Approved Code of Practice L8 • Identification and assessment of the risk • Managing the risk: management responsibilities, training and competence • Preventing or controlling the risk from exposure to legionella • Record keeping • Responsibilities of manufacturers, importers, suppliers and installers BIFM ANNUAL CONFERENCE Oxford 2007 Legionella – A lesson in strategy? Risk Assessment • Your foundation document must cover all water systems present • Identify where exposure can be prevented or needs to be managed • A living document and should be reviewed at least every two years “There are risks and costs to a program of action. But they are far less than the longer range risks & costs of comfortable inaction” John F Kennedy BIFM ANNUAL CONFERENCE Oxford 2007 Legionella – A lesson in strategy? Written Scheme • A positive legionella sample at the lower limit of detection (100 cfu/litre) from a system with a volume of 2500 litres, potentially means a gross contamination of 250,000 organisms. • Assuming a 2 hour reproduction rate, a single legionella bacterium now, could increase to over 16,700,000 in 48 hours BIFM ANNUAL CONFERENCE Oxford 2007 Legionella – A lesson in strategy? Record Keeping - should include: • The persons responsible for the risk assessment, as well as those managing and implementing the written scheme • The significant findings of the risk assessment • The written scheme itself • The results of all works undertaken on the systems “History is a confused heap of facts.” Lord Chesterfield “History is a vast early warning system.” Norman Cousins BIFM ANNUAL CONFERENCE Oxford 2007 Data Month/ Year Jan Feb Mar Apr May June July Aug Sept Oct Nov Dec 1993 104 103 103 103 104 103 104 105 104 103 103 105 1994 104 105 104 103 103 104 106 105 105 104 104 103 1995 105 106 104 103 104 105 105 104 104 103 103 104 1996 105 106 104 104 103 105 105 104 103 105 104 106 1997 106 106 104 104 103 104 105 104 103 104 103 106 1998 106 104 104 103 104 105 106 106 104 103 104 103 1999 103 103 103 103 105 105 104 104 103 104 103 104 2000 103 106 103 106 104 103 104 103 104 103 104 105 2001 105 104 104 104 103 105 104 104 104 103 103 104 2002 104 103 103 104 103 103 104 104 103 103 104 103 BIFM ANNUAL CONFERENCE Oxford 2007 Information Month/ Year Jan Feb Mar Apr May June July Aug Sept Oct Nov Dec 1993 104 103 103 103 104 105 104 105 104 103 103 105 1994 104 105 104 103 103 104 106 103 103 104 104 103 1995 105 106 104 103 104 105 105 104 104 103 103 104 1996 105 106 104 104 103 105 105 104 103 105 104 106 1997 106 106 104 104 103 104 105 104 103 104 103 106 1998 106 104 104 103 104 105 106 104 104 103 104 103 1999 103 103 103 103 105 105 104 104 103 104 103 104 2000 103 106 103 104 106 103 106 103 104 103 104 105 2001 105 104 104 104 103 105 104 104 104 103 103 104 2002 104 103 103 104 103 103 104 104 103 103 104 103 BIFM ANNUAL CONFERENCE Oxford 2007 Knowledge Month/ Year Jan Feb Mar Apr May June July Aug Sept Oct Nov Dec 1993 104 103 103 103 104 105 104 105 104 103 103 105 1994 104 105 104 103 103 104 106 103 103 104 104 103 1995 105 106 104 103 104 105 105 104 104 103 103 104 1996 105 106 104 104 103 105 105 104 103 105 104 106 1997 106 106 104 104 103 104 105 104 103 104 103 106 1998 106 104 104 103 104 105 106 104 104 103 104 103 1999 103 103 103 103 105 105 104 104 103 104 103 104 2000 103 106 103 104 106 103 106 103 104 103 104 105 2001 105 104 104 104 103 105 104 104 104 103 103 104 2002 104 103 103 104 103 103 104 104 103 103 104 103 BIFM ANNUAL CONFERENCE Oxford 2007 Legionella – A lesson in strategy?
