Message from the Board Chair
There are few systems or mind-sets in life that could not undergo some form of improvement and I like
to think we all have the capacity to influence this. As Country SA PHN (CSAPHN) is getting past its
birthing phase and finding its feet, there are a couple of areas we would welcome input to help
improve our health systems across all of rural SA.

March 16, is Change Day 2016 in Australia. Check out http://changeday.com.au/ if you have not
previously heard of the concept. Change Day is a grass roots social media campaign to encourage every
one of us to make a commitment to make some small change to positively impact on an aspect of
health. The range of pledges already lodged online is wonderful inspiration and a great source of ideas
to consider in your own locale. CSAPHN is keen to promote and support Change Day Australia and
would love to see the ripple effects across our region. Tag CSAPHN in your online pledge if this has
encouraged you to add your idea to the improvement space.
Secondly, CSAPHN is looking for innovative ideas and suggestions to improve local health issues whether it is improving chronic
disease, keeping folks out of hospital, improving connections with local or metro services or anything else that would result in
a local, regional or state-wide improvement in the patient journey.

SA PHN Immunisation Hub
Fifth Year Medical Students in Port Lincoln and Ceduna
SA PHN Immunisation Hub (an Adelaide PHN and Country SA
PHN collaborative) will provide Secretariat support to the
Immunisation Provider Network (IPN).
West Regional Coordinator Jane Cooper recently met with
seven University of Adelaide fifth year medical students who
have arrived on a twelve month rotational roster in Port
Lincoln and Ceduna.
Previously, IPN membership was restricted, but the Hub is
expanding membership across all primary health care nurse
disciplines that provide an immunisation service.
A presentation about the role and operations of the PHNs
and the national priority areas were provided, with questions
about local mental health services and eHealth of interest.
The aim of the Hub is to engage with a range of immunisation service providers and stakeholders, therefore membership to the IPN will now be open to all individuals who are
involved with the delivery of an immunisation program to:
 facilitate peer support & networking
 CPD opportunities
 share ideas and information
 raise and discuss relevant immunisation program issues
The students from various states of Australia are enjoying the
diversity of rural practice, hospital rounds and country
lifestyle. The lack of traffic lights and long driving distances
have also been a highlight in comparison to city living.

CATCH Telephone Cardiac Rehabilitation Program
The CATCH program has been developed to improve access
and provide telephone contact as an alternative service to
cardiac rehabilitation and secondary prevention programs
for clients living in country South Australia.

The telephone-based coaching service is provided by
qualified members of the CATCH multidisciplinary clinical
team. 7 telephone coaching sessions are included in the
program which can be arranged at a convenient time for the
client.
An 18 month old whooping cough booster has been added
to the National Immunisation Program (NIP), with vaccine
available to vaccination providers from March 2016.
The commencement of the program has been scheduled to
ensure that there are adequate supplies of the vaccine
available for program roll-out.
Following assessment a program will be tailored to the
client’s individual needs. The client will then be counselled
weekly around the following areas:
 heart disease and warning signs
 medication
 hypertension
 physical activity
 smoking
 healthy eating, cholesterol,
weight and diabetes
 mood, depression, social supports

Elder Abuse can be stopped
The new SA Elder Abuse Prevention Phone Line is now
available to provide older South Australians, their friends
and relatives with information, advice about resources, and
referral to support services.
The Department of
Veterans’ Affairs is
seeking to
understand the
practice of general practitioners who work with veterans,
in order to support them in providing veterans with best
practice treatment for common mental health issues.
Office for the Ageing, SA Health established the Phone Line
and launched the Stop Elder Abuse website and media
campaign to safeguard the rights of older people, increase
awareness of Elder Abuse and help the South Australian
community to:
 recognise the signs of Elder Abuse
 know where to go for support and information
Phoenix Australia – Centre for Posttraumatic Mental Health
has been contracted by DVA to assist them with this
project. An important aspect of the project is to seek
information from general practitioners about their
experience in assessing and treating veterans with mental
health disorders. System and practitioner barriers to
delivering evidence-based practice and to developing
the required knowledge and skills to treat veterans with
mental health issues will also be examined.
Anyone who is experiencing elder abuse, or who is
concerned about an older person they think may be
experiencing elder abuse, can call the SA Elder Abuse
Prevention Phone Line on 1800 372 310.
Elder Abuse is an act that causes deliberate or unintended
harm to an older person, from a person they know and trust.
With these objectives in mind we have developed an
online practitioner survey and would very much appreciate
it if you would tell us about your experience, knowledge
and skills in using evidence-based practices for treating
common mental health issues in the veteran population.
Around one in 20 older Australians experiences some form
of elder abuse, often from a member of their own family.
This abuse can be financial, emotional, physical and even
sexual.
The survey is open for completion February 1st to March

Over the past five years, Elder Abuse has most commonly
been financial and emotional abuse and in 80% of cases the
abuse was carried out by a family member.

protected. This includes being aware of the signs of elder

An Access Coach, who is specially trained and experienced,
provides support in setting practical goals that help get
people back on track and feeling better.
The campaign is a key action from the
Strategy to Safeguard the Rights of Older
South Australians, Action Plan 2015-2021.
NewAccess is for anyone over the age of 18 who is not
currently receiving counselling via a Mental Health
treatment Plan.

