An empire has it rulers. The type of ruler can
often determine the character of a nation. Are
they a democratic society that follows the will
of the people, or are they ruled by a harsh
dictator who demand everyone caters to their
every whim. They could even be ruled by a
group of industrialists whose main goal is the
acquisition of wealth.

this to jump start your own ideas or when you
need to fill in the blank.

This part of the Empire Builder kit outlines
some of the more common, and not so
common, types of ruler or government your
empire or country may possess. Although
designed with fantasy settings in mind, most
of the entries can be used in a sci-fi or other
genre of story or game.

There are two tables in this publication. One
for simple and quick governments and
another that is expanded. Use the first table
for when you want a common government
type or a broad description, such as
democracy
or
monarchy.
Use
the
second/expanded table for when you want
something that is rare or you want more
details, such as what type of democracy etc.
If you need to randomly decide between the
two tables, then roll a d20. If you get 1 – 18
then use the simple table, otherwise use the
expanded one.

This section is divided up into two main areas.
The first is the simple government list, the
second the expanded, which included the
details of the first.
For the vast majority of the time, you’ll want
to use the Simple list, as it contains the most
common forms of government that you will
find in a world. They are the ones you see in
the real world as well and will be the most
identifiable and easy to explain, such as
Democracy, Republic or Monarchy.
Autocracy is when the political power is held
by a single, self-appointed ruler.

Aristocracy is a select few rule based on
inherited hereditary right.

The second list is for those weird and
wonderful places that have governments and
ruling bodies that seem weird and very odd,
yet, for them, seem to work. These will
require a bit more work to get them fleshed
out. Don’t worry too much though about the
details when you first create the government.
This can come through play. In many ways,
these can be the more interesting places in
the world, especially if you have one of the
simple types of government as the “front” of
cover and the other type being the true rulers,
the ones behind the scenes pulling the strings.

Bureaucracy is being ruled by bureaus,
administrators, and petty officials.
Democracy is a government chosen by
election. Whoever is allowed to vote is
another matter.
Fascism is rule by leader base only. Focuses
heavily on patriotism and national identity.
Feudalism is simply a system of land
ownership and duties. The king owns the
lands, who grant some to his followers who in
turn grant to their own etc.
“What do you mean? The rulers of this place
are WHAT??”
Some of these are only appropriate for certain
locations. For example, thalassocracy,
sovereignty of the seas, would not be suitable
for a land locked country. In cases like this,
roll or pick another entry from the table.
Monarchy a form of government in which
supreme power is absolutely or nominally
lodged with an individual
Plutocracy is rule by the wealthy.
If you need to decide randomly, then roll a
d20. On a 1 – 19, use the simple list. If you get
a 20, roll on the expanded table.
Republic is where supreme power is held by
the people and their elected representatives
and elected leader.
Theocracy is a form of government in which a
god or deity is recognized as the state's
supreme civil ruler.
