It is important to remind ourselves about the hard work and dedication of the Crime Stoppers family – its
partners, administrators and volunteers who play a vital role in making life better for families in Nova
Scotia.
The Department of Justice supports your efforts. Fighting crime is a shared responsibility and we applaud
all of those involved in this effort. As a retired police officer with more than 35 years of experience in
municipal and RCMP policing, I know this first-hand. Government, businesses, police agencies, special

It is a profound honour and privilege to extend my sincerest thanks for the support shown to Nova Scotia
Crime Stoppers again this year. Our private, corporate, police and media partners’ support is without
doubt a big reason for our many successes. But a special thank you has to go to our tireless volunteers
who continue to promote Crime Stoppers as an alternative of reporting criminal activity.
Who would have thought that just after twenty-five years of operation, Crime Stoppers tipsters would
have solved 5,500 cases and more than $5 million of stolen property was returned to the rightful owners.
And even more impressive is that our tipsters have helped police seize more than $10 million in illegal
drugs.

them on the excellent work they’ve done in Nova
Scotia over the past twenty-five years helping to

This has been another outstanding year for Nova
Scotia Crime Stoppers! We are entering the
twenty-sixth year of partnering with others to
make Nova Scotia a safer place. By maintaining
strong community partnerships with the Public, the
Media and the Police, we are an effective tool in
helping to prevent and solve crime in our
communities, and by repeating our message, "We
want your information, not your name."
Crime Stoppers continues to be a very successful
organization throughout the world, and in particular,
the results in Nova Scotia are an example of just
how well the partnership between the community,
the media and law enforcement works.

As the new Chief of Halifax Regional Police, I am delighted to remark on the on-going success of the
Nova Scotia Crime Stoppers Association.
I have been in policing for over 25 years and have seen the success of Crime Stoppers firsthand many
times over the course of my career. In fact, I remember one particular case where I was investigating the
theft of a fellow commissioned officer’s hat and a Crime Stoppers tip led to its recovery as well as the
seizure of illicit drugs. I’ve already heard stories from Halifax Regional Police employees about Crime
Stoppers leading to charges in both property and violent crimes in our community. For that, we are
indebted to your organization and the people who make it tick.
It is evident to me that Crime Stoppers, like any organization, is successful because of its members and
volunteers. I want to personally thank everyone involved with the Nova Scotia Crime Stoppers
Association for your commitment to an organization that assists police in conducting investigations and
ultimately makes our community safer and stronger. Without question, your organization is one that both
police officers and community members have grown to rely on and trust in fostering public safety. It’s no
wonder, given your impressive track record since your inception in 1987: over 2,800 arrests, more than
6,300 charges laid and 5,400 cases cleared, thanks to Crime Stoppers!
I know that my predecessor, Chief Frank Beazley, proudly advocated for Crime Stoppers as an effective
and valuable investigative program in our community, particularly since your work saves police agencies
both time and money in solving crimes, increases our solvability rates and brings closure to many victims
of crime. I am proud to continue his legacy and offer overwhelming support for the important work you
do. It is with pride that I will encourage Halifax Regional Police employees and the citizens of HRM to
support Crime Stoppers.
I know that you are very active in our community, as I have seen you at our local parades and at various

Annual Awareness Guide. These Awareness Guides are distributed throughout the province annually as a
promotional tool and to highlight local unsolved crimes.

the Story of Crime StopperS
In July 1976, Greg MacAleese, a Canadian-born police officer in Albuquerque, New Mexico was investigating a robbery/murder at a local
gas bar. The crime occurred in a very well traveled part of the city. The victim, Michael Carmen, only two weeks from marrying his high
school sweetheart, was filling in for a friend who needed that shift off. This young man would die approximately four hours after being shot
for no apparent reason. He did cooperate with the robbers and turned over the $36.00 in the cash register.
MacAleese was frustrated that no one would come forward with information on this crime. He determined that there were two reasons for
the public’s lack of confidence in their police department. First, citizens were apathetic. In other words, “why bother,” or “what’s in it for
me?” Second, fear of criminal retaliation. Many citizens in Albuquerque believed that if they did come forward with information that they
would be the criminal’s next victims. Determined that this case could be solved, MacAleese approached his chief of police, local business
and the media with an idea. To overcome apathy, local businesses offered a cash award as an incentive for anyone with information to call
police. To overcome fear of criminal retaliation, they would offer callers complete anonymity. A local television station agreed to re-enact
this crime in September. The re-enactment aired at approximately 10:45 PM during their newscast. By 8:00 AM the next morning this
crime was solved. Impressed with the results, MacAleese sought the support of the chief of police to continue this type of approach to
solving crimes. The chief agreed that if Crime Stoppers could solve 30 serious crimes by the end of the year he would consider making it
permanent and part of Albuquerque Police Department’s fight against crime. In fact, in the next four months, Crime Stoppers solved 300
crimes. Crime Stoppers took off! The program grew, and in October 1980, Crime Stoppers USA had 59 programs. Then in August 1983,
Crime Stoppers International was formed to reflect the worldwide interest in this unique program. Today, there are more than 1,700
programs worldwide and we all operate exactly the same way. We offer cash awards and complete anonymity.
The Partners - The Volunteers
Crime Stoppers is a partnership between the community, the police and media. Each partner has a distinct and important role in the success
of our program. Crime Stoppers is administered and overseen by volunteers from communities around Nova Scotia. Without doubt, each
volunteer brings a strong belief in safe homes and safe communities to this successful investigative tool for our police agencies. You will
see our volunteers at community events promoting the many successes attributed to Crime Stoppers. They are charged with the fundraising
for cash awards. They also determine the cash awards and even pay those awards.
The Partners - The Police
The police receive the tips and pass them on to the appropriate investigating agency. The police provide information on crimes so we can
research and write the Crime of the Week features that you read about in your local newspapers, hear on a radio station or view on television.
The information from tipsters is assessed and passed on to the appropriate investigating agency. They promote Crime Stoppers through
public speaking and public service announcements.
The Partners - The Media
The media’s role is to keep Crime Stoppers in the public domain. Whether it’s the Crime of the Week, a public service announcement or
promoting the many successes of Crime Stoppers, their role is vital to the overall success of the program. The media reassure the public that
this program works. The Crime Stoppers program is very fortunate to have our Crime of the Week feature and Public Service
Announcements donated by the media. A successful Crime Stoppers Program could not function as well without this kind of support.
1976 – 2012
Like any other successful idea, Crime Stoppers has seen a steady growth since its inception. Crime Stoppers Albuquerque grew to Crime
Stoppers New Mexico to Crime Stoppers USA and in 1981, became Crime Stoppers International (CSI) when the first program outside the
United States started in Calgary, Alberta. Crime Stoppers was introduced to the citizens of this province in 1987. Today, there are over 1,700
programs worldwide. All programs operate with the complete guarantee of anonymity and cash awards. CSI has been recognized by
Interpol as an effective crime-fighting organization. CSI has also been recognized by the United Nations.
The statistics accumulated since its beginnings are truly amazing. Worldwide tipsters have been responsible for 342,544 offenders arrested;
540,989 cases have been cleared; property valued at $1,101,748,723.00 recovered and returned to the rightful owners, and drugs valued at
$5,239,148,754.00 removed from our streets as of December 21, 2012.
Who would have thought that such a simple and grass-roots idea would have such a profound impact?

