About The English and Foreign Languages University
EFL University
he English and Foreign Languages University is a Central University and the only
Languages University in whole of Asia. EFL University evolved out of the former Central
Institute of English, the brainchild of the irst Prime Minister of India, Pandit Jawaharlal
Nehru. CIE, as it was then called, was set up in 1958 in Hyderabad to train teachers
of English. In April 1972, the Institute broadened its scope to include major foreign
languages, and was renamed as the Central Institute of English and Foreign Languages.
CIE became CIEFL, and in July 1973 in recognition of its high standards of excellence,
the University Grants Commission accorded the Institute the status of deemed to be a
University. In 2007, the CIEFL became the English and Foreign Languages University
already having campuses at Hyderabad, Shillong and Lucknow.
he Institute continued to expand programmes adding M. Litt and Ph.D to the existing
Post Graduate Diploma courses. To meet the demands of language teachers across the
country, the Institute set up two Regional Centres: one at Shillong (1973), and the other
at Lucknow (1979). With the introduction of the Department of Distance Education in
1974 , language teachers, both English and foreign languages, had access to many courses
through the distance mode. In 2000, the CIEFL shed its ‘training institute’ tag, and for
the irst time began to ofer M.A programmes in English Literature, English Language
Teaching, Cultural Studies, Linguistics and

Studies. Seven years later, in 2007, thanks
to an Act of Parliament, CIEFL became
a full ledged University inheriting a
glorious history in the ield of language
teaching, training and research.
In the past 50 years, many national and
international scholars and creative writers
have been associated with the University.
To name a few among the prominent
visitors are Mulk Raj Anand, Raja Rao,
Anita Desai, William Golding, Noam
Chomsky, Michael Halliday, Richard
Kayne, E C G Sudharshan, U R Ananthamurthy, A.K Ramanujam and Braj Kachru and
the low of such scholars and creative writers continue.
In collaboration with the British Council at the initial stage, the University has pioneered
new pedagogical strategies in teaching of English, produced materials for school
education, ofered teachers’ training and also contributed to the study of humanities
and cultures in a productive way. Many of its alumnus have contributed to International
English education with model theories and their practices. Many others have excelled in
the ield of linguistics and humanities scholarship.

In its new avatar as a Central University these past 5 years, we are a young institution with a rich history
of 50 years. As the Vice Chancellor, I am cognizant of the potential to be unleashed if there is a focus. he
diferent sectors of the University— the administration, the faculty and the students can collectively carve
a new identity with “mutual aid” and build into a strong and cohesive University which can withstand the
vicissitudes of a campus life without losing stability. Peter Kropotkin, the evolutionary theorist, went against
Charles Darwin to prove that “mutual aid” and not “might” is the key to evolution. Higher education, I think,
needs to move in this direction/collaborations: linkages, and team building are indeed hallmarks of growth
and development. We need to temper rules and regulations with discipline, diligence and compassion. he aim
should be to realize the enormous potential of a modern university like ours and harness it to the growth of
the nation. he EFL University certainly has the desired potential with its rich repertoire of languages, cultures
and literature’s as humanizing courses.
Our focus
he English and Foreign Languages University has been created by an Act of the Indian Parliament with a
view to building upon the achievements of the former CIEFL, and to signiicantly expand its activities on the
national and global fronts. he objectives of this University as spelt out in the Act are:
• to disseminate and advance knowledge by providing instructional, research and extension facilities in the
teaching of English and Foreign languages and literatures in India;
• to train language teachers in methods and approaches appropriate to the Indian context;
• to provide expertise in language and teacher education to foreign professionals;
• to evolve indigenous ways of testing language proiciency;
• to make provision for innovative teaching-learning materials in both print and electronic media;
• to take appropriate measures for inter-disciplinary studies and research in literary and cultural studies; and
to develop critical intercultural understanding of civilizations.
An overview
• he University has its main Campus at Hyderabad, with two other Campuses in Lucknow and Shillong.
A proposal to establish two more regional Campuses, one each in Kerala and Haryana, is under serious
consideration.
• Already uniquely placed in English Language Education, our Foreign Language Departments continue
to produce students proicient in Italian, Persian, Korean and Chinese in addition to French, German,
Russian, Arabic, Japanese, and Spanish.
• Research programmes continue to be a priority in Languages, Literature, Linguistics, Teacher Education
and Cultural Studies, all of which are in great demand among students.
• he EFL Journal and Languaging are now into their third year of publication.
• he All India English Language Testing Authority (AIELTA) aims to produce standardized tests at
three levels: basic, intermediate and advanced. It also ofers consultancy services to public and private
sector organisations.
• he University ofers a range of short-term, self-inanced, need-based vocational courses designed and
developed by the faculty. Our courses are tailor-made for organizations where English is needed.
• Our School of Distance Education and EMMRC continue to produce vibrant programmes.
• he University has also a global outlook with the number of students from other countries increasing
every year. Our International Training Programmes continue to be well received.
• he expansion of our Regional Campuses in Shillong and Lucknow is being actively fostered while
the Kerala campus is soon going to be a reality. Eforts to establish ourselves overseas is also worth
mentioning.
• We continue to receive tremendous support from the MHRD, the UGC and the MEA with all of
whom we work in close collaboration.
• I believe Henry Ford was right when he said “coming together is the beginning, keeping together is
progress, and working together is success”.
The Shillong Campus Story:
Down the memory lane
With the birth of the new State of Meghalaya in 1973 came into existence two academic institutions, the
Northeastern Hill University and the Central Institute of English, NE Centre now known as the Shillong
campus of the EFL University.
Since 1973, the Northeast Centre of CIEFL continued to be on the premises of NEHU. Presently EFLU,
Shillong Campus has its own campus on NEHU Campus.
he oicer In-charges who translated the CIEFL vision into a vibrant legacy of teaching and training in
English and Foreign Languages in Northeast were; Prof. Subramaniam, Prof. D D hakur, Prof. V D Singh,
Prof. B M Sagar, Dr. Jayraman, Prof. Chitra Dutta.
he designation of Oicer in-Charge changed with the appointment of Prof. J C Mahanti as the Director of
the CIEFL NE Centre in 1997.
Prof. Kailash C Baral took over the responsibility of the Campus as its Director since 1999. It is under his
leadership and vision, the ledging seven room CIEFL NE centre has turned into a beautiful campus in the
making. he most important thing to happen during his tenure is the gift of 50 acres of land allotted by the
Govt. of Meghalaya for its permanent campus.
When we are marching forward to realizing a long standing dream of having the Shillong campus of EFLU a
vibrant, internationally acknowledged language education centre in the Northeast, such a possibility could not
have been created without the shared dream and vision of our Vice Chancellor Prof. Sunaina Singh. She is an
internationally acknowledged scholar and a visionary. Widely travelled and recipient of many awards, she has
been a source of constant support and encouragement.

