Life Science Companies With numerous world-class life science companies in residence, Billerica is poised to become New England’s life science industry hub. The Commonwealth of Massachusetts awarded Billerica a Gold BioReady Community rating. This award was given due to the town’s ability to meet the needs of biotech companies, such as expedited permitting policies, by-right zoning, and public infrastructure projects. In addition the town is already home to life science companies, including: Aushon Biosystems, BD Biosciences, Belmont Instrument Corporation, Bruker, EMD Serono, EMD Millipore, Exogenesis, Lantheus Medical Imaging, PAREXEL, Pharmalucence, Seahorse Bioscience, SRS Medical Systems and Thermo Fisher Scientific. Business Parks Billerica has numerous business parks located off the major highways. The Middlesex Corporate Park, Manning Park and Suburban Park are located off the Middlesex Turnpike and minutes from US Route 3. Major road improve- ment projects are underway for the Middlesex Turnpike in order to support the growth of companies in this area, including: EMD Serono, EMD Millipore, American Science & Engineering, Welch’s, Bruker Optics, Bruker Bio Spin, Aushon Biosystems, and Pharmalucence – just to name a few. Also off Route 3 are Federal Street Corporate Park, Technology Park Drive and Concord Road. The Riverview Technology Park is 130 acre campus which can accommodate up to 700,000 square feet of R&D, office and manufacturing space. Billerica Ma ssachuset t s 5 The Town of Billerica is working to redevelop underutilized parcels along the Middlesex Turnpike and Treble Cove Road and has identified hundreds of acres of underutilized commercial and industrial properties. The Town is pursuing infrastructure and permitting initiatives to help streamline the development of these sites. I n addition, Billerica has smaller retail and commercial properties available mostly along its main thoroughfare Boston Road (Route 3A), which generates approximately 80,000 vehicle trips a day. Infrastructure Improvements Recent infrastructure improvements have greatly aided business expansion in Billerica. The largest improvement was the completion of the Route 3 expansion project, which turned this highway from a two-lane to a three-lane road and alle- Newly Expanded Route 3 viated years of business traffic congestion. This highway improvement project, which runs from Burlington, MA, to Nashua, NH, has created great interest in industrial and retail business expansion throughout the entire corridor. With three exits on Route 3, Billerica is well positioned for future business expansion. The redesign and signalization of the Concord Road/Route 3 exit has greatly improved traffic flow to the business areas of Concord Road, Technology Park Drive and the Middlesex Turnpike. Design and land acquisition work is progressing on the widening and signalization of the Middlesex Turnpike through the Middlesex Turnpike Betterment Project--a collaborative effort between the towns of Billerica, Bedford, and Burlington. A state-of-the-art $35 million water treatment plant that opened in 2006 is helping service water needs for all residents and businesses. New sewer lines installed in the Treble Cove Road Economic Opportunity Area will connect businesses in need of addressing this issue. Quality of Life Billerica possesses the classic appeal of a small, family-oriented community, while offering a perfect blend of schools, housing, employment opportunity and commercial industrial property. B illerica boasts excellent public schools (grades 1 – 12), including Billerica Memorial High School and Shawsheen Valley Regional Technical High School. Nearby post-secondary education includes Middlesex Community College, University of Massachusetts Lowell and Northeastern University (Burlington) and Boston University (Chelmsford). Settled in the early seventeenth century and incorporated in 1655, Billerica has a rich colonial history. Like other towns in Middlesex County, it was a hotbed of resistance to British authorities in the years leading up to the American Revolutionary War. Billerica is especially proud of its famous resident, Thomas Ditson. A young farmer, Ditson was tarred and feathered by the British and paraded through the streets of Boston in March of 1775. It is this incident that is said to be the source for the tune ‘Yankee Doodle Dandy’. A month after surviving this ordeal, Ditson was among the members of the Billerica Minute Men Company who marched to Concord to fight the British on April 19th, 1775; the first battle of the Revolutionary War. The town’s annual Yankee Doodle Homecoming celebrates this heritage at a weekend long event each September. Billerica Ma ssachuset t s 7 Billerica Business Assistance Billerica’s Business Development Team Economic Development Coordinator he Town of Billerica recognizes the importance of business development to the local economy. Therefore, Billerica’s business development team is ready to assist companies interested in expanding or relocating to town. Billerica’s Town Manager heads the business development team. The goal is to address the needs of Billerica businesses and assist businesses that are interested in coming to town. As a result, the Town has surpassed State permitting guidelines and typically approves normal permits within 120 days . The Building Inspector is the first contact in the permitting process. The Building Inspector can coordinate a Department Head Permitting Meeting to help companies streamline the permitting process. The Massachusetts Economic Development Incentive Program (EDIP) has been a strong incentive for business development. This program allows the Town to offer real estate tax incentives on additional tax base growth for business investment and local employment. The State provides a tax credit on corporate income taxes and an abandon building tax deduction. The EDIP has been very successful in Billerica and has been used for numerous high tech and high growth companies, such as Bruker Optics, Bruker Bio-Spin, FLIR, Nuvera Fuel Cells, PAREXEL, and EMD Serono. The most recent tax incentive agreement was awarded to Pharmalucence, Inc. Pharmalucence, a life science company, plans to invest $40 million to renovate an abandon building on Dunham Road into a state-of-the-art production center resulting in 125 new jobs for the town. This website, which is dedicated to promoting local businesses, also lists discounts offered by area retail and entertainment establishments. www.buyitinbillerica.com Business Networks Billerica Community Alliance The Billerica Community Alliance was formed in 2008 by the merger of the Billerica Plan and the Billerica Chamber of Commerce. The Alliance is an organization of local businesses, agencies, and community groups and is the only local business organization whose focus is solely on Billerica. The objectives of the organization are to promote local businesses and economic development as well as to improve the quality of life within the town. As a 501-C3 non-profit organization, the Alliance also funds a number of charitable endeavors. Corporate members of the Alliance include many of the larger corporations located in Billerica. For many of these members, membership in the Billerica Community Alliance helps them to invest in the community as well as offering their employees community service opportunities. For example, Health Technology students get clinical training in area hospitals and nursing homes, construction students build houses in local communities, etc. Seniors in the Cooperative Education program allows students to work for pay in the area for which they have trained, alternatinging weeks of employment in the field with academic classes. Many Co-op jobs lead to full time employment after graduation. Shawsheen Tech has been named one of the Commonwealth’s top ten schools for its ability to provide technology to students. Employer services available through the Employment Resources Massachusetts Workforce Training Fund T he Workforce Training Fund is a state fund financed entirely by Massachusetts employers, and enacted into law in July 1998. Its purpose is to provide resources to Massachusetts businesses and workers to train current and newly hired employees. There are two categories of grants: training and technical assistance. Training grants range from $2,000 to $250,000. Technical assistance grants range from $5,000 to $25,000. Grants must be matched dollar for dollar. Matches can be cash or in-kind and include only those current or newly incurred costs that are directly related to undertaking the proposed training.
