Washbourne Court Hotel stands in four acres of beautifully landscaped grounds alongside the River
Eye in the picturesque village of Lower Slaughter. In the 17h century the main building was used as
an Eton Crammer School and more recently the main house and its surrounding buildings have been
a luxury hotel. In 2007fie hotel re opened following a major refurbishment by its current owners (von
Essen hotels).
The proposed site is situated on the outskirts of the village at the r€ar oi the existing Washbourne
Court Hotel site. Currently the proposed site includes hard surfaced tennis court, a block/glazed
greenhouse and timber sheds which are all unused and have fallen into disrepair.

The materials proposed to be used for the development are similar to those found within the exisling

Use
The proposed site is situated
within the grounds of the long
established Washbourne Court
Hotel in the village of Lower
Slaughter. The addition of a Spa
facility would help expand the
hotel's existing market.
Guests will be offered standard
facilities found within modern
Spa's such as treatment rooms,
relaxation rooms, steam rooms
and a oool with the addition oi a
gym and a studio.
The hotel's owners von Essen
have a long established
reputation in the hospitality
industry. They operate seven
other spas with their hotels
around the country and are
committed to the total guest
journey being of the highest
oroer.
It is planned that the Spa will be
used by the hotel guests from
both Washbourne Court and
Lower Slaughter Manor Hotels.
This will not place any undue
pressure on the village, its
residents or its infrastructure as
there will be no increase in the
number of guests. lf a market
b€comes apparent for the Spa
within the local community the
owners will also consider
extending membership, this will
be limited this to ensure that
resident satisfaction is not
eroded.

Amount
The proposed development will have a
ground floor area of approximatoly Zsosqm
and a first floor area of approximately
250sqm. The majority of the building is
single storey in height with a central building
approximately | % storeys in height making
use of the roof space.
The facilities provided on the ground floor
will include: changing rooms, gymnasium,
studio/ treatment rooms, indoor pool, steam
rooms, relaxation terraces and an enclosed
courtyard housing the reception and light
bites areas. The f,acilities on the second floor
will include additional featmert rooms,
rolaxation rooms and a roof top relaxation
garden.

properties and gardens.

Scale
Due to the siting of the proposed Spa it
can not be seen by the public from the
main street within the village.
The proposod building uses the
domestic theme and scale found within
the hotel complex and surrounding
village.
The development consists of mainly
single storey buildings with the main
central building being 1 y2 storeys in
height. Staggered ridge lines, steep
pitched roofs, gables, returns and
unbroken eriternal wall lengths have
been replicated on the project which
helps the building merge into the existing
hotel and surroundings.

landscaping around the new building will be dosigned in such a way that it is an integral part of the
existing landscape and not an imposition on it.
The d€sign ol the eriternal works and soft landscaping has locused where practical on the retention
of the existing flora and the mature tre€s around the site.
The soft and hard landscaping will add to the overall quality ol the development and make traversing
the site a pleasant experience for guest, visitors and staff. The proposed access route from the main
hotel is s€t between existing cottages and will continue through into the n€w spa entance. lt is
proposed that this area will be landscaped to give a more cottage garden feel.
An alternative level approach to the building is via th€ existing car park.
As much as possible otthe existing landscape will remain untouched.
It is proposed to construct a new Ha-Ha ditch along the site boundary to the adjoining field. This
would continue the rural feel to that side of the sitre that currently exists remoMng the need to build
more boundary walls.
A full arboricultural survey has been undertaken and an outline landscape/planting scheme
prepared. A copy of which will be included within th€ application.

Appearance
Early consultation with the local planning
and conservation officers has been
undertaken on the initial proposals. The
approach to the design of the Spa has
been to adhere both principles and the
detailed traditional design style of the
existing hotel and sunounding village.
The appearance of this part of the hotel
site as a whole will be greatly improved
as a direct result of the proposed
development.
The forms and massing of the proposed
building take their cues from the existing
domestic scale buildings within the hotel
grounds. Pitched roois and varying
heights replicate the ones found on the
existing buildings within the hotel
grounds and local village.
The treatment of elevations reflect the
surrounding buildings found locally using
materials such as cotswold stone.
Contemporary interventions to the
scheme come from the glazed timber
framed system found around the pool
and entrance areas. Terraces and pool
areas have a southerly aspect taking
advantage of as much sun as possible.
These areas also over look the
neighbouring rural landscapes
enhancing the Spa experience.
The Spa entrance forms a courtyard
enclosing the area between two cottage
wings this repeats a theme found
elsewhere on the hotel site.

Access Statement
The existing access and eliternal routes remain and have been dictated by the layout of the existing
buildings on the site.
Independent movement throughout th€ site is possible due to the existing gentle contours of the land
and low gradients to footpaths and car parking areas.
The existing car park will be extended and the appropriate number o{ disabled parking spaces are to
be located as close as possible to the new building. El:ternal lighting along all access routes will be
designed and maintained to meet the standards laid down in BS 5489 and described in'lnclusive
Mobility'(DfD.
The spa building entrance has been designed and located to be clearly visible from the existing hotel
and car park.
Access to the Spa Entrance and reception can be made using a new stepped approach constructed
as an ambulant stairway from the tree avenue between existing cottages. Wheelchair users will gain
access from the car park via the existing tarmac footpath. Ribbed hazard warning paving will be
provided at the top and bottom of the steps with suitable balustrade erected in accordance with the
Building Regulations BS 8300.
All approach routes will be signposted with signs meeting the recommendations in the Sign Design
Guide. The main entrances will be highlighted using colour and luminance contrast and appropriato
level of lighting.
The enternal entrance dooruay will have a graded level approach fitted with glazed automatically
operated doors forming a draught lobby. Automatic doors will be activated by proximity controls. Any
glass panels and doors will be appropriately identified with tow tone manifestation. The doors fail
safe in the open position if the fire alarm is activated (inspection and testing of the fail safe
mechanisms will be cited in the hotels planned maintenance management programme).
All the ground floor accommodation can be easily accessed lrom the spa reception and courtyard
area, including the poolside, changing areas, gym and studio^reatrnent room. The floor is level
throughout and will be provided with a slip resistant surface covering.

Access Statement (cont.)
The reception area will be designed to maximise inclusion, both actual and perceived. The reception
desk, finishes, signage and lighting will all be designed to the latest guidance. The need for regular
and appropriate staff training will be cited and planned for in the management policies of the Centre.
The swimming pool, hydrotherapy pool and spa facilities can be accessed by wheelchair and
ambulant disabled users via the accessible changing room. Sanitary ware and shower equipment will
be provided for independent or assisted use in accordance with BS 8300.
Horizontal and Vertical Girculation
The design and selection oJ materials for tinishes will follow, and in many places exceed, the best
practice guidance in terms of widths or corridors and doors, manoeuvring spaces, surfacos finishes
to walls, floors and ceilings, colour and luminance contrast, lighting and the usability of features such
as, for example, control panels and switches.
Meana of Escape
The means of escape policy in the hotel includes for management assistance when needed to exit
buildings. Staff will undergo training in evacuation procedures and will be responsible for getting
customers safety out of the building. In addition a management plan involving the use of Personal
Emergency Evacuation Plans (PEEPS) will be developed, adopted and tested regularly. Emergency
exit doors will be provided and located in positions as agreed with the Building Control Insp€ctor.
