Curry sees $40M a year savings
Mayor: Pension reform could help budget starting in 2017-18

When Mayor Lenny Curry
announced his pension reform
efforts this year, the goal was to
solve a crippling budgetary detriment “once and for all.”
Extending a half-cent sales tax
starting in 2030 as a dedicated
payment source also offered the
hope of immediate budget relief
— early discussions forecast as
much as $100 million a year. Now
Curry has a number.

Curry said Monday an updated
actuarial report being finalized
within a week will show that
by simply following the plan he
fought to have approved by the
Legislature, the city will realize
those savings starting in fiscal
2017-18.
The report is being done by
Milliman, which has done previous studies for the city. Milliman
is a Seattle-based global actuarial
and consulting firm.
Voters first must approve
the sales tax referendum on the
August ballot. Then collective
bargaining would close the current pension systems.
The plan requires all city
employees, including public safety, to pay up to 10 percent toward
their retirement. An updated
30-year amortization schedule, as
opposed to 24 years, would ease
the city’s financial burden.
Curry said no additional steps,
including borrowing, would be
needed. It all would come from

using 2015 demographics —
employee counts, salaries, etc. —
as opposed to the 2012 figures
used in the past.
“We weren’t pursuing it
(reform) for savings,” said Curry
of the $40 million minimum. “It
just happens.”
He said the annual savings
demonstrate the city “could ride
this out” until the pension-dedicated tax takes effect in 2030.

Last week, while the Late Bloomers Garden Club was lobbying the Jacksonville
Waterways Commission for a comprehensive Downtown waterfront master plan,
Aundra Wallace was packing his bags and
making sure his passport was in order.
Wallace, CEO of the Downtown Investment Authority, was about to head to Liverpool, England.
He was the only U.S. presenter and one
of only two from North America at the
International Waterfront Forum, a gathering on Friday and Saturday of urban
redevelopment officials and professionals
from Canada, China, France, Germany, the
Netherlands and England.
“It was an opportunity to look at cities
that have significant ports in close proximity to the urban core,” said Wallace.
What struck him about being among his
global colleagues was how similar to Jacksonville many other cities are in terms of
waterfront redevelopment.
At the beginning of the 20th century,
most cities with substantial maritime shipping interests clustered the activity near

ason Hackworth was about a decade into his mortgage industry career and real estate was jumping.
He was in a competitive environment and wanted to raise his profile.
“I was looking for something to set myself apart,” said Hackworth, now Angel Oak Home Lending’s Jacksonville-market branch manager.
So he bought a bow tie. Green and navy. It took an hour to learn to tie it so it fit firmly on the collar.
He still owns it — and has added many others.
Hackworth isn’t just dapper. His bow
ties are conversation-starters.
That’s a huge advantage to have in sales.
“It always leads to questions, laughs,”
he said.
And, sometimes business.
Mission accomplished.
Hackworth cut his mortgage-origination
teeth after obtaining a business administration degree and answering Norwest
Corp.’s newspaper ad in his hometown of

Hackworth spent about 20 years, mostly
in leadership positions, with “Big Bank” as
he calls it.
Now, he manages a high-performing
branch for Angel Oak, the Atlanta-based
retail mortgage lending firm that emerged
after the 2008 financial crisis and recession.
During an interview in his Ponte Vedra
Beach office, Hackworth realized there’s a
parallel between Angel Oak and his bow
ties.

“It’s funny, now that I think about it,” he
said, how bow ties and Angel Oak both set
themselves apart.
In addition to offering traditional mortgages, Angel Oak drives sales by offering
loans to former homeowners with recent
foreclosures, short sales, bankruptcies and
credit scores as low as 500.
“We provide opportunities not offered
by lenders,” Hackworth said.

Angel Oak entered the Jacksonville market, albeit softly, after its
expansion to Orlando and South
Florida in 2011.
In 2013, the firm began providing non-prime loans as soon as
one day out of a foreclosure, short
sale and bankruptcy.
For non-prime self-employed
mortgage borrowers, Angel Oak
uses two years of bank statements
to determine eligibility. There are
no pre-pay penalties for these
owner-occupied borrowers.
Hackworth says a huge component of his Angel Oak job is educating real estate professionals,
builders, consumers and others
the firm offers conventional mortgages along with flexible solutions designed to meet the needs
of homebuyers.
“The stigma is that we only do
bad credit,” he said. “That’s definitely a bright, shining star for us,
but that’s only (part) of our overall business. Our normal business
is the same as other large banks
or institutions.”
Bill Dickens, Angel Oak’s Florida area manager, recruited Hackworth to open the firm’s brickand-mortar presence in Northeast
Florida in June 2015.
Dickens knew what he was getting in Hackworth; the two were
Wells Fargo colleagues.
And Hackworth hasn’t disappointed.
Dickens said Hackworth has
scored a perfect 10 on every posttransaction survey Angel Oak has
sent to clients and referral partners such as real estate agents
and builders.
In a measurement based on
volume, units and customer service, Hackworth is Angel Oak’s
fourth-ranked producer nationally; the Ponte Vedra Beach office
is the company’s second-most
productive.
“Jason’s a rock star. He’s No. 1
nationally for Angel Oak in customer service and has grown our
market from really nothing,” Dickens said.