The Crime Stoppers programs were launched in November 1987 with a program for mainland Nova Scotia and a
second for Cape Breton Island. Not unlike the first Crime Stoppers in Albuquerque, our programs took off. We
can boast that we’ve solved such serious crimes as murder, aggravated sexual assault, fraud, arson, illegal
smuggling and drug dealing. You name it, and our anonymous tipsters have solved it. We proudly say that no
matter where you live in Nova Scotia, whether you’re served by the RCMP or a municipal police service, Crime
Stoppers has played a significant role in identifying criminals and bringing them to justice. Later in this article, I
will share some of the many cases solved by anonymous tipsters.
Crime Stoppers has proven its worth many times over to our police and other enforcement agencies. Remember,
Crime Stoppers is not a police program. It is an extension of the community assisting law enforcement.
How many times have we heard that expression, “is your organization cost effective and efficient in service
delivery?” If you apply that statement to Crime Stoppers and how the program operates, you will readily agree
that we are effective and efficient. Crime Stoppers tipsters, at no cost to the investigating agency, will relay
information on crimes; who is responsible, how they did it, what was stolen, where it’s hidden, and so on. Tipsters
save our partners time and effort in investigating crime. Successful tipsters are rewarded in cash, anywhere from
$50.00 to $2,000.00, for their efforts by the Crime Stoppers program, not the police.
Very early in our history, we identified the persons responsible for the murder of a man. The motive for that crime
was robbery. The victim was robbed of a small amount of money and through the efforts of a tipster who overheard
the perpetrators discuss their crime and, specifically, how they committed it, was so valuable to police that they
were able to make two arrests. Eventually, both pleaded guilty.
Another case involving a vicious assault was solved through the efforts of a tipster who was able to provide us with
the name of the assailant based on a specific description of the attacker.
Several years ago, Crime Stoppers identified several people involved in an elaborate debit card scam which, at that
time, had cost the banking institution several thousand dollars in losses. The tipster was able to provide precise
details on how this group was defrauding the bank.
Police believe that approximately 80% of criminal activity is drug related. So Crime Stoppers is always proud of
any drug seizure attributed to our program. We are very proud that to date, we have been responsible for removing
almost $8,000,000.00 in illegal drugs out of the hands of our youth. Included in those seizures is everything from
street level dealing as well as sophisticated growing operations. A cocaine seizure in the mid 1990’s was valued at
$400,000.00. More importantly, police seized several automatic weapons and the persons arrested were
high-ranking members of an organized crime group in another part of Canada.
The Insurance Bureau of Canada estimates that approximately 15% of insurance claims are fraudulent. This is a
crime that costs us all. There are several cases on the Crime Stoppers books where we have identified people who
have engineered their own crime and insurance claim and because of the assistance of our tipsters, Crime Stoppers
were able to provide police with specific details of how the so-called crime was committed, what the suspects were
claiming in losses and most importantly, where the personal items were actually hidden.

We often refer to a Crime Stoppers TIP as “that missing piece of the puzzle.” The puzzle is not complete until
every piece is in place and that was the case with a Crime Stoppers Crime of the Week feature several years ago,
where we were trying to identify the driver of a vehicle involved in a hit and run that occurred approximately
eighteen months prior to the re-enactment. In this case, the victim and his infant son received minor injuries, but
nonetheless, they were injured and deserved justice. All we really had in this case was the obvious: the time, place,
day, where the run vehicle should have been damaged, its size and the colour. An observant tipster saw the
re-enactment and recalled being at a body shop around the time of collision and remembered that the owner of the
vehicle wanted the car to be repaired and painted a completely different colour. The tipster also recalled where this
vehicle sustained damage. Luckily for the investigating agency, the body shop still had the front bumper of that
vehicle and when it was examined and analyzed, it was found to have paint from the hit vehicle. The accused was
arrested, charged and convicted of several criminal code driving offenses.
Arson is perhaps one of the most difficult cases to solve because during the commission of the offense not only is
property destroyed but so is evidence. We were very fortunate at Crime Stoppers to solve several cases of arson,
but one that we are proud of involved property in the valley area of the province. The tipster told Crime Stoppers
how the fire was set, what was used as an accelerant, and others who were present and witnessed this crime. The
tipster provided the suspect’s name and that the suspect had been seriously burned, along with the fact that they
received treatment at another hospital in the province. The suspect did not receive treatment at a local hospital so
as not to draw attention to them.
These are just a few of our accomplishments. Crime Stoppers’ tipsters have assisted many investigative/enforcement
agencies in this province and beyond. Yet in the numbers below, less than 30% of our callers ask for the cash reward.
This phenomenon is almost true with all Crime Stoppers program worldwide.

