Ponca City Development Authority Formed in 2003
In today’s post-recession,
hyper competitive global
economy, the management of
local economies has become
more important than ever
before. In Ponca City, this is
the responsibility of the Ponca
City Development Authority,
(PCDA). PCDA was the first
economic development organization in the state of Oklahoma to gain accreditation
from the International Economic Development Council.
Only 31 organizations in the
world have gained this honor.
PCDA has also been recognized numerous times both for
its effectiveness in economic
development, as well as its
impact upon Ponca City as
PCDA steered the local economy through significant challenges during the last nine
years.
PCDA is a public agency,
formed in July, 2003 with the
mission of diversifying the
local economy. The organization, which works closely with
the City of Ponca City as its
independent economic development agency, is governed
by a seven member Board of
Trustees. All PCDA Trustees
are volunteers with no financial ties to the Authority who
oversee the use of a one half
cent sales tax dedicated to economic development. Trustees
are appointed by the Mayor
and City Commission to three
year terms.
The current Chairman of
PCDA is Larry Murphy of
the Larry Murphy Insurance
Agency. The Vice Chairman
is Kelly Johnson of Quality
Water Services and the Secretary is Jim Stieber of Quarter
Turn Resources. The Trustees
are Derrin Hiatt of Baumert,
Cummings and Hiatt, Jeff Meyers of C.H. Guernsey & Co, Jodi
Cline of Edward Jones Investments, and Steve Hermann,
Hartwig Realty who serves as
both a PCDA and a City Commissioner. The legal counsel
for the organization is Walt
Brune of Northcutt, Clark,
Gardner, Hron and Brune and
the Authority’s accounting
needs are provided by Chuck
Van Cleave, C.P.A. of Van
Cleave and Associates.
The actual work of economic
development can be summarized into four different areas.
(1) To expand job opportunities in Ponca City from existing companies; (2) to retain
existing jobs in Ponca City; (3)
to attract companies, jobs and
people to Ponca City; and (4)
to help new businesses, (start
ups) grow in Ponca City.
While announcements of
factory openings grab headlines, the vast majority of job
growth in America happens in
existing companies. In recent
years, fundamental changes in
the global economy have created a real need for communities to actively work with their
industrial base to insure that
the skilled workforce needed
by existing companies is available and that their supply
chains are efficient.
Working with local companies on workforce and other
important issues requires collaboration by PCDA with other
public institutions.
PCDA
has a strong partnership with
Pioneer Technology Center
and the Oklahoma Employment Securities Commission
on workforce availability and
training. In addition, PCDA
works with many other state
and local organizations to
insure that Ponca City remains
the best place in the nation
for businesses to operate and
thrive.
PCDA’s record of success
can best be seen by dividing
the local economy into two dis-

Chamber Serves as Business Catalyst
The Ponca City Area Chamber of Commerce mission statement is to serve as the business
catalyst for leading Ponca City
into a growing, diversified and
prosperous future. The Ponca
City Chamber has been performing this mission for almost
110 years. This important mission of the Chamber could
not be carried out without the
active committees of the Chamber of Commerce and the many
volunteers.
Here is a brief description of
each committee working in the
Chamber of Commerce.
The Ambassador Committee recruits new members to
the Chamber and serves as
the goodwill diplomats for the
Chamber. This active committee promotes ribbon cuttings,
groundbreakings and the popular “Business after Hours.”All
of these efforts are to educate
the community on who the
Chamber businesses are and
what services they provide.
The Ambassadors also provide
many networking opportunities
for businesses. If you want to
meet lots of people and promote your business this is your
committee. Suzanne Zanardi
with Team Radio is the Chair.
The Governmental Affairs
Committee is active in strengthening Ponca City’s relationship
and communication with the
appropriate local, state and
federal officials. This group
educates elected officials on
the needs in Ponca City and
northern Oklahoma. This committee of the Chamber conducts
several public forums called
Ponca Politics to discuss the
issues on a non-partisan basis.
They are active in gathering the
ideas and thoughts of our business community and citizens
and then passing those ideas
on to the appropriate elected
individuals.
This does make a difference
in our community and what we
need to promote growth and
development in Ponca City and
Oklahoma. The Chamber also
has a link on its web site called
Prosperity Project which has
all 6 state questions and how all
state officials running for office
stand on certain important
state issues. If you are interested in politics and having a
voice in government this is your
committee. Dr. Robert Howard
with Pioneer Technology Center is the Chair.
The Community Development Committee encourages
and actively supports the development of a comprehensive
commercial and public infrastructure system including
streets, highways, recreation,
airport, water etc. Discussing
these needs and setting priorities helps promote growth and
enhance the quality of life in
Ponca City. A good plan will
also foster economic development. If you like planning for
future needs this is your committee. Winston Lindsay with
Lindsay Manufacturing is the
Chair.
The Ponca City Business
Council is active in promoting shopping Ponca City First.
This committee oversees the
PRIDE Program, Lunch and
Learn Series, Shop Ponca First,
and the Chamber Buck program. Every month they select
a Chamber Business of the
Month to recognize outstanding
businesses in our community.
The largest retail promotions
of the year, for this committee
are the Community Wide Holiday Giveaway and Crazy Days.
This active committee also produces the business tip sheet
in the Chamber Newsletter. If
you want to make your business
even better this is the committee for you. Mike Culver with
A+ Printing is the Chair.
Leadership Ponca City is
developing well-informed leaders who actively participate
in the growth of Ponca City.
Today through the efforts of
the Chamber’ leadership program many leadership alumni
are active in leadership roles
around the city contributing to
a better Ponca City. There are
also a number of great projects
that have been completed over
the years sponsored by Leadership Ponca City. Last year’s
class sponsored the Big Ponca
Cleanup! This is the Chamber’s
27th year for Leadership Ponca
City. It is one of the oldest programs in the State of Oklahoma. Leadership Chairs include
Joe DeNoya, Rhonda Stolhand,
Arlene Stauffer and MaryBeth
Moore.
The Ponca City Area Chamber of Commerce also operates the Tourism Bureau promoting Ponca City attractions

