After a record attendance at the 2011 conference held in Surfers Paradise, we were very surprised with delegate registrations topping out at 430 - a new record. Now I am asking the question as to when will delegate numbers crack 500! There is a full report on the conference, exhibition and crane display including photos in the following pages. There are a few other matters that I will touch on. First there is the draft NSW Long Term Transport Master Plan released during September. Of particular importance to the Crane Industry is the chapter on Funding that refers to road user charges. Road User Charges are used in many countries including New Zealand, charging by the vehicle mass and the distance travelled. This has possible implications for all crane businesses. Comments on the draft Master Plan are due by 26th October. The next thing is the recent decision by the Singapore Government to make it mandatory for all Mobile Cranes brought into use from 1st January, 2013 to be fitted with data loggers and they have also recommended that all existing mobile cranes be equipped with data loggers. This follows on from the European Standard EN13000:2010 that since May 2010 mandated the requirement of data loggers on all new mobile cranes. I ask the question, do you have an opinion on Road User Charges and Data Loggers? Please get involved either through your State Association or directly to CICA. In closing I would like to welcome Cheryl Daley, Bart Sutherland and Jeff Sibbick to the CICA Board as our new Directors. CraneSafe Update The most important news is the appointment of Brandon Hitch to the position of General Manager CraneSafe and Steve Kalpins as the IT Manager. Both of these young guys will take CraneSafe to new levels in the years to come. Brandon joined as the CraneSafe Engineer almost 12 Months ago and his promotion to General Manager will enable me to do more of the important things in life which is fishing and drinking red wine. I will hang around for while as Brandon’s mentor to help him in broadening the scope and services of CraneSafe. Steve has been around a lot longer having worked for us as an IT Consultant for 10 years setting up the back-room processes which has made CraneSafe what it is, along with Kylie Charrett, who looks after all of the administrative issues. We now have 24 different assessments in the program with the recent introduction of Annual Assessments for Tower Cranes and the recent release of Side Boom Pipe Layers, Full Load Reach Stackers and Folding Leader Piling Rigs. All of the 24 different assessments come under the AS1418 and AS2550 umbrella of Standards that we use in our industry. Demand for these services come from within the industry and CraneSafe is the premium third party independent inspection service in the World. Another feature that is also unique is that it is owned by the industry and excess funds are used for new safety initiatives requested by industry. We have done 36,687 assessments on 10,063 different cranes since our inception in 2002 and all of these have been scanned and electronically stored. This will enable owners to replace any lost or misplaced inspection reports when they are required for a major inspection some time in the future. 10 year major inspections are mandated in the new Regulations along with the requirement to keep accurate records. CraneSafe is able to assist in this requirement for those that have been less than perfect. We are also preparing a road show for each of the State crane associations to give guidance on the myriad of regulations the crane industry is now facing. More information on this issue will be advised soon. The 12 months period ending September 2012 has also highlighted just how strange the crane market is in Australia at this time. Western Australia and Queensland are going gangbusters while the once powerhouse of the crane industry, NSW is languishing in the doldrums with Victoria. Sales in the past 12 months have been quite remarkable with sales exceeding 720 units (which are the highest we have recorded) since 2008 when just over 700 cranes were delivered. Liebherr and Tadano have really made significant inroads to their traditional rivals. This is especially evident in WA and Queensland. Some of the information being generated with our CraneSafe statistics is really quite useful in determining where problems are likely to occur. I have attached details of the 10 highest recurring faults on All Terrain Cranes and Articulated Cranes and it is quite bizarre when you see fire extinguishers being at the top of the lists as well as LMI’s being quite prominent. Our life would be a lot simpler, and your bills would be a lot less if these issues were corrected before your annual CraneSafe. 