JOHN WALLER President, Brookdale Homeowners Association [email protected] “This traffic sucks stinks!” Greetings, neighbors! One of the hot topics of discussion around the neighborhood has been about the lane reductions on Brookdale Road, North Aurora Road, Diehl Road and the general mess at the Route 59 Metra station. I’ve been scouring the Internet looking for updates and have been unsuccessful, but I did find an interesting nugget of info at the IDOT site: the construction zone at North Aurora Road is a different contract than the construction zone at Brookdale Road, and there’s a third contract for the construction zone at Diehl: Contract # 60R30: This is a mainline contract for the reconstruction of the roadway from New York St/Aurora Ave to North Aurora Road, a total of 1.57 miles. This project includes major relocations of existing utilities for Naperville Electric in addition to roadway reconstruction, retaining walls, noise walls, traffic signals, lighting and Waubonsee Creek improvements. The project was let on 5/24/13 and is scheduled to be completed in July, 2015. Contract # 60R31: This is a mainline contract for the reconstruction of the roadway from North Aurora Road to Diehl Road, a total length of 1.19 Miles. This project includes roadway reconstruction, retaining walls, noise walls, lighting and traffic signals. The project was let on 5/24/13 and is scheduled to be completed in July, 2015. Contract # 60I31: This is a mainline contract which extends from Diehl Road north to just south of Ferry Road. The project includes the reconstruction of the interchange of IL 59 and Interstate 88 (Illinois State Highway Tollway Authority-ISHTA facility). The interchange configuration will be a Diverging Diamond Interchange (DDI) which will offer increased capacity and reduced accident potential at the interchange due to reduced number of potential conflict points among various vehicular movements. The work will include construction of two new dual bridge structures over I-88 in addition to reconstruction and rehabilitation of the interchange ramps. Traffic signals will be installed at this location and major signing will be provided to direct motorists into the appropriate lane for their desired destination. The project was let on June 14, 2013 and is scheduled to be completed in September, 2015. So…..we’re looking at almost another year before the entire project is completed. A suggestion was made to pass along this nugget of info, the City of Naperville has an e-mail address for comments about Route 59 construction: [email protected] – until then: 30 Reprinted from www.idot.illinois.gov/projects/il59-reconstruction-and-widening-project 3 Upcoming Events PARENT’S DAY OUT “Where Children Explore God’s World” RIVER GLEN PRESBYTERIAN CHURCH 1140 Raymond Drive Naperville, IL. 60563 PDO is a unique program offering something for both children and their parents! We have more than 80 spots this year, so hopefully everyone who wants to will get a chance to ride! 29 Socially Speaking JONATHON NIKIEL Have a frightfully fun Social Director, Brookdale Homeowners Association [email protected] How time flies as we are already into October! September was a great month as everyone transitioned into their fall schedules with heading back to school and from t-shirts and flip flops to jeans as sweaters. Our September 5th-8th grader event was a huge success! They had a great time out at Foxhill Greens playing laser tag. Golden Gun Laser Tag provided the equipment and created a playing field just behind the tennis courts and the kids brought the fun! A big thank you to Barb Marshall for bringing this event to our attention and helping organize such a fun event! This month we have a completely full pool party at Goldfish Swim School and closer to Halloween there will be trick or treating for the young kids at Tabor Hills. The cancellation of Fall Fest was a difficult decision to make. Events of all sizes take a large amount of effort and planning to ensure they happen successfully. There was a tremendous amount of interest expressed for this adult event since I took over the Social Director position back in April. This interest, however, did not translate into enough ticket sales to make the event feasible. Most of our events have sign-up due dates as we need to plan for expected turn outs and be prepared for all who want to participate. We are a small organization that does not have the resources to cover an event with less than expected turn out, nor do we want to under-plan and not be able to offer all attendees the best time they could have. Please help us host the most successful events we can and sign up early if you plan on attending any future events so we can plan accordingly! Please see the calendar of events for other fun things planned for this year and let us know