and events. This takes place
through the internet, publications and tourism shows. The
Tourism Bureau puts together a
comprehensive marketing plan
each year in cooperation with
the Department of Tourism to
promote our attractions and
events. Our office also serves
as the Visitors Center for Ponca
City. Tourism is a major industry in Ponca City. Echo Blanton with Blanton Chiropractic
Clinic is the Chair.
Other active committees of
the Ponca City Chamber of
Commerce include Chamber
Board of Directors, Executive
Committee, Finance Committee, and Leadership Alumni.
The Chamber of Commerce is
the front door to Ponca City providing information and service
to visitors and citizens. The
Chamber produces a Ponca City
Directory that is used to showcase our city and our members.
The Chamber of Commerce
is managed by an elected Board
of Directors with Lee Evans
with Evans and Associates
serving as the 2012 Chair. The
Chamber staff includes Rich
Cantillon, Nancy Kruckeberg,
Crystal Bickford and Chelsea
McConnell.
The Ponca City Area Chamber of Commerce is a membership-based organization with all
businesses, organizations and
individuals welcome to become
members. All are welcome to
be a member of this progressive
Chamber making a difference
in the future of Ponca City.

tinct economies. The first is
Ponca City’s historic economy
as a company town. This began
in the early part of the twentieth century and dominated the
local economy through the mid
1980s. Since that time, however, that historic economy has
been in decline, along with
the businesses and civic organizations that relied upon that
single company for success.
The second economy is a
new, emerging economy tied
to global business.
While
not as visible as the historic
economy, this second engine
came into its own during the
last decade. During the last
seven years, this new economy
was responsible for so much
growth that it more than balanced the decline in the historic economy. As a result,
Ponca City finished the last
decade with more people
working and at higher salaries than in 2000. At the same
time, the Ponca City refinery,
now on its third owner in ten
years, continues to be one of
the largest and most up-todate inland refineries in the
United States, not to mention
a consistent economic driver
for Ponca City.
Perhaps the greatest value
of an economic development
organization can be seen when
times get tough. Following
2009, when an international
recession and two major closings hit the local economy and
the local unemployment rate
rose dramatically, PCDA shifted into an “economic triage”
role. This proved so successful
that at the end of 2010, Site
Selection Magazine named
Ponca City as the leading economic development program
in the state of Oklahoma for
that year. The most notable
success during this period
was the addition to Ponca
City of Dorada Foods, which
announced their plans in 2010
to reopen the former Tyson
Foods plant in Ponca City.
That plant, which opened in
2011, produces chicken products for McDonalds. Several
other economic development
projects were also concluded
during this period resulting
in a steep drop in the unemployment rate from 10.2% in
January of 2010 to its current
5.3%, a full three percentage
points below the national rate
of 8.3%, (July, 2012).
More recently, PCDA has
continued to work on finding both buildings and workforce to accommodate a spike
in manufacturing activity as
well as a return of oil production to North Central Oklahoma. In addition, companies
such as Host Analytics, Mid
America Door, K&C Manufacturing, Mertz Manufacturing,
the University Multispectral
Laboratories, (UML- particularly the UML’s growing
focus on unmanned aerial
systems) Head Country Barbecue, Cookshack, Air Systems
Components and others have
announced recent expansions
or relocations to Ponca City,
further diversifying the local
economy.
For the future, PCDA is
developing a program to provide the infrastructure needed
to solidify the transition from
a community with a single economic engine to one with multiple economic drivers. This
“Next Horizon” program will
include the facilitation and
construction of up to four new
energy efficient “flex space”
buildings and the opening
of the West Ranch Industrial Park. The combination of
available, attractive buildings will allow new companies
adapted to today’s tech savy
workforce to take advantage
of Ponca City’s low operating
cost, balanced lifestyle and
Mid continent location.
PCDA’s main focus, however,
will continue to be the work
with existing industries to
build upon Ponca City’s growing reputation as one the finest business partnership communities in North America.
Through strong ties with Pioneer Technology Center, the
Oklahoma Employment Securities Commission, the City
of Ponca City, the Ponca City
Area Chamber of Commerce,
Northern Oklahoma College
and surrounding communities, Ponca City has become
the state’s model for efficient,
cooperative collaboration.
Growth in the future will
be more precise, more targeted and more customized and
Ponca City is prepared like
none other. New PCDA programs include the Blue Wave
workforce development program which aggressively ties
together existing state workforce programs with employers.
The SAGE program, (Sustainable Alternative Green
Energy) the brainchild of
PCDA Trustee Jeff Meyers, has
taken the lead in positioning
Ponca City for growth in the
renewable energy industry as
well as in walking the talk
by installing geothermal units
and energy efficient lighting
in industrial buildings which
will make them more efficient.
More efficient facilities makes
those plants more attractive for economic growth in
a cost conscious world. To
make Ponca City industries
even more competitive, PCDA
also launched the ICAP program, (Industrial Certification
Assistance Program) designed
to assist local companies in
acquiring certifications and
licenses that will both be
required and necessary for
future growth.
PCDA focuses on indus-
trial growth, which includes
research, development and
non-retail commercial development. Unlike some other
communities, retail development is not incentivized in
Ponca City. This is based upon
a philosophy that the growth of
primary jobs will drive investment elsewhere. Primary jobs
are defined as jobs that attract
money into the community in
return for a product or service
going out.
The Ponca City Development Authority is one of the
most highly recognized economic programs in the State of
Oklahoma. In 2008, the organization received the economic
development project of the
year from the International
Economic Development Council, along with Oklahoma State
and ConocoPhillips, for the
UML. PCDA has also received
national and international
awards as having the finest
business retention and expansion program. Ponca City was
ranked as the best performing
economic development program in the state of Oklahoma
in 2010 by Site Selection magazine. Just this past summer,
Ponca City was ranked as one
of the top ten best small cities
in America for business.
PCDA’s staff includes the
Executive Director, David
Myers, who has served in that
capacity since 2003. Laurence
Beliel is the organization’s
Director of Business Retention and Expansion. Katherine
Long is the Small Business
and Information Manager, Lori
Henderson is PCDA’s Business
Development and Financial
Manager and Cynthia Brown
serves as an Administrative
Assistant.
As noted above, PCDA
receives a one half cent sales
tax, approved by the voters in
1994 and then renewed in 2003
and 2008. An election will be
held in early 2013 to allow the
voters to decide if it should
be renewed for an additional
five years. To provide proper
control of this public money,
PCDA is audited annually by
an independent accounting
firm.
As a public agency, all meetings of the Authority are open
to the public. The Board holds
one regular monthly meeting on the second Thursday
of each month, beginning at
7:30 a.m. in the Chamber of
Commerce Conference Room,
located at Fifth and Grand. All
actions of the board require a
public vote.

