HISTORY OF
WARREN COUNTY
Native people built in Warren County what is
considered the oldest permanent structure east of the
Mississippi River in North America, an eleven thousand year old ceremonial building, the archaeological
remains of which are known today as the Thunderbird
Site. The first documented European explorer to see
Warren County and the Shenandoah Valley – John
Lederer in 1670 – noted an almost eerie absence of
Native people, who had been killed by warfare and
disease. By the early 1700s when fur trapping and land
prospecting began in the Shenandoah Valley the
Cherokee, Iroquois and Shawnee were using the Valley as a collective hunting ground.
In 1729 a group of German immigrants led by Joist
Hite purchased several thousand acres of land in
the northern Shenandoah Valley. A community of
Quaker families from Maryland led by Robert
McKay came at the same time as Hite’s Germans.
In 1734 Thomas Chester established a ferry service
known as Chester’s Ferry at the juncture of the forks
of the Shenandoah River, and in the 1740s an
English Lord – Thomas, Lord Fairfax, the 6th Baron
of Cameron – came to the area that is today
Warren County to lay claim to his inheritance: a
five million acre swath of the colony that extended
from the Chesapeake Bay through the Shenandoah
Valley and on to western Maryland. In 1754 a large
extended family under the leadership of the son of
a French Huguenot, Peter LeHew, settled at the foot
of the Blue Ridge along the road leading from
Chester’s Gap to Chester’s Ferry, and LeHewtown
was established. During the French & Indian War
LeHewtown was the Royal Frontier of the British
Empire, hence the town’s name at the time of its
charter in 1788: Front Royal.
By the coming of railroads and canals in the 1830s
the overland migration routes changed, and when
Warren County was incorporated in March of 1836
the community had settled into an agricultural

existence, with small farming villages surrounding
Front Royal and Riverton.
When the war came in 1861, Warren County bore
with the rest of Virginia much of the horrors of war.
Great battles fought nearby meant a steady stream of
wounded to be cared for and supplies to be
collected. On May 23, 1862, the Battle of Front Royal
took place in the streets and buildings of the county
seat, and Warren County lost use of the bridges spanning the forks of the Shenandoah. In 1864 the Union
burned many mills in the Valley, Warren County included. The war’s end saw Warren in ruins, its
economy shattered, and population drained. New
bridges would not connect Front Royal to the rest of
the county for another three decades.
The turn of the century saw new life breathed into
Warren County, which had recovered during
Reconstruction slowly with the development of the
Bank of Warren and some light industry. By the 1890s
the Front Royal-Riverton Improvement Company had
incorporated, built new bridges, laid out new neighborhoods and encouraged new factories to locate in
Front Royal and Riverton – Virginia’s “Twin Cities.”
The county drew its labor pool from surrounding counties that remained largely agricultural, and by the
1930s the American Viscose Corporation had constructed an enormous rayon facility, which would
employ over 80% of the county’s workforce by the
1940s. The Great Depression saw many public works
projects in the county develop, the largest of which
was Shenandoah National Park and its Skyline Drive.
Tourism was now added to agriculture and industry as
Warren County’s livelihood.
Today Warren County still stands at the nexus of several transportation routes, and has become part of the
greater Washington, DC community and economy,
both receiving visitors and new residents from Northern Virginia as well as sending many residents in the
opposite direction for work and school. Warren
County continues to grow and change as a result, with
its position as a transportation hub continuing to define that growth as it has for centuries.

GOVERNANCE
The County of Warren is governed by a five-member Board
of Supervisors elected by district. The Board of Supervisors appoints a County Administrator who directs the
County’s day-to-day operations. County Administrator
Douglas P. Stanley has served in that post since 2000. The
Board of Supervisors adopted a FY 2011-2012 budget totaling $83,549,695. The largest component of the budget
is public education at $45,892,555.
The Board of Supervisors meetings are open to the public
and are conducted the first Tuesday of the month at 9:00
a.m. and the third Tuesday of the month at 7:00 p.m. in
the Boardroom of the Warren County Government Center located at 220 North Commerce Avenue, Front Royal,

GOVERNANCE
The Town of Front Royal is governed by an at-large six
member Town Council and a Mayor. The Town Council
appoints a Town Manager who serves as the executive and
administrative head of the Town government. The Town
Council adopted a FY 2011-12 budget totaling $36,959,129.

