I love the holiday season for a number of
reasons; mainly, because for a short period of time we actually act like a caring and
compassionate community that actually
lives up to the Christian values that we
espouse the rest of the year.
Reasons why Christmas rules:
1) Christian values - Whether we be
Catholic, Protestant, Buddhist, or Hindu,
we can all appreciate and celebrate the
quality of the teachings of Christ. Unfortunately, some of us forget about them
during the rest of the year; or we interpret
them to match some personal agenda or
character shortcoming. For example,
when Christ said, "Blessed are the poor,"
it wasn't meant to be an excuse for the rich
to exploit workers. Throughout his teachings, he continually preached that we
must not take advantage of our less fortunate, that our actions should revolve
around helping lift up our brothers and
sisters.
"Whatever you did for one of the least of
these brothers of mine, you did for me."

Out: That there weren't more
If only we could practice Christian values
365 days a year and not just the 31 days of
December ... I guess I shouldn't complain.
At least we get 31 days!
In: Finding new ways to organize Guam's workers
for the betterment of our island
Out: Businesses that are afraid of, or are antiunion/family
2) Family - It is very easy for some of us
to get so caught up in day to day life that
we don't take the time to appreciate and
enjoy our families. For the first time in
many years I'm blessed to be able to spend
Christmas with my parents. My dad
turned 75 this year, and I missed the party
because it was the weekend before the
General Election. So I am super-appreciative that I will get to spend a couple weeks
with them over the holiday season. I know
that I am like a lot of people on Guam who
have family and loved ones who are shousands of miles away and the gift it would
be to just be able to spend a few hours
with them. As sad as this may be, at least
we can keep them in our thoughts and
prayers and hopefully make a phone call

Out: That it's impossible to make it to all of them
In: GFT's new Book of Collective Bargaining
Agreements
Out: That it took us so long to come up with the
idea
or two.
3) Parties - One of the greatest things about
Guam is that we love to party and during the
Christmas season we kick it into high gear.
Whether it's a christening, a fiesta, an election, Christmas, or Sunday around the BBQ,
we build community on Guam one party at a
time. Anytime that people can get together
and spend quality time with their brothers
and sisters is a good time, and Christmas
parties are the best!
Yes, I love Christmas, and this year we all
have a lot to be thankful for. We've got some
of the finest collective bargaining agreements in the country in place for GPSS faculty and Staff, GCC faculty, DPW and
DODEA bus drivers, DPHSS eligibility specialists and the GMH nurses. Early next
year we will seek to close on the bargaining
agreements for GWA and GIAA airport rescue fire fighters currently under negotiation. We've won decisive court battles that
will put millions of dollars into the pockets
of our members and their families. And
lastly, our union continues to grow, extending union protection to hundreds of new
workers which in turn strengthens our ability to win for all of our members and their
families.

VICTORY FOR GMHA NURSES!
After five years, a court
order and large quantities of
union activism the Board of
Trustees of GMHA approved the
GMHA Nurses contract at their
meeting on Tuesday night
November 21. Now we will fast
track it through the AG’s office
and on to the Governor. Hopefully, the people of Guam and the
Nurses at GMHA will be able to
enjoy better health care due to a
great CBA for our nurses that
provide the health care that our
island needs.

GFT TO PRODUCE FIRST
CBA BOOK (11/24)
GFT’s executive Council voted at the November 21
meeting to produce a single book
with all of GFT’s current collective bargaining Agreements,
including GPSS Teachers and
staff, GCC Faculty, DPW Bus
Drivers, Alutiq (DODEA) Bus
drivers, DPHSS Eligibility Specialists and hopefully the GMHA
Nurses CBA. CBAs for GWA
workers and GIAA ARFF that are
currently being negotiated will
be included in the next printing.
AFT MEMBERS RALLY
FOR MINIMUM WAGE
INCREASE (11/24)
While GFT members
have been successful getting a
modest increase in the minimum wage on Guam our union
Brothers and Sisters across the
nation are working to get it
increased at the National level.

the vice principal in charge of
discipline at Southern High
School. Quality management
plus quality collective bargaining
agreements equal a quality
learning environment for our
kids. We wish Liz, the faculty
and the kids at SHS all the best.
Hopefully this will signal the
beginning of a Better life at SHS.
VICTORY FOR JANITORS
IN HOUSTON (11/24)
5300 Janitors in Houston won their first union contract, which will more than double their wages, giving them
more hours and health insurance. This is a city wide contract
of the type that SEIU has pioneered and proof that even in the
GMHA

awarded contract they rightfully deserve.

