Tingewick and Water Stratford news briefs
During the month rumours were rife that The Crown Inn was up for sale for a second time. The sign on the
building is the old, original For Sale sign. We believe that the original sale holds firm and a property developer will refurbish it into apartments.
The new owners of The White Hart Inn visited the Parish Council to introduce themselves and discuss their
plans for the building. Though not approved yet, they have plans to refurbish the main building, remove
the old barn and build a detached house to the rear of the plot.
As well as the above two, it is good to see so much property improvement work going on in Tingewick especially along Main Street: Hillside. Church View, The Triangle, new garages in Strangers Lane, 1 Maytree Cottages, etc.
As you may have seen, BCC repaired four more potholes in Main Street near to the White Hart, painted the
white village gates and did one or two more small items. There is still a long list of items for them to do!

Winter Programme 2013/14
The Tingewick Diamonds meet on the first Wednesday of each
month in the village hall from 10.30 to 12.30. Open to those aged
60+, we have been meeting for over five years and have a varied programme of activities that is designed to appeal to a range of interests. We have some regular
members from Finmere, Water Stratford, Gawcott and Fringford/Bicester. New members are always welcome.

Diamond Walks
These take place on the last Tuesday of each month e.g. 26th. November, leaving
from the village hall car park at 10.30, finishing with a pub lunch. Walking time is
about two hours. Details given on the day. We welcome new walkers & extend an
invitation to those who enjoy company on their walks.

The Pub Lunch Club
Great food and value - and the opportunity to meet new
friends - are all on offer at the pub lunch club.
No need to join - there are no members as such- so if you
fancy giving it a try just ring! The food at the Royal Oak is both
delicious and varied, and really super value. You’re bound to be on a
large table with friends - either old or new - no-one is left on their own .
Lunches are held on the third Tuesday each month - the next one is on Tuesday
19th November at 12:30. Roast pork and celeriac or tuna and pasta are on offer.

Please, please give plenty of notice if you need to cancel. The price of £6 for 2
courses of really good food and tea or coffee is only possible if the numbers are

Solar Panels - a good buy?
I've had solar panels for two and a half years now, and a reader suggested it was time I included a progress
report in the "News". So here goes.
I'll be honest, though it is nice to be "green", and rather satisfying to generate your own power, it was the
financial arguments that made them particularly attractive to me.
It's important to understand the (slightly odd) government incentive scheme which makes the scheme
financially attractive. Solar panel systems are connected to the national grid - my panels provide some of
the power that my neighbours use. Essentially panel owners are paid an amount (Tariff) for each and
every unit of electricity they generate whether they use them or not. In addition there is a further (much
smaller) payment for each unit which is not used and actually fed into the grid. These payments are
increased by inflation each year and guaranteed, in my case, for 25 years.
So how have I done. Well! In the 2 1/2 years I have generated over 9 megawatt - around 15% more than
was originally predicted. And somewhat more than the total electricity I use. Because of the tariff rate the
payments actually cover my total electricity and gas bills by a substantial margin. The result is that the
panels will have paid for themselves in around another 4 years.
Using the electricity you generate
Unless you have a "smart" meter it isn't actually possible for the energy companies to determine how
much of "your" energy you use and how much you feed into the grid - so they assume you use 50%. In
most cases you won't be able to use that much unless you don't generate much, or use a lot. Typical
systems can generate 3-4kw, enough to run an immersion heater, a dishwasher, washing machine or
vacuum cleaner. BUT the output is as variable as our weather and varies minute to minute, so it's only
infrequently possible to run appliances and effectively use the power you generate. Frustrating if you are
of a parsimonious nature!
So should we all have solar panels?
There is an obvious "green" argument. Solar panels create no pollution, no greenhouse gases and reduce
our dependence on fossil fuels or nuclear energy. You won't generally need planning permission - even in
the conservation area - and it only takes a couple of days to install them.
For it to be financially sensible you really do need a reasonably large and unobstructed South(ish) facing
roof. The tariff payments for new installations have come down hugely since I had mine installed - they
are now around a third of mine and are only guaranteed for 20 years. However, systems have halved in
price so solar power is still (financially) attractive. A well designed system will probably now pay for itself
in around 10 years. It is difficult to know how much it affects resale values of houses, but the tariff is
transferable to the new owner so a house with solar panels should command a premium.
There is, of course, the question of aesthetics - they are not to everyone's taste, and hardly the thing to
have if you have a chocolate box thatched cottage. But in my case the concrete tiles they obscure are
hardly a thing of beauty either....
Another energy saving tip.
It’s very wasteful to heat rooms that aren’t occupied. In particular bedrooms generally only need heating
night and morning, but in most houses will be on whenever heating in the rest the house is on.
But there are replacement thermostatic valve tops which allow the temperature of individual rooms to be
controlled completely independently. Multiple radiators in a room can be controlled by a simple remote
control. Cost is from about £25 per radiator and are an easy DIY fit in 5 minutes (no plumbing or water
draining required). Claims that they can pay for themselves in less than a year may be exaggerated, but
they certainly can be cost effective. Pegler Terrier valves are probably the cheapest but Honeywell, Salus,
Conrad and others offer alternatives which may suit your installation or needs better. I use Terrier i30
valves and my only criticism is that they are quite noisy in operation.

appointments made to fit CESAR security technology to agricultural machinery; 37 items of horse
tack marked; 89 farms visited for security surveys; 2 schools attended for wildlife talks; 3 ANPR
operations with 5446 reads, 76 vehicles of interest stopped and dealt with, 5 seizures for no insurance
and 2 arrests; 18 repeat victim heritage sites visited for crime prevention advice.
Police warning over bank card courier scam
Thames Valley residents are advised to be on their guard to a new type of scam which is becoming
prevalent across London and is now spreading to other areas. The courier fraud scam often targets
the elderly and vulnerable and takes the following steps:
1.The victim receives an unsolicited telephone call from fraudsters saying they are from their bank
(or in some cases claiming to be the police), stating that their systems have spotted a fraudulent
payment on their card or that their card is due to expire and needs to be replaced.
2.The person may be asked to ring the bank back using the phone number printed on the back of their
bank card. This helps to convince the person that the call is genuine. However, the fraudster has kept
the telephone line open so even though the person has called the bank, the call does not go through.
Instead they are unknowingly connected straight back to the fraudster.
3.The fraudster then gains the person’s trust by pretending to be from the bank and seeming to offer
assistance. In many cases the person is asked to provide their full bank card details and key in their
PIN so that their existing card can be cancelled and their new one activated or authorised. The
fraudster will then explain that the bank will need to collect the card.
4.The fraudster will then attend the person’s address or send an innocent courier company driver to
collect the card and sometimes provide them with a replacement card which is subsequently found to
be fake.
5.Therefore, the fraudster has obtained the person’s name, address, full bank details, the card itself
and the PIN. The bank cards are then used fraudulently without the victim’s knowledge.
There are a number of variations to the scam, including:
Fraudsters pretending to be from the police cold calling members of the public and telling them that
their bank account has been compromised by criminals. The fraudster suggests that the person should
transfer their bank balance into a ‘safe’ police bank account.
Fraudsters pretending to be from the police attending people’s addresses and retrieving the person’s
card and PIN.
Members of the public receiving letters on bank headed paper informing them that their account has
been the subject of a fraud. The letter advises them to transfer their funds to a ‘safe’ account and that
an official will be in contact to provide them with a new card and PIN.
Fraudsters contacting members of the public requesting them to cut their cards in half because their
account has been compromised. They are then asked to post the cut card to an address where

fraudsters simply tape the card together again and can use the details to commit fraud.
Between May and August, Thames Valley Police has received 17 reports of fraud of this type, all in
the central Milton Keynes area. Police advice is that if you receive such a call, end it immediately. If
you have elderly or vulnerable family members, friends, or neighbours, let them know about the scam.
Please be aware that: Your bank will never attend your home; Your bank and/or the police will never
collect your bank card; Your bank and/or the police will never ask for your PIN. If you receive this
type of call, report it to Action Fraud on 0300 123 2040, or via their website. In an emergency, dial
999.

Pond News
Hi there everyone
Just a short news bulletin this month, as it has now got to a
very quiet time of the year down here at the pond.
Firstly, you may remember that last month a grey and
white duck had gone missing and I was not sure what had
happened to her? Well happily she has now returned to the
pond so maybe she had just gone on her holidays! Personally I’m just glad that she hadn’t gone nesting, and I think
that Jenny is too!
Sadly we have lost one of our young boys this month when Digby became a victim of the
road recently. Many thanks to the several people who reported this sad event to Jenny. This
now makes our numbers currently at 19.
Also following up on last month’s story about Poppet, who stayed at Jenny’s house because
she was so small………Well now she has grown up and turned into a drake! A change of
name to something a little less feminine was called for so he is now called Popeye! You
can’t get it right every time can you?
Lastly for this month a very big thank-you to Jenny and John from Stranger’s Lane for their
donation of £10 towards duck food. We really would be lost without all our recent donations
so thanks everyone for keeping us going.

