2016 Ohio Sires Stakes Conditions for 2- & 3-Year-Olds
1.
Nominations. Nominations for 2- and 3-year-olds must be postmarked no later than March 15 2016. Most post offices do not routinely
postmark mail. Nominators mailing close to the deadline, including those using computer-generated postage, should make sure the letter
is postmarked by a postal employee. Nominations not received by the March 15, 2016 deadline, not postmarked, and those postmarked
after March 15, 2016 will not be accepted. Nominations of unnamed horses will not be accepted. If a horse’s name is changed after it was
nominated, the nominator must advise the Ohio Standardbred Development Fund (OSDF). A horse nominated at one gait may move to the
other gait by advising the OSDF, provided the horse has not previously raced in a leg of the Ohio Sires Stakes.
2.
Payments:
The fee for any horse nominated to all four sires stakes races:
$500
The fee for any horse nominated to any single race:
$200
The starting fee for all series races is:
$500
There are no sustaining payments due. On all four-race payments, $75 will go to each series race and $200 to the Championship. On
individual race payments, the entire $200 payment will go to the series race. All nominating and starting fees must be paid in U.S.
currency. A horse entered by a nominator who pays fees with a dishonored check may be dropped from the eligibility list and the matter
may be referred to the Ohio State Racing Commission under Ohio Administrative Rule 3769-17-42. All payments are forfeited. The
appropriate amount of money will be shifted to the new gait if an eligible horse changes gait.
3.
Entries. Starters in legs, Championships and Consolations shall enter at the regular time practiced at that racetrack. Each race is a onemile dash.
4.
Requirements to start. At time of ENTRY, a starter must show within 45 days prior to the advertised day of the race at least one
performance line without a break and within the time requirements below. A one second allowance on time requirements will be granted on
entries taken through the first leg of each series race for 2- and 3-year-olds. An official workout before the Judges will not be acceptable.

5.
Scratches. Horses scratched sick or lame from any purse race may not race in a sires stakes leg, Championship or Consolation until the
seventh (7th) day after the date of the race from which the horse was scratched; and then only with a veterinarian’s permission slip.
6.
Starting. Horses on the starting gate are limited to nine on five-eighths mile tracks and eight on half-mile tracks. In any leg if 11 or more
horses enter, the race will be contested in two divisions. Thereafter, if 20 or more horses enter, no division shall be raced with more than
one trailer. All divisions shall be raced on the advertised date unless postponed pursuant to condition #10.
7.
Starters. If less than five horses enter any leg, the race shall be cancelled and trainers so notified. Each horse entered shall be entitled to
an equal share of all money paid in nominating fees credited to that leg. All available points will be divided equally based upon the number
of horses entered by using the points awarded system for each leg as described in the conditions for “Championship and Consolation
Races.” Each horse entered will be awarded one additional point as if the horse started in the race.
8.
Purses. All nominating and starting fees will be added to the purse. No funds for a race shall be allocated to and paid to a permit holder by
the OSDF unless the permit holder adds at least twenty per cent to the amount allocated by the OSDF, and not less than five thousand
dollars to each race. The OSDF shall add a minimum of $33,000 per leg. The total purse will be divided equally between divisions. The
minimum purse for each division shall be $40,000. The maximum purse for one division shall be $45,000. The purse for each
Championship shall be $250,000 guaranteed. The purse for each Consolation shall be $50,000 guaranteed.
9.
Eligibility. Foals eligible shall be only those sired by a Standardbred stallion registered with the Ohio State Racing Commission during the
year of conception. No filly may enter colt and gelding legs. No colt or gelding may enter filly legs. Any foal produced by embryo/ovum
transplant shall be eligible when in compliance with United States Trotting Association rule number 26.24.
10.
Cancellations. If circumstances prevent racing any leg, Championship or Consolation at the scheduled racetrack on its advertised date,
the OSDF Commission may reschedule it on another date or at another track.
11.
Rules/Rulings. Rules of the Ohio State Racing Commission to govern. The OSDF Commission has final authority to determine any
questions related to horse eligibility and interpretation of the conditions. All Ohio Sires Stakes must be scheduled as betting races unless
approved by the OSDF Commission.
12.
Sample Testing. All horses entered in Ohio Sires Stakes may be subject to TCo2 testing.
Championship & Consolation Races
Starters in Championships and Consolations shall be limited to eight on a half-mile track and to nine on a five-eighths mile track. Starters in
either race do not need to meet requirements contained in Condition four (4).
All horses receiving points in the legs may enter a Championship, but only the eight horses for a Championship on a half-mile track or nine
horses for a Championship on a five-eighths mile track with the highest point totals of those entered will be selected as starters.
Points will be awarded in each of the first four legs of the series as follows: Win-50, Second-25, Third-12, Fourth-8, Fifth-5, and All Starters1. In the event of a dead-heat, horses shall receive the standard distribution of points for their particular order of finish. For the purposes of
awarding points to qualify for the Championship or Consolation, each division shall be considered a race.
When the Championship is raced on a half-mile track, the eight horses with the highest point totals are not eligible to enter the Consolation.
When the Championship is raced on a five-eighths mile track, the nine horses with the highest point totals are not eligible to enter the
Consolation. If a horse is eligible by points and drawn in to race in the Championship, the horse shall race only in the Championship. A
horse scratched from the Championship is not eligible to enter the Consolation.