AFT GETS READY FOR A
NEW CONGRESS (11/24)
The newly elected Congress has an opportunity to chart
a new course for America by
implementing campaign priorities
into legislation and programs—
and the AFT already has the structure in place to offer ideas on key
issues. The union's ACE (Activists
for Congressional Education) program, which connects lawmakers
with AFT constituents back home
in frank, substantive and regular
discussions, will become more
crucial than ever as the new Congress convenes in January. While
the AFT celebrated campaign victories earlier this month, now "it's
time to establish ACE committees" in districts where there are
none, AFT president Edward J.
McElroy told state federation
leaders on Nov. 10.
Currently there are
about 200 ACE committees established in congressional districts,
but there should be about 350
(this represents districts where
AFT has membership of 300 or
more), says John Ost, director of
the union's political and legislative mobilization department.
"We can't assume that the new
members of Congress know everything about our issues. This is an
opportunity to educate them."
The union will likely focus on a
number of key issues, says AFT
legislative director Tor Cowan,
including the No Child Left
Behind Act; a minimum wage
increase; worker rights; school
modernization and repairs; retirement security; expanded college
access; and affordability of prescription drugs under Medicare.
"We look forward to working with
ACE committees and other AFT
activists to help us push the new
leaders in Congress—Republicans
and Democrats alike—to enact
laws that serve the common
good," says Cowan.
KNOW YOUR CONTRACT!

GFT members have
some of the finest collective bargaining agreements (CBA) in the
country, but they are worthless if
members don’t enforce them. All
of these contracts are in full effect
and are legally binding. CBAs
take precedent over rules and
policies and no changes can be
made with negotiation. That’s
why it is so important that members read and know their contracts. They are on our website!

Congratulations to Mr.
Antonio Viloria, a Teacher at
Agana Heights Elementary School
and a member since 1997, who
had the lucky raffle ticket and won
2 round trip tickets to Palau on
Continental Micronesia at the
November 3 general membership
meeting. Next time it might be

VICTORY IN COURT FOR
DOC MEMBER (11/17)
GFT won close to $100k
at CSC for DOC member Michael
Chargalauf, but the director of
DOC Robert Camacho refused to
honor the decision thanks to the
23rd Guam legislature making
CSC decisions “advisory”, so GFT
went to court. Judge Meriman
issued an Alternative Writ of
Mandate for Robert Camacho to
pay all back wages and GFT’s legal
fees.

I want to thank everyone
that called or emailed to wish me
a Happy Birthday. It’s amazing
the positive effect that two words
can have. To the ladies of JFK that
sang to me over the phone, Marilyn Monroe couldn’t hold a candle
to you! With that in mind we are

‘WE RAN AS POPULIST
DEMOCRATS’ (11/17)
Hollywood couldn’t have
set the stage any better. The
Capitol dome brightly spotlighted
in the Washington night through
the picture window. The first
woman ever set to serve as speaker of the House. A half-dozen
newly elected senators whose victories shifted the Senate’s balance
of power and many more new
House members. But it wasn’t
make believe, it was part victory
party, part welcome wagon for
the new lawmakers and part
promises of a new congressional
direction at an AFL-CIO new
members’ reception.

compensatory time off (CTO, CTA,
Flextime, etc) practices through
out GovGuam. Many GovGuam
agencies and departments have
used CTO illegally or improperly
instead of paying overtime. If you
think that this applies to you or
one of your co-workers you may
be owed a lot of money in back
pay, so let us know.