THE PONCA CITY NEWS, SUNDAY, OCTOBER 21, 2012–PAGE 3-H
Concert Series Best Bargain Ever
By Kay Anthony
Special to The News
As a native Ponca Citian, sometimes
I feel I have not fully appreciated all
Ponca City has to offer in the field of
arts and entertainment. It has always
been available to me, and I have
become accustomed to “being entertained” royally, even though we live in
a small town.
The hidden gem of all seems to me to
be the Ponca City Concert Association,
which although it has had a few other
names (such as Community Concert
Association), it has steadfastly given
us a wonderful variety of concerts
through the years.
Since its inception in 1935, with the
exception of a few silent years during
the wars, it has been the best bargain
for entertainment that Ponca City has
to offer. Where else could you get
anywhere from 4-6 concerts for less
money than one concert would cost in
one of our neighboring larger cities?
Although some complain they cannot
attend all of the concerts, which are
pre-scheduled dates, depending on the
artists availability, just being able to
attend one or two with a season membership still is worth the whole cost.
I have been a member of the association...for more years than I care to
count.... and on its board in previous
years. For many years she has done
the reviews for The Ponca City News
following the concerts. I consider it
a privilege to have this responsibility, and am the first to admit that with
the wide variety of concerts we have
booked, there will be a few in the
mix that are not exactly my favorite
tastes. However, the majority by far
have been to my liking, and many have
expanded my musical horizons.
I am glad to be exposed to some
types of music that I wouldn’t normally
have bought a single ticket to attend,
but went because I had a membership.
Often these far exceed my expectations and I go home wondering how I
could NOT have known this would be
so entertaining.
From Rise Steven to Robert Merrill
from the opera field, to by now probably hundreds of instrumentalists,
to dancers and other artists, Ponca
City audiences have been blessed with
entertainment opportunities. So many
concerts have featured entertainers
that haven’t quite made it to the “big
time” as yet, and we were able to
afford them on their way “up” (like
Simon Estes). Others, have had their
time in the spotlight, and may have
been on their way “down” (like William Warfield), but still were amazing talents that we were privileged to
see in person. Other concerts such as
Rockappela and the Boston Pops filled
the theater to overflowing and left us
in awe of their talent.
The new season does not open until
Nov. 17 this year, with all concerts
scheduled to be at the beautiful Poncan Theater. They include the chamber
orchestra “A Far Cry of Boston,” folk
singer artists “The Abrams Brothers”,
Prima Trio” and “Broadway Today”.
A few memberships for newcomers as
well as those who did not purchase
during the annual membership drive,
are available by calling Leslie Rardin
at 765-3971. My advice is to not miss
out on the best bargain in Ponca City,
and to become a part of this valuable
opportunity for arts entertainment.
DR. BRIAN and Dr. Jessica Zwanziger have enjoyed practicing
optometry in Ponca City since 2008. Their office is located at 521
East Hartford Avenue.
Zwanziger Family Opened
Vision Clinic Here in 2008
Dr. Brian and Dr. Jessica
Zwanziger have enjoyed practicing optometry in Ponca City
since 2008. Their office is
located at 521 E Hartford Avenue. It is the former practice
of Dr. J.C. Trotter, who was
an optometrist in Ponca City
for over 40 years. At their
office, Complete Vision Care,
they offer vision care for the
entire family from infants to
the elderly. Most insurances
are accepted including Soonercare, Medicare and VSP.
Both Brian and Jessica diagnose, treat and manage eye
diseases and problems. Cataract and Lasik post-op management and care also is part
of their practice.
Both doctors are trained to
fit and dispense contacts and
glasses.
They have two employees,
Sherry Kelly and
Ashley
Lenix, who are always friendly and willing to help. At their
office, there is a wide selec-
tion of both optical glasses
and sunglasses that include
Ray-Ban, Nike, Guess, Vera
Bradley and many more.
Dr.’s Brian and Jessica
Zwanziger moved to Ponca
City because they wanted to
raise a family and practice
optometry in a safe, friendly
town with good people and
a strong community.
They
have both been inspired by
the people of Ponca City and
are excited about their future
here. They have two daughters.
Harper is 19 months old and
their newest addition, Violet,
was born late September of
this year. Brian and Jessica
are highly motivated to serve
the people of Ponca City and
thank those who have trusted
them with their eyes throughout the years. If you would
like to schedule an appointment, their office number is
(580) 765-3379, or you can stop
by at 521 E Hartford Avenue.