if there are any other events you’d like to see on our social calendar. If you’d be interested in volunteering for anything, we would love to have you help make our neighborhood happenings a success! O R T , S THANK Girl Scout Troop 51526, led by Laura King and Monica Reed, along with Brookdale residents, spent their Sunday afternoon cleaning, raking, & pruning Brookdale Elementary’s Peace Garden. Amazingly, they had 8 full lawn bags of waste and trimmings/leaves. Additionally, they made ornaments with Brookdale kids to decorate the garden. Two of the troop’s scouts were part of the Brookdale class that opened the garden 5 years ago. Thanks for your hard work, girls! IMPROVING BROOKDALE by Barbara Sullivan At the Brookdale Homeowners Association (BHA) Annual General Meeting, BHA President John Waller and Chris Grezlik updated attendees regarding the repairs and improvements for the Brookdale entrance at Raymond Drive and Brookdale Road, including repairing the electricity and installing new LED lights to illuminate “Brookdale” on the stone walls. Many neighbors noted they never saw the letters and never noticed the lights, most likely because the electricity was severed years ago when the City of Naperville was repairing Raymond Drive and Brookdale Road. Over the years, no electricity made trimming bushes difficult and the letters and the stone wall were covered up. Without electricity, holiday lights, once set up by a Brookdale family each Christmas season no longer illuminated the walls. Over Labor Day weekend, Michael Sullivan, assisted by Scott Kramer and Janine Mogan, trimmed, dug, weeded and whacked at the landscaping. “We pulled a couple trees, 1,000 pricker weeds, trimmed the bushes, split the day-lilies and the ornamental grasses and spread them around a bit, re-edged, and mulched. It looks pretty darn good – well at least slightly better than it did,” said Michael Sullivan. “There’s two 12 x 12 patches of bad grass on both side of the road, where the city dug holes to fix the electric. Without access water, it may be a little difficult to repair,” Michael noted. “We might need to re-sod those areas. If anyone has any expertise, time or suggestions about what to do, they could contact the BHA Board.” If anyone would like to volunteer for a Landscaping Committee, perhaps, the BHA could resurrect the continuous upkeep without a lot of strain on a few volunteers. Contact the BHA board of directors ([email protected]) if you’re interested in volunteering for a Landscaping Committee or if you have a group who would like to attend to landscaping at an entrance or corner. In the meantime, the BHA would like to thank our industrious neighbors, Michael Sullivan, Scott Kramer &Janine Mogan for their wonderful efforts to keep Brookdale the Best Neighborhood in Naperville! Once upon a time, the BHA had a volunteer Landscaping Committee that coordinated other volunteer groups (Girl Scouts, Boy Scouts, a Hill Middle School Service Club, a Brookdale Block Captain and neighbors, an individual family) who spruced up one of the entrances once or twice a year. With several groups, each entrance was trimmed and decorated about once per month. 23 BROOKDALE BITS by Gina Howley Ok so like most of you, I blinked. Wham! Baseball and swimming season were over. It goes without saying that the long days of summer went too quickly. A huge shout out to Sharyl Damhorst & all the teen coaches of our own amazing Bucs for another great season! Also because I could not name them all, I keep myself from naming the coaches of my own sons’ baseball teams. But THANKS to all of those parents who dedicated their summers to teaching our kids sportsmanship and the basics of America’s favorite sport! Of course the subdivision was buzzing with people accomplishing more than just that! Krista McCann, Cherie Quarles, & Kristina McGrath ran another great running camp. Kristina & Krista also kicked a little Mommy Butt in Boot Camp (thanks ladies!). We had a new tennis coach & the court was constantly rolling. There were summer travels, daytrips, playdates & picnics, and then . . . It was time to return to school. Bittersweet for parents & kids alike. Now we’re back, and I almost can’t remember when school wasn’t in session. My family is now knee-deep in soccer and scouts. I have two appeals on their behalf this fall. The first is regarding our taxes and voting, State Bill 16. It has already passed in the House and will be voted on by the senate in November. It will drastically cut school budgets in our district and, all but one in DuPage County. Ours will be effected in such a grand way, we will be caused to reduce the spending of 135 teaching salaries (if only faculty budgeting was effected) over five years, even though current class size is greater than the state average. I asked Michelle Krzmarzick, to