Crescent Boulevard Roadway Improvements
T
his summer, the Village of Glen
Ellyn completed roadway work on
Crescent Boulevard between Park
Boulevard and Hickory Road. The
project was designed to provide traffic,
safety and aesthetic improvements along
this stretch of roadway that borders on
Glenbard West High School and also
serves as a gateway to Glen Ellyn.
Prior to construction work, Crescent
Boulevard near downtown Glen Ellyn was
crumbling, lacked adequate sidewalks and
drainage, and allowed uncontrolled movement of cars and pedestrians. To develop
the new roadway configuration, the Village
worked closely with School District 87.
The outcome was a project that features
a compact urban
roundabout that
simplifies travel
patterns and allows
legal U-turns, and a
landscaped barrier
median that provides
better direction to
pedestrians and ties
the street architecturally to its surroundings. Other changes
include improved roadway alignment, new
parking and drop-off areas, shared travel
lanes and retaining walls that preserve
right-of-way while enhancing aesthetics.
The Crescent Boulevard project is an excellent example of innovative engineering and
agency collaboration, yielding a far more
useable and attractive transportation asset
for the high school users, as well as the
community at-large.
Winter Fire Safety Reminders
Fire Hydrants
Christmas Tree Safety
Thank you to all
the residents who
“adopted a hydrant”
near your home and
cleared the snow
from around fire
hydrants all the way
to the street. This
helps to ensure it is
accessible to the Fire
Company in times of
emergency. Tell your neighbors to “Adopt a
Hydrant,” too!
Keep your family safe by taking special precautions when putting up live Christmas
trees this holiday season:
• Choose a tree with fresh, green needles
that do not fall off when touched.
• Before placing the tree in the stand,
cut 1 - 2” from the base of the trunk.
• Be sure the tree is at least three
feet from any heat source, such as
fireplaces, radiators, candles, heat vents
or lights.
• Make sure the tree is not blocking an
exit.
• Add water to the tree stand daily.
• Use lights that have the label of an
independent testing laboratory. Some
lights are only for indoor or outdoor
use, but not both.
• Replace any string of lights with
worn or broken cords or loose bulb
connections. Connect no more
than three strands of mini string
Smoke Alarms
Did you remember to replace the batteries
in your smoke alarms and carbon monoxide detectors when you turned your clocks
back? If not, this is your reminder. Smoke
alarms are recommended on every floor of
your home, inside each bedroom, outside
each sleeping area and don’t forget your
basement. •2•
•
sets and a maximum of 50 bulbs for
screw-in bulbs. Read manufacturer’s
instructions for number of LED
strands to connect.
Never use lit candles on the tree.
•
Always turn off Christmas tree lights
before leaving home or going to bed.
•
Get rid of the tree when it begins
dropping needles. Dried-out trees are
a fire danger and should not be left in
the home or garage, or placed outside
against the home. In Glen Ellyn,
Christmas trees can be disposed of
during the first three weeks of January
on your regular refuse pickup day.
Trees must not be longer than five feet
in length. Trees larger than five feet in
length need to be cut down.
•
Bring outdoor electrical lights inside
after the holidays to prevent hazards
and make them last longer.

Cross Connection Control Notice
T
June Water Main Break
he Illinois Environmental Protection Agency (IEPA)
requires every water supplier to develop and implement
a comprehensive cross connection control program to
eliminate existing cross connections and protect against
all future cross connections on potable drinking water systems.
Regulations are enforced to keep drinking water safe.
O
n June 16, the Village experienced a significant water
main break at the DuPage River main crossing causing a
drop in water pressure for a small portion of Glen Ellyn,
which prompted the Village to issue a boil order for affected
residents.
Residential backflow preventers may be found on lawn irrigation
systems, wet fire protection systems, hot water heating (boiler)
systems, swimming pool fills, water features and the like. Backflow
preventers may also be required if there is another water source on
the site, such as a well, pond, river, etc.
Since the break, progress was made on how to best repair the
large diameter pipe, located on the east side of Roosevelt Road.
In September, the Village’s contractor made the appropriate
repairs to the affected sections of the water main. Subsequent
pressure testing was performed on the water main under the
river to confirm that it was still in good working order.
Because the water main under the river was off for an extended
period of time, the necessary disinfecting process took place together with the proper testing to ensure the water main was free
of contamination. The service was then reinstated on October 9
with no further issues reported. Village staff is currently evaluating the condition of the water main on the west side of the
river to address any needed repairs that would help avoid similar
breaks in the future. For further information regarding these
repairs, please contact Bob Greenberg, Utilities Superintendent
at 630-547-5517.
If your backflow preventer is located outdoors, remember to
remove and store it someplace warm for the winter. Insulation
and/or heat tape may be insufficient. Next spring you will need to
provide the backflow preventer to your lawn irrigation contractor
or plumber for reinstallation. Plumbing Code requires that your
backflow preventer be tested immediately upon re-installation. Annual tests must be performed by a certified tester and be submitted
to the Village’s contractor, Aqua Backflow, for compliance. The
Glen Ellyn Cross Connection Control Program is designed to safeguard public health. Residents are asked to please cooperate with
any requests from Village staff or the contractor, Aqua Backflow,
concerning this important issue. For more information, please visit
www.trackmybackflow.com.
Downtown
Streetscape Plan
New Electronic
Message Board
The message board on the south side of
the railroad tracks at Crescent Boulevard
and Main Street has been converted to a
digital sign. The new electronic message
board will help to facilitate more timely
communications, especially in times of
emergency. The Village Board approved
the replacement of the existing downtown
message marquee in April. At a recent workshop, the Village
Board reviewed and discussed a
preliminary Downtown Streetscape
Plan, which lays out a multi-year
capital funding effort to improve
streets and sidewalks throughout the
central business district. The plan
also contemplates improvements to
lighting, trees and landscaping, and
enhancing overall pedestrian safety.
The complete plan can be found on
the Village of Glen Ellyn website at
www.glenellyn.org.

Following a snowfall, main roads are
cleared first, followed by neighborhood
streets and other less-traveled roadways.
Snow is typically removed from the
center to the curb in a series of four
passes. Residents are reminded to please
wait until crews have completed their
work before clearing your driveway
approach because it is not possible to
complete plowing without pushing
some snow onto driveway approaches.
The diagram above shows how snowplowing works in Glen Ellyn.
