BULLETIN Number 96 - MAY 2010 EXTRACT FROM THE TOURISM DEVELOPMENT STRATEGY OF MONTENEGRO 2020 “Clearly, tourism as such can only be expected to create a limited number of new jobs. On the other hand, through difficult to quantify, the indirect activities stimulated and generated by tourism afford considerable scope for job creation. So a distinction has to be drawn between jobs in and through tourism.” PUBLISHERS: GOVERNMENT OF MONTENEGRO MINISTRY OF TOURISM Minister: Mr. Predrag Nenezić “INTEGRATED TO TRASTE BAY” P Secretary of the Ministry: Mrs. Željka Radak Kukavičić PR: Mrs. Jelena Paović Address: Rimski trg 46 81000 Podgorica Montenegro Phones: +382 (0)20 482 333 +382 (0)20 482 334 +382 (0)20 234 116 Fax: +382 (0)20 234 168 E-mail: [email protected] Web site: www.mt.gov.me NATIONAL TOURISM ORGANISATION OF MONTENEGRO Managing Director: Mr. Saša Radović Address: Rimski trg 47 81000 Podgorica Montenegro Phone: +382 (0)20 235 155 Fax: +382 (0)20 235 159 Call center: 1300 E-mail: [email protected] Web site: www.montenegro.travel 2. This Bulletin is printed on recycled paper. May 2010 The Orascom Development Holding Company held a press conference and reception on Monday, 17 May in Tivat on the occasion of presentation of the “Integrated tourist settlement in Traste Bay” Project. In October last year, this Egyptian company signed a Contract with the Government of Montenegro on long-term lease of land on Lustica Peninsula where a small townexclusive tourist complex will be built in the next 12 years. Prime Minister Milo Đukanović, Mayor of Tivat Miodrag Kankaraš, the President and General Director of Orascom Company, Samih Savnrns, and Director of Orascom Europe, Rejmond, presented the project of integrated tourist settlement in Luštica Peninsula. The new town in Trašte Bay will be built on 6.8 million square metres, and it will be consisted of eight three to five stars hotels, with around 2.200 rooms, 1600 apartments, more than 700 villas, and golf courses with 18 holes, two marinas, restaurants, schools, kindergartens, ambulance, shops and sport facilities. A road to the location will be built after the summer season is over. The first phase will start beginning of 2011 when a marina, a couple of residential units, a part of facilities in the centre of the town and a golf course will be built. This phase is planned to be finalized end of 2013. Reminding that negotiations with Orascom Company started in 2007, Prime Minister Milo Đukanović pointed out that the Government had a vision and courage to undertake this project. Two crisis years in the world’s economy did not stagger investors in Montenegro and the project implementation has not stopped, said Đukanović, emphasizing Porto Montenegro, Sveti Stefan, and the work of the Government as well. We will finalize two major infrastructure projects, which provide a strong support to private investors. A water-supply system for the Montenegrin coast will be finalized in a month, and it is worth around a hundred million EUR. In a month or two, we will have an important road which will link two tourist pearls, Boka Kotorska and Durmitor. In the crisis year, these are valuable investments even for financially more capable investors than the Government of Montenegro, said Đukanović. He added that attractiveness of our country as a tourist destination was preserved and thanked Orascom for good and wise choice of the new development project. A key task of the Government of Montenegro is to make it a part of developed European society. We want our citizens to live according to standards of developed world: to have enough new jobs, good salaries and pensions, efficient legal state which guarantees safety to citizens, investors, tourists and anyone visiting Montenegro, sufficient level of democracy and multi-ethnical harmony. On that road, it is very important to us to keep current and attract new investors. The country can be proud of the selection of investors who do their business in our territory, and Orascom will be a new, strong identity card of Montenegro, a prestigious investment community and respected tourist destination – said Prime Minister Đukanović. Mayor of Tivat Miodrag Kankaraš pointed out that the project was important for Tivat, Boka and Montenegro, and that its scope exceeded Porto Montenegro. A key element, adoption of the Spatial Urban Plan of Tivat municipality, would be finalized in the OURIST SETTLEMENT IN PROJECT PRESENTED next few days. That would allow for obtaining a construction permit and starting the project implementation, said Kankaraš. Director of Orascom Europe Rejmond Kron reminded that the Swiss Company was founded 21 years ago in Egypt. Our company is not only investing, but building as well and later manages the socalled integrated tourist towns. This is the main difference between us and standard investors, said Kron at the reception organized within the presentation in Tivat. We have businesses in three continents in nine countries, three of which are in Europe. First of all, we have a project which will be implemented here on Luštica Peninsula. We are trying to find a real balance between environmental, economic and social aspects. We believe that this is, long-term, the best approach. An important aspect of implementing our plans is that we work locally – we have established Luštica Development Joint Stock Company here and it will be fully responsible for implementation of this project in Montenegro. Local team in Tivat will be responsible for implementation of the entire project - said Kron. Montenegrin Minister of Tourism Predrag Nenezić pointed out that it was the investment that is implemented in record period. Less than three years will pass from the idea to the project implementation, which was a record time for a project of this size, importance and level of preparation and development required. We are happy because of the fact that in three years we will