1 DEFINITIONS
MANOEUVRING AREA
The part of the airport used for take-off, landing and ground movement of aircrafts, not
including aprons.
MOVEMENT AREA
The part of the airport used for take-off, landing and ground movement of aircrafts, including
the manoeuvring area and aprons.
CEA ADR AIRPORT EMERGENCY COORDINATION (formerly COE)
Structure through which the management collects and disseminates information for the Alarm,
Emergency and Accident status to the bodies involved and liaises with the ENAC structures
responsible. It is formed by the ADR Station Manager, Flight Control Center and ADR First
Aid.
COE EMERGENCY OPERATIONS CENTRE (formerly GESA - Abnormal Situation Management
Centre)
Airport coordination centre for emergency situations in a broad sense, divided into three
rooms; COE, CRIE and CCA, each one having a specific function.
RADIO FREQUENCY COMMUNICATIONS
Radio frequency communications with ground vehicles will be guaranteed by the control tower
on the following frequencies:
 communications with the Fire Brigade: 440.450 MHz;
 communications with other operating bodies: 445.775 MHz.
Access to the manoeuvring area is subject to prior authorisation by the control tower.
DIRECTRICES FOR TAKE-OFF AND LANDING
Ideal extension of the centreline in the take-off and landing directions.
LOCAL CIVIL AVIATION AUTHORITY (L.C.A.A.)
Local structure of ENAC, the Control, Certification and Supervision authority; it adopts and
updates the emergency plans and monitors their effectiveness.
SAFETY ZONES
Lateral zones of the runway, junctions and traffic routes, within which the presence of
unregulated obstacles is not allowed during the landing, take-off and taxiing of aircraft.
AIRPORT PERIMETER (AIRPORT BOUNDARY)
Boundary of the areas constituting the airport area.
RUNWAYS
Defined rectangular areas, used for the take-off and landing of aircraft.

UCL - MOBILE COMMAND POST (FIRE BRIGADE)
UCL (Mobile Command Post) is the point at the place of the event where the managers of the
various cooperating bodies can meet to receive and disseminate information pertaining to the
rescue operations to the room. The Mobile Command Post is set up at the Local Crisis Unit
Van in a safe area, in the vicinity of the scenario of the operations. Communications with said
vehicle can take place by:

Red 1 AV, which can be contacted by:

STOPWAY
Defined ground area at the end of the runway available for take-off that can be used by an
aircraft to stop if take-off is aborted.
AEROPORTI DI ROMA FIRST AID
Facility operating 24/7 to ensure medical assistance to passengers and to all airport operators.
GATHERING POINT FOR EXTERNAL RESCUE VEHICLES
Place where rescue vehicles coming from outside the airport gather. It is located at Gate 1,
and Fire Brigade vehicles coming from Ostia and Eur go to gates 2 and 11.
GATHERING POINTS FOR INTERNAL RESCUE VEHICLES
Places where the airport’s rescue and assistance vehicles gather (shuttles, passenger stairs,
etc.), identified depending on the runway in question:
 aircraft apron 802 or opposite area for runway 16R/34L;
 aircraft apron 608 or opposite area for runway 07/25;
 aircraft apron that is one of the aprons in area 100 for runways 16L/34R – 16C/34C
AIRPORT AREA
Whole of the regulated movement areas (AIRSIDE) and areas open to the public (LANDSIDE)
under the specific jurisdictions of the Local Civil Aviation Authority and the other airport
authorities.
ARES (Regional Health Emergency) "118"
Regional Emergency Management Structure of the Lazio region. It manages and coordinates
the 24/7 hospital alarm and response phase outside the hospitals with medical resources and
logistical resources in emergency - urgency situations and ensures response outside the
hospitals also when there are major events and/or emergencies.
RUNWAY THRESHOLD
It is the initial part of the runway that can be used for aircraft landing.
EXTERNAL ROAD
Road adjacent to the airport perimeter fence for service vehicle traffic.
HEAD OF THE RUNWAY
It is the initial part of the runway that can be used for aircraft takeoff.

CONTROL TOWER
Operations Room of the body that provides the air traffic control service in the Aerodrome
Traffic Zone (ATZ).
TRIAGE
Identification of the order of priority for treatment and transport to hospital of accident
survivors.
TAXIWAY
Surface inside the movement area and used for aircraft ground traffic.
TOUCHDOWN ZONE (TDZ)
Part of the runway located beyond the threshold where aircraft come into contact with the
runway.

2 INTRODUCTION
This Red Manual, "Standards and procedures for emergency statuses or aircraft accident", adopted
by ENAC in line with the national regulatory framework and in accordance with the roles and
jurisdictions conferred to the parties working at the airport, is the fundamental document containing
the planning and coordination of measures to be taken in relation to emergencies resulting from an
aircraft accident and large fuel spillages and fire involving the Leonardo da Vinci Fiumicino Airport
(ICAO Fire fighting Service Category 10) or its immediate vicinity (as defined in the following
paragraphs).
The aim is to minimise the negative effects of an emergency or an accident, especially with regard
to saving human lives and maintaining the highest possible degree of airport operations.
These aims are achieved by ensuring emergency services and adequate coordination of the various
parties involved in the rescue operations and establishing specific roles for each airport Body and
Service and contemplating the involvement of the outside public Authorities and Bodies in the event
of an accident occurring in the immediate vicinity of the airport.
To achieve these objectives, this Manual includes:
 The definition of the various Emergency Levels;
 The definition of precise roles, duties and responsibilities for every party involved;
 Designation of the authority that coordinates the operations;
 Definition of the tools that help airport operations quickly return to normal.
The management of each type of emergency requires that three main phases be defined:
 knowledge and communication;
 rescue operations;
 post-rescue operations.
A precise and orderly transmission of information between the various parties taking part in the
operations is of fundamental importance so that rescue operations are prompt and effective. This
means that it is necessary to pay close attention to the stage when alarm statuses in progress are
notified and observance of the flows of communication.
Finally, true effectiveness of the planning cannot be fully achieved without training all personnel
involved and periodically checking it with drills designed to detect and correct any deficiencies and
to guarantee that all personnel and organisations involved are knowledgeable of the roles and
duties to be performed.
These regulations annul and replace the previous provisions on emergency statuses or accident
rescue operations and goes into force starting from 26/11/2014.

4 GENERAL REGULATIONS
Continuity of operations and personnel training
Each Body, Company and Organisation involved in the actions and operations covered by this
manual shall ensure continuity of the actions and operations of their jurisdiction through adequate
organisational provisions, with particular reference to cases of events that occur during shift
changes, as well as effective basic training, both initial and periodic, for their personnel assigned to
the tasks described in the manual. In addition, the staff of the Bodies involved must be trained in
order to learn the airport layout and the emergency equipment.
Circulation of vehicles in the manoeuvring area
Circulation of vehicles inside the airport manoeuvring area, even if they are engaged in the first aid
services, must in all cases be authorised in advance by the Control Tower, and it will be the Control
Tower that regulates the vehicles through UHF radio equipment installed on the vehicles.
Any other vehicles required but without a radio telephone (UHF radio equipment) installed cannot
circulate in the manoeuvring area unless preceded and guided by another vehicle provided with this
equipment.
Procedures during reduced visibility conditions
Whenever an Emergency status or Accident occurs, all traffic taxiing on the manoeuvring area will
be instructed by the Control Tower to restore and maintain its position.
With its equipment and/or information, the Control Tower will give the emergency vehicles the most
accurate information on the position of the aircraft in need of assistance and on the best route to
reach it.
Controlling news and photographs - keeping evidence useful in the investigation
In order to keep evidence useful for the investigations as provided for by Articles 826 and 827 of the
Navigation Code, do not:
 release information that may jeopardise and hinder the emergency operations;
 allow persons not authorised by the Local Civil Aviation Authority to interrogate the crew
members and passengers of the aircraft involved in the accident unless for carrying out
Judicial Police duties;
 allow persons not authorised by the Airport Management to take photographs and/or film;
 remove or tamper with the wreckage of the aircraft or alter the evidence left during the
accident until the Commissions of Inquiry have collected all the necessary elements, except
in cases of force majeure.
Managing investigation data
 The point of reference for representatives of the media is the Blue Room located at domestic
arrivals on the ground floor.
 Information regarding the flight may be disclosed only with the approval of the competent
Authority: Local Civil Aviation Authority and/or Judicial Authority.
 Operations personnel who have information on the event that occurred in their possession
must take the utmost care to preserve it.

4.1 CHECKING AND UPDATING THE EMERGENCY PLAN
Drills
Execution of an adequate drill programme is of fundamental importance in order for the Emergency
Plan to be effective as it allows the adequacy of the following to be verified:
 response of the personnel involved;
 Plan content, including the procedures used;
 equipment, systems, vehicles and infrastructures used.
Initiatives relating to verifying proper operation of the Plan in terms of planning and preparing drills
and any corrective actions are prepared by the Management and adopted by ENAC.
The drills are an essential tool to determine any shortcomings in the Plan, such as ambiguity or lack
of clarity of its content, practical unfeasibility of certain procedures, errors in the evaluation of
response time, etc.
The action plan will be assessed by:
A. Full-scale drills
They will be scheduled at intervals not exceeding one year.
The drill will follow planning meetings and/or operational briefings and will be followed by a debriefing in order to analyse single behaviours and the drill as a whole, and also determine
adjustments and corrections.
The full-scale drills include all the rescue Bodies defined in the Plan.
The drill must cover a broad spectrum of emergency scenarios (runway, strip, performance,
approach/take-off areas, adverse weather or night conditions or accident at sea).
To ensure the realism of the drill, it is advisable that a large aircraft be available and that scheduling
of the drills is not disclosed in advance.
The Bodies and personnel involved in the drill are identified on a case by case basis by ENAC.
B. Partial drills
The drills will be organised by each Body involved in the emergency procedures and will be planned
annually and not in conjunction with a general drill.
These drills will be essential to test the intervention procedures of each department
or airport area and the level of training of the personnel.
Each drill will be followed by a de-briefing and a report of the Body that carried it out on the level
of personnel training, on the preparation and suitability of the communications equipment, the
vehicles and the equipment available.
The partial drills are useful for:
 assessing changes introduced to the Plan;
 assessing the adequacy of corrective actions taken;
 training new personnel;
 assessing the adequacy of the new vehicles, equipment, infrastructures, etc.
Observer Check-Lists (ICAO Critique Sheets) must be introduced to keep track of the procedures
with which the Bodies involved implemented the drills in order to have precise references that can
be analysed during de-briefings. The observers are appointed during drill planning. If at all possible,
they should be persons outside the Body involved.
The results will be disclosed to the Movement Area Post Holder (PH-MOV) for any revision of the
Airport Emergency Plan.

C. De-briefings
Management calls a de-briefing with all the Bodies involved following the drills, activations of the
Accident status (Red Level) or when anomalies during Airport Emergency Plan activation occur in
order to define and evaluate the results of the drill or the emergency response in terms of achieving
the objectives and/or deficiencies found.
The de-briefing is called by management (Movement Area Post Holder) within the first week after
the date of the drill or the event as indicated above.
For those parties responsible, management proposes any corrective actions for the consequent
assessments to ENAC-Local Civil Aviation Authority or it points out the parts susceptible of
improvement by other Bodies/Organisations.
Each Body, for those parts of its responsibility, promotes and proposes any changes assessed after
drills or activation of an Accident so that corrective measures can be adopted, if necessary. Their
effectiveness can be checked through partial or total drills.
All the de-briefing activities and improvement actions agreed upon (whether they are meetings at
ENAC-Local Civil Aviation Authority or they are meetings within management’s organization) shall
be minuted and filed at the offices of the management (PH-MOV/ISE). The reports will also be
forwarded to the Safety Management System.
Updates
Updates to this edition are adopted by ENAC.
Airport Management proposes amendments to these rules relating to the parts it is responsible for in
connection with the changes that occur at the airport that may
alter the risk conditions.
It will be the responsibility of every party identified by these provisions to preserve and keep updated
copies in their possession.
Each airport Body or Service involved in the emergency operations is required to promptly notify
Airport Management that, as instructed by ENAC-Local Civil Aviation Authority, it will prepare the
update and its circulation.
Updates to the Airport Emergency Plan become necessary in connection with the changes that
occur at the airport and that can change the risk conditions, such as:
 All other information which has an impact on the procedures set out in the emergency plan;
 Physical characteristics of the landside and airside areas;
 Operational/organisation procedures;
 Supplies of personnel, vehicles and equipment of the emergency system;
 Infrastructure supplies serving the emergency system;
 Errors and/or omissions in the documentation and drawings of the plan;
 Updates of the documentation and/or drawings of the plan;
 Closure of the findings arising from the post drill de-briefing activity or as a result of
anomalies found in the actual activations of the plan;
 Telephone numbers;
 Contacts with external organisations;
 Supplies of devices and vehicles;
 Persons in charge involved in the operations.
Only the pages or new sections concerned may be sent to promptly implement the amendments
and supplements to the Airport Emergency Plan, without its complete reprint.

