OUR ANNUAL BUDGET 2015/16
CEO's and Mayor's Message
We are pleased to report Manningham
Council’s 2015/16 Annual Budget together
with the Strategic Resource Plan and Annual
Initiatives 2015/16 were formally adopted on
Tuesday 23 June following a public exhibition
and consultation period during May.
More than two years have passed since this Council was first
elected, and in that time there have been new opportunities,
pressures and challenges which continue to influence
Council’s decision making.
In this challenging environment, this Council has been
implementing strategies to restrict the growth of our operating
expenditure, which has in turn limited rate rises, while still
preserving our investment in community assets.
This is the lowest increase in more than a decade and
continues the downward trend established at the outset of
this Council’s term. The total rates and charges bill for an
average residential property in Manningham for 2015/16 has
been held to an increase of 3.53 per cent ($64.15) or $1.23
per week.
Council has taken a responsible and transparent
approach to managing its finances, in line with community
expectations, and a sustainable approach to delivering
services and infrastructure improvements. However, the State
Government’s intention to introduce rate capping from mid
2016 will place financial pressure on all Victorian councils.
Rate capping will constrain revenue levels, which may impact
on our service delivery and limit our ability to maintain and
improve infrastructure at current levels.
At the time of preparing the budget, there was limited
information on how rate capping will work and the extent
to which it will impact Council and the community. The
State Government is consulting stakeholders, through the
Essential Services Commission (ESC). Manningham made a
submission to the ESC in May 2015.

pages 3 to 5.

The 2015/16 Budget allocates $86 million for operational
service delivery and $37.62 million for the capital works
program. The resources provided will allow for continued
service delivery and asset management to achieve the vision
and outcomes of our four year Council Plan (2013-2017).
For every $1 that Council spends, on average 71c comes
from household rates and charges and 29c comes from
other income, including grants, Federal or State Government
funding and other revenue.

OUR ANNUAL BUDGET 2015/16
Operating Budget
This year’s Annual Budget provides for an $86 million operating budget and a $37.62 million
capital works program. Our $86 million operating budget will fund our major community
services including:

New initiatives
In addition to our major operating budget to support services, $470,000 has been allocated
for new strategic initiatives for improved, expanded and support programs for our
community. Some of these new initiatives include:

Warrandyte Township heritage

Doncaster Hill
Mode Shift Plan
implementation
A new initiative for 2015/16, the
implementation of the Doncaster Hill Mode
Shift Plan will encourage residents and
visitors to Doncaster Hill to take up other
forms of transport such as walking, riding
and using buses.
The plan was developed in 2014 and
includes actions across four key areas
of walking and cycling, public transport,
roads and parking and behavior change.

Capital Works Program
The $37.62 million allocated to 2015/16 capital works is part of a $157.5 million four year capital
plan, which invests in renewing and upgrading our community infrastructure. Of the $37.62
million, $27.43 million of general rates revenue is applied to the capital works program.

A key action in the Mullum Mullum
Reserve Management Plan is the
construction of a multi-use stadium
that will house five courts and
seating for up to 500 spectators, and
provide an additional 235 car parks
throughout the reserve.
We have committed $5.16 million to the
Aquarena Aquatic and Leisure Centre
redevelopment.
During 2015/16, $890,000 has been
committed to planning and design for
this stadium.

The redevelopment is currently underway
and is expected to be complete by July 2016.
Some of the key features will include a new
indoor warm water program pool, steam
room and spa, a new outdoor water play
area, a new wellness centre, expanding and
relocating the health club and a sky bridge to
link the upper car park levels to the facility.

Healthy Living in Manningham
Our Healthy City Plan 2013 – 2017 identified supporting the community’s health and wellbeing
through the promotion of healthy lifestyles as a key priority.
Research shows 53.5 per cent of
males and 37 per cent of females in
Manningham are overweight or obese,
and 48.1 per cent of males and 36.3 per cent of females do not adhere
to the fruit and vegetable dietary
guidelines.
In partnership with many community
and regional organisations we have
been improving opportunities for
residents to participate in activities that
support healthy living.
Some of the new initiatives introduced
during the past 12 months include:

Medicare Local to deliver a number
of new healthy living initiatives

including Man Up, Manage Your
Health Forum and walking groups

their own and for people with limited
English, to encourage improved
food access.