help explain how it’s dire that we get your help & she provided the following additional information: Senate Bill 16 is simply a new formula for the redistribution of funds. It in no way addresses the adequacy of funds. Illinois remains #50 of the 50 states in terms of school funding. The bill is often referred to as "Equity in School Funding," however it does not fairly distribute funds among districts. It doesn’t consider cost of living. Southern IL cities have a lower cost of living than the Chicago suburbs. It doesn’t take into consideration the amount of federal funding each district is already receiving. Some districts who receive a high level of federal funding, due to poverty levels, will also get high amounts of funding via Bill 16. Whereas districts like 204 do not receive much federal funding & will also have drastic cuts from the state from the new formula. Efficiency of the each school district is also not considered. District 204 is very smart about budgeting and is able to stretch the money to provide a vast amount of services and support. Other districts who are not as wise with their spending will continue to get more financial support from the state. We stand to lose over $10 million dollars in funding. However, because teacher pensions were added to district expenses which would include approximately an additional $9.4 million dollars. Total impact will be a minimum of $19.4 million. This bill does not just affect those with children in school. All homeowners in the area will be affected, as property taxes will likely be hiked dramatically to cover the loss of income from state funding. Additional information can be found from EDGE (Everyone Deserves Great Education) Illinois: http://EDGEillinois.com or www.facebook.com/EDGEIllinois. At this point, we need to reach out to legislators who will be voting on this bill in a veto session in Nov. This bill is moving far too quickly & needs to be amended in many ways before it is ready to become a law. Not only do we need to reach out to our legislators, we need to ask them to convince others to say "no" as well. Contact Information: District 204 is served by the following State Representatives: Darlene Senger ([email protected], 630-420-3008) Natalie Manley ([email protected], 815-725-2741) Stephanie Kifowit ([email protected], 630-585-1308) Tom Cross (815-254-0000) Mike Fortner ([email protected], 630-293-9344) My second appeal is to anyone who hasn’t supported Brookdale Boy Scouts by buying popcorn but would like to do so. Feel free to call me at 708-692-3338 or email me at [email protected] and I will bring one or two uniformed scouts to your door. I am a mom of two & a den mom so if not my own, I will make sure one of the boys in Pack 125 come your way. 22 As always, thanks for reading! I introduced myself to Coach Jeff earlier this soccer season and he immediately recognized my name from this publication! That will never get old! The free bagging program allows residents to dispose of yard waste bags without yard waste stickers each week on their normal trash collection day. This free bagged collection program is available from November 3 through December 12, 2014. Branches and other yard waste that are tied into bundles require a sticker at all times. Bags of yard waste before and after the free period will require stickers. The bulk curbside option allow the residence to rake the leaves into the street by 6 a.m. on the following 2014 dates: October 20 November 3 November 17 Visit the city web site for more details: http://www.naperville.il.us/leafcollection.aspx Recycling Carts The Naperville recycling carts should be arriving to Brookdale soon. The city web site has a map of the distribution of the carts to check the progress. The city mailed information to each resident in the summer to chose from several options before August 1st. If you wanted the 96 gallon wheeled blue cart, you simply did nothing. The cart would arrive in the initial distribution after September 2 and through a cost-sharing program, residents will be charged a one-time total fee of $36, which will show up as a $3 per month charge for 12 months on utility bills beginning in October 2014. This is a one-time fee that covers the cost of the cart, regardless of what size you choose. Residence could chose a smaller sized cart or choose to completely opt out of the program. Please remember after the recycle carts are delivered to our neighborhood, they will only pick up the recycle materials in the city new carts. http://www.naperville.il.us/curbsiderecycling.aspx The dirt on Brookdale by Keith Erwin When you are digging a hole in your yard to plant a tree, do you ever wonder about the soil in your yard and how it got there? After digging through the complementary 4 inches of top soil the developer left for your grass