TYPES OF EMERGENCY AND
SCOPE
4.2 TYPES OF EMERGENCY AND SCOPE
This Manual describes the procedures for Alarm, Emergency or Aircraft Accident statuses. It is
applied within the airport boundaries or in its immediate vicinity. The term immediate vicinity means
all those areas accessible by the airport response vehicles so they can aid rescue operations.
Whether or not immediate intervention of the airport Fire Brigade is necessary will be evaluated by
the local Fire Brigade Chief in conjunction with the Provincial Operations Room of the Fire Brigade
of Rome. It is also applied in the event of a water landing or an aircraft crash at sea, according to
the procedures described by the 3rd MRSC of Rome Fiumicino.
The Emergency Plan considers three different levels:
Alarm (Green Level)
Situation in which it is suspected that the aircraft or its occupants may be subject to danger, or there
is news of a failure or malfunction in the aircraft that does not require the Captain to immediately
declare an emergency.
Emergency (Yellow Level)
Situation in which one is sure of the state of danger to the aircraft and its passengers and an
accident is deemed possible or there is a large spillage of fuel or vapours in the fuselage.
Accident (Red Level)
This is the case in which an event harmful for the aircraft and/or its occupants, or the outset of a fire,
has been verified.
Definition of accident (Annex 13 ICAO): "an event associated with the use of an aircraft that, in the
case of an aircraft with crew, takes place between the time a person boards with the intention to fly
and the time all such persons who have boarded with the same intention have disembarked, in
which a) a person is fatally or seriously injured, b) the aircraft sustains damage or structural failure,
c) the aircraft is missing or is completely inaccessible.
Refer to different manuals for the different areas inside or outside areas the airport area. Under
certain circumstances, the Control Tower activates the appropriate manual through the special
"primary alarm communication system" (see annex 11.1) with the following scheme:

TYPES OF EMERGENCY AND
SCOPE
The next steps, regarding the assisting of uninjured passengers and relatives, collecting and
disseminating news, are managed according to the standards and procedures contained in this
manual, as well as what is set forth in the procedures for the COE Emergency Operations Centre
(formerly GESA), which is based at the Local Civil Aviation Authority - Office Tower, 7th floor.
The rules and procedures it contains have the following field of application:
within the airport area boundaries, including the movement area and the other areas;
outside the airport area, or in the immediate vicinity, provided that they are areas
accessible by the airport first response vehicles available and helpful to the rescue
operations;
in the event of a water landing or an aircraft crash at sea.
Emergencies other than an aircraft accident caused by natural events or related to carrying out
human activity are not discussed herein. The only exception made is a medical emergency declared
by an aircraft arriving at the airport. Emergencies that occur as a result of acts of terrorism or
attacks on safety of air transport are not discussed.
Level Activation
The Control Tower is the only Body qualified to activate the immediate intervention of the first aid,
fire-fighting and medical vehicles. Therefore, in case of danger it will activate the following levels:
Alarm (Green Level) - Emergency (Yellow Level) - Accident (Red Level);
any requests from third parties for immediate action must be directly addressed to the Tower.

4.3 ROLES AND FUNCTIONS OF CONCERNED BODIES
Each body assumes full technical responsibility for its intervention and it is also required to
implement any other action, even if not expressly stated, leading to a successful outcome of the
operations.
To this end, each airport Body or Service will adopt appropriate intervention procedures, taking into
account the different operating conditions, in particular those most critical, such as night and severe
weather conditions.
Particular attention should be paid to the training of personnel and the checking of equipment,
vehicles and devices.
Specific roles, functions and obligations are allocated to the Bodies, parties and operators of airport
services listed below:
 Airlines or their representatives: make available information on the aircraft that is the subject
of the emergency and the personnel for the needs of the post-accident operations, including
disabled aircraft removal, if required.
 ENAC (ENAC LOCAL CIVIL AVIATION AUTHORITY): adopts the emergency plan. If
necessary, it orders that other vehicles or equipment that are on-site at the airport be made
available for rescue operations. It adopts the subsequent aeronautical measures after the
accident.
 Airport management (Aeroporti di Roma S.p.a.): guarantees, for its responsibilities
established by this procedure, that the assistance and rescue services provided to passengers
involved in an aircraft accident are in any case and always carried out promptly, even in the case
of an aircraft that does not normally operate out of the Fiumicino airport.
 Air Traffic Control Service (ENAV Control Tower): ensures the control of air traffic and the
movements of aircraft and vehicles (including emergency vehicles) in the manoeuvring area. Its
primary task during emergency and rescue operations is to alert and communicate with ADR
Airport Emergency Coordination (CEA).
 Rescue and Fire Fighting Service (Fire Brigade): ensures the public rescue and fire fighting
service for air traffic and takes over technical management of their activities with its own
personnel, equipment and materials.
Normally, the Body authorised to request intervention of the Fire Brigade in the movement area
and in the Aerodrome Traffic Zone (ATZ) is the Control Tower.
If the information should directly reach the Fire Brigade, they must immediately inform the
Control Tower by radio and/or point-to-point telephone to activate the emergency.
The Control Tower will normally activate the Fire Brigade and fire stations using the "primary
alarm communication system".
In case of malfunction of the system, the system will communicate with:
 direct phone line (point-to-point);
 radio.
 Airport Health Service (ADR First Aid): The only Body authorised to alert First Aid is the
Control Tower. It is a structure that operates 24/7 to ensure medical assistance to passengers
and to all airport operators and that, in case of an airport emergency, ensures the first response

medical assistance operations until outside external medical rescue (118) arrives. It is broken
down into:
 Flight Line First Aid; ADR Flight Line Emergency Physician appointed to intervene at the site
of the accident and Flight Line Medical Unit (B0), a first aid unit consisting of the Flight Line
Emergency Physician and a rescue driver for first response at the site of the event.
 Fixed First Aid Station; formed by a doctor, a rescue driver and a nurse instructed to set up
the Advanced Medical Post (Admission Room) for the reception and preliminary stabilisation
of the wounded in the event of an accident. In addition, other medical personnel is at the
First Aid station to provide medical assistance.
 Ambulances and Emergency Medical Supplies and Equipment Vehicle.
 Advanced Medical Post; fixed facility used as the Emergency Admission Room located at the
Ovest station of the Fire Brigade and, used for assistance and preliminary stabilisation of the
wounded.
 Physician providing assistance in the Uninjured Room.
 ARES (Regional Health Emergency) 118: ensures extra-hospital assistance in emergencyurgency situations, coordination and management of medical rescue during events requiring
extraordinary resources not available at the airport.
 Police Forces (Border Police, Carabinieri and Italian Tax Police): ensure monitoring,
supervision and public order in the affected areas under the coordination of the Director of the
Border Police.
In addition to his standard duties, the Director of the local Border Police Office also guarantees:
 compliance with the general provisions set forth in these regulations;
 compliance with the provisions contained in the Code of Navigation in case of accidents and
incidents, as well as in Italian Legislative Decree no. 66 of 25 February 1999 proposed by
the Agenzia Nazionale per la Sicurezza (ANSV - Italian flight safety agency);
 compliance with general or particular traffic rules provided for the circumstances;
 application of rules that ensure the transit of rescue vehicles to and from the airport on the
airport and main roads connecting the airport to Rome and Ostia;
 maximum cooperation with the Local Civil Aviation Authority to implement all measures
deemed necessary.
Similar to the Airport counter-terrorism procedures, coordination of the Police forces is assigned
to the Operations Room of the Border Police Office of the Rome - Fiumicino airport.
In particular, in the event of an accident, the Operations Room will attend to, where appropriate,
the communications with the Prefecture of Rome until the Emergency Operations Centre
(formerly GESA) is activated.
 Customs: recovers the fuel from the aircraft involved in the accident.
 USMAF (Maritime, Air and Border Health Offices) Air Health: ensures compliance with the
international preventive medicine laws related to air traffic, public health and Health Police.
 Maritime Department (Harbour Office of Rome Fiumicino): ensures search and rescue of
human life at sea with its own personnel, vehicles and materials.

COE EMERGENCY OPERATIONS CENTRE (formerly GESA - Abnormal Situation Management
Centre)
Airport coordination centre for emergency situations in a broad sense, divided into three
rooms, each one having a specific function:
 COE (Emergency Operations Centre) Room, made available to the Local Civil Aviation
Authority and other airport authorities, located at room no. 729 of the Office Tower;
 CCA (Airlines Centre) Room, made available to the airline involved in the accident, located
at room no. 726 of the Office Tower;
 CRIE (Emergency Information Collection Centre) Room, made available to volunteers to
collect information, located at room no. 731 of the Office Tower.
ADR CEA AIRPORT EMERGENCY COORDINATION (formerly COE)
Structure through which airport management collects and disseminates information for the
Alarm, Emergency and Accident status to the bodies involved and liaises with the ENAC
structures responsible. It is formed by the ADR Station Manager, ADR Flight Control Center
and ADR First Aid.
AEROPORTI DI ROMA FIRST AID
Facility operating 24/7 to ensure medical assistance to passengers and to all airport operators,
even in case of an airport emergency.
ADVANCED MEDICAL POST
Room where the wounded of an aircraft accident are received for first aid treatment. It is
located at the Ovest Emergency Services Station of the Fire Brigade and is managed by
Aeroporti di Roma.
RELATIVES RECEPTION ROOM
Room made available of the Airport Operator to receive relatives, located at the GOT Room in
the arrivals area at Terminal T3.
UNINJURED ASSISTANCE ROOMS
Area where survivors of an aircraft accident, who are able to walk but have to be treated to
prevent pathologies from arising, find assistance and refreshments. Two boarding gates have
been identified:
 the first is Boarding Gate B27 - B30 of the B Pier on the ground floor;
 the second is Boarding Gate H6 – H19 (to be used only if necessary and when
unoperational).
RELATIVES ASSISTANCE ROOM
Room that the Hilton Hotel in the airport makes available upon the request of the airline
involved, according to a formalised agreement with the airport operator to assist the relatives
of passengers of an aircraft involved in an accident.
CREW ROOM
Room indicated at the time of the event and made available by the Airport Operator for the
flight crew.
PRESS ROOM
Room made available to members of the media at the Blue Room (arrivals area at Terminal 1)
upon the request of the Local Civil Aviation Authority.

5.1 CONTROL TOWER PROCEDURE
5.1.1 Upon receiving news of a status in which there is reason to doubt the safety of an aircraft and
its occupants, the Control Tower activates the Alarm status (Green Level) using the "primary alarm
communication system" and notifies the following Bodies:
Firefighting Service -Central Fire Brigade Station;
Ovest, Est and Delta Fire Brigade Emergency Services Stations;
ADR Airport First Aid;
ADR Airport Emergency Coordination;
Border Police.
5.1.2 It reports the following data, if in its possession:
type of event;
name and type of aircraft;
reckoning and runway (if any);
any other information deemed useful.
5.1.3 The data regarding the persons on board, fuel, and presence and location of dangerous goods
may be communicated to the Fire Brigade and ADR Airport Emergency Coordination afterwards,
once they are acquired from the Captain.
5.1.4 After receiving the information on the flight infrastructure safeness from the ADR Airport
Emergency Coordination using the "primary alarm communication system", the Control Tower
notifies the end of the Level using the primary alarm communication system to the Bodies listed in
paragraph 5.1.1.
5.1.5 If the Alarm status becomes Emergency or Accident, it applies the provisions contained in the
following chapters: "Emergency (Yellow Level) and Accident (Red Level)".
5.2 LOCAL CIVIL AVIATION AUTHORITY PROCEDURE
5.2.1 After receiving the Alarm status (Green Level) from ADR Airport Emergency Coordination, it
informs the Agenzia Nazionale per la Sicurezza (ANSV - Italian flight safety agency).
5.2.2 It is informed on the flight infrastructure safeness by the ADR CEA.
5.2.3 If the Alarm status becomes Emergency or Accident, it applies the provisions contained in the

5.3 PROCEDURE FOR THE RESCUE AND FIRE FIGHTING SERVICE
5.3.1 After receiving the Alarm status (Green Level) from the Control Tower, it begins the
intervention procedures established:
the Emergency Services Station vehicles are kept ready, with their engines running and
personnel in position, while waiting for further instructions that will be given by the Control
Tower.
The manager of the Airport Operations Room notifies the Provincial Fire Brigade of
Rome of the Alarm status (Green Level).
5.3.2 If the Alarm status becomes Emergency or Accident, it applies the provisions contained in the
following chapters "Emergency (Yellow Level)" and "Accident (Red Level)".
5.4 PUBLIC BODIES
5.4.1 After acquiring the Alarm status (Green Level), they get ready while waiting for further
information.
5.4.2 If the Alarm status becomes Emergency or Accident, it applies the provisions contained in the
following chapters "Emergency (Yellow Level)" and "Accident (Red Level)".
5.5 PROCEDURE FOR THE AIPORT OPERATOR ADR
5.5.1 ADR AIRPORT EMERGENCY COORDINATION
5.5.1.1 After receiving the Alarm status (Green Level) from the Control Tower, it reports the
information in its possession to:
Local Civil Aviation Authority;
Handler assisting the airline;
Airline involved;
ADR Terminal Supervisor.
It will also notify the airport operators via the circular telex system.
5.5.1.2 If in its possession, the information it should report is:
the type of aircraft;
reckoning and landing direction;
the number of passengers;
fuel data;
any presence on board of dangerous goods and/or other special cargo;
the gathering stand for the rescue vehicles.