the herd even more with the
purchase of 200 more steer.
“Of course starting a farm
from scratch, we have to reinvest most everything into
equipment such as tractors,
implements, trucks and so
forth needed to run a farm,”
Moore said.
Additionally,
the
tribe
decided to open a propane
company called PK Propane to
offer affordable propane gas
to the local area. The company
is located south of the tribal
complex in Red Rock.
“Heating during the winter
months was always a struggle
for many elders living on a
fixed income,” PK Propane
Manager Lester Harragarra
says.
“At the suggestion of Chairman John Shotton, we investi-
gated the process to obtain a
license from the state of Oklahoma Liquefied Petroleum
Gas Administration to transport and dispense propane.”
The licensing, sale and
transportation of liquefied
petroleum is heavily regulated due to its extremely volatile nature. Once the tribe
obtained the correct licenses
and equipment, including a
Bobtail propane delivery
truck, the customer base for
PK grew rapidly. Today the
tribe has almost 200 customers
with a service area of 50 miles.
Other industries are currently being considered by the
tribe, but they have not made
official announcements about
their plans.
The tribe has also expanded
their gaming operations with
renovations at two of their
four casinos. In June, the tribe
opened a new addition to the
existing Lil’ Bit of Paradise
Casino in Newkirk. The expansion added 5,034 square footage and 99 machines to the
gaming floor.
According to General Manager Laura Rosas the casino
has seen a 15-20 per cent
increase in traffic since the
completion of the addition.

Between their many business

RED ROCK — Last year the
Otoe-Missouria Tribe moved
beyond its gaming and retail
stores into entertainment and
hospitality with the opening of
the Council Bluff Event Center and First Council Hotel
in Newkirk. In 2011 the tribe
continued to look at other
industries in which to expand
its business enterprises while
maintaining a unique gaming
experience at its four casinos.
In the fall of 2010, the tribe
purchased the former Harold
Mullins Farm two miles southeast of the tribal complex in
Red Rock. The farm was a
working cattle ranch with 900
plus acres of land. In about
a year the 7C Land & Cattle
LLC quickly grew to more than
500 head of Angus cross cattle
with the majority being Black
Angus.
“Our farm and ranch operation is doing better than we
imagined,” Tribal Council
Member Alvin Moore says.
“The drought caused us to

sooner than we wanted, but
we made a good profit off of
them.”