Small Grants for Community Groups
Manningham’s Small Grant program offers assistance to Manningham based incorporated,
not for profit community groups for one off projects and equipment purchases that occur in
Manningham and aim to improve the quality of life of local residents.
Carey Baptist Grammar School in Donvale and the Bulleen
Templestowe Ladyants football team have been two of the
successful recipients of our Small Grant program.
The Bulleen Templestowe Ladyants received a small grant to
purchase women's uniforms to outfit their three ladies teams.
The teams previously had to wear boys' jerseys and shorts.
Carey Baptist received a small grant to commemorate the
ANZAC Centenary 2014-2018. Students worked closely with
the Doncaster RSL to create two artworks as reminders of the
historical event.
Small Grants are available three times per year and designed
to fund activities as well as equipment and asset purchases
for funding up to $3,000. Applications can be submitted by
1 September 2015, 1 March 2016 or 1 May 2016.

MAJOR PROJECTS
Improvement works at Mullum Mullum Reserve
As part of the Mullum Mullum Reserve Management Plan implementation, a range of works
will be undertaken to improve reserve access, car parking, landscaping and connection to
the Mullum Mullum Trail.
These works include:
• Reconfiguring and line marking of the existing reserve
car park and construction of additional car spaces
• Widening and upgrading the entrances at Springvale
and Reynolds roads
• Minor road works including construction of a roundabout
• Construction of new pedestrian and shared pedestrian
and cyclist paths, including a new connection to the
Mullum Mullum Trail
• Upgrading of existing pedestrian paths and public lighting
• Landscape works including the planting of more than 60 new
trees and plantings in expanded garden bed areas
• The construction of innovative storm water rain gardens, to treat
car park runoff.
The works will impact on access into and around the reserve, and car
parking. To minimise disruption, traffic management arrangements and
signage will inform reserve users of any changes.

Aquarena Upgrade on Track
The implementation of stages four, five and six of the Aquarena Aquatic and Leisure Centre
Master Plan is well underway, and with construction work having already progressed for
almost a year, the new face of Aquarena is starting to take shape.
Those who have visited Aquarena recently will have noticed the
installation of sections of the new sky bridge, and the construction
of the new entry foyer and health club, as well as major
excavation works for the new indoor warm water therapy pool.
On Monday 29 June, the existing Indoor Pool Hall Area closed
for a three month period to complete a major refurbishment of
the 25 metre indoor pool, the learn to swim pool and toddler
pool, including tiling the entire indoor pool concourse, pool
gutters and surrounds, re-grouting tiling in all of the indoor pools
and painting the indoor pool walls and roofing structures.
The Indoor Pool Hall Area is scheduled to re-open on Monday 5 October for Term Four Aquatics Education.

World Elder Abuse Awareness Day
Manningham Council recognised World Elder Abuse Awareness Day (WEAAD) on Monday 15 June with an afternoon tea and a guest speaker from the Eastern Community Legal
Centre to help raise the profile of this important issue.
WEADD is a day when world voices are united in their
opposition to the abuse and suffering inflicted on older
people. Elder abuse is any act which harms an older person
and is carried out by someone they trust such as a family
member, partner or friend.
This year we recognised this important day by supporting a
group of older residents to create an art installation for the
Manningham Civic Centre foyer. The installation represented
a tranquil garden setting and throughout the month of June
sent the message to everybody who entered the building that
‘We Can Stop Elder Abuse’.
Participants knitted more than 200 wool squares to form the
trees and pathways and more than 600 individual flowers for
the gardens, including daffodils, roses, fuchsias and daisies.
Seniors Rights Victoria provides information, support, legal advice and education to help prevent elder abuse and
safeguard the rights, dignity and independence of older
people.

Welcoming Migrants and Refugees
On Friday 26 June, hundreds of people came together to help celebrate UN World Refugee Day
and the launch of the ‘Manningham Migrant and Refugee Welcome Zone’.
Manningham Council is proud to have joined the Refugee Council of Australia and
more than 100 other local governments across the country who have publically
declared their commitment in spirit to welcoming refugees and migrants into the
community. This commitment includes upholding human rights, demonstrating
compassion, and enhancing local cultural and religious diversity.
The Refugee Welcome launch was a huge success and included Burmese, Iranian
and Kurdish music and dance, henna painting, traditional handicrafts, refugees
discussing their personal stories and speakers from the United Nations High
Commission for Refugees (UNHCR) and the Communities Council on Ethnic Issues.
Local schools, businesses, community groups, faith groups, sport clubs and residents
also demonstrated their support by decorating and writing messages of welcome onto
the leaves of ‘Welcome Trees’. These trees are now touring Manningham.
Doncaster Library also hosted a ‘Human Library’ following the Refugee Welcome
Launch where the books were actual refugees or migrants who shared their stories in
20 minute one-on-one conversations.

