Lombard Lilac Time Festival 2016
This year marks Lombard’s 86th Lilac
Time Festival. Scheduled for April 30th –
May 15th, this traditional cornerstone of
our community promises to bring with it
family favorites and fun for all ages.
As springtime weather returns to the
Village and the flowers begin to bloom
in Lilacia Park, there is plenty to look
forward to. Get into the Lilac Time spirit
with “Looking Back in Time” from the
Lombard Historical Society. This program
features the history of Lilac Time and a
tour of the Lovely Ladies of Lilac Time
exhibit, which will be on display at the
Historical Society’s Carriage House from
April 13th - August 31st.
Dads can bring their little princesses
(ages 3 – 11) to the Little Lady Lilac
Ball on Friday, April 29th, for a night of
dancing, games, and a meeting with this
year’s Lilac Princesses! Join the Lombard
Jr. Women’s Society at Lilacia Park at
1 p.m. on Saturday, April 30th to see
who will be crowned as this year’s Lilac
Queen, and stay for a concert in the
park at 3 p.m.
Walk through unique vendor booths,
listen to live music, and find some tasty
treats at this year’s Lilac Time Art and
Craft Fair, hosted by the Lombard Area
Chamber of Commerce on Sunday,
May 1st, in downtown Lombard.
Looking for something to do with fellow
adults? A Beer Tasting in Lilacia Park on
May 5th and a Lilacia Park Wine Tasting
on Saturday, May 14th, 7 – 9 p.m., are
great ways to experience a spring night
in Lombard.
The festival will culminate with the
Lilac Time Parade down Main Street,
on Sunday, May 15th, at 1:30 p.m. See
the Lilac Queen and her Court, the Time
Travel themed floats, and be there as
next year’s theme is revealed!

Dear Neighbors,
It’s hard to believe that it’s already springtime here in
Lombard, and that Lilac Time is just around the corner. As
the days get longer and brighter, I know we’re all looking
forward to getting outside and being able to enjoy our
beautiful community. I know I don’t just speak for myself
when I say, there’s no place I’d rather be than in Lombard
during Lilac Time.
Most towns begin to turn green in spring, but
Lombard turns purple! As the lilacs bloom throughout
town, and all of our neighbors and friends start to wear more purple than usual,
it can mean only one thing…It’s Lilac Time. This year’s Lilac Time festivities are
scheduled for April 30th – May 15th. If our spring weather has you in the Lilac
Spirit a little early, stop by the Historical Society to see their Lovely Ladies of
Lilac Time exhibit, from April 13th – August 31st. Join me and the Lombard Jr.
Women’s Society at the Lilac Queen Coronation (April 30th, 1 p.m.), as I help
to crown this year’s Lilac Queen. I’ll see you at this and many more events
during this year’s Lilac Time.
Our spring blood drive holds a special place in our Lombardian hearts this
year. Carol Bauer, the Village’s Executive Coordinator, was recently celebrated
for serving the Village of Lombard with 50 years. In order to honor Carol
Bauer’s ongoing service, and to celebrate her dedicated work as Lombard’s
Blood Drive Coordinator, Heartland Blood Centers has declared this upcoming
blood drive as the Carol Bauer Blood Drive. There’s no better way to honor
Carol for all of her service to our Village than to take the time and donate
blood on this day. We’re encouraging anyone who has donated in the past, or
anyone that has been positively impacted by Carol Bauer (which is everyone in
Lombard and beyond!) to attend the blood drive on April 13th. See page 12 for
details.
As we enjoy springtime in Lombard, we also can’t help but get excited
for summer. The Lombard Pride Committee was formed last year to advise
the Village Board on community events. Although no community groups have
stepped forward with a formal proposal to host a new summer event, the
Village will be hosting fireworks for the Fourth of July at Madison Meadow
Park. We look forward to celebrating July 4th with our residents. Stay tuned to

While Lombard is
beautiful year round,
spring time is the best
time of year for us
Lombardians! At this time last year, the
Metra Underpass was under construction, but this year we will be able to use
it to travel safely and conveniently from
Lilacia Park events, to wonderful
downtown Lombard.
As the nice weather returns to our
Village, I encourage you to take a stroll
through downtown Lombard to see all of
the new changes, including the new Marquette Kitchen and Tap, and Babcock’s
Grove Restaurant that will be opening
soon. Enjoy the many outdoor seating
establishments our downtown has to
offer, and enjoy a great time with friends
and neighbors!