Annapolis Valley Board
We have an active Board of fourteen members, with one new member joining us
in January 2013. Some of our activities to promote the program are:
•
passing out promotional material in our community in the malls
and other public places, talking one-on-one with the people in our
community.
•
taking part in a number of local parades. The Apple Blossom Parade was
estimated to have eighty thousand people attending.
•
we hold information seminars for small groups, where they have an
opportunity to ask questions of our local police force.
•
we place signs in prominent places in our community, i.e., sports rink and fitness centre, along with signs
entering our communities. We have just finished placing signs on the gas pumps to try to curb fuel theft.
•
we do some fundraising to assist with the purchase of items to promote the program.

Antigonish Board
We began January with the Grades 4 & 5 of our local schools writing an essay on Crime
Stoppers, since it was Crime Stoppers month. The winner received a Pool Pass to St. F.X.
for three months. There were many excellent essays and a lot of thought went into the
subject, a real eye-opener for the parents. Since there were so many great essays on Crime
Stoppers, we gave a Pool Party for all who wrote an essay.
Our Easter Basket Fundraiser was a great success; we had great response from the public in
buying the tickets and were very grateful to the store and mall merchants who gave us a
venue to sell our tickets.
We had a table with our promotional material set up at Mayfest at St. F. X. University.
Several people were interested in becoming members and two have already signed up. We
also did a Road Check with MADD and the local RCMP.
Three of our members did a 5km walk with the members of MADD and STRIDES for CHANGE. This was held in Tracadie,
where two young men were killed by a drunk driver. There was a very large turnout of people who were made aware of the
seriousness of drinking and driving.
We helped Crime Prevention with their Bike Rodeo by helping the young cyclists check their bikes and learn about bicycle
safety.
Cst. Mike MacKenna, Les Chisholm and I visited the Junior School, where Cst. MacKenna spoke to the students about
violence, bullying, drugs and other issues of concern.
In August, the local RCMP, MADD, Crime Prevention, and the New Glasgow Police met with the Federal Justice Minister
through the efforts of our local MP Peter MacKay. The Justice Minister’s topic was mostly on the amount of new drugs that
are entering into the country and the effects they are having on our people.
We held our Appreciation Luncheon the last of September with a good turnout. We are very fortunate to have a dedicated Board
and also have guidance and help from our local RCMP Detachment and S/Sgt. Perry.
We look forward to another year coming up and hope to take part in various functions with the other Boards in our community,
getting the Crime Stoppers name out there.

Colchester and Area Board
The Colchester Crime Stoppers Advisory Board consists of 18 members from the
areas of __–, Tatamagouche, Bible Hill, Truro and Stewiacke. There are Crime
Stoppers signs in these areas showing our presence.
Each January, Crime Stoppers month, we advertise in our local paper our board
activities and the results tips generated from our area. This coming January, we will
have a display in the display case in the library in Truro.
We participated with our mock jail in the Canada Day and Christmas parades in
Truro/Bible Hill and the Labour Day parade in Tatamagouche. We operated a booth
in the Truro Senior Expo Day in Truro in September.
Bullying is a major concern and we are working with Sgt. Gary Frail, Provincial Police Coordinator, to bring the
message to our area.
Truro Police Sgt. Lee Henderson is retiring from the police liaison position on our Board and I would like to
express my thanks to him on behalf of the Board for all of his time and efforts in support of our Board.

Cumberland Board
The Cumberland District RCMP have sent out close to 100 Crime Stoppers Media
Releases to media outlets throughout Nova Scotia, to all municipal leaders and
Police Advisory Board Members in Cumberland County. As well, over 200 media
releases have been sent which have also made reference to calling Crime Stoppers
if the release was in relation to a crime. It is an investigative tool that members now
include in many files.
Tips have been received on a regular basis pertaining to investigations. Some
offenses have been solved as a result of these tips, along with recovery of stolen
items.
Posters have been distributed to high schools in the area promoting Crime Stoppers. Also, new signs have been
posted in Westchester and Wentworth. Twelve community presentations to seniors, community groups, and public
events have been given with a focus on using Crime Stoppers.
With a small membership, the Board finds it difficult to do fundraising. Even though our volunteer group is small,
it continues to be active in holding meetings, paying tipsters when requested, participating in events such as Police
Week, Seniors’ Expo, and at community events that create an opportunity to promote Crime Stoppers.

East Hants Crime Stoppers was founded in 1988. The idea of Crime Stoppers in our area was first mentioned at a
Chamber of Commerce meeting, whereby the first Chairperson, Paul Mombourquette, asked for volunteers to
begin the group. The concept was very favourably received and about 18 people formed the East Hants District.
In 1992, Constable Gary Hicks of the Enfield RCMP approached us with the idea of combining all our local Crime
Prevention groups under a Community Policing umbrella called Tri County Crime Prevention, which has since
been changed to East Hants Crime Prevention. This has been in effect since then, and is very successful.
At the present time, East Hants Crime Stoppers consists of Chairperson Chris Wilber, Treasurer Debbie Dunn,
Secretary John O’Reilly, retired RCMP Faye Peach, Maxine May, and Community Policing Officer, Constable Les
Kakonyi.
Our groups under the East Hants umbrella are Addiction Services, Citizens on Patrol, Crime Stoppers, Safe Seniors,
Domestic Violence, and newly added, MADD. The groups work together for fundraising and community
awareness events. We participate in parades; have barbecues, breakfasts, Senior Police Academies, a yearly golf
tournament, info fairs and our largest fundraiser, a Battle of the Brains, which is a Trivia night. We have a
wonderful group of volunteers and we receive a lot of support from our local RCMP.