VICTORY AT THE POLLS;
ELECTION 06 (11/10)
Thanks to your hard
work getting out the vote and talking to your friends and family
about the issues we got four great,
pro union candidates elected to
the legislature!!! This gives us a
very strong BETTER LIFE TEAM
in the Legislature. This was no
easy feat but Rory Respecio, Dave
Shimizu, Tina Muna Barnes and
Judi Guthertz believe in us and
our issues. We will begin intro-
ducing BETTER LIFE legislation
as soon as they take office. Fortunately, we have three other
Democrats and Republican
friends who will hopefully sign
on and help us pass some of
these incredibly important bills.
VICTORY IN U.S. HOUSE
AND SENATE; GOOD FOR
GUAM (11/10)
Democrats, for the first
time in 12 years, have a majority
in both the U.S. House of Representatives and the Senate. This
will be incredibly good for Guam
in a number of ways, with the
first being raising the minimum
wage. President Rector met with
Congresswoman Bordallo on
November 8 to discuss labor
issues which will make a Better
Life for working people on
Guam. The Congresswoman
remarked,
“Yesterday,
my
answer would have been completely different than today!”
The Democratic victory was a
result, in part, of union members
all across the U.S. working hard
to get our members to the polls.
As a result, GFT will be able to
tap into Union lobbying power to
assist the congresswoman in her
efforts to win for Guam.
TEACHERS CONTRACT
SIGNED! (11/10)
Literally hours before
the election Governor Camacho
signed the GPSS teachers contract. This is a victory in more
than one way. First, it means
that teachers are indisputably
covered by one of the finest collective bargaining agreements in
the country and two, it shows
how powerful our votes are. In
the coming weeks we will be
sending out email notices to
Teachers on some of the important new parts of this CBA. Help
your fellow teachers learn their
new contract by signing them up
for eUpdates.

Meet the Staff
Jerriann C. Cruz
Jerriann C. Cruz has been
employed with the GFT for
8 years. Although her official position at the GFT is
"Receptionist/Messenger
Clerk", Jerriann's job
duties vary and include;
Keeper of the Membership
Records, Messenger Clerk,
Membership Recruitment,
Newspaper Delivery and
Receptionist. Jerriann also
assists the Word Processing Secretary with preparations for GFT functions as
well as assisting the
Accounting Office.
Jerriann is a graduate of John F. Kennedy High School,
graduating in 1992. She is also very active with the Catholic
Church, serving as CCD Teacher, Lector, Life Teen and singing
in the Merizo Church Choir. She also enjoys participating in
sporting events such as basketball, volley ball and swimming.
Jerriann says she gets pleasure from working for the
GFT, Guam's Local Union because of the camaraderie of her fellow employees and the feeling of accomplishment she enjoys
from working with and helping union members. She also enjoys
the variety of job duties and responsibilities she experiences
from working at the GFT.
So, next time you call or visit the GFT Office, give a smile
to this hardworking member of the GFT team.

OPINION
Victories for Guam's
Working Families
While these elections may have seemed anticlimactic, we should keep in perspective the victories for
Guam's working families. Our members and their families won in more ways than one. Even though the results
of the gubernatorial race and maybe even the primaries
are still being fought out in court, we can still look at what
gains we've made at the polls towards winning a better
life for our members and their families.
First and foremost, we helped get elected four
staunchly pro-union/family senators: Rory Respicio,
Tina Muna Barnes, Judi Guthertz and Dr. David Shimizu.
A factor in their success was that they agreed with our
issues and spoke about them knowledgeably and passionately whenever possible regarding the people of Guam
wanting a better life, better paying union jobs, universal
health care and Justice for workers.
This, of course, doesn't mean that we don't have
any other friends in the legislature, because we do on
both sides of the aisle. Our approach, this time, was different; we have learned better ways to help people that
are friends of our members and their families to get elected. What we are building is a Better Life Team (caucus) in
the legislature, and every month we hope to run an article from our "BLT" on working family issues in the 29th
Legislature to keep us all informed on legislative matters
important to us.
The first bill to be introduced will be on the issue
of universal health care. Fortunately, we don't have to
reinvent the wheel on this; California has already spent
millions writing a great piece of legislation. It passed their
state legislature but was vetoed by their Governor
because he didn't want to cut into the profit margins of
big drug and health insurance companies. We know it
won't be easy to get it passed here, but it's the right thing
for Guam. With everyone's hard work we can make it a
reality.
Another big victory for our members and our
island is a Democratic Majority in both the U.S. House of
Representatives and Senate. This gives the GFT more
federal lobbying power than just about anyone else on
Guam! For the first time in 12 years, labor unions now get
invited in the front door while big business lobbyists will
have to go around back! We look forward to working with
our good friend and great congresswoman Madeline Z.
Bordallo to help win great things for the people of Guam.
So the wheel turns and another election cycle
comes to a close (maybe), but that doesn't mean that our
participation in our Democracy will rest for the next two
years. Far from it. There are many issues that face our
families that can only be dealt with by our legislature. It
will take all of us to keep calling, sending emails, and
making visits to senators in order to make sure that our
voices are continually heard; because if we don't who
will?

