Advisory Committee (AAC) due to upcoming vacancies per the Committee bylaws. Current AAC members
whose terms are up for reappointment are Steve Benson and Jenn LaMana.

On June 17, 2008, the Board of County Commissioners passed bill 2008-06, establishing an Animal Advisory
Committee. This committee was formed with seven committee members appointed by the BOCC, with terms
ranging from 1-3 years.
Attached is a list of the ten (10) applicants & applications to choose the two (2) Committee members from.
Any information provided after the agenda is published or during the meeting of the Commissioners will require you to provide 20 copies:
one for each Commissioner, one for the Clerk, one for the District Attorney, one for the Public and two for the County Manager. Contracts
or documents requiring signature must be submitted with three original copies.

The Board of County Commissioners on June 17, 2008 passed Bill 2008-06 to establish
an Animal Advisory Committee. This committee will he formed with seven committee
members to be appointed by the BOCC. Applicants interested in seeking a position on
this committee are encouraged to apply through an application process described below.
The BOCC will consider all applicants in their deliberations.

OPINION
ROSE, Justice:
Appellant Tracy Voilmer (formerly
Tracy Wallace) and respondent Pieter
Wallace were married and had a son, Drake.
[112 Nev. 1017] After they divorced, Tracy
gained physical custody of Drake, and she
and Pieter shared joint legal custody.
Around the time Tracy remarried, she and
Pieter began to disagree about the amount of
visitation Pieter should have. The dispute
was taken before the district court, which
established a visitation schedule and ordered
certain abatements in Pieter’s child support
obligation.
Tracy appealed. She claims that the
district court failed to consider Drake’s best
interests in establishing the visitation
schedule, that the court erred in granting
Pieter a reduction in his child support
obligation for travel expenses connected to
visitation., and that it erred in ordering
visitation for Pieter’s mother without
conducting a hearing.
FACTS
Tracy and Pieter were divorced on May
1991,
when their son, Drake, was less

than a year old. They entered into a child
custody and support and property settlement
agreement, which the district court adopted
in its divorce decree. Tracy and Pieter
fàstcise
shared joint legal custody of Drake, and
Tracy was awarded physical custody. Pieter
received “reasonable rights of visitation”
and was ordered to pay $250 per month in
child support.
From the divorce until about September
1994, the parties agree that visitation
occurred largely without problems. After
Drake was about two years old, he began to
stay overnight with Pieter, typically one or
two nights a week. During the summer of
1994, Pieter was unemployed; he therefore
paid only $100 a month in child support, but
took care of Drake every weekday while
Tracy worked.
In September 1994, Tracy remarried,
and Pieter began ajob with weekends off.
He had worked weekends at his earlier job.
The flexible visitation which occurred
before ended. The parties arrived at an
arrangement where Drake stayed with Pieter
every other weekend. Initially, Drake also
stayed overnight at Pieter’s on Wednesdays.
Tracy then stopped the overnight stay on
Wednesdays because she felt that Drake was
too tired and cranky the next day at his
preschool. Pieter was not satisfied with the
visitation he could exercise. After
discussions between the parties failed, Pieter
filed a motion with the district court on
January 27, 1995, to establish specific
visitation. Pieter later withdrew his motion,
but Tracy filed her own. The court therefore
held a hearing on the matter on October 16,
1995.

I have been riding since the age of 5. I had the responsibilities of owning my own ponies while I was young
learning most of the necessities of caring for equines early on.
Growing up, I have had a variety of animals as pets. I cared for any animals I found out on the streets or
woods. (Bat, chipmunk, deer, Blue crane chicks, puppies and kittens)
I worked for a local Pony Rides in Reseda, CA for 7 years, starting at age 12. I groomed, saddled, took
ponies to birthday parties, gave lessons, and ran the horse rental arena. I competed in many horse shows
(Halter, bareback Jumping and other various Classes).
I was a member of Blue Shadows Mounted Drill Team in Hansen Dam, Ca. for my childhood years.
After I left high school, I attended Pierce College in Woodland Hills, Ca. from 1989-1992 to pursue a degree
in Equine Science. I was 12 units short when I joined the Navy. While attending Pierce College I was on the
Intercollegiate Rodeo Team competing in barrel racing.
During that time I worked for the SPCA on campus at the Equine Unit; feeding, grooming and working with
the animals that had been confiscated due to abuse, neglect, or financial hardship.
I worked for Pierce’s Extension Program helping teach the equine riding classes. I also worked for the
Equine instructor reconditioning his broodmare and training a few horses there on campus for other
students.
I became the youngest to receive a certificate from Horsemanship Safety Certification, Inc. offered through
Pierce College.
I worked for the YMCA Camp Collins in Oregon as a wrangler. I fed, groomed, saddled, gave trail rides, and
riding lessons.
I have spent time rehabilitating feral cats and finding homes for them in Los Angeles most of the years I
lived there.
When I was discharged from the Navy for being disabled, I lived in Wixom, Michigan. I worked with the
President of the Barrel Racing Association helping her get her horses ready for barrel races by working
them and warm ups before race.
After living there for 4 years I returned to California to live on a ranch in San Luis Obispo with goats, cows,
dogs and cats, and horses.
As you can see, my life has always revolved around animals of all types in one way or another since I was a
child.
Now my time is devoted to my canine rescue and helping other rescues in any way possible.
Over the term ‘08-09 1 have been on the Nye County Animal Advisory Board and still currently on it. It’s
been an amazing and great experience. I love this work and hope to continue on the board.

