Children’s Home Society of Florida is a beacon of hope for
abused, abandoned and neglected children and youth and
for families wanting to grow and thrive. Throughout the state,
our 1,900 team members work to break the tragic generational
cycle of abuse for more children, to heal the pain for children
who’ve already suffered and for families facing challenges, to
find families for children who can never return home, and to
prepare teenagers for independence when they would otherwise
be facing adulthood alone. As a state and national leader in child
welfare, we strive to ensure every child has the opportunity to
grow up safe, healthy and prepared for life.

C
hristina remembers the pain of
abuse. The fear, the helplessness.
Feelings she never wants her daughters
to experience. Instead, she wants them
surrounded with love, protected from
violence. Fortunately, she’s not alone.
With her husband, Mike, by her side,
Christina’s worked through past pain and,
together with Children’s Home Society of
Florida, the couple is grateful they can raise
their three daughters in a safe, loving home.
Christina and Mike are particularly appreciative of Children’s Home Society of Florida’s
focus on the entire family, providing steady
guidance, education and support to equip
them with knowledge and resources to
strengthen their marriage and their
parenting skills.
Christina even credits Children’s Home
Society of Florida for helping to save her
baby’s life. It’s because of the tools her

home visitor provided that she knew
something was wrong with her newborn,
Mya.
First Mya became feverish. Then, the top of
her head began to sink. Christina immediately
referenced her Children’s Home Society of
Florida resources. Her heart dropped. Mya’s
symptoms resembled meningitis.
Had another 24 hours gone by, doctors
explained to Christina, it may have been too
late. “If it wasn’t for Children’s Home Society
of Florida,” Christina says, “I really don’t
know if our daughter would still be here.”
But the support extends far beyond visits
and resources – Christina knows she can
count on Children’s Home Society of Florida,
which is especially meaningful since she
hasn’t had any other strong role models
to learn from and lean on. When Mya was
sick and Christina needed emotional support,
she called her home visitor. When she didn’t
know how to get through another day, she
called her counselor. “They really helped me,”
Christina says. “They got me through it.”
From emotional support to practical
assistance, Children’s Home Society of
Florida has encouraged Mike and Christina
to build upon their strengths and work
toward a stable, hopeful future – even
amidst trying times.
“Children’s Home Society of Florida is
always there for us,” Christina says.
“They’re part of our family.”
Grateful, Mike and Christina give back what
they can, donating baby clothes and extra
formula to help others. But they look forward
to doing more. “We want to get to the
point where we don’t need help, but right
now we’re struggling,” Christina explains.
“Children’s Home Society of Florida has
been there for us, and we want to be there
to help others.”

In pursuit of our ambitious goal to prevent more children from ever suffering the tragedies
of abuse, neglect or abandonment, Children’s Home Society of Florida works closely with
families to break generational cycles of abuse and neglect for increasing numbers of children.
Through parent education, counseling, mentoring, in-home services, early education and care,
and more, we encourage strong family relationships while helping parents learn to nurture
their children to full potential.

Healing the pain
Children’s Home Society of Florida provides safety, healing and
hope for children who’ve suffered the agonies of abuse, neglect or
abandonment. Some youth, victimized by their own parents, find
protection and security in our emergency shelters or group homes.
Others join loving foster families and, for the first time, find acceptance
and encouragement as they work to overcome the traumas they’ve
endured. For those who have run away from home, we reach out
with understanding and help; moreover, we strive to reach youth
before they run away, offering alternatives and guidance to youth
struggling with difficulties at home. We also provide individual and
family counseling and support to families facing crises so parents
and children can work through and find appropriate ways of coping
with stress, anger, discipline, depression, and other feelings and
situations. Additionally, Children’s Home Society of Florida provides
services and support for families with infants or toddlers who have
disabilities or developmental delays, enhancing the child’s development
while sharing hope with the family. Working closely with the entire
family, we help strengthen bonds and build trust necessary to
overcome challenges.

