Background –
In February 2015, six (6) vendors were invited to interview with the Director of
Buildings and Grounds to discuss construction management services related to the
proposed facilities referendum on the ballot in April 2015. Vendor list included;
Beeler Construction, C.G. Schmidt, Gilbane Building Company, J.H. Findorff &
Son, Keller, and VJS Construction Services. Once pre-qualified, a formal Request
for Information (RFI) was prepared in March 2015 and sent to the six (6) vendors.
Qualifications included: references, experience in school construction, capacity,
quality of personnel, quality of projects, and reputation.
Five (5) vendors responded; Gilbane Building Company declined to submit a
response. Of the five respondents, three were selected to a final interview with the
Superintendent of Schools, the Executive Director of Business Services, and the
Director of Buildings and Grounds. Interview list included C.G. Schmidt, J.H.
Findorff & Son, and VJS Construction Services. Upon completion of the interviews
a decision analysis was completed evaluating several factors including
communication, safety, quality, project documentation and fees.
Based upon the analysis performed, it is recommended J.H. Findorff & Son be
selected to perform construction management services for the district.

It is a pleasure to submit our qualifications to the Mequon-Thiensville School District. We know that you completed an
extensive process of identifying your needs, evaluating options, and bringing forward a thoughtful referendum for April
7. We are thrilled to be considered as a Construction Management partner with you and Plunkett Raysich Architects
(PRA), and we hope this proposal demonstrates the value we will add to your team.
After reviewing the RFI, we have a sound understanding of the work to be performed and feel there are no
requirements within it that we are unable to meet. We are excited about the opportunity to begin a relationship with
the Mequon-Thiensville School District.

we believe we are the best qualified contractor for your scope of work. We’ll bring a current, fresh perspective on
educational projects and how to cost-effectively address capital maintenance needs.

FINDORFF HISTORY
In 1890, a young carpenter named John Findorff started a construction company
under the name J.H. Findorff. Its first project involved carpentry work at the
UW-Madison Armory and Gymnasium, better known today as the “Red Gym.”
This initial undertaking began a long tradition of Findorff constructing notable
structures on the University’s campus, including Chazen Art Museum, Wisconsin
Institute for Discovery, School of Nursing, La Bahn Arena and Biochemistry.
Even an economic depression and World War II could not stunt Findorff’s success.
Over a century of accomplishments have been established through projects still
recognized in the Madison area. Oscar Mayer, Badger Ordinance, Hilldale
Shopping Center, and Camp Randall Stadium were just a few of Findorff’s earlier
clients. When many construction companies were going out of business, Findorff
stayed strong, adopting emerging building technologies, investing in efficient
equipment, and staying in front of innovative construction techniques.

Findorff officially incorporated in 1946 as J.H. Findorff & Son Inc., the Company’s
current name. In the early 1970s, Findorff became active in the Milwaukee market
and opened a full-service office by 1987. The Milwaukee office has contributed to
the early success of the Froedtert Memorial Lutheran Hospital and Henry Reuss
Federal Plaza.

WORKING WITH SCHOOL DISTRICTS
Educational facilities have long been an important part of Findorff’s project
portfolio, beginning with one of our very first contracts for the University of
Wisconsin’s Red Gym at the cusp of the 20th century. Over the past decade, we
have completed more than 50 education-related projects totaling over $650
million in value.
This experience translates into several benefits for the Mequon-Thiensville
School District, including accurate cost estimates, reliable schedules, and quality
construction. Over 80% of our work is in occupied spaces, so we understand
how to work around students and how to protect the learning environment.
Beyond this, as standard practice, Findorff’s project team meets frequently with

After being a part of the master-planning process, Findorff helped position the
District for Phase 1 of their long-range district-wide building needs. We provided
intense preconstruction efforts and pricing scenarios during master planning.
Referendum strategy and graphic design services were additionally provided to
share needs related to capital maintenance, technology, safety and learning