5.5.1.3 It requests that the rescue vehicles necessary for evacuating the passengers (e.g.
passenger stairs and buses) be prepared and sent immediately to the gathering stand.
5.5.1.4 It activates preparation of the Uninjured Room, requesting - also by announcements the immediate evacuation of passengers at boarding gates B27/B30, and/or boarding
gates H6/H19, to be used as the Uninjured Room.
5.5.1.5 After receiving the communication via radio from Operational Safety for safeness of the
flight infrastructures, it informs the Local Civil Aviation Authority and transmits the
information to the Control Tower through the "primary alarm communication system".
5.5.1.6 It receives the end of the Alarm status (Green Level) activated by the Control Tower from the
automatic primary alarm statuses management system.
5.5.1.7 If the Alarm status becomes Emergency or Accident, it applies the provisions contained in
the following chapters "Emergency (Yellow Level)" and "Accident (Red Level)".
5.5.2
ADR FIRST AID
5.5.2.1 After receiving the Alarm status (Green Level) from the Control Tower, it alerts and/or
activates the following medical personnel:
Flight Line Emergency Physician;
Ambulances and Emergency Medical Supplies and Equipment;
Medical resources at First Aid.
5.5.2.2 The Flight Line Emergency Physician, together with the driver of the WHITE/ZERO
vehicle, one ambulance and one Emergency Medical Supplies and Equipment unit,
independently to apron 802 as the first gathering point and, depending on the type of manual
declared by the Control Tower, they will be escorted by the ADR SAR to the vehicle gathering
stand for possible use at the site of the event.
5.5.2.3 The medical resources in the First Aid Operations Room stay in radio contact with the
Flight Line Emergency Physician.
5.5.2.4 The First Aid Shift Supervisor will prepare the concerned personnel to implement the
operations planned for a possible intervention.
5.5.2.5 Four ambulances and one Emergency Medical Supplies and Equipment unit are
available at First Aid, at the disposal of the Flight Line Emergency Physician.
5.5.2.6 The First Aid Shift Supervisor alerts and/or activates the Alarm status (Green Level) and
the Bodies in charge of the rescue using the "secondary alarm communication system":

RAMP VEHICLES
5.5.3.1 After receiving the Level in progress from the First Aid Shift Supervisor, the Service
provider immediately sends the ramp vehicles for disembarking passengers (passenger stairs
and shuttles) to the rescue vehicle gathering stand.
5.5.3.2 The ramp vehicles of the Service provider are escorted by SAR, at their request, to the
site of the event to disembark and transfer uninjured passengers to the Uninjured Room and/or
transport injured passengers to the advanced medical post.
5.5.3.3 If the Alarm status becomes Emergency or Accident, it applies the provisions contained in
the following chapters "Emergency (Yellow Level)" and "Accident (Red Level)".
5.6 AIRLINES
5.6.1 After receiving the Alarm status (Green Level) from ADR Airport Emergency Coordination
(CEA), the representative of the Airline or, if not present, the person in charge of the accredited
Handler, makes himself available for all the needs related to the procedure in progress.
5.6.2 If the Alarm status becomes Emergency or Accident, it applies the provisions contained in the
following chapters "Emergency (Yellow Level)" and "Accident (Red Level)".

6.1 PROCEDURE FOR THE CONTROL TOWER
6.1.1 Upon receiving news of a situation in which there is no doubt of the state of danger in which an
aircraft and its passengers find themselves, it activates the Alarm status (Yellow Level) using the
"primary alarm communication system" and notifies the following Bodies:
Firefighting Service - Central Fire Brigade Station;
Ovest, Est and Delta Fire Brigade Emergency Services Stations;
ADR Airport First Aid;
ADR Airport Emergency Coordination;
Border Police.
It also informs:
Rome Area Control Center.
6.1.2 It reports the following data, if in its possession:
type of event;
name and type of aircraft;
reckoning and runway (if any);
position on the ground (runway, taxiway, Grid Map stand);
any other information deemed useful.
6.1.3 The data regarding the persons on board, fuel, presence and location of dangerous goods will
be promptly communicated to the Fire Brigade and ADR Airport Emergency Coordination
afterwards, once they are acquired by the Captain.
6.1.4 It provides detailed instructions to the Fire Brigade to get the quickest intervention in the
manoeuvring areas and their authorisations to cross the runways.
6.1.5 In the absence of A-SMGCS (Advanced Surface Movement Guidance & Control System)
operations, the Control Tower will give the rescue vehicles all the instructions and information
necessary to reach the site of the event in terms of runway, taxiway, junction, stand and, if deemed
helpful to make identifying the point of intervention easier, the ground GRID MAP will used.
If after having received the instructions above, the rescue vehicles declare they need to be guided to
the point of intervention, they must follow the precise instructions given by the Tower so the Tower
can identify them using the monitoring devices available and afterwards provide them with the
directions.
6.1.6 Encumbrance of the movement area
If a part of the movement area is encumbered, the Control Tower does not authorise aircraft
movements in that area until the Local Civil Aviation Authority confirms it is safe through the ADR
CEA.

6.1.7 Reduced availability of fire-fighting vehicles as a result of an intervention
After every Emergency (Yellow Level) requiring the intervention of the airport Fire Brigade,
depending on the entity of its intervention the Control Tower cannot authorise the landing and takeoff of any aircraft on the runway involved and/or at the airport until it has been notified by ADR CEA
that the Fire Brigade has re-established its operational capacity at the site concerned in accordance
with ICAO regulations Annex 14.
6.1.8 Take-off/landing emergency
In case of a take-off emergency, once its nature has been clarified the Control Tower assesses
whether to leave all available runways free for the emergency traffic to land.
In case of a landing emergency, once its nature has been clarified the Control Tower assesses
whether to leave all available runways free for the emergency traffic to land when the emergency
aircraft is at a distance of 15 NM (nautical miles) from the airport. Further evaluations will be
examined together with the Area Control Center.
6.1.9 After receiving the information that the fire-fighting equipment is again operative and that the
flight infrastructures are safe from ADR Airport Emergency Coordination through the "primary alarm
communication system", it communicates the end of the Level to the Bodies listed in paragraph
6.1.1 through the primary alarm communication system.
6.1.10 If the Emergency status becomes Accident, it applies the provisions contained in the
following chapter "Accident (Red Level)".
6.2 PROCEDURE FOR THE LOCAL CIVIL AVIATION AUTHORITY
6..2.1 After receiving the Emergency status (Yellow Level) from ADR Airport Emergency
Coordination, it informs ANSV (Italian flight safety agency).
6.2.2 It is informed that the fire-fighting equipment is again operative and that the flight
infrastructures are safe by Airport Emergency Coordination.
6.2.3 If the Emergency status becomes Accident, it applies the provisions contained in the following
chapter "Accident (Red Level)".
6.3 PROCEDURE FOR THE RESCUE AND FIRE FIGHTING SERVICE
6.3.1 After receiving the Emergency status (Yellow Level) from the Control Tower, it begins the
intervention procedures established:
Therefore, the fire fighting service, assisted by the Control Tower, sends the vehicles to
the indicated site (using, if necessary, the GRID MAP annexed to this Manual).
The manager of the airport Operations Room notifies the Emergency status (Yellow
Level) to the Provincial Fire Brigade Headquarters of Rome, which will send additional
rescue vehicles in accordance with the provisions of the Provincial Emergency Plan of
the Fire Brigade, including two departures that will get ready near outside gates 2 and 11.

If the place concerned is the runway, the fire-fighting vehicles of the corresponding
Stations normally intervene. They will be staggered along the parallel taxiway (however
remaining outside the stop bars and the security strips) near the junctions so as do not
create hazardous obstacles in the event the emergency aircraft should leave the runway,
but at the same time in a position such as to be able to immediately follow the aircraft on
the runway right after its passage and accompany it until it comes to a complete stop.
The remaining vehicles are kept in an "alarm" status with their engines running and
personnel on board at their respective stations pending further provisions of the Fire
Brigade Rescue Operations Manager.
The vehicles operate according to their procedures; the Control Tower and Airport
Emergency Coordination must be kept informed of the progress of operations through the
UHF radio frequency or through communications from the Fire Brigade Operations
Room.
6.3.2 At the end of the intervention, the Fire Brigade Station notifies ADR Airport Emergency
Coordination that vehicle operations have been restored using the dedicated recorded point-to-point
telephone line (tel. 3022).
6.3.3 If the Emergency status becomes Accident, it applies the provisions contained in the following
chapter "Accident (Red Level)".
6.4 PROCEDURE FOR THE PUBLIC BODIES
6.4.1 FIUMICINO AIRPORT BORDER POLICE OFFICE
6.4.1.1 If after receiving the Emergency status (Yellow Level) from the Control Tower the need
arises for a preventive security team, the Director of the local Border Police Office at the airport, or
his deputy, with the help of the airport Police, Carabinieri and Tax Police, is responsible for
implementing a strict surveillance of the accesses to the aprons used both by the passengers and
the service workers, as well as the areas affected by the emergency status, in order to prevent
parties not directly involved in the rescue, or in any case those not working for the services that
normally carry out airport operations, from transiting.
6.4.1.2 It reports the type of Emergency to the following Bodies:
Rome Police Headquarters;
Prefecture of Rome;
Italian Ministry of the Interior.
6.4.1.3 The Director of the local Border Police Office at the airport notifies the Emergency status
(Yellow Level) to the outlying National Police headquarters as well, and in particular to the Traffic
Police Department of jurisdiction that, depending on the circumstances, may be requested to
intervene with the highest possible number of patrol cars on the roads from, to and within the airport
boundaries to control vehicle traffic in order to give outside rescue vehicles easy and quick access
to the airport.

6.4.1.4 The Operations Room sends two joint force vehicles to gates 2 and 11 to open and protect
them, and the access of the Fire Brigade vehicles coming from Rome escorted by internal units to
the site of the event.