Nestled among the pines in one of the most scenic cities of
North-East India, the Shillong Campus of the English and
Foreign Languages University (EFLU), now ofers courses in
BA English/Mass Communication and Journalism, MA in
English Literature/English/Linguistics/Mass Communication
and Journalism, M.Phil and PhD courses in English Literature,
Linguistics and English Language Education, along with
Certiicate, Diploma and Advanced Diploma courses in French,
German, Spanish and Russian languages.
Shillong, one of the educational hubs of the North East region,
provides an ideal and competitive atmosphere for language and humanities education. he campus has a well
qualiied and competent faculty to meet the needs of students. At the same time, we encourage our students to
seek knowledge beyond the classroom walls. A well-stocked library with online-journal access, a well equipped
lab for language learning and a multi-media lab for communication students provide ample opportunity for
self-study and practice-based learning. We organize a series of lectures to enable students to interact with
prominent personalities from all walks of life. Students participate actively in inter-university competitions
and have brought laurels for the University. Communication students undergo internship with the media
houses to gain ield experience.

An ideal academic institute not only takes care of students’ academic needs but also moulds them as
productive citizens of the country. hey have to learn from the outside world not only from the classrooms.
For their intellectual growth, the students are exposed to many projects undertaken by the campus in
collaboration with other national and international organisations. Our partners in this journey have been
UNICEF, CIIL, Maulana Azad Institute, ICSSR, Forum on Contemporary heory and many scholars
and achievers in their respective ields across the Globe. Our Friday Lecture Series has been a window of
learning for our students as well as the ilm society, debating society and cultural council.

Paricipatory Media
Children in Media Experiments (CHIME) is an initiative of the
department of Journalism and Mass Communication in partnership with UNICEF Assam to introduce Participatory Media
through the use of diferent forms of media technologies. Children issues are usually kept sidelined in the mainstream media
except providing them a minimum space in the press and other
forms of media outlet. his initiative of the department will help
to address the issues related to children (both urban and rural) of
Meghalaya by creating awareness of the use of alternative media
in showcasing their issues through the form of storytelling. his
project also strives to document issues of children in the state by
students of mass communication and other social sciences, who
are the future media practitioners. his exercise of documentation
and media training will also help the prospective journalists to
understand the nuances of Ethical Journalism.