3 Gold Major Inspection Verifications open for Business CICA is pleased to announce that the Gold Plate major inspection service is now available from the CICA office. The cost for this service is $1500 for members and $1800 for non-members of CICA. The completed major inspection should be forwarded to the CICA office with the appropriate cheque. If the report is not substantially in accordance with the “CICA GUIDE TO 10 YEAR MAJOR INSPECTIONS”, AS2550-1 or the QLD 2006 Mobile Crane Code of Practice, there is a good chance that you will not receive the Gold Plate so it is important that you know this fact up front and not waste your time and money. The CICA Guide is available on the CICA web-site. Our CICA Engineers will assess whether the correct procedures have been adopted and there is sufficient corresponding evidence to confirm that the crane can be issued with the Gold Plate. Conformance to Australian Standards, sound engineering principles, correct competent personnel used and a suitably competent engineer “sign-off” will all be vigorously scrutinized. If there are minor deficiencies that can be corrected, the company will be informed what is necessary to enable the report to be reassessed. When this additional information is provided, a final determination as to whether a Gold Plate can be issued will be made. There will be no refunds given if the Gold Plate is not issued. Our Engineers will have spent their time assessing the report so please ensure that it is likely to succeed before submitting it to us. We know from discussions with Major Contractors that they are very concerned with the joint obligations they will now share with crane suppliers as mandated in the new Safe Work Australia Regulations. They will be equally liable with the supplier for the condition of the crane so there are some huge incentives to have a third party assessment that the crane has had a correct major inspection carried out and not just a single page “drive-by”. Used crane buyers will now be able to stipulate a CICA “Gold Plate for any older crane they purchase. This will substantially increase their bargaining ability and lessen the “Buyer Beware” syndrome. Jeff Brundell, National Director, CraneSafe 4 5 Con Popov Memorial Award — Danny Black The Con Popov Memorial Award is awarded to an individual by CICA to recognise outstanding contribution to the industry over a considerable time period. The Award is named after industry pioneer and legend Con Popov. Constantine Alexander (Con) Popov was one of the few figures of the Australian crane industry who made an impact not only on the local market but also internationally. Con was an engineer educated in Russia and the USA at Stanford, who developed a strong engineering business before migrating to Australia in 1952. Two years later Con saw the opportunity to expand into the crane industry and went on to become an industry innovator and leader. Con produced many cranes and became a long-term President of the early crane and lifting association, before his retirement by the early 70’s. Con died in 1997 aged 87. The Con Popov Memorial Award presented to Danny Black (on left) by Ray Brenton, CIAQ President The Con Popov Award presentation is traditionally made at the CICA Annual Conference Gala Dinner. Nominations are called for each year via the respective State Associations and considered by the CICA Board. The last time this Award was given was back in 2008, to Kevin Wheeler, a CICA past president. It is therefore most fitting, that as a united national industry we celebrate the achievements of Danny Black, as the 2012 Con Popov Award winner. Danny Black Danny Black was born in 1969 and joined Franna Cranes Pty Ltd fresh out of the University of Queensland as a young Design Engineer in 1989. Danny has a Bachelor of Engineering in the field of Mechanical Engineering. Danny’s interest in crane equipment was evident as he became involved in research and development of Pick and Carry 4WD Franna Cranes under the watchful eyes of Brian Hain. In 1991 Danny was promoted to the position of Engineering Manager where he was in charge of the early design team with successful new models evolving from 10 tonnes capacity to 12, 14, 18, 20 and 25 tonnes capacity. As Franna was also a distributor of large imported cranes, Danny gained a lot of experience and by the early age of 30, Danny was an accomplished Chief Design Engineer. USA based Terex Corporation purchased Franna Cranes in 1999 and introduced more imported Rough Terrain, Large