Apple & Chilli weekend
Tingewick & Water Stratford Horticultural Society had a stand at Buckingham Garden Centre’s Apple and Chilli
weekend on 21st September. Committee member Naina had made six different chutneys which visitors to the
stand could taste and buy. Made from Naina’s own recipes the chutneys - Chilli Beetroot, Chilli, Apple & Ginger,
Apple & Onion, Chilli Tomato, Chilli Pineapple and Tomato & Apple – all went down a treat and were totally sold
out. Information about the type of events organised by the Society and the discounts available to members was
also on hand together with photo albums showing images of Spring and Summer Shows and other events from
bygone days to the present.

NEWS OF EVENTS
AT WATER STRATFORD
QUIZ NIGHT
On 20th September the Parish Meeting Committee organised a Quiz Night in the Old School.
Nine rounds of questions were tackled by six teams of up to six members whose ages ranged
from under 10 to over 90. In the 'Name that Tune' round, those who recognised
'Chattanooga Choo Choo' were very glad of the young people's help with Lady Gaga! An excellent fish and chip supper was delivered halfway through, and much of the liquid refreshment
was financed by the remains of the Diamond Jubilee fund. The scores were very close, with
a tiebreak needed to establish the winners. Well done to the organisers, and to Terry and
Carol for running the quiz with humour and efficiency and setting questions that were so well
suited to those present.

HORTICULTURAL SOCIETY APPLE AND CHILLI STAND
Tingewick & Water Stratford Horticultural Society had a stand at Buckingham Garden
Centre’s Apple and Chilli weekend on 21st September. Committee member Naina had made six
different chutneys which visitors to the stand could taste and buy. Made from Naina’s own
recipes the chutneys – Chilli Beetroot, Chilli, Apple & Ginger, Apple & Onion, Chilli Tomato,
Chilli Pineapple and Tomato & Apple – all went down a treat and were totally sold out. Information about the type of events organised by the Society and the discounts available to members was also on hand together with photo albums showing images of Spring and Summer
Shows and other events from bygone days to the present.

HARVEST FESTIVAL
Wheat sheaves and Michaelmas daisies in the chancel; fruits, seed-heads and a variety of
seasonal flowers in the nave: harvest was rightly celebrated in a thankful service at St Giles
on 29th September. Members of the congregation presented symbolic gifts at the altar: soil,
fruits, seeds, water, bread and wine, while the accompanying liturgy was led by a priest and a
farmer. The talk, and a selection of short Bible passages incorporated within it, made us
think about a bountiful Creator, and how we should respond with generosity towards others.
Thanks to Revd Liz, Chris and Guy for organising the service, Sarah for decorating the
church, and Pam Randle for coming to play the organ and enhance our enjoyment of singing
well-known hymns and learning a new one. Conversations afterwards took place in hot autumn
sunshine.

69. Matters arising for information and reports only
Item 44 –World War One Commemorations - Local parishes are not planning any specific events.
The events that are planned are at a more national level such as lectures, exhibitions and
remembrance services. BCC's website will be checked for events as and when they are added.
Item 56 - The school playground safety surface has been investigated and found to be rising in
places. The wet-pour surface is out of warranty. The original contractor has suggested that it be
refixed to a new concrete surface. It was agreed that this approach would be tested, using a local
supplier.

Item 60 – Fete - The proceeds of the refreshment tent are to be donated to the Village Hall.
Bus shelter - It was reported that it is not possible to lift it back into a level position. Options for
refurbishment will be considered at a later date.
70. County Councillor's Report
Cllr Stutchbury is involved in the process of reviewing problem schools in the south of the county
to improve education provision in Bucks. The Buckingham School, on a comparative level, is now
considered one of the best for raising standards in Buckinghamshire.
Free school transport is being reviewed and concern has been raised at some of the proposed
provisions. Cllr Stutchbury is assisting with appeals and attempting to ensure that services are
provided where there is a clear need.
BCC Councillors have been asked to put forward priority roads for repair. Cllr Stutchbury has put
forward three, one being in Tingewick. Once the priority roads have been chosen the Parish will
be advised.

