CITY MANAGER:
Paul Blanco’s Good Car Company Update: Staff is still working with Paul Blanco’s Good Car
Company officials to finalize the necessary steps in order to open their dealership for vehicle sales
late this month. The closing of escrow for the Four Wheel Drive property, which Paul Blanco needs
for additional vehicle storage, was delayed due to title insurance issues which have been resolved.
Escrow is expected to close this week or early next week and Paul Blanco’s Good Car Company
expects that their telephone and other office equipment installation will be completed the following
week so that the dealership can open for vehicle sales before the end of this month. They have
secured their DMV Permit for the Norco dealership. On a related matter, staff met with Electronic
Media Inc. (EMI), Paul Blanco’s Good Car Company officials, Hemborg Ford officials, and Browning,
Dodge, Jeep officials to facilitate discussions on how Paul Blanco’s Good Car Company can
participate in the use of the Norco Auto Mall sign to meet their freeway advertising needs. Going
forward, staff will only play a “facilitator role” in the discussion between the Norco Auto Dealers
Association (Hemborg and Browning) and Paul Blanco regarding participation and basis for cost
sharing for all parties. The City will not be participating in the cost of additional improvements to the
Norco Auto Mall sign.
Survey and Compaction Testing Requirements for City Contracts: At the last Council meeting,
Mayor Pro Tem Newton posed the question as to why the City elects to provide and pay for survey
and/or compaction testing by a third party rather than having the contractor take responsibility for
such work. This practice was implemented in the past due to inadequate staffing and some
questionable work by contractors. However, things have improved on both fronts. Therefore, the City
will begin to incorporate into future specifications that both survey and compaction testing will be part
of the work to be provided by contractors.
Quarterly Meeting with Navy: The quarterly meeting with the Navy to consult on historic resources
pursuant to the provisions of Section 106 of the National Historic Preservation Act was held this
week. In attendance at the meeting were City staff, Council representatives, Navy staff,
representatives from Congressman Ken Calvert and Assemblyman Eric Linder’s offices,
representative from LNCF and representative from the City’s Historic Preservation Commission.
During the meeting, the Navy provided status updates regarding various capital improvement projects
(buildings, lake, photovoltaic arrays) at the Navy base in Norco. Detailed information regarding
projects scope and status can be obtained from the City Clerk’s Office. During the meeting, it was
noted that Captain Hardy, Navy Commanding Officer will be retiring soon and change of command
will be taking place on August 25, 2016. More information on this will be coming from the Navy.
West Nile Virus: The first indications of West Nile virus in 2016 have been detected in a sample
of mosquitoes collected in the City of Norco. The mosquitoes tested positive for the virus on
June 8, 2016. For more information, please see attached Press Release from Northwest

First Indications of West Nile virus in 2016
Norco, CA. The first indications of West Nile virus in 2016 have been
detected in a sample of mosquitoes collected from the City of Norco.
The mosquitoes tested positive for the virus on June 8, 2016. The
Northwest Mosquito and Vector Control District routinely monitors
populations of adult mosquitoes and tests groups of adult female
mosquitoes for the presence of mosquito-borne viruses.
District staff will continue to canvass the area to look for and treat
mosquito breeding sources. They will also post signs alerting residents
of the detection of the virus along with preventative measures the public
can take to keep from becoming infected with West Nile virus.
The District urges the public to conduct routine inspections on their
properties for mosquito breeding sources. Please look for any standing
water around your home or neighborhood. Remove the water source or
contact the Northwest Mosquito and Vector Control District to inspect
and treat the source. Remember, mosquitoes can complete their
lifecycle in just one week in a water source as small as a bottle cap. If
you find a dead bird, please call (877)-WNV-BIRD as soon as possible.
Dead birds will be submitted for testing for mosquito-borne viruses.
Northwest Mosquito and Vector Control District urges residents to take
the following precautions to avoid being bitten by mosquitoes:
 Eliminate any standing water around your house.
 Make sure all windows and door screens on your house are in
good repair and tight fitting.
 Wear a mosquito repellent that contains DEET®, Picaridin, Oil of
Lemon Eucalyptus or IR 3535.
 Limit outdoor activities during dusk and dawn hours.
 Contact the Northwest Mosquito and Vector Control District to
report standing water or mosquito activity.