know it’s time to make our
Lilac Time plans! I hope
to see you out at some of
this year’s Lilac Time events including the
57th Annual Lilac Ball on May 13th and
the 12th Annual Lombard Housewalk on
May 20th. Don’t forget to get a front row
seat for the Parade on May 15th! From

to an outdoor Mother’s Day concert at Lilacia Park, Lilac Time is a time where we
can come together with friends, family,

Many people have
asked about the new
building at Ann St. and
Finley Ave, just north
of Roosevelt Rd. It’s actually a unique
facility that provides independent living
options for folks who have a slight physical and or mental disability. The average
age of the residents is mid-40’s and 50’s.
Residents are screened via a housing program through DuPage County
to determine eligibility and their rent is
determined as a portion of their monthly
income. The facility is run by Trinity
Services, Inc., a not-for-profit organization that helps people with disabilities to
live full and abundant lives. We welcome
them to our Village and District 2.

As the Chairperson
of the Economic and
Community Development
Committee, or “ECDC”,
I’ve seen a lot of changes
this past year, with more to come. Big
projects approved by the ECDC and
the Village Board include Sam’s Club at
611 E. Butterfield Rd., which will provide a long term impact to the Lombard
economy. Another project is Bluestone
Single Tenant Properties’ new fuel center/
convenience store at North Ave. and
Columbine Ave. (Route 53). These are
just two examples of how our new Economic Incentive Policy is assisting new
businesses by providing them with the
“explore all options” approach to development. These agreements were carefully
reviewed by the ECDC, and I am excited
to see how this resource continues to
benefit our wonderful Village.

another successful year here in Lombard.

Board recently approved zoning
entitlements, which include an addition to
the existing canopy and new signage at
610 S. Main Street. Look for a new Mobil
gas station scheduled to open soon!
Spring time also means that
construction projects will be starting
soon. Our Capital Improvement Plan
addresses much needed construction
improvements for our Village and our
2016 construction map will soon be

A Reference Guide to Garbage, Recycling and More
When it comes to garbage and recycling, there are a few rules that residents should keep in mind. Feel free to
cut this page out and keep it on hand for easy reference! The Village of Lombard has contracted with Waste
Management to provide refuse, recycling and yard waste services for residents. The rates are adjusted on April
1st each year by the Consumer Price Index, and Lombardians have one of the lowest rates of area communities.
Refuse:
The standard refuse toter size is 64-gal. However, residents may contact Waste Management at (800)796-9696
to change at no cost to a 35-gal toter and save 20%. Larger 96-gal toters are also available. Additional cans,
bags and large items that can be handled by one worker (such as a mattress or chair) require a refuse sticker
available at local stores and Village Hall. Carpeting must be cut into rolls no longer than 4-ft and be less than
50-lbs each. Toters should be placed on the driveway apron and out of the roadway to enable snow plowing and
street sweeping.The flat fee for bulk materials requiring two workers is $20, backdoor service is $22, waste tires
are each $5, a special collection is $10/cy and a white good (major appliance) is $25.
Recycling:
Acceptable items include paper, cardboard, aluminum, glass, iron/steel, and plastics #1 through #6. Items that
are not accepted since they cause contamination include plastics #7, unnumbered plastics (including plastic
bags), tempered glass (including mirrors, windows, cooking glassware and light bulbs), ceramics & porcelain,
and tempered steel (including coat hangers, pots, pans and household appliances). Residents may call Waste
Management to change at no cost from the standard 64-gal recycling toter to either a 35-gal or 96-gal size.
Yard Waste:
Yard waste is collected from the first full week in April through the last full week in November. Biodegradable
bags or cans up to 45-gal and 50-lbs must each have a yard waste sticker. Bundled brush is collected without a
sticker. Each bundle must be narrower than 18-in, shorter than 6-ft, and less than 50-lbs. Each branch must be
less than six inches in diameter. The six-week free leaf collection ends the last full week of November.
Electronics:
Electronics are prohibited from landfills per State law. Therefore, computers, office equipment, and audio/video
items are not accepted curbside. Information is at villageoflombard.org/ElectronicRecycling.
Recycling Extravaganza and Charitable Donations:
The Village hosts a major collection of numerous recyclables each September. Information is mailed to all residents prior to each event. Other area drop-offs include Goodwill (351 E. Roosevelt), AMVETS (in Kmart’s parking
lot on Roosevelt), and Habitat for Humanity’s ReStore (869 S. Rohlwing in Addison, north of Rt. 64).
Compost Bins and Rain Barrels:
The Village’s Compost Bin Grant Program and Rain Barrel Grant Program enables each resident to purchase
one compost bin and/or one rain barrel from any vendor and be reimbursed up to $80 and $40, respectively.
Household Hazardous Waste:
Chemicals and other household hazardous waste may be dropped off on Saturdays
and Sundays from 9AM to 2PM at the Naperville HHW Site, 156 Fort Hill Drive (just
north of Naperville Public Works). Call 630-420-6095 for information. Latex paints
should be opened until dried and then disposed with normal household refuse. In
addition, Waste Management is offering a free At-Your-Door service for 180 households annually. More information is at www.villageoflombard.org/749/HouseholdHazardous-Waste.