Manningham OAM Recipients
Congratulations to our Manningham residents who were awarded Queen’s Birthday honours
in 2015 for services to the community.
Barry Jones of Wonga Park, Helen
Jurcevic of Templestowe Heights,
Rodney Savage of Doncaster East
and Margaret Tremewen of Doncaster
were awarded a Medal of the Order of
Australia (OAM) in the General Division,
and Susan Christophers of Donvale
received a Public Service Medal (PSM).
Mr Jones has been a member of the
Watsonia RSL Sub-Branch since 1975
and was recognised for service to the
welfare of veterans and their families.
Mrs Jurcevic founded the Manningham
Women’s Friendship Group in 2006
and was recognised for her service to
the community, particularly women and
seniors.
Mr Savage and Ms Tremewen were both
recognised for their service to youth
through the scouting movement and
community in Victoria. Mr Savage has
been involved with Scouts Victoria since
the 1960s and was heavily involved
in the musical and stage shows. Ms
Tremewen was also acknowledged for
her involvement in the Country Women’s
Association and the Box Hill Ladies
Probus Club.
Mrs Christophers received a PSM for
outstanding service to education in
Victoria through policy making and
leadership, including overseeing
substantial growth in the international
student program in Victorian
Government Schools.

Nominations are now open for the Citizen and Young
Citizen of the Year Awards 2016.
The awards are presented annually to individuals who have made a
noteworthy contribution or given outstanding service to the Manningham
community.
This includes, but is not limited to, contributions in community service,
environment, sports, arts and education.
To be eligible for Citizen or Young Citizen of the Year, nominees must be
Australian citizens and reside, work, volunteer or study in Manningham.
The Citizen of the Year must be 27 years or older and the Young Citizen of
the Year must be under 27 years of age as at Tuesday 26 January 2016.
The awards will be presented at Council’s Australia Day celebrations on
Tuesday 26 January 2016.

Positive Solar Solutions
The City of Manningham teamed up with the independent energy experts at Positive Charge
to assist residents make the switch to solar power.
Positive Charge is a not for profit organisation that is backed by local
Councils and run by sustainability experts.
Positive Charge helped Manningham Council select a reputable solar
supplier to make converting to solar as simple and affordable as
possible.
Of the 261 Manningham households that requested quotes, 31 have
had/or are scheduled to have solar panels installed on their properties.
Approximately 40 households are still considering quotes.
Bulleen resident Warren Elms had been considering switching to solar
power for several years when he heard about the Positive Charge offer.
“We had already done all of the homework on the benefits of solar
panels, so this deal presented the perfect opportunity for us to go
ahead with the installation.”
Council and Positive Charge are now in discussions with businesses in
Manningham, with the aim of supporting more installations of solar and
energy efficient lighting solutions.

Compost to Feed your Garden
Composting food waste helps to reduce the amount of waste sent to landfill and also creates
nutrients for your garden.
Council has the following composting systems available for sale:

Worm farm (includes 1000 worms and a worm blanket) – $80 each
•
Compost bin (Gedye style 220lt) – $35 each
•
Compost Aerator – $15 each
•
Green Cone – $195 each ($150 for first 50 sold)
Each system includes ‘How to' guides with detailed instructions.

UPDATE
Smoking Ban Introduced
Manningham residents are reminded that under new State Government Tobacco Reforms,
smoking is prohibited within four metres of an entrance to all Victorian children’s indoor
play centres, public hospitals, registered community health centres and certain Victorian
Government buildings.
The smoking ban aims to:
•
Protect the community from exposure to second hand tobacco smoke
•
Further de-normalise smoking in the community. The more people see smoking
in public places the more they will tend to think smoking is okay, rather than
harmful
•
Support people who have quit or are trying to quit smoking.
There is strong community support for banning smoking in public places and
Manningham Council is supporting the State Government initiative by assisting
with the education campaign to inform the community of the recently introduced
changes.
While it is expected that most people will voluntarily comply with the smoking ban,
Local Laws officers are authorised under the Tobacco Act 1987 to enforce the new
smoking ban.