Hydraulic and Crawler Cranes, Danny continued his employment as Engineering Manager under the new ownership until being appointed the General Manager for the Terex Cranes Australian operations in 2009, the position he still holds today. Danny has represented CICA on the Australian Standards committee since 2000. In 2003 Danny was appointed Vice President Marketer on the Executive Committee for the Crane Industry Association of Queensland (CIAQ) and still currently retains this position. In addition, Danny joined the CICA Board in 2005, and took up the position as CICA Vice President in 2009, still serving in this role currently, as part of the higher level discussions and leadership of the CICA Executive Team. At just 43 years of age, Danny is without a doubt one of the most accomplished Cranes Engineers we have in Australia today. Danny’s engineering knowledge in the Crane Industry is far and wide and he is often consulted by his peers. Danny’s nomination recognises his career path, personal contribution to the design and success and improving standards of the Australian crane industry. For the above reasons, Danny is regarded as achieving and exceeding the high standards of excellence and contribution that is embodied by the Con Popov Memorial Award. On behalf of the CICA Board, Members and the Australian Crane Industry, congratulations to Danny Black. 6 Membership Matters • A Report by the CEO Welcome and thanks for taking the time to read this report. Thanks to those many members who have renewed their CICA membership and responded to our 2012 member survey (as reported in the August Newsletter). Without members we would have no reason to exist. 2012 Conference Once again the CICA Conference was a great success, although not everything went to plan, including some challenging weather! Thanks must go to the hard-working Conference Team led by Cheryl Woodhart. Highlights included a great location and venue; record delegate numbers; a solid speaker program; our Lift of the Year Awards; our biggest exhibition; a well supported crane display; a special Networking Dinner at the Adelaide Oval; plus a great Gala Awards Dinner that many will remember as the best-ever! Thank you to the wonderful support from industry including our sponsors and exhibitors led by Finlease our Platinum Sponsor plus the strong participation of crane owners and national marketers. CICA Board Meeting The CICA Board Meeting minutes and discussions are confidential, but as usual I am able to share many non-confidential matters progressed at the 5 September meeting as follows: • 4 new Ordinary Members and 3 new National Marketers were approved - see page 9 • the CEOs annual performance review was completed • the CICA Allocations to the States of the National Marketer funds were approved • the 2013 Board Meeting dates were approved - see page 9 • the 2012 Board Election results were noted • the 2012 Member Survey results were considered • the Strategic Planning draft plan was tabled • the One Association project progress was noted with the next Project Committee Meeting due 15 October, in Melbourne • the Board approved Brandon Hitch's promotion to General Manager, CraneSafe effective 1 October • it was agreed to present CICA's 1st Gold Plate (Major Inspection desk audit) to Universal Cranes ... See the story and picture on page 10 • the 2013 Conference Platinum Sponsor: SpanSet was noted • the International Crane Stakeholder Assembly (ICSA) set for 26 November linked to BAUMA China week was discussed. This meeting is the agreed 2012 meeting of the international associations and CICA is the co-host for this meeting along with China's CCMA. CICA Board Meeting 7 • • • CIA NSW's agreement to be state host of the 2014 Conference was noted the CAWA concerns received 3 September were noted and discussed - as raised by CAWA at the Industry Forum and AGM following the AGM, the Board reconvened to welcome the new Directors and to elect Office Bearers for the year ahead. The new Directors were welcomed: Bart Sutherland, Cheryl Daley, Jeff Sibbick and Malcom Smith ( re-elected at the AGM - see page 2). Existing Board Appointed Directors were reviewed and re-confirmed as Jeff Brundell and Ray Brenton. John Gillespie was re-elected as CICA President and Danny Black was re-elected as Vice President. See the updated Board details on page 24 CICA 2012 Annual General Meeng (AGM) As per the annual compliance requirements, the CICA AGM was held, in Adelaide on 5 September 2012. Key ma"ers addressed included: • no$ng of the Previous Mee$ng (held 14 September 2011) Minutes • receiving of the 2012 Annual Financial Report • receiving