Staff's Recommended Board Motion:
Approve an agreement with Amscot Corporation (Amscot) to accept payments for County utility
services at Amscot locations for remittance to the Public Utilities Department. This agreement would
remain in effect until terminated by either party. The agreement creates no financial obligation for the
County but should improve the cash position of the Public Utilities Department; it allows Amscot to
charge County utility customers a transaction fee of up to $2.00 per payment accepted at Amscot
locations.

up to $2.00 per payment accepted at Amscot locations.
Background:
Since December 16, 2009, the County has maintained an agreement with Amscot to accept payments at
Amscot locations on behalf of the County for water and wastewater services provided to County utility
customers. This service affords customers an additional option for payment of water and wastewater
bills to the County and is intended to expedite cash receipts for the Public Utilities Department.
Under the proposed agreement, Amscot's services will be provided at no cost to Hillsborough County.
Utility customers using Amscot's services to pay utility bills could be charged a transaction fee of up to
$2.00 by Amscot. The agreement has no fixed duration but provides for termination by either party at
will or upon the occurrence of certain events.