Hafa adai and greetings to all teachers and readers of the GFT News!
This is the initial article for a new column in this paper that will discuss a wide variety of environmental issues with a focus on environmental education. My name is Peggy Denney, and I am the Program
Coordinator for Education and Outreach for the Guam Environmental
Protection Agency (Guam EPA), and I am writing this column to promote environmental education and raise awareness of important issues
with respect to the stewardship of our island and its natural resources.
My role as education/outreach program coordinator encompasses a
wide range of duties, all of which focus on disseminating information to the community, whether it be public
or private schools, government agencies, businesses, or the general public. My specific areas of interest are
recycling and composting, but coastal/marine protection, soil erosion, stormwater management, and watershed management are also issues that are included in the public education program.
There are many Government of Guam natural resource agencies that participate in the public environmental education endeavor, most of which are members of the Environmental Education Committee
(EEC). This committee was created by an executive order and is a subcommittee of the Watershed Planning
Committee. Its members includes the BSP Coastal Management Program, Dept. of Agriculture, Divisions of
Aquatics and Wildlife and Forestry, the University of Guam, the Nature Conservancy, NOAA, Western Pacific Regional Fisheries Council, and other organizations on Guam, with Guam EPA as the chair. The EEC meets
on a regular basis to coordinate environmental activities, the most well known being the Island Pride Earth
Day Festival in April.
We will be gearing up soon for Earth Day, and all the schools will be receiving information about
the Earth Week 3-D Artwork Contest, the Earth Week Banner Contest, the Governor's Green School Awards,
and the Environmental Stewardship Awards. Sometimes the information that is faxed to the schools is not

The theme for our next Earth Week activities is going to be "Know Your Watershed," and the 3-D
Artwork Contest is going to be a 3-D replica of your respective watershed. The EEC is planning outreach
efforts with the schools to enhance teachers' and students' knowledge regarding watersheds, what they are,
how to identify your respective watershed, how they impact the coastal areas, and the tremendously important role they play in our island environment.

Letters to GFT...
Dear GFT,
I want to thank you for all your time and work and support. Although I
must start at the beginning scale for Medical Technologists and not receive any
retroactive pay, I feel like we won anyway. And we did.
They acknowledged my certification and gave me the title and the 25%
retention-pay thet goes with the position. Also, they reorganized their policy to
include NCA certification for all new hires. I was accepted because of the certification and because I "grand-fathered" in. Actually, the Board still never recognized my grievance as valid. They did send me a letter stating that they
denied my request.
This reversal was made possible by Zinnia Pecina, RN, who is Ancillary Director, I believe. Only she noticed that I was asking for the 15% certification pay that was actually misnamed. It was for "further" certification. What
I should have been asking all along for was the 25% incentive-retention pay
that the Med Technologists were already getting, but no the Med Technicians.
(Because of a certificate.) I wonder why she was the only person to notice this?
Then, she drafted a letter to GovGuam Administration. It was accepted, so
GMH accepted it.
So, after all the collective work on my behalf, I thank you very much. I
do hope all your endeavors have such positive outcomes. And power to the
people who persevere!
