Avondale anticipates $40M project
Chance Partners plans Class A waterfront apartment community
A high-profile corner in Avondale is slated for a $40 million
redevelopment as Chance Partners prepares to turn St. Johns
Village into a waterfront apartment community.
Chance Partners, with offices in
Jacksonville and Atlanta, bought
the site in March and filed its
Planned Unit Development application with the city last week.
The company hopes to start
construction by year-end and
complete St. Johns Village in the
first half of 2018, creating an up to
224-apartment project among five
buildings along with a parking
deck and other on-site parking.
“St. Johns Village is seen by
many area residents as the gateway to their communities,” said a
statement from Chance Partners.
It said the development will be
an enhancement to the underutilized property and is made possible in large part to the Riverside
Avondale Preservation group
and neighbors.

The Commander Apartments,
built in 1961, occupy about 2.5
acres at 3946 St. Johns Ave. along
Fishweir Creek and Little Fish-
weir Creek, which are a tributary
of the St. Johns River. The Commander is 70 percent occupied.
The St. Johns Village retail center was developed in 1987 among
four buildings on 3.3 acres at 4000
St. Johns Ave.
It is at the corner of St. Johns
Avenue and Herschel Street. It
was 50 percent occupied when
sold to Chance Partners.
Chance Partners proposes to
rezone and redevelop the 5.78acre site. It would renovate the
Commander apartments to Class
A status and demolish the shopping center to be replaced by four
apartment buildings and a twolevel parking deck.
The apartment structures are
designed as two four-story buildings and two two-story carriage
houses, each with two units.
The PUD application shows
88 proposed units for the Commander tower and 136 units in
the new buildings. Rental rates
have not been determined.

If you were walking near the north side
of EverBank Center on Thursday morning
and thought you smelled barbecue, your
nose wasn’t playing a trick on you.
The aroma you detected was a test run
at The Bank BBQ & Bakery at 331 W. Forsyth St., in preparation for the opening
Monday.
Tom Thornton bought the 75-year-old
former Tucker Bros. Building in 2014 and
began converting it into a restaurant and
bakery in April with an investment of
more than $300,000.
“From the roof to the floor, it’s all new,”
said Thornton, who also owns Dixie Auction Co. “I think it’s turned out nice.”
The menus were still at the printer
Thursday, but Thornton said The Bank
will serve breakfast in the morning. And
for lunch: “It’s not an elaborate menu —
it’s pork and ribs and chicken.”
In April, a few days after the building
permits were issued, Thornton wouldn’t
reveal who would be supervising the
kitchen. He would only say he was hiring the pitmaster from his favorite local
barbecue joint.

CC Underwood was overwhelmed.
It was early in her real estate career and
the dawn of the Great Recession.
She was helping as many as 40 customers at once but, naturally, didn’t want to
turn down any business.
The short-sale market, in particular, was
much busier than Underwood ever expected.
“Doing it myself wasn’t working,” she
said.
So, two years into her career with Keller
Williams Jacksonville Realty, Underwood
put a team together.
She wanted to expand her business and,
with a growing family, she wanted more
flexibility with her time.

added an agent to her team. Then another
agent. And another.
The rest is history.
Underwood is renowned in Jacksonville’s real estate industry for taking the
team approach to a new level.
Hers is among Northeast Florida’s megateams. Sellin’ with CC now has its leader,
three buyer specialists, a listing specialist,
a transaction coordinator and an executive
assistant.
Underwood credits much of her success
to the training she and her team members have received from Keller Williams.
The company is recognized by Training
magazine as one of the world’s top training
organizations across all industries.
“Our co-founder (Gary Keller) essentially wrote the book on growing a team in
real estate,” she said.

On the ground floor, there’s a
50-seat dining room and a bakery display case that, at first, will
contain only Krispy Kreme doughnuts.
Thornton said he plans to have
the full-service bakery operational
in about a month and hopes to
fill the void for customers who
miss Worman’s Bakery, which was
a few blocks away but closed in
2009.
The second floor isn’t yet finished, but Thornton said it will
eventually be available for private
parties and catering.