FISCAL AND SUPPORT SERVICES:
Bill Processing: Staff mailed out 1,903 utility bills to Group 4 customers and assessed penalties to
357 delinquent accounts totaling $5,570. We also mailed out 258 delinquent notices and billed for tag
fees totaling $4,128 to Group 3 utility customers that had not paid their bill on time.
Business License and Cash Receipts: Staff processed a combined total of 2,050 cash receipts
from the building counter, Parks and Recreation, utility customers and other miscellaneous accounts
receivables totaling $4,399,385. This week the City received $112,869 from the Redevelopment
Property Tax Trust Fund and $3,679,958 for the successor agency in accordance with the
Recognized Obligation Payment Schedule (ROPS).
Meeting with Auditors: Gina Schuchard, Olivia Hoyt and Melinda Van met with Bob Callanan and
Michael Glabb from the firm, White Nelson Diehl Evans, this week. They were provided an update on
the recent GASB pronouncements that would impact the City and new guidance regarding the single
audit. Staff also provided them with an update on the City’s progress in resolving any issues from the
prior year management comments. Next week Diehl Evans auditors will be performing an interim
audit for three days and will be gathering information to prepare for the final audit in September.
PARKS, RECREATION, AND COMMUNITY SERVICES:
Summer Concerts in the Parks: Norco’s Summer Concerts
in the Park kicks off the summer series this Friday, June 10,
2016 with “Yard Sale”. Concert is from 6-8 p.m. at Pikes

Parks and Building Maintenance Services
During inspections of the LMDs, Staff found furniture in
LMD 4. It looks like it could have been a hangout for
teenagers. All items have been removed.

City Council approved chandeliers from the Lake Norconian Club to be stored in the Bob and Karlene
Allen Room. Staff constructed a safe and sturdy stand for the chandeliers to hang so they will not be
damaged.

Fire Hydrant Repairs:
 722 Sixth St – Crews responded to a traffic collision involving a single vehicle and fire
hydrant. Hydrant lateral was shut down and hydrant assembly removed. Minor clean-up of
DG from flow of water into the street was cleaned up and removed. Hydrant was replaced
with new Jones hydrant and break-a-way spool and returned to service.

 1917 Trotter Trail - attached portable programmer and linked meter to AMI system

NORCO SHERIFF’S DEPARTMENT:
DUI Checkpoint Planned: The Norco Sheriff’s Office will be conducting a DUI/Driver’s License
Checkpoint on Saturday, June 11, 2016, at an undisclosed location within the city limits between the
hours of 8:00 p.m. to 3:00 a.m.
The deterrent effect of Driving Under the Influence (DUI) checkpoints is a proven resource in
reducing the number of persons killed and injured in alcohol or drug involved crashes. Research
shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-

publicized DUI checkpoints and proactive DUI patrols are conducted routinely. In California, this
deadly crime led to 802 deaths in 2012 because someone failed to designate a sober driver.
Nationally, the latest data shows nearly 10,000 were killed by an impaired driver. Officers will be
looking for signs of alcohol and/or drug impairment, as well as checking drivers for proper licensing.
Motorists should only be slightly inconvenienced. Specially trained officers will be available to
evaluate those suspected of drug-impaired driving. Recent statistics reveal 30 percent of drivers in
fatal crashes had ingested one or more drugs. A study of active drivers showed more tested positive
for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Marijuana was the
most prevalent drug, at 7.4 percent, slightly more than alcohol.
According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have
provided the most effective documented results of any of the DUI enforcement strategies, while also
yielding considerable cost savings of $6 for every $1 spent. Nearly 90 percent of California drivers
approve of DUI checkpoints. DUI Checkpoints are placed in locations based on collision statistics
and frequency of DUI arrests, affording the greatest opportunity for achieving DUI driving deterrence.
Locations are chosen with safety considerations for the officers and the public.
Drivers caught driving impaired can expect the impact of the arrest to include jail time, fines, fees,
DUI classes, and other expenses that can exceed $10,000. The DUI arrest is public information and
can expose the violator to a degree of public embarrassment. Funding for this checkpoint is provided
to the Norco Sheriff’s Office by a grant from the California Office of Traffic Safety, through the
National Highway Traffic Safety Administration, reminding everyone to “report drunk driver/call 911.”
Special Olympics Torch Relay: On Monday, June 6,
2016, the Riverside County Sheriff’s Department,
Jurupa Valley Station (JVS), participated in the Law
Enforcement Torch Run for the Special Olympics. JVS
participants included station administration, deputies,
members of the explorer program, the California
Department of Corrections, as well as members from
your local Norco Sheriff’s Office. JVS participants were
eager to receive the torch from Ontario Police Department at the intersection of Hamner Avenue and
Riverside Drive, in Ontario. JVS Staff and the Norco Sheriff’s Office ran with the torch alongside
Hamner Avenue through the cities of Eastvale and Norco, both of which are serviced by the Riverside
County Sheriff’s Department, Jurupa Valley Station. The Riverside County Sheriff’s Department team
ran with the torch for a distance of over eight miles, until passing it on to the Corona Police
Department at the intersection of Hamner Avenue and Hidden Valley Parkway. We support the
Special Olympics and were proud to be a part of this great event!