I trained dogs at 2 different Petsmart locations. Rainbow/Lake Mead
PetSmart and the Fort Apache/2 15 store. I was responsible for the sales of
training classes, giving classes beginner through advanced and all training
paperwork involved. I also was in-store to help answer any animal questions
people may have had from nutrition and food to behavioral/training issues. I
used my classes as a platform to guide students towards spay/neuter. By the
time I left 99.99% of my classes heavily believed in spay/neuter.

I wish to serve Nye County and Pahrump to the best of my ability especially
concerning the rapid changes we are going through which impact not only the
humans, but the animals.

Yes. I served on the Department of Bio-Medical Engineering Graduate Admissions
Committee at OSU and several other educational committees at OSU and later at the
University of Louisville.

All the committees I have served on (particularly the Graduate Admissions
Committee) were very fulfilling. We were helping students attain their goals in
education and life.

Before my retirement and since leaving college my lifetime professional career was in hospitalltylfood ser
vice management in airhne catering, amusement/theme parks and franchise specialty restaurants in south
ern California. I began in entry level management. eventually reaching my highest position as Vice President
Operations for Lov&s Enterprises, Inc. a southern California franchise chain of barbecue specialty restau
rants.
After much research I purchased property in Pahrump in 1999 specifically for my retirement and the ameni
ties available for keeping my own dogs in a rural community with an ideal climate.
I moved to Pahrump in June 2001 after 5 years with Universal Resorts, Orlando ( ‘1996-200lwhere
I was senior food Equipment and specialty buyer for Universal’s ISLANDS OF ADVENTURE ® theme park
which opened In 2000.
My last employment was a 4 year contract (2002-2006) with Six Flags theme parks as Corporate Purchasing
Manager-Food Service which concluded at the end of 2006 when I “officially” retired.

first met Jim Patterson in 2001 when he presented at my Veterinary Clinic with his
Labradors. His compassion for his animals is unbounded. His knowledge of common
problems and willingness to explore new situations is extraordinary. With the addition of
the Wolf Hounds and some mixed breed dogs to the Labradors the extent of the
possible presenting problems Increased incredibly. We have indeed faced a number of
these problems. Jim’s natural desire to obtain the most positive result from every
situation is unmatched and his pets benefit from his efforts.
We have gotten to know each other extremely well as Jim’s dog Brooke was diagnosed
with diabetes mellitus in 2002. Treatment of the disease requires insulin and a life time
commitment by the owner to the pet. To deal with the disease takes the patience of a
saint, a willingness to learn and a willingness to put the pet’s best interest first. Jim was
the perfect provider for Brooke; she lived a long and healthy life as a diabetic. Through
Brooke I saw Jim’s ability to meet each obstacle, analyze it objectively and come up
with a realistic and workable plan.
The events that Jim has gone through with his pets with my help or that of some other
specialty veterinarians has given him incredible insight into the plight and needed care
to keep pets healthy. I believe his presence on any committee dedicated to the welfare
of animals would be a great asset to the community.

I first met Jim Patterson in Pahrump about 7 years ago. I worked as a relief
veterinarian at Animal Care Center of Pahrump and cared for many of his Thur legged
friends. I also provided services for him thru my mobile veterinary practice when
emergencies arose.
He has always seemed to have the patients well being in mind and was willing to
incur the expense for the best recommended medical treatments available. Jim always
followed the recommended treatment plan that was given by a professional and was able
to improve the health and quality of life for many patients, lie also has a good
understanding of medicine and will improve his knowledge base when he is not familiar
with a disease process in order to improve the patient’s health.
I think it would be a wonderful relationship if he served on the newly formed
animal advisory committee in Nyc County. I feel he has a good understanding of animal
husbandry and the medical needs of animals. I believe his decisions would be based on
the animals needs without economics or politics influencing those decisions and his
moral compass will help benefit the veterinary medical community.

I met with Mr. Patterson at his residence to conduct facility inspection of his residential
sanctuary. I found Mr. Patterson’s property to be immaculately clean, inside and outside.
as well as beautifully cared for. Mr. Patterson keeps rescued dogs or an occasional dog
that needs fostering until it can be placed in permanent home, Mr. Patterson has put a
great deal of time and effort into planning the operational aspect of this facility. While
Mr. Patterson only has and keeps a limited number of dogs, he has a system. .in place
where he and his dogs live by a routine & set pattern daily and the effects of that kind of
scheduled life shows in the relaxed and cairn attitude and atmosphere that is present at
this facility.
Mr. Patterson, being retired, is able to really focus his tirne on giving oversight and
guidance to his animals which is just what is needed to have a well behaved & happy’
animal.
We have never had occasion to be called out to Mr. Patterson’s regarding any complaints
about animal issues at his residence.
In finding a very well kept & maintained property along with happy and healthy animals
I fully recommend Mr. PattcrsoWs facility he approved for a facility permit.

The Board of County Commissioners on June 17, 2008 passed Bill 2008-06 to establish
an Animal Advisory Committee. This committee will be formed with seven committee
members to be appointed by the 80CC. Applicants interested in seeking a position on
this committee are encouraged to apply through an application process described below.
The BOCC will consider all applicants in their deliberations.
Applicant Document Requirements
1. Complete enclosed applicant information.
2. Complete enclosed questionnaire.
3. Attach current resume.
4. Attach personal reference list.
Please return complete application packet to the Nye County Animal Control Office at
1510 Sin Lane Pahrump, NV 89060 on or before June 9, 2009.
All applications not containing the complete requested documentation or information
might not be accepted for consideration.