next 20 years and beyond.
As the book of Hebrews
says, “Therefore, since we
are surrounded by such a
great cloud of witnesses, let
us throw off everything that
hinders and the sin that so
easily entangles, and let us
run with perseverance the
race marked out for us.” Our
race is not yet finished, and
will not be finished until we
leave this earth or until He
returns. While we anxiously
await that glorious day, we
will continue to declare the
love of Christ for all men and
women. To the single mother
who needs the encouragement to get through each
day, to the prison inmate that
hears the message of freedom while he is behind bars.
We have been tasked with
the great commission, and we
➢
resolve was strong, and their
focus was to bring back great
Christian radio to the Oklahoma City Metro. And as
a testament to that drive to
rebuild, a new 500-foot tower
was erected to replace the
fallen one just 5
months later.
Oklahoma
City had the ability to be
encouraged by The House FM
once again.
Now in 2012, 20 years after
the beginning of the grand
vision of Doyle Brewer, The
House FM and My Praise FM
Radio Network has 14 Stations reaching listeners in
Oklahoma, Kansas, and all
over the world via internet.
This radio network has not
just garnered the accolades
of thousands of listeners, but
from fellow Christian radio
peers as well. The House FM
was recently named a finalist
in the Medium Market category for station of the year
in the Christian Music Broadcaster Awards.
The House FM was recog-
→
the teaching programs and
praise and worship on the
original station, KLVV, and
unveil a new music format on
the new station, KJTH.
The format was set, the
tower concrete was drying,
the only thing left to decide
was a name. A lot of different
names were tossed around,
but a van trip with the staff
returning from an event is
when inspiration hit. Listening to the radio station just
how your family does, in the
van while driving around, a
song came on the air, “Love is
in The House.” “If love is in
the house, then the house is
truly packed.” Hearing those
words inspired Janelle Keith
and former Assistant Promotions Director Brad Keim,
to suggest the name for the
new radio station, “89.7 The
House”.
89.7 The House signed
on at 4 pm on Oct. 12, 2004
and KLVV became Praise
88.7. 88.5 The House signed
on in Oklahoma City April
2008, and the latest 100.1 The
House came on in Wichita
August 2010. Over the past 20
years, other stations signed
on in Stillwater, Shawnee,
Elk City / Clinton, Norman,
Edmond, Altus, and Bartlesville. Since The House FM
and My Praise FM began
Internet broadcasting April
2001, listeners from hundreds
of different countries have
listened via the internet,
including restricted countries like China and Muslim
countries in the Middle East.
The House FM and My Praise
FM were the first Christian
radio stations to have a custom iPhone app and now with
other apps for almost every
phone and tablet, listeners
can take the stations wherever they go.
Of course, anyone can follow God during the good
times, but what about when
disaster strikes? It was one
of the biggest tornados that
had ever been recorded in
the Oklahoma City Metro,
and as the station covered
the storm live, there was an
uneasy feeling when the town
directly in the path of the
storm was mentioned. Calumet, Oklahoma is the home
of The House FM’s Oklahoma
City tower. The 500-foot tower
made of steel and anchored
with cement was no match for
the EF-5 Tornado. After the
storm cleared, the site was
surveyed. The assessment:
Total loss.
The dream of the staff
would refuse to be destroyed
along with the tower. Their
Pecan Road
Starting in 1992 one man’s
dream began to come to life.
A dream to bring Christian
radio to northern Oklahoma,
and like most dreams it had
a modest beginning starting
with a 60-foot tower and shed
in a back yard. But with God
powering the vision, a much
larger facility was found to
house a big radio station. A
former TV broadcast studio
building complete with a
tower was acquired at a fire
sale price. And there was
plenty of room to grow.
The vision grew stronger as
more and more people donated their time and money
to get the station started.
People painted billboards,
remodeled rooms, wired studios, and organized music, all
to help get Christian music
on the air.
Tony Weir joined Station
Founder Doyle Brewer along
with dozens of supporters,
logging hundreds of hours, to
get the original Love Station
up and running. They all
gathered for the momentous
occasion as the first station
officially went on the air Dec.
21, 1992 at 7:30 p.m. The first
song played on KLVV was
“People Need the Lord” —
something that has driven the
ministry from day one.
Concerts and special events
were a huge part of the early
years of KLVV. Thousands
attended numerous concerts
every year in the Hutchins
auditorium in Ponca City, the
Mark Price Arena in Enid
and venues in Stillwater
including the Gallagher -Iba
Arena which hosted over 4000
people to see 4Him and Point
of Grace in 1995. Events like
Heaven’s Gates and Hell’s
Flames drew sold-out performances that were held over
for many extra days and, most
importantly, saw hundreds
make decisions for Christ.
As the radio station continued to mature, so did
the quality and the style of
Christian music available to
families. All local programming eventually replaced
the satellite programming by
the late nineties. God continued to bless the ministry
and after 7 years of delays,
the FCC granted a license for
the maximum power allowed,
100,000 watts, for 89.7 to be
an addition to the original
88.7 frequency. A choice had
to be made concerning what
kind of music to put on both
stations. Seeing a need to
reach families with children
and the type of music they
would like to listen to, Doyle
made the decision to keep