6.4.2 FIUMICINO UNIT TAX POLICE
6.4.2.1 If after receiving the Emergency status (Yellow Level) from ADR First Aid the need arises for
a preventive security team, the Fiumicino Unit Tax Police is activated so that the soldiers on duty at
the customs gates facilitate any emergency vehicle traffic and at the same time control ordinary
traffic in transit in such a way as to ensure that the gates are not blocked by other vehicles. It is also
the duty of the Fiumicino Unit Tax Police to double, in the shortest possible time, the guard at the
customs vehicle gates so that the two customs officers not only ensure they perform their regular
duties, but also ensure that these entry points are easy for the emergency vehicles coming from
outside to pass through.
6.4.2.2 If the Alarm status becomes Accident, it applies the provisions contained in the following
chapter "Accident (Red Level)".
6.4.3 FIUMICINO AIRPORT CARABINIERI HEADQUARTERS
6.4.3.1 If after receiving the Emergency status (Yellow Level) from ADR First Aid the need arises for
a preventive security team, the local Carabinieri Headquarters sets up checkpoints in the area
expected to be affected by the emergency status in order to keep out those who are not directly
involved in the rescue and assistance operations.
6.4.3.2 If the Alarm status becomes Accident, it applies the provisions contained in the following
chapter "Accident (Red Level)".
6.4.4 ARES (Regional Health Emergency) 118
6.4.4.1 The 118 Operations Centre
 receives notification of the Emergency Status (Yellow Level) from the Operations Room of the
ADR Fixed First Aid Station,
 receives the information on the type of aircraft, number of passengers, fuel and any presence
on board of dangerous goods and/or other special cargo,
 starts the procedures to activate the medical resources,
 and notifies the presence of ARES (Regional Health Emergency) 118 vehicle(s) at Customs
Gate 1 to the Operations Room of the ADR Fixed First Aid Station.
6.4.4.2 The ARES (Regional Health Emergency) 118 rescue vehicle(s) at Customs Gate 1 will be
escorted by ADR SAR to the aprons used as meeting point of the rescue vehicles, where the Flight
Line Emergency Physician is present.
6.4.4.3 Personnel actions of the ARES (Regional Health Emergency) 118 vehicles:

6.5 PROCEDURE FOR THE AIRPORT OPERATOR ADR
6.5.1 ADR AIRPORT EMERGENCY COORDINATION
6.5.1.1 After receiving the Emergency status (Yellow Level) from the Control Tower, it
communicates the information in its possession to:
Local Civil Aviation Authority;
Handler assisting the airline;
Airline involved;
ADR Terminal Supervisor.
It will also notify the airport operators via the circular telex system.
6.5.1.2 If in its possession, the information it should report is:
the type of aircraft;
reckoning and landing direction;
the number of passengers;
fuel data;
any presence on board of dangerous goods and/or other special cargo;
the gathering stand for the rescue vehicles.
6.5.1.3 It requests the designated handler to prepare and immediately send to the rescue
vehicle gathering stand the vehicles necessary to evacuate the passengers (passenger
stairs and buses).
6.5.1.4 It activates preparation of the Uninjured Room, requesting - also by announcements the immediate evacuation of passengers at boarding gates B27/B30, and/or boarding
gates H6/H19, to be used as the Uninjured Room.
6.5.1.5 Agreed with ENAC, it prepares a NOTAM (Notice to Airman) for the possible closure of
the runway and/or airport.
6.5.1.6 It receives notification that vehicle operations have been restored from the Fire Brigade
over recorded telephone 3022 and notification that the flight infrastructures are safe from
Operational Safety via radio frequency. It informs the Local Civil Aviation Authority that
these activities have been restored and sends the information to the Control Tower for
the end of the Emergency (Yellow Level).

issues any necessary reopening NOTAM with restrictions of the airport or runway
affected by the accident.
6.5.1.8 It receives the end of the Emergency status (Yellow Level) activated by the Control Tower
from the automatic primary alarm statuses management system.
6.5.1.9 If the Emergency status becomes Accident, it applies the provisions contained in the
following chapter "Accident (Red Level)".
6.5.2 ADR FIRST AID
6.5.2.1 After receiving the Emergency status (Yellow Level) from the Control Tower, it alerts and/or
actives the following medical personnel:
Flight Line Emergency Physician;
Medical resources at First Aid;
Ambulances and emergency medical supplies and equipment.
6.5.2.2 The Flight Line Physician, together with the driver in the WHITE/ZERO vehicle and one
Emergency Medical Supplies and Equipment unit, goes to the gathering points for the rescue
vehicles and waits for instructions from the Control Tower. It positions itself in queue to the
deployment of the Fire Brigade for possible use at the site of the event, escorted by the SAR
vehicle.
6.5.2.3 The medical resources in the First Aid Operations Room remain in radio contact with the
Flight Line Emergency Physician.
6.5.2.4 The First Aid Shift Supervisor will prepare the personnel involved in implementing the
operations planned for a possible intervention.
6.5.2.5 Four ambulances and one Emergency Medical Supplies and Equipment unit are
available at First Aid, at the disposal of the Flight Line Emergency Physician.
6.5.2.6 An ambulance independently goes to stand 802 as the first gathering point and,
depending on the type of manual declared by the Control Tower, it will be escorted by ADR SAR
to the gathering stands for the vehicles, for possible use at the site of the event.
6.5.2.7 The First Aid Shift Supervisor alerts the Bodies in charge of the rescue and/or activates
the Emergency status (Yellow Level) using the "secondary alarm communication system":

Moreover, the manager of the Operations Room of the ADR Fixed First Aid Station communicates
the Emergency status (Yellow Level) to the 118 Operations Centre using the number 118.
6.5.2.8 If in its possession, the information it should report is:
the type of aircraft;
the number of passengers;
fuel data;
any presence on board of dangerous goods and/or other special cargo;
the gathering stand for the rescue vehicles.
6.5.2.9 Assistance provided to uninjured passengers
ADR First Aid sends the dedicated physician to the Uninjured Room.
The company ADR, together with the airline involved (if present) prepares the material necessary to
get the Uninjured Passenger Assistance Room ready.
An ADR security operator opens gate B30 from the apron side so the passengers transported by
shuttle can enter and he guards the same gate and/or, as an alternative, the remote gate (H10). He
will also support the ADR personnel in the Room to set it up and the personnel of the Public Bodies
to identify uninjured passengers
The list of uninjured passengers will then be forwarded to the Authorities in the COE Emergency
Operations Centre (formerly GESA) Room.
6.5.2.10 If the Emergency status becomes Accident, it applies the provisions contained in the
following chapter "Accident (Red Level)".
6.5.3 ADR OPERATIONAL SAFETY
6.5.3.1 After receiving the Emergency status (Yellow Level) from ADR First Aid, it ensures that
the company rescue vehicles and further vehicle(s) (ARES (Regional Health Emergency)118)
are accompanied and escorted to the gathering point for the rescue vehicles.
6.5.4 RAMP VEHICLES
6.5.4.1 After receiving the Level in progress from the First Aid Shift Supervisor, the Service
provider immediately sends the ramp vehicles for disembarking passengers (passenger stairs
and shuttles) to the rescue vehicle gathering stand.
6.5.4.2 The ramp vehicles of the Service provider are escorted by SAR, at their request, to the
site of the event to disembark and transfer uninjured passengers to the Uninjured Room and/or
transport injured passengers to the advanced medical post.
6.5.4.3 If the Emergency status becomes Accident, it applies the provisions contained in the
following chapter "Accident (Red Level)".

6.6 PROCEDURE FOR THE AIRLINES
6..6.1 After receiving the Emergency status (Yellow Level) from ADR CEA, the Representative of
the Airline and/or the person in charge of the accredited Handler gives the following information to
ADR CEA as quickly as possible:
the number of passengers;
the number of crew members;
the amount of fuel, expressed in kg, that the aircraft presumably has available;
whether or not there are dangerous goods or special cargo on board (e.g. cartridges,
explosives, radioactive materials and other dangerous substances).
6.6.2 Request to make an emergency landing
If the aircraft Captain asks to make an emergency landing, he must report, if possible, details on the
nature of the emergency.
The aircraft Captain or, in his absence, the crew member most senior in rank, must submit a written
statement on the technical or safety reasons that led to the request for an emergency landing to the
Local Civil Aviation Authority as soon as possible, also through an airline representative or through
the ADR Station Manager.
6.6.3 Assistance provided to uninjured passengers
The airline involved, together with the airport operator (see ADR First Aid 6.5.2.9) prepares the
material necessary to get the Uninjured Passenger Assistance Room ready.
6.6.4 Procedure for the Airlines not involved in the Emergency (Yellow Level)
So that preparation of the Uninjured Passenger Assistance Room is prompt, the airlines using
departure areas B27-B30 and/or H6-H19 must get their passengers away from the area at the
request of the airport operator and also by means of recorded announcements.
6.6.5 Report of different events
If an Airline becomes aware of events or elements such as to create fear that its aircraft, or an
aircraft of another assisted company might find itself in emergency conditions, it must immediately
notify the fact to the Control Tower so that the established emergency measures can be promptly
taken.
6.6.6 If the Emergency status becomes Accident, it applies the provisions contained in the following
chapter "Accident (Red Level)".

7.1 PROCEDURE FOR THE CONTROL TOWER
7.1.1 Upon receiving report of an accident situation within the airport area, it activates the Accident
status (Red Level) using the "primary alarm communication system" and informs the following
Bodies:
Fire Fighting Service - Central Fire Brigade Station
Ovest, Est and Delta Fire Brigade Emergency Services Stations
ADR Airport First Aid
ADR Airport Emergency Coordination
Border Police
It also informs:
Rome Area Control Center.
7.1.2 It reports the following data, if in its possession:
type of event;
name and type of aircraft;
reckoning and runway (if any), alternatively
position on the ground (runway, taxiway, Grid Map stand);
any other information deemed useful.
7.1.3 The data regarding the persons on board, fuel, and presence and location of dangerous goods
may be communicated to the Fire Brigade and ADR Airport Emergency Coordination afterwards, if
in its possession.
7.1.4 It provides detailed instructions to the Fire Brigade to get the quickest intervention in the
manoeuvring areas and their authorisations to cross the runways.
7.1.5 In the absence of A-SMGCS (Advanced Surface Movement Guidance & Control System)
operations, the Control Tower will give the rescue vehicles all the instructions and information
necessary to reach the site of the event in terms of runway, taxiway, junction, stand and, if deemed
helpful to make identifying the point of intervention easier, the ground GRID MAP will used.
If after having received the instructions above, the rescue vehicles declare they need to be guided to
the point of intervention, they must follow the precise instructions given by the Tower so the Tower
can identify them using the monitoring devices available and afterwards provide them with the
directions.
7.1.6 Encumbrance of the runway
If the runway being used is encumbered, the Control Tower directs traffic to another accessible
runway. In cases where none of the runways can be used, the Control Tower will immediately notify
the lack of available runways to the Rome Area Control Center and to ADR CEA so that the special
NOTAM of temporary airport closure is issued.

7.1.7 Encumbrance of the movement area
If a part of the movement area is encumbered, the Control Tower does not authorise aircraft
movements in that area until the Local Civil Aviation Authority confirms it is safe through ADR CEA.
7.1.8 Reduced availability of fire-fighting vehicles as a result of an intervention
After every Accident (Red Level) requiring the intervention of the airport Fire Brigade, depending on
the entity of its intervention the Control Tower cannot authorise the landing and take-off of any
aircraft on the runways involved and/or at the airport until it has been notified by ADR CEA that the
Fire Brigade has re-established its operational capacity at the site concerned in accordance with
ICAO regulations Annex 14.
7.1.9 After receiving the information from ADR Airport Emergency Coordination on the restoration of
operations of fire-fighting and medical vehicles declared by the Local Civil Aviation Authority, it
communicates to the Bodies listed in paragraph 7.1.1 the end of the Level using the primary alarm
communication system.
7.1.10 SAR notifies it that the flight infrastructures are safe by radio frequency.
7.2 PROCEDURE FOR THE LOCAL CIVIL AVIATION AUTHORITY
7.2.1 After receiving the Accident status (Red Level) from ADR Airport Emergency Coordination, it
informs by phone and afterwards with written communication, also via fax:
ANSV - Italian flight safety agency, by phone (within 60 minutes from receipt of the
information) and by email [email protected];
Central ENAC CRISIS Room;
The local office of the Government (Prefecture);
Operations Room of the Civil Defence Italy Situation Room.
The initial information gathered on the matter is sent by completing the appropriate form:
 Notification of aeronautical event;
 Form SV01, and/or via the "eE-MOR" IT system.
7.2.2 With the aid of ADR CEA, it must order activation of the Emergency Operations Centre
(formerly GESA).
7.2.3 Depending on the circumstances and with the aid of ADR Airport Emergency Coordination, it
must:

successful restoration of the vehicles and fire extinguishing agents at the airport Fire
Brigade fire-fighting service;
the end of the medical emergency from the ADR Flight Line Emergency Physician;
and consequently declare the end of the status activated by the Control Tower through ADR
Airport Emergency Coordination.
order, pursuant to Art. 729 of the Navigation Code, immediate disabled aircraft removal from the
site of the accident, depending on the needs to keep the evidence, subject to the consent of
ANSV (Italian flight safety agency) and/or the Judicial Authority. For this reason, the Local Civil
Aviation Authority will permit vehicles and personnel of the airline that owns or operates the
aircraft, and which is responsible for its removal, to access the site of the accident. Only when it
recognises it is necessary will it authorise intervention of vehicles and personnel of other
organisations.
7.2.4 On the strength of the powers given to it by the law (Art. 726 Navigation Code), it may request
vehicles and personnel at the airport for the rescue operation.
7.2.5 At the same time the measures set out in the foregoing paragraphs are taken, it has the Police
forces guard the aircraft and its content for the findings necessary for the investigations and to
protect the evidence.
7.3 PROCEDURE FOR THE FIRE FIGHTING AND RESCUE SERVICE
7.3.1 After receiving the Accident status (Red Level) from the Control Tower, it:
sends the fire-fighting and rescue vehicles appropriate for the circumstances to the site;
they will receive instructions from the Control Tower on the routes to take in order to
reach the site of the accident as quickly and safely as possible;
responsibility for management of the rescue operations and technical intervention lies
only with the Fire Brigade Shift Supervisor or with one of his superiors;
requests the intervention of other Fire Brigade vehicles of the closest outlying stations;
lends maximum assistance to the persons involved, in collaboration with the Medical
Personnel of Flight Line First Aid;
activates the UCL (Mobile Command Post) at the site of the accident.
The manager of the airport Operations Room notifies the Accident status (Red Level) to
the Provincial Fire Brigade Headquarters of Rome, which will send additional rescue
vehicles in accordance with the provisions of the Provincial Emergency Plan of the Fire
Brigade.
7.3.2 The station must notify ENAV and ADR Airport Emergency Coordination:
the extent and probable duration of the intervention;
the stocks of fire extinguishing agents available;
the time that might be necessary to restore vehicle operations.
7.3.3 If fire fighting is necessary at any point within the airport boundaries, or at the aeronautical
installations, the Fire-Fighting Detachment intervenes following the regular procedures.