Robbery Arrest: On Tuesday, May 31, 2016, about 12:00 p.m., the
Norco Sheriff’s Office responded to a reported armed robbery at a
cellular telephone business, located in the 1800 block of Hamner
Avenue, Norco. The suspect entered the store, produced a handgun,
and demanded money from the employee. After obtaining an
undisclosed amount of money, the suspect fled in an unknown
direction.
Through a thorough and comprehensive investigation spanning several
days, the Norco Sheriff’s Office Special Enforcement Team was able to
identify the suspect’s vehicle. The suspect’s vehicle information was
shared with other law enforcement agencies.
On June 2, 2016, about 4:30 p.m., the suspect vehicle was located and stopped in the city of Fontana
by the Fontana Police Department. The driver of the vehicle was identified as Steven Bradley Telford,
a 47-year-old Fontana resident. Telford matched the description of the Norco robbery suspect. A
search of the vehicle by the Fontana Police Department revealed evidence related to the Norco
robbery as well as other crimes. Telford also had an outstanding arrest warrant for armed robbery out
of San Bernardino County.
The Norco Sheriff’s Office Special Enforcement Team responded to the Fontana Police Department
to continue their investigation. After completing the investigation, Telford was identified as the suspect
in the May 31, Norco armed robbery. Telford was arrested by the Fontana Police Department and
booked into a San Bernardino County jail facility for several felony charges, unrelated to the Norco
robbery. Robbery charges have been submitted to the Riverside County District Attorney’s Office.
Telford remains in-custody with the San Bernardino County Sheriff’s Department.
The Norco Sheriff’s Office is committed to the safety of the citizens of Norco and is vigilant in
combating crime. Any businesses or law enforcement agencies with similar armed robberies are

Burglary Arrest: On May 15, 2016, deputies investigated a burglary and vandalism at the Norco
High School in the 2000 block of Temescal Ave., in the City of Norco. The investigation revealed
suspects entered the campus, stole property, and damaged two rooms. On May 31, 2016, the
School Resource Officer assigned to Norco High School investigated an additional vandalism at the
school, located in the 2000 block of Temescal Ave., in the City of Norco. In the latest incident,
unknown suspects entered the campus on May 28, 2016 and committed acts of vandalism. The
investigation developed several leads identifying suspects in both crimes.Six juveniles, four males
and two females, were arrested for burglary and vandalism. The juveniles, all Norco residents, were
released to their parents. The case was submitted to the juvenile District Attorney’s Office for criminal
prosecution.

The Riverside County Sheriff’s Department is committed to the safety of the citizens of Norco and will
be vigilant in investigating all crimes of this nature. This investigation is ongoing and we are asking

FIRE DEPARTMENT / CAL FIRE:
Haz-Mat Incident: On June 4th, CALFIRE/Riverside County Firefighters responded to a multi-car
traffic collision on Interstate 15 north bound at Sixth Street Street. Engine 47 was first on scene and
reported a two-vehicle traffic collision with an active fuel leak. The fuel leak was approximately 30
gallons and had spread across all lanes of the freeway. The Firefighters quickly contained the leak so
that there was no run off into the Santa Ana River.
Training: On June 7th Station 47 hosted an Animal Handling Training taught by NART. Engine
Company 47 and Truck 17 were in attendance. The course taught firefighters the proper way of
approaching a horse, putting on a halter, and leading a horse. Firefighters also got an opportunity to
load horses into a trailer and off load them