Throop Propane Company
Established Here in 1976
Throop Propane Company Inc. was established in 1976 by James G. Throop. Tom
Throop joined his father in business that same
year and in 1992 took over as president upon
his fathers’ death.
Throop has served the Oklahoma Propane
Association as president several terms, and
is currently on the board of the Oklahoma
Research, Marketing, & Safety Commission,
appointed by the Governor of Oklahoma.
Propane has always been the “greenest”
fuel available. It significantly reduces carbon
dioxide emissions and other greenhouse gasses produced during combustion. It is also
very cost effective, being priced lower than
gasoline and diesel.
Vehicles running on propane or “Autogas”
will find it nearly doubles the range provided
by compressed natural gas, CNG. Propane
burns so cleanly that vehicles running on it
need much fewer repairs and maintenance.
More and more municipalities are changing
their fleets of vehicles to Propane and some
are also converting their fleet of mowers. The
conversion costs will be saved by the money
spent on fuel, maintenance costs, and capital
equipment as well.
Over 90% of Propane, ‘Autogas’, is produced
in the United States. By using ‘Autogas’ you
are reducing our dependence on foreign oil,
plus creating more jobs in the United States.
To sum it all up, ‘Autogas’ is a safe and very
reliable domestic energy source with performance advantages.
Consumer confidence in Propane is tied to
a trained workforce and All Throop Propane
employees are trained and safety certified to
handle and transport propane safely. Certification requirements are established by the
National Propane Gas Association and the
Oklahoma LPG Administration.
Throop Propane handles commercial businesses and residences by servicing and leasing
tanks of all sizes. We are a full line independent Propane dealer serving all your propane
needs from tanks, to bottles, to parts, to service, RV’s and repairs. Through the Oklahoma
Propane Gas Commission we have rebates for
up to $200.00 available for installing hot water
tanks and tank pressure regulators.
Our Ponca City location serves all of Kay
County and western Osage County while the
Pawnee branch, managed by Bill Keeler,
serves the Pawnee area along with Cleveland
and Mannford.
Throop Propane values our customers and
strives to meet all their needs with dedicated
and trained employees. We are proud to sell
Propane as a very safe energy with a low
impact on the environment.

Aids Offered at Heartland Hearing
Do you find yourself asking
people to repeat themselves?
Do you have to turn up the
TV volume to hear? Perhaps
you’re experiencing hearing
loss and don’t realize it.
Charles Smith of Heartland Hearing Aid Center,
1209 North Seventh, says that
hearing loss isn’t necessarily
age related.
Statistics say that only 40
percent of people with hearing loss are older than 64
with the largest age group
being between 18 and 64.
Untreated hearing loss is
more noticeable than today’s
hearing aids.
Today many miniature
hearing aids fit totally within the ear canal or behind
the ear making them virtually invisible. There are a
wide range of hearing aids
available today.
Meanwhile he advises people working in high-risk professions to make sure their
hearing is protected according to OSHA regulations by
wearing protective gear.
At home, lower the volume
of televisions and radios and
purchase quieter running

New Salon Opened Here in February
PAGE 6-H–THE PONCA CITY NEWS, SUNDAY, OCTOBER 21, 2012
Jake McGuire of Hairnoya
says his inspiration for opening a salon was the feeling he
gets when someone gets out of
his chair.
“I never get tired of seeing
the look of another satisfied
patron. It is a very rewarding
career,” he said. “I wanted a
name that was fun and memorable. ‘Hairanoya’ is a play on
the words annoy and Utopia.
We see and emote its positive
connotation through our slogan/motto, ‘Hairnoya! We can
help you!’
The opportunity presented
itself and as if all the stars
aligned in his favor. “I worked
my tail off getting it ready
and assembled some of my
top previous students with the
ambition and drive to help
make ‘Hairanoya’ a tremendous asset to the community
here in Ponca City. Our current clientele are just ecstatic
with praise; we hope you will
be too and soon. We are a
relaxing environment providing full salon services to men,
women and children. We first
opened Feb. 1. It was coincidently my brothers birthday
which makes it special to me
in one of those stars aligning
/ meant to be occurrences I
mentioned.”
His team consists of himself, also called Mr. Jack
from his previus teaching
positions, Rona Sullivan,
stylist and nail tech.
“I feel so lucky to learn
from when I get the free
chance to watch her work her
talent when creating some of
the most amazing nails. Her
techniques with her shears
create some very precision,
current and even trend setting styles flattering to your
best features.”
“Mary Renken” is the person everyone falls in love
with. I knew when she was
a student that if I ever was
to open a salon that she was
who I wanted to work with
and someone who would
help train the team by challenging us all to keep up to
her high standards and work
ethic. She keeps us all smiling daily. Her rapport with
her clients is endearing to
say the least.”
Rounding out the team
is Veronica Monroe. “ Her
knowledge and talent is truly
masterful.”
The salon is looking forward to this month since it
is National Breast Cancer
Awareness Month. “We like
to give back to the communi-
ty of Ponca City and support
such a worthy cause.”
Since fall is here they plan
an open house with some
activities and refreshments
Oct. 26-31.
“We are offering fallthemed manicures and pedicures for men and women at
the regular mani and pedi
price of $10 and $25.00.”
“We also have a pumpkin facial to punctuate the
micro-dermabrasion exfoliation treatment designed to
eliminate any dry sun damaged skin which we all have
encountered this summer.
It’s the opportune time to
prep the face for the harsh
winter chill we all know is
just around the corner.”
“We have just aired our first
commercials on the radio and
the excitement we expect to
continue as we try and compete in this tough market.
Having so many previous
students working locally is
a great feeling and I don’t
really look on it as competing.
We extend our professional
courtesy to the stylist at large
in Ponca and welcome any
assistance they may need.”