cordon around the accident site and has all zones of the area affected by the accident guarded,
while allowing access to the personnel involved in the rescue operations (annex 11.8).
7.4.1.6 Guarding the airport accesses and distribution of patrols to escort and accompany the
rescue vehicles coming from the city and going to the gathering point indicated in annex 11.7 must
be ordered in addition to accompanying these vehicles from the gathering point to the site of the
accident, where necessary.
7.4.1.7 It is the duty of the Manager of the airport Border Police Office to request the outlying
Headquarters, and particularly the Traffic Police Department of jurisdiction, to immediately
implement the interventions necessary to guarantee that the traffic of rescue vehicles going to the
airport and the ambulances going to the city hospitals flows as quickly as possible.

much as possible during the route leading to the hospitals.
7.4.1.9 If the need for a guard service arises, the Manager of the local airport Border Police Office,
with the help of the airport Police, Carabinieri and Tax Police, ensures a security service where the
wreckage of the accident is found, also in order for the assistance company to recover hand
baggage and personal objects belonging to the passengers.
7.4.1.10 It is the duty of the Manager of the airport Border Police Office to order all Judicial Police
interventions deemed necessary to carry out the judicial investigation and that conducted by the
Italian Flight Safety Agency.
7.4.1.11 The personnel of the airport Border Police Office, with the help of the airport Police,
Carabinieri and Tax Police, protects boarding area B27-B30 of the B Pier dedicated to the uninjured
passenger assistance activities and/or another room (gates H6-H19) both to ensure public order and
identification of passengers, and to protect the privacy of the passengers against attempts by
unauthorised parties to gain illicit access.
7.4.1.12 With the same objectives, and if possible coordinating with the other police forces, the
personnel of the airport Border Police Office guards the room set up at the Hilton Hotel to assist
relatives of the passengers arriving from outside the airport.
7.4.2 FIUMICINO UNIT TAX POLICE
7.4.2.1 As soon as it is notified of the Accident status (Red Level) by ADR First Aid and the need for
a security team is verified, the Fiumicino Unit Tax Police activates the soldiers on duty at all customs
gates so that they facilitate the transit of rescue vehicles and the people in charge of the subsequent
disabled aircraft removal involved in the accident, restoration of the safeness of the area involved,
investigation of the event (Public Bodies, ANSV, ADR Safety Management) and, at the same time,
forbid the transit of all vehicles and people not assigned to these operations. This prohibition is also
extended to the vehicles and people of press agencies, television or cameramen/photographers
until further instructions are received from the Local Civil Aviation Authority.
If the airport is partially closed, the Tax Police must guarantee access to personnel working at their
regular jobs.
These operations are managed according to the instructions given by the Tax Police Representative
in the COE Room.
7.4.2.2 The Director will give the most appropriate orders each time to guarantee effective
performance of the service through the Airport Border Police Operations Room.
7.4.2.3 If a guard service is necessary, the Fiumicino Unit Tax Police ensures that wreckage or
special materials are guarded in addition to performing its regular duties and in collaboration with
other police forces.

7.4.3.1 As soon as it is notified the Accident status (Red Level) by ADR First Aid and the need for a
security team is verified, the local Carabinieri Headquarters sets up guard positions around the zone
affected by the accident while following the Director’s orders in order to assist the flow of men and
vehicles assigned to the rescue operations and at the same time to prevent those not directly
working in the rescue operations from hampering the operations in progress in any way.
7.4.3.2 When requested to provide a security team, it is also the Carabinieri’s duty to guard the two
airport entrances (entrance from the airport motorway and from main road 296 "della Scafa") with
squads of soldiers in order to ensure the rapid transit of additional rescue vehicles coming from the
city and going to the gathering point indicated on annex 11.7, to which they must be escorted by the
soldiers or by the Traffic Police, if present.
7.4.3.3 It follows the instructions given each time by the Director of the Airport Border Police
Operations Room.
7.4.3.4 Where the need for a guard service arises, the local Carabinieri Headquarters provides a
security service to the zone and the evidence to carry out the legal and technical-formal
investigations of the event.
Only the local ENAC manager, the Magistracy, members of the committee of inquiry in charge and
the representatives of the owner or operator of the aircraft, as well as the personnel and vehicles of
the company Aeroporti di Roma or other companies when explicitly authorised by the Local Civil
Aviation Authority, may gain access to the zone and evidence.
7.4.3.5 The local Carabinieri Headquarters, therefore, must carry out not only its regular duties, but
also:
 compliance with the general provisions set forth in these regulations
 compliance with the provisions contained in the Code of Navigation in case of accidents and
incidents
 compliance with general or particular traffic rules in the movement and manoeuvring area
given for the circumstances
 application of rules that ensure the transit of rescue vehicles to and from the airport on the
airport roads and in the movement area.
7.4.4 LOCAL FIUMICINO POLICE HEADQUARTERS
7.4.4.1 The Local Police Force ensures a normal flow of incoming vehicles going to the gathering
point and leaving in the direction of Ostia Lido and Rome.
7.4.4.2 It monitors the important points of access to the airport near customs gate no. 1, according
to its internal procedures.
7.4.4.3 It follows the instructions given each time by the Director of the Airport Border Police
Operations Room.

7.4.5.1 As soon as the Accident status (Red Level) is notified by ADR First Aid, the airport physician
who on day duty at the airport or readily available at night and on holidays will go to the room(s)
where the mortal remains are temporarily placed and is helped by personnel of the Air Health office.
After the competent authorities have completed the necropsy and legal identification activities, and
after the legal authority in charge has given authorisation, the Air Health personnel will start the
police doctor procedures in the role of Government Health Officer.
7.4.6 CUSTOMS OFFICE ROMA 2
7.4.6.1 In the case in which it is necessary to recover fuel from the aircraft involved in the accident in
order to remove it from the runway and/or taxiway, the Local Civil Aviation Authority authorises
immediate recovery of the fuel, which is kept in a dedicated and sealed tank truck, also for any
subsequent checks carried out by Customs, which is immediately notified of the fact by Airport
Emergency Coordination.
7.4.6.2 The entire operation must be performed with the Fire Brigade present.
7.4.7 ARES (Regional Health Emergency) 118
7.4.7.1 The 118 Operations Centre:
 receives notification of the Emergency Status (Red Level) from the ADR Fixed First Aid
Station Operations Room,
 receives the information on the type of aircraft, number of passengers, fuel and any
presence on board of dangerous goods and/or other special cargo,
 starts the procedures to activate the medical resources,
 and notifies the presence of first departure ARES (Regional Health Emergency) 118 rescue
vehicle(s) at Customs Gate 1 to the Operations Room of the ADR Fixed First Aid Station.
7.4.7.2 The ARES (Regional Health Emergency) 118 rescue vehicle(s) at Customs Gate 1 will be
escorted by ADR SAR to the site of the accident where the Flight Line Emergency Physician is
present.
7.4.7.3 First departure ARES (Regional Health Emergency) 118 vehicle personnel actions:
 member of the Mobile Command Post (UCL),
 assesses and monitors the scene with the Flight Line Emergency Physician at the site of the
event and carries out a preliminary inspection of medical needs,
 report to the 118 O.C. on the assessment and monitoring of the event’s characteristics.
Based on the information acquired, the 118 O.C.
 will give instructions on appropriate activation of the medical health chain,
 alerts the hospital facilities,
 acquires availability of beds in a critical and highly specialised area in the region and outside
the region.
7.4.7.4 ARES (Regional Health Emergency) 118 coordinates and manages the activity and
resources at the site of the event.

7.5 PROCEDURE FOR THE AIPORT OPERATOR ADR
7.5.1 ADR AIRPORT EMERGENCY COORDINATION
7.5.1.1 After receiving the Accident status (Red Level) from the Control Tower, it reports the
information in its possession to:
Local Civil Aviation Authority;
Handler assisting the airline;
Airline involved;
ADR Terminal Supervisor.
It will also notify the airport operators via the circular telex system.
7.5.1.2 If in its possession, the information it should report is:
the type of aircraft;
reckoning and landing direction;
the number of passengers;
fuel data;
any presence on board of dangerous goods and/or other special cargo;
the gathering stand for the rescue vehicles.
7.5.1.3 It requests that the rescue vehicles necessary for evacuating the passengers (e.g.
passenger stairs and buses) be prepared and sent immediately to the gathering stand.
7.5.1.4 It activates preparation of the Uninjured Room, requesting - also by announcements the immediate evacuation of passengers at boarding gates B27/B30, and/or boarding
gates H6/H19, to be used as the Uninjured Room.
7.5.1.5 Agreed with ENAC, it prepares a NOTAM (Notice to Airman) for the possible closure of
the runway and/or airport.
7.5.1.6 While constantly in radio contact on the frequency used by the airport ground vehicles, it
manages the operations communications, including the information on the situations in progress
to report to ENAV for publication of the relevant NOTAM, necessary for the Bodies so that the
assistance actions during the specific situations are more effective and the task of keeping the
necessary contacts with the responsible ENAC structures.
7.5.1.7 It reports any activation of the COE (formerly GESA) Room by the Local Civil Aviation
Authority by phone line (3022) to:

7.5.1.8 When the corporate procedure "Emergency Operations Centre" is activated,
management of operations communications is transferred to the Emergency Operations Centre
(formerly GESA) that operates with the structures and objectives set out in current provisions of
the Local Civil Aviation Authority.
7.5.1.9 After receiving phone communication (3022) from:
Fire Brigade to report that operation of the vehicles has been reinstated,
ADR Flight Line Emergency Physician because the medical emergency has ended;
It reports to the Local Civil Aviation Authority that the above activities have been
reinstated on telephone line 3022 and receives the declaration of end of Accident from
the Local Civil Aviation Authority.
The end of the accident status disregards the safeness of the flight infrastructures.
7.5.1.10 It sends the above-mentioned declaration to the Control Tower using the "primary
alarm communication system".
7.5.1.11 It receives the end of the Accident status (Red Level) activated by the Control Tower from
the automatic primary alarm statuses management system.
7.5.1.12 If the aircraft involved in the accident is not on the runway or in its protection areas and/or
does not obstruct the protection surfaces of the runways or as soon as the aircraft involved in the
accident is removed and, if necessary, the systems are restored and the damaged infrastructures
are upgraded, the CEA receives the information by radio frequency from Operational Safety that the
flight infrastructures are safe.
7.5.1.13 It also:
cancels the NOTAM issued;
issues any necessary reopening NOTAM with restrictions of the airport or runway
affected by the accident.
7.5.2 ADR FIRST AID
7.5.2.1 After receiving the Accident status (Red Level) from the Control Tower, it activates the
following medical personnel:
Flight Line Emergency Physician;
Ambulances and Emergency Medical Supplies and Equipment;
Medical resources at First Aid.
7.5.2.2 The First Aid Shift Supervisor alerts and/or activates the Accident status (Red Level)
using the "secondary alarm communication system" addressed to the rescue Bodies:

7.5.2.3 If in its possession, the information it should report is:

7.5.2.4 The Flight Line Emergency Physician, together with the driver in the WHITE/ZERO
vehicle, the Emergency Medical Supplies and Equipment and the ambulance, goes to the site of
the accident following the site directions given by the Control Tower, escorted by the SAR car.
7.5.2.5 During the intervention, the Flight Line Emergency Physician provides the preliminary
information on the overall situation to the Fixed First Aid Station by radio and requests that other
ambulances located at the Fixed First Aid Station go the accident site.
7.5.2.6 After receiving authorisation from the Judicial Authority, the Air Health Physician makes
arrangements for the transport of any mortal remains.
7.5.2.7 The physician of the Fixed First Aid Station goes to the Advanced Medical Post (Ovest
Station of the Fire Brigade) and activates its set-up while coordinating the flow of injured sent to
the airport facility for first aid, via radio, with the Flight Line Emergency Physician at the site of
the accident.
7.5.2.8 Assistance provided to uninjured passengers
ADR First Aid sends the dedicated physician to the Uninjured Room, and afterwards nurses not
engaged in the first priority activities connected with the emergency.
The company ADR, together with the airline involved (if present) prepares the material necessary to
get the Uninjured Passenger Assistance Room ready.
An ADR security operator opens gate B30 from the apron side so the passengers transported by
shuttle can enter and he guards the same gate and/or, as an alternative, the remote gate (H10). He
will also support the ADR personnel in the Room to set it up and the personnel of the Public Bodies
to identify uninjured passengers.
The list of uninjured passengers will then be forwarded to the Authorities in the COE Emergency
Operations Centre (formerly GESA) Room.