AND DOG TAGS
Warren County residents must purchase a decal for their
cars, trucks, and motor homes. For license year 2008 and
subsequent years, a permanent decal shall be issued. Decal
fees are included in the June personal property tax bill. Such
decal shall be valid as long as the vehicle is garaged in Warren County and owned by the licensee.

All dogs four months or older must have a county dog tag.
You must provide proof of your dog’s rabies vaccination
signed by a licensed veterinarian. The charge is female dog
$8.00, male dog $8.00, spayed and neutered $5.00.

Household Hazardous Waste Disposal (HHW)
Warren County sponsors an annual household hazardous
waste collection event at the Front Royal Fire Department
located on Commerce Avenue from 8:00 a.m. to 2:00 p.m.
Acceptable Items:
Used motor oil and antifreeze pesticides, insecticides, pool
chemicals, drain cleaners, paints, solvents, strippers,
aerosols, battery acid, household cleaners, dry cell batteries,
car batteries, paint thinners, adhesives, and fluorescent light
bulbs.
Unacceptable Items:
Tires; explosive materials, biological or radioactive waste,
and asbestos-laden materials.
Most types of (HHW) materials can be recycled, while
others are incinerated

Branches, Shrubs, Trees, and Brush – Residential
Warren County accepts at the Transfer Station in
Bentonville brush from residential property; i.e. your
primary home (where you live) up to 999 lbs per one trip
per day. Brush is ground for mulch which may be purchased
at the Transfer Station for a fee. Please call the Transfer
Station at 540-635-7722. Brush and limbs are defined as
under 12 inches in diameter. All businesses must pay per
ton fee during scale operation hours.
Grass Clippings & Leaves cannot be accepted at any
convenience site or at the Transfer Station. These organic
materials are not permitted to be land filled; i.e. taking up
limited space for solid waste. We recommend placing grass
clippings and leaves in wooded areas to act as natural humus
and fertilizer.
Stumps, Roots, Tree Trunks & Limbs over 12 inches in
diameter may be brought to the Warren County in
Bentonville. A fee of $30.00 per ton is charged. All vehicles
must go over the scale. Please contact the Transfer Station
at 540-635-7722 for scale hours.
All vehicles must display either a Warren County or Front
Royal current windshield decal.

Disposition of Dead Animals
·
Any dead animal observed or found in the road, ditch,
or shoulder of a Virginia Department of Transportation
primary or secondary road, residents may call the
Warren County Sheriff’s Office at 540-635-4128 for
removal.
·
Dead animals found on one of our many sub-division
maintained roads should contact their homeowner’s
association.
·
Dead animals found on private property are the
responsibility of the land owner. Special arrangements
may be made with Warren County Staff to remove the
animal at a fee.
·
Small dead animals and deer carcasses may be wrapped
in a heavy plastic bag, sealed and brought to the Warren
County Transfer Station for disposal.

The Planning Department aids the Board of Supervisors,
Planning Commission, Board of Zoning Appeals, and other
designated committees in establishing and implementing
community development policies for the County. Proposals for changes in plans, ordinances, land use, and the division of land are reviewed with Federal, State, and local
agencies for consistency with applicable regulations and
policies. The staff also disseminates policy information to
the Board, Planning Commission, other boards and committees and the public. The revenue received is primarily
from zoning permits and various fees.