Excluding ineligible horses, all other horses receiving points in the legs may enter a Consolation, but only the eight horses for a Consolation
on a half-mile track or nine horses for a Consolation on a five-eighths mile track with the highest point totals of those entered will be
selected as starters.
Entry is not automatic. A horse must enter the Championship or Consolation to be named a starter. If six (6) horses are not entered, the
Consolation shall be cancelled.
Points shall be awarded according to any placing of the judges and shall be used to determine which horses shall qualify for a
Championship or Consolation. Any pending appeal of a ruling issued by the judges shall not alter the placing determined by the judges.
If two or more horses tied in points declare in for the last position in a Championship or a Consolation, the horse with the highest OSS
earnings for the current year will be the last starter. If the tie is not broken by earnings, the last starter shall be drawn by lot.
Two also-eligible horses may be drawn. The higher point winner shall be assigned also-eligible #1. If also-eligible horses tie in points,
the horse with the higher OSS earnings for the current year would be also-eligible #1. If the tie is not broken by money earned, alsoeligible #1 shall be drawn by lot. Also-eligible horses may move in if a scratch occurs prior to the designated scratch time at the track
hosting the Championship or Consolation. Starters shall declare in at the usual time practiced at that track for overnight entries. All
horses entered in a Championship or Consolation shall be required to report to the detention area at the racetrack hosting
the Championship or Consolation at least six hours prior to the advertised post time of the race entered. Any horse late for
detention shall be scratched by the judges.

Starting Fee. Nominations are not required. The starting fee for each championship is $500. Championships are for 4-year-old
and up trotting horses or geldings, trotting mares, pacing horses or geldings, and pacing mares. If six separate betting interests
are not entered for any Championship, that Championship may be cancelled.
2.
Eligibility. Four-year-old & up trotters and pacers sired by a stallion registered with the Ohio State Racing Commission during the
year of conception. Any foal produced by embryo/ovum transplant shall be eligible when in compliance with United States Trotting
Association rule number 26.24.

commercial tracks and Ohio fairs between January 1, 2016 and October 1, 2016 that have raced a minimum of five
times in Ohio in 2016 prior to October 2. All horses’ earnings will be verified by an examination of the official records of the
U.S. Trotting Association. Purse earnings in other jurisdictions do not count towards a horse’s total.
If two or more horses tied in earnings declare in for the ninth position in any Championship, the ninth starter shall be drawn by
lot. Two also-eligible horses may be drawn and the same method shall be used in the case of a tie. An also-eligible horse may
move into a Championship if a scratch occurs prior to the designated scratch time at the host track. Starters in Championships
shall declare in at the usual time for overnight entries practiced at the host track. Any horse scratched sick or lame from any
purse race may not race in a Championship unless seven days have passed from the date of the race from which the horse was
scratched. There are no qualifying time standards.
If circumstances prevent racing any Championship at the scheduled track on its advertised date, the OSDF Commission may, if
possible, reschedule the race on another date or at another track. Each race is a one-mile dash. All horses entered in the

All events are conducted under the Ohio Fairs Fund Law. ELIGIBILITY: In
Accordance with Section 3769.082 of the revised code is limited to foals sired by
an eligible Ohio stallion registered with the Ohio State Racing Commission for the
breeding season in which the colt or filly was conceived.