BCC is consulting on the provision of services to achieve financial savings. Cllr Stutchbury is
concerned that the 'tick box' format of the consultation document may not be sufficient to provide
a meaningful response.
71. District Councillors Reports
Councillor Fealey had provided a report confirming that the warding proposals do not affect
Tingewick.
Further information provided by Cllr Stutchbury
Mr Blake is now the leader of AVDC and there have been some changes in the cabinet including a
local member.
There are proposals to change the allocation policy for social housing to enable local people to
obtain accommodation in their local area.
Open Forum
The Old White Hart
The purchasers of the Old White Hart confirmed their proposals for the property. It is proposed
that the barn be removed and a building erected further up the plot. The barn was noted not to be
suitable for listing. The property itself will undergo a full refurbishment. The plans were shown to
the Parish Council for information only as the Parish Council cannot express a view until a formal
application is received for consultation. It was said that a pre-application has already been made
to AVDC who raised concern at the prospect of infill development. Councillors noted that this was
contrary to Tingewick's localism response which supported appropriate infill up to 5 dwellings.
It is anticipated that the property will be sold once developed.
The Crown
It was confirmed that it has been sold.
BLAF
It was confirmed that BT has been awarded the contract to provide superfast broadband to
Buckinghamshire. The Finmere exchange, which serves Tingewick, will be upgraded by Christmas
2014.

A written report was received.
The bin by the Church is reported not to have been emptied. This will be followed up.
The blocked gulley at West Lane has been cleared.
A further ‘Village Walk Around’ has been offered. It was noted that the existing issues reported at
the last walk around should be dealt with before further a further walk around is undertaken.
Fly tipping remains a problem. There are fly tipped bags by the roundabout. AVDC will be asked
to remove them.
Planning
Cllr Roy attended the Buckingham Neighborhood Plan display. There are two proposals for
developments near to Tingewick. The plans are in their early states. The next stage will be to issue
a consultation document on the proposals by Christmas.
The Vale of Aylesbury Plan Delivery Policies Document consultation was considered. A written
report was received from Cllr Roy. Additional questions that the Parish Council had not already
considered were discussed.
a. Gypsies and travelers. It was agreed that that the criteria should include whether there is a
need for a facility in the area which cannot be met by existing facilities elsewhere. Other criteria
should apply the same tests as are applied to any proposal for residential development, e.g.
safeguarding amenity of adjoining residents, access etc.
b. Sub-development. Policies for conversions and sub-divisions should ensure that minimum
space standards are met to secure satisfactory living standards for future occupiers.
c. Environmental Issues. Policies should seek to safeguard areas identified as having high
landscape value and tall structures should avoid harm to key views identified in Village Design
Statements and other relevant studies.
A response will be issued.

75. Correspondence
2013/10/01-Heritage-Permission for a second inscription on a memorial stone - Approved
2013/10/02-Resident-Request for dog waste bins - The Parish Council had previously considered
this and after receiving costings considered that the on-going emptying costs at that time would
be prohibitive. Further information has now been received that the costs will be much less than
previously quoted. Further information will be obtained and the matter will be placed on the
agenda for the next meeting.

2013/10/03-Land and Partners Limited - Development Options. A view was sought from the
Parish Council by Land & Partners on behalf of Mr Treadwell for possible self-build projects on
land between Sandpit Hill and Back Lane. It was noted that the Parish Council is unable to
comment at this stage without a formal application having been made. However, the
recommendations of the Community Consultation Report, ‘Tingewick Towards 2030’, agreed by
the PC and adopted as policy, advise against development outside current village limits unless

there is a clearly expressed local need. It was agreed that a response will be issued noting that the
village has set out its views on development in ‘Tingewick Towards 2030’ and in the Village Design
Statement, copies of which will be sent to Land & Partners.

76. MVAS
It has been confirmed that the consultation is not statutorily prescribed and is a courtesy
consultation directed at those nearest to obtain their views.
The east end of the village has been consulted and is fully in favour with no adverse issues.
To date, two residents on Sandpit Hill are in favour.
The consultation process will be continued.

77. Request for Donation (s137)
A village table tennis club run by the Diamonds has requested a donation towards a new table
tennis table.
Proposed - That a donation of £50.00 be given to the Tingewick Diamonds to assist with the
purchase of a table tennis table, it being noted that it is a suitable use of s137 monies.

78. Recreation Ground Development.
The Working Group has advised that bid writer is to be engaged to assist with grant applications.
A decision as to which bid writer will be considered at the next meeting. It is intended that the
Working Group be extended.
79. Christmas Tree
It was proposed that a Christmas tree be purchased from the usual supplier.
Proposed: Cllr. Thurlby Seconded: Cllr. Swinburne. Agreed.
