Begusarai is a centrally located district of Bihar with a rich social, political, economic and
cultural legacy. After delimitation, the district encompasses one (01) Lok Sabha Constituency
and seven (07) Legislative Assembly Constituencies. In Begusarai, there is high level of
political consciousness. Elections have been peaceful because of the meticulous planning and
security arrangements by the district administration. Currently there is no major law & order
issue in the district.
A lot of efforts have gone into improving the health of the electoral roll over the last six
months. Reduplication exercise has been effectively accomplished & efforts have been made to
make electoral roll more & more inclusive. The photo roll coverage in the district is one
hundred percent.
The voter turnout was 60.68 % in the Lok Sabha Election-2014 while it was 54% in Bihar
Assembly Elections- 2010. The major challenge before the district election team is to make
those more than 39% of electors who have not been participating in the festival of democracy
exercise their right to adult franchise. We are hopeful that the Systematic Voters’ Education
and Electoral Participation (SVEEP) campaign would lead to greater participation of electors
in this Bihar Assembly Election.
Freedom of informed choice is the hallmark of a modern and robust democratic system. The
true test of a liberal democracy is to make available that informed choice to the electorate
during the conduct of elections. The District Administration in Begusarai is committed to
ensure a free, fair, peaceful, impartial and participatory election to achieve that end. District
Election Management Plan, thus, includes ensuring a strict adherence to the Model Code of
Conduct, a rigorous implementation of the Expenditure Monitoring System and a strategic
deployment of the Central Armed Police Forces and the police personnel keeping a watch on
the previously identified vulnerable, critical and sensitive booths. In other words, the aim is to
eliminate the role of muscle and money power so as to provide a level-playing field for all the
vying candidates.
Apart from these measures, the District Administration is also taking pro-active steps in
educating the electors to exercise their franchise in a free manner, unhindered by any undue
or extraneous influence and contribute towards making the Indian democratic system more
participatory, more representative and more responsible. We hope that greater participation
of electorate will enrich our democratic tradition.

DISTRICT PROFILE

1.1 INTRODUCTION:
Begusarai occupies a central position in Bihar and is one of the thirty-eight districts of
Bihar state, and Begusarai town is the Administrative Headquarters of this district.
The district lies on the northern bank of river Ganga. In 1870, it was established as a
sub-division of the Munger district. It was given a district in 1972. It was named after
"Begu" a man of this district who used to look after "Sarai" an old and small market. It
is the birthplace of famous Hindi poet Rashtrakavi Ramdhari Singh Dinkar.
1.2 LOCATION OF THE DISTRICT:
Begusarai district is located in the middle Ganga plain. The district is located between
25º 15' and 25º 45' North latitude and 85º45' & 86.36’ East longitude at a mean height
of 51.81 Mt. from sea level with an area of 1,87,967 Hectares. It is bounded in the
North by the Samastipur District, in the East by Khagaria & Munger District in the
south by Lakhisarai district and in the west by Patna district.

1.3 HISTORY & CULTURAL BACKGROUND:
Begusarai has a very ancient, glorious and colourful history. Ancient Buddha
literature recognizes it as "Anguttarap". Scientific survey of the historical places of this
district has not been possible as yet despite the limited continual efforts. From time to
time there have been efforts for historical linkages on the basis of scattered materials
at places. Ancient historical linkages have been established on the basis of coins, stone
made idols, toys, etc. found in Naulagarh, Jaimanglagarh, Veerpur, Singhaul,
Masuriadih, etc.
Found records, coins, idols, etc. prove the regime of the Pallavas. Writings on the palm
leaves received from Munger bear the testimony of the regimes of Dhramapal and
Devapal of the Pallava Empire. In the wake of the downfall of the Pallavas, there
started a battle between the Karnat of Mithila and the Sen of Bengal.
Consequently, the Sen Rulers occupied the empires from Begusarai to Purnia. In the
wall of the mosque situated at Noorpur in this district engraved script amplification
its creation by Meeran Ali, son of Meerzafar. Different historical findings have been
approved that Begusarai was a part and parcel of the Pal Dynasty which expanded up
to Varanasi. One cannot help mentioning the remarks made by the Chinese traveller
Huien Tsang who visited Begusarai in the first half of the 7th century: "cultivation has
been a common feature here and the land is fertile. The area is replete with flora and
fauna. The climate is moderate and the people are simple and honest.
Social and cultural activities of Begusarai provide an ample opportunity for a deep
thought in order to establish a relationship between education and society. History
has given an abundance of the blinding and contradictions of thought and
circumstances to cope with. All these factors have given birth to legends, some living
legends and so many important aspects of life.
The unearthed account of the old history of Munger covers mainly the present
Begusarai district. All the ancient remains and inscriptions have been discovered
south of the Ganga and some in northwest, namely in Jaimanglagarh (Begusarai).
Description of culture of old district of Munger in contemporary literature is found
both in the writings of Bengali and English writers. There is a description of Begusarai
in these writings.