A
few short years ago, Emily
released her anger with punches
… her classmates knew just what buttons
to push, and Emily wasn’t afraid to respond
with a fight. Today, she practices other outlets: painting, writing, softball. A lot’s changed
in the past few years – a lot’s changed since
she found Children’s Home Society of
Florida.
But it’s been a long, hard journey.
It began after Emily’s stepfather tried to hurt
her. Emily’s mom, Michelle, took her daughter and fled for their safety, never looking
back. But neither knew just how tough the
road would be.
Though Michelle worked full time, it was a
constant struggle. She couldn’t afford health
insurance but earned too much for
Medicaid. And each day Emily went without
her medication – which helped her cope

with mental health challenges – life became
more difficult.
She found new opportunities to help them
to move forward. To find stability. Happiness.
And there was the constant moving. For
two years, Emily and Michelle bounced from
couch to couch, apartment to apartment,
friend’s place to friend’s place. Until Emily
couldn’t take it anymore … and she tried to
end her life.
“It felt good to know she cared,” Emily says.
“She’s a friend. We’ve never had somebody
like her before.”
But amidst turmoil and instability, Emily and
Michelle found a glimmer of hope:
Children’s Home Society of Florida. They
learned just how much someone cared.
It wasn’t long before Children’s Home
Society of Florida helped Michelle navigate
the complexities of several systems to enroll
Emily in a health plan. When they weren’t
sure where their next meal would come
from, their caseworker was on their
doorstep with a bag of groceries. When
they felt their world was crumbling, their
caseworker listened. She provided guidance.
Now in their own apartment, Emily and her
mom have more than security – they have
joy. No longer an aggressor, Emily finds
acceptance in school clubs, studies hard and
pitches for her softball team. Just recently,
she joined the weight-lifting team … it’s fun,
she says, but also admits it keeps her out
of trouble. Important, because she has high
aspirations for her future – she hopes to
play college ball and dreams of becoming
a pro softball player and a doctor.
“She’s very happy now,” Michelle says of her
daughter. “I’m proud of her. Children’s Home
Society of Florida has helped us so much,
and I hope we’ll continue to grow stronger
as a family.”

enry tears up when speaking about
his children – his reason for waking
up in the morning, for working long, hard
days. It’s all for them. “They always look for
me to come home,” he says with a smile.
“They’re waiting with their hugs and kisses.
It’s unconditional love.”
A father of three, who grew his family through
adoption, and foster dad to more than
30 other children over the past few years,
Henry openly expresses his appreciation
to Children’s Home Society of Florida for
changing his purpose in life. He and his wife,
Melanie, thank Children’s Home Society
of Florida for helping them experience the
joys of parenthood, for recognizing their
strengths, for trusting them to raise and
nurture the children who find love and
safety in their home.

It doesn’t matter how much time they have
with a child, Melanie explains – as soon as a
child walks through their door, she’s part of
the family. Some stay longer than others …
some stay forever.
Laurilye joined their family as a 1-week-old
foster baby. Three years later, her adoption
was finalized.
Henry James was 10 months old when
Children’s Home Society of Florida called
Henry and Melanie – but this call was
different from their usual fostering calls.
Because of the couple’s parental strengths
and commitments, Children’s Home Society
of Florida thought they would be the
perfect parents for this baby – forever.
“We loved him sight unseen,” Melanie
remembers. “As soon as they told us he
was ours, my first response was, ‘When
can we get him?’”
Born addicted to drugs and alcohol, little
Henry James had challenges to overcome,
but Henry and Melanie were committed
to boosting his development and progress.
Today, he’s a rambunctious 4-year-old
whose giggles fill a room.
Last year, Children’s Home Society of
Florida helped the family of four welcome
and nurture one more – Frankie. Like
Henry James, Frankie came with special
needs. His parents help him with patience
and persistence, relishing the moments
when Frankie’s determination propels him
past obstacles.
“Watching them thrive … to see them go
from where they were when they came
into our home to where they are now …
it’s amazing,” Melanie says of her three
children. “They’re little miracles.”
Finding a family
With our rich history in working with birth and adoptive parents,
Children’s Home Society of Florida has earned the reputation of
Florida’s most trusted adoption organization. Guided by our belief
in finding parents for children – not children for parents – we find
forever families for children through private domestic, international
and public/foster care adoption. Well known for our private infant
adoption services, we are the only adoption provider in the state
that promises confidential lifetime maintenance of adoption records;
we allow birth parents and adult adoptees to access and update
medical and background information and, if both parties consent,
the opportunity to reunite. In addition to finding loving families for
newborns, we find forever homes for children whose families can no
longer safely care for them. We understand the unique personalities
and special challenges of our children and bring them together with
families eager to provide the stability and love they’ve longed for.