Other Reports from the President, Chief Execu$ve Officer and CraneSafe Director • announcement of the recently elected Directors: Bart Sutherland, Cheryl Daley, Jeff Sibbick and Malcom Smith (elected at the mee$ng), along with the Appointed Directors: Jeff Brundell and Ray Brenton. See the full Board for 2012 on page 24 • no$ng of the ongoing role of Alan Marshall as the Secretary and John Wa"y as the Auditor • considera$on of the tabled Special Business - the proposed amendment to the CICA Cons$tu$on. In view of the opposi$on to the amendment via tabled proxy votes by WA members, the mee$ng agreed to withdraw the proposal. CICA Industry Forum CICA 2012 Industry Forum As usual the Industry Forum was conducted on the preliminary day of the Conference, on 5 September in Adelaide, prior to the AGM. Key issued discussed included: • the CAWA and WA member concerns regarding the CICA Cons$tu$on, especially sec$on 15.3 covering the Board composi$on. It was agreed that the CICA Cons$tu$on was in need of review. • the CICA Conference registra$on fee level and the value of making this more affordable to small business members. The mee$ng noted registra$on fees had not changed for 3 years and currently the Early Bird Delegate Fee of $755 was $301 below the actual cost of $1,056 incurred by CICA. It was agreed to ask the CICA Board to consider introducing a 'First Timers' (business) discount. • improving vehicle access on bridges Australia-wide. There was general agreement that industry needs be"er co-opera$on on the issues, research, informa$on sharing and lobbying - amongst the states and CICA and delegates and states were asked to further consider how to address this going forward. 8 • • • the One Associa$on Project. CIA NSW referred to their le"er dated 17 August and their in principle support and aim to join CICA by August 2013, subject to the details and further due diligence as the project unfolded. CAWA advised their posi$on remains unchanged. The other states advised they were all suppor$ve in principle at this stage, subject to the further details and due diligence. The next Project Commi"ee Mee$ng is set for 15 October in Melbourne. Succession Planning for the CICA Board. There was general support to address the deficiencies in the CICA Cons$tu$on; encourage ongoing succession planning at state and na$onal level; improve member engagement; and recogni$on for the good work of the volunteer Directors. VCA advised their plan to consider purchasing Weight Scales (following the CAWA ini$a$ve) and to seek CICA support, perhaps sharing access across eastern seaboard states. Major Inspection Update The 2012 Adelaide CICA Conference was the venue for the first CICA Major Inspection Verification “GOLD PLATE” to be issued to Universal Cranes as confirmation that the major inspection meets the criteria established by CICA, and the crane if used on the same duty basis, would be next required to have a major inspection in December 2021. CICA has been at the forefront for ensuring that major inspections meet the requirements of Australian Standards, existing Codes of Practice and the expectations of the various Regulators. L-R: Brandon Hitch, CraneSafe General Manager and Joachim Schalk, Universal Cranes A guide to major inspections written by CICA in 2006, and while it is still the biggest down-loaded document from the CICA web-site, there are still some in the crane industry looking for the cheapest possible solutions. Single page documents are still being issued with minimal justification for approving the crane as safe for continued operation. These types of approvals basically are the reason why the CICA Major Inspection Verifications program has been implemented. CICA will desk-top audit major inspection reports to verify that they conform to Australian Standards, Crane Codes of Practice (including the new Safe Work Australia copy), OH&S Regulations and sound Engineering Principles. If the report meets these requirements, CICA will issue a “Gold Plate” for fixing to the crane that confirms to all site personnel and Regulators, that the crane has undergone a legitimate major inspection complete with the necessary documentation and testing. In some cases, many of the inspection requirements will have been carried out but not documented correctly which will preclude the owner from obtaining the “Gold Plate”. Our process allows for additional information to be provided that will enable the competent CICA engineer to reassess the original submission, and if the additional information received is satisfactory for the confirmation that the crane is in accordance with the four main