Newfoundland and Labrador Crime Stoppers Working together to protect our province What is Crime Stoppers A community group of volunteers • A non profit community-based charitable organization. • We are a combination of public, media and police, working all together to help solve crime. • We obtain confidential anonymous information on unsolved crimes and forward same onto all law enforcement agencies. • Crime stoppers is not an investigative agency. • It is a charity. The history of Crime Stoppers In 1976 a university student was killed during a gas station armed robbery. • After 6 weeks of investigation the police had few leads in the case, and one officer had an idea!! • They prepared a re-enactment and aired it on all local channels. • The crime was solved in 72 hours. • The crime rate was soaring and the police were seeking a way to help solve crime • Crime Stoppers was the answer • Now people could provide information, but not their identity History Newfoundland and Labrador Crime Stoppers established the North East Avalon Branch in St.John’s in 1992. Other branches established in Newfoundland and Labrador since: Bay St.George Burin Peninsula Clarenville Corner Brook Exploits Valley Glovertown Great Northern Peninsula Labrador West Lewisporte Placentia/Whitbourne Trinity Conception New Branches to come: The North East Avalon Conception Bay South Bell Island Happy Valley Goose Bay Crime Stoppers Facts Why is Crime Stoppers important? • For every crime committed, someone other than the criminal has information. • Most People are law abiding • Only 5% of the population are doing 95% of all crimes. • Crimes are costing society millions of dollars • There are two ways to report crime… 1. Report to enforcement agency/police • You could report directly to the police enforcement agency. • So you will then be required for all court. • Your Identity will be known. • Your report is in the form of a recorded statement. • Your statement is disclosed to the defendants. 2. Report directly to Crime Stoppers • Contact is indirect through a civilian agency called Crime Stoppers. • Police get same information from Crime Stoppers, but not your identity • No Court, no statements, nothing after you hang up or hit send!! • Its up to the tipster, to call back to Crime Stoppers to either update their information or ask to be updated on how the investigation is progressing with the enforcement agency. Crime Stoppers structure The Public, The Media and the Police Public: The board of directors are made up of community volunteers who administer the program. Media: Crime Stoppers survives through advertising the program. The media is invaluable. Without the media there would be no Crime Stoppers. Police: The RCMP and the RNC have one officer assigned to the Crime Stoppers Office to coordinate tip dissemination, maintain anonymity of tips and to promote the program. Crime Stoppers Tips • Once a tip is sent to an agency, it is investigated. If the tip leads to an arrest, or seizure of drugs or recovered property. • The tipster is eligible for payment. • It is up to the tipster to call back. • The Tipsoft computer program will calculate payment according to all factors, such as the number of persons arrested, the value of items seized and recovered. • It is the volunteers in our branches across the island that deliver a payment to a tipster, NOT THE POLICE. • But we are a charity and we need volunteers and funding. What are we looking for: Volunteers and funding 1. Volunteers to sit on our board of directors or be a member of a crime stoppers branch. 2. Financial donations to help Crime Stoppers advertise the program to the public and increase the amount of tips we receive every day. We send our tips to: - All police Agencies - Wildlife - Customs and Revenue - HRDC - Canada Border Services - Child Protection Services - Department of Fisheries Crime Stoppers Statistics Since 1992 in Newfoundland and Labrador over $3 million in “Property recovered” and over $7 million in “Drugs seized”. It is every persons right to feel safe and secure. But it is everybody's responsibility to keep our community safe, and we are asking for your help.
