COACHES and ATHLETIC DIRECTORS……
Welcome to the 2016 volleyball season. As you embark on this season, I wish you and your athletes the best.
Your enthusiasm, energy and knowledge will be passed on to your eager athletes. I look forward to a great year
of volleyball.
There are several CHSAA bylaws that I want to highlight:
1. 1800.21 (Club Coach Rule): A student transferring, moving or for any reason to a new school where
the student’s non-school coach is also a coach of the school team, is considered to be attending for
athletic purposes. The student, as a result of this transfer, will be ineligible for varsity competition for
one calendar year from the date of the transfer in any sport(s) they participated in during the twelve
months prior to the transfer. As used in this Rule, the term “coach” includes any person who coaches,
volunteers (regardless of compensation) or assists in any capacity with the coaching or training of the
school or non-school team.
2. 1800.3 (Athletic Transfer): Any transfer substantially motivated by athletic considerations will cause
the student to be ineligible for one varsity competition for one calendar year from the date of the
transfer in any sport(s) they participated in during the twelve months prior to the transfer. **If a
student transfers to a school where his/her previous coach is a coach of the current school team, that
move will be deemed motivated by athletic consideration. Under provision of this rule, the coach may
be a former school coach or non-school coach (1800.44d).
3. 1900.5 (8th Grade Contact): A person, acting in the capacity of the high school coach or serving in a
role representing the high school, may have informational meetings anytime with 8 th grade students
who live in that high school’s attendance area as established by the school district, or with those 8th
grade students that have pre-registered to attend that high school; the coach may conduct practice
with those eighth graders starting May 1. This contact may include currently registered
underclassman. The Sunday Contact Rule applies to this contact.
4. 2210 (Coach Ejection): A coach ejected from a game is required to complete the following courses
offered online by the National Federation of State High School Associations (NFHS): Sportsmanship
and Teaching and Modeling Behavior. These courses shall be completed before he/she will be
removed from probation and must be finished in a reasonable amount of time during the season, to
be determined by the school’s athletic director.
5. 2310.5 (Sunday Contact): A coach may have contact with his or her team on Sunday for a social,
academic or service related activity that is strictly voluntary. The contact must be a voluntary, noncompetitive/non-participatory activity. CONTACT YOUR AD FOR CLARIFICATION.
If you have any questions with these bylaws, please contact your athletic director. Please keep in mind that you
are our best public relations directors. Your role as coach and leader are respected not only by your peers, but by
your students and community members as well. Our collective goal is to educate through activities; when the
experiences for our youth are enjoyable and valuable, it enhances the overall educational process; and we can
influence the public in a very positive way.
I know your upcoming season will pass quickly and that your efforts and accomplishments will be memorable to

open meeting. All coaches and AD’s are welcome to attend.
HOW TO GET RECOMMENDED FOR A COMMITTEE: Contact your league president, athletic
director or Legislative Council Representative in February for a recommendation.

COACHES PLEASE NOTE:
 It is the coaches’ responsibility to update season and playoff stats and
records through MaxPreps (www.maxpreps.com). No hard copies of season
results should be submitted to the CHSAA.
 Have your principal contact the CHSAA office if you are involved in the state
championship and you have an athlete whose parents are not financially able
to attend the event.
 Head coach attendance at a rules meeting is mandatory; this is a CHSAA
Bylaw requirement. You can satisfy this requirement by attending the
summer Colorado High School Coaches Association Volleyball Clinic,
attending one of the Volleyball Officials Master Clinics, an area volleyball
officials rules meeting, etc. Look on www.chsaanow.com for more options.

**The MaxPreps Freeman Rankings will be the primary seeding consideration for the CHSAA State
Volleyball Tournament. Each coach is responsible for uploading their team roster, schedule,
statistics and regular season, district (1A/2A) and regional results into MaxPreps.
Please use the following steps to start the MaxPreps process:
1. Go to www.maxpreps.com
2. Select “Coach Login” on the top right-hand side of the webpage.
3. Enter your e-mail address –This will be the e-mail address used to access your team.
4. Next, if you are a Returning Users enter your password. (New Users – See steps 7 through
9).
5. After entering your password, the website will notify you that your accounts have been
linked. The next time you visit the site, simply click on “Sign In” to access your team.
6. Once the login process is completed, use the top toolbar to add in or upload your roster,
schedule a game, and enter/edit stats.
7. If you are a New User you must register your e-mail address and create a password. The
system will prompt you of these steps.
8. Next, as a New User you will be prompted to enter your Access Code. Please contact your
AD for this information. Once your access code is entered you will be taken to your Team
Page.
9. Once the login process is completed, use the top toolbar to add in or upload your roster,
schedule a game, and enter/edit stats.