Culturally, this district has tradition of Melas, usually held on the occasion of Hindu
religious festivals, Simaria Kartik Mela, particularly in Dussehra and Kalipuja and
Shree Krishna Janmashtmi. From time to time various cultural functions are
organised in different parts of the district.
1.4 GEOGRAPHY
PHYSIOGRAPHY :-
The area of the district falls in the North-West agro climatic zone of Bihar
comprising the basis of Gandak, Burhi Gandak, Balan, Baya and Chandra Bhaga
rivers. The topography of the district is plain and half of the area is flood prone. These
physical subdivisions have been made: 1. The Gangetic Area, 2. the middle Ganga
plain comprising of the middle part of the Ganga and the Burhi Gandak, 3. The Burhi
Gandak Area and 4. The Kaver Lake and the interior of the Chandrabhaga River, on
the bank of the Ganga are found Diara plain and created lakes which are inclined to
the Ganga.
CLIMATE AND RAINFALL :-
The district has a subtropical climate characterised by hot summer, wet
monsoon and dry winter. The temperature range from as low as 4o C during winter
(October to February) to a high of 44ºC in summer (March to June). The monsoon
seasons (June to September) is characterised by high humidity, frequent rains and
variable surface wind. The average rainfall of the district is 1384 mm.
RIVERINE SYSTEM :-
Main rivers are Burhi Gandak, Balan, Bainty, Baya and Chandrabhaga.
Except Burhi Gandak, all the rivers are caused by incessant rain. The Burhi Gandak
runs a zigzag course through this district and enters Khagaria for a short while and
flows into the Ganga. The Ganga and the Burhi Gandak cause soil-erosion.

SOIL :-
The soil in almost all the blocks is calcareous in nature with up to 40% free
calcium carbonate. The soil of the District is alluvial; the pH of the soil is in between 7
to 8.5. Wheat, paddy, Maize and other varieties of food grains are extensively grown
here. The area is dotted with mango orchards.
1.5 TRANSPORT:
ROAD :-
Begusarai has a fairly good system of road communication. The NH-31 and
NH-28 road run through the district. NH-31 is the main road link for North. The total
length of both the Highways in the district is around 95 Kms. State roads have the
total length of 262 km. 95% of the total villages is linked to the rural and urban road
facilities.
RAILWAYS :-
Begusarai is situated on Delhi-Guwahati railway line and is connected to all
most all parts of the country. Several long distance trains pass through Begusarai
District. Railway has a route of 119 km (B.G.) and 67 km (M.G.) in the district.
Waterways (rivers) are used by the local people for movement to adjacent districts
and ferrying goods. The stretch of Ganges in the district is part of National Waterway
system.
The nearest airport is Jay Prakash Narayan Airport, Patna which is about 132
kilometers from Begusarai. There is a small aerodrome in Ulao, five km from the
district headquarters
1.6 ECONOMIC PROFILE:
AGRICULTURE:-
Agriculture is the mainstay of livelihood and 88.33% people depend upon
agriculture. Wheat is the prominent Rabi crop in the district. Maize is grown

abundantly almost throughout the district. Main cash crops of the district are oilseeds,
tobacco, jute, potato, red chillies, tomato and andi.
Agriculture science centre for maize cultivation Management has been established in
Kusmahaut, 5 km from the district headquarters. In urban areas rearing of cows of
hybrid quality has increased. Despite domestic use of milk, a huge quantity of milk is
sold to the Barauni Milk Composite Dairy Industry. This gives lucrative income and
employment to the people of Begusarai.
INDUSTRIES:-
Begusarai is recognised nationally and internationally known for its industrial
district. Major industrial units are: Indian Oil Refinery- Barauni, and Hindustan
Fertilizer Limited -Barauni, Thermal power station- Barauni, Deshratna Dr. Rajendra
Prasad Dugdh Utpadak Sahkari Sangh Ltd. Dairy, Barauni and hundreds of small
industrial units in the private sector. In Barauni Industrial Area there are about 270
small industrial units.
There are great possibilities for agro-industries in this district. They include sugar
industry, Paper industry, Jute industry, oilseed industry, soap industry, wax industry
and Agriculture machinery industry.
TOURISM:-
Begusarai district has its own glory in the field of tourism. The famous
Simaria Ghat attracts good number of people to come and dip into the Ganges. The
famous Kawar Lake a notified Birds sanctuary and Nawlakha Mandir is also place of
tourism attraction people from every parts of the country come to Simaria Rajkiya
Kalpwas Mela and stay for a month and take part in religious activities. Jaimangla
garh, a well known Shakti peeth is also of place of tourist attraction.