The County and Town Planning and Zoning departments
are separate entities which are responsible for planning,
community development and code enforcement in their
respective jurisdictions while by a mutual agreement the
County provides building inspection services to both
localities. The County Planning Department and the
Building Inspections are located in the Warren County
Government Center in Suite 400 while the Town Planning
Department is located in the Front Royal Town Hall on

1. Where can I find the Warren County Zoning
Ordinance online?

2. Where can I find out what my property is zoned?

3. What are the zoning requirements to construct a single
family dwelling on my vacant property?
Construction of a single family dwelling must meet the
setback requirements for the underlying zoning district and
the well and septic requirements as defined by the Virginia
Department of Health rules and regulations and Warren
County Code section 179.
4. What are the zoning requirements and fee for getting
a business license for a home business?
A certificate of zoning must be issued by the Planning
Department prior to the Commissioner of the Revenue
issuing a business license. This is in order to determine if
the use qualifies as a home occupation as found in County
code section 180-17.
The current fee for this is $15.00 and payment must be
made in check or cash.
5. How do I report a violation for trash and debris or
inoperable vehicles in my neighborhood?
Contact the Planning Department or Zoning Administrator
and we will fill out a Zoning Violation Complaint form

with pertinent information. If it is determined to be a
violation, the Zoning Administrator will send a “Letter of
Inspection” to the violator usually giving 30 days to bring
the property into compliance.
6. How do I determine if my property is located in the
floodplain?
Look on the County’s GIS website and select the “Flood
Zones” layer in the layer control panel or request a
floodplain determination from the County Floodplain
Manager.
7. Can I construct a single family dwelling if my property
is in the floodplain?
Warren County Code Section 180-16 defines the zoning
criteria and requirements for approval to construct in the
Special Flood Hazard Area (SFHA). A meeting with the
County Floodplain Manager is advised prior to starting any
construction plans or the building permit process.
8. How do I get an address for new construction of single
family dwelling or commercial-industrial structures?
Once an application for a building permit has been received
by the Building Inspections Department they will submit a
new address request to the GIS Coordinator after the
foundation is constructed and inspected.

The Warren County Building Inspections Department is
the enforcement authority for the State of Virginia’s Uniform Statewide Building Code and the Virginia Erosion
and Sediment Control Handbook, having jurisdiction for
all of Warren County including the Town of Front Royal.
The Department protects the health, safety, and welfare
of the residents of the County of Warren and the Town of
Front Royal by ensuring that buildings and structures are
permitted to be constructed according to recognized standards of health, safety, energy conservation, water conservation, and erosion and sediment control.

1. When and why do I need a building permit?
The building code was adopted by the Commonwealth
of Virginia to ensure the health and safety of citizens of
the Commonwealth. Certification by the County for
compliance with the building code is helpful for insurance purposes and property re-sale.
A building permit is required for:
New buildings, additions, decks, porches, detached residential accessory buildings larger than 150 square foot,
attached or detached garages, above ground or in-ground
pools, finishing a basement, interior alterations (removing walls, adding walls, enlarging windows).
2. What are the setback requirements?
Please contact the proper zoning department for the setback requirements. The town of Front Royal Zoning
Department can be contacted at 540-635-3732. The
Warren County Zoning Department can be contacted
at 540-636-3354.
3. What information do I need to bring with me
in order to obtain a building permit?
Bring a copy of your latest tax receipt for the property
(the receipt will have your correct tax map number), a
copy of the contractor’s Virginia State Contractor’s license, a copy of the survey of the property showing the
new construction and the number of feet to the property lines, a copy of the health department construction permit, and two (2) sets of structural plans.
If the property is located in the Town of Front Royal,
you will first need to go to the Town of Front Royal
Zoning Department for approval.
4. When do I need Health Department approval?
Except for projects within the Town of Front Royal, a
valid Warren County Health Department Construction
Permit will be required for construction of a Single-Family Dwelling. All other construction projects will require a copy of the original construction permit from
the Warren County Health Department. In some cases
a walk-over performed by the Warren County Health
Department may be required.
If the proposed construction is a Single-Family Dwelling located in the Town of Front Royal, a copy of the
receipt for payment of tap fees will be required.
5. What fees are involved?
Building permit fees are calculated on the square footage
of the new construction. Permit fees are payable at the