Breast Cancer Awareness
Thank you for all of your support of Breast Cancer Awareness Month this past year! This fall, during the
volleyball season and in conjunction with the American Cancer Society, the CHSAA will once again be
promoting breast cancer awareness throughout the month of October. This coincides with National Breast
Cancer Awareness month. The purpose of the campaign is to raise breast cancer awareness in young women
and their mothers.
We are encouraging schools to “think pink” and come up with a way to promote Breast Cancer Awareness at
a home volleyball match during October. This is not mandatory.
**Please note that it’s important not to use the words “XXX for THE CURE” in any of your literature unless
you are planning on giving your donations to the Susan G. Komen Foundation. “The CURE” is a
trademarked name that cannot be duplicated.
All over the country volleyball teams are holding events to support breast cancer awareness, and we would
encourage you to promote this as much as you can! Some suggestions are:
“Think Pink” PSA’s and other information may be found on our website. If you have questions, please call
me at 303-344-5050 or email [email protected]. Please do not send any money to this office – each
school may distribute funds as they desire.
*Please note the Susan G. Komen Race for the Cure will be held on Sunday, September 25, 2016. You could
encourage your athletes and their moms to participate in this event to kick off the week.

Before the competitive interscholastic season begins, check to make sure you have
not scheduled contests in excess of the set/contest limit for your sport (see
CHSAASport Bylaws).

It is strongly recommended that coaches be clear on the number of matches their
team will play in a given tournament. This information must be included in the
tournament contract.

*Member schools that are in a classification that do not have a district tournament
(3A-5A) shall not participate in more than 23 matches, exclusive of regional and state
contests during a season.
*Member schools that are in a classification that have a district tournament (1A-2A)
shall not participate in more than 19 matches, exclusive of district, regional and state
contests during a season.
All JV level teams or below are still only allowed a maximum of 19 matches.

A student may not participate in more than 95 sets exclusive of district, regional and
state tournament matches if the school at which the student plays is in a classification
that has a district tournament (1A-2A).
*A student may not participate in more than 115 sets exclusive of regional and state
tournament matches if the school at which the student participates is in a
classification that does not have a district tournament (3A-5A)

Teams that have played more contests than allowed in the Sport Bylaws
will be restricted from playoff activities, without appeal.


The CHSAA Constitution and Bylaws are the official rules of the Association. Information in this
bulletin provides the regulations for volleyball competition, but never supersedes the regulations
found in the Constitution and Bylaws.
Included in the school boxes is an official copy of the CHSAA Handbook Constitution and Bylaws.
Handbooks are also available on line at www.CHSAANow.com by selecting Bylaws. Checking
eligibility is not the sole responsibility of the athletic director. It is the responsibility of the coach to
know the information found in the Constitution and Bylaws. Therefore, the Bylaws should be read
prior to the season.
We encourage the telephone calls on areas of eligibility be made by the school athletic director or
designated administrator; rulings on season policies can be made by the volleyball coach. Please

RATIONALE FOR MAJOR CHANGES:
A. All CHSAA team sports have adopted the CHSAA RPI ranking system as it is more
transparent than MaxPreps.
B. To accommodate the changes in classifications based on new enrollments numbers and
leagues.

Dear Coaches:
The Volleyball Season is quickly approaching and with it comes some rule changes I want you to
be aware of.
1. Solid colored jersey restrictions are in full effect this year, and all uniform designs should
be approved through the CHSAA office. Rule 4-2-2
2. The 2 minute intermission may only be used for promotional and or special recognition
activities. It may not be used for additional rest time. Rule 11-5-1
3. When an error on the line-up is identical numbers of the starting players and or libero, it
may be legally corrected without penalty. Rule 7-1-4
4. Hair devices may be a maximum of 3 inches in width. Rule 4-1-5
5. Panels on the competition volleyball must be rectangular and identical in size. Rule 3-2-1
These rule changes will be covered in detail at the CVOA mandatory Regional Clinic to assure
Officials state wide are facilitating them efficiently and consistently, and the CHSAA coaches’
meetings.
CVOA joins CHSAA in an effort to promote good sportsmanship. Sportsmanship cards are to be
filled out and given to coaches before each match. We encourage coaches to rate your contest
officials on the CHSAA website after every varsity match and participate in the voting process for
State Officials at the end of the season.