1.7 PLACES AND PERSONALITIES OF IMPORTANCE:
JAIMANAGLAGARH :Jaimanglagarh lies in Manjhaul sub- division which paves the
way for a deep study of the historical heritage of this district.
Here is a temple of Mother Jaimangla--Goddess of power. It is
said during the Maurya period it was an elevated tomb where
Lord Buddha got a shelter built in and spent some time there.
This is one of the famous religious places of Bihar.
KAVER JHEEL :-
Kaver Jheel surrounds Jaimanglagarh from four sides. It also
lies in Manjhaul sub division. Here is a bird sanctuary of
international fame.
RASHTRAKAVI RAMDHARI SINGH DINKAR :Rashtrakavi Ramdhari Singh Dinkar: He was born in Simaria
(Begusarai). He occupies an important position in the Hindi literary
sky. A number of literatures came under his spell. His writings are
replete with revolutionary fervour and enthusiasm .His poem title '
Himalaya' bears a testimony to the effects of Tilak and Patel on him.
There are some epics to his credit. 'Sanskriti Ke Char Adhyay'
depicts his multi-faceted personality in the domain of literature.

NAULAKHA MANDIR:-
Naulakha Temple is a sacred Hindu shrine that is located in
the midst of Begusarai City centre. This is an ancient temple
with beautiful carvings that can be found its walls and all over.
The idol of the presiding deity is gracefully adorned and forms
to be the centre of attraction. It is believed that the name
Naulakha was derived from the phrase Nau- lakh, which
literally translates to nine lakh rupees. It was the amount that
cost for the construction of the sacred temple.
DINKAR BHAWAN:-
Begusarai is recognised as the capital of literature art &
culture. To materialise this, Foundation stone of dinkar
bhawan laid on 24-04-1981. Since the, all culture programms
are being organised in this building, also famous as the town
hall of Begusarai. There was a need to overhaul this centre of
culture. In 2014, works were started to this end. Two
glamorous gates were made. Eastern gates symbolise, music,
literature and art where as western gate reminds as of
Mauryan architecture. Flute & white coloured swan in
between the gates give as the message of peace & harmony. To
reflect its significance it was renamed in 2014 as Dinkar Kala
Bhawan.
NAMAK SATYAGRAH
The Namak (Salt) Satyagraha of Gandhi Ji brought turmoil in
the district and the people showed their vigour and courage.
Participating in the movement Bihar Keshri Dr. Sri Krishna
Singh broke the Salt-Law at Garhpura. Bihat village of the
district became the Bardoli of this region. No one can forget
the account of local martyrs during the August-movement of
1942. Residents of the district showed their enthusiasm
against the bullets of the British administration.
RAJENDRA SETU
Rajendra Setu (also known as Rajendra Pul near Simaria and
Mokama Bridge) across the Ganges was the first bridge to link
North Bihar. The road-cum-rail bridge near Simaria in
Begusarai district was inaugurated by Dr. Rajendra Prasad,
President of India. It is about 2 kilometres long and carries a
two lane road and a double line railway track. It was opened
in 1959.

2.1 ADMINISTRATIVE UNITS
Begusarai district was constituted as a separate district in 1972 from Munger district.
The district is moderately sized measuring approx. 1918 square kms in area. At present,
it has 5 sub- divisions, 18 blocks, 18 circle offices, 1- Nagar Nigam, 1- Nagar Parishad,
03 Nagar Panchayats, 229 Panchayats, 1229 Revenue Villages, 32 police stations. Its
surrounding districts are Khagaria and Munger in the East, Patna and Samastipur to the
West, Samastipur to the North and bounded on the South side by river Ganges and
Lakhisarai district. It is located under Munger Commissionery.

4.5 GENERAL LAW AND ORDER & ELECTORAL OFFENCES
The District Begusarai is a peaceful district in the state of Bihar with no records of
any major breakdown of Law & Order. The District Magistrate and Superintendent of police
are responsible for the maintenance of Law & Order in the District.
As far as conduct of elections are concerned few issues make it important as
There are many areas where cast based or political rivalries are prevelant and
thus these booths are sensitive and demand special attention. Certain
politically sensitive pockets are 85 out of 1758.
Begusarai having high rates of crime needs special planning and preventive
actions during and before poll procedure, although district has not witnessed
any serious Electoral Offences in last Assembly Eleciton, 2010 and
Parliamentary Election, 2014.There was also no incident of booth capturing as
per records in SP office. Certain pockets are identified as Naxal areas like
Birpur, Bhagwanpur, Nawkothi, Bakhri etc.
High crime rates and cast based tensions do make certain pockets as
vulnerable. AC wise vulnerable pockets have been identified as below.

District has a vast stretch of diyara land with poor means of communication
compare to the other booths. Booth indentified in these diyara areas are total
122 out of 1758.

Expenditure Sensitivity: Good economic background both in agriculture and
industrial sector one one hand and having cast based tensions, high crime rate
& political rivalry on the other hand, make begusarai a highly expenditure
sensitive zone. Although based on experience of last few elections two ACs, 144Matihani & 145- Sahebpur kamal have been identified as expenditure sensitive
pockets but rest of the five ACs are also on watch to check violation of MCC 3
flying squad per AC has already been formed. Regular checks are being
performed through static servillance teams. Sector officers are watchfull in
their areas and active help is being provided by booth awareness groups.