Findorff worked with Plunkett Raysich Architects to renovate approximately 70,000
square feet of Mount Horeb’s existing building and meet the District’s 21st century
learning initiatives.
FEATURES
Upon an approved referendum, the District added a 4,500-square-foot entry and
administrative wing which featured a secured entrance sequence. Throughout the
64,400-square-foot renovation, new windows, roofing, wall insulation, and masonry
tuck pointing were incorporated.
PROJECT AWARDS
Approximately 80% of the building’s existing interior walls and various floors were
removed to allow for new floor plans. The existing classrooms were reconfigured in
order to provide improved accessibility which gave students a better environment
for learning. Additionally, the library and cafeteria underwent renovations, and a
geothermal heating system was added to the building. Revisions to the traffic patterns
and site layout were developed to provide a safer environment for students,
parents and staff.
Community engagement was a major aspect of this project as well. Findorff
incorporated a wide-range of student involvement throughout the project.
From the project’s groundbreaking event to writing assignments based on class
observations of construction activities, the students were involved in the project
from day one.

gym, including a wood performance court, practice court, and a running track.
A new, 750-seat performing arts center was also part of the project scope, with
amenities such as a full-rehearsal room, orchestra pit, scene shop, dressing rooms
and a lobby reception area.

KROMREY MIDDLE SCHOOL
This $60 million referendum passed with 68% support after a 4+ year planning and
community engagement campaign. The referendum resolved overcrowding at all
of the District’s elementary and middle schools by changing from a PreK-5 / 6-8
grade configuration to a PreK-4 / 5-8 arrangement.
The most significant component of the referendum is a $50 million “new” 5-8 grade
middle school. The project saved 25,000 square feet of the existing Kromrey Middle
School and added 240,000 square feet in multiple phases. The building form closely
follows the regional planning commission’s boundary for the Pheasant Branch
Conservancy. The three-story, 6-8 grade wing of the building features an
environmental education center to use by students and the community. It has
direct access to the Conservancy for research, study, and restoration.

CREEKSIDE ELEMENTARY SCHOOL
Findorff was hired to assist the District in the planning and design process of an
early childhood through 5th grade prototype. Creekside Elementary School,
as well as Horizon Elementary School, are products of this process, combining
a common floor plan with original exterior design concepts particular to the
different neighborhoods and students they serve. Important project features
include:

HORIZON ELEMENTARY SCHOOL
The new elementary school is approximately 95,000 square feet, serving early
childhood through 5th grade. It is configured around central planning areas to
encourage interaction between grade levels. The site is approximately five acres
of donated land within a residential neighborhood and adjacent to twelve acres of
City park land. The District and City shared the development costs for the site.
SUSTAINABLE DESIGN AND CONSTRUCTION ELEMENTS
Sun Prairie Power & Light authorized a $70,000 incentive to help the District
cover the cost difference between the geothermal heat pump system and
the VAV system. This incentive, along with general construction changes,
reduced the net installed cost increase for the geothermal heat pump system
to $118,625 over the cost of a conventional VAV system. In conjunction with
an annual operating cost savings of $12,230, this incentive has reduced
the simple payback of the geothermal heat pump system to 9.7 years. The
expected life span of the HVAC equipment is 18 years.

For generations, we’ve assisted school districts with their maintenance planning
and implementation. As a $425 million company, we have successfully managed
replacement of all types of systems, and have an expert level of competence on
projects like yours. Our rich history of managing complex projects, combined with
our extensive partnerships with resources, create the expertise you need.
For example, in the Kettle Moraine School District we are managing a $49.6
million project that consists mostly of major renovations and a few small additions.
Within the renovations, work includes replacement of roofs, boilers, windows and
equipment that is beyond their useful life. We are managing the entire scope of
work, self-performing some of the work, and hiring specialty subcontractors where
expertise is critical.
We also did a $9 million renovation of the Primary Center for Mt. Horeb School
District. The building was originally constructed in 1918 and needed extensive
work including mechanical, electrical, plumbing, windows, roofing, etc. This
project was complex and required specialty trades and coordination. We
successfully completed this project with Plunkett Raysich Architect and were even
recognized by the Associate General Contractors of Wisconsin for our outstanding
partnerships.