“Really, in a nutshell, he’s a
great person of society,” Dickens
said.
Richard Staley, Angel Oak’s
chief development officer, said
Hackworth’s extensive experience in leadership positions at
Wells Fargo qualified him for the
Jacksonville branch manager role.
But what distinguishes Hackworth from many other experienced managers “is his ability to
relate to the situation at hand,”
Staley said.
“Whether it is a first-time
homebuyer or a multimillion-dollar second-home buyer,” he said.
After growing from having one
associate to four associates, Angel
Oak expects to add at least two
Jacksonville-area branches. The
company also plans to expand
throughout the Southeast and to
Texas.
“As Realtors and builders continue to see how we can support
them and the first-class services
we provide to their clients, there’s
no telling where this may go,”
Staley said.

Nani Hassell, a Realtor with
ERA Davis & Linn in Jacksonville,
said Hackworth and his associates are particularly sensitive and
attentive to her credit-challenged
prospective homeowners.
“The level of professionalism
and trust Jason and his team bring
to this industry is just incredible,”
she said.
Hackworth says he simply
approaches each potential trans-
action “the supportive, Angel
Oak way” of realizing that each
client’s circumstances are unique.
“What I like about our platform

Hackworth can rattle off example after example of clients who
received Angel Oak loans after
being turned down multiple
times by banks.
One self-employed customer
received a $373,000 loan despite
having multiple foreclosures in
his credit file.
Another, with a mid-600
credit score, was approved for a
$750,000 lease-purchase with 25
percent down because his bank
statement demonstrated he had a
healthy income.
“For me, it’s a lot of listening,
then it’s a lot of reviewing documentation,” he said. “It’s figuring
out what somebody’s needs are
and then determining if you can
put them in a product or program
that will fit their needs.”
Hackworth and his associates also are making their mark
because of how they proactively
communicate throughout the
loan process.
From acknowledging an application was received to sending
out client- and referral partnerexperience surveys, the borrower,
referral partner and closing attorney receive timely email updates.
“Really, that should be the
industry standard, but it’s not,”
Hassell said. “I spend half of
my life chasing my lenders for
updates.”

government made the financial
commitment to get the project
underway and sustain its momentum.
Wallace also learned the traditional long-range planning for
urban redevelopment has been
replaced by a shorter timeframe
and it’s based primarily on the
real estate cycle –– about 10 years.
“Thirty-year plans are out the
window,” Wallace said. “Plans
have to be able to weather economic turmoil and you have to
be able to adjust the plan as you
move forward. You can have the
best plan, but the timing has to
be right.”
The reaction to Jacksonville’s
Downtown redevelopment program was well-received by the
global audience.
Wallace said people were
impressed by Jacksonville’s
embracing a healthy lifestyle along
the urban waterfront, including
the new YMCA along Riverside
Avenue and The District lifestyle
community along the Southbank.
The next step will be to develop
a waterfront-specific plan that’s
compatible with the overall master plan for Downtown.
Over the next three months,
the authority will evaluate other
waterfront master plans implemented domestically and globally, Wallace said.
“Our waterfront plan has to fit
with the business and real estate
development plans we already
have in place,” he said.

dock facilities were moved closer
to the ocean to accommodate larger vessels.
That left former urban port
areas as prime opportunities for
redevelopment.
In Liverpool’s case, it was a
project that began 40 years ago.
The Liverpool Waters Project
includes 9,000 residences, plus
office buildings, hotels, restaurants and a cruise ship terminal
built with help from an investment of 5.5 billion pounds ––
about $8 billion.
Wallace said one of the concepts
confirmed at the forum is “you
can’t just bring people Downtown. There has to be a reason for
them to be there.”
He also learned Jacksonville is
on a “good trajectory” for redeveloping the Downtown waterfront.
The authority is nearing its
third anniversary and the first 18
months were devoted to developing a business-based redevelopment plan for Downtown and getting it approved by City Council.
Jacksonville, like other cities that have rejuvenated former
thriving urban port areas, will
depend on partnerships between
government and the private sector
that will lead to development.
“We know what they know in
other cities. Capital is the key,”
Wallace said.