Preparing for independence
Teenagers in foster care who haven’t found forever families receive
help to develop self-sufficiency, responsibility and opportunities for
life success. As many of these teens would otherwise face adulthood
alone, Children’s Home Society of Florida provides life skills training,
mentoring, educational and career coaching, and safe housing. For
expectant and parenting teens, we also teach positive parenting so
they may become healthy, independent families.

elanie’s childhood could be
described as turbulent.
Unstable. Tragic.
The victim of her parents’ drug addictions,
Melanie was shuffled in and out of foster
care beginning at the tender age of 7. When
her parents were in prison, she was in foster
care. When they were released, she was
back home. It was a vicious cycle … and,
as Melanie grew older, she understood
what was happening, but she couldn’t
understand why.
“It was lonely,” she remembers. “They didn’t
want to take care of me. Drugs were more
important.”
As a teenager, Melanie watched her parents
return to prison yet again. This time, though,
something changed. When she stepped into
the Children’s Home Society of Florida
emergency shelter that would be “home”
until she joined a group home family, Melanie
felt something she hadn’t before experienced
in her 16 years.
“I finally felt people cared,” she says.
The caring, guidance and encouragement
has only grown, particularly after Melanie
“aged out” of foster care at 18 and, as a
legal adult, became responsible for every
aspect of her well-being. But she hasn’t
been alone. She’s had Children’s Home
Society of Florida.
“Children’s Home Society of Florida came
into my life and made the difference,”
Melanie says. “The people here have helped
me become who I am today.”
With the help of her counselor, Melanie
works hard to reach goals she’s set for her
“life plan.” From continuing her education –
she’s already earned her associate’s degree
in human services and is pursuing her
bachelor’s – to securing reliable transportation and safe housing, Melanie’s making
significant strides toward a bright future.
Keeping her on the path of responsibility,
Melanie’s counselor and her mentor –
whom she met through Children’s Home
Society of Florida – also guide her to
appropriately tend to her health and manage
her finances. Skills and focus, Melanie says,
she wouldn’t otherwise have.
“Statistics say I should be like my family:
addicted to drugs, no roof over my head.
But I don’t want to be like that,” Melanie
says. “I want to be my own person – strong,
independent, responsible. My goal in life is
to give back to the community what was
given to me.”
Already, Melanie has served on Children’s
Home Society of Florida’s Youth Advisory
Board, giving a voice to youth in similar
situations. “It’s not just about me but what
I’m putting into the community,” she explains.
And, in line with her career goals, she recently
completed her first human services internship
– with Children’s Home Society of Florida.
“Children’s Home Society of Florida has
been my backbone of support,” Melanie
says. “They helped me realize I am
somebody … Children’s Home Society
of Florida is my family.”

From the President
W
hile there’s truth in the adage
that “it takes a village to raise
a child,” we at Children’s Home Society
of Florida know it takes much more than
a village to help vulnerable children. It takes
legislative action and leaders with courage
to make decisions that improve the lives
of hurting children and struggling families.
It takes advocates determined to reach those decision makers.
Advocates passionate about speaking for children whose voices
would otherwise be silent. It takes you.
Still more must be done. In addition to legislative change, we need
true systemic change that comes through integrated systems of care,
allowing us to focus on the whole child, the whole family.
We’re making progress. Our Community School within Evans High
School in Orlando, slated to open in August 2012, introduces a
new, integrated model for student success, family stabilization and
community growth. Through strategic partnerships, we’re bringing
together social services, mental health services, medical and dental
services, academic services, and much more to meet unique needs
of individuals living and working within the community, empowering
students and families to lead self-sufficient, healthy lives.
Over the past several years, our Children’s Home Society of
Florida choir of advocates has played a significant role in influencing
public policy for the benefit of children and families we serve …
and those we will help in the future.
We’re proud of our progress, but our work is far from complete.
At the state level, we have been instrumental in sharing with
legislators the importance of protecting funding that protects
children. Annually, we share our priorities, developed to keep the
best interests of children at the forefront of legislators’ agendas.
During the legislative session, our constant presence at the
Capitol reminds elected leaders that children and families need
us – and them.