REQUIREMENT FOR POLLING PERSONNEL INFORMATION
Polling personnel are the key to successful conduct of the elections. An office-wise
database of all eligible poll personnel will be compiled electronically to facilitate computerized
randomization. All relevant particulars like name, sex, place (constituency) of residence, work
place, home constituency, designation, office and department have been entered. The data
base contains a mixture of employees of the state government, the central government, PSUs
and banks, etc. Employees from PSU’s and bank will be marked for appointment as micro
observers. The lot of Presiding Officers and Polling Officers will be mixture of employees from
all categories of institutions and will be classified for duty on the basis of scale of pay and their
post and rank. While preparing the data base key holders of banking institutions, operating
staff of BSNL, and other categories as ordered by the Commission will be exempted. Further,
physically challenged persons and persons of ill health will be exempted from it. A database of
16000 (Approx) persons was prepared. In the last election the data base had sufficient number
of persons to manage elections internally.
Form this full data base of officers, a list of 125% of the required number of polling
persons will be generated (including reserve) randomly, using the software.
The first training programme of presiding and polling officers will contain detailed
inputs on the EVM and poll procedures. Hands- on training of EVMs will be given in small
batches by master trainers. Well designed power point presentations and other materials
from the ECI website will be used to impart training. This time VVPAT is being used in 146Begusarai Assembly Constituency. So training to the polling personnel regarding VVPAT have
also imparted to the personnel concerned.

MICROOBSERVER
Microobservers are required to be deputed at critical booths who work under the direct
supervision of the General observer. A database of 550 personnel fit to be deputed as
microobservers will be prepared from among the officials of PSU, banks and Central
Government employees. This is an adequate number and there appears to be no need of
external mobilisation. They would be deployed according to the final analysis of critical booths
after discussion with the observer.
CAMERA AND CAMERAPERSONS
Apart from the CPMF and microobservers, critical booths may be manned by camera persons.
A detailed analysis of the requirement and availability of cameras and camerapersons will be
made. Digital cameras are available from internal as well as external sources and a database
of camera persons and videographer will be prepared. The numbers should be sufficient to
cover the remaining booths.
EVM Requirement
The details of EVM and result of FLC was updated on the EVM tracking software of the ECI.
The EVM requirement is calculated with 10% reserve for polling and 5% training
requirements in mind. The EVM requirement in the district has been calculated as follows.

During the election 1812 of EVMs are required for poll. As per the directions of the
Commission, First Level Randomisation will be done using the computerised software & EVMs
required for poll will be allotted to assembly segments/training as directed by commission. 5%

EVMs will be used for training and it will be segregated. Separate stickers marked
“TRAINING” will be pasted on them. First Level randomisation will be conducted at EVM
warehouse in the presence of representatives of political parties.
AVAILABILITY
At present 2600 numbers of Ballot Unit and 2200numbers of Control Unit have been allotted
to district. All these EVMs are being duly accounted for in EVM tracking software and
currently being stored with appropriate security mechanisms in place in godowns in Bazaar
Samiti campus.
FLC – as instructed by CEO, Bihar all preparation for conduction of First Level Checking of
EVMs by BEL Engineer has been done and will be started as soon as they arrive.
REQUIREMENT OF VEHICLES DISTRICT BEGUSARAI
Requisitioning and getting vehicles is a necessity for movement of different polling personnel
and forces. The requirement of different categories of vehicles in the district for Assembly
elections has been worked out as follows :1.

FORMATION OF POLLING PARTIES:
Personnel Cell will be handed over the responsibility for identifying the employees to be
deputed as Presiding and Polling Officers. It will be a judicious mix of employees from State
Government, Central Government, PSU’s, banks and other institutions. The identified
personnel will be given one round of training after the issuing of press note. The formation of
polling parties will be done in the NIC Unit of the district using the software provided for the
purpose.

COUNTING PLAN
8.1 Legal Provisions: The counting of votes at an election where voting machines are used is regulated by the
provisions of Rule 66A of the Conduct of Elections Rules, 1961 (Amendment of 1992). Rules
55C, 56C and 57C provide for the scrutiny and inspection of voting machines before the
counting, actual counting of votes recorded in the voting machines and sealing of voting
machines after the counting. The provisions of Rules 50 to 54 relating to time and place for the
counting of votes, appointing of counting agents and revocation of such appointments,
admission to the place fixed for counting and maintenance of secrecy of voting are also
applicable as in the case of counting of votes where the system of ballot papers and ballot
boxes is followed. Rules 60 to 66 providing for continuous counting, re-commencement of
counting after fresh poll, recount of votes, declaration of result of election, counting at two or
more places and grant of certificate of election to returned candidate shall also apply in
relation to voting by voting machines and any reference in those rules to ballot paper shall be
construed as including a reference to the voting machine. Rule 54A provides for the procedure
for counting of votes received by post.
8.2 Storage of polled voting machines: Polled voting machines will be stored in the strong room, Krishi Utpadan Bazar Samiti,
Begusarai on the same campus at 25 meters from the counting hall. This strong room will
house only the polled EVMs and the election papers connected with the current elections.
8.3 Counting centre and counting hall:There will be one separate counting hall for counting the votes polled of each Assembly
Constituency There will be 14 (fourteen) counting tables in each hall excluding the Returning
Officer’s table. The layout of the counting centre and the counting hall is given on next page:

Counting of votes will be taken up respective counting centres on 08-11-2015. There
will be 14 tables for every LA segment and each table containing two persons (1 counting
supervisor & 1 assistant) in addition to the Static Observers. Counting will take place in the
presence of Observers. Arrangements will be made for issuing passes for accredited media
persons. Sufficient security will be arranged for counting stations. Arrangements are made
for online updating of data from the counting centres to the Election Commission website.
8.5 Appointment of counting personnel: Sufficient officers are available for appointment as Counting Supervisors and Counting
Assistants. One Counting Supervisor and one Counting Assistant per table and sufficient
Group D staff to carry the voting machines to and from the counting tables will be deployed.
Intensive training of counting personnel will be given in time.
8.6 Security Arrangements:A three-tier cordoning system will be set up in all counting centres to prevent the entry
of unauthorized persons inside the counting centre. No counting agent without proper identity
card having the photograph, duly displayed on its person, will be allowed to cross the first
cordon of the counting centre. The identity of all candidates, their election agents and of all the
counting staff will also be thoroughly verified with reference to their identity cards at the first
cordon. The first cordon will be set up at the main entrance to the Krishi Utpadan Bazar
Samiti, Begusarai. A metal detector will be installed at this location. CPMF personnel from the
day of poll till the sealing of the voting machines and election papers are completed after
counting of votes.
Deployment of CPMF at counting hall/ strong room: One platoon of CPMF will guard the Strong Room/Counting Hall round the clock from the
date of storage of polled EVMs till the completion of counting and final announcement of the
election result. The Force will remain in position till withdrawal order is given.
8.7 Barricading of counting tables: A Barricading about eight feet high made of wire mesh will be put up around the counting
table and the counting personnel. Separate entrance will be made for taking in and bringing
out the voting machines.

8.8 Communication facilities within the counting hall: One telephone line with STD facility will be placed at the ROs table. One telephone line with
STD facility and fax machine will be placed in the observer's room/cubical. One telephone line
with STD facility and fax machine will be placed at the data manager table adjacent to the
RO's table.
8.9 Room for the observer inside the counting hall: A separate room /cubical with tables and chairs, a telephone with STD and a fax and a toilet
attached to it will be provided inside the counting hall for the use of the Observers. The
communication facilities will be reserved for the exclusive use of the Observers for their
communication with the Commission, in strict confidentially. The number of this telephone
will be obtained from the BSNL authorities at least 15 days ahead of the counting and made
known to the Chief Electoral Officer and the Commission.
8.10 Data Management: The Data Management Cell will be located adjacent to the Returning Officer's table. One
computer, printer, UPS, telephone attached with a fax machine, internet and sufficient
stationary will be provided. The actual constitution of the cell &deputation will be done by the
ROs as per schedule.
8.11 Seating arrangements for counting agents: Counting agents will be seated at each counting table in the following order1) Candidates of National Recognized Political Parties
2) Candidates of Recognized State Parties
3) Candidates of Recognized State Parties of other state who have been permitted to use
their reserved symbols in the Constituency.
4) Candidates of recognized- unrecognized Political Parties.
5) Independent Candidates.
Counting agents will be seated outside the barricades which enclose the counting personnel
and the counting tables, in such a way that they have a clear view of the counting process but
are not in a position to reach out and handle the control unit.
812. Number of counting agents: Each candidate will be allowed to appoint as many counting agents there are counting tables
and one more to watch the count at the Returning Officer's Table.
8.13 Sequence of counting: Firstly, all persons who are allowed to enter in the counting hall will be given adequate
warning about maintaining secrecy of votes as provided under Section 128 of the
representation of the people act 1951. The postal ballots received in time will be counted first at
the RO's table and the particulars will be entered in the working sheets Constituency wise and
candidate wise. While the postal ballot paper of constituency are being counted. The control