Blackwell Regional Hospital
Recognized as Top Performer
Blackwell Regional Hospital today
was named one of the nation’s Top
Performers on Key Quality Measures
by The Joint Commission, the leading
accreditor of health care organizations in America.
Blackwell Regional Hospital was
recognized by The Joint Commission
for exemplary performance in using
evidence-based clinical processes that
are shown to improve care for certain conditions, including heart attack,
heart failure, pneumonia, surgical
care, children’s asthma, stroke and
venous thromboembolism, as well as
inpatient psychiatric services.
Blackwell Regional Hospital is one
of 620 hospitals in the U.S. earning the
distinction of Top Performer on Key
Quality Measures for attaining and
sustaining excellence in accountability measure performance. Blackwell
Regional Hospital was recognized for
its achievement for pneumonia care.
The ratings are based on an aggregation of accountability measure data
reported to The Joint Commission during the 2011 calendar year. The list
of Top Performers increased by 50
percent from its debut last year and
represents 18 percent of accredited
hospitals reporting data.
This is the second year in a row that
Blackwell Regional Hospital is being
recognized as a Top Performer. Blackwell Regional Hospital is one of only
244 hospitals that achieved the distinction two years in a row. Last year,
Blackwell Regional Hospital was recognized by The Joint Commission for
its achievement in pneumonia care.
Blackwell Regional Hospital is one
of 41 hospitals operated by Health
Management Associates, Inc. to be
named to the Top Performer list. It is
also one of 30 Health Management hospitals to be a Top Performer in both
years of this recognition program.
Each of the hospitals that were
named as a Top Performer on Key
Quality Measures met two 95 percent performance thresholds on 2011
accountability measure data.
First, each hospital achieved performance of 95 percent or above on a
single, composite score that includes
all the accountability measures for
which it reports data to The Joint
Commission, including measures that
had fewer than 30 eligible cases or
patients. Second, each hospital met
or exceeded 95 percent performance
on every accountability measure for
which it reports data to The Joint
Commission, excluding any measures
with fewer than 30 eligible cases or
patients. A 95 percent score means a
hospital provided an evidence-based
practice 95 times out of 100 opportunities to provide the practice.
Each accountability measure represents an evidence-based practice – for
example, giving aspirin at arrival for
heart attack patients, giving antibiotics one hour before surgery, and providing a home management plan for
children with asthma.
“When we raise the bar and provide
the proper guidance and tools, hospitals have responded with excellent
results,” says Mark R. Chassin, M.D.,
FACP, M.P.P., M.P.H., president, The
Joint Commission.
“We understand that what matters
most to patients at Blackwell Regional
Hospital is safe, effective care. That’s
why Blackwell Regional Hospital has
made a commitment to accreditation and to positive patient outcomes
through evidence-based care processes. It is our commitment to always
put patients first. We are proud to be
named to the list of The Joint Commission’s Top Performers on Key Quality Measures,” says Julie McCormack,
CEO.
In addition to being included in
today’s release of The Joint Commission’s “Improving America’s Hospitals” annual report, Blackwell Regional Hospital will be recognized on The
Joint Commission’s Quality Check website (www.qualitycheck.org).
The Top Performer program will be
featured in the November issue of The

and expanding its current facility to meet the needs of future customers and orders.
Mertz Celebrates 85th Year in Industry
Mertz Manufacturing, LLC
celebrated its 85th year in the
manufacturing industry in
2011 with a record production
year. Mertz is building on its
present success by focusing
on a future oriented towards
the production of high quality products, retaining and
recruiting a skilled and dedicated workforce, instituting
lean manufacturing principles
and techniques to improve
production processes and output, and expanding its current
facility to meet the needs of
future customers and orders.
The company began in 1927
in Ponca City, OK. Originally
owned and operated by Roy
Mertz, the little, one-man
machine and welding shop
quickly became known for
its manufacture of precision
products. A perfectionist,
Mertz, skillfully crafted metal
fabrication orders for industry and public use.
After returning from World
War II, Forrest and Don Mertz
worked under the watchful
eye of their grandfather and
in 1948 they purchased the
company from Roy. Carrying
on the tradition of excellence,
the brothers eventually outgrew the shop their grandfather had founded and in 1968
they built a new plant, moved
to their present location and
became Mertz, Inc. The plant
has been expanded numerous
times over the years. In 1996,
Forrest Mertz purchased his
brother’s half of the business,
then in 2004 the name was
changed to Mertz Manufacturing, LLC.
In mid-2012, Mertz completed an additional facility at 2400 N. Waverly. The
building is 140 feet wide and
800 feet long and graduates
in height south to north from
28 to 55 feet. It houses the
assembly process, paint and
blast, inventory, shipping,
and receiving. Remaining in
the existing facility at 1701 N.
Waverly are welding, layout,
and administrative offices.
Mertz Manufacturing, LLC
continues to design, fabricate
and manufacture durable,
innovative and high-quality parts and equipment for
its loyal customer base. Its
products include well servicing equipment and specialty
trailers used in oil and gas

Company President Steve
Ballinger joined the company
in 1988, became General Manager in 1996, and President/
CEO in 2009. Ballinger enthusiastically explains the reason
for the company’s continued
success, “We have many customers who have been with
us for a number of years and
have remained loyal to us
even as we struggled through
economic downturns. We also
have new customers who will
become repeat customers as
long as we continue to produce the high quality products
that have made this company
what it is today.”
Mertz Manufacturing, LLC
has a distinct quality that sets
it apart in the manufacturing industry. Its “job shop”
approach to manufacturing
capitalizes on its ability to
produce large, complicated
fabricated steel and aluminum equipment or compo-
nents to its customers’ specifications and satisfaction.
Mertz has successfully been
able to build upon an early
foundation of superior quality
in metalwork, solid reputation
for business integrity, customer satisfaction and characterbased management to become
a company that has been an
industry leader for more than
eight decades. The Mertz company motto that still prevails
is simple: Safety. Quality.
Quantity.