time you make application. Our office accepts cash, check
or credit card.
6. Where can I purchase a code book?
Code books are available at www.iccsafe.org.
7. How long will it be before I get my permit?
Residential building permits are issued in approximately
two weeks. The process may be delayed for additional
information. Our commercial permit process usually takes
a minimum of two weeks. This may be longer depending
on the plans that need to be reviewed and if additional
information is needed.
8. What inspections are required?
When you receive your permit, you will be provided with a
list of required inspections.
9. How do I schedule an inspection?
You may schedule an inspection by calling our office at
540-636-9973 the prior day, before 4:00 p.m. to schedule
your inspection. You must provide the permit number,
permit name, site address and the type of inspection(s)
that you are requesting.
Note: Due to the number of inspection requests, we cannot guarantee an inspection on the next business day.
10. What time is my inspection?
Our office will not schedule an inspection for a specific
time. You may call our office on the morning of your scheduled inspection, between 8:15 a.m. and 8:30 a.m., for an
approximate inspection time.
11. How deep do my footings have to be?

1. What do I have to do when I sell or purchase a
vehicle?
Please be sure to contact the Division of Motor Vehicles
to let them know that you no longer own the vehicle.
Contact the Commissioner of the Revenue’s office to
report the sale or purchase of a vehicle (registration
card requested for new purchase).
2. What do I need to purchase a Warren County decal
or Town of Front Royal decal?
To obtain a Warren County or Town of Front Royal
decal, please first register the vehicle with the
Commissioner of the Revenue by bringing in the
registration card and then a decal can be purchased
from the Treasurer’s offices. Town of Front residents
will need to purchase their decal from the Town offices.
3. Can I get a discount for high mileage vehicles?
You may file for high mileage on a vehicle within 30
days of purchase or if a new resident 30 days from the
move in date to Warren County. All other established
residents will need to file by the yearly deadline of
February 15.
4. If I have a vehicle that is off the road do I still have
to pay taxes?
Personal Property taxes are based upon ownership per
the Code of Virginia. If you have a vehicle that you
intend to never title again through DMV then you may
contact the DMV and get a demolished certificate.
Upon proof of the certificate at the Commissioner of

the Revenue’s Office, they will stop taxing the vehicle
as of the date of demolished certificate.
5. What is PPTRA and what is a qualified vehicle?
“Personal Property Tax Relief Act” was capped by the
State of Virginia effective for the tax year 2006. The
County of Warren must therefore divide the capped
amount among the qualified vehicles. For tax year 2010
taxpayers who have qualified vehicles will be paying
53% of their tax bills on these vehicles. A qualified
vehicle is non-business use vehicles, trucks less than
7501 lbs. and motorcycles. Motor homes, business use
and farm vehicles do not quality.
6. Do we have a Tax Exemption program in
Warren County?
We have a tax exemption program in Warren County
for Real Estate taxes only for those that meet age and
income requirements. Please contact Commissioners

The primary function of the Warren County Treasurer’s
Office is the receipt and collection of revenue, the safekeeping of the revenue, and the appropriate accounting for and disbursement of revenue. The office collects revenue from real estate tax, sanitary district tax,

SANITARY DISTRICTS
What is a “Sanitary District”?
A sanitary district is a special taxing district allowed by
the Code of Virginia and has the following powers and
duties:
• To construct, maintain and operate water supply,
sewerage, garbage removal and disposal, heat, light, firefighting equipment, power, gas, streets, parking lots,
curbs, gutters, sidewalks, community buildings, community centers and other recreational facilities for the use
and benefit of the public in such sanitary district.
• To levy and collect an annual tax upon all property.
• The power to abate nuisances within the district.
How is a Sanitary District created?
The Circuit Court, upon the petition of 50 qualified voters.
Benefits include:
• Sanitary District status will not affect the privacy of
roads, gate, pool, etc.
• The ability to establish uniform fees.
• All lots, including those owned by a developer, would
be subject to taxes.
• Sanitary District taxes are collected by the Warren
County Treasurer’s Office.
• Sanitary District fees are treated as taxes and are
therefore deductible on one’s Federal Tax Return.
• The ability to raise additional revenue to make
necessary improvements to the community.