have an opportunity to visit a part of the new town in Luštica, said Nenezić. Minister of Tourism said that it was especially important that Luštica Development would be located in Tivat, because this Company is fully committed to working with local community and non-governmental sector. This is another indicator that Montenegro does not have alternatives for public-private partnership, attracting strategic, large investors who come to Montenegro and stay for a long period of time. The cooperation between the Government, Tivat municipality and Orascom Company confirm that this recipe pays off and that it is the only possible way for us, said Nenezić. He announced the next meeting in September, when works on Luštica are planned to start. Two crisis years in the world’s economy did not stagger investors in Montenegro and the project implementation has not stopped, said Đukanović, emphasizing Porto Montenegro, Sveti Stefan, and the work of the Government as well. Total value of the investment is around one billion EUR, and its implementation, according to standard practice of Orascom, is the responsibility of the local company Luštica Development JSC, in which Orascom has 90%, and the Government of Montenegro 10% of shares. General Director of Orascom Samih Saviris believes that the strongest protection of Luštica Peninsula is contained in the fact that not only a few houses will be built there, but a whole town. If we built there something that was not acceptable to local population, than I am sure that such project would not be successful. The only way for us to stay and work well is to be accepted by everybody. Therefore, you can be absolutely confident about the sustainability of this project. This country is truly beautiful, motivates us to build something very beautiful. The biggest reward for me would be if some day someone could come to Montenegro and say that it is like Monte Carlo. Actually, more beautiful than Monte Carlo. We dream our dreams and trying to push them in that direction, said the manager of Orascom. Thanking to the Government of Montenegro and Porto Montenegro, who made the first and a lot harder step, Saviris said he believed that once this project was completed, Montenegro would have the first ecological town on Luštica. Representatives of the Ministry of Tourism and the Police Directorate adjusted the procedure for crossing state borders outside border crossings and agreed upon further steps towards better information to tourists who plan active holidays in Montenegro, which includes hiking and biking. The meeting was attended by representatives of the National Tourist Organization, Hiking Association of Montenegro, Biking Association of Montenegro, German Technical Cooperation GTZ and NGO “Centre for initiatives in sustainable tourism”. Željka Radak-Kukavičić was unanimously elected to be the President of the Executive Board of the NTO MNE, and she will hold this position by the end of mandate of this Board of four years. A request should be submitted to the Police Directorate minimum 15 days prior to a planned entry to Montenegro, which will then work with Border Police of the country to be entered on defining details related to crossing the border. In order to improve information of tourists, a procedure of crossing the state border outside border crossings was defined, and it will be translated into English, German and Albanian and made available on web site of the National Tourist Organization of Montenegro, Hiking Association of Montenegro and Biking Association of Montenegro. The procedure will also be distributed to municipalities, local tourist organizations and tourist agencies. ACTIVITIES DURING LAST MONTH REACTION OF THE MINISTRY OF TOURISM TO COMMENTS MADE BY REPRESENTATIVES OF MONTENEGRO HOTEL ASSOCIATION (MHA) REGARDING TOURIST SEASON Regarding statements of representatives of Montenegro Hotel Association (MHA), we are drawing attention to another malicious attempt to discredit activities related to preparing and implementing tourist season at its very start. Instead of providing constructive contributions to joint efforts of the Government, local governments and a large part of tourist industry of Montenegro, including the biggest Montenegrin tourist association - CTU, which gathers around 500 members, and they all work very diligently on good preparations and implementation of the season, representatives of the Montenegro Hotel Association, as many times before, offer “beatific” solutions for Montenegrin tourist industry from distance, and we believe they will again be denied by time and results that we will achieve this year as well despite global economic and financial crisis. Irresponsible and malicious attitude of the MHA towards tourism harms not only them but entire tourism of Montenegro as well, their colleagues and the country, whose results are confirmed by both eminent media, which continuously and positively report on it, and lead organizations in the world’s tourism, such as the United Nations World Tourist Organization, European Travel Committee (ETC) and the World Travel and Tourism Council, which selected the Ministry of Tourism of Montenegro this year to be one of three final nominations for the most prestigious award in tourism “Tourism for Tomorrow Awards” under the category “Destination Management”. We see the above as a confirmation of good strategic management, achieved results and another proof supporting the right strategy of tourism development in Montenegro. Therefore, we think that statements of representatives of the Montenegro Hotel Association (MHA) regarding the upcoming tourist season are incorrect and meaningless, and a product of a need to do harm at the very beginning of the season, when any destination, even if it faces certain problems, is making efforts to attract and provide services to guests, and not uselessly repeat complaints of several unfulfilled experts. 14.