Some people delivered for a local shop, heavy salt bags into
our house. They saw, that one panel, where some liquor bottles
stood, was not protected by our alarm system. They saw from

Lunenburg County Board
Lunenburg County Crime Stoppers had a very successful year for 2012, and we thank
all our Board members for their dedicated service over the year. Dedicated volunteers
are what make Crime Stoppers so successful.
To begin 2013, we will be holding a fundraiser in January for Crime Stoppers month
at the local Subway in Chester and Lunenburg, promoting the awareness of Crime
Stoppers in the Lunenburg County Area. With the support of the community
businesses like Subway, Clearwater Seafoods and Swiss Chalet, we are able to raise
funds for the year for our non-profit organization. We would like to thank the
Municipality of Lunenburg for their continual support to the Lunenburg County
Crime Stoppers.
Our Board members were very active; we organized and participated in our annual Food Bank drive this year at the
Lunenburg Save Easy in conjunction with the Interchurch Food Bank, which was very successful. Along with
participating in parades, we attended the Michelin Health and Safety Fair, Michelin Seniors Expo, and Police Week
setting up booths at the mall all in support of promoting Crime Stoppers. A sign advertising Crime Stoppers was
erected at the Bridgewater RCMP Detachment in a very visible location.
We have given many presentations at the local schools in Lunenburg County on Bullying and Awareness of Crime
Stoppers, along with coordinating with the schools to have the Crime Stoppers Text and phone number on the back
of the Student ID Cards.
As the Chair for the Lunenburg County Crime Stoppers, I take this as a great challenge to increase the awareness of
Crime Stoppers in Lunenburg County for the year 2013.

Pictou County Board continues to promote the mandate and mission statement of Crime Stoppers in our work in
Pictou County. We are committed to supporting and promoting the work of Nova Scotia Crime Stoppers, as well as
our national and international organizations. Our Board is comprised of dedicated volunteers who meet monthly to
plan and organize activities and fundraisers.
Our Board recognizes the responsibility of keeping the unique features of the Crime Stoppers program in the public
eye. We strive to maintain this public awareness and encourage people to take advantage of the anonymity ensured
when passing on a tip to Crime Stoppers. By hosting awareness days at the local mall, participating in a street parade
or holding a public meeting, we are providing the public with information they can use to place a call with important
information which may help police solve an unsolved crime. We work hand-in-hand with police agencies to help
solve crimes, which makes our communities safer places for all of us.
We share very similar mission statements with Crime Prevention and MADD, and often work collaboratively with
these organizations in Pictou County. We are fortunate to have so many dedicated and supportive volunteers who see
the value and amazing results we can achieve by working together. We appreciate the support we receive in our
region, as well as the excellent support we receive provincially. We look forward to continued support and enthusiasm

Queens County Board Queens Board this year again focused on public awareness and getting information
into people’s hands about Crime Stoppers and what we do. During January, Crime
Stoppers Month, we held an information blitz at the local Superstore, which was
well received. Many questions got answered and much swag given out. Our Mayor
and Council agreed to fly the Crime Stoppers flag for two months over the
waterfront for all to see.
Both the curling rink and hockey rink now have banners hung or in the ice with the
Crime Stoppers logo and the 1-800-222-8477 (TIPS) number. As usual, the jail and
bail was in Liverpool for Privateer Days and although the numbers were down, the
enthusiasm was still there. The mock Jail was a huge hit in the parade again. The
local media, both radio and newspaper, came and did live interviews on air with participants and the RCMP officers
doing the warrants.
The Queens Board has ten members and have leads on possible new recruits. This Fall, a local sign-maker donated
enough Crime Stoppers magnetic bumper stickers to equip all seven RCMP vehicles with two signs, and we, as a
board, purchased enough for all taxis to have two signs, also. Now all you see are Crime Stoppers bumper stickers
everywhere!
The Department of Transportation put up three more Crime Stoppers road signs for us. We now have Crime
Stoppers signs on every main road and back road entering Queens County. So as you can see, public awareness is
our main focus.

West Hants Board The West Hants Board of Nova Scotia Crime Stoppers completed another
successful and positive year in promoting Crime Stoppers within the area.
We purchased three large roadside signs for future installation. Two have been
installed, one at Ski Martock and the other at the entrance to the Town of Hantsport.
Enquiries have been received from the Town of Windsor and the Municipality of
the District of West Hants to have signs erected in their area.
A generous donation was received from The Good Neighbor Fund of NS Power.
This donation was used to pay for three Crime Stopper signs.
Jackets promoting Crime Stoppers were purchased for our volunteer members.
Annual West Hants Race Against Crime Everywhere (RACE) was another success. This event is not used as a fund
raiser, but as a means of promoting Crime Stoppers in the area. Free hot dogs were given to everyone in attendance.
The Donation Letter campaign resulted in donations of $625.00.
A grant of $500.00 was received from the Town of Windsor.
Safety Vests were obtained, which will be used by our members when assisting the RCMP conducting Traffic
Check Points.
We paid $800.00 to a Tipster as a result of information received and the arrest of persons involved.
Preparations are underway to conduct an Awareness Campaign Coloring Contest in January 2013, involving
Elementary to Grade 6 students, the Hants Journal and Upper Clements Parks. The campaign will consist of a
coloring contest in the Hants Journal with the selected winner receiving a Pass for 4 to Upper Clements Parks.

Monument for Amber Kirwan Unveiled on the
1-Year Anniversary of her Disappearance
The one-year anniversary of the disappearance of Amber Kirwan in New Glasgow
was marked with the unveiling of a monument as a tribute to her. A
community-organized monument paying tribute to the Pictou teen has been unveiled
in a park where Amber used to ride her bike as a child.
The 19-year old was last seen alive in the early hours of October 9th, 2011,when she
left a New Glasgow pool hall to meet her boyfriend a short distance away.
After nearly a month of searching and holding out hope that Amber would return
home safely, the young woman’s body was found on a wooded property in the
community of Heathbell, about 30 minutes away, on November 5th.
Convicted murderer, Chris Falconer, who had been released on parole 18 months
earlier, was charged with kidnapping and first degree murder of Kirwan in May of this
year. The case gained widespread attention and the people joined in the search efforts
for Kirwan. Crime Stoppers received over 150 tips during the course of the investigation.
The monument, which includes a wrought-iron gate, benches and an image of
Amber etched in granite, was constructed on the Samson Walking trail just a few
minutes from where she had disappeared. The monument was built with the assistance
of local businesses that donated or covered the cost of materials and the labor.
In the weeks before her remains were found, residents of New
Glasgow and the surrounding areas held candlelight vigils for
Amber and a makeshift monument appeared along the wall
on George Street across
from Dooley’s Pool Hall
where she had parted ways
with her friends.