Construction could start in July
on the 416-unit Palm Bay Club
apartments in Flagler Center.
The city is reviewing site plans
for the community, which will be
developed by Fort Family Investments on almost 22 acres along
Gran Bay Parkway. The site is
between Interstate 95 and Gran
Bay Parkway West.
Engineering plans show 416
one-, two- and three-bedroom
units among 11 apartment buildings and five carriage houses.
Abe Fort, director of development for Fort Family Investments, said the units will comprise 179 one-bedroom, 189 twobedroom and 48 three-bedroom
units. He said rental rates have
not been determined and a total
investment is not yet finalized.
It will be the Fort group’s eighth
area apartment community.
Palm Bay Club Rental Community Two LLC paid almost $7.1
million for the property in January, buying it from FDG Flagler
Land LLC.
Fort said he hopes to break
ground in mid- to late July
and completion could be in 20
months, although no timetable
has been decided. The civil engineer is Abbey Civil Engineers Inc.
of Neptune Beach.
All units will have 10-foot ceilings, 8-foot doorways, stainless
steel appliances, granite countertops, and washers and dryers.
Fort said there also will be
attached and detached garages.
The community will include
two pools and a pavilion with
large-screen TVs, multiple grill
stations, an arcade room and billiards room, a movie theater, a
dog park and pool, and a business center, among other amenities. A playground might be
added later.

Westside Aldi a $1M
construction project
Aldi’s proposed Westside grocery store is an estimated $1 million construction project, according to a pending building-permit
application.
The proposed 18,000-squarefoot store is at 7043 Normandy
Blvd. No contractor is listed.
Cuhaci & Peterson of Orlando
is the architect and the structural,
electrical and mechanical engineer, according to plans. Upham
Inc. of Ormond Beach is the civil
engineer.
It is one of two new Aldi stores
planned in the area. The other is
at the Town Center Promenade, a
new development across from St.
Johns Town Center.
Aldi has three other area stores:
along Southside Boulevard in
Jacksonville, in St. Augustine and
in Middleburg. The new Jack-
• Dollar General plans a store
at 14837 Normandy Blvd., near
Yellow Water Road. The city is
reviewing site plans for Concept Development Inc. to build
a 9,100-square-foot commercial
retail store on the 3.26-acre site.
Dollar General is not identified, but Concept Development
has built Dollar General stores

• Captain’s Catch Seafood Restaurant and Sports Bar is owned
by Ocean City International LLC
of Potomac, Md., which filed
the restaurant’s name with the
state June 15. The restaurant is
planned at Regency Square Mall
in space leased by International
Décor Outlet.
• Discount Tire wants to
redevelop a 2-acre site at 7273
103rd St. into a 7,373-square-foot
store. The property now has
a 6,773-square-foot retail store,
which would be redeveloped for
Discount Tire.
• Kwik Trip Oil Co. Inc. is
considering a 5,000-square-foot
convenience store with 10 fueling positions on almost an acre
at 7830 Normandy Blvd., west
of Interstate 295. A mobility-fee
calculation application shows the
building would also have a drivethru. The 8.7-acre site is owned
by Victory Chapel Christian Fellowship Church Inc. Many Kwik
Trips sell BP gasoline and it partners with food vendors such as
Subway, Dunkin’ Donuts and
Marble Slab Creamery.

• Bealls Outlet scheduled its
grand opening at Hodges Pointe
Plaza for Thursday through Sunday. The outlet was created out
of space formerly used by the
existing Bealls Department Store,

square feet. The stores, at 13500
Beach Blvd., will have separate
entrances.
• MAC Cosmetics wants to
renovate its store at The Avenues mall. The city is reviewing
a permit application for a $45,000
remodeling project.

Evers riles LGBT activists with gun giveaway

Barely a week after the worst
mass shooting in the nation’s history, state Sen. Greg Evers, running in a hotly contested Republican primary for a Panhandle
congressional seat, drew criticism
for planning to give away a semiautomatic rifle similar to a gun
used in the attack that killed 49
people and injured dozens of others at a gay nightclub in Orlando.
Evers, a Baker Republican who
has frequently sponsored legislation backed by the National Rifle
Association, announced Monday
he is giving away an AR-15 rifle
to a resident of Congressional
District 1 who has “liked” and
“shared” Evers’ Facebook page.
Omar Mateen used a similar
gun during the deadly assault
early June 12 on the Pulse nightclub.
“With terrorism incidents
on the rise, both at home and
abroad, protecting our constitutional rights has never been more
important,” Evers said in a prepared statement accompanying
the announcement.
The winner of the “custombuilt” rifle will be selected on
July 4, with the contestant having
to meet eligibility requirements,
according to a news release and
a post on Evers’ Facebook page.
But LGBT activists decried
Evers’ decision to essentially
raffle off the gun while funerals for the 49 clubgoers, most of
them gay and Hispanic, have just
begun.
“I think it is tasteless, disrespectful, disgusting, political
pandering at its worst,” Stratton Pollitzer, deputy director of
Equality Florida, an LGBT advocacy group that has raised more
than $6 million for victims of the
massacre.
“The idea that he wants to
put the same style assault rifle
that was just used for mass murder into the hands of a random
stranger is grotesque,” Pollitzer
said.
Evers is running to replace vet-
eran U.S. Rep. Jeff Miller, who
announced earlier this year he
will not seek re-election, in what
is expected to be a brutal campaign against state Rep. Matt