to grow, the dirt is a mix of clay, sand, and small rocks. I did some research with the Illinois Geological Survey and DuPage County web sites to find out about the dirt on or underneath Brookdale. The surface landscape in DuPage County, and most of Illinois, was formed by glaciers action or geomorphological processes. Glaciers can carry sediments (rocks, gravel, sand, clay, soil) or “till” and push it like a bulldozer across the ground. The glacier can also deposit large rocks that have been transports from places as far as Canada. Those large rocks are called “erratic” because they just do not belong or match the geology of the surrounding rocks were it was deposited. A good example of an erratic is the 13 ton “Big Rock” at the Morton Arboretum. Eventually the glacier stops, melts then recedes leaving behind a ridge of till deposits or a “moraine.” The Valparaiso Moraine is a terminal moraine that forms an immense U around the southern Lake Michigan basin. It is a band of high, hilly terrain made up of glacial till and sand. It begins near the border of Wisconsin and Illinois and extends south through Lake, McHenry, Cook, DuPage and Will counties in Illinois, and then turns southeast, entering Indiana. The Valparaiso Moraine formed as the first major moraine of the Wisconsin Glacial period. There are three minor moraines that have been identified in northeastern Illinois, the Minooka, Rockdale, and Manhattan. These moraines form the rolling hills of DuPage County. Just take a trip into the City of Chicago along I-88 and you will go up and down the different ridges of moraines that were formed over 10,000 years ago. The east side of the West Branch of the DuPage River in Brookdale is the Minooka Moraine. The Crest Creek neighborhood on the other side of the DuPage River is from the Valparaiso Moraine. Surface geological soil analysis can pinpoint, like a finger print, the exact glacial episode or moraine the soil came from. The West Branch of the DuPage River was formed when there was a glacier a mile high sitting right on the edge of the river bed with melt water flowing south to downtown Naperville. Flakes of ice would fall off this really tall ice sheet. That process is called “calving” and would land on the ground below and form a lake or pond called a “Kettle”. Sometimes these kettles would fill in with dirt, or drain. Sometimes they would form swamps or lowlands. Fox Hill Greens Park (next to the pool) is an example of a kettle that extends across Brookdale Road through the Golden Gate neighborhood, across the tracks, across IL-59 into Meridian Lakes forming the headwaters of the Waubonsie Creek. Sunday, November 9th from 6 -8PM Donations of new & unwrapped toys are appreciated. Existing home sales in the Chicago area fell more than 13 percent in August, the biggest monthly year-overyear decline since June 2111. The report from the Illinois Association of Realtors came as little surprise to real estate agents who have seen their business wither as of late. A slowing economy and a harsh winter tripped up the market’s momentum earlier in the year and there are about two months left to sell properties before the local housing market battens down the hatches and readies itself for the doldrums of the holidays and winter. Creeping into the environment are concerns about fixed mortgage rates, tight housing inventory, credit availability and less interest by deep-pocketed institutional investors in distressed properties. Nationally, home sales fell 1.8 percent in August, to a seasonally adjusted annual rate of 5.05 million, while the unsold inventory of homes was up almost 5 percent from a year ago, according to the National Association of Realtors. “I’ve been a bit disappointed,” said Frank Nothaft, Freddie Mac’s chief economist. “The year’s been a bit more sluggish.” Last month, 10,370 homes were sold in the nine-county Chicago area, compared with 11,963 homes in August 2013, according to the trade group’s monthly report. Though sales volume has failed to beat its year ago comparison every month this year, August’s 13.3 percent decline is the largest of the year and second only to a 17.4 percent decline in June 2011. Median home prices continue to rally and beat their year-ago comparisons, because of a lack of quality properties that pushed up prices. For the area as a whole, home prices rose 9.1 percent from a year ago. In the city, the median price of $270,000 was up 10.2 percent from August 2013. Zillow’s chief economist predicts the big jump in home prices is coming to an end. Nationally, there continues to be concerns about mortgage availability, particularly for first time buyers entering the market. In August, like July, first time buyers accounted for 29 percent of home sales, a percentage they have been hovering around for the past 16 of 17 months.