State of the Village is Solid Due to Teamwork and Communication
Lombard Village President Keith Giagnorio delivered the
2016 State of the Village Address at the Lombard Chamber of
Commerce membership luncheon on Wednesday, Feb. 17.
The State of the Village Address touched on a number of
topics including positive Village Board relations, the functions
and services of the Village’s 6 Standing Advisory Committees
(see below), Lombard’s new Economic Incentive Agreement
Policy and its positive influence on development, ongoing
commitment to communication and transparency, the high
standards of the Village’s Police and Fire Departments, and
budget concerns regarding the State of Illinois.
Village President Giagnorio highlighted long range budget
concerns due to unfunded State mandates. “The truth is, that
there’s a lot of hard work ahead, but the important thing is that
we’re not ignoring it,” said Giagnorio. “We’re choosing to be
responsible and to proactively identify solutions, and we will.
We are not a ‘kick the can down the road’ kind of Board. We
are working to solve our long range problems now because it’s
the right thing to do. It’s the responsible thing to do.”

Village of Lombard Joins the “One Text or Call Could Wreck It All”
Campaign to Educate Area Drivers About Distracted Driving
April is National Distracted Driving Awareness Month
and the Lombard Police Department has joined the “One
Text or Call Could Wreck It All” campaign to stop distracted
driving, and to make our roads
safer. The Village of Lombard
has pledged its support to
help spread the message that
distracted drivers are not only
a danger to themselves, but
everyone else on the road.
“We all know that talking on
our cell phones while driving is
distracting, but that doesn’t stop
most people from continuing
to do it,” said Traffic Safety
Sgt. Joe Grage. “This effort is
intended to educate our community about the dangers of cell
phone use and other distractions while driving. We hope
that once people see the statistics and realize the danger
involved, they will change their driving habits to help protect
themselves, their families, and others on the road.”

In 2014, 3,179 people were killed, and 431,000 were
injured in motor vehicle crashes involving distracted drivers.
While anything that takes your eyes off the road, hands off
the wheel, or mind off the task of driving
is a hazard, there is heightened concern
about the risks of texting while driving
because it combines all three types of
distraction – visual, manual and cognitive.
The national distracted driving
effort focuses on ways to change the
behavior of drivers through legislation,

Security Alarm Licensing Guidelines
All security alarm systems within the Village of Lombard
require alarm permits. These permits are valid from Sep.1 to
Aug. 31 each year. Call (630) 620-5913 with questions.
Water Billling
Feel free to use the drop box for your water bill. Please use
the envelope that is provided with your water bill, or any
generic envelope you may have at home. This drop box is
located next to the mailbox, in the Village Hall
parking lot.
No Solicitors, Please
ONLY ComEd employees, who have the
proper identification are supposed to
look at your meter or electric bill. If you
feel a salesman is employing deceptive
practices or you feel threatened in

Before you move, be sure to give 1 week notice to the
Village concerning your water/sewer account. New owners
should contact water billing 2 - 4 days prior to possession to

Counterfeit Money Reports
The Lombard Police Department has noted an
influx of counterfeit bills being passed within
Lombard. Business owners are encouraged
to take notice to the bills they receive as
payment and call 9-1-1 to report.
IRS Phone Scams Reported
Scammers claiming to work for the IRS
are calling residents. The IRS will never
demand immediate payment, demand you
make a payment without question or the
chance of appeal, require a specific form of
payment or threaten to involve police to arrest
you for not paying. Residents should hang up and
immediatly dial 9-1-1 to report the call, and then call the IRS
directly to confirm their financial security.

