Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia The Regional RPA Monographs project entitled: Italy according to the Regional Public Accounts Public financial flows in the Italian regions presents the analysis of the financial expenditure and revenue flows for the entire Public Sector for each region at two-year intervals, using the data contained in the Regional Public Accounts (RPA) database. The 2013 edition is the fourth after the launch of the project and provides an in-depth analysis of Cultural and Recreational Services, a strategic sector for the development of the regions which deserves considerable attention on the part of policy makers. The process of information reconstruction, with reference to the period 2000-2011, is based on the detection of expenditure values, from RPA sources, through the involvement of the different entities on the regional territory, belonging both to the General Government and to National or Local Public Enterprises. The statistical data of the Regional Public Accounts were integrated with sectorial information from Istat and MIBACT sources, referring to physical and context data, which make it possible to reconstruct a broader perspective on the supply and demand for cultural goods and services. For the first time, in this edition, individual study sheets were published exclusively online, as they were conceived from the outset as a comment of data and indicators through interactive dynamic views (Vislet), created with CPT eXplorer, a web application for the geovisualisation of statistical information. The monographs, further enriched by national level analysis, adhere to the methodological and institutional procedures of the Regional Public Accounts project. The data were updated in April 2013. Investing in culture means investing not just on the growth and quality of the future of the region, but of the whole country. In addition, the development and dissemination of culture, sports and leisure, the ethics and social function of which is acknowledged, are regarded as models of growth, balance and integration of individuals in society. In the region of Friuli Venezia Giulia, total per capita expenditure in culture and recreation services is approximately equal to EUR 225, the fifth highest regional value after the region of Valle d'Aosta, Autonomous Province of Bolzano and Trento and Lazio; where the latter benefits from a large cultural heritage. Over the years, the spending trend was positive, and grew at faster rates specifically during pre-crisis periods (2002-2007) and attained increasingly higher values than the national average. Between 2000 and 2011, it is observed that Friuli Venezia Giulia recorded an increase in public spending in culture from a value of EUR 217.67 per capita in 2000 to EUR 224.97 in 2011. The figure is even more positive if we observe that all the regions (with the exception of Valle d'Aosta) reduced their per capita expenditure. More than two-thirds of per capita expenditure in Culture and Recreational Services in Friuli Venezia Giulia consists of current expenditure (on average equal to 68.3 per cent of total regional expenditure in culture). In the last ten years, current expenditure (on average EUR 150.68 per capita) followed a substantially stationary trend, with a decline between 2000 and 2001 and a peak in 2008. Capital expenditure (EUR 70.09 per capita on average over the entire period) has an accentuated peak in 2004-2005. The share of the capital account component in total expenditure is on the increase, with an initial value in 2000, equal to 24.8 per cent, which rose to 33.2 per cent in 2011. Relative to the public capital expenditure delivered in all sectors in the region, the share of capital expenditure in culture in 2000 was equal to 3.7 per cent, lower than the corresponding national value (4.4 per cent). This share increased in Friuli up to 4.4 per cent in 2011, while concurrently, the national average declined to 2.9 per cent; the regional value is only lower than the share for the Autonomous Province of Bolzano and the Autonomous Region of Valle d'Aosta. RPA data are deflated using the GDP deflator published by ISTAT in November 2012. 9 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Howmuchwasinvested In Friuli Venezia Giulia the capital expenditure trend in the Culture and Recreational Services sector was positive between 2000 and 2011 and its positive trend was only second to Valle d'Aosta. The positive capital expenditure trend in the region of Friuli Venezia Giulia contrasts with the overall trend of the Northern regions, with an average decreasing expenditure trend of -35,9 per cent; indeed, there was an increase from EUR 53.87 per capita in 2000 to EUR 34.50 per capita in 2011. This decrease also characterised the regions of the South (-47.5 per cent) and the Centre (-45.0 per cent). In Friuli Venezia Giulia, capital expenditure peaked in 2003/2005, when spending reached EUR 92.30 per capita compared to an average value for the period 2000-2011 of EUR 70.09 per capita. In these years, the value may have been affected by specific sporting events of national and European importance held in the region (including the Winter Universiade 2003 - district of Tarvisiano and the European Youth Olympic Festival - Lignano Sabbiadoro 2005). Capital expenditure affects total expenditure in culture to a greater extent than the total of the sectors. Indeed, for culture, the average incidence in the 12 years taken into consideration is equal to 31.6 per cent of total sectorial public expenditure delivered in the region, with a positive trend, which increased from 24.8 per cent in 2000 to 33.2 per cent in 2011. The corresponding total value for all sectors in the region of Friuli Venezia Giulia is about 11 per cent and almost constant