Florida’s success in keeping more children safe with their families
has also affected federal legislation; recently, Congress passed a bill
allowing every state to request flexibility in using federal foster
care funds to help children and families before they enter the
foster care system. While states must meet specific requirements
to be granted such flexibility, it’s a significant step in the right
direction to protect more children by stabilizing families before
abuse and neglect occur.

A
t Children’s Home Society of
Florida, “good enough” is never
good enough.
With more than 100 years of solid success
bringing together families through adoption,
protecting and healing vulnerable children,
and equipping parents with knowledge and
skills to safely care for their families, Children’s Home Society of
Florida continues to raise the bar.
Much of our drive is reflected in Children’s Home Society of
Florida’s strategic plan, focusing on a collective goal to break the
generational cycle of abuse and neglect for increasing numbers
of children. When the Board of Directors adopted this vision,
we challenged Children’s Home Society of Florida to embrace
an innovative philosophy, asking team members to enhance and
improve services to protect more children from suffering.
Compounding the challenge: the enhancements must not only be
effective, replicable and innovative, but they must also be sustainable.
I am amazed by what has already been done.
While an annual Innovation Symposium encourages teams to share
their endeavors with colleagues – often opening the doors for
replication in other communities – I’m honored to provide for
you a snapshot of their successes:
Armed with research revealing that parents and children develop
stronger bonds when they read together, our team in Mid-Florida
created READ! to encourage families to grow closer through
literacy. Five years later, this program has been replicated in several
communities.
In Central Florida, a partnership with the local domestic violence
shelter enables us to provide counseling to children of domestic
violence victims; previously, children found safety at the shelter, but,
as victims of shattered homes, they needed more. Today, we have
counselors co-located in this shelter to help children work through
their traumas as their mothers plan for new beginnings.
And in our Emerald Coast Division, our residential team transformed
group care living for girls in foster care. Not simply a “facility,” our
haven for teen girls in Panama City is a home. Girls celebrate each
others’ successes together, share responsibilities in the home, and
enjoy sleepovers, trips and college tours. Scholastic success has
soared, respect has improved and bonds have been created. The
girls aren’t just living under the same roof – they’re a family.
It’s a tremendous honor to be part of this organization. If you are
already involved with us, thank you! If you are not, I encourage you,
too, to experience the rewards of involvement with Children’s
Home Society of Florida.

A rich history … a bright future
Hope. Trust. Opportunity.
I
t all began in 1902 when nearly 400
homeless, neglected children arrived
in Jacksonville on Orphan Trains, destined
to fend for themselves. These abandoned
children all had different – yet devastating
– stories; some had parents who could
no longer afford to care for them, others
had tragically lost their parents … all
shared a grim journey from home to
streets far, far away.
But their outlook had promise. Thanks
to the compassion and devotion of
Reverend D.W. Comstock, the founder
and original driving force behind
Children’s Home Society of Florida,
the orphans had hope.
With dedication and community
support, Reverend Comstock formed
Children’s Home Society of Florida
November 17, 1902, to provide a family
and a stable home for children who had
nowhere else to go. Through Children’s

Home Society of Florida, these orphans
found a better place and a fresh start
where they would no longer struggle
to survive.
Throughout the years, Children’s Home
Society of Florida has continued to
stand strong in our mission, values and
impact. We are proud to be Florida’s
largest and oldest statewide not-for-profit
organization serving children and families.
While still honoring our roots in adoption, our calling has grown and evolved
over the past century, and we now
deliver a myriad of valuable programs
to give children and adults opportunities
that positively influence their lives.