Economic Incentive Agreement Assists Major Developments
As part of the Village’s commitment
to grow the local economy, the
Village Board recently approved two
new economic incentive packages.
These approvals facilitate new retail
commercial development while
providing for enhanced public roadway
and infrastructure improvements.
Sam’s West LLC, will be constructing
a 135,000 square foot Sam’s Club
retail warehouse store at 611 E.
Butterfield Road. The incentive, which
will be in the form of a sales tax rebate
from revenues generated from the
development, will be applied toward
offsetting the extraordinary engineering
underground utility challenges and
Butterfield Road improvements.
The overall project cost is estimated
to be $19,143,000. The Sales
Tax Incentive Agreement is up to
$2,511,000, in a net present value. The
performance-based reimbursement
would be paid out over a period of up to
ten years.
Bluestone Single Tenant Properties
LLC will be constructing a fuel station
and companion 7,223 square foot
convenience store at the southeast
corner of North Avenue and Route 53.
The station will have twenty gasoline
and five diesel fueling spaces. The
project will also be Lombard’s first
diesel fuel location, which is intended
to serve existing business traffic from
neighboring industrial businesses and
along North Avenue. This agreement
will provide up to $587,000 to offset
roadway reconstruction costs to
adjacent public streets. This work would
be undertaken concurrent with the
station construction.
The structure of both agreements
does not put any existing Village
revenues at risk as they are
performance based agreements. Village
funds will not be used. The funds to
Sam’s or Bluestone are not guaranteed.
The incentive amounts will be funded by
the generated sales from the projects
and pose no risk to Village funds.
“The Village is excited to work with
Sam’s Club and Bluestone to make
these projects a reality,” noted Keith T.
Giagnorio, Lombard Village President.
“The project will facilitate redevelopment
of underutilized properties and will
strengthen the Butterfield Road and
North Avenue corridors.”
Village Trustee Bill Johnston, Chair of
the Village’s Economic and Community
Development Committee (ECDC),
lauded the agreements. “These
businesses are projected to provide an
immediate and longer-term
impact to the Lombard economy. Such
agreements were carefully reviewed
by the ECDC and the ECDC supported
the agreements as a means to ensure
that the projects are realized.”
The Sam’s Club and Bluestone
projects are in their final design stages
and they are both hopeful for a 2016
construction start. The Village is
committed to providing an attractive
climate for new businesses that will
bring long term benefits. For more

Carol Bauer Honorary Blood Drive April 13
Help celebrate Carol Bauer’s 50 years of
dedicated service to the Village of Lombard
by donating blood. The Village of Lombard
is inviting residents, neighbors, and blood
donors of the past, to attend the upcoming
Carol Bauer Honorary Blood Drive.
Carol was originally hired in 1969 as a
Police Dispatcher, and currently works as
the Village’s Executive Coordinator. Since
1989, Carol has also served as the Village’s
Blood Drive Coordinator. During her work
with Heartland Blood Centers, Carol has
hosted 133 blood drives, with a total of
12,374 collections. These collections have the
potential to save up to 37,122 lives.

After such a long, cold winter we’re looking forward to spring
– and in Lombard, spring means lilacs! We’ll be offering our
popular Lilac Time tours again this year, and we hope you’ll

historical society members get tours for free (non-member
cost is $4/person). We can also schedule private tours for
larger groups – a perfect option for garden clubs, community
organizations, or just a group of friends enjoying a day out!

Looking Ahead to Memorial Day 2016
The annual Lombard Memorial Day Ceremony and program will
be held at the Veteran’s Memorial in Common Park (St. Charles
and Grace) in the Sunken Garden on Monday, May 30, 2016
at 12 p.m.
Members of the Lombard Veterans of Foreign Wars, and the
Lombard American Legion, and other military veterans will be
participating in the program. The Glenbard East High School
music department, the Lombard Historical Society, Scouts and
other community members and groups will also be participating.
There will be a wreath laying ceremony at the Lombard
Memorial Marker which contains the names of Lombard
residents who served or were killed in the Civil War, the
Spanish American War, World Wars I and II, and in Vietnam.
(No Lombard residents are recorded as being killed in the
Korean War, the Balkans, or in the Persian Gulf Wars.)
Veterans of the Armed Services, members of the community, and Scouts are invited to attend the ceremonies.
Attendees are asked to walk if they are able to the program
and to bring a lawn chair. (In the event of severe weather
the program will be held indoors at the Lombard Village Hall.)
On Memorial Day we recognize those individuals who have
served our country in the military during times of conflict or
war. In particular we recognize those individuals who made the
greatest sacrifice and gave their lives for our freedoms and our
country.