HELP US UNDERSTAND YOUR PROCESS FOR BIDDING
PROJECTS, HOW DO YOU ENSURE THEY ARE
COMPLETE TO AVOID CHANGE ORDERS?
Findorff coordinates bid packages for solicitation from trade contractors and
material suppliers. We talk to them early and often to increase their awareness
and the amount of competition, as well as discovering availability and cost of
specific items. We also coordinate the bid packages to avoid any overlap between
contractors’ bids and to prevent any ambiguity in documents.
Generally, we proceed in a true “fast-track” method where the documents are bid
as individual packages are complete. This allow us to:
•• Proceed with construction in a more expeditious fashion, rather than waiting
for all design documents to be completed
•• Promptly communicate with the owner and design team to establish the best
bid package sequencing.
•• Recommend pre-selecting contractors or subcontractors in the mechanical,
electrical and plumbing trades to ensure the highest level of collaboration in
cost analysis and design
Findorff aggressively bids all relevant portions of the project to all available trade
contractors with sufficient capacity to handle the project. Our bidder list contains
hundreds of trade contractors for any individual project, many of whom are local
and would have a strong interest in the project.
Historically, Findorff has made every effort to avoid change orders. Our standard
approach has been to include an identified estimating contingency when
developing estimates toward a GMP. Typically, most or all of this contingency has
been returned to the owner at some point in the project when all costs are well
known.

We have many examples of projects where we have come in under budget for
districts like Middleton-Cross Plains and Sun Prairie Area School Districts. A
recent example in the Milwaukee area is in the Kettle Moraine School District.
We worked collaboratively with the district, facility committee and architect to
establish a pre-referendum scope and budget. Once the referendum passed,
we walked through milestones, such as schematic, design, budget, design
development budget, and finally the GMP budget.
We’re proud to say from those early conversations to the upcoming April
groundbreaking we are within one percent of our original referendum budget.
According to the Lake Country NOW’s March 4, 2015 article, “KMSD received
209 outstanding competitive bids… putting the project within one percent of the
$49.6M budget… 35% of the bidders were within 25 miles of the district.”

WHAT WERE SOME THAT DIDN’T AND WHY?
We cannot and will not go over budget on a school project. There are times
districts consciously decide to add to the predetermined scope-of-work. In these
situations, we work together to find alternate funding sources outside of the
referendum dollars or reduce the scope in another area to allow for the owner
scope changes.

subcontractors. Findorff designs customized quality control programs to meet
specific requirements for each project, which enables construction to progress

program is maintained by multiple staggered inspections to deliver the best

Findorff’s project management team and superintendent are responsible for
ensuring each subcontractor incorporates quality materials and craftsmanship
on the project. They also share the responsibility of implementing the project’s
quality control program throughout each phase of work.
All major scopes of work involve a pre-task planning meeting with subcontractors,
which allows the tradespeople to understand quality standards established by the
team. Additionally, Findorff’s superintendents maintain a progressive punchlist on
all projects as a means to review the facility and ensure quality construction was
performed. If something is incorrect or inadequate, the superintendent notes the
issue and contacts the responsible subcontractor immediately to resolve it. The team
then reviews the correction together to close it out. Findorff encourages the owner
and architect to participate in these inspections as their supplemental input adds

being maintained in weekly project meetings. This team approach to quality
has proven effective in many past projects and continues to be implemented on

Findorff’s commitment to quality is further exemplified by the various tools used
during field inspections to verify compliance with project documents. Several devices
regularly used by Findorff include our Thermal Imaging Camera and Probe Camera.
The Thermal Imaging Camera forms an image using infrared radiation to check
structural elements such as exterior wall details to ensure they have proper insulation
and no air gaps. Likewise, the Probe Camera is used to verify construction details,
but its wire-like design allows for the inspection of hard-to-reach areas where
photos can be taken and proper installation of systems can be confirmed.
Information tracked as part of Findorff’s quality control program is also carefully
coordinated with the completion of deadlines and design document requirements.
Incorporating the design schedule with the construction schedule ensures the design
team’s focus is where it is most effective to optimize the overall project schedule.

HOW ARE AS-BUILTS AND CLOSEOUT
DOCUMENTATION HANDLED?
A successful project is ultimately measured by an organized and thorough project
closeout. The process actually begins with a coordinated planning effort executed
very early in the project. Findorff spends a great deal of time during construction
working to ensure that all items are competed correctly the first time.