11, 2013 and is expected to
run for a total of 15 days,
wrapping up by the end of
March. He is currently
serving out the remainder
of his life sentence for the
second degree murder of
cab driver , Robert LeBlanc,

STOLEN VEHICLE - North Preston
Crime Stoppers is asking for the public’s help in solving a case of a Stolen Vehicle and Arson which happened in
East Preston, Nova Scotia.
On the 5th of October, 2012, a black 2005 Infiniti G35 four-door, was found burned on Upper Governor Road,
between North and East Preston. The vehicle was reported stolen to Halifax Regional Police, which was taken from
Market Street in downtown Halifax. The vehicle was valued at over $13,000.
ARSON - East Preston
Crime Stoppers is asking for the public’s help in solving a case of arson which took place in East Preston, Nova
Scotia.
On the 12th of June, 2012, the Halifax Fire department responded to a structure fire at 389 Upper Partridge River
Road in East Preston, NS. After further investigation, it was learned that someone had intentionally set the
unoccupied home on fire.
BREAK AND ENTER, ARSON - Sheet Harbour
Crime Stoppers is asking for the public’s help in solving a case of break, enter and arson which took place in a
home in Sheet Harbour Passage, Nova Scotia.
2012-06-03, 9:50 pm, RCMP respond to a break and enter call to a new home on Passage Rd. whose owners were
away at the time. A neighbour could hear glass smashing and two young male voices, sounded as though they were
smashing the house with sledge hammers. When police arrived on the scene they noticed the front door to the house
opened and what appeared to be fresh tire tracks in front of the driveway. The windows in the house had been
smashed out, along with a truck in the garage had its front window smashed. The washer and dryer also had the
glass broken. There was paint thrown recklessly throughout. A search of the area proved negative for suspects.
At 12:51 AM on 2012-06-04, RCMP responded to a fire in progress at the same address. The house was completely
destroyed. There was no one seen in the area at the time. The value of the damage done is estimated to be in the
area of $750,000.
PROPERTY DAMAGE - Yarmouth
Crime Stoppers is asking for the public’s help in solving a case of property damage which took place at a business
in Yarmouth, Nova Scotia.
Sometime overnight of October 11 and 12, 2012 damage was done to the property of Tri Star Industries situated
on Forest Street. Several bullet holes were found in the glass of the front doors. As well, the word Tri on the front
sign had been spray painted to read “Lie Star”.

ARSON - Stewiacke
Crime Stoppers is asking for the public’s help in solving a case of a suspicious fire which occurred in Stewiacke,
Nova Scotia.
On September 1, 2012, Colchester RCMP and the Stewiacke Fire Department were dispatched to a report of
suspicious fire located at 84 Main Street, Stewiacke, Nova Scotia. The multi-unit building was completely
destroyed, and the value was approx. $400,000 in damages.
BREAK ENTER & THEFT (RARE COINS & CURRENCY) - Dartmouth
Crime Stoppers is asking for the public’s help in solving a case of break, enter and theft which occurred sometime
between July 13th and August 9th, 2012.
The victim who lives on Manor Lane had left for vacation on July 13th and returned August 9th to find a portion
of his coin/currency collection had been stolen. Some of the bills and coins in frames on the wall were gone. Also
a large amount of coins were taken. Value of currency stolen is between $12,000 – $15,000. Some were rare coins
and others being old collectible bills, in all denominations up to thousand dollar bills.
SEXUAL ASSAULT - Halifax
Halifax Integrated Major Crime is investigating a sexual assault complaint that occurred on September 13th, 2012
on Quinpool Road in Halifax.
The male suspect is described as:

The suspect told the victim that he was 72 years of age but she believes he is likely in his

BREAK AND ENTER - Colchester
Crime Stoppers is asking for the public’s help in solving two break, enter and thefts which took place in Colchester
County, Nova Scotia, Colchester RCMP are investigating two break and enters that took place overnight. At
approximately 03:00 hours on July 6th, a pharmacy on Pictou Road near Main Street was broken into. Suspects
gained entry by smashing the front door, a quantity of prescription narcotics were stolen.
At approximately 04:00 hours on July 6th, several suspects broke into a pharmacy located on Hwy 2 in Brookfield.
The suspects gained entry by smashing the front door. Nothing appeared to be taken.
In both incidents the suspects were observed fleeing in a silver 2-door car.
MISCHIEF - Dartmouth
Crime Stoppers is asking for the public’s help in bringing to justice the person responsible for damage to a Metro
Transit Bus.
This crime happened on Tuesday, July 10, 2012.
At approximately 12:20 am, a Metro Transit Bus was just passing MacDonald near the cross walk on Nantucket
Ave. near the start of the cemetery when the first rock struck the left side of the bus, near the intersection of
Nantucket a second rock struck the bus. The bus turned left onto Victoria Road heading north when the driver
noticed the suspect throwing another rock which struck the window just behind the driver missing her by inches.
Suspect then took off.
The only description of the suspect was they were all dressed in black.
THEFT - Beaver Dam
Crime Stoppers is asking for the public’s assistance in solving the following theft of a Hand Gun.
Between May 24th and May 29th, 2012 a 1967 Smith & Wesson 357 Mag Revolver with a 6″ barrel was stolen
from a residence in Beaver Dam, NS. The firearm is described as having a poor blued finish with a missing screw
in the wooden grip.