in all the years under analysis. In the last year, capital expenditure equalled EUR 74.66 per capita, lower only than Valle d'Aosta and Autonomous Provinces of Trento and Bolzano. If we analyse capital expenditure in the culture sector based on the type of Public Sector entity (Central Government, Regional Administrations, Local Authorities and Local Public Enterprises), we note that this item particularly affects expenditure by Local Authorities; the most significant change is reported in Local Public Enterprises: values increase from below 1 per cent in the early years of the period, to nearly 8 per cent in recent years. This substantial increase may have been conditioned by the launch of several new Local Public Enterprises., The Regional Law 18/2006 is of particular importance because, through the establishment of the Fondazione Aquileia, it provided a legal entity with the task of preparing strategic plans, encouraging the development of cultural tourism, co-financing operations, indirectly managing exploitation activities, performing research, conservation and restoration of assets granted in use. RPA data are deflated using the GDP deflator published by ISTAT in November 2012. 12 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia AdditionalResources Capital expenditure in the Culture and Recreational Services sector is partly funded by additional resources, fed by the Structural Funds (Fondi Strutturali) of the European Union (2000-2006 and 2007-2013 programming period), with the relative co-financing, and the Development and Cohesion Fund (Fondo per lo Sviluppo e la Coesione) of article 61 of Law 289/2002. These additional resources correspond to an average of 3.37 per cent of total resources in the capital account delivered in the cultural sector in Friuli Venezia Giulia and have grown slightly between 2001 and 2011. This growth trend shows a positive peaks in the years 2006-2008, when additional resources reached an average of 8.7 per cent of total resources used, with a maximum value of EUR 6.94 per capita in 2008. Ordinary expenditure has a positive trend with an increase of 30 per cent between 2001 (EUR 56.96 per capita) and 2011 (EUR 74.14 per capita). By analysing the Northern regions, the impact of additional resources on total resources used in culture is on average 3.7 per cent, an increase of EUR 0.11 per capita in 2000 to 1.70 euro per capita in 2011, with peaks in the three-year period 2006-2008, when additional resources reached 8.7 per cent of total resources used on average in the three years. Ordinary expenditure, on the other hand, has a negative trend, with a decrease of -40.9 per cent between 2001 (EUR 55.49 per capita) and 2011 (EUR 32.80 per capita). Like the average for the Northern regions, in the Southern (-57,1 per cent) and Central (-26,7 per cent) regions as well, there is a downward trend in ordinary resources used in capital spending in this sector. Conversely, the trend for additional resources is slightly positive in the regions of Southern Italy and slightly negative in those of the Centre of Italy. RPA data are deflated using the GDP deflator published by ISTAT in November 2012. 14 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Whatinvestmentprojects The main investment projects in the region of Friuli Venezia Giulia are among those financed by the European Regional Development Fund (Fondo Europeo di Sviluppo Regionale), the objective of which is to contribute to the improvement of economic and social cohesion, reducing regional disparities. We report the main investment projects carried out in the Region below: • The completion of the picnic area of the social and civic centre Antonio Rosa Brustolo in the Municipality of Maniago (Pordenone), with the creation of refreshment points and services for the pedemontana cycle path, is among the integrated projects for urban and rural regeneration. The project aims to enhance the natural and cultural resources transforming it into a competitive advantage, in order to promote the attractiveness and the development and thus improving the residents' quality of life. The project, co-financed by the Municipality of Maniago, provides for the construction of premises necessary for a refreshment point and services for users of the pedemontana cycle path, at the cultural and sports group Antonio Rosa Brustolo. The cycle path is one of nine main cycle paths winding through the region and which open it to the European cycle route network Eurovelo and the national cycle route network Bicitalia-FIAB. • The construction of a geothermal plant within the scope of the project for the conservation of the De Grazia Palace in the Municipality of Gorizia, has the objective to promote local development opportunities through the activation of productive chains connected to the increase in the share of renewable energy and energy savings. The Municipal Administration of Gorizia intends to host within the Palace the permanent site of the Institute of Music of Gorizia and create the necessary spaces for public music events, intersecting works related to the recovery of the property with the restoration work for the parties of acknowledged architectural and artistic value. In the remainder of the Palace the space that was allocated as a coach garage will be redeployed as singing and orchestral direction rehearsal room, while the stable with the mangers and stalls for horses is repaved and kept as witness of its past use, and for exhibitions. • The municipality of Montereale Valcellina, in the province of Pordenone is the recipient of the transformation project of the former hydroelectric power station in Malnisio as an exhibition and demonstration venue; its objective is to enhance the natural and cultural resources to attract and develop tourism. The