In 2010/2011 the university was among the leaders in Russia to start Bachelor’s training in a number of educational
programmes developed on the basis of Federal State Educational Standards of the third generation. To guarantee
regulatory and methodological support during university
transition to the tier system of education in compliance with
the Federal State Educational Standard in 2010 the university developed “Standards and guidelines to ensure quality

TPU is the leader in R&D and has the greatest number of
international contracts among all universities and institutions of the Ministry of Education and Science of the Russian
Federation. In 2012, the total number of R&D amounted to
about 1.5 billion rubles, including off-budget funds that comprised over 1.0 billion rubles. This is 25% of the volume of

– OAO Holding Company NEVZ-Soyuz – production of
goods made of functional and nanostructural ceramics for
high tech industries;
– OAO ISS named after academician M.F. Reshetnev
together with Tomsk State University (TSU) and Tomsk
State University of Control Systems and Radioelectronics
(TUSUR) – development of electronic modules based on
the technology called system-on-crystal, used in the space
communication equipment, navigation systems and distance
control for the Earth;
– OAO R&D Institute for Semi-conductor Devises together
with TSU and TUSUR – high efficient and reliable light sources and light devices development, as well as batch production development;
– ОАО Aerospace Corporation “Energy” together with
the Institute of Strength Physics and Materials Science of the
Siberian Branch of the Russian Academy of Sciences (ISPMS
SB RAS) – development and implementation of high-efficient technology of active-passive control of joints quality
obtained via welding by friction with mixing to produce casing elements of aerospace equipment of new generation.
TPU is one of the founders of nonprofit partnership for research and innovation activity Siberian Ceramics (coordinator is the SB RAS), Tomsk Atomic Centre and Interim
Nanotechnology Center Tomsknanotekh.

Annually, TPU executes about one hundred international
contracts and grants that worth more than $ 5 million
dollars, which allows the University to take leading position
among other universities of the Russian Federation.

– one of communication and lecture spaces of Open University Skolkovo is located at TPU.
Youth Science is funded in the amount of 57 million rubles.
Over 70% of funding comes from programmes and grants.
More than 90 TPU students and young scientists implement
their innovative projects in the framework of U.M.N.I.K.

TPU students annually receive over 80 medals, including the
Medal of the RAS as a result of international, Russian and

In November 2011 Tomsk Consortium of Scientific and Educational
Organizations was founded. The Consortium Council is headed by TPU

PUBLIC INITIATIVES
In 2010, TPU won the competition that took place among HEIs of
the Russian Federation to become the center of attraction of volunteers for taking part in the organisation of the 22nd Olympic
Winter Games and the 11th Paralympic Winter Games of
2014 in Sochi. Training center for TPU volunteers in the field of IT
is one of the first effective sites in the country providing real opportunities for self-fulfillment of creative young people. Besides,
they acquire an experience in large-scale organisational work.
In 2012, TPU won one of the largest, in terms of funding,
competitions of the Ministry of Education and Science of the
Russian Federation in support of the student self-government. TPU received additional grants for the programme implementation called TPU Students Council Your Way to Success, as well as for the development of student associations.
TPU Students Council became part of TPU Assembly. The
Chairman of the Students Council was elected the member
of TPU Academic Council.

•TPU News (Izvestiya TPU) – The journal is included in the
list of periodic scientific editions of Russia. Key ideas from
PhD and Doctoral Thesis are published in the journal. The
journal has been published for more than half of the century.
•Electronic scientific journal Bulletin of Siberian Science – The editorial board included 18 academicians and
corresponding members of the Academy of Sciences and
Academy of Medical Sciences and 4 foreign scientists from
Germany, France, Iceland and China. Publication year of the
journal is 2011.
•Journal of the Association of Graduates of TPU
Tomsk Polytechnic – Contains essays about famous
graduates, stories about significant dates and events of
the past and present. It has been published for more than
15 years.

pipeline systems with the diameter of 1020 and 1200 mm.
• Tomsk Open Laboratory for Material Inspection
(ТOLMI) strives for integration into research and educational projects of the Institute, improves cooperation with
leading companies of Russia as well as world renowned
educational and scientific organizations.
• Intersectoral Center for Irradiation Testing of Materials
enables modern infrastructure and methodology for standard
and acceptance irradiation testing of electronic components
of aboard equipment for the effects of total ionizing dose, as
well as for electrification testing of structural dielectric elements of 15-year-old or older spacecrafts (as defined in ESA/

The TPU Academic Board developed and approved the Plan for
Resource-Efficiency Expansion 2013-2018.
Competence Center in Resource Efficient Technologies has
been founded at TPU to create a world level research and educational environment thus enabling a rapid growth of academic reputation of the University in Russia and abroad. The Center
acts in the four priority areas: Intellectual Energy, Safe Environment, Resources of the Earth, and Engineering Medicine.
Intellectual Energy: development of alternative energy
sources to eliminate negative effects of the hydrocarbon use,
such as limited supplies, dependence on geopolitical factors,
pollution, man-made disasters and high costs.
Safe Environment: development of innovative technologies
in the area of human safety based on combining all types of
safety (technical, radiation, information, fire, economic, etc.)
into a single system that is integrated into manufacturing
processes and ensures predictability and handling of potential
consequences of industrial accidents.
Resources of the Earth: development of innovative technologies for broadening the base for mineral and water resources to improve the quality of life and health of the Earth
population.
Engineering Medicine: solving economic and social problems
of national importance – reducing mortality and disability in the
working population.
The Competence Center of TPU has been organized around
a distributed Cluster of Modern Information Technology that creates intellectual HW/SW systems to monitor and
control complex distributed processes and objects in social,
technical and medical facilities. The final results are achieved
with support of a Cluster of Social Humanitarian Technologies for Engineering that is focused on creating a tech-

nology of managerial and entrepreneurial skills development
for an engineer. Besides, the Cluster of Social Humanitarian
Technologies for Engineering transfers any social humanitarian scientific outcomes to educational programmes in the area
of resource-efficient economy. The Cluster acts as an outer
shell of the Center and combines the various areas of the Center into a single system. By founding the Competence Center
TPU made the next step on the way of its transformation into
a center of training elite engineers who will have non-standard
professional competencies at the best world standards.