redevelopment takes away some
of the commercial offerings in

for public river access, such as a

that debris. The new plan puts
him a little more at ease.
Love noted the fewer units
than previously proposed, along
with the removal of any hightraffic restaurants or retail stores,
makes neighbors “a little bit happier.”
He said there might be a few
more corrections to the plans.
“It will be nice when it is finished,” he said.
Love said the PUD rezoning
would be introduced to City
Council and its Land Use & Zoning Committee.
He said he also would attend
a meeting about the project at

for redevelopment could include
a pool, fire pit, barbecue and a
yoga pad at the Commander site,
along with several pavilions.
The former shopping center
site shows two small parks.
The proposed PUD also indicates there could be a cabana/
clubhouse, meeting rooms, a
health/exercise facility, sauna
and similar uses.
While no plans have been made
for them, the PUD description
includes docks, piers, over-water
walkways or promenades, boardwalks and kayak/boat launches,
slips and shelters.
The PUD, called the St. Johns
Village Center PUD Amendment,
says demolition of the retail and
commercial center and construction of horizontal improvements
on the property would start in
2016-17 and be completed in
2017-18.
Renovation of the Commander
apartments would start about
2016-17.
Construction of the new buildings on the former retail site
would begin when the market
dictates.
The property owners are CRP/
Chance Jacksonville Owner LLC
and CRP/Chance Jacksonville
Owner II LLC.
Kimley-Horn and Associates
Inc. is the planner and engineer.
Davis Architects is the architect.
Previous redevelopment plans
for the property in 2006 and 2014
did not proceed. The PUD application filed last week is to rezone
the property for the proposed
uses.
Chance proposes a multifamily residential development and
recreational uses that will “avoid
exacerbating commercial and
parking pressures in the Avondale area, provide new customers within walking distance to
existing commercial uses, and be
compatible with the residential
uses to the northeast while taking
full advantage of the waterfront
location.”
District 14 City Council member Jim Love said Thursday the
new PUD has some good points,
although there are a few changes
he would like to see.
He said the developer has
agreed to move the proposed
parking deck away from the
street front.

Citizens pitches insurance
rate hike as water claims rise

State-backed Citizens Property Insurance urged regulators
Thursday to back a request for
an average 6.8 percent rate hike
to cover a surge in water-damage
claims.
The Florida Office of Insurance
Regulation, which held a twohour hearing on the proposal,
is expected to rule in early September.
Insurance Commissioner David
Altmaier said after the hearing
that regulators will take their time
“vetting the issue.”
The requested change, if
approved, would go into effect
Feb. 1.
For customers, changes would
vary by policy and location.
For example, rates would go
up an average of 6.3 percent
for inland homeowners who
have multi-peril policies, which
include coverage for water damage, according to Citizens.
Multi-peril policies for coastal
homeowners would see an aver-
age increase of 8.6 percent.
Wind-only policies for personal-lines customers also would
go up an average of 8.3 percent,
under the proposal.
Officials from Monroe County,
which includes the Florida Keys,
requested a rate hike on windstorm policies in their county be
delayed for up to three years.
Key West resident Joe Walsh,
representing the group Fair Insurance Rates in Monroe County,
read regulators a list of Keys residents who said they may have to
move out of the county due to
rising premiums.
Altmaier called it “troubling”
if anyone has to consider moving
because of insurance rates.