project is co-financed by the Municipality of Montereale and by private entities. The hydroelectric plant of Malnisio, divested in 1988 and recently restored, is considered one of the best examples of hydraulic engineering and important evidence of industrial archaeology. Since 2007, the former power plant converted into a museum houses the Fenomena section of the Science Centre of Immaginario scientifico, interactive and multimedia science museum. • The reuse of the building in Via Pisani, as visitor centre of the workers' district of Panzano in Monfalcone, and the construction and implementation of the communication and promotion plan of the museum, fall within a larger project of the museum dedicated to shipbuilding in Monfalcone. The general purpose is the protection and conservation of the cultural heritage of the region in particular as regards industrial archaeology. The district of Panzano was built in 1927 at the service of the industrial area of Monfalcone as workers' district, completely autonomous, with collective services such as theatre, public baths, shops, a stadium for football and athletics, tennis courts, a farm, the beach facilities, as well as two hotels, one for 15 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia unmarried workers and the other for unmarried employees. The general purpose of the two projects is the exploitation of local natural, cultural and countryside resources, transforming them into a competitive advantage to increase attractiveness, to tourists as well, of the region, to improve the quality of life of residents and to promote new forms of sustainable economic development. Definitions Used The projects were selected based on specific information in the hands of the RPA Regional Teams or extracted from OpenCoesione (Unitary Monitoring System, with reference to the 2007-2013 programming period). In both cases, the projects were selected based on the level of expenditure or strategic importance for the development of the sector on the national territory and are therefore more significant in terms of local policies. 16 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Whichexpenditureentities By examining the expenditure in the Culture and Recreational Services sector by type of expenditure entity, it is very clear that in Friuli Venezia Giulia the part attributable to the Central Government switched from a very large share in 2000 (36.3 per cent) to a very small one in the 2005-2007 three-year period (values around 10 per cent), and then increased again from 2007, reaching 16.0 per cent in 2011. The share lost by Central Government (CG) is split between the remaining types of entities, thereby increasing their weight in terms of total expenditure in the cultural sector in the region: the Regional Administration (RA) increased from 14.9 per cent in 2000 to 22.5 per cent in 2011. Local Public Enterprises (LPE) increased simultaneously from 4.8 per cent to 13.3 per cent; Local Authorities (LA) increased their total spending from 44.1 per cent in 2000 to around 50 per cent, and exceeded it in the 2004-2007 period (when it even reached 55 per cent). This data exclusively for the region of Friuli Venezia Giulia, compared to other Italian regions, shows that in this region, total expenditure in the cultural sector provided directly by the Regional Administration was larger, and concurrently, the intervention of Local Public Enterprises was smaller. Similarly, the Region has a lower share of cultural expenditure by Central Government and a higher share of expenditure by Local Authorities, unequalled in other regions of Northern Italy. The prevailing role of Local Authorities can be interpreted in the light of the high propensity for targeted intervention in the territory, the management of which is entrusted to the micro reality of Local Authorities, favoured by the historical and cultural heritage of the region. In addition, we note that as it is a region with a special statute and considering the large numbers and the economic weight of the cultural sector, many operations in the region are more easily managed directly by regional level programmatic and decision-making activities, rather than Local Public Enterprises. The intervention of the latter, although increased in absolute terms, did not grow in the years 2000-2011 to the same extent as in other Northern regions: this is an additional signal that highlights the special nature of the region of Friuli Venezia Giulia. RPA data are deflated using the GDP deflator published by ISTAT in November 2012. 18 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Howspendingwasallocated The main economic categories constituting spending on Culture and Recreational Services in Friuli Venezia Giulia had different dynamics between 2000 and 2011. staff costs increased at a constant and regular rate from EUR 19.95 in 2000 to EUR 34.85 in 2007, the peak year. The value of expenditure decreased in the following two years (EUR 27.37 per capita in 2008 and EUR 26.36 in 2009), and finally settled on higher values than EUR 30 per capita at the end of the period in question. The fluctuation reveals considerable variability, between 50 and 70 per cent of the starting value. The purchase of goods and services as a whole reveals fluctuating but substantially stable behaviour, ranging between a minimum value of EUR 49.46 per capita in 2001 and a maximum value of EUR 66.34 per capita in 2008, settling, at the end of the period, around EUR 59 per capita. With regard to investments, considering the nature of expenditure the purpose of which extends over a long period, we cannot fail to notice the strongly growing trend in the first half of the period (from EUR 42.11 per capita in 2000 to over EUR 77 per capita in the years 2004 and 2005) and then a sudden