New Lineup Procedures Approved in High School Volleyball
FOR IMMEDIATE RELEASE

INDIANAPOLIS, IN (August 22, 2016) — The process for submitting lineups in high
school volleyball has been revised for the 2016-17 season.
In addition to the revision in Rule 7-1-4 regarding lineup procedures, the National
Federation of State High School Associations (NFHS) Volleyball Rules Committee recommended
eight other rules changes at its January 4-6 meeting in Indianapolis. All rules changes were
subsequently approved by the NFHS Board of Directors.
Following each set, coaches will be required to submit a numeric lineup to the scorer
before one minute remains in the timed interval – or intermission when used. Rule 7-1-4 now
states that if a player’s number is duplicated in more than one starting position (including the
libero), the clerical error shall be corrected by either changing the libero’s number to another
legal number or by substituting a player into that starting position with a legal number.
“The committee wanted to provide greater clarity in the wording and organization of
Rule 7-1-4,” said Becky Oakes, NFHS director of sports and liaison to the Volleyball Rules
Committee. “In addition to correcting clerical errors as addressed within the rule, the libero is
now included as a possible option when a player’s number is listed twice.”
An emphasis on rule clarity was also applied to Rule 11-2 Penalty 2, which the
committee altered to offer consistency in the application of unnecessary delay penalties. Oakes
said if a team has used its allotted number of time-outs and requests a third time-out, “the
resulting penalty would be an unnecessary delay and no longer carry the automatic loss of rally
point for the opponent.”
The penalty of unnecessary delay for the request of a third or subsequent time-out can
be applied regardless of whether the second referee acknowledged it with a whistle and timeout signal.
Another change approved by the committee includes “a new procedure in protocol” used
by the first referee to begin the prematch conference, as is covered by Rule 5-4-1h. When the
referee sounds a double whistle and raises a coin in the air, each team’s head coach and
captain(s) are expected to meet at the official’s table.

“The committee believes this will eliminate the need to track down those individuals
who are required to participate in the prematch conference,” Oakes said. “It will assist the
officials in consistently and efficiently getting the conference started and beginning the match.”
The committee also revised Rule 11-5-1, which clarifies that if a team is going to use an
intermission between sets two and three, it can only be used for promotional or special
recognition activities and not solely as an extended time interval.

According to the 2014-15 NFHS High School Athletics Participation Survey, volleyball is
the second-most popular sport for girls with 432,176 participants. A total of 15,619 schools
offered girls volleyball in 2014-15 and 2,287 schools offered boys volleyball.

PLAYER BENCH OCCUPANTS
Teams will always be seated on the same side of the net as they play.
During the contests, the player bench may be occupied only by the following: eligible substitutes, coach,
assistant coaches, faculty representatives, team managers, team statisticians and scorekeeper, team trainer
or doctor, and disqualified players, unless they have been instructed to remove themselves from the player
bench.
WARM-UP
There will be a maximum 15 minute warm-up period between matches unless the scheduled start time
dictates otherwise. The 15 minutes will begin as soon as the court is cleared from the preceding match. It
is the responsibility of the home site’s administrator to oversee warm-up time.
The following format is highly recommended:

5 minutes – Both teams on their side of the court.
5 minutes – Visiting team both sides of the court (including serving).
5 minutes – Home team both sides of the court.
PENALTY FOR LEAVING THE PLAYING FLOOR BEFORE MATCH IS COMPLETED
Withdrawing a team from the playing floor before the completion of a contest can have great
consequences. The CHSAA Constitution and Bylaws state: “No member school may withdraw its team from
an athletic contest prior to the termination of the contest, except by mutual consent of the responsible
faculty representatives from the participating schools.”
DISQUALIFICATION FOR UNSPORTSMANLIKE CONDUCT
Any player who has been ejected from a match or tournament for committing any unsportsmanlike act
shall be disqualified for the remainder of that match or contest. In addition, the player shall be ineligible
for the next regularly scheduled match or contest of the same level (sophomore, junior varsity, or varsity).
She may not take part in any other sets or contests at any level during this time. The number of matches,
meets or contests for which the participant has been declared ineligible will decrease the stated maximum
allowable matches, meets or contests in each sport for the disqualified participant. A school may not
schedule a contest after an ejection in order to circumvent the penalty.
If such ejection occurs in the final match or contest of the season, then that player shall be ineligible for the
first match or contest of the next season of sport that player elects to play. In satisfying the penalty, the
player must sit out a set in a sport in which she completes the season.
Any player ejected from a second match or contest during the same season shall be ineligible for the next

VOLLEYBALL UNIFORMS
Please be sure to check the uniform regulations found in the NFHS Volleyball Rules Book. It is highly
recommended that you give the manufacturer a copy of the rules book when you order new uniforms. DO
NOT HAVE YOUR UNIFORM MANUFACTURER CALL THE CHSAA OFFICE WITH QUESTIONS. WE WILL NOT
BE LIABLE FOR ILLEGAL UNIFORMS. Although like uniforms are preferred at all levels, varsity is the only
level that will be penalized for uniform violations.

SCORING FOR SUB-VARSITY MATCHES
It is strongly recommended that 2 out of 3 sets be played at all sub-varsity levels to enhance time
management constraints. Further recommendations to shorten nights include:
1. Go to fewer points such as 15 or 21 (can have a cap such as 15 points or 21) Therefore, teams
could win 15-14 or 21-20; you don’t have to win by 2 points if there is a cap.
2. Monitor warm-up time between matches.
3. Flip coins before the first sub-varsity match for all matches that will be played that evening/day.
4. Use of multiple nets and/or gymnasiums where available.
* Play is recommended for Saturdays to decrease the amount of school missed and alleviate travel time.
* If a team from a league that has adopted a certain format plays a team from a league that has adopted a
different format the two coaches must agree before the match begins. Otherwise it will be 3 out of 5 sets to
25 points (no cap) with the deciding set to 15 points (no cap).

The Volleyball Officials’ Organization is a group of people who find satisfaction in associating with high school
students and the sport of volleyball.
The ability of the schools to make the work pleasant enough to continue to command the interest of people
with good personalities, sincere intentions, and good judgment is a very important factor in the
administration of school athletic programs.
With this thought in mind, we would like to bring the following items to your attention:
Registered Officials: Only officials who are registered with the Commissioner may be contracted by member
schools to officiate in all varsity and junior varsity interscholastic contests. It is highly recommended that only
registered officials be used in any interscholastic contest at the sub-junior varsity levels.
Contracts for Contests: Contracts for matches should be in writing to avoid any misunderstandings as to terms
or dates. If possible, send a reminder to the official about the date, time, and location of the contest.
Greet Officials: Have someone available to greet the officials at your school and to direct them to their
dressing room. Make checks out in advance and have them available at the conclusion of the varsity match.
Rooms for Referees: Please provide a private room(s) for the officials as a dressing room and a room to
conduct their pre-match conference. All visitors should be kept away.
Officials Fees & Mileage: Please use the current version of the Officials’ Fees Report in the CHSAA
Legislative Council Minutes for current payment and mileage information.

1. SITES: District Sites will be selected by the appointed school administrators. Designated
school administrators will poll the assigned schools within a district in the spring of the year
and report the site to the CHSAA according to the established routine.
2. QUALIFIERS: Districts are played for placement of teams into regionals. All Districts will
qualify three teams to Regionals.
3. Matches that do not impact the Regional Qualifiers (1st, 2nd, 3rd) will be the best 2 out of 3
sets (3rd set to 25 – no cap), and are not required if mutually agreed upon prior to the
District Tournament begins.
4. OFFICIALS: Officials will be selected by the district tournament committee. Line judges
must be adults. If available, registered officials shall be used. Line judge fees would be
part of the host school expenses. Line judges will use flags at the State Tournament.

number (720.581.8102) must be used whenever there is a tie to verify tie-breaker accuracy

PROTECTION OPTIONS FOR DISTRICTS:
OPTION A – If an entire league is assigned to one district, the league may elect to dispense with district tournament
play. League standings would then determine the qualifiers.
OPTION B – If an entire league is assigned to one district, the league may elect to play a district tournament and
guarantee their league champion a regional berth.