7.5.2.9 Assistance provided to relatives
The Airport Operator directs the relatives present in the Reception Room, located on the arrivals
floor of Terminal T3, for identification and to be later accompanied to the Relatives Assistance
Room at the Hilton.
The list of relatives will then be forwarded to the Authorities in the COE Emergency Operations
Centre (formerly GESA) Room.
7.5.3 ADR OPERATIONAL SAFETY
7.5.3.1 After receiving the Accident status (Red Level) from ADR First Aid, it goes to the site of
the emergency/accident to bring back all the information on the event to Airport Emergency
Coordination, particularly that concerning the practicability of the runways and taxiways.
7.5.3.2 It ensures that the company rescue vehicles and further vehicles (ARES (Regional
Health Emergency) 118) are accompanied and escorted from the gathering points to the site of
the accident, and from the site of the accident to the various assistance points described in the
procedure.
7.5.3.3 Upon the request of the Fire Brigade Operations Room, it sends two SAR cars for
access of the outside rescue vehicles at gates 2 and 11.
7.5.3.4 Once the rescue operations are completed and the aircraft involved in the accident is
removed, it checks the practicability of the runway and area in question so that flight operations
can be restored and reports the information to CEA and the Tower by radio frequency.
If the aircraft involved in the accident is not on the runway or in its protection areas and/or does
not obstruct the protection surfaces of the runways, it reports to ADR CEA the practicability of
the runway(s) where operations can be reinstated by radio frequency.
7.5.3.5 Removing the aircraft and/or wreckage
The Airport Operator has entered into a contract with two companies to lift and recover the
aircraft involved in the accident. The Operator may perform these operations upon the request
of the Authority and Airline.
7.5.4
RAMP VEHICLES
7.5.4.1 After receiving the Level in progress from the First Aid Shift Supervisor, the Service
provider immediately sends the ramp vehicles for disembarking passengers (passenger stairs
and shuttles) to the rescue vehicle gathering stand.
7.5.4.2 The ramp vehicles of the Service provider are escorted by SAR, at their request, to the
site of the event to disembark and transfer uninjured passengers to the Uninjured Room and/or
transport injured passengers to the advanced medical post.
7.6 PROCEDURE FOR THE AIRLINES
7.6.1 It receives the Accident status (Red Level) from ADR CEA.

7.6.2 Request to make an emergency landing
If the aircraft Captain asks to make an emergency landing, he must report, if possible, details on the
nature of the emergency.
The aircraft Captain or, in his absence, the crew member most senior in rank, must submit a written
statement on the technical or safety reasons that led to the request for an emergency landing to the
Local Civil Aviation Authority as soon as possible, also through an airline representative or through
the ADR Station Manager.
7.6.3 Assistance provided to uninjured passengers
The airline involved, together with the airport operator (see ADR First Aid 7.5.2.9) prepares the
material necessary to get the Uninjured Passenger Assistance Room ready.
7.6.4 Assistance provided to relatives
It assists the relatives of the passengers involved in an aircraft accident, who are directed to the
room set up for them (see ADR First Aid 7.5.2.10). Based on the agreement drawn up between
the airport operator ADR and Hilton Hotel Management, it requests that Hilton Hotel makes
available the special room.
7.6.5 Procedure for the Airlines not involved in the Accident (Red Level)
So that preparation of the Uninjured Passenger Assistance Room is prompt, the airlines using
departure areas B27-B30 and/or H6-H19 must get their passengers away from the area at the
request of the airport operator and also by means of recorded announcements
7.6.6 Report of different events
If an Airline becomes aware of events or elements such as to create fear that its aircraft, or an
aircraft of another assisted company might find itself in emergency conditions, it must immediately
notify the fact to the Control Tower so that the established emergency measures can be promptly
taken.
7.7 PROCEDURE FOR THE AIRPORT TELEPHONE SWITCHBOARD
7.7.1 As soon as it receives news of an Accident status (Red Level), ADR tells the airport Telephone
Switchboard operators to abstain from providing any information on the event, but to instead tell
users that the offices that will provide all the necessary information will soon be activated.
7.7.2 The requests for information must be forwarded only to the offices and/or users notified by the
Local Civil Aviation Authority when the COE (formerly GESA) procedure is activated, to the free
phone number 800529896.

8.1 PROCEDURE FOR THE CONTROL TOWER
8.1.1 Upon receiving the report of an accident situation outside the airport area, it activates the
Accident outside the airport area status (Red Level) using the "primary alarm communication
system" and informs the following Bodies:
Firefighting Service - Central Fire Brigade Station
Ovest, Est and Delta Fire Brigade Emergency Services Stations
ADR Airport First Aid
ADR Airport Emergency Coordination
Border Police.
It also informs:
Rome Area Control Center
Air Rescue Centre - 15th Wing of Pratica di Mare, through the Rome Area Control
Center in case of Red Level.
8.1.2 It reports the following data, if in its possession:
type of event;
name and type of aircraft;
information available on the latest known position (including information referring to the
Grid Map, if feasible);
any other information deemed useful.
8.1.3 It follows the operations by radio telephone and collaborates to coordinate operations.
8.1.4 The data regarding the persons on board, fuel, and presence and location of dangerous goods
may be communicated to the Fire Brigade and ADR Airport Emergency Coordination afterwards, if
in its possession.
8.1.5 If a part of the airport Fire Brigade force is used for the intervention outside the airport area,
the Fire Brigade will immediately notify the Control Tower, which will inform ADR CEA,
communicating the airport restrictions depending on the actual fire-fighting coverage of the runways
while awaiting activation of the COE (formerly GESA). The Control Tower will give the force used in
the intervention outside the airport area precise instructions for movement.
8.2 PROCEDURE FOR THE LOCAL CIVIL AVIATION AUTHORITY
8.2.1 After receiving the Accident outside the airport area status (Red Level) from ADR Airport
Emergency Coordination, it:

a) assesses the conditions for airport operations and once it has received communication that the
Fire Brigade vehicles have left the airport area, it has to prepare the resulting report, including
issue of NOTAMs through ADR CEA, if necessary;
b) authorises the spare airport ambulances to exit.
8.2.2 With the aid of ADR CEA, it must order activation of the Emergency Operations Centre
(formerly GESA).
8.2.3 It notifies by phone and afterwards with written communication, also via fax:
ANSV - Italian flight safety agency, by phone (within 60 minutes from receipt of the
information) and by email [email protected];
Central ENAC CRISIS Room;
The local office of the Government (Prefecture);
Operations Room of the Civil Defence Italy Situation Room
8.2.4 The workforce necessary to continue airport activities must however be kept intact, and in
particular guarantee the extinguishing capacity of the fire-fighting service for at least one runway
and the presence of the Flight Line Medical Personnel.
8.2.5 On the strength of the powers given to it by the law (Art. 726 Navigation Code), it may request
vehicles and personnel at the airport for the rescue operation.
8.3 PROCEDURE FOR THE FIRE FIGHTING AND RESCUE SERVICE
8.3.1 After receiving the Accident outside the airport area status (Red Level) from the Control
Tower, the rescue vehicles must intervene within an area extending beyond the airport enclosure,
including the lit approach paths and extending within an area for which it is possible to offer first aid
in time and effectively with the vehicles deployed at the service of the runway closest to the event.
The local Fire Brigade Chief, in conjunction with the Provincial Operations Room of the Fire Brigade
of Rome, evaluates whether or not immediate intervention of the airport Fire Brigade is necessary
and reports his decision to the Control Tower.
The point of the accident will be identified inside this zone using information that the Control Tower
will be able to transmit to the Fire Brigade Rescue Operations Manager over frequency 440.450
MHz, referring to the Grid Map.
8.3.2 If a part of the Fire Brigade force is used to intervene outside the airport area, the Fire Brigade
can reach the site of the event independently through the emergency gate deemed best suited for
rapid intervention, using the keys available on its vehicles to open it, and reporting the gate used to
exit using the "primary alarm communication system" with the shared calling system.
8.3.3 The Rescue Operations Manager (Fire Brigade ROS) can request and use the entire rescue
and fire-fighting force present at the airport. Air traffic will be interrupted until operations of the firefighting services at the service of one runway are restored.

8.3.4 The probability that intervention of the rescue teams can rescue people in a strip beyond two
kilometres from the runway axis diminishes, and in this case whether or not guaranteeing normal

8.3.5 The Provincial Fire Brigade Headquarter is responsible for the accident, and will use the force
deemed necessary.
8.4 PROCEDURE FOR THE PUBLIC BODIES
8.4.1 FIUMICINO AIRPORT BORDER POLICE OFFICE
8.4.1.1 If after receiving the status of Accident outside the airport area status (Red Level) from the
Control Tower the need arises for a preventive security team, the Director of the local Border Police
Office at the airport, or his deputy, aids the Public Safety Office of local jurisdiction with the help of
the airport Police, Carabinieri and Tax Police forces in implementing strict surveillance in order to
prevent parties not directly involved in the rescue, or in any case those not working for the services
that normally carry out airport operations, from transiting.
8.4.1.2 It reports the type of Emergency to the following Bodies:
Rome Police Headquarters;
Prefecture of Rome;
Italian Ministry of the Interior.
8.4.1.3 The Director of the local Border Police Office at the airport notifies the Accident outside the
airport area status (Red Level) to the outlying National Police Headquarters as well, and in particular
to the Traffic Police Department of jurisdiction that, depending on the circumstances, may be
requested to intervene with the highest possible number of patrol cars on the roads from, to and
within the airport boundaries to control vehicle traffic in order to give outside rescue vehicles easy
and quick access to the airport.
8.4.1.4 The Operations Room receives the communication of the gate used to reach the site of the
event from the Fire Brigade through the "primary alarm communication system". Using the
resources in the field, the Director of the local Border Police Office arranges for the gate indicated
by the Fire Brigade to be guarded.
8.4.1.5 Guarding the airport accesses and distribution of patrols to escort and accompany the
rescue vehicles coming from the city and going to the gathering point indicated in annex 11.7 must
be ordered in addition to accompanying these vehicles from the gathering point to the site of the
accident, where necessary.
It is the duty of the Director of the airport Border Police Office to request the outlying Headquarters,
and particularly the Traffic Police Department of jurisdiction, to immediately implement the
interventions necessary to guarantee that the traffic of rescue vehicles going to the airport and the
ambulances going to the city hospitals flows as quickly as possible.