decrease settling at values around EUR 48 per capita the end of the period. Investment fluctuations are the greatest among the three observed economic items and have a pronounced maximum curve between 2003 and 2005. The aforementioned can be further deepened with details of expenditure entities in the region. These details indicate that the entities with the greatest share of total expenditure in the cultural sector are the Local Authorities, which in recent years further increased their weight. Note also that, in the remaining three levels of government, after 2002, spending trends tended to remain stable. As regards staff Costs, Central Government, Local Authorities and Local Public Enterprises in Friuli Venezia Giulia have similar values, whereas marked differences emerge with reference to the purchase of goods and services, with spending delivered mainly by Local Authorities and, to a lesser extent, by Local Public Enterprises. Investment expenditure is almost exclusively provided by Local Authorities. RPA data are deflated using the GDP deflator published by ISTAT in November 2012. 21 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Demand,supply,use In the course of a decade, household expenditure on recreation and culture in Friuli Venezia Giulia calculated in relation to total expenditure for final consumption increased from 7.4 to 7.9 per cent, a value of 0.3 percentage points lower than that recorded on average in the Northern regions in 2011 (8.2 per cent), where the reduction compared to 2000 is nevertheless more accentuated. The share of expenditure on culture is also constantly higher by almost a full percentage point compared to the regions of the Centre and more than two percentage points compared to those of the South. The largest expenditure by residents of the region in cultural activities, on the demand side, relates to higher use of exhibitions, museums and, more generally, cultural events. With regards to museums, the index of cultural demand of state institutes is considerably higher than that of territorial subdivisions considered: the value in Friuli Venezia Giulia in 2011 is equal to 277.4 visitors per institute and in the North, this is equal to 75.6, in the regions of the Centre, 139.2 and in the Southern regions it is equal to 55.5. Despite the fact that the gap with other regions remains high, a downward differential trend is observable, caused by a marked reduction in the indicator in Friuli Venezia Giulia after 2005 (in other regions, on the other hand, it is more stable). This could be attributable to temporary closures of museum Institutes that did not allow regular use throughout the entire observation period. Considering the non-state component exclusively, the index of cultural demand of the institutes is equal to 6.1 visitors per institute, a much lower value than that recorded in other regional subdivisions. The index of cultural heritage resource endowment, i.e. the density of archaeological, architectural, and museum assets per 100 km² on 31 December 2012 was equal to 26.1 in Friuli Venezia Giulia, 37.5 in the North, 47.5 in Central regions and 22.4 in the South. This data, together with usage indices, shows that despite the lower density/availability of archaeological assets, there is a higher participation of citizens of Friuli Venezia Giulia in cultural proposals. This is also confirmed by the synthetic index of use, which considers the use levels of different cultural activities; this index is equal to 196.3 compared to an average distribution for the North around 187.6. The Centre and the South display significantly lower values than those of Friuli Venezia Giulia. At the beginning of the observation period, the Region of Friuli Venezia Giulia ranked third by order of frequency of participation in at least one cultural event (196.4 per cent), second only to the Autonomous Provinces of Bolzano and Trento and higher than that of large regions, such as Lazio and Lombardia, where the cultural offer is typically very high. Friuli Venezia Giulia kept its good position compared to other regions until recently, with an indicator value growing compared to the previous decade, even though it ceded the position of third region in term of cultural usage levels to the Lazio region. In terms of share of expenditure of each region with regards to overall expenditure in the cultural sector in Italy, Friuli Venezia Giulia ranks among the lowest, but its position is affected by its size and demographic structure. In the early years of the period, the share of total national expenditure attributable to the region was about 2.7 per cent, in line with that of the Marche region, which is similar from a demographic point of view to Friuli Venezia Giulia, and the Autonomous Provinces of Bolzano and Trento. More recently, this share rose to about 3.4 per cent, in contrast to other regions typically more vibrant in terms of cultural supply and demand. Jointly, the two indicators of use and public expenditure reveal three homogeneous groups of regions: the first includes Lombardia and Lazio, characterised by a high level of expenditure in relation to total national expenditure and a high index of cultural use, thus regions with high levels of cultural demand and supply. The second group, which also includes Friuli Venezia Giulia, is more complex and consists of regions, mainly the North and Central Italy, with an average-low share of the total overall national expenditure in culture, but with high levels of cultural use. The third group consists of regions with low levels of expenditure relative to national expenditure and low levels of use. By analysing the levels of public expenditure of the regions compared with the national total, on the one hand, and the household cultural consumption as a share of overall consumption, on the other hand, there are similar shares of public and private expenditure in culture. Friuli Venezia Giulia is one of the regions with the lowest share of the total amount of national public expenditure and a higher share of household consumption in culture compared to total consumption. In the last three years, households in Friuli Venezia Giulia spent a share equal to 7.7 per cent of final consumption (the fifth highest national value) on the purchase of recreational and cultural goods and services; in the course of a decade, the share of household expenditure allocated to cultural activities increased slightly, almost compensating for the small reduction in the share of regional public expenditure with respect to total national public expenditure. The data are calculated as expenditure in the region over the national total (%). 