About the Newsletter: The Pugua Wireless is the quarterly newsletter of Chapter 46 of the Special Forces
Association. It is written and edited by Jeff Raker. Photos, printing and dissemination are the work of
John Deschamps. Opinions expressed in the letter are the sole responsibility of the editor and do not represent any position of the national leadership of the Association. Pugua is the Chamorro word for betel
nut which is chewed as a mild stimulant by people of the Marianas and Southeast Asia. The Chamorro
language belongs to the Malayo-Polinesian family of languages and is still spoken by many of the American citizens of Guam and the Commonwealth of the Northern Marianas.
MINUTES OF THE 1 MARCH 2014 GUAM
MEMBERSHIP MEETING
President John Deschamps opened the meeting at
the Special Forces Room of the American Legion in
Tamuning at 1100 hours with the traditional
pledge of allegiance and a moment of silence for
fallen and missing comrades and those still in
harm's way in the defense of freedom. The
minutes of the last meeting and the financial report
were read and approved by the membership John, Joe & Jeff in the SF room of the
American Legion Guam
Old Business
Bo & John delivering 3 bags of rice to
Bahai Bata school in Angeles City, RP
John reported that the rice allotment had been
delivered at the orphanage as scheduled. Jeff
read an email with an update on MOH recipient
Jon Cavaiani's condition. He stated that a thank
you communication had also been received from
the California SFA Chapter overseeing the support of the Cavaianis. Jeff reported that he had
notified Chuck Randall in regard to the death of
Chuck Stanton as to the Chapter President’s action in support of Stanton’s Widow, and that she

required no additional support from the Chapter.

President John announced that the next quarterly business meeting would be at the Blue
Boar Inn in Angeles City at 1300 hours on 22
March 2014. There being no further business,
the meeting adjourned at 1125 hours.

The meeting was called to order by the Chapter President at 1315 hours following the traditional pledge of allegiance and moment of silence for fallen comrades and those in harm’s
way in the defense of freedom. President John
recognized the presence of the Commander of
Midpacific Post 1 of the American Legion and
Friend of the Chapter Fred Peters. Commander Peters stated that during his tenure at
the helm of the Post support of the SFA would
continue. He also thanked the Guam membership of Chapter 46 for their sustained support
of the Legion.
Old Business
Jeff read mail from SFA Chapter 23 thanking
Chapter 46 members for their support of MOH
recipient Jon Cavaiani. On Jon’s current status,
he reported that he was at home and getting
treated locally, but, due to his precarious condition was unable to receive any visitors or phone
calls.

New Business
For the Good of the Order
President John stated that the Chapter 3 Team
House was closing and future meetings would
be held at JUSMGTHAI. He reported that the
Memorial Building Fund Raffle rebate of $110
had been received and deposited. He urged
everyone to support this year’s raffle to be held
at the national convention in June in Columbia,
South Carolina. He pointed out that 50% of all
ticket sales would be returned to the Chapter.
It is therefore important that the chapter number is written on each ticket stub before submission to National. He also stated that he and
Bo had made the monthly rice delivery to the
orphanage and that the orphanage was aware
Tony Herrell reported that CSM Pat Watkins
would be receiving the DSC at Eglin on 22 May
2014. John offered the last of the Chapter 46
coins, and found two takers. The next quarterly
meeting in the Philippines will be in conjunction
with the 4th of July picnic at Josephaville II at
1200 Hours. The third quarterly meeting will be
on 11 October at the Blue Boar Inn in Angeles
City. Jeff stated that the current Chapter roster
had been received from Association Headquarters. Bo requested a copy, and Jeff promised to
forward it as soon as he got back to Guam. He
further reminded everyone of the National Convention at Columbia, NC, 9-15 June 2014. He
mentioned that the Detachment A Berlin reunion would be during the convention and that
MG Shachnow and Jeff would be the keynote
speakers. There being no further business, the
meeting adjourned at 1345 hours MEANWHILE BACK ON GUAM
John, Fred and Josh celebrating the

Joe (JQ) Salas spent some time as an in-patient
at Naval Hospital with respiratory problems.
He is back home now and recovering with his
basic load of pills and getting a lot of rest. Hang
in there, Joe, we’re all praying for your recovery.
Chapter member Mike George from Leyte spent
a few days on Guam and hoisted a few brews
with John and Jeff and the American Legion
gang.
The Chapter 46 Team Room at the Legion
would like to see more Chapter members on the
first Saturday of the month at 1100 hours. The
food is excellent, the beer is cold and served with
a smile by Menchie, Jenny, Merly and Patty!

TRICARE IN THE PHILIPPINES
On 1 July 2014 the Department of Defense will
begin Phase III of the TRICARE Philippine
Demonstration Project. Areas selected for the
project are Metro Manila, Angeles City, Olongapo City, Cavite and Iloilo City. Standard beneficiaries who live in the Philippines will have
access to approved demonstration providers
who deliver quality medical care.

leadership of the SFA. The ballot is in the
spring 2014 issue of the Drop. Your vote must
be received no later than 31 May 2014. All
candidates are running unopposed. Mark either yes or no on your ballot.
