a. Road and Bridges
• Total road length of the whole province has an average increase of 3.4% every
year.
• Total Road Length – 5,948 kilometers (classified as 10% national road, 16%
provincial road, 1% city road, 5% municipal road and 68% barangay road
• The entire road network is composed of 3% asphalt, 18% concrete, 56% gravel
and 23% earth.
• Circumferential roads in Dauis-Panglao Road are converted from provincial
road into national road.
• There are 8,869.88 linear meters of bridges within the road network of which
67% are concrete, 12% are steel, 10% are bailey and 11% are timber bridges.
• Temporary bridges such as bailey and timber comprises are already in bad
condition and impassable to traffic due to poor maintenance.
• Some of the span temporary bridges were converted to box culverts.
• 20% of the total length or 1,839 linear meters are under the jurisdiction of the
Provincial Engineer’s Office.

for the period 2005-2008 with an average of 4.74% per year.
• The BOHECO I & II and the BLCI have an average system loss of 9.38% per
year which is 7.22% for BOHECO I, 11.49% for BOHECO II and 9.43% for

• Bohol has 2,224 springs, 59 rivers (of which 11 are major river systems) and 200
creeks.
• By 2035, water demand from 6 municipalities (i.e. Tagbilaran City, Panglao, Loon,
Talibon, Tubigon, and Ubay) is projected to account for 45% of total projected
demand.
• State of Water Scarcity: The northern and northeastern parts of Bohol have scarcity
of groundwater due to its geological formation being volcanic in nature. These

How to Collect Soil Sample:
1. Soil sampling should be done preferably right after harvest.
2. The field is best sampled when its moisture content is suitable for plowing.
3. Avoid drawing sample from spots where trash was recently burned; near roads,
trees, hedges, compost heaps, or buildings or where old dikes were once
located, dikes, fence boundaries, dead furrows and other unusual areas.
4. Do not sample a field within sixty (60) days after an application of lime, ashes
or fertilizer.
5. In sampling, any or combination of the following tools may be used:

6. For rice, corn, and similar crops, only the top soil, approximately 20-30
centimeters is required. For deep-rooted crops such as fruit trees, the subsoil, 20-30 cm may be sampled.

b. Appearance – soil color indicates difference in soil characteristics
8. Most fields are small, but in the event the field is large, divide it, so that each

9. Before taking the sample, brush or scrape away any stones, rubbish, or trash from
the surface and expose the soil before boring or digging the hole. Soil sample
should be taken from freshly dug holes, or freshly plowed fields. A trowel may be
used for plowed fields or in very friable soils. In other conditions, a soil auger, a
soil tube, or a spade may be used.
10. Take a slice of soil into 2 to 3 cm thick with a single downward thrust of a spade
from the surface to plow depth or 20 to 30 cm depth from 5 to 10 pits over the
field unit.
11. One composite topsoil sample is secured by mixing thoroughly samples taken
from different places, more or less evenly distributed over the areas. The
composite subsoil sample should be taken from the same places for topsoil. About
½ kilogram of a well–mixed composite sample should be submitted for chemical
analysis.
12. Air-dry your sample if possible and keep away from foreign materials. Place each
sample in a plastic bag and label it. (Name, address, farm location, crops, age of
fruit trees, area of farm lot)

Procedure:
1. Secure and fill up request form available at the laboratory.
2. The client must present pertinent history/information regarding his problem
under investigation.
3. For necropsy, specimen (live or dead) animals not more than 6 hours from
time of death must be submitted on or before 2 o’clock in the afternoon.
4. Water sample for analysis should be freshly collected and handles aseptically
and must be submitted with complete data as to the time and date of collection.
5. Specimen for bacteriology, serological, histopathological, parasitological and
rabies examination may be submitted anytime from Monday to Friday.
6. Blood specimen for serology must be collected without anticoagulant and
allow standing at room temperature until clot has retracted. Serum should be
separated from clot as soon as possible.
7. Whole blood may be sent to the laboratory if rapid transport is possible, but if
they were be over 24 hrs send serum only.
8. Materials sent by transport must be properly packed and labeled in disposable
plastic or in glass container with coolant pack accompanying case history and
requested examination.
9. Pack individual tissues, fecal, serum or blood samples in separate sterile
container to avoid contamination.

I. Plant Quarantine Services (PQS)
A. Import Quarantine
Any person/company intending to import plants/plant products shall file an
application for Permit to Import (BPI Q Form No. 1) with the PQS prior to
importation.
Importations which require Permit to Import and are subject to inspection:
• Living plants
• Nursery stocks, including vegetative parts thereof used as propagating materials
• Seeds nut for planting
• Fresh fruits, vegetables, and other plant products, which have been declared as
prohibited/restricted imports under Special Quarantine Orders by Virtue of their
being known hosts of certain plant pests, or because they originate from
restricted areas.
• Pure cultures of fungi, bacteria, virus, nematodes and other phytopathogenic
materials.
• Mushroom cultures including spawn
• Algae cultures, rhizobial cultures as legume inoculants
• Soil and plant materials for isolation of organism
• Other plants cultures
• Certain species of animals such as insects, birds, monkeys, reptiles are capable
of causing injury to agricultural crops are liable to become agricultural crop
pests
• Bio-control agents and genetically modified organism/materials
Importations not requiring permit to import
The following imports maybe allowed to enter the county without securing the
Permit to Import. However, they are subject to inspection/verification and
prescribed treatment and payment of regulatory fees and charges:
• Plant products not governed by any plant quarantine restriction/prohibition and
fruits and vegetables in limited quantity and plant products intended for food or
animal feed or those for processing or manufacturing purposes
• Properly dried or sterilized, or poisoned botanical specimens or herbaria,
provided, free from soil or sand
• Fresh flowers, bouquets and other floral arrangements when free from soil, sand
and other prohibited materials

Section 22. Tax Incentives to Registered Enterprises. In addition to the incentives
provided under Republic Act 7160 otherwise known as “Local Government Code of
1991,” and Republic Act 7916 known as “The Special Economic Zone Act of 1995,”
Executive Order No 226 known as “Omnibus Investments Code of 1987” and other