26 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Spendingvssupply Italy, in consideration of its peculiar historical development, enjoys large potential for cultural supply which, in itself, contributes to human growth by raising, on the one hand, the quality of the local work force and, on the other hand, generating a more attractive social environment. The relationship between average public expenditure in culture of a region and its cultural resource endowment places Friuli Venezia Giulia among the group of regions with a low share of public expenditure compared to the overall and a medium low endowment index. Values similar to those of Friuli Venezia Giulia are recorded for Abruzzo, Puglia and Calabria. Sicilia and Piemonte are also within this composite group (both with a higher share of regional expenditure relative to the national total than Friuli Venezia Giulia) but also Sardegna, Valle d'Aosta, Basilicata and Molise for which, conversely, there is a lower share of cultural heritage resources than for the Country as a whole. Lazio and Lombardia are characterised by high shares of public expenditure compared to the national total combined with substantial cultural endowments. High rates of cultural endowments with high shares compared to national expenditure apply for Emilia-Romagna, Toscana, Campania, Veneto, Marche and Umbria. The data are calculated as expenditure in the region over the national total (%). 28 Public financial flows in the Culture and Recreational Services Sector - The Region of Friuli Venezia Giulia Futureoutlook The cultural heritage consists of both goods and structures, together with the shared knowledge of experts and scholars in various fields and the activities of volunteers, and individual citizens, involved in special projects. The dissemination of culture is the precondition for overall growth of the person and the community, and it is important to improve the cultural role of the region in the Central European context, also enhancing local traditions and stimulating the interest of new generations. Concurrently, the founding values of sport, as models of growth, balance and integration of the individual in society are acknowledged. The prospects for this sector include the continuation of direct interventions in the management and improvement of the cultural, sport and recreation heritage, and will focus on the exploitation of the rich cultural heritage linked to the first world war, when the region figured prominently in this tragic event. The enhancement of the regional linguistic heritage will also continue; indeed, in Friuli Venezia Giulia, there are four officially recognised languages: Italian, Slovene, Friulian and German, and Venetian dialects are protected, together with the Resian language. In the region, the "human" cultural heritage does not stop at the borders of the region; in a region characterised by large-scale emigration, fellow countrymen abroad constitute an extraordinary cultural resource, a human heritage of relations to be safeguarded and enhanced. For this purpose, the Multimedia Archive of the Regional Emigration Brief (Archivio Multimediale della Memoria dell'Emigrazione Regionale) is a digital archive that collects photographs, documents and interviews, created to preserve the memory of the history and the stories of emigration from Friuli Venezia Giulia in the world. Also, space will be provided for Institutions and Agencies that develop the heritage and promote cultural events in the region. Specifically, the actual implementation of the regional Institute for cultural heritage of Friuli Venezia Giulia Villa Manin Passariano is provided, with tasks of cataloguing, restoration, international cooperation, studies and consultancy in support of archival institutions, libraries and museums of the region. In addition to cataloguing activities, the institute will be responsible for the management of information systems, of the laboratories of photo documentation and archaeological research activities and, with regards to restoration, it will coordinate the educational activities and training of the regional School as well as the performance of the functions of protection of the cultural heritage. The Foundation for the enhancement of the archaeological site of Aquileia is the tool used to develop strategic plans, encourage the development of cultural tourism, co-finance operations, manage indirectly the enhancement, performing research, conservation and restoration of assets granted in use. The exhibitions of the Special Company Villa Manin and the activity of the Mittelfest, multiartistic manifestation designed to publicise the cultural reality of Central Europe, will also continue. Lest we forget the significant contribution to culture by the Regional Tourism Agency of Friuli Venezia Giulia (Agenzia regionale Turismo Friuli Venezia Giulia), as promoter, for tourist purposes, of cultural events. 29