8. Only colts may enter and race in the colt events, and only fillies may enter and race
in the filly events.
9. Checks dishonored at any financial institution, for any reason, shall be considered
the same as a non-payment, and all entries covered by this dishonored check shall
be ineligible to participate
10. Determination of eligibility shall be determined by the list of eligible provided by
Scioto Downs.

12. Horses must be declared according to Scioto Downs draw schedule.
13. Should circumstances beyond control of Scioto Downs prevent the racing of any
race on the advertised date, Scioto Downs will denote the change of race date

MEMBERSHIP: All owners of each entered colt or filly must be a member of the Ohio Harness Horsemen’s Association (OHHA) $65 per owner,
due with nomination, if not already paid. Each membership receives a card good for one admission to Ohio Fair Racing Conference member fairs
on race days.
ASSOCIATE MEMBERSHIP: Additional passes to OFRC member fairs on race day may be obtained by becoming Associate members of
OHHA $25 per member.
ELIGIBILITY
• OSRC and Ohio Fair Racing Conference rules to govern. Horses must be sired by a stallion registered with the Ohio State Racing Commission. If any colt or filly changes gait after nomination, it may be transferred to the adopted gait at the time of entry. If possible, all payments
will follow the entry, due to change of gait. All races will be mile dashes.
• Races will split at seven on tracks that score four-wide; at eight on tracks that score five-wide; at nine on tracks that score six-wide; at ten on
tracks that score seven-wide; and at eleven on tracks that score eight-wide. In all divided races, the entry fee shall follow the horse.
• Please give the names of the fairs at which the horses are to be nominated at $75 per fair if they are not nominated at the across the board
rate of $330 per horse. Any horse entered by a nominator who pays fees with a dishonored check may be dropped from the eligibility list and
referred to the O.S.R.C. under Ohio Administrative rule 376-7-42. All payments are forfeited.

Home Talent Colt Stakes Nominations For 2016 Racing Season – The 14 Member Fairs For The Home Talent Circuit Are: Franklin
(Hilliard); Carroll (Carrollton); Crawford (Bucyrus); Knox (Mt.Vernon); Richland (Mansfield); Lisbon (Columbiana); Lorain (Wellington);
Jefferson (Ashtabula); Stark (Canton); Mahoning (Canfield); Wayne (Wooster); Ashland (Ashland); Dover (Tuscarawas) And Coshocton
(Coshocton).
ONE TIME PAYMENT – NO SUSTAINING FEES
- Horsemen will make a one time payment of $500.00 Per horse and be able to enter whatever fairs you desire
at time of declaration.There will be no other payment before starting your horse.
- If you wish to enter only one (1) and no more than three (3) fairs you may do so by paying $100.00 Per fair and then $100.00 starting fee at time of entry. You must name these fairs at this time and this can
not be changed.
- Starting fee will be $100.00 per horse. This must be paid if you enter the horse and then do not declare it to start.
- All entry fees will be divided equally between the (14) member fairs at gait and sex. Starting fees and individual fair nominations will be added at each fair respectfully.
NOMINATE Across the Board in the HTCS and you can nominate up to 3 additional fairs in the SVCC, OCRA
and/or WOCRA for a $25 service fee per fair (this will not be added to the purses and there is no membership
fee to that circuit). Send all forms and payments (made out to the individual circuits) along with your HTCS
Across the Board nomination form and I will see that the nomination(s) is recorded with the proper circuit. Please
use their forms located in this booklet. This is Southern Valley, Home Talent, OCRA, and WOCRA circuits working together for you. And remember this is only avaialble to those who nominate ACROSS THE BOARD.
Nominations booklets will be mailed only to those requesting them. Nominations can be found on our website at
www.hometalentcoltstakes.com. If you have access to a computer, please get your nomination on the website.
MEMBERSHIP $50.00 Per owner. Each member will receive HTCS passes paid at nomination time.
ELIGIBILTY
(1) All foals must be sired by a stallion registered with the state racing commission
(2) Eligible stallions, which means those stallions: (A) Owned by a resident of ohio and regularly standing the
entire stud season in ohio; or (B) Owned by a resident of a state other than Ohio but regularly standing the
entire stud season in Ohio and leased by a resident of Ohio for term of not less than ten years; or (C) Owned
jointly by a resident of a state other than Ohio and a resident of Ohio, regularly standing the entire stud season
in Ohio, and leased by a resident of Ohio for a term of not less than ten years.
- Each race shall be conditioned to admit only registered two-year-old and three-year-old colts and fillies sired by
a registered stallion owned or leased and permanently standing for service at and within this state at the time of
foal’s conception, at each gait of trotting and pacing.
- Change of Gait- if any horse changes gait it may be transferred to the adopted gait until time of declaration to
start.
2016 Buckeye Fair Racing Consortium
Bonus Plan
With your ACROSS the BOARD entry at any of the
Buckeye Fair Racing Consortium circuits, you may select
up to 3 additional fairs for that horse in any other member
circuit at a cost of a $25 service fee per fair (service fee
to the circuit which you are nominating will not be used for
purse money and there will not be a membership charged
for that circuit. Entries which are not ACROSS THE
BOARD will not get the bonus plan. Each circuit has a
fee per horse/per fair for individual fair selections with a
mandatory membership fee.

When making your additional nominations, please use that
colt circuit’s nomination form locted in the booklet provided
by the Ohio Harness Horsemen’s Association, make
your payment to that circuit and send everything to the
ACROSS THE BOARD circuit. Each circuit secretary will
then see that the nomination(s) and payment(s) are sent to
the respective circuits.
HOME TALENT RACING CONDITIONS
All races conducted according to the rules of the O.S.R.C and the U.S.T.A. ALL FAIRS WILL RACE ALL STAKES ONE HEAT ONLY: in the event more than 8
colts or fillies (7 at Lisbon, Wooster and Jefferson) are declared in to start, the race shall be split and raced in division, each division will race for an equal share
of the total purse, with exception of the declaration fee which will follow the colt or filly.

ESTIMATED BASE PURSE OF COLT AND FILLY RACES -$5,000, HORSEMEN’S FEES ADDED
Nomination Fee - $425 (which includes a $20 service fee to help offset expenses of the colt circuit) to be paid on or before March 15th on
each colt or filly which makes the entrant eligible for all 9 fairs or $70 (which includes a $10 service fee to help offset expenses of the colt
circuit) per fair to be paid on or before March 15th.
No Sustaining Fees. Nominating (less service fees) and Starting Fees shall be added to the base purse.
Please include each owner’s Social Security Number. This list will be provided to member fairs, if requested, to help expedite the distribution
of purse checks immediately following the races. This is due and must be paid at the time of nomination - March 15, 2015.

CONDITIONS FOR COLT & FILLY EARLY CLOSERS
• All foals must be sired by a stallion registered with the Ohio State Racing Commission.

• All races are mile dashes. Single heats for 2 and 3 year olds - 100% of total purse.
• In the event there are more horses declared to start than the track will permit, the race will be divided and raced in divisions, each division
will race for an equal share of the total purse.
• Should the race be split into divisions, there will be no more than two (2) horses in the second tier.
• Colts will race with colts and fillies will race with fillies unless the Department of Agriculture rules differently.
• Alcoholic beverages and the use of profane and/or abusive language are not permitted in or around the barn and race track area.
• Accident insurance will be provided by the Southern Valley Colt Circuit conjunction with the Ohio Harness Horsemen’s Association.
NOMINATE
• Across The Board in the Southern Valley Colt Circuit and you can nominate up to 3 additional fairs in the Home Talent, OCRA and / or
the WOCRA for a $25 service fee paid per fair (this will not be added to the purses and there is no membership fee to that circuit). Send
all forms and payments (made out to the individual circuits) along with your SVCC Across The Board nomination form and I will see the
nomination(s) is recorded with the proper circuit. Please use their forms located in the booklet. This is the Southern Valley, Home Talent,
OCRA and WOCRA circuits working together for you and remember this is only available to those who nominate ACROSS THE BOARD.