OPTION C – In multi-league districts, there is no qualifier protection; tournaments must be played to determine

DISTRICT PAIRING AND SEEDING PROCEDURES
District tournament committee may determine pairings according to win/loss records among teams involved, common
opponents for the season, or record for the season.
1. Districts must decide and submit their seeding procedures prior to the volleyball districts. Teams
will be seeded by the district seeding committees.
2. If there is one outside team in the district and if there is not unanimous agreement by all
participants in the district regarding how this team is to be seeded, the outside team will be placed
in a pool as either the #3 or #6 seed according to their league winning percentage, overall record,
and/or head-to-head competition within teams in the district.
3. If there are two outside teams in the district and if there is not unanimous agreement by all
participants in the district regarding how these teams are to be seeded, the outside teams will be
placed in opposite pools with one team seeded #3 or #6, and the other team seeded #4 or #5
according to the league winning percentage, overall records, and/or head-to-head competition.
4. If there are three outside teams in the district and if there is not unanimous agreement by all
participants in the district regarding how these teams are to be seeded, two will be placed in one
pool and the other one in the opposite pool according to league winning percentage, overall records,
head to head competition, league finishes, etc.

With 3 teams in each Regional, only 1 court is necessary. Team 1 may host at their home school if they wish. Discussion
should happen in advance between the Districts involved. Those schools hosting regionals should have adequate seating
capacity. Standards without cables attached to floor should be used for safety reasons.

With three teams in each Regional, only one court is necessary. Those schools hosting regionals should have adequate
seating capacity. Standards without cables attached to floor shall be used for safety reasons.
1. All League Champions will automatically earn a berth to Regionals
2. The remaining teams (up to 36) will be selected based on the CHSAA RPI Rankings published at the end of the
regular season.
3. Teams will then be seeded based on the CHSAA Regional Seeding Criteria:
a. The CHSAA RPI Rankings will be the primary seeding consideration.
b. The CHSAA Seeding Committee will only make changes based on splitting up league opponents and
geographical considerations (if and when possible).
4. Teams seeded No. 1 through 12 will host regionals.
5. All Regional Winners will automatically advance to the State Championships.

ALL CLASS INFORMATION:
1. 3-Team Pool Play will be organized for the state tournament
2. Based on the state seeding criteria, 12 teams will be assigned to four pools of three teams on five courts.
Competition will begin for all classes on Friday at 8:00 am.
3. One team, per day, from each classification will be awarded a dressing room for the State Tournament. Teams will
be chosen on a lottery basis prior to the tournament – No other teams may use these dressing rooms. You must
indicate your desire for a dressing room the week before the State Championships.
4. *RPI Rankings: The CHSAA RPI Rankings will be the primary seeding consideration for the State Tournament. It is
the responsibility of each school advancing to the State Tournament to make sure their entire record and results
are uploaded into MaxPreps. DO NOT SEND HARD COPIES OF RESULTS TO THE CHSAA OFFICE.
5. All matches at the state tournament are the best 3/5 sets.
6. OFFICIALS: Officials are assigned using input from schools and CVOA. They have been carefully selected from all
available officials registered with CHSAA. Daily match assignments are made by CHSAA staff members without
consultation with school officials.
7. OFFICIAL BALL: Wilson Sporting Goods, through the CHSAA, will provide the Wilson I COR High Performance
#H7700XWHI tournament balls for the state tournament.
8. CONTESTANTS’ ROSTERS: Each school may suit up 14 players for the tournament. Once the 14 players’ names
are placed in the score book for the first match at the State Volleyball Tournament, no other names may be
entered the remainder of the tournament. Names on a team may change between district, regional, and state.
9. STATE GATELIST INFORMATION: Each coach must submit a gate list online and each player will be checked by
name upon entry. The state gate list is due to the CHSAA office by Tuesday, November 8. It can be found online
at CHSAANow.com – CHSAA.org – Sports – Volleyball.

TEAM PRACTICE
Schools are not permitted to practice at the state site the week of the tournaments.
DRESSING ROOMS
One team, per day, from each classification will be awarded a dressing room for the State Tournament. Teams will be
chosen on a lottery basis prior to the tournament – No other teams may use these dressing rooms.
BENCHES
There will be 14 chairs for each team. No more than 20 people will be allowed in the area, including players. Please take
the responsibility of clearing your own bench.
TIME OF THE MATCH
Teams must be ready to play as courts become available. Court assignments may change as needed to complete the
matches in a timely manner.
CONDUCT
The Volleyball Tournament is one of the finest opportunities to display your school’s SPORTSMANSHIP and spirit. We
earnestly request your complete cooperation in this matter.
HOME TEAM
The highest seeds determined by the Monday pairings tournament committee will be the home teams.
COIN FLIP
The visiting team will call the coin flip. NOTE: Coin flips will be conducted after the second set of the preceding match.
Coaches and captains must be present for the coin flips.
WARM UP PROTOCOL
Friday and Saturday matches will begin at 8:00 am for all classes and will use the following 8 minute format:

Lower seeded team first 4 minutes of court time including serving.
Higher seeded team next 4 minutes including serving.
There will be no shared hitting.
Warm ups will begin at 7:43 am. Teams will come off the court at 7:50 am to allow time for pre-match ceremonies.
AWARDS PRESENTATION
Please ask your fans to remain off the court; there will be a formal presentation. The awards will be brought to mid-court
and presented following each championship set. A bracket will also be given to each championship team.
PARTICIPATION CERTIFICATES
Each participant at the State Volleyball Tournament will receive a certificate for qualifying to the state level in their playoff
series.

Teams will be seed based on the CHSAA State Seeding Criteria:
1. The CHSAA RPI Rankings published the MONDAY AFTER REGIONALS (1A/2A) and the MONDAY PRIOR TO

2. If there are three (3) teams from the same league in the same pool, the committee shall look to make a switch in
order to avoid this. The committee should first look to switch teams seeded 9-12.

**In the case of a tie, the Tournament Director must call the CHSAA Volleyball Administrator to verify. All involved
teams must sign off verifying they are in agreement that the tie was broken accurately using the following method.
1. Match record determines the seed for advancement (i.e. match record 3-0, 2-1, 1-2).
2. Always use head-to-head whenever two teams are tied.
3. When three teams are tied for the #1 seed or if there is a three way tie for two qualifying spots, (if only one qualifying
spot is available go straight to criteria #4), apply the following tie-breaker in order (a, b, c, d) and determine the highest
of the three teams. THERE MUST BE ONE ONE-SET PLAYOFF. SEE BELOW
a. Eliminate non-tied teams. Determine the set percentage among TIED teams. (sets won ÷ total sets played among
tied teams)
1. Take the highest set percentage team as the #1 seed. If two teams have the same percentage, use head-tohead to break the tie.
2. The two remaining tied teams will then play one set to 25 points to determine the #2 seed. (no cap)
b. If three teams are still tied for the #1 seed, eliminate non-tied teams, use point differential among TIED teams
(total points earned minus total points against).

In the case of a 3-way tie for 1st, 2nd, or 3rd place in District or Regional Tournaments, the site director is required
to call (720) 581-8102 to verify tie breaker accuracy for final standings. Tournament standing will be final after 1
pm on the Monday following the tournament.

1. District and Regional Gatelists (Due prior to the tournament) – Teams are required to
print out and submit a gatelist to the tournament director for each round of the playoffs that
they participate in (districts, regionals, and state). The gatelist form can be found at
CHSAANow.com. From there go to the CHSAA.org tab and at the top of the page, click on
Home. Then go to the Sports & Activities tab at the top of the page and select Volleyball.
Then select Volleyball District & Regional Gatelist, enter in your information and print off a
copy to submit to your district or regional host.

Do not submit your district or regional gatelist to CHSAA – you must print
them out and submit to your host.
2. State Gatelist (Due by noon the Tuesday prior to state) – Teams must submit this
interactive form to the CHSAA office. From CHSAANow.com, go to the CHSAA.org tab and at
the top of the page, click on Home. Then go to the Sports & Activities tab at the top of the
page and select Volleyball. Then select State Volleyball Gatelist and enter in your information.

Friday before the regional tournament. The All-State selection meeting will always be the Sunday following the state

Selection process:
For CCGS:
1. Each classification will select the top 4 setters from their classification ballots. All remaining setters
will be ranked in order to determine alternates list.
2. Each classification will select the top 2 liberos from their classification ballots. All remaining liberos
will be ranked in order to determine alternates list.
3. Each classification will select the top 12 all state volleyball players from their classification ballots. An
alternate list of 6 should be created.
a. To ensure ALL STATE representation; all number ones of leagues that are
represented by either attendance or notification will be chosen.
i. If a setter/libero who was ranked #1 was chosen as one of the four from step 1 or
step 2, then we will not select the league's number 2 automatically.
ii. A high amount of athletes from one team or one conference should be avoided.
4. All remaining spots will be filled by each league representation submitting one name from their ballot
to be considered by the assembly. Those in attendance at the meeting determine what name will be
put forward for the entire classification to vote on. League ranking is the responsibility of the league.
5. Each member coach in attendance will be allowed to vote.