criteria listed above, the “Gold Plate” can be issued. The cost for this verification is $1500 plus GST for CICA Members and $1800 plus GST for non CICA Members. The addition of the “Gold Plate” for buyers of used cranes will assure the buyer that the crane is indeed in the condition that they expect, and likewise, it will greatly assist owners passing their cranes into the second-hand market. Like the CraneSafe 3rd party independent annual inspection program, it is cheap insurance for the people who conform to the accepted levels of inspection. The first crane to receive its CICA “Gold Plate” is owned by Universal Cranes, and is a Liebherr LTM1080/1 that has completed 14429 upper hours and has travelled 121206 kilometres since its manufacture in 1999. The strip down and rectification was supervised out by M&I Inspection Services and D. Jones of Metrotech was the Engineer who signed off that the crane was next due for a major inspection in 2021. 10 CraneSafe Engineer Update At the Adelaide Conference, Brandon Hitch (CraneSafe Engineer and now General Manager CraneSafe) gave an update on the CraneSafe program including: • Some program statistics: e.g. ⇒ 6618 cranes have been assessed in the Year To Date ⇒ 8086 faults have been recorded • Promoting the new CraneSafe Certificates now available • A report on the Assessor Audit program ⇒ 35 of 44 audits have been completed nationally ⇒ most common assessor errors are not completing the winch brake test / line pull for a full 5 minutes; not checking the tyre pressures on mobile rated cranes ⇒ audits in 2013 will be 'blind' meaning the assessor will not be present • A copy of Brandon's presentation is available by contacting the CICA Office Crane Category Volume Crane Assessments by State 28 1626 2118 1274 347 27 1172 9 Soft Sling Safety Alert! WorkSafe Victoria recently issued a Safety Alert in relation to the dangers associated with using synthetic fibre slings (often known as soft slings). For further information refer to: WorkSafe Victoria - www.worksafe.vic.gov.au AS 4497.2-1997 Round slings - Synthetic fibre - Care and use AS 1353.2-1997 Flat synthetic - webbing slings - Care and use 11 2012 Adelaide Conference Report As reported in the recent CICA emails and Media Releases, the 2012 Conference, Exhibition and Crane Display, held 5-7 September 2012, was a wonderful success. Congratulations go to the 2012 Conference Team comprising SACA and CICA representatives: Cheryl Woodhart (SACA President), Stephen Holmes, Jeff Sibbick, Roger Weste, Andrew Hall, Marcus Ferrari, Jeff Wilson, Tim Jensen, Tim Mee plus the CICA Office team (Lisa and Alan), plus Sue Ryman-Kiernan (Wise Connections) our PCO. Highlights included: • A record 430 total delegates (excluding spouses tour and dinner partners); 34 exhibitors spread over a record 50 booth spaces; and 27 cranes on display!! • The Networking Dinner at the Adelaide Oval was a great night, despite the weather impact on the planned Walk of Fame. Raising $11,000 for the Raffle was a wonderful result for the nominated charity Beyond Blue. Many thanks to Craig Craig Membrey Membrey for his passion for the cause. • Well-respected industry member Paul Heeks was MC and did a sterling job, over the two days despite battling a recent virus. Many thanks Paul! The opening videos were well received, including showcasing the recently released SACA video. • The speaker program was strong with Damien Fleming as the Keynote Speaker doing an excellent job. The 2 official Technical Presentations were of great interest, being 'What do global engine emission requirements mean to the Australian Crane industry' (presented by Bob Hund from Manitowoc) and 'Side slope considerations for pick and carry applications' (presented by Craig Kittle, Terex). Thanks you to the respective presenters and companies. • CICA was pleased to update delegates on CraneSafe and the new CICA Major Inspection Gold Plate Certification Audit (both done by Brandon Hitch) and the good progress on the Training Project (Andrew Esquilant). • Once again, there was strong interest in the Lift of the Year Award presentations. For the first time, this year this was done by a single presenter (following how this is done in NZ) by Stuart Anderson. Thank you Stuart. In addition the Manufacturers Panel held much interest, and once again CICA had the great support of the 'majors' with Eric Etchart - Manitowoc, Bill Stramer – Linkbelt, Kevin Bradley – Terex, Christoph Kleiner – Liebherr, Alexander Knecht – Tadano comprising the 2012 Panel. The Panel was facilitated by Stuart Anderson, so thanks again to Stuart. • Keep in mind all speaker presentation slides are available from the CICA Office plus the many pictures are accessible via the Online Picture Gallery.http://rixryan.dphoto.com/folder/6f755u • The Exhibition was impressive with our biggest space ever and feedback from Exhibitors was generally very positive, with good business prospects and discussions achieved. 