DEFINITIONS, SPECIFICATIONS, AND ELIGIBILITY All Classes held in accordance with the USEF rules HUNTER SECTIONS Hunter Courses: The course offered will consist of at least 8 jumps with one or two changes of direction. The fences will simulate obstacles found in the hunt field, including brush, post and rail, walls, gates, coops, and in-and-outs. Over Fences Classes: All over fences classes will be judged on performance and soundness. Conformation, if applicable, will be specified with the appropriate classes. Manners will be emphasized in the Adult Hunter, Amateur Owner Hunter, Junior Hunter, and Pony Hunter Sections. Extreme speed will be penalized in the Junior Hunter and Pony Hunter Sections. Suitability of the pony to the rider will be emphasized in the Pony Hunter Section. Under Saddle Classes: Entries to be shown at a walk, trot, and canter both ways of the ring. Light contact with the horse’s mouth is required. Horses should be obedient, alert, and move freely. They should not be eliminated for slight errors. No martingales are permitted. In Regular, Amateur Owner, Junior, and Pony Hunter Sections, entries may be asked to hand gallop collectively one way of the ring, at the judge’s discretion. No more than 8 entries shall be asked to hand gallop at one time. Jogging The follow hunter sections will not be jogged: Pre-Green, Adult Amateur, Children’s Hunter, Low, Open, Schooling, Baby Green, Special Child/Adult, Modified, Modified Child/Adult, and Short Stirrup. its first two consecutive years of showing that has never shown over fences 3’6” or higher. Fence height is not to exceed 3’3”. Horses may not cross enter any division where the fences are 3’6” or higher at the same competition. To be judged on performance, soundness and way of going, Horses are not to jog. A year-end award will be presented annually in this division. Horses that are otherwise eligible may return to pre-green after a first year green reinstatement. Adult Amateur Hunter: To be run under current USEF Zone II specifications. (Specifications will be posted in the Secretary’s Office.) Children’s Hunter: To be run under current USEF Zone II specifications. (Specifications will be posted in the Secretary’s Office.) Low Hunter: Open to horses and ponies of any age regardless of prior winnings and qualifications. Fences at 3’0” Open Hunter: Open to horses and ponies of any age regardless of prior winnings and qualifications. Fences at 2 ’ 3 ” s e c t i o n a n d 2’6” section. Modified Child/Adult: Open to all horses and ponies ridden by Junior or Amateur riders. Those entering this division at a given show are not eligible for any other class in which fence height exceeds 3’3” at that show. Section will be divided is entries warrant. Schooling Hunter: Open to all horses, ponies and riders. In all other cases, first round time will be used to break all ties. Ties involving Championships will remain tied. Time Allowed: The Time Allowed will be based on a speed of 360 yards per minute for Preliminary Jumpers and 382 yards per minute for all other sections. The Time Allowed may be adjusted accordingly. Saratoga Hunter- Fences 2’3” section and 2’6” section. No in-and-outs. Section will be divided if entries warrant. CDHJC Working Hunter: Open to all horses regardless of prior winnings. Fence height 3’3” or 3’6” with spreads not to exceed the fence height. At management’s discretion, horse shows may run these classes at two heights; both heights to be pinned as one class. At this show, 3’3” and 3’6” Performance Hunter Divisions will count for CDHJC Working Hunter points. Championships: Championships points will be awarded as follows: 1 = 10 points 4 = 2 points 2 = 6 points 5 = 1 point 3 = 4 points 6 = 0.5 point CDHJC Rated Divisions: A/O Hunters, A/O 3’3” Hunters, Junior Hunters, Pony Hunters, Adult Amateur Hunters, Children’s Hunter Horse, Children’s Hunter Pony, CDHJC Working Hunters, 3’3” and 3’6” Performance Hunters, Low Hunters, Open Eq. 14 & Under on the flat, Open Eq. 15-17, Symmes Medal, Adult Eq., Children’s Jumpers, Adult Amateur Jumpers, Low Child/Adult Jumpers, and Special Hunter. The following fence dimensions define each height: Dimension 0.70m 0.75m 0.80m 0.85m 0.90m 0.95m 1.00m 1.05m 1.10m 1.15m 1.20m 1.25m 1.30m 1.35m 1.40m 1.45m 1.50m 1.55m 1.60m Ralph P. Symmes Medal. Open to Junior Members of the CDHJC. Fences which will be a minimum of 3’ and a maximum of 3’3” In addition to the High Score Awards pointed classes, all member shows will be required to offer the Ralph P. Symmes Medal Class. A show may elect to use the flat phase in addition to the fence class, but only on a 50/50 basis. A complete list of all entrants must accompany show results. The entry fee for this class will be the same as that for a regular open equitation class. A minimum of six ribbons must be awarded. A minimum of three (3) riders must complete the course in order for the class to be valid. One (1) win or a total of five (5) points qualifies a rider for the Finals. Points are as follows: 1st=5 pts., 2nd=3 pts., 3rd=2 pts., 4th=1 pt. The Annual CDHJC Show may choose to offer multiple Symmes classes. Riders may continue to ride in the Symmes Class after qualifying for the finals. The Symmes Finals Medal Class may be won by an individual only once. A final class will be held at a designated show for those riders who qualify. The finals will consist of a jumping phase followed by a flat phase for the riders selected at the discretion of the judge. Each phase will count 50%. Qualified riders will be sent an invitation to ride in this class and only those riders so invited will be eligible to ride. = = = = = = = = = = = = = = = = = = = = Fence Height 2’3” 2’5” 2’7” 2’9” 2’11” 3’1” 3’3” 3’5” 3’7” 3’9” 3’11” 4’1” 4’3” 4’5” 4’7” 4’9” 4’11” 5’1” 5’3” JUMPER SECTIONS JP101 Horse Recording The Federation maintains records of winnings in classes at licensed competitions. Jumpers must be recorded with the Federation in order to receive points towards any USEF or USHJA Zone or Horse of the Year awards. Any change of a recorded horse’s name and/or ownership must be recorded with Federation in accordance with GR1105 and GR1107. Designation of Rolex/USEF Show Jumping Ranking List Horse: If riding more than one horse, a rider is required to specify his/her Rolex/USEF Show Jumping Ranking List horse when making declarations and must ride his/her Rolex/USEF Show Jumping Ranking List horse first. If a rider scratches his/ her Rolex/USEF Show Jumping Ranking List, his/her second horse will move into this place in the jumping order, and will become his/her Rolex/USEF Show Jumping Ranking List. If a 32 TCRA Junior Medal / THIS National Children’s Medal. Open to all Junior members of the USEF and Equine Canada who have never competed in any of the following National Equitation Final with fences at 3'6": Pessoa/US Medal; ASPCA Maclay; USEF Talent Search (East or West); Jump Canada Medal Finals; WIHS Junior Equitation Finals; Hunterdon Cup; North American Equitation Championship. To be shown over a minimum of eight fences 2'9" to 3' in height, spread not to exceed fence height. The course may be either a Jumper or Hunter type course and must include at least two changes of direction and a combination. Water obstacles (i.e.; water jump, liver pool) are not permitted. The top four riders are required to perform at least two individual tests from USEF Tests 1-19. An Open Numerical Scoring System must be used in the first round, with each rider's score announced at the completion of their round. There is no minimum requirement to fill the class. Approximately forty riders will be invited to compete in the finals and will be chosen as follows; the high point rider in each of the regional series will be invited, along with additional riders working from the top down on the National Standings list for the qualifying period. Any unfilled slots will be chosen by continuing down the National Standings list. This class will count toward open Jr. Equitation year end points. (THIS = Taylor Harris Insurance Services) GENERAL INFORMATION, RULES AND REGULATIONS This show is a regular Member of the USEF. EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. USEF – CONDITIONS of COMPETITION Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes carriage or equipment at the Show. All owners and exhibitors shall be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the show grounds, and shall be billed accordingly. Every horse entered herein for competition will be under the control of the Horse Show Management, but the Show Management will in no case be responsible for any loss of damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the horse show and the officials, employees, directors, officers, sponsoring entities of the horse show and the facilities at which the horse show is held blameless for any loss or accident to his horse(s), employee(s), or equipment which may occur from sickness, fire or other cause. The Horse Show Executives reserves the right to itself to interpret all questions and conditions in regard to. arising out of, or incident to the show without claims for damages or recourse of any kind. Should any question arise that is not provided for in the rules, the same shall be referred to the Show committee whose decision shall be final. Be sure to include your USEF Membership Number and the USEF Membership Number of your trainer on the entry form. FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. The Horse Show Management reserves to itself the right to limit entries in any class, section or division, to refuse, accept conditionally, or to cancel any entries; disqualifying any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without any claim for damages; to change any course, to add a dotted line, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges; to change specifications in jumper classes as competition warrants. NYRA REVOCABLE LICENSE MUST BE SIGNED In compliance with the New York Racing Association’s 2015 contract, no horse can come upon the Saratoga Race Course for stabling without a completed and signed REVOCABLE LICENSE TO USE NYRA FACILITIES FOR THE 2014 SARATOGA SPRINGS HORSE SHOW AND RELEASE AND WAIVER OF LIABILITY AND INDEMNIFICATION AGREEMENT. Any horse discovered without the REVOCABLE LICENSE will be removed from the premises. HEALTH CERTIFICATES The requirements to gain entry into a NYRA racetrack and our show grounds are as follows: LIABILITIES AND DECISIONS The Committee will not be responsible for any accident that may occur to any rider, driver, groom or attendants, animal, 33 1. A 72-hour health certificate with each horse’s with temperature clearly written thereon. 2. Statements on the health certificate that the horse listed has NOT originated from a barn with an active EHV-1 and EHV-4 infection and has NOT had a fever within the last 21 days. 3. Proof of vaccination for each horse on the health certificate against EHV-1 and EHV-4 no less than 14 4. considered owners in connection with this membership requirement. In the event of an entry under multiple ownership, only one owner need be a Member or pay a Show Pass fee. The competition is responsible for listing either the active member or the owner that paid the Show Pass fee in the results. The competitions will be responsible for forwarding copies of all Show Pass forms completed at the competition to the Federation with the post competition report. Payment of Show Pass fees for purposes of competing does not entitle the individual to any other privileges of USEF membership. Present these at the Stabling Office before unloading—do not send with entries. ENTRIES All entries must be postmarked April 6, 2015 and received by April 10, 2015. Any entries received after April 10, 2015 will be charged a $30 post entry fee. Stall and Service Fees must accompany entries. GR206 Non-Member Fee 1. Federation Show Pass fee. The amount of the Show Pass fee will be established annually by the Federation. Unless otherwise established, the fee will be $30 and must be collected by all appropriate competitions and remitted to the Federation (for exceptions see GR901.9). Non-US citizens who are members in good standing of their National Federations are exempt from payment of the Federation Show Pass fee. EC 11/18/13 Effective 12/1/13 Entry blanks will be accepted only when filled out completely and signed by the owner (or his authorized agent), rider(s), and the trainer, and accompanied by payment for the required fees in US funds. No acknowledgments can be mailed without the receipt of these fees. Separate check must be submitted for each week. Please fill out the entry blank completely including a phone number. Without a phone number we cannot contact you about errors or questions involving stabling, without a zip code we cannot place you on our mailing list. CANADIAN EXHIBITORS The legend “U.S. Funds” must be preprinted on the face of any Canadian check drawn on a Canadian bank and used to pay any fees for the Saratoga Springs Horse Show. Canadian Exhibitors are urged to contact their banking institution prior to sending entries, as entries received that do not adhere to this policy will be returned. There will be NO EXCEPTIONS to this policy. Unsigned, incomplete or illegible entry blanks or entry blanks not accompanied by a check will be returned. Under no condition will the show consider itself responsible for entries refused because of failure to comply with these requests. Leaving the class area “blank” constitutes an entry. NON-NEGOTIABLE CHECKS A processing fee of $50.00 or 10% of the check amount, whichever is greater plus bank/collection fees will be made for all non -negotiable checks. Upon notification of a returned check, account will be given three days to make full payment, including the penalty, which must be paid in certified funds, cashier’s check or money order. Overnight mail service is advised in order to avoid notification of the sanctioning organizations for disciplinary action. Foreign Entrants, please pay in U.S. FUNDS to avoid discount charges. A horse may be entered as “Non-Showing” on the original entry form at the time the entry blank is submitted by writing “Non -Showing” in the area of the entry blank where classes would normally be entered. An Official “Non-showing Horse” who ultimately enters the horse show and competes is considered a post entry. All barn splits must be in the show office by noon Friday. There will be an office service fee of $45 per entry. There will be a $50 scratch fee for special events scratched on the day of that event. Management may require: 1) Horses to enter and compete in two classes to be eligible for the stake or largest money class 2) All Jumper Classes offering prize money require four entries or class will be given no prize money and no nomination fee will be charged for that class. 3) JR/A-O Jumper Classics require six entries in each section otherwise the class will run and pin as a JR/AO High/Low with prize money and entry fee to correspond to section. 4) Children & Adult Jumper Classics require six entries in each section otherwise the class will run as a combined Classic with Children's prize money and entry fee. 5) All Hunter Classics require six entries or the classes may be combined or cancelled NON-MEMBERS OF THE USEF GR205 Participation A non-member, who wishes to participate as a rider, driver, handler, vaulter, longeur, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions at the Preliminary Level or above, Dressage Competitions, Endurance Rides, Reining Competitions, Vaulting Competitions, and Combined Driving Competitions at the Advanced Level, must pay a Show Pass fee for each competition in which competing. Lessees are 34 REFUNDS Once a horse is entered and accepted by the show, it may not be withdrawn from competition without the permission of Management. Exhibitors shall be held responsible for entry, stabling and nomination fees of all horses entered by them or their agents on the entry closing date. Horses entered may not be scratched without a veterinarian’s certificate or physician’s certificate for equitation riders or amateur owner riders. When valid notification is received, the entry fee will be refunded or dropped less a $50 office processing fee. Nomination fees will not be refunded under any circumstances. Horses that are not shown in classes in which they are entered will forfeit their fees except if a horse becomes ill or is injured prior to the class or classes entered. In this case, a scratch sheet must be filled out and must be presented to the Show Office prior to the class or classes being scratched. Stabling fees will not be refunded. STABLING No stall will be reserved without receipt of stall fees with entries. All stalls are of permanent construction with Dutch doors and will be $215 each. Initial bedding will not be provided. One horse per stall, no exceptions (no sharing of stalls) All electrical installation and connections must meet all state and county codes. Aisles shall be maintained clear for a minimum of six feet (6’) wide by eight feet (8’) high. No obstructions or projections shall be allowed in these aisles. No Class I Flammable liquids such as gasoline are allowed inside the buildings. Cooking is not permitted within any stable area. Anyone found in violation shall be subject to dismissal from further participation in the Horse Show without recourse. A “Ship In” fee of $50 per week will be charged to any horse not using a stall. Trailers and vans may not park in the stabling area and may only park in an area specified by the Stabling Office ARRIVAL AND DEPARTURE Horses may arrive no sooner than 12 Noon, Sunday, April 26 for week one, 12 Noon, Monday, May 4 for week two and 12 Noon, Monday, May 11 for week three, and leave no later than 12 Noon, Monday, May 18, 2015; Any exceptions must be cleared with the Horse Show Office. Before you remove any animal or equipment from the show grounds, a release must be obtained from the Show Secretary. FEED AND BEDDING Nearby feed stores provide convenient hours for exhibitors. Cash payment is required and prompt delivery will be provided. [Only straw or shavings may be used in stalls. Sawdust is not permitted. An order form is included in the back of the book. [Call Thoroughbred Feed Sales, LLC at (518) 584-4900] To insure that your order is delivered on time, please fax TWO days prior to date required. the preceding paragraphs, the competitor shall submit to the Federation, a signed release, which includes criteria established by the Federation from time to time, completed by a licensed medical professional in order to be eligible to once again compete in Federation-Licensed or endorsed competitions. 7.) For all competitors evaluated pursuant to this rule, the Steward or Technical Delegate shall submit a properly completed Accident/Injury Form, and, if applicable, any corresponding signed release to the Federation Director of Competitions by 6:00 p.m. on the day following the last day of the competition. 8.) Refusal of Entry. Competitions shall refuse entries of any competitor who is on the Federation Medical Suspension List unless he submits to the Federation a properly signed release as described in paragraph 6 above. Any competitor on the Federation Medical Suspension List is responsible for not competing in any further Federation-Licensed or endorsed competition until they are removed from the medical suspension list. 9.) Substitution. Notwithstanding any other provisions of the rules herein, if an entry is accepted prior to the time the competitor was added to the Federation Medical Suspension List, a substitute competitor may be named. 10.) Refund. Notwithstanding any other provisions of the rules herein, for any competitor who appears on the Federation Medical Suspension List, a Federation-Licensed or endorsed competition shall refund the entry fees and Jumper nominating fee, if applicable, less office fee. JUMP ORDER A rotating jumping order will be established for all classes over fences. All horses must be ridden in the posted order. Riders, trainers who have conflicts due to classes in more than one ring at the same time should see the Starter in order that necessary adjustments can be made. At no time will any ring be held up more than three (3) minutes due to conflicts. PROTECTIVE HEADGEAR It is compulsory for riders in all Hunter, Jumper, and Hunt Seat Equitation classes where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear, which meets or exceeds ASTM/ SEI standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. COMPETITION / WARMUP AREAS All competition and warm-up (schooling) arenas are made with a mixed sand footing. Jumper arena measures 294’ x 188’, Hunter 1 arena measures 240’ x 150’, Hunter 2 arena measures 240’ x 142’. NYRA requires that ANYONE on horseback MUST have on proper headgear. NO EXCEPTIONS. SCHOOLING Jumper schooling area measures 235’ x 144’, Hunter 1 schooling area measures 235’ x 138’, Hunter 2 schooling area measures 257’ x 154’. No schooling over fences will be permitted at any time in any of the show rings, except as scheduled at a cost of $25 per round. The Show Management / Staff must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar any entry or person from entering the ring if not suitably presented to appear before an audience. Schooling tickets may be purchased in the Show Office. Schooling in the show rings is prohibited at all times except during the scheduled ticketed Warm-Up. This includes longeing. All schooling closes at 5:00 p.m. Horses cannot cross Union Avenue without guards on duty. All schooling and show rings will be closed on Sunday, April 26 and Monday, April 27, May 4, and May 11, 2015. GR1316 ACCIDENTS INVOLVING COMPETITORS 1.) This rule pertains to accidents involving competitors in schooling or competition areas at Federation-Licensed or endorsed competitions. 2 ). In the event of a fall/accident where the competitor is apparently unconscious or concussed, he/ she is precluded from competing until evaluated by qualified medical personnel as defined in GR1211.5. If the competitor refuses to be evaluated, he is disqualified from the competition. 3). A Time-Out may be called under paragraph 2 above in accordance with applicable division rules. 4.) Unconsciousness / Concussion. If qualified medical personnel determine that a competitor has sustained unconsciousness or a concussion, he/she must be precluded from competing until cleared to compete under paragraph 6 below. 5.) Medical Suspension. Any competitor who is determined ineligible to compete under any of the preceding paragraphs will be placed on the Federation Medical Suspension List that will be posted on the Federation’s website. 6.) Return to Competition. In the event that a competitor is determined ineligible to compete under one of POLING Poling or the use of off sets will not be permitted. LONGEING AND RIDING All longeing and riding will be restricted to designated areas. Longeing will not be permitted AT ANY TIME in ANY area unless designated. Violators will pay a $100 fine. Schooling areas are open for longeing each morning until 45 minutes before the start of the first class. 