipality in department of

communal activities and environmental protection, commented on the analysis, especially the
SWOT analysis, and said that it was done very thoroughly.
There were several comments from people from Fishermen Association Bojana. One of them
complained about the big taxes that they must pay to Public enterprise for coastal zone
management in Montenegro – Morsko Dobro for their old and small river houses which are
real fishermen houses. He made comparison with luxury houses which have been recently
built and said that there should not treated the same. He explained that they try to live and
hunt in traditional way with „kalimeras“ and that it could and should be the touristic attraction
but also warns that there is less and less fish in the river because of the water pollution. He
blamed the owners of the luxury houses for deforestation and the waste in the surroundings.
Big boats and jet skis they use during the summer period just can’t help the nature, he said. So
the Government should pay attention to them and try to build traditional way of living in that
area like it used to be. Then another fisherman joins the debate and talks about the „golden
time“ as he called it, when there was plenty of fish. Then he started to show old pictures of big
caught fishes when they were young to the audience. Today you can’t catch a fish of this size,
he argued. He also tells about the waste accumulation in the other side of delta Bojana and
shows more pictures on this. The administrations of Montenegro and Albania should finally
start solving this problem, he added. A representative from NGO Eko agreed with the
comments and added how the potentials in delta Bojana are unduly exploited. We could all
together do a lot, we just need to be united, she said.
Imagine Step 1: reflecting and understanding the context
The second part of the workshop was dedicated to the first step of Imagine process, facilitated
by Mrs Azra Vukovic. She explained the context of IMAGINE process, and particularly about the
first step, which was the focus of this workshop. Within this step, three activities were going to
the conducted:
1. Rich Picture. The aim is to study the current situation by reflecting about the following
questions:

What forces are operative in the coast of Ulcinj?
What problems for sustainable development does the context face?
Which are the synergies and conflicts of use?
Results from this discussion were to be represented as a picture with drawing, symbols, and
schemes.
2. Imagining the future. Based on the current picture, the idea now is to reflect on how the
situation could evolve in 3-5 years time.

How would we like the future to be?
Results of the discussion are also to be represented as before.

3. Root Definitions. Last step consists on identifying major issues at stake and agree on a
statement which would guide the future development of Bojanatour. This in fact is the starting
point to build a common vision.

Present the tasks and issues in the form of a single statement.
Participants worked in three different mixed groups with 5-6 members each. Each group
selected different sites along Ulcinj coast (Old town, Valdanos, Ada Bojana, Velika plaza, Ladies
beach, Port Milena) and every group discussed two of them. In the first step, the group
discussed the existing strengths of the coastal zone of Ulcinj. Project team made in advance its
current rich picture of the situation in Ulcinj (see photo), which was presented as a starting
point for groups discussion.

Then the groups quoted the problems these sites face with regard to sustainable
development. The last item in this step was to point out synergies and conflicts in coastal use.
The results are presented here.
GROUP 1 - This group chose Ladies beach and Porto Milena to analyse. The group focused on
main problems and strengths as described in the following table:

The group agreed that the Ladies beach should be in purpose of promoting the healthy
tourism, e.g. building spa resort in accordance with the environment. Porto Milena should in
the first place be the spawn place like it was in the past with some sports activities.

GROUP 2 - This group presented the discussion in a different way. Their locations were Ada
Bojana and Velika plaza. They sticked pictures of old fishermen houses and made comparison
with luxury houses and stated as before the reasons why there should be only the fishermen
small ones. For Velika Plaza this group stated that its main power is possibility of development
of elite tourism with protection of various endemic species. The problems this destination
faces are huge: illegal hunting, unplanned construction, devastation of existing resources,
illegal camping places during the summer, and destruction of dunes because of sand
exploitation. The synergies with natural resources can be huge, but it’s needed cautious
management.

GROUP 3 - This group’s locations are Valdanos and Old town. Their main focus was on
Valdanos. In first step they stated:
A) Strength,
Potential for tourism development (the Valdanos beach, attractive locations, olive groves,
Mendra cape, old town/castle, sulphur spring, infrastructure-in place (sewage is not
sufficient!), green field locations-Mendra, Brown field locations- army(tourist) resort
Valdanos, hiking trail-old town to light house at Mendra cape, MEC: international eco

Potential for agroecological development (olive groves)
B) Problems,
Poor over planning and enforcement impeding sustainable tourism development
Abandoned areas under State control is a problem to develop agriculture (olive groves)
C) Synergies-Conflict
Valdanos are should be protected area and its seasonal use – In case land is made available
for the private, there might be over development.

Since time was limited and the first step took more time than foreseen, the second step was
summarized by considering opportunities and threats. From that, the project team will work
on the different scenarios which are to be discussed in the next workshop.
The last part of the workshop was devoted to agree on a single statement that should guide
Bojanatour steps, as it follows in English and Montenegrin:
“A Sustainable and responsible tourism-nature project in Ulcinj, developed
by Bojanatour partners for local population, entrepreneurs and
administration, to achieve better quality of Bojana river, diversified tourism
offer and based it on nature, lesser saturation in summer and greater
activity in the winter, whilst taking into account public participation,
support and political will and managing insufficient (cross-border)
institutional coordination, economic crisis and sun-sand tourism formula.”

Wrap-up and way forward
The workshop was very interactive, usefull and many ideas were shared as participants said. To
conclude the workshop, the project team announced future project activities (see presentation
above). The 2nd ICZM workshop will take place in October 2014. Before that, project team will
work on the Common ICZM Vision draft, sustainable development indicators and future
scenarios with graphical representation. All this will be discussed in the next workshop.
Lunch was organized after the workshop with traditional cuisine. After the meal, the
participants went to river Bojana and enjoyed a boat tour around Ada Bojana.