Crime Stoppers is asking for the public’s help in solving an Assault Causing Bodily Harm which took place in
Dartmouth, Nova Scotia in the early morning hours of Saturday, April 21, 2012.
The victim who is a taxi driver had picked up a fare on Barrington Street in Halifax just after midnight and took
him to 100 Highfield Park Drive in Dartmouth. The suspect got out of the vehicle without paying at the same time
another male approached and sucker-punched the victim who was knocked to the ground. The two suspects took
off running.
Suspects Description:
(1) Black male, 6’ tall, medium build, wearing dark clothing and a ball cap.

THEFT - Spry Bay
Crime Stoppers is asking for the public’s assistance in solving the following theft.
On March 18th, 2012, between 1 am and 6 am, two ATV’s, a boat and trailer were stolen from a residence on Josey
Road in the community of Spry Bay, NS. The boat and trailer have since been recovered.
Both ATV’s were 2007 Bombardier’s, one was a green Can Am with a loud muffler (VIN:2BVEPSF107V000593)
and the other was a yellow Can Am outlander with a two-up seat and a plow attached (VIN:
2BVEPSF107V000593).
RCMP in Sheet Harbour is looking for your assistance in locating the ATV’s and the person(s) responsible for this
crime.

Crime Stoppers is asking for the public’s help in solving a case of Break, Enter and Theft.
On Thursday, January 5, 2012, Enfield RCMP responded to a break and enter in the Lantz area. There were several
items taken including seven distinguishable guitars. The total dollar amount of this B&E is close to $18,000.
Also stolen from the residence were electronics
equipment, jewellery, scanners, sound mixing boards,
digital cameras, etc. It is believed the culprits took the
stolen items through the rear of the home and walked
them out to the 102 Highway.
FRAUD - Truro
Truro Police Service is requesting assistance to identify the individual in the
photos, who is the suspect in the fraudulent use of a credit card at NSLC in Truro,
NS. The suspect appears to be wearing an Under Armor hat.
THEFT - Pictou
Pictou County District RCMP is looking for a pair of removable ATV snow
tracks. They are a front system, stolen from a private residence on Hwy # 289
(aka: Gairloch Rd.) in Middle River, Pictou Co., NS. The items went missing
between December 29, 2011 at 18:00 and December 30, 2011 at 14:00. Brand:
Kimplex Model: Commander Colour: Black. The tracks are used to convert a
standard ATV with wheels removed, into a winter snow ATV.
The picture attached is a sample of the item taken from the product website. The
pair that was stolen is nearly identical to the photo, with the exception of a
shock absorbing suspension system welded to the stolen units, as the stolen
units are for the front of an ATV.

THEFT OF GAS - Lower Sackville
Lower Sackville RCMP is requesting assistance in identifying the
people/vehicle involved in a theft of gas, which occurred on November 27,
2011 at the Petro-Canada located at 51 Sackville Drive, Sackville, NS. The
amount of the theft was $39.62.
A male passenger pumped gas while the driver waited inside the vehicle.
When finished, the passenger hung up the pump and got into the vehicle.
The vehicle left the area quickly, headed west on Sackville Drive.
ROBBERY - Sackville
Incident happened on 2011-09-01 at 21:30 but video was just recently
received, but here are a few images of the suspect. The suspect w/m late
teens or early 20′s left on foot after being confronted by the lone staff
member with an iron rod. The suspect fled on foot towards Upper
Sackville/trailer park in behind the store. The male made mention of a
firearm when making demands.
BREAK & ENTER - Mount Uniacke
Crime Stoppers is asking for the public’s help solving a break, enter and theft which occurred in Mount Uniacke,
Nova Scotia.
On 2011-11-21, between 0100 and 0200 hrs, unknown culprit(s) gained entry into the Irving Store at 31 Highway
#1 in Mt. Uniacke, NS.
Once inside, the culprits then smashed their way into an
office where the safe and quantity of cigarettes were
stored. There have been similar incidents & culprit(s)
description at similar breaks in the area. Attached are
photos obtained of two of the suspects responsible. Of
note, both parties are wearing socks on their hands, and
the smaller suspect has a white shirt wrapped around his
head.

Bullying - Be part of the Solution - Report Bullying to Crime Stoppers

Bullying occurs whenever someone repeatedly says or does hurtful things to someone else on purpose. It often involves a power imbalance between
the bully and his or her victim. Bullying can be done by a single person or by a group of people.
Why do young people bully?
If we are bullying others, there are often underlying issues that are contributing to this behaviour. Some common reasons why young people bully
others are:
• We feel threatened by people who are different than us
• We may be unhappy and take our unhappiness out on others
• We may have been bullied ourselves
• It makes us feel in control and superior to others
• To get attention
• To feel tough
• We think it will make us popular
• We may be jealous of the people we are bullying
Bullying is a form of aggression that stems from a position of power. Bullies acquire this power in different ways:
• Advantage in size, age, strength, intelligence, etc.
• Advantage in social status with peers (e.g., more popular, more socially dominant).
• Knowledge of another’s vulnerability (e.g., obesity, learning problems, family issues, disabilities) and using that knowledge to cause distress.
• Membership in a dominant group in society and using that power against members of a less dominant group in the forms of racism, sexism,
homophobia, and classicism.
Signs that a young person is being bullied
Some common signs of bullying include:
• Not wanting to go to school or participate in extra-curricular activities
• Anxious, fearful and over-reactive behaviour
• Exhibits low self-esteem and makes negative comments about him/herself
• Headaches and stomach aches
• Lower interest and performance in school
• Loses things, needs money, reports being hungry after school
• Injuries, bruising, damaged clothing, broken things
• Unhappy, irritable, little interest in activities

If you see some of these warning signs, it is important to talk to us to see if we are being bullied. Often, we feel helpless if we are being victimized
by bullies and it can help to talk to you when we’re trying to figure out how to deal with it.
How to talk to youth about bullying
Many adults think that bullying is a normal part of growing up; however, bullying can have serious long-term physical and psychological
consequences. For this reason, we need you to talk to us about bullying and help us explore ways that we can deal with the situation. Similarly, if
you find out that we are bullying others, we need you to talk with us about our behaviour and explain the consequences. We also need your help to
address the underlying issues that may have led us to start bullying in the first place.