8.4.1.6 Where the need to maintain order arises, the Director of the local Border Police Office, using
the airport Police, Carabinieri and Tax Police forces, organises joint forces for the security cordon
around the accident site and has all zones of the area affected by the accident guarded.
8.4.1.7 The escorted ambulances leaving the movement area may use the customs gate, or another
exit closer to the site of the accident made accessible for the circumstance, and must be helped as
much as possible during the route leading to the hospitals.
8.4.1.8 If the need for a guard service arises following an Accident outside the airport area status
(Red Level), the Director of the local airport Border Police Office, with the help of the airport Police,
Carabinieri and Tax Police, ensures a security service where the wreckage of the accident is found,
also in order for the assistance company to recover hand baggage and personal objects belonging
to the passengers.
8.4.1.9 It is the duty of the Director of the airport Border Police Office to order all Judicial Police
interventions deemed necessary to carry out the judicial investigation and that conducted by the
Italian Flight Safety Agency.
8.4.1.10 If the uninjured passenger assistance rooms are opened, the personnel of the airport
Border Police Office, informed by ADR CEA, with the help of the airport Police, Carabinieri and Tax
Police, protects boarding area B27-B30 of the B Pier dedicated to the uninjured passenger
assistance activities and/or another room (gates H6-H19) both to ensure public order and
identification of passengers, and to protect the privacy of the passengers against attempts by
unauthorised parties to gain illicit access.
8.4.1.11 With the same objectives, and if possible coordinating with the other police forces, the
personnel of the airport Border Police Office guards the room set up at the Hilton Hotel to assist
relatives of the passengers arriving from outside the airport.
8.4.2 FIUMICINO UNIT TAX POLICE AND CARABINIERI HEADQUARTERS AT FIUMICINO
AIRPORT
8.4.2.1 After receiving the Accident outside the airport area status (Red Level) from ADR First Aid,
these two bodies coordinate with the Border Police to put the established procedure into action.
8.4.3 FIUMICINO LOCAL POLICE
8.4.3.1 It monitors the important points of access to the airport near customs gate no. 1, according
to its internal procedures.
8.4.3.2 The Director will give the most appropriate orders each time to guarantee effective
performance of the service through the Airport Border Police Operations Room.
8.4.4 AIR HEALTH
After receiving the Accident outside the airport area status (Red Level) from ADR First Aid, the
airport physician will start performing the actions set forth in the internal service procedures.

8.4.5.3 ARES (Regional Health Emergency) 118 rescue vehicle personnel actions:
 member of the Mobile Command Post (UCL),
 assesses and monitors the scene with the Flight Line Emergency Physician at the site of the
event,
 performs a preliminary inspection of medical needs,
 report to the 118 O.C. assessment and monitoring on the characteristics of the event,
organisation of the actions and assessment of the patient gravity, treatment and stabilisation
codes,
 shared with the instructions of the 118 O.C., transfers, if necessary, patients to the hospital
facilities according to medical priority order.
8.4.5.4 The 118 Operations Centre:
 according to the communications received, starts the procedures to activate the medical
resources,
 will give instructions on appropriate activation of the medical health chain.
8.4.5.5. ARES (Regional Health Emergency) 118 coordinates and manages the activity and medical
resources at the site of the event.
8.5 PROCEDURE FOR THE AIPORT OPERATOR ADR
8.5.1 ADR AIRPORT EMERGENCY COORDINATION
8.5.1.1 After receiving the Accident outside the airport area (Red Level) from the Control Tower, it
reports the information in its possession to:
Local Civil Aviation Authority;
Handler assisting the airline;
Airline involved;

8.5.1.4 He activates preparation of the Uninjured Room, requesting - also by announcements the immediate evacuation of passengers at boarding gates B27/B30, and/or boarding gates
H6/Hh19, to be used as the Uninjured Room.
8.5.1.5 He informs the Airport Border Police that the Uninjured Room is opened for the standard
duties.
8.5.1.6 While constantly in radio contact on the frequency used by the airport ground vehicles,
he manages the operations communications the Bodies need so that the assistance actions
during the specific situations are more effective and the task of keeping the necessary contacts
with the responsible ENAC structures.
8.5.1.7 He reports any activation of the Emergency Operations Centre (formerly GESA) Room by
the Local Civil Aviation Authority by phone line (3022) to:
CUSTOMS - Shift Supervisor of the Passengers Office;
ENAV - Station Manager on duty;
Station Manager of the airline concerned or his representative;
ANSV (Italian flight safety agency).
8.5.1.8 When the corporate procedure "Emergency Operations Centre" is activated,
management of operations communications is transferred to the Emergency Operations Centre
(formerly GESA) that operates with the structures and objectives set out in current provisions of
the Local Civil Aviation Authority.
8.5.2 ADR FIRST AID
8.5.2.1 After receiving the Accident outside the airport area status (Red Level), (in an area outside
the perimeter, but still identified in the immediate vicinity so as to be able to provide rescue in time
and effectively) from the Control Tower, it actives the following medical personnel:
Flight Line Emergency Physician;
Medical resources at First Aid;
Ambulances and emergency medical supplies and equipment.

reaches the site of the accident from where he coordinates any necessary intervention of additional
rescue vehicles, if authorised by the Local Civil Aviation Authority, if necessary until the subsequent
closure of the airport, with the ADR First Aid Operations Room and the Fixed First Aid Station by
radio.
8.5.2.5 During the intervention, the Flight Line Emergency Physician provides the preliminary
information on the overall situation to the Fixed First Aid Station by radio and requests that other
ambulances located at the Fixed First Aid Station go to the accident site.
8.6 PROCEDURE FOR THE AIRLINES
8..6.1 After receiving the Accident outside the airport area status (Red Level) from the ADR CEA,
the Representative of the Airline and/or the person in charge of the accredited Handler gives the
following information to the ADR CEA as quickly as possible:
the number of passengers;
the number of crew members;
the amount of fuel, expressed in kg, that the aircraft presumably has available;
whether or not there are dangerous goods or special cargo on board (e.g. cartridges,
explosives, radioactive materials and other dangerous substances).
8.6.2 Report of different events
If an Airline becomes aware of events or elements such as to create fear that its aircraft, or an
aircraft of another assisted company might find itself in emergency conditions, it must immediately

9.1.2 It reports the following data, if in its possession:
type of event;
name and type of aircraft;
position (Grid Map);
any other information deemed useful.
9.1.3 It follows the operations by radio telephone and collaborates to coordinate operations.
9.1.4 The data regarding the persons on board, fuel, and presence and location of dangerous goods
must be communicated to the Fire Brigade and ADR Airport Emergency Coordination afterwards, if
in its possession.
9.2 PROCEDURE FOR THE LOCAL CIVIL AVIATION AUTHORITY
9.2.1 After receiving the Accident at Sea status (Red Level) from the ADR Airport Emergency
Coordination, it:
a) assesses the operating conditions of the airport, prepares the resulting report, including issue of
NOTAMs through ADR CEA, if necessary;
b) authorises the ambulances of the ADR First Aid to exit.
9.2.2 With the aid of ADR CEA, it must order activation of the Emergency Operations Centre
(formerly GESA).

9.3 RESCUE AND FIRE FIGHTING SERVICE PROCEDURE
9.3.1 It receives the Accident at Sea status (Red Level) from the Control Tower. If the system
malfunctions, the Control Tower will communicate with:
direct phone line (point-to-point);
radio.
9.3.2 When the message generated by the Control Tower is generated, the fire stations (Ovest, Est
and Delta) receive information on the event in progress and confirm it.
9.3.3 The Fire Brigade Operations Room notifies the ADR CEA that a force is at the airport to
continue operations.
9.3.4 If the accident occurs outside the airport boundaries, in the area under the jurisdiction of the
Fiumicino Harbour Office, the rescue vehicles must make the intervention ordered by the Provincial
Operations Room of the Rome Fire Brigade, which will activate the Airport Emergency Plan of the
Provincial Headquarters of the Rome Fire Brigade since this type of event falls under the jurisdiction
of said structure.
9.3.5 If necessary, airport rescue vehicles will be sent, with priority given to using those of the
Central Station.
9.4 PROCEDURE FOR THE PUBLIC BODIES

9.7.1 Similar to the Accident within the airport area (Red Level) procedure.
9.8 PROCEDURE FOR THE ROME FIUMICINO HARBOUR OFFICE
9.8.1 Pursuant to Art. 830 of the Navigation Code as amended by Italian Legislative Decree no.
96/05 and pursuant to Italian Presidential Decree no. 662/1994, the coordinating Authority of the sea
search and rescue operations is 3rd MRSC (Maritime Rescue Sub Center) ROME (Maritime
Department - Harbour Office of Rome - Fiumicino).
9.8.2 The rescue operations for an aircraft crashed at sea are to be considered generally complex,
so the sea rescue planning activity to handle this type of emergency must be broken down in order
to ensure:
prompt and adequate receipt and valuation of the alarm;
clearness and simplicity of the operating procedures during the initial phases of the
rescue operation, in which an immediate and orderly response of the vehicles is
necessary;
utmost coordination in organising sea and land rescues when a large number of vehicles
(also belonging to different administrations) is involved in the intervention.
9.8.3 In light of the foregoing, therefore also contemplating a potential accident at sea, the
"Emergency Rescue Plan for an aircraft involved in an accident at sea" was drafted and approved
by 3rd MRSC of Rome - Fiumicino, with approval of the Maritime Manager of Rome on 21
September 2007, updated in January 2010.

10 COORDINATION OF THE BODIES
10.1 COE EMERGENCY OPERATIONS CENTRE (formerly GESA Abnormal Situation Management Centre)
10.1.1 The company Aeroporti di Roma S.p.A. and the Local Civil Aviation Authority, with the
collaboration of IBAR (Italian Board of Airline Representatives), have formed a structure dedicated
to managing emergency situations in the event of an aircraft accident or other events directly or
indirectly involving the Rome airport system. The COE Emergency Operations Centre (formerly
GESA), managed by the company Aeroporti di Roma S.p.A., is located on the 7th floor of the EPUA
building and consists of 3 rooms, each having a given function.
10.1.2 The COE Emergency Operations Centre (formerly GESA) is activated upon the request of
the Local Civil Aviation Authority and guarantees supervision and proper management of abnormal
situations until they end. It is also activated by ENAC for drills simulating these same events.
10.1.3 It is the responsibility of the company Aeroporti di Roma S.p.A., through OPR/PFC/ISE, to
manage, operate and maintain the three rooms while ensuring:
 set-up and maintenance of the COE Emergency Operations Centre (formerly GESA) rooms,
replacement of the obsolete and/or outdated equipment and location plans
 recruitment, training and availability of personnel to use in the CRIE (Emergency Information
Collection Centre) Room, with identification of the roles and functions necessary to properly
perform the activity, including event simulation drills
 contacts with the Local Civil Aviation Authority to define regulatory and logistics aspects
connected with the functionality of the COE Emergency Operations Centre (formerly GESA)
 presentations of the COE Emergency Operations Centre (formerly GESA) to those
requesting it (Police, CNA, other airport operators, Public Bodies).
10.1.4 COE Emergency Operations Centre (formerly GESA) Room - The Committee meets in room
729, which is placed at the disposal of the Local Civil Aviation Authority and of other airport
authorities.
It is made up of:
 one representative of the Local Civil Aviation Authority;
 one representative of the National Police;
 one representative of Custom;
 one representative of the Carabinieri;
 one representative of the Tax Police;
 one representative of the Fire Brigade;
 one representative of ARES (Regional Health Emergency) 118 (to protect the medical
information to circulate);
 one representative of ENAV (Ente Nazionale Assistenza di Volo - Air Traffic Service
Provider);
 one representative of AOC (Airline Operators Committee);
 two representatives for Aeroporti di Roma S.p.A. (one for the operations division and
one for media relations).

The Management Committee Room is the airport centre for coordination of the emergency and/or
critical situations.
The Committee is called in the event of emergency situations that might involve inconveniences for
overall airport operations such as, for example, an aircraft accident, evacuation of the terminals due
to malicious acts or disastrous events, snow or in anticipation of events that might involve
inconveniences on airport operations such as, for example, strikes or an unusual number of
incoming flights for sports or religious events. This Room can also be used for situations that do not
require that the other two rooms (CRIE Room and CCA Room) be opened.
The Committee is activated and headed by the Local Civil Aviation Authority, in the figures of the
Manager or Available Deputy. ENAC (Local Civil Aviation Authority) coordinates the Room and
harmonizes the management and real time updating of all information reaching every Body in the
Room. ENAC can delegate one of those present in the COE Emergency Operations Centre Room
to cover the position of "harmonizer".
The Emergency Operations Centre receives the information and updates from the Bodies at the site
of the event or at the Mobile Command Post and shares, assesses and coordinates the
interventions and beforehand establishes the actions to take in terms of activities and/or information
inside and/or outside the airport. Any information intended for inside and outside the airport (flight
delays, cancellations and anything else deemed useful for passengers and/or the public) must be
first agreed to with the Committee.
ENAC is responsible for releasing the information pertaining to the event and airport operations
outside the airport.
The ADR Station Manager or his deputy opens the Room and while waiting for ENAC (Local Civil
Aviation Authority) to arrive, coordinates with the ENAC Available Deputy and heads the Emergency
Operations Centre.
If one or more parties is absent, this does not invalidate the activity of the Emergency Operations
Centre, and its members can be added to - if necessary - by other professional figures involved in
managing the Accident.
The Committee members are responsible for contacting the Public Bodies in charge, which notify
the relatives of the persons involved in the event and their injury or death, if that is the case.
10.1.5 CRIE (Emergency Information Collection Centre) Room - The Room is located in room no.
731 and is made up of volunteer personnel belonging to the Bodies operating within the airport
system, provided with badges.
The CRIE Emergency Information Collection Centre is manned by voluntary personnel trained to
cope with emergency situations.
CRIE is the information hub. It stays in constant contact with the Airlines Centre and the COE
(formerly GESA) Management Committee. It ensure permanent contact with the public through the
free phone number made available to collect, check and provide information on the people involved
in the event.
If the COE (formerly GESA) Management Committee so requests, CRIE can be activated even in
the case of an aircraft accident occurring outside the national boundaries, but with the assumption
that Italian citizens are on board the aircraft.