Implementation of CHIME 2014
1. Colloquium:
A one-day colloquium was held in the campus on 12 June, 2014 to decide the thematic for the consultative
meet, national seminar and the format of the curriculum development by bringing in few experts including
professionals and academicians of National repute.
2. Consultative meeting cum workshop:
Two days of consultative meetings cum workshop was held on Social Media to engage in discussions and
various panels on 28 and 29 August, 2014.
3. National Seminar:
he pine city, Shillong, geared itself up to host a two day national seminar organized by the department of
Journalism and Mass Communication at the English and Foreign Languages University, Shillong campus,
on the theme “Social media and democratic discourse” on the 30-31st October 2014.
4. Curriculum Design and Development:
Experts from the National and regional level was identiied for a day long intensive discussion on the
designing and development of a course module for Social Media Journalism on 28 November, 2014 at the

1. Orientation on Child Rights: August 19, 2013
In partnership with UNICEF- Assam and the help and support from fellow educational institutions in
Meghalaya, he English and Foreign Languages University, Shillong Campus successfully organized the
irst leg of a workshop on educating Under-Graduate level students on the issues concerning the rights
of Children.
2. Documentation: September 01 to September 30, 2013
he undergraduate students were divided into groups. hey were to identify one particular issue of
importance to child right and to document the issue through a chosen form of media. he resource
personnel aided help in identiication of a signiicant issue.
3. Regional Seminar on Child Rights and Media : 31 October and 01 November 2013
Ms. Dipa Dixit delivered the keynote address and briefed about the Juvenile Justice (Care and Protection of Children) Rules, 2007. She explained the role of NCPCR in addressing issues related to children
and blamed media for violation of the children rights in Aarushi Case (2008), Norway Child Abuse
Case (2011) and the accused juvenile in the 16th December 2012 rape case.
he second day of the Regional Seminar started of with the irst Academic Session day titled “Media
Coverage” where Guwahati based journalist Mr. Samudra Gupta Kashyap, who is a Special correspondent of the Indian Express Newspaper, chaired the session. Mr. Kashyap also delivered a plenary session
the theme Child Rights and the Media.
4. Dissemination: 21 November 2013
In the dissemination stage all the groups came with their presentations and presented before the open
audience in EFLU, Shillong Campus.

Participatory Media Workshop: (16 October-15 November)
hrough this it was hoped the students’ will have the opportunity to understand the perceptions and
attitudes of the audience segments and begin to relect on existing social norms and contexts within
which people live and interact. his exposure will help the prospective journalists to make better attempt to create spaces for the unheard voices, especially those of children and children’s issues in mainstream media and in developing a sensitivity to better understand how to represent news ethically.
It was initiated through a two – day intensive workshop which was followed by a hands-on experience
among students who worked in diferent groups to develop participatory media outputs for video. he
entire process started on 16th of October 2012 and concluded with a dissemination of the participatory
media outputs produced by the children of the community.
his one month long project of participatory media is titled “Children in Media Experiments, (CHIME)”
which was done in three diferent phases:
•Preproduction.
•Production.
•PostProductionandDissemination.

Keeping true to its commitment on enriching and imparting knowledge, the Campus periodically organizes National and International seminars on various subjects and disciplines. On such occasions the Campus
has had the privilege of hosting distinguished academicians, dignitaries and persons of inluence, both from
within the country and abroad.
Moreover the various departments of the Campus, in consultation with other universities, experts, academicians, and agencies, have been developing curriculum which, hopefully, will be introduced in the near future.
Lastly, the Campus being a research oriented campus has been publishing and producing materials including textbooks, research papers, and articles.

The Society for Performing Ats and Oher Cultural Aciviies, EFLU Shillong Campus under
he co-ordanitor-ship of Dr Arzuman Ara (Asst. Professor, ELT) and Mr. Alankar Kaushik (Asst.
Professor, JMC) organises lectures and talks every friday for students of he Campus.
Eminent personaliies and academicians have given lectures and talks on various topics
ranging from literature, poliics, and social issues to educaion. This is perhaps one of he
most most succesful aciviies where students, outside he classrom interact and share heir
houghts wih expets and intellectuals, which in he process enrich he students’ knowledge
and awareness of he world around hem.

Our students are selected through an All India Entrance test except to courses that are Part time. he
campus follows semester system and continuous appraisal of students’ academic progress with well laid

As a result of the guidance and mentorship of the teachers together with their hardwork, quest for
knowledge and excellence; the students of this Campus have competed and excelled in various ields. In
brief, students have regularly cleared NET examinations conducted by UGC for lectureship in Indian
Universities. Moreover many of the students have been or are working as researchers, teachers, experts
etc in various universities/colleges in the country.
Apart from this, students are actively participating in inter universities/colleges competitions and meets
held by other institutes. Not surprisingly they have been getting awards and winning competitions in
such events.

Prof. Kailash C Baral
Director
Prof. Kailash C Baral joined the Shillong Campus as its Director in
1999. Since 1999 his struggle to develop the Shillong campus as one
of the best language and humanities educational destinations in the
country makes a compelling narrative of personal commitment and
academic vision.
He believes that each academic institution has a life of its own. Its space
is dynamic, its traditions and cultures are exemplars. hose who are part
of it must strive towards this objective. Hence bench marks for him
are not created by others to be followed but created for others to
follow.
His experience, scholarship, vision and mission blend together to
create this unique and important centre of learning.