Poll: Clinton opens
lead in Florida

Principals of New York-based
Dynarex Corp. bought an almost
279,000-square-foot office-warehouse at 14500 Hyatt Road in
North Jacksonville last week to
use for their company and to
lease out additional space to tenants.
The deed was made Wednesday and recorded Friday with the
Duval County Clerk of Court.
14500 Hyatt Road LLC paid
almost $3.28 million for the property, which sits on more than 98
acres between Interstate 95 and
Main Street, north of I-295 and
River City Marketplace.
Colliers International Northeast Florida had been marketing
the property as a redevelopment
opportunity at a listing of $3.75
million. It is assessed at almost
$2.8 million for tax purposes
by the Duval County Property
Appraiser.

Tenenbaum. Zalman Tenenbaum
is CEO of Dynarex, based in
Orangeburg, N.Y.
The Tenenbaums bought the
property from Pine Hyatt Road
Holdings LLC, which is part of
Sabal Financial Group L.P. of
Newport Beach, Calif.
That group acquired the property in 2014 from EverBank,
which had taken title to the property in 2012.
Mark Scott, senior director of
the industrial group for Graham
& Co., represented the buyers.
He said Dynarex, a medical supplies manufacturer and distributor, will occupy about 125,000
square feet of the building by the
first of the year and lease out the
remaining space.
Dynarex now leases about
75,000 square feet of space in
Jacksonville among two other
locations and those leases are
expiring in the first quarter, Scott
said.
Scott said Dynarex will retrofit
the building and bring it up to
date. Property records show it
was built in 1984. Colliers International said it was renovated
in 2007.

Selton said Monday the property was developed for Pic N’
Save, a former Jacksonville-based
discount chain. The warehouse
has been vacant for several years
but previously was owned and
occupied by trucking and logistics companies.
He said the building has not
been occupied for several years.
Dynarex was established in
1967 and said it has evolved into
one of the health care industry’s
leading manufacturers of disposable medical products.
Its categories included wound
care, antiseptic products, personal protection, patient care, diagnostics and first aid.
In addition to manufacturing
facilities and distributor partners
around the world, Dynarex has
five regional U.S. warehouses,
including in Jacksonville.
Getting a boost from independent voters and adding to her
advantage among women, Democrat Hillary Clinton has opened
an 8-point lead over Republican
Donald Trump in Florida’s critical presidential contest, a new
poll shows.
Clinton leads Trump by a margin of 47 percent to 39 percent in
Florida, after being in a virtual
deadlock last month, according
to a poll released today by Quinnipiac University. Clinton led by
1 percentage point in a May 10
poll.
The Democrat particularly
saw her numbers jump among
independent voters, leading in
the new poll by a margin of 44
percent to 35 percent. Independents were evenly divided at 39
percent in the poll released last
month.
Clinton also saw her alreadysizable lead among women grow
to 18 points in the new poll.
Connecticut-based Quinnipiac frequently conducts polls in
Florida and other battleground
states. It also released poll results
showing the presidential race
remains essentially in a dead heat
in swing states Ohio and Pennsylvania.
“Of the three swing states,
Florida has the largest number
of electoral votes,” Peter Brown,
assistant director of the Quinnipiac Poll, said in analysis released
with the poll results.

continues to show deep divisions
among Florida voters based on
race, age and gender.
White voters, for example,
favor Trump by a margin of 51
percent to 36 percent, while nonwhite voters back Clinton by a
margin of 72 percent to 15 percent. Clinton holds huge leads
over Trump among voters ages
18 to 49, while Trump has an
8-point edge among voters 65
and older.
The candidates are virtually
tied among voters 50 to 64.
Trump’s advantage among
men has dropped during the past
month, but he continues to lead
by a margin of 45 percent to 41
percent, the poll shows. Among
women, Clinton leads 52 percent
to 34 percent, after holding a
13-point edge last month.

The Board of Supervisors of the Trails
Community Development District will