MANY VOLUNTEERS work at Marland Children’s Home in Ponca
City.
Marland Children’s
Home Opened in 1928
Marland Children’s Home
was founded in 1928. E.W Marland, founder of Marland Oil
and former Governor of Oklahoma, believed in the cause
of caring for children in need.
Marland donated the land for
a children’s home to be built
in Ponca City. Along with
Marland, William McFadden
donated the funds to build the
first buildings on the home’s
property. Marland inspired
others to support the vision
saying, “I have never found
Oklahoma slow to respond to
a cause of this kind, you folks
who are here from all over the
State tell your home communities of these children.”
In 2010 the home changed
its name to Marland Children’s Home, honoring Marland’s legacy of caring for
children in need. Over the
years MCH has served thousands of neglected and abused
children across the state of
Oklahoma. Currently, MCH
serves 44 children between
the ages of 11-18. The home
maintains three dormitories,
a school, an administration
building, and a gym/cafeteria.
The children within our care
also receive extensive individual and group counseling.
Within our home setting, we
support children who have
never been given the opportunity to achieve their goals
and pursue a brighter future.
We believe that every child
should be treated with dig-
nity by providing a safe home
and caring for their physical,
emotional, educational, and
cultural needs. Marland Children’s Home currently serves
44 children between the ages
of 11 and 18 from all across the
state of Oklahoma.
Marland Children’s Home
hosts an annual Fall Festival.
This fundraiser helps support
our home and the children
within our care. This year
it will be sponsored by RCB
Bank. The Fall Festival is
set for Oct. 26 from 5-10 p.m.
at Marland Children’s Home,
1300 Summers Place Ponca
City and is open to the entire
community.
This event has continued to
grow each year from a baked
potato dish to a multi-activity
filled event. The plan for this
year’s Fall Festival includes
four major attractions: a
haunted hayride, an un-haunted hayride, a mini midway,
and our signature baked potatoes. We will also have hotdogs, door prizes, a petting
zoo, and more. Additionally,
we will have a “drive thru”
service for our baked potatoes. Fall Festival is a unique
event which appeals all ages.
We want to thank RCB Bank
for sponsoring our Fall Festival, giving us the chance us
to make this event the best
we have ever had. We invite
the community to bring their
family and friends to a fun and
spooky night.

American Red Cross Comes to the Rescue
The Ponca City American Red Cross is
responsible for the safety and preparedness of
people throughout Eastern Kay, Northeastern
Noble, Osage and Pawnee counties. Last year,
in its mission to alleviate human suffering in
the face of emergencies, the Ponca City Red
Cross responded to 81 disasters and provided
more than $28,663.64.
While the Red Cross is well-known for
responding quickly to the scene of large disasters such as floods and tornadoes, the most
common Red Cross disaster response is single-family home fires. Red Cross volunteers
respond at all hours of the day and night, often
arriving at the scene while the fire is still
burning.
The Red Cross brings comfort and critical
financial help for temporary lodging, meals,
clothing and shoes to help families get back
on their feet.
In the days following a disaster, the Red
Cross provides mental health counseling,
cleaning supplies, basic kitchen wares and
assistance with replacing medical equipment
such as canes, hearing aids and dentures. The
Red Cross also provides financial help with
first month’s rent and security deposits as
needed. On average, it costs $800 - $1,000 to get
a family of four on the road to recovery.
“Nearly 70% of families we help have no
structure or contents insurance,” says Wendy
Stobbe, Director of the Ponca City Red Cross.
“In many cases, the Red Cross assistance is
what prevents those families from falling into
overwhelming debt or even homelessness.”
In addition to caring for disaster victims, the
Red Cross provides critical hydrating beverages and energy-sustaining meals and snacks
to emergency responders who may be working under extreme conditions for extended
periods of time. The Ponca City Red Cross also
brings families closer together, delivering family emergency messages to Oklahomans serving in the U.S. Armed Forces.
“The Red Cross is not a government agency,”
says Stobbe. “The services we provide to
the community are possible only through the
work of volunteers and generous financial
donations from companies, foundations and
individuals.”
For more information about Red Cross services, or how you can help the Red Cross as a
volunteer or with a financial gift, call the Red
Cross office at 765-6605.
Ponca City Art Center Features
Exhibits of Local, Regional Art
The Ponca City Art Center is
a center for artistic creation

articulate a vision;
build
self-confidence and self-discipline; and develop the ability
to imagine what might be.
2012 is becoming a banner
year for the Ponca City Art
Center with an expanding
array of classes and exhibits. The Center is presenting
four major exhibitions this
year along with the membership and youth shows. Three
exhibits will feature the work
of renown Oklahoma artists Grace Grothaus, Marwin
Begay and Nathan Opp. The
fourth will feature digital photography in an exhibit organized by Kenneth Crowder.