Ninkowar Aboriginal Women’s Council
Country SA PHN (CSAPHN) exists to bridge the gap of health
inequity and access in rural South Australia by building a
collaborative and responsive health care system. We do this
by increasing the efficiency and effectiveness of medical
service delivery while improving the coordination of care to
ensure patients receive the right care in the right place at
the right time. CSAPHN is moving towards a commissioning
model commencing in the second year of operation (201617). As part of our commissioning process we will be
advertising Requests for Quotations (RFQs), Requests for
Tenders (RFTs) and Expressions of Interest (EOIs) using an
online e-procurement system. We invite registrations from
organisations who wish to receive such notifications to
register within the e-Procurement system.

Country SA PHN has recently signed a service agreement
with the Ninkowar Aboriginal Women’s Council based in
Murray Bridge.
The Piltenggi Mi: Wi Mindari (strong spirited communities)
project is aimed at implementation of a community
specific response and support model that address episodic
mental health occurrences in the after-hours period.

The Handbook of Non-Drug interventions (HANDI) is making
effective non-drug treatments more visible and easier to use.
HANDI aims to make ‘prescribing’ a non-drug therapy almost
as easy as writing a prescription. The topics in HANDI have
been developed by the HANDI Project team and is supported
by appropriate evidence.

1800 RFDS SA emergency number
The Royal Flying Doctor Service (RFDS)
has introduced a new 1800 telephone
number for people needing urgent medical assistance while
living, working and travelling in rural and remote South
Australia.
Also available is the RACGP endorsed Emergency Response
Planning Tool (ERPT). This is a tool for practices to create
unique, robust emergency plans, for which there is an annual

Calls to the new number 1800 RFDS SA (1800 733 772) are
monitored and received by staff at the RFDS Port Augusta
Base 24 hours a day, seven days a week.
Child Protection Toolkit
Zika Virus resources
The Child Protection Toolkit has been created
by Moores and Our Community as part of our
shared commitment to promoting child safety,
and helping not-for-profit organisations
ensure compliance with the complex web of
legislation in this area.
Zika is a mosquito borne virus that is closely
related to dengue and also yellow fever. Zika
can be found in animals in many parts of Asia
and Africa without any outbreaks in humans.

The Australian College of Nursing has
developed a handbook to provide the general
practice team with information on employing
and supporting registered and enrolled nurses
in general practice.
The National Health Performance Authority has released the
Healthy Communities: Immunisation rates for children in

The handbook reflects the ongoing development of roles of
nurses in general practice, as well as changes to funding
mechanisms available to support the employment of nurses

action kit
DASSA Central Services currently located at 92 Osmond
Terrace Norwood will operate from 91 Magill Rd, Stepney as

9.00am and 5.00pm, Monday to Friday.
The stakeholder action kit, which was jointly developed by
DA and ADEA to provide emergency preparedness
information for organisations that help people with diabetes.

From 1 February 2016, Aged Care Assessment Teams (ACATs)
will start to use My Aged Care to conduct comprehensive
assessments and referrals.
Revised registration standards and standards for
practice – Registered and Enrolled Nurses
ACAT full transition date for South Australia is the 15 March
2016. Further information including support material for
using the My Aged Care provider portal is available on the
Department’s website at dss.gov.au/myagedcare. It is critical
all providers ensure they can receive referrals from My Aged
Care prior to transition.
The Nursing and Midwifery Board of Australia (NMBA)
have recently revised registration standards and standards
for practice for both Registered and Enrolled Nurses. The
revised registration standards come into effect on 1 June
2016 and will replace the registration standards that are
currently in place. All nurses and midwives will need to
meet the obligations of the revised registration standards
by registration the next registration renewal period in May
2017.
They do not apply to renewals of registration in 2016.

helpline is available from 8am to 8pm Monday to Friday and

Are you an Enrolled Nurse administering Medications?
The Nursing and Midwifery Board of Australia require
Enrolled Nurses must only administer medicines (including
topical medications used in wound care) if they have
completed the relevant administration education units.
Board-approved programs of study are published
under Approved programs of study on the National Board
website. These are programs of study for nursing and
midwifery that have been accredited by the Australian
Nursing and Midwifery Accreditation Council (ANMAC) and
approved by the National Board.