Findorff is proactive with our internal Punch List process, performing our own
continuous walk-throughs prior to the owner/architect final inspection. Quality
issues are identified, followed by notices and follow ups to ensure corrections are
documented.
A brief summary of these activities would also typically include the following efforts:

Findorff has developed a comprehensive safety program to control the hazards
inherent to construction projects. For those hazards which cannot be eliminated
through engineering and administrative controls, we take proactive steps through
pre-planning and education to protect our workers, subcontractors, clients, and
the general public. In addition to education, we involve all of our employees in
this process through a Safety Committee and an Incentive System.
The Safety Committee is comprised of Findorff’s Safety Director, Sonny Femal
(a 30+ year employee with the firm), a project manager, a project engineer, two
superintendents, two foremen, and a safety supervisor. The Committee tracks
trends, recommends training, analyzes hazards, recommends safety equipment,
reviews employee safety suggestions and addresses other functions as they arise.
As a standard practice, Findorff’s project team will meet frequently with staff from
the Mequon-Thiensville School District to determine the best approach to safe
building procedures. We remain constantly mindful of issues such as traffic flow,
lunch hours and other school and after-school activities that may affect the safety
of those involved.

Recently on another school project, Findorff developed large posters that were
displayed at the main entrance of each school. The purpose was to communicate
the construction hazards/information to students, faculty and parents with an
emphasis on safety and routing changes that were taking place. These posters
were consistently updated and were highly visible throughout the project. Other
safety measures involved Project Superintendents meeting daily with school
principals to discuss construction progress.

employees who abide by our safety rules and the standards of the regulatory

and used to purchase personal tools or other safety-related merchandise.

Findorff’s current Experience Modification Rating (EMR) is .54. Compared to the
industry average of 1.0, this means our job sites are generally more than 40% safer
than others in the industry. Our five-year average safety rating of .55 shows that
safety is a chief concern, and one we continue to follow with consistency.

Cost control and accuracy are results of establishing a realistic project budget early in the process. Success will involve
working closely with Mequon-Thiensville School District and PRA to completely understand the desired scope of work. Once

I reaffirmed a valuable leadership principle when I took on the responsibility of leading my community
through a referendum question and major renovation work: Make certain you have the support and experience
of a great team! J. H. Findorff & Son Inc. has that experience and provides that support.
Representatives from Findorff have been invaluable members of my team during our pre-referendum and
subsequent construction work. Skills that differentiated Findorff from others include:
 Support of the Board in developing a strategic vision for facilities, understanding and prioritizing
community survey data, and developing next steps in the pre-referendum process
 Support of pre-referendum branding, messaging, graphic design, and communication planning
 Development of scope of work and budget estimates in alignment with board and community priorities

Our referendum was extremely complicated, asking citizens from ten municipalities to approve $49.6M to
address the capital maintenance, technology infrastructure, safety and security and limited renovated space
needs in all six district school buildings. It was the largest question in the state on the ballot and it passed on
the first attempt, due in part to the support we received from Findorff.
After the successful referendum, the hard work resumed and Findorff continues to win our confidence and
respect. One of my major concerns has been the complexity that comes from managing six initiatives
simultaneously. Findorff’s project management skills demonstrated to date have been sophisticated,
comprehensive and customer-focused. Their facilitation of the bid process and construction scheduling has
been seamless. Their organization and communication of the work is focused on helping us to meet the needs
of our students and community, providing for the safety and understanding of students, staff, and community.
Their comprehensive knowledge and skill set, along with their ability to align the magnitude of the projects

FEES (ADDENDUM #6)
Costs are impacted by various factors including building geometry, material selections, finishes, mechanical
systems, electrical requirements, site restraints, and other factors specific to each project. By utilizing our extensive
cost history and knowledge of building systems, the Findorff team will work closely with Mequon-Thiensville School
District to guide planning efforts and help influence decisions to meet facility needs and requirements.
Our fee for total project scope costs is 1.75%.
This fee is not inclusive of reimbursable personnel that would be assigned to
the project. Findorff approaches each project with the approach of maintaining
the proper balance of cost efficiency and service for our clients so as to be
cost conscious. These hourly rates would be negotiated as part of the contract
discussions.
Our fee for extra services on the project is typically 0.0%, as those are
services that we do not hold the contract.
Findorff does not charge a fee on A/E services or Engineering services, as typically
those contracts are held independently with the school district. If the decision was
made to perform the MEP scope on a design-build basis, our overall fee on their
contract and the project cost would not change from what was previously stated.
Additionally, we would still maintain a fee of 1.75% on the value of the services in
which we held the contract.