The Warren County Department of Fire and Rescue
Services is a combination Fire and Rescue system supported
by approximately 80 active volunteers and a career staff of
22. We offer fire, emergency medical, rescue, hazardous
materials, and water rescue to our citizens. We consist of
10 stations; five staffed with career personnel (Companies
1 & 10 are staffed with a 24 hour ALS & BLS provider,
Co.s 2, 3, & 4 are staffed 12 hours a day with Co.s 2 & 4
staffing daytime and Co. 3 staffing nights) and five volunteer
stations.
We offer many services to our community in addition to
emergency response services. Through our Fire Prevention
Division, we provide a "Smoke Detector Program" for the
elderly and disadvantaged, Home Safety Inspection
Program, Courtesy Business Inspection program, standby
for community functions and events, fire prevention
demonstrations in the schools and at functions, etc. We
conduct these public relation activities by utilizing a
cooperative staff of career and volunteers.

Our Training Division offers classes that make our
Department self sufficient for both fire and EMS training
and certifications including Firefighter I and II, EMT, Pump
Operations, Truck Operations, EVOC, EMT B/I/P
recertifications, Vehicle Extrication, Rural Water Supply
among others.
In January 2006, Warren County adopted a “compassionate
billing” policy called the Cost Recovery Program. This
policy allows the Department to obtain financial
reimbursement for the cost of necessary emergency medical
transports. Reimbursement comes directly from Medicaid,
Medicare and other private insurance companies who
already include this service in the coverage they offer to
the policy holders. For those who do not have insurance,
Warren County Fire and Rescue will work with the residents
to ensure no one suffers financial hardship as a result of
ambulance transport. A hardship waiver form will be sent
to patients transported and therefore their bill will be
written off. No one will ever be denied county ambulance
service based on their ability to pay or lack of insurance.
When residents need emergency help, they should call
911 without hesitation.
In December 2011, the Board of Supervisors approved the
position of Fire Marshal in the Department of Fire & Rescue.
They also approved the enforcement provisions of the
Statewide Fire Prevention Code. The Fire Marshal will
also manage the Fire Prevention Division of the Department
as well as investigate fire incidents.

The Circuit Court Clerk’s Office preserves and maintains
records from 1836 and includes: land records, marriage
licenses, wills and estate records, limited birth records
from1853 - 1916, civil and criminal records, judgments,
financing statements, business names, induction and
discharges from the armed forces, confidential juvenile and
adoption files.
The Clerk’s Office provides application forms for concealed
handgun permits, business names, notary public, releases
for judgments, certificates of satisfaction for deeds of trust,
garnishments, restoration of driving privileges, and adult
and minor name changes. We manage court dockets for
Circuit Court, jurors, assessment and collection of criminal
fines, costs and restitution, give oaths to constitutional
officers, members of local boards, election officials, and law

FREQUENTLY ASKED QUESTIONS
1. How do I file for a divorce?
Divorces can be very complex cases and if you choose
to represent yourself, you will be expected to follow
the same procedures as an attorney. Court personnel
are prohibited by state law to give legal advice. Forms
are not available.
2. How do I petition the Court for a restricted license or
for restoration of my operator’s license?
Forms are available in our office and we do offer assistance in completing the forms, if needed. A current
driver history report from DMV is required at the time
of filing the petition.
3. How do I look up my property or get a copy of the
plat to my land?
Our staff will assist the public in quick researches and
copying of the records. Copies are $.50 per page.
4. Where does the family go to probate a will or qualify
as personal representative on an estate?
We prefer the family to schedule an appointment be
cause the probate procedure or qualification as Administrator or Executor may be lengthy. Pamphlets are
available in our office and have been distributed to our
local funeral homes providing information about
estates. Contact our office for additional information
not covered in the pamphlet.

