his publication is provided to any one travelling to Canada, settling in Canada or moving
back to Canada and who wishes to bring their personal and household goods. This
publication will be helpful to define your status for custom purposes at the time of
importation and to qualify for duty- and tax-free importation of your personal and
household goods, if you meet the conditions outlined in this publication. Moreover, it will provide
you with the general requirement for importation of conveyances and personal baggage, heritage or
domestic household goods onto Canada.
SECTION 1
 CANADIAN RESIDENT
 Former Residents of Canada who are returning to Canada: to resume residence in Canada after
having been residents of another country for a period of not less than one year. Persons who
establish themselves as residents of another country for a period of at least one year may make return
visits to Canada (as non-resident visitors) without jeopardizing their former resident entitlement
ALLOWED TO
If out of the country more than 7 days, is allowed to declare a maximum value of $750.00

SECTION 1
 CANADIAN RESIDENT
 Old Canadian resident returning to live in Canada: Is considered to be a former Canadian
resident, any person having left Canada and who is now returning with goods destined for personal
or domestic use.
ALLOWED TO
If absent from Canada over 1 consecutive year, is allowed to declare a maximum value of
$10,000.00cad for personal effects – FRANCHISE

REQUIREMENTS

Signed Power Of Attorney for non-accompanied baggage of household goods if customs cleared
by third party (optional)
B4 : Official document with detailed declaration of personal effects
 Importing a legacy of personal and/or domestic goods: Is considered to be a legacy of personal
and/or domestic goods; any goods acquired or used abroad by a Canadian resident who is deceased
or in prevision of his/her death.
ALLOWED TO
Personal effects having belonged to the deceased donator or gifts from the imminently deceased
donator

REQUIREMENTS
-
Documents detailing the goods imported and identifying as importer the beneficiary of the
inheritance (with copy of the testament)
In absence of the testament, a document issued by the estate tribunal or a statement established
by the testamentary executor who is authorized to divide the goods or interests of the estate.
For any gifts from the imminently deceased, a copy of the testament from the donator
Written testimony from the donator’s doctor confirming imminent death of the donator
The donator’s declaration granting the transfer of ownership of goods, signed, dated and issued
alongside a witness other than the importer.
Proof of affiliate (family ties) between the donator and the importer (photocopy of passport)

SECTION 2
 NON-RESIDENT
 Student: Is considered to be a student; any person arriving in Canada with intentions of studying for
an undefined period.
ALLOWED TO

Goods imported for personal or domestic use in Canada
REQUIREMENTS

Photocopy of valid passport
Signed Power of Attorney for non-accompanied baggage or household goods if customs cleared
by third party (optional)
Documents issued by Citizenship and Immigration Canada (CIC)
Study Permit (C.E.Q)
 Temporary Worker: Is considered as temporary worker; any person arriving in Canada in order to
work for a maximum period of 36 months.


Goods imported for personal or domestic use in Canada

SECTION 2
 NON-RESIDENT
 Seasonal Resident (one single importation) : Is considered to be a seasonal resident; any person
residing outside Canada and who, for a seasonal use, is either the owner of or leasing for a minimum
period of 3 years, a home in Canada (excluding timeshares, caravans or mobile homes)
ALLOWED TO

Goods imported for personal or domestic use within Canada (not applicable to construction
material, electrical and/or sanitary installations, windows, doors and insect screens)
REQUIREMENTS

Photocopy of valid passport
Signed Power Of Attorney for non-accompanied baggage or household goods if customs cleared
by third party (optional)
Proof of ownership or long-term rental of the seasonal residence. Act of purchase, lease or
construction contract.

 Immigrant: Is considered as an immigrant; any person arriving in Canada with intention of being
established for over a 12 month period.
ALLOWED TO

Goods imported for personal or domestic use within Canada for a person arriving in Canada to
pursue work for over a period of 36 months
REQUIREMENTS

Proof of request of permanent immigrant status of Canada
Proof of temporary entry authorization

SECTION 2
 NON-RESIDENT
 Diplomatic staff : Is considered as diplomatic staff; any designated person by a foreign country,
who are positioned within Canada and affected to diplomatic missions, consular positions and/or
international organisations accredited by the MAECI
ALLOWED TO

Consular officials only (pre-verification of status required), classified by the MAECI, person covered
by the individual council decree and holder of a copy of the decree, a valid proof of identification
and an authorization letter signed by the designated chief of the organization in question.

more than 12 months and for which all goods imported for the stay will be returning in its totality.

SECTION 3


RESTRICTIONS
 Goods destined for commercial use, for sale or lease.
 Tobacco products : must comply with Canadian provincial or territorial laws where importation will









take place and a minimum duty charge is applicable at all times for any tobacco product not showing
or mentioning “Canada duty-paid – droits acquitté”. The goods must accompany the traveler.
Weapons and firearms : Upon importation, are subject to strict rules and regulations governed by the
External Affairs Ministry of Canada.
Explosives, pyrotechnics and ammunitions : regulated by the Canadian authorities
Food products, plants and/or animals : under control of the Canadian Food Inspection Agency
Endangered species : under control of the international treaty of CITES (the Convention on
International Trade in Endangered Species of Wild Fauna and Flora)
Health products (medication) : under control of Health Canada
Monetary instruments and cash : any value above $10,000.00cad must be fully declared to customs
authorities
Prohibited goods, cultural goods, used mattresses.
Vehicles : under control of Transport Canada, the Canadian Food Inspection Agency and the
Canadian Border Services Agency (see information below)
Alcohol and Alcoholic beverages: In Quebec, the law stipulates that only the SAQ (Société des
alcools du Québec) is authorized to import alcoholic beverages or purchase them from another
province. You must thus, even if purchasing via internet, directly and inevitably contact the SAQ,
even in the case of gifts, donations, inheritance or travel souvenirs. Depending on your Canadian
status, different tariffs apply to obtain the applicable permit. Quebecers absent for over one (1)
consecutive year, have the right to import up to 90 litres of wine per year of absence with a
maximum total of 270 litres. After this quantity, the importation is subject to approval by the SAQ.
For workers, students and immigrants, they have a special tariff in place for the importation of their
wine or spirit cellars. Prior to importation, it is imperative to contact us; we will be able to provide
estimated costs for specific permits needed. For any other type of importation, the full SAQ tariff is
applicable. Generally, for reference purposes, one may expect to pay 100% of the value of the goods
in duty, excise, GST/PST. The limit per personal importation is 45 litres. Above this quantity, the
SAQ has the right to refuse any supplementary litres.

SECTION 4
 PENALTIES
Any false declaration or failure to comply with import conditions can result in
enforcement of duties, fines or the seizure of goods in question.
SECTION 5
 IMPORTATION OF PERSONAL VEHICLES
 Who : Any individual, resident or non-resident, can import a vehicle into Canada under certain
conditions
ALLOWED
Passenger cars, vans, camping vehicles, jeeps, chassis-cabs, motorcycles, snowmobiles, caravans, as
long as they are to be used for non-commercial purposes.
(Must be eligible for import into Canada – under Canadian security standards and under the registry
of imported vehicles (RIV) – age of vehicle.)


RESTRICTIONS
 Many restrictions apply to the importation of vehicles into Canada. Get informed PRIOR to
proceeding!