The early closer races are conducted and governed by the rules and regulations of the USTA, Ohio State Racing Commission, Ohio Department
of Agriculture and Southern Valley Colt Circuit. The right is reserved to reject any entry. The right is reserved to transfer any of these early closing
events to any other fair track as the association deems necessary due to unavoidable causes, but not after the last day of the fair.

Series Events
Conditions
1. These events are subject to the rules and regulations of the Ohio State
Racing Commission.
2. Nomination fee makes entries eligible to all legs in that series. All nomination fees are part of the purse for the series finals.
3. The final and consolation in each series will be for the highest money winners in that series, limited to ten(10) horses with no more than two (2) entries
from one interest or stable. If the highest money winners do not enter, the next
highest money winner(s) or starter(s) in that series or those that enter a leg
that does not fill will be eligible to enter so that ten (10) horses declare to start.
Two (2) also eligible for the final may be selected from the next two (2) eligible
that enter.
4. In the event of more than one division, the starters in the divisions will be
drawn by lot with the stable entries split.
5. If twelve (12) or more horses are declared in for any event, the race will be
contested in two (2) divisions, and, thereafter, if more than twenty (20) horses
are declared in, none of the divisions shall be raced with more than one trailer.
6. All divisions will be one dash at one mile. The purse division will be 50-2512-8-5%.
7. Management’s right is reserved to reject any nomination or reject any
declaration to start in excess of two (2) of the same interest in any division;
place entries in their eligible events if incorrectly entered; call off any event that
does not have six (6) separate betting interests and may carry over to the next
racing day from the advertised day of the race any divisions in excess of two
(2) divisions of that series.
8. Declarations will close according to the draw policy in effect at the time at
Scioto Downs. Each event not having at least thirty (30) eligible nominations
may be cancelled and monies refunded.
9. All entries must meet Scioto Downs qualifying standards. A pari-mutuel race
is defined as a race held at a meet with no agriculture fair in progress and with
an annual total of more than six (6) days of pari-mutuel wagering.
10. Scioto Downs will not be liable or responsible for losses, injuries, or damages sustained to or by owners, drivers or horses entered and participating in
any of these events. All risks involved in connection therewith are assumed in
full by the owners and drivers of these entries and their employees or agents.

All money received in nomination fees and payments plus the amount received from the track awarded these
futurities will be paid out in purses less actual expenses (ie., Clerical, printing, postage).
2016 payment will be divided equally between the Trot and the Pace. All payments on Three Year Olds will be
credited to the division according to the declared gait of the colt/filly. If any two or three year old changes gait
at any time, it may be transferred to the race to which gait has been adopted at any payment date including the
starting fee payment and all payments follow that race, except where they are divided equally. All events will be
raced in a single dash of one mile. Money division will be 50% - 25% - 12% - 8% - 5%. No purse money set
aside for the winner. Trophy for each division. If more than 9 are declared in to race, will be divided. At the
discretion of the Judge, Fillies and Colts can be raced separately based on number of entries.
In the event there are less than five starters in any event, the purse will be distributed as follows:
Four starters: 55%-25%-12%-8%: Three starters: 60%-28%-12%; Two starters: 65%-35%; one
Starter 100% but horse must start and go over the course. No entry fees to be returned on a declaration after a
horse has officially been declared to start. If any condition, beyond the control of the Association arises which
prevents the racing of this futurity, or either divison therof, the right is reserved to call same off and pay the
persons owning the colts/fillies on grounds eligible at the time of said calling off, their pro rata share of all
money which has accrued in the division or divisions called off, after deducting the actual expenses of the