5. What are the requirements to obtain a Marriage
License?
The minimum age to obtain a marriage license with consent of the parent or guardian is sixteen for both the
bride and groom. See Virginia Code § 20-48 for provisions to obtain a marriage license if the female is under
the age of sixteen. The fee is $30.00. There are no
blood test requirements and there is no waiting period.
The license is valid for sixty days. A list of civil
marriage officiates is available in our office. All arrangements for the performance of the marriage ceremony
are the responsibility of the applicants. Certified
copies of marriage licenses are $2.50.

The Court that most people have contact with is the
General District Court. The General District Court handles
most traffic violations. The General District Court also
hears minor criminal cases known as misdemeanors and
conducts preliminary hearings for more serious criminal
cases called felonies.
General District Courts have exclusive authority to hear
civil cases with claims of $4,500 or less and share authority
with the Circuit Courts to hear cases with claims between

$4,500 and $25,000. Examples of civil cases are landlord
and tenant disputes, contract disputes and personal injury
actions.
There is a General District Court in each city and county
in Virginia. General District Court Judges are elected by
the General Assembly for 6-year terms. General District

TRAFFIC AND CRIMINAL
1. Why do I have to pay court costs if I don’t go to Court?
A processing fee is added to each case whether you appear
in Court or not.
2. How do I get a court appointed attorney?
You must appear on your Court date, and if you are charged
with a jailable offense the Judge will ask if you intend to
hire your own attorney or want a court appointed attorney. If you need a court appointed attorney you will fill
out a financial affidavit and the Judge will determine if
you are eligible. If eligible he will appoint an attorney to
represent you with a trial date.

3. How do I know how much I owe?
For traffic infractions the officer should give you a
prepayment sheet with the citation.
4. What if I can’t pay the fine?
You have 15 days from your court date to pay the fine and
costs. If the fine is not paid and payment arrangements
are not made your privilege to drive will be suspended.

5. What if I can’t be in Court on the date the officer
gave me?
Continuance requests must be in writing. One continuance may be granted. If you do not appear and do not
request a continuance a show cause may be issued resulting

Please call our office at 540-636-4189. You will be asked
some questions to help us determine jurisdiction/venue.
If our court is the appropriate court, you will be given an
appointment and asked to pick up a packet of paperwork
to complete before the intake appointment. The completed packet will facilitate the intake process.
2. Once I file a petition will I then have custody?
The answer is no. After the petition is filed a court
date will be set by the Clerk of the Juvenile and Domes-

The Virginia Department of Transportation (VDOT) is
responsible for the construction, maintenance, and
operations (including snow removal) of the state’s roadways
and bridges within Warren County. The state maintained
roadway system with in the County includes approximately
14 miles of Interstate 66, 36 miles of primary highways
which includes routes 79, 55, 340, and 522, and 205 miles
of local secondary roads. Of the local secondary roads,

approximately 54 miles are un-surfaced gravel roads. All
state maintained roadways can be identified by the route
signs normally installed at an intersection. Warren County
has a large number of private subdivision streets which are
not maintained by VDOT. Also, the Town of Front Royal
maintains their own roadway system.
VDOT strives to have all state maintained roadways at least
plowed within 48 hours after a snow storm has ended. Interstate 66 and primary routes are cleared first. Then higher
volume local roadways are addressed next, with low volume
local roadways and subdivision streets being plowed last.

performance. However, if you ever have a complaint about
any service we provide, we want to know about it, and we
want the chance to explain or correct our actions. To help
us, we ask that you:

department responsible for the matter that
concerns you.

If you are not satisfied with the supervisory
response or explanation, call or contact the
County Administrator’s Office at 540-636-4600
to discuss the problem.
3.
You may also, if you wish, contact your local
District Board of Supervisor member by requesting
their phone number or email address from the
County Administrator’s Office.
