Laus announced the creation of Clark Freeport Zone vice Clark Special Economic Zone, following the ratification of Congess on the Bicameral Conference Committee report on proposed amendments to Bases Conversion Development Act. The announcement was made recently as the Senate on February 5 ratified the designation of Clark as a freeport zone. On Jan. 31, the House of Representatives approved the same Bicam report that would restore the tax incentives and duty privileges of locators in Clark. The Bicam committee approved the reconciled version of the Clark bills from both houses of Congress last Jan. 29. Laus said “Clark freeport is a dream come true and an enviable status… we can look forward to better days and brighter future not only for CDC but for the whole Clark freeport The Bicameral Conference Committee (Bicam) has approved tax incentives and tax amnesty for Clark locators and has declared the entire 4,400-hectare Clark main zone as a freeport zone. Laus said President Gloria Macapagal-Arroyo is expected to sign the bill into law within 30 days after its ratification in both houses of Congress. Laus cited those who gave their all-out support for the resolution of Clark tax bills. Among them Senators Lito Lapid, Richard Gordon, Mar Roxas, Committee Chair Ralph Recto and Sergio Osmena III, and Reps. Francis Nepomuceno, Mikey Arroyo, Rey Aquino and Anna York Bondoc-Sagum. Laus made special mention of Gordon whom he said was initially expected not to support the Clark bills. He said he was surprised when Gordon was the one who argued for making the entire Clark a free port zone. Laus, who led lobbying efforts by Clark investors and locators for the granting of tax incentives, said Congress’ decision “will have a tremendous impact not only on Clark but on the whole of Central Luzon.” This will boosts President Arroyo’s plan to make the Clark-Subic corridor a major investments hub in the Asia Pacific region, said Laus. The Chief Executive has lauded the leadership of Laus for leading lobbying efforts for the passage of the Senate bill as initially proposed by Recto. Since CDC’s creation in 1993 as the implementing arm of the Bases Conversion Development Authority (BCDA) for Clark, more than 450 foreign and domestic investors have pumped in at least P24.33 billion worth of investments. Last year alone, investors in Clark exported a total of US$1 billion worth of various items. The Clark International Airport Corporation (CIAC) has identified priority projects in the development of the Diosdado Macapagal International Airport (DMIA) that will form part of the Feasibility Study under a technical grant by the Korean International Cooperation Agency (KOICA). In a letter to National Economic and Development Authority, CIAC chairman Nestor Mangio identified the project components of the Phase I implementation of the DMIA Master Development Plan and sorted priority projects that include the development of the DMIA Passenger Terminal 2, General Freight Terminal Facilities, Maintenance, Repair and Overhaul (MRO) Facilities, Gateway Terminal (Phase 1) and the Airport Plaza. Mangio requested NEDA “to favorably endorse the above-mentioned projects to KOICA for the technical grant.” CIAC president and CEO Victor Jose I. Luciano earlier said that a $2-million feasibility study that is proposed to be funded by by KOICA for the full development of priority projects in DMIA. (CIAC) is rushing its plans to upgrade the Diosdado Macapagal International Airport (DMIA) for completion by 2010 when the Ninoy Aquino International Airport (NAIA), with its limited runway space, is expected to reach its “saturation point.” CIAC chairman Nestor Mangio said the government body has identified projects for the DMIA that will include a new and bigger passenger terminal, a general freight terminal, maintenance, repair and overhaul facilities, the first phase of a gateway terminal, and an airport plaza. CIAC is a subsidiary of Clark Development Corporation. These projects will be covered by a $2million feasibility study to be proposed for funding by the Korean International Cooperation Agency (KOICA) as soon as the National Economic Development Authority (NEDA) endorses it. The projects comprise only the first phase of the master plan for the DMIA, Mangio said. He also reported that terminal fee collections at the DMIA increased by 126 percent, from P35,863,650 in 2005 to P81,097,750 in 2006. Combined international and domestic cargo tonnage also increased 15 percent from 112, 266 tons in 2005 to 128,747 tons in 2006. Subic-Clark Alliance for Development chairman Edgardo Pamintuan, in a statement, said LPA Group Inc. of South Carolina, reputedly one of the 20 best airport design services firms in the United States, wanted to help develop the Subic-Clark Corridor into world-class logistics hub. Pamintuan said Dennis Wiehl, vice president for international operations of the LPA Group, sent two letters to President Gloria Macapagal Arroyo, informing her of the 5 company’s investment plan for the country. He said LPA Group offered to prepare the Master plan and environment study for the airport, as well as the areas traversed by the Subic-ClarkTarlac Expressway in Pampanga, Tarlac and Zambales. The US firm, he said, was on the final stages arranging a $400-million loan agreement with US Eximbank to finance the airport project. Separate financing was also being arranged for the master plan of the corridor, Pamintuan said. “Right now, we are expanding the current terminal building of the DMIA initially to accommodate the dramatic growth of passenger traffic since the airport became a hub for domestic and international budget airlines, “he said. He said President Arroyo wanted to develop Clark and Subic, former American military bases, into a world-class logistics hub. “Now that the two facilities have been completely converted to civilian and economic uses, perhaps the US can also help boost our efforts. Indeed, we welcome the return of the Americans in Clark and subic, specifically American companies involved in logistics, communications and information technology,” he said. The government plans to expand and develop the airport at a cost of up to P56.5 billion, which would enable it to accommodate more than 10 million passengers annually, up from 500,000 passengers in 2006.