The CRIE Emergency Information Collection Centre is made up of about 80 volunteers who are
divided up into groups of 30 people (including seven replacements) that operate in 4-hour shifts
when operations are in progress.
In carrying out its duties, the group has 23 units and is structured as follows:
 1 CRIE manager
 1 information manager
 1 coordinator
 20 emergency operators
If one no longer wants to belong to the CRIE Emergency Information Collection Centre Room, the
badge must be returned. The names and phone numbers of the CRIE Room personnel are put on a
special list kept in the CRIE Room. Any changes must be promptly reported to ISE.
Volunteers are bound by an obligation of confidentiality, and in no case whatsoever can they
disclose documents and/or information to people outside the Centre.
If an emergency occurs, the personnel not on duty at that time is contacted by phone. Unless on
duty, the personnel in no case whatsoever may go to the airport, but instead must contact the CRIE
Room and offer their willingness to help to the Coordinator on shift. As soon as one comes on duty
he must follow the instructions received from the CRIE Room Manager before starting any activity.
The main job of the voluntary personnel of the CRIE Room is to answer the phone calls of the
relatives who ask for information about the people involved in the event.
The work carried out at the CRIE Room is organised with a double data entry procedure. Phone
information is transcribed on special forms that are afterwards entered into an IT system specially
created for the CRIE Room.
10.1.6 CCA (Airlines Centre) Room - The Centre is located in room no. 726 and is made available to
the Airline involved in the accident or event.
Through the Airlines Centre Room, the airline involved in the event has the possibility to manage the
priorities and exceptionalities caused by the event while at the same time dedicating itself to the
regular performance of the other airport operations at its facilities.
10.2 UCL - MOBILE COMMAND POST
10.2.1 The UCL (Mobile Command Post), put into operation upon the explicit request of the Fire
Brigade Special Operations Group, is the point at the site of the event where the managers of the
various cooperating Bodies can meet to receive and disseminate information pertaining to the
rescue operations.
Communications with the COE (formerly GESA) Room are entrusted to the Fire Brigade Special
Operations Group through the Mobile Command Post, and it serves as contact to implement the
operations received.
10.2.2 Those entitled to take part are:

10.2.3 The characteristics of this unit are:
 It is a mobile structure easy to install at the zone involved;
 It serves as a management, coordination and communications centre for significant aircraft
accidents;
 It is well-positioned taking into consideration the soil conditions and direction of the wind, and
is adjacent to the accident area.
10.2. In the event of an accident, it is of primary importance that the Mobile Command Post be
immediately recognisable and visible. It must be set up as soon as possible and ensure continuous
command so that all Bodies, in dealing with it, can be informed in detail on the situation before
performing their specific duties.
10.2.5 The unit must be able to accommodate the equipment and personnel essential for
communicating with the other Bodies involved in the emergency, as well as with ADR Airport
Emergency Coordination; for this reason it is equipped with:
 radio devices on the frequencies of the Airport, the Provincial Headquarters of Rome CH 48
and the Fiumicino Harbour Office
 wireless connection for internal use
 video systems, maps, etc.
10.2.6 If the Local Crisis Unit Van is unavailable, the Mobile Command Post will be managed at the
Red 1 AV, which can be contacted by:
 service telephone line
 ADR line
 radio frequency 440.450 MHz
10.2.7 Following instructions given by the Fire Brigade, the 118 ambulances must go to the
Advanced Medical Post and even to the site of the accident, escorted by SAR.
10.3 EVENT ON THE APRONS
10.3.1 Emergencies or Accidents on aprons fall under the cases described in Red Manual A, Yellow
and Red Level, respectively. Therefore, when the Tower activates them, the Fire Brigade forces of
the Delta and Ovest Stations will respond as a consequence, and in compliance with what is set out
in the regulations. As a result, this will involve the temporary suspension of movements on runways
16R/34L and 07/25.
By way of example, if an aircraft on the ground is damaged by service vehicles, another aircraft or
collision with infrastructures, and there is a risk for the safety of the people (passengers, crew,
operators, etc.), the Accident status (Red Level) will be activated.
10.3.2 If, as soon as it occurs, the Fire Brigade Fire Fighting Service Manager deems that the event
can be handled with a number of vehicles and men lower than the standard, he will quickly re-

position the unnecessary vehicles at the stations they belong to in order to restore activities on the
runway as quickly as possible, if necessary lowering the fire-fighting category so as to minimise the
impact on airport operations.
10.3.3 If the availability of the minimum amounts of fire extinguishing agents and vehicles used in
rescue operations is reduced to an extent as to not guarantee the maximum fire-fighting category
required at the airport, total suspension of the operations must be avoided and the runways the
Manual affects must instead be declassified. Fire Brigade vehicles unnecessary for rescue
operations will report to the Fire Brigade Operations Room and Control Tower as soon as they
return to their Stations, and the Tower will partially reopen to traffic and authorise only movements
up to the maximum category covered.
10.3.4 DOC.9137 – P1 Fire-fighting categories
10.3.5 In order to permit movements up to ICAO category X on runways 16R/34L and 07/25, the
presence of at least three main vehicles in the Ovest Station and one main vehicle in the Delta
Station will always be necessary; for movements up to ICAO category VIII, the presence of at least
two main vehicles in the Ovest Station and one main vehicle in the Delta Station will always be
necessary. If based on current traffic needs the Tower has to keep the above-mentioned runways
operational, it can ask that a main Fire Brigade vehicle be moved from the Est Station, in this way
penalising runway 16L/34R and lowering its category to VIII.
Reduced or partial operations will be allowed once the vehicles are physically in the Station to be
covered with replenished fire extinguishing agents.
10.3.6 Once operations of the Delta and Ovest Stations are re-established, Flight Control,
coordinated with the ADR Station Manager, may reactivate the refuelling of aircraft falling under the
category truly covered.

11.1 AUTOMATIC EMERGENCY MANAGEMENT SYSTEM
Automatic sound/light system for activating emergencies that enables the Bodies responsible for the
rescue to be activated by the Bodies appointed to decree an alarm status (Control Tower, National
Police and Fire Brigade).
The system uses the most modern software and hardware systems connected to a server located in
the ADR technical room, and connects the nine stations at the Control Tower, National Police, Fire
Brigade, Est, Ovest and Delta Fire Brigade Stations, ADR First Aid, ADR Airport Emergency
Coordination and Harbour Office through dedicated LAN systems.
The following components are in every control room:
computer with built-in 22" touch screen
built-in microphone for transmitting messages
printer
the system records all events that are part of the danger statuses system on the server.
Every time an event ends it is possible to:
print all information on the event;
have statistics of all the information entered during the year.
The system is equipped with a dedicated power supply system.
Every time an alarm status is issued, the system automatically also emits a number of SMS
messages addressed to the operational managers reporting the rescue Bodies in charge.
The system also constantly verifies whether the external stations are connected, and any deactivation
and/or malfunction is reported to all stations instantaneously and visually by the server.
The current point-to-point telephone line and UHF radio connection communication systems will be
used only for operational information and if the primary system fails.

If operation of the primary system stops, which is pointed out by one of the Operations Rooms, the
following procedure is followed:
Report to ADR CEA of the operational problem detected (over recorded telephone line 3022);
Using the recorded telephone line (3022), ADR CEA will contact the Operations Rooms of the
Control Tower, National Police, Fire Brigade and ADR First Aid to report the back-up status;
When the primary system is restored, ADR CEA will report the end of the back-up procedure
using the recorded telephone line (3022).
Airport management (ADR SVS Operations Manager) will ensure that the "alerting sms
messages" will be sent to all operations managers of the Bodies involved in managing the
emergency during the back-up phase.
Activation of the danger statuses for emergencies inside the airport area
During the back-up phase, the Control Tower will notify of the type of event in progress using
dedicated telephone systems (point-to-point) and specify the type of manual with the following order
of activation; the Tower will also give precise instructions to the Fire Brigade to get the quickest
intervention in the manoeuvring areas and their authorisations to cross the runways. If deemed
helpful to make identifying the point of intervention easier, the ground GRID MAP will used.

Coordination, notifying the type of manual and type of intervention (Accident Red Level);

11.2 RESPONSIBILITIES AND DUTIES OF THE AIRLINE
11.2.1 Every airline that has its own representatives or is represented by third parties at the
Fiumicino airport is responsible for providing in advance, and for updating, its operations telephone
number that can be used, if necessary, by ADR Airport Emergency Coordination and the Local
Civil Aviation Authority.
It is required to report, in advance, its organisation for recovering aircraft and, if possible, its
association with IATP (International Airline Technical Pool Recovery Kits) for lifting aircraft (ICAO
DOC.9137 P5). It must also have and adopt an assistance plan for passengers involved in the
event and their relatives.
11.2.2 Every airline is required to check that its handler is familiar with the airline procedures
regarding emergencies.
11.2.3 They are required to circulate these regulations to their employees, and especially to flight
personnel.
11.2.4 These Companies are also required to keep a copy in a highly visible place at their
operations office so that it can be quickly consulted.
11.2.5 Removing the aircraft and/or wreckage
Pursuant to Art. 729 of the Navigation Code, ENAC informally notifies the owner or operator of
the aircraft the order to remove the aircraft and/or wreckage and sets the deadline for it to be
done, depending on the needs of any legal, technical-formal or cursory requests. Moreover,
the authority may order disabled aircraft removal to speed up removal, without being
responsible for any additional damage that may be caused to the aircraft.
The Operator may perform the operations to lift and recover the aircraft involved in the
accident upon the request of the Authority or Airline (see ADR Operational Safety 7.5.3.5).
In the case of Emergency or Accident, the corresponding airline must gather the technical
personnel and special equipment to be used for the aircraft removal operations directly or through
another company.
The airline operating at the airport must guarantee availability of qualified personnel to manage the
activities tied to disabled aircraft removal involved in the accident 24/7, either directly or through
another company. For this reason it communicates the list of one or more appointed people in
charge to the Operator and the Local Civil Aviation Authority (as required in the Airport Regulations
under paragraph 7.1.12).
11.2.6 Assistance costs
In the case of Emergency or Accident, the airline must provide all assistance activities either
directly or through its handler: disembarkation, assistance provided to uninjured passengers at the
special Room, any necessary recovery and transport of luggage and assistance provided to
relatives.
In the case of an aircraft of an airline not operating out of the Fiumicino airport, assistance shall be
ensured by the handling company selected by the above-mentioned airline based on information
given by the Operator.
The Airport Operator shall guarantee assistance for the activities already described herein (see
ADR First Aid 6.5.2.9 and 7.5.2.9 - 7.5.2.10).

If the aircraft reaches the apron on its own, the Handler the Airline operating at the airport uses or
the Service provider for the Airline that does not operate at the airport shall perform the passenger
disembarkation and transfer activities. The Handler of reference of the Airline is responsible for all
ramp activities unless otherwise decided.
11.2.7 Assistance provided to uninjured passengers
The airline identifies and formally appoints its coordinator for assistance provided to uninjured
passengers.
The coordinator will support the personnel of the Public Bodies and ADR in identifying them.
11.2.8 Assistance provided to relatives
The airline involved may use the Relatives Assistance Room located at the Hilton Hotel at the
airport for any necessary assistance provided to the relatives of the passengers involved in an
accident.
The airline has the responsibility of receiving and assisting these relatives at the Relatives
Assistance Room either directly with its own personnel, or using the corresponding supplier of
assistance services.
