• 1987 Housing Task Force presented a county-wide housing organization model at a
Special Housing Workshop attended by over 60 community representatives
• 1988 Charlotte City Council voted to support the creation of the

• 2007 Completed loan documents with the City of Charlotte for a $25M package for
Double Oaks and received additional support from Wachovia, Housing and

• 2008 Created ten-year master redevelopment plan for newly acquired Double Oaks
Apartments
• 2009 First recipient of zero interest loan from a $1 million Nell Rose Bates Affordable
Housing Fund created from a bequest from the estate of a longtime elementary
school teacher who was a beloved figure at Park Road Elementary

• 2009 Received Approved Audubon lifestyles Design designation for Double Oaks,
which indicates the current land use plan is consistent with the International
Sustainability Council (ISC) Principles of Sustainability
• 2009 Won a Neighborhood Excellence Initiative Award from Bank of America
• 2009 Began separate homebuyer education program for Habitat For Humanity
• 2010 Completed construction of 216 new affordable workforce and senior housing
units in Double Oaks – The McNeel, The Alexander and Gables II – as well as
a daycare facility
• 2010 Began administering the HouseCharlotte Program for the City of Charlotte
• 2010 Participated in NC Commissioner of Banks Home Foreclosure Prevention
Project
• 2010 Participated in the NC Housing Finance Agency Mortgage Protection Program
• 2011 Received Energy Star and/or Audubon Home certifications on all Double Oaks

Programs Report 2013
DOUBLE OAKS
> Worked with McColl Center for Visual Art to secure national Artplace initiative of $400,000 to
install 8 environmental art pieces that will be the focus of Arts & Ecology Community
Campus at Brightwalk.
> Sold 71 lots to Standard Pacific for homeownership opportunities.
> New homeowners included 29 single-family residents and 22 townhome residents.
> Increased tax base for Statesville Avenue Corridor.
> Succeeded in having mixed-income homeownership opportunities with home prices starting at
$120,000 and being sold up to $300,000.
> Completed infrastructure improvements, including road re-alignment, Statesville Avenue road
diet, median, bike lanes, partial stream restoration and sidewalks.
> Finalized Master Declaration for Neighborhood Association.
> Held a Brightwalk ribbon cutting.
> Participated in a grand opening for the Daycare at Double Oaks the organization built, now
known at Kidz Place. A total of 42 kids enrolled.
> Had discussions with various retail operators about economic development that might address
the area’s food desert designation.
> Recognized in Creative Loafing as one of the emerging urban explorers’ neighborhoods.
HOMEOWNERSHIP EDUCATION:
> Assisted 156 first-time customers.
> Closed 253 HouseCharlotte loans with a total funded amount of $1,805,375.
> The average area median income of loans closed was 64.6%.
> Graduated 467 homeownership education class customers.
> Held a Bank of America Financial Literacy Bootcamp and several classes benefitting 294
customers – a 6% increase.
> Participated in partnership with NeighborWorks America and Wells Fargo to launch
Charlotte’s L.I.F.T. (Let’s Invest For Tomorrow) initiative. A total of 803 appointments were
scheduled for the 2-day launch event at the Convention Center. Received loan funds of
$4.6 million to make 312 forgivable loans of $15,000 each.
> Participated in the Fifth Third E-bus, providing credit advising.
> Counseled 899 customers.
Revitalization and Strategic Initiatives Agenda 2014
In designated areas and commercial corridors, improve resident quality of life through holistic
restoration of neighborhoods including increased availability of services, retail and jobs; physical
and infrastructure improvements, and provision of clean, safe environments for children.

DELINQUENCY:
> The average delinquency rate for loans originated by The Housing Partnership was 5.9% at
fiscal year’s end – the lowest delinquency rate achieved in several years.
> Awarded a Certificate of Achievement for Requesting High Volume 30 Day Extensions under
our participation in the State Home Foreclosure Prevention Project.
> Assisted 440 first-time foreclosure prevention education customers and fielded 2,901 inquiries.
> Modified 24 loans.
> Brought current 141 mortgages.
> Counseled and referred 116 customers.
> Assisted 21 customers in receiving forbearance agreements.
> Counseled 158 customers through the North Carolina Housing Finance Agency’s Mortgage
Protection Program.
> Counseled 99 customers through the State Home Foreclosure Prevention Program.
Strong
HIGHLIGHTS:
> Outreach seminars provided to Appa Kappa Alpha and Bank of America’s Housing Seminar and Expo.
> Mecklenburg County proclaimed April as Financial Literacy Month.
> 151 families purchased a home through the variety of programs offered through the
Homeownership Center of Charlotte.
> Promoted active resident leaders and neighborhood groups through community organizing,
training, technical assistance with grant applications, and engagement with City and McColl
Center for Visual Art opportunities.
Programs Agenda 2014
Manage highly effective programs that improve the net worth and quality of life of residents and
improve their ability to purchase and/or keep a home by providing down payment assistance
programs, lending programs and high quality education programs. Partner with residents of target
communities and provide programs aimed at improving community connection, increasing safety,
developing resident leaders and making progress on agreed upon neighborhood goals and public policy
agendas. Begin to explore ways to track overall customer outcomes.

RENTAL COMMUNITIES:
> Atando Avenue Apartments – 130 units of Family Housing is in planning phases for Brightwalk
at Historic Double Oaks.
> The Dannelly – 62 units of Senior Housing is in planning phases at the Catawba.
> Chambers Point – 86 units of Senior Housing being constructed at Ayrsley with 211
preliminary rental applications received.

> Morrison Plantation – 92 units of Senior Housing is in planning phases for a 4.65 acre parcel in
Mooresville.
> Scaleybark – 92 units of Family Housing is in the planning phases.
> Tyvola II – 20 units of Supportive Housing.
> Weddington Road Apartments – 70 units of Workforce Housing is in planning phases for a 7.23 acre
parcel in south Charlotte. Hosted community meetings and completed rezoning.
HIGHLIGHTS:
> Acquired the assets of CMDC, Inc. to expand our mission to include economic development.
> Provided a total of 1,382 rental homes to families and seniors, creating an environment for a
financially stable household.
> Achieved occupancy rate of 97.4%.
Development Agenda 2014
Ensure increasing numbers of low and moderate income individuals and families in the Charlotte
metropolitan statistical area as well as surrounding counties and states have access to high quality
affordable housing by:
1) growing the organization’s rental housing portfolio (both acquisition and development);
construction or rehabilitation of single family homes; and development of buildable lots.
2) increase the viability of commercial corridors by identifying, acquiring and developing blighted
and/or abandoned commercial property and vacant property,