35 COURTESY CIRCLE Management reserves the right to limit the Courtesy Circle in Hunter and Equitation classes. EXHIBITORS NOTE Exhibitors are notified that any act of discourtesy or disobedience to the Judges or Officials on the part of the owner, rider, driver or groom, shall disqualify the horse, and the owner shall forfeit his entry and other fees. The Committee reserves unto itself the right to prohibit any person from attending or showing a horse in the Show Ring and to remove any groom or horse from the Show without being liable for compensation. DISPUTES AND PROTESTS GR603 protests Any rider, driver, handler, vaulter, longeur, exhibitor, owner, agent, trainer or the parent of a junior exhibitor, or any Life, Senior, or Junior member present at the competition may file a protest with the Show Committee of a Licensed Competition or The Federation Hearing Committee alleging violation of any Federation rule(s). The protest must contain all information as specified in GR602.1 and must be: a.) in writing, b.) signed by the protester, c.) addressed to the Show Committee of the competition at which the alleged violation occurred, or to the Hearing Committee, d.) accompanied by a deposit of $200 if made by a Federation member or the parent of a junior exhibitor member or $300 if made by a non-member (if check, payable to the competition or to the Federation); said deposit will be refunded in the event the protest is upheld, and e.) received by the steward, technical delegate, a member of the Show Committee, the competition manager or the competition secretary within 48 hours of the alleged violation. If made directly to the Hearing Committee, the protest must be received at the Federation office by the tenth business day following the last recognized day of the competition, or by the tenth business day following the date on which the alleged violation occurred if it occurred other than at a Licensed Competition. MEDICAL WASTE Sharps must be placed in the proper receptacles. Anyone found in violation shall be subject to a fine or other penalties deemed necessary by show management. MOTORIZED VEHICLES/GOLF CARTS Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as an adult with a valid driver’s license accompanies them. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devised for individuals with disabilities are exempt from this rule. DOGS All dogs must be restrained at all times while on the show grounds or NYRA property. Unrestrained dogs create a serious safety hazard to exhibitors and their horses. Therefore, Noncompliance with the restraint rule will not be tolerated. Loose dogs will be picked up and detained until the owner has paid a fine of $150. A second offense may cause the owner to be barred from showing and expelled from the show grounds. Refusal to pay the fine will bar the owner from further participation in the horse show and the owner will not be entitled to any refund of entry or stabling fees paid or due. Management reserves the right to call Animal Control to have an animal removed from the premises. No dogs are allowed in the Show Office. PRIZE MONEY Prize money is awarded through 6th place unless otherwise stated. VETERINARIAN AND FARRIER Report in at the stabling office when veterinarian or farrier services are required. The phone number for the veterinarian after show hours will be posted at the Stabling Office and Show Office. CAMPERS All campers will check in at the stabling office to receive a pass. Under no circumstances will any camper be allowed to park in any other area. Water and electricity will be provided. Pay the $250 camping fee with entries. A pump-out service can be arranged; phone number available in the stabling office. Fees paid directly to the pump-out service. PARKING By order of the Saratoga Springs Fire Department, the fire lanes around all barns must be kept clear at all times. Vehicles may not park in barn aisles or on any service roads. All vans will park in designated areas. The owner of any horse/pony exhibited in classes where prize monies are awarded MUST provide a Social Security number or Federal ID number before prize money will be paid. IRS form 1099 will be issued to anyone winning over $600 in prize money. An IRS Form 1099 will be issued to the PRIZE MONEY RECIPIENT recorded on the entry blank. Prize money won by Foreign Exhibitors: Foreign exhibitors are advised that the U.S. Internal Revenue Service requires sporting events to withhold 30% of prize money won in the United States. Foreign exhibitors should apply for a U.S. Social Security number and will be asked to complete Form 8233 or Form W8BEN (where applicable) prior to the Saratoga Springs Horse Show. Prize money will be mailed within 20 business days following the close of the show. Exhibitor passes will be issued and must be visible in order to gain reentry to the show grounds or stabling area. THE SYRACUSE PHA MEDAL EQUITATION CLASSES Unless noted otherwise, all classes to be shown over a course of not less than 6 obstacles, which may include one combination including an oxer and one change of direction.