12 • Based on feedback, the Gala Awards Dinner must rank as one of the best ever nights. The banquet room set up was great, along with an excellent band being Cornsey’s All Stars and MC for the night was Pete Laser. Raymond Crowe was the entertainment and once again it was another outstanding winner. The industry highlight is of course the Awards. Congratulations to the Lift of the Year Award nominations and winners (see the details below). In addi$on, it was a huge emo$onal moment when Danny Black (Terex Australia) was announced by Ray Brenton as the Con Popov Memorial Award Winner. Well done to Danny!! AI Group has been vital in progressing this matter for CICA and the variation has been submitted to Fair Work Australia for consideration, which is a significant step forward. • Once the above is all in place, CICA will commence communication with members and the state associations to seek commitment from industry to support the traineeship program. Various course details and promotional material will be available to assist members. CICA is hopeful of progressing other initiatives to support the traineeship program, for example: CICA funded trainees, scholarship grants, listing approved training providers on the CICA website etc. • This Project is a key part of the CICA Board's strategic plans. Personal Properties Security Register Update Further to CICA’s last update on the PPSR, Miles Beamish of Finlease presented on this topic at the 2012 CICA Conference and recommended the following 5 point PPSR Checklist: 1/ 2/ 3/ 4/ 5/ Have I assessed the risk involved in hiring to this customer? How long is the hire going to last for? Having assessed the risk – do I need to register a security interest on PPSR? Using a Master Agreement – Register interest on the PPSR Have I pointed out to the customer the Terms & Conditions of sub-hire? The Personal Properties Securities Act commenced on 30/1/12. For further information refer to your accountant, solicitor, finance broker/advisor, your State Association or the Government website www.ppsr.gov.au CICA will be contacting Members shortly on the PPSR to identify and progress key concerns. 19 Lift of the Year Award — Entry Update Another year has passed and the judges for the Cranes & Lifting Lift of the Year Awards thought it was appropriate to give some tips to next years entrants and to those contemplating whether they should enter or not. The first and most important message is that too many entries are neglecting the “background” information requested. Too much emphasis is spent on the actual lift itself and not enough is going into the real effort that must be done in the planning and execution of the lift itself. Go to the CICA office and look at the detail given by the previous winners if you haven’t had a look at the conference itself (You are not allowed to copy or take these out of the office) This is quite evident when you look at the often different results between the “popular” votes at the conference versus the actual Judges decisions. The delegates spend 5 minutes looking at the video or power point presentations of the actual lift, but while the judges most certainly look at the promotional material, they also look at how and why of the method that the lift was carried out. What may look as a great job at the conference may very well be quite dangerous when all of the OH&S and planning issues are taken into account. All entries are judged by the material provided. The judges are not allowed to guess what was intended; they can only judge on what the can see and read from the entry provided. Include actual documents used for the entry. Don’t use a generic Safe Work Method Statement. One entry in the past had a SWMS signed off a month after the job was completed. The judges have no choice other than to mark this as a zero. There are 16 different point carrying issues requested for Category A lifts. Use these as the basis of the entry and address each of them individually and convince the judges that you are indeed conforming to every issue highlighted. This method will certainly improve your chances considerably. In the case of Category B entries, use the same principles as Category A. Leave nothing to chance or assume that the judges will know what you mean. There is no latitude to do this. The Judges.