in their questioning.
The driving factor for the
requested hike remains an
increase in water-damage claims
— initially concentrated in Southeast Florida but now appearing
statewide — and a related, politically charged issue known as
“assignment of benefits.”
When homeowners need
repairs for problems such as
water damage, they sometimes
sign over benefits to contractors,
who ultimately pursue payments
from insurance companies.
Citizens and other insurers
have lobbied in the Legislature
for restrictions on assignment of
benefits, contending the practice
leads to fraud and litigation.
But plaintiffs’ attorneys and
contractors argue, in part, the
practice helps homeowners hire
contractors quickly to repair damage and also can help force insurers to properly pay claims.
The plaintiffs’ lawyers and
contractors — none appeared at
Thursday’s hearing — also contend assignment of benefits can
help prevent consumers from
having to fend for themselves in
insurance disputes.
Earlier this year, the Office of
Insurance Regulation reported
the state had seen a 46 percent
increase in water-damage claims
and a 28 percent increase in costs
since 2010.
Team sport
Keller Williams Jacksonville’s
14-member Welch Team, led by
Christina Welch, was Northeast
Florida’s top producer in volume
and units for the first half of 2016.
“We’ve been very fortunate to
do well with referrals in a referral-driven business,” said Welch,
who started the team in 2006.
New agents benefit from the
mentoring that comes with joining a team.
“The
way
that our profession is going,
you are going
to see more and
more
teams,”
said Diana Galavis, who partners
with her mother,
Welch
Millie Kanyar,
on the Impact
Team for Watson Realty Corp.
But agent teams — like other
business relationships — come
with inherent challenges.
Underwood and other Jacksonville-area Realtors say team
management and growth require
good hiring choices, dealing well
with individual personalities and
making the necessary changes
until the right people are in the
right places.
“Like with anything, you learn
by failing — and that’s the best
lesson,” Underwood said. “But
I’ve made some really great hires,
too. Our team never stops growing because of someone who
didn’t work out.”
A team’s success and growth
depend on putting the right people in the right spots — “just like
in football,” Underwood said.
“Everyone works for each other’s success and if everybody’s
doing their own thing, it’s not
OK,” she said.
In other words, it’s called a
team for a reason.
“It’s super important that
everyone works as a cohesive
unit,” Welch said.
“You see people everywhere
these days using the team
approach to try to reach the next
level and also to try to gain some
life balance,” she said.
The first agent teams were
mostly informal arrangements
between family members who
worked for the same brokerage
firm.
Some teams are two-person
operations — arrangements as
simple as an agent with an assistant who may or may not have a
real estate license.
Kanyar said the most plausible
threshold for initiating a team is
when business gets to the point
where real estate professionals
“have so much going on that they
can’t service people properly.”
Kanyar and Underwood said
customers benefit from the collective experience and expertise
of agent teams, which are able
to offer a broader level of service
than a single agent.
That makes selecting team
members especially important.
“I think it’s important for agents
to know that if they are planning
on starting a team, or joining a
team, that a team doesn’t mean
there are individual parts working independently,” Underwood
said.
The broker is responsible for
the actions of licensed and unlicensed team members who are
working on transactions.
So, no matter the team size,
written agreements are necessary
for the purposes of distributing
commissions and predetermining
separation terms, among other
reasons, Kanyar said.
“Little things need to be discussed,” she said.
Even when the team members are from the same family,
“There’s no way around that. It
must be done,” Kanyar said.
Sandberg understands why
agent teams aren’t for everyone and why some team leaders
choose not to be on the front line
of real estate.
But she says having a small
team — the Sandberg Team is just
her husband and another agent
on board — is her cup of tea.
Scott Sandberg was helping his
wife with her real estate business
long before he became a licensed
agent in 2012.
The Sandbergs are former
advertising agency colleagues.
She specializes in business development and he’s creative.
“We have definitely profited
from (teaming up),” she said. “He
was always coaching behind the
scenes, anyway.”
Scott Sandberg continues to
work largely in anonymity, performing administrative and marketing tasks, while his wife works
directly with their customers.
“We have always played to our
strengths,” she said.
Getting a team started
While there’s no right or wrong
way to structure a team, most
begin with administrative support.
Kanyar and Galavis have had
as many as four team members,
but the Impact Team currently
consists only of mother and
daughter.
The duo is considering bringing on administrative help for
tasks such as answering phone
calls and preparing listings to free
up their time to generate leads
and negotiate contracts.
But when Kanyar and Galavis
consider the salary and benefits
they’d endure, they think hiring
a virtual assistant may be the best
route to go.
It’s all about keeping it lean.
“That’s the great thing about
our business. You can do it the
way you want to do it and make
it up as you go along,” Kanyar
said.

“Sometimes it’s a matter of
either growing or start saying,
‘No,” to new customers,” Kim
Sandberg said. “And you don’t
really want to ever say, ‘No.’”
There are two readily apparent disadvantages to spouses or
parents and siblings forming an
agent team.
One is that family relationships
can be complicated. Another,
conversely, is family members
can be so close they may want to
vacation together.
Handling challenges
Forming a team is just the
beginning of a team leader’s
responsibilities.
“Excellent communication is
necessary and strong systems
must be in place,” Galavis said.
Underwood said as her team
and sales grew, she improved
her management and leadership
skills.
She leads her team without
actively selling. Rather, she’s
engulfed in a parallel career with
Keller Williams as a business
coach and trainer for sales professionals in many industries.
The bigger the real estate team,
the more likely it will become that
some agents aren’t a good fit.
“If you start getting renegades
— the person who thinks it’s the
Wild West — it can have a poor
reflection on the team brand,”
Sandberg said.
So, it’s critical to nip problems
with agent team members in the
bud.
“There are service standards
you have to set and processes
that have to be followed,” particularly because of the intricacies
involved in real estate transactions, Sandberg said.
And sometimes, personalities
simply don’t mesh.
“It’s just like any good relationship,” Sandberg said. “People are
people, right?”
Kanyar said she thinks team
member agreements should be
in place no more than one year
at a time.
And a probationary period
should be implemented.
“That’s my opinion, because
life changes, people change and
business may change,” she said.
Missteps happen. That’s why
having agreements in place
ahead of time is imperative, Galavis said.
“I think the key, when it comes
down to it, is that running a team
is like a business,” she said.
As it turns out, selling real
estate is, well, much more than
selling real estate.
For starters, there’s processing
property into Multiple Listing
Services, networking and other
facets of marketing, mounds of
paperwork and showing properties.
And, of course, meeting with
buyers and sellers until the deals
are done.
The primary idea behind agent
teams is for the leader and others
on the team to perform the tasks
that produce the most income.
So, when business reaches a
certain level, it’s natural to consider starting a team, said Kanyar
of Watson.
“The time comes when people
who are doing well in real estate
bring in more leads than they can
handle,” she said.