unit of the electronic voting machine of constituency will be distributed to the 14 (fourteen)
counting table in serial order of the polling stations. Only after the postal ballot paper have
been counted and results tabulated will the counting of votes polled in the control unit begin.
The final result of the counting of votes should be sent to the commission and the CEO by fax or
through VSAT/ dial up connection using GENESYS Software, if required as soon as counting
of the votes of the constituency is completed.
8.14 Media Centre: The media centre is proposed to be set up in the Bazaar Samiti campus near the counting hall.
The result of each round of counting will be announced by the officer in charge in media centre
or any of his assistant, to be designated by the in charge.
8.15 Entry into counting hall & maintenance of discipline: No person other than those mentioned under Rule 53 (1) of the conduct of Elections Rules, 1961
will be allowed inside the counting hall. Only the following persons can be allowed inside the
counting hall(1) Counting supervisors and counting assistants,
(2) Persons authorized by the Election Commission.
(3) Public servants on duty in connection with the election; and
(4) Candidates, their election agents and counting agents.
However, entry of persons other than officials engaged in the counting of votes will be
regulated by the Returning Officer in such a manner as may be required for maintaining
discipline in the counting hall. Smoking carrying of cellular phones, cordless phones and
wireless sets will not be allowed inside the counting hall.
8.16 Refreshments: Adequate refreshments will be provided for all counting personnel, candidates, their election
agents, counting agents, security personal, media persons, officers and staff on duty on the
day of counting. Krishi Utpadan Bazar Samiti, Begusarai assisted by sufficient number of staff
will be in-charge of provision of refreshment.
8.17 Fire tender: The services of the Begusarai police fire organization will be requisitioned to keep watch over
any event of fire in and around the counting centre.
8.18 Medical Duty:The services of the health department will be requisitioned to be on medical duty at the
counting centre on the day of poll.

9.1. Background :
The district is politically sensitive. But elections have been peaceful since the use
of meticulous planning by the administration.
A lot of efforts have gone into improving the health of the electoral roll over the
last six months. PS-wise and AC-wise de-duplication exercises have been effectively
done & efforts have been made to make electoral roll more inclusive. The photo roll
coverage and EPIC in the district is 100% ..
The voter turnouts have been 60.68 % in the previous Lok Sabha Election. The
big challenge before the district election team is to make those 40% of electors who
have not been participating in the festival of democracy, to exercise their franchise.
We are hopeful that the SVEEP campaign would lead to greater participation of
electors.
For this the District Administration is taking pro-active steps in educating the
people to get them enrolled and exercise their franchise in a free manner, unhindered
by any undue or extraneous influence and contribute towards making the Indian
democratic system more participatory, more representative and more responsible.
In conformity to the Election Commission of India (ECI) giving highest
priority to the healthy maintenance of electoral roll and reiteration has reiterated
that the roll should be free from errors, defects and multiple entries, this year the
motto for NVD was ‘Easy Registration Easy Correction’ implying that the IMF–
Information, Motivation and Facilities for citizens should be increased to make
registration, correction etc. In the entries a hassle free experience for them. At the
same time NERPAP has been implement to purify and authenticate the electoral roll
with the help of Aadhaar number.
9.2. NERPAP:
In order to achieve the objective of a totally error- free and authenticated
electoral roll, free from duplicates and errors the Election Commission of India has
launched an ambitious programme called as NERPAP –National Electoral Roll
Purification and Authentication Programme.
As ECI through its letter has emphasized that the success of the programme
will depend on effective SVEEP campaign, therefore a 360 degree publicity
campaign has to be carried on with full sincerity so that the electors could be
provided the information related to the program’s objective. It is to be noted that
proper information to the electors is quintessential for the success of this program
which lays emphasis on feeding of Aadhaar Numbers by the electors themselves and
also aim at making the voters aware about the undesirability of having their names
at more than one places so that they may volunteer to get it redressed.

9.3. SVEEP focus for NERPAP The major focus are as under :

Feeding of Aadhaar Number by the people themselves through the facilities
given on National Voter Service Portal (NVSP), SMS, toll free call centre
services 1950, android application etc.
Providing the Aadhaar Number, Mobile no, E-mail ID (where available) to the
election officials.
Knowledge of the provisions under the following articles of Representation of
Peoples Act 1950:
(a)Section17- No person shall be entitled to be registered in the electoral roll
for more than one constituency.
(b) Section18- No person shall be entitled to be registered in the electoral roll
for any constituency more than one.
(c) Section20- Provision of ordinary residence.
(d) Section 31- If any person makes false declaration in connection with the
preparation, revision or correction of electoral roll or in inclusion or
exclusion of any entry in electoral roll, is punishable with imprisonment
for a term which may extend to one year or with fine or with both.

now includes the facility of document uploading as well.
The use of search facility to check the existence of one’s name in the electoral

The district wide special camp was organized on every polling station on 12-042015. This camp was very successful in AC No. 146-Begusarai. Other ACs did
not perform according to the expectation. So, during this revision period,
collection of more and more Aadhaar number is also an important task given
to BLOs.