If someone tells you that a young person is bullying others, do not dismiss it! If someone tells you that we are bullying others, many of you
immediately dismiss the complaint, thinking that we would never be capable of such behaviour or that the victim is just being overly sensitive. While
your first instinct should definitely be to believe us, most complaints about bullying are legitimate. It is important that you address the issue with us
and explore what behaviours of ours could be interpreted as bullying. It is also important to examine the reasons behind these behaviours. Young
people who learn that they can get away with violence and aggression often continue to do so in adulthood. They have a higher chance of getting
involved in dating aggression, sexual harassment and criminal behaviour later in life (Bullying Canada). For this reason, any complaint about bullying
should be addressed seriously: bullying can have serious long-term consequences for both the victim and the aggressor.
Don’t buy into the myths about bullying. People have been perpetuating myths about bullying and how to deal with it for years. Don’t make the
mistake of buying into one of the following:
Myth: Youth have to learn to deal with problems on their own – they don’t need an adult to help.
Fact: If we come to you and tell you that we are being bullied, it has likely been going on for some time. It takes a great deal of courage to talk
about being victimized by bullying: we are coming to you because we have tried to deal with the situation on our own and haven’t been successful.
It’s important that you offer us support and discuss assertiveness, problem solving techniques and options for reporting the bullying to the authorities
if appropriate.
Myth: If a young person is being bullied, he or she should fight back with equal force.
Fact: Encouraging us to respond in kind – either physically or verbally – is never a constructive way to deal with bullying. In fact, it teaches us that
violence and aggression are acceptable ways to deal with conflict. We need you to set an example for us and model positive conflict resolution
behaviours.
Myth: Suffering through bullying builds character.
Fact: Bullying can seriously harm our self-esteem and make it hard for us to trust others. The emotional and psychological scars from bullying can
last a lifetime.
Myth: It’s just name-calling and teasing: it doesn’t really hurt anyone.
Fact: Name-calling and teasing can cause serious psychological damage that lasts far longer than physical scars. These behaviours are hurtful and
need to be addressed.
Myth: They’re just being kids.
Fact: Bullying is a learned behaviour: bullies may be imitating behaviour they have seen on television or at home. Bullying is NOT a normal part of
childhood and should not be treated as such. Unless you take bullying seriously, we’ll have to continue to face bullies who harm us physically and
emotionally.
Work with us to find a solution to bullying. If we come to you and say we are being bullied, your response should vary depending on the situation.
Some of us may need to practice assertiveness or different problem-solving strategies; in other cases, we may need to talk to school or city
authorities or make the parents of the bully aware of the situation. Regardless of what you think is best, listen to how we feel about the situation
and help us explore our options. Ultimately, we will gain more confidence if we play a major part in coming up with the solution. For more information

Cigarettes
The illegal tobacco trade is a serious threat to the health and safety of Canadians. It is
dominated by criminal organizations, which are motivated by the potential of large profits which
in turn fund other criminal activities. In the case of many large seizures of illegal tobacco, drugs
and weapons have also been seized. Due to its low selling price, illegal tobacco has the
potential to increase smoking rates which in turn results in an increase in health care costs for
which all citizens pay the price.
The illegal tobacco trade varies greatly across the country. Central Canada is the primary
source of illegal tobacco products found throughout the rest of the country. The illegal tobacco
market in the Atlantic region is almost entirely supplied by criminal networks sourcing their
supply from Ontario, Quebec and New york State. The current environment of manufacturing,
distributing and selling contraband tobacco products is different from what it was in the early 90s
when it was based primarily on the diversion of legally manufactured products. Today, it’s driven
largely by illegal manufacturing, although it also features, to a lesser degree, the illegal
importation of counterfeit cigarettes which arrive in Canada via marine containers.
Several factors contribute to Canada’s illegal tobacco market, including smokers’ motivation to
find cheap product, low public recognition and appreciation for the consequences of illegal
tobacco, ease of access to illegal tobacco products especially by our youth, and the illegal
manufacturing and sale of tobacco products.
The illegal tobacco trade deprives all citizens of money that could be used for things like health
care and education. Persons who are caught possessing or distributing illegal tobacco can face
fines, penalties and even jail time.
Crime Stoppers recognizes the seriousness of this issue and its effects on our communities and
will continue to work with law enforcement agencies and partners to combat the illegal tobacco
trade in Nova Scotia.

HUMAN TRAFFICKING IS MODERN-DAY SLAVERY
HOW TO RECOGNIZE A VICTIM
Human Trafficking is defined as the recruitment,
transportation, transfer, harbouring or receipt of
persons, by various means of coercion, force, fraud,
or the abuse of power, for the purpose of
exploitation. Exploitation typically includes sexual
exploitation, forced labour, involuntary servitude, or
slavery.
The clandestine nature of Human Trafficking makes
it difficult to ascertain its true magnitude. The United
Nations however has estimated that over 700,000 persons are trafficked
annually. Other organizations have put the estimated totals even higher
than this. It is also estimated that more than half of people who are
trafficked annually are children! Child victims of trafficking are often
exploited for sexual purposes, including prostitution, pornography and
sex tourism. They are also exploited for forced labour, including domestic
servitude, sweatshop factory work and migrant farming.
VICTIMS OF TRAFFICKING CAN BE FOUND IN:
- Commercial sex or prostitution
- Nannies or servants
- Sweatshop factories
- Construction
- Farming or landscaping
where does it occur?
DON’T CLOSE YOUR EYES TO HUMAN TRAFFICKING
- Speak neither English nor French, or may not speak on their own
behalf
- Originate from a foreign country
- Be unaware of local surroundings even though they have been in
the area for an extended period of time
- Show evidence of control, intimidation or abnormal psychological
fear
- Not be able to move or leave job
- Have bruises or show signs of physical abuse
- Show signs of malnutrition
- Be frequently accompanied by an individual who may be their
trafficker
- Be frequently moved by their trafficker
WHAT IS THE VICTIM’S MINDSET?
THE VICTIMS MAY: Not self-identify as victims of human trafficking.
Victims may not appear to need social services because they have a
place to live, food to eat, medical care and what they think is a paying
job; Be taught to distrust outsiders, especially law enforcement. They
have a sense of fear and distrust toward the government and police
because they are afraid they will be deported; Feel better in their current
situation than where they came from, even if they are being exploited; Be
completely unaware of their rights or may have been intentionally
misinformed about their right in our country; Fear for their families in
their home countries. Some traffickers threaten that they will harm their
families if they report their situations to, or cooperate with, law
enforcement.
Certainly experience has shown that Human Trafficking occurs in our
major cities across Canada, however it is not exclusively restricted there.
Wherever there is a demand for any of the services referred to in the
previous list, it is conceivable victims can be found there as well. Perhaps
in your own community! Please don’t close your eyes to Human
Trafficking. If you suspect or know of Human Trafficking activity, please
contact your local Police, or if you wish to remain anonymous, call your
local Crime Stoppers program at the number below.
ROOT CAUSES
Some of the main causes for trafficking persons into Canada include: an
increasing demand for low cost labour and services across Canada and
the United States, poverty, lack of education and employment
opportunities and inequality (gender, nationality) in countries of origin.

and we do not notice. The reason we do not notice is often due to a lack
of familiarity about Human Trafficking. We encourage you to firstly make
yourself aware of the issue of Human Trafficking, and secondly, help your
family and friends be aware. By raising awareness levels throughout all
communities in Canada, we believe we will be able to greatly reduce the
incidence and continuance of Human Trafficking. That is a good thing to
do! Please help those victims already in our midst and help prevent the
importation and exploitation of more.
WHAT HAPPENS WHEN YOU CONTACT CRIME STOPPERS?
Firstly, your identity will never be known as Crime Stoppers does not
subscribe to call display. Your call will be completely anonymous. The
information you provide will be forwarded to the Police for investigation
and, if proven to be accurate, will help ensure the perpetrator(s) will be
arrested and charged, and you would be eligible to receive a cash reward
of up to $2000 Canadian. The victim (the person being trafficked) will
be provided with assistance and, if from another country, can be
provided with a temporary residency permit and a safe location while the
matter is being resolved.
Remember please that in addition to being a major crime, Human
Trafficking is a serious violation of the Human rights of the individuals
who are being trafficked.

In Memoriam
Ian Caldwell
Association morns the passing of
Ian Caldwell, who passed
suddenly at his home on
Sunday, Jan. 15, 2012, with his
wife, Jeanette, by his side. He
was predeceased by his mom
and dad, Ethel and Andrew
Caldwell of Sydney Mines.
Ian was very proud of his three
daughters that he raised: Amy
Elizabeth (Jess), Tina (Bruce) and
Cathy (Gordon). He was very
loved and respected by his
stepchildren, Ian (Jillian), Yvette
(Leamon) and Eric. He was
Grampy to Jesse and Adrienne,
Rhynda and Ian, William,
Archer, Scotia. He also leaves
behind his brothers, Wallace
(Lynda) and Andrew (Annette);
his sisters, Anne and Becky
(Donnie) and also his nieces and
nephews including his special
nephew, “Shann The Man
Lavatan”.
Throughout his life, he was very
selfless and always put others
before himself. He had been
actively involved in various
organizations through the years.
Even in death, he helps others
by being a donor.
Gary Murphy
The Crime Stoppers community
mourns the loss of a passionate
and dedicated worldwide
community builder.
Gary Murphy died peacefully in
a hospital near his home close
to Toronto with his family
around him on Sunday, February
5, 2012. Gary was diagnosed
with colon cancer at Easter
2011. Since that time he
continued to live life to the
fullest.
Gary was, in his own words, a
proud “Prince Edward Islander”,
graduate of St. Francis Xavier
University, 15-year member of
the Royal Canadian Mounted
Police, Past President of Crime
Stoppers International, Board
Member of Crime Stoppers
International, passionate
businessman, Spouse, Father,
Brother, and Friend.
His customary humour,
resilience and ability to reduce
anxiety in those around him
remained with him to the end.
Jim Feit
Members of Nova Scotia Crime
Stoppers were saddened this year by
the sudden passing of treasurer,
James (Jim) Feit from Pictou Board.
Jim had been a faithful member of
Crime Stoppers for several years and
took his responsibilities very
seriously. Jim had joined the
organization because of a personal
interest in the work that was being
done through Crime Stoppers at all
levels. Jim was a very intelligent
man and always added a new
perspective to issues that were being
proposed and discussed.
Initially, Jim liked to remain involved
at the local level in meetings,
awareness days and promotions, as
well as fund raising activities.
However, in more recent years, he
had become more active at the
provincial level, attending regular
meetings in Dartmouth, AGM's and
the International Conference held in
Halifax in 2010. Jim enjoyed the
opportunity to meet with members
of the executive and members from
other Boards across the province to
find out what was going on in their
board and generate some new ideas
for our own Board.
Jim was a very devoted family man
with his wife, Diana, and his three
children. He also had a wonderful
relationship with his young
grandson, Joshua, who thought the
world of his Grampy. Jim was also
involved in other service clubs and
passionately involved with his
Amateur Radio Club. Jim will be
sadly missed by all the people who
knew and loved him.
James Charles “Jim” Feit, 65, New
Glasgow, passed away on Monday,
June 4, 2012 in the Aberdeen
Hospital, New Glasgow, surrounded
by his family.