Illegal Building Works will catch up with you
Recent prosecutions for illegal building works in Manningham have highlighted the
importance of residents checking with Council before commencing construction works to
ascertain whether or not a building permit is required.
A building permit cannot be issued retrospectively for works already carried out. Under
the Building Act 1993, residents undertaking works without a building permit can be
faced with significant financial penalties, convictions and demolition of the works.
Recent decisions in the local Magistrate’s Court have supported Council’s concerns
and residents are being urged not to take the risk of undertaking illegal building works.
People contemplating undertaking illegal building should be aware, one way or the
other, it will catch up with them.
The harsh reality of the impact of illegal building comes home when people go to sell
their homes and find that purchasers are requesting the appropriate paper work.
If the documentation cannot be produced, it becomes highly likely that prospective
purchasers will not want to inherit the legal or safety risk.
If there is an accident at the home such as a balcony collapse, or a death by
electrocution, investigations by authorities will ultimately turn up if the building work
does not have the appropriate certification.

Playground Upgrades
As part of the Neighbourhood Park Development Program, Council has recently upgraded four
playgrounds across Manningham.
The upgrades took place at Lyndal
Reserve in East Doncaster, Hillcrest
Reserve in Donvale, and Acheron
Reserve and Timber Reserve
playground in Doncaster.
Local residents contributed to the
upgrades by providing feedback via a
questionnaire and telling Council about
how they use their local park.
Improvements at Lyndal Reserve
included new play equipment, new
basketball and netball rings, an
extended concrete pad to encourage
multiuse, additional seating, new
signage and improvements to park
access at Vivienne Court, Deep Creek
Drive, Lyndal Close and Silvana Court.
Improvements at Acheron Reserves
included new play equipment, a new
basketball ring as well as an extended
concrete pad, additional seating, new
signage, planting and landscaping and
improvements to park access.
The improvements to the playground
at Hillcrest Reserve included a new
playground and swings, new picnic
table, a new path, additional seating
and improved access into the reserve.
The Timber Reserve playground
upgrade included a new playground
and swings, new seating and planting of
additional trees.

Revamped Senior’s Centre
Re-opens
Work is complete on the Bulleen and Templestowe Senior
Citizen Centre and tenants have returned, following a
major refurbishment of the facility undertaken as part of
our Asset Management Strategy.
Bulleen and Templestowe Senior Citizen Centre has been an important
community facility for many years and the refurbishment has improved the overall
standard of the facility, providing better quality services, energy efficient features
and improved disability access for the existing venue users and any future hirers.
The $345,000 refurbishment included a remodelled male/female bathroom area,
external roof and internal ceiling repair works, painting, kitchen renovations and
the installation of an overhead projector and drop down screen over the stage in
the main hall.
Manningham Council is extremely grateful for the flexibility of facility users who
used alternate venues while the works were underway.

Active Travel Program
Council's Active Travel Program is designed to educate and
motivate students, parents and teachers to leave the car at
home and reduce traffic in and around school areas.
Active Travel to school promotes sustainable and healthy travel modes such as
walking, cycling, scootering, carpooling and public transport. In May, Council
supported Park Orchards Primary School, Serpells Primary School and Templestowe
Valley Primary School and encouraged children to walk and commute safely to
school. On this day, 58 per cent of students from Park Orchards Primary travelled
actively to school.

Manningham Council is excited to launch a new Facebook page which aims to
create more opportunities for parents and their children to be active in their local
environment and in nature.

Giving ducks (or other wildlife)
inappropriate foods, such as bread
or birdseed, is unnecessary and
potentially harmful. These foods can
cause dietary problems, which can
lead to sickness or malnutrition.
Bread can also attract other pests like
foxes, aggressive birds, feral fish and
snakes, and the rotting food scraps
can spread disease.
If ducks become dependent on
an artificial food source, ducklings
may not be taught how to forage for
natural foods and risk starvation. The
natural cycles of migration (which are
largely determined by seasonal food
supplies) may also be disrupted when
supplementary food is readily available
year round.
So, enjoy watching the ducks, take
photos of them, but please do not feed
or handle them.
Support Fairtrade
Manningham Council achieved its Fair Trade Community Status in 2013
by the Fair Trade Association of Australia and New Zealand (FTAANZ).
This means Manningham is committed to promoting the importance of Fairtrade products
and also equality and fairness in international trading structures.
Council showed its support by promoting Fairtrade Fortnight during May and is now
encouraging the community to learn more about Fairtrade practices.
Fairtrade provides farmers and workers in developing countries with a fair price for their
produce. This protects them from world market prices and allows them to compete in the
global economy.
A number of businesses within the municipality are Fairtrade certified. This means that they
distribute, sell, import, use and/or manufacture products that carry the Fairtrade® Mark.