9.5. Overall Objectives of the SVEEPa. Overall objective of the SVEEP plan is to improve the health of electoral roll
under the on going exercise of NERPAP/Summary Revision and to ensure
substantial increase (around 10%) in voter turnout percentage over previous
elections. Based on field report, massive programme of raising elector
awareness in the entire district will be taken in due course.
b.
Statistical data of Electoral roll of the district shows that there is still a gap in
enrollment of electors genderwise. Gender gap in electoral roll have been
improved during Coming Summary Revision of Electoral Roll-2015.
c.
Pockets of excluded groups/communities are being identified for electoral
registration in the district. Special camps will be organised and awareness
campaign will be carried in rural areas for rural voters who have to improve
their enrolment in electoral roll and turnout for voting.
d.
Based on the experience of last general elections, special plan will be taken up
to ensure Ethical Voting. Strict vigilance will be maintained round the clock
during election period to catch and seize the flow of cash and goods, if any, to
induce the voters. Earlier work to identify the expenditure sensitive
constituencies and expenditure sensitive pockets will be started in the district.

Facilitation centre for employee, Service Electors and persons on election duty
will be available at each training centre and at the places where persons for
election duty and persons on vehicle duty will report for election duty, so that
maximum person can use their right of postal ballot voting.
To remove duplicate entries is also one of the major objective of this SVEEP
Plan. So AC wise and PS wise duplicate list have been distributed to all the
concerned BLOs for all necessary action
9.6. Situation Analysis –
a. Identification of non-participants :10% polling stations having lowest turnout in Last General Election has
been identified. All EROs/AEROs have been directed to find out the reason for
low turnout and its remedies, so that voters participation can be increased
substantially in next general election.
b. Analysis of challenges of participation :–
All EROs have sent the reports and have quoted poverty, illiteracy and
migration in some pockets are the main reasons behind low turn out.
c.
Comparative study shows that there is an increase of turnout of voters from
48.82% in Assembly Election, 2010 to 60.68% the Lok Sabha Election 2014.
However according to all suggestions, necessary steps shall also be adopted so
that more and more increase in turnout of Voters could be achieved.
d. Just after identification of excluded group, a special effort will be made to meet
the gap so that their maximum participation in enrolment and voting process
can be assured.
e. Where excluded groups / communities are to be enrolled in the electoral roll
and special effort has to be taken for their maximum participation in the voting
process. Special security arrangement and public awareness with the help of
N.G.O and non political organisation will be taken up for the purpose.
9.7. District SVEEP Plan Strategya. Overall objective and situational analysis of the target group, problem and the
remedies for their problem has been included in the district SVEEP plan. An
effective evaluation mechanism keeping in mind the indicators of ECI will be
evolved to monitor the activity of SVEEP plan, right from polling station level to
the District SVEEP Core Committee level.

b. The survey and field input by govt. machinery, political parties and nonpolitical organisation will be suitably used in the SVEEP activity within the
district.
c. Past experience about the enrolment in elector roll has shown that there is a gap
between male and female. Effort to fill up the gap will be taken through out the
district through print, electronic and other sources of mass publicity. Active role
of campus ambassador will be very effective in this activity.
d. Initiatives and effort regarding enrollment and turnout of voters :•

Special effort is being taken to maximise the enrolment and voting of
excluded communities and groups in each polling station. Local publicity
like, Nautaki (Street Play) and distribution of print material will be taken
at polling station level to increase the voting. Materials made available
by state level will also be used for this purpose.
Special effort will be taken with the help of political parties, non political
organisation, N.G.Os, intellectuals of society to educate and encourage
the people to vote without inducement.
All concerned officers at the sub-division level have been instructed to
form BAG (Booth Level Awareness Group). Bags shall also be very helpful
for spreading the messages of ethical voting.
Appropriate information regarding NOTA, use of EVM and use of VVPAT
will be shared effectively with the electors by organising mass public
relation and awareness campaign by district administration.
As per the direction of ECI, BMF for voters like drinking water, electricity,
ramp, toilet, shade and alphabetical electoral roll will be made available at each
polling station of the district
Service voters and employees engaged in election duty were supplied
with postal ballot paper in the last election. This time, too, it will be taken. A
separate and special cell, under a senior officer shall also be formed this time.
9.8. Planning & Its Implementation through different Partners
a. District core committee for SVEEP activities under the chairmanship of Chief
Executive Officer, Z.P-cum-D.D.C, Begusarai has already been formed. DyEO
and District Public Relation Officer (DPRO) are members of district level
SVEEP core committee. This has been made functional to achieve the target.
Similar Core Committees are also being formed at ERO Level.
b. District Public Relation Officer, Begusarai has been appointed nodal officer
and incharge of District Level Core Committee.
c. Members of NYK Campus Ambassador and representatives of Media will be
also involved in the meetings of SVEEP committee.

d. Publicity materials provided by CEO office, Bihar is also used for the activity of
SVEEP core Committee.
(A) Outreach Activities and use of Mediai. Polling station wise requirement of form-6, 6A, 7, 8, 8A has been assessed and it
has been supplied to all BLOs through respective EROs. The forms are also
available in sufficient no. at ERO and District level. Bank, Colleges, Inter colleges
have also been supplied reverent forms for enrolment, correction and deletion in
Electoral Roll. Role of campus ambassadors, NGOs and other non- political
organizations is very important in this regard and their active participation has
been sought.
ii. Help of public sector undertaking like Bank, Insurance company BSNL, Railway
will be taken to maximise the registration of elector and to educate them to come
out in large number on the day of vote for voting.
iii. Mass mobilization activity through EVM training, Nukkar Sabha, Nautanki, Folk
song, Road Show and publicity through Public Relation Department will be taken
during the period of notification of election to the date of poll to motivate the
people to participate in the electoral process.
iv. Direct communication will be established through Parchi, Stickers, Election
Chariot, Cable network, SMS facility and through media to make people aware
about their right to vote. Door to door contact with the people will also be made
to motivate them to come in large number for voting on the day of poll.
v. A Special campaign will be established through stickers on the back of E-
Rickshaw running in the district for public transportation. And many other
campaign like sticker in Milk packet on sudha dairy counter, Primary Health
Centre and also on Gas Cylinder at every Gas Agencies in the district.
vi. EVM familiarisation will be started just after the release of press note by ECI for
election. Special emphasis will be given about the use of NOTA and VVPAT. It will
be taken from tola level of the village to polling station level and from polling
station level to block level and above. At least, three round of EVM familiarisation
camping will be taken in the district.
vii. Copies of elector roll will also be provided and made available to the recognised
political parties of the district. Voter list (Parchi) based on electoral roll will also
be distributed to each and every voter of the district which will contain all
information regarding day, time and place of voting.
viii. A Special campaign drive have been launched on What’s App Group(Ready For
Vote: Begusarai) to be connected a large number of voters and also on Facebook
Page(Begusarai SVEEP) to increase voter awareness.
ix. Campaign like Cycle Rallies has been organised regularly in every block to
increase voter awareness moving door to door at every block in the district.

Campaigning material based on survey of ECI and Office of CEO, Bihar will be
used for mass communication through vehicles fitted with loud speaker and other
publicity machines.
Services of state level icon, as decided by the office of CEO, Bihar will be taken
and programme of the icon will be organised in the district for mass awareness
campaign of the voters.
All materials prepared locally and made available by the office of CEO, Bihar will
be made available to all media houses, NGOs, Coos etc for wider publicity in the
district.
(C). Voters’ Facilitation

nomination of candidates, as per rule.

Rationalisation of Polling stations will be done as per the existing guideline of
ECI in consultation with the recognized political parties and on the basis of
physical verification by local officer. The list of polling station will be given wide
publicity for the knowledge of general electors, after the approval of ECI.
All necessary and adequate arrangements will be made for drinking water, shed,
toilet, ramp, electric connection, proper signage along with voter facilitation
centre at all polling station, as per direction of ECI, to make voting a friendly
experience.
9.9. Monitoring & Review
a. Arrangement for mid period review and constant monitoring of SVEEP related
activities will be ensured throughout the district. For this purpose District Level
SVEEP committee has been formed and ERO level committee is being formed.
Regular meeting of the committee will ensure continuous monitoring of SVEEP

9.10.Evaluation & Documentation
District level evaluation and intervention report will be submitted to the office
of CEO, Bihar within a month of closing of poll. The report will include Analysis of the registration before poll

Analysis of the turnout of the identified excluded groups/communities at
specified polling station.
Analysis of comparative turnout in the identified 10% of the lowest turnout
polling station.

WELFARE PLAN

As per the guidelines of the ECI, the District Election Officer is to consider the welfare of the
polling personnel as one of his priority areas of election management. The DEO has, therefore,
appointed the following officers to look after and arrange for the welfare of the polling
personnel.

10.2 MEASURES TAKEN FOR WELFARE OF POLLING PERSONNEL
Copies of the detailed schedules and venues of training, joining, despatch, collecting,
staying, reception, counting and polling stations has been communicated to the cell
with the instruction to ensure the availability of basic amenities for the personnel.
Arrangements of drinking water, lighting, toilet facilities, refreshments, medical kit,
help desks etc have been made to make the entire exercise pleasant and hassle free.
Facilitation centres have been established at all training venues to enable polling
personnel to receive form 12 and apply for postal ballots/EDC’s.
It is being ensured that the Travel Allowance/Dearness Allowance is given to all
polling Personnel with the least amount of hassle through their parent departments or
through the BDO’s.
Advance assessment of requirement of vehicles for the transportation of staff has been
made and vehicles requisitioned accordingly.
Ramps, toilets, drinking water and other facilities are being provided at all Polling
Stations. Medical kits are being provided to all polling parties along with EVM
material.
It has been so planned to immediately relieve the personnel from duty after handover
of EVMs and polling materials by streamlining the process of receiving the EVM and
polling materials.
10.3 WELFARE OF CENTRAL PARAMILITARY AND OTHER FORCES:
The responsibility of making arrangements for appropriate stay and basic amenities for the
stay of forces has been entrusted